DID You KNOW? In an attempt to give friendly advice to neighbors about covenants issues and guidelines, our committee will be publishing a “Did You Know?” article each month in The Patriot. This is our first attempt at such communication and, therefore, it will cover a broader spectrum of information – whereas future articles will delve deeper into detail.

Understanding some of the covenants violations that occur within our neighborhood, and the rationale for the regulation, should help everyone stay in code with less misunderstanding.

Parking – There are times that street parking cannot be avoided – we have all been in that situation. When that occurs the resident has the responsibility to request guests and service providers to: fill the driveway first so as not to clutter up our roads (especially if vehicles are parked on both sides of the street), not to keep their vehicle in the street overnight, and do not allow their tire wheels to rest on the sideway, walkways, or grassy areas. Our sidewalks were not constructed with concrete that can hold the weight of a vehicle over time. If the sidewalk cracks, it will be the homeowner’s responsibility to do the costly repairs. In addition all vehicles must be parked going in the natural flow of traffic. Ignoring this regulation could result in receiving a fine according to the sheriff ’s office.

Signs – Political signs can only be displayed a month out of the election date. At no other time can political signs appear.

Signs that request driving with care because children are at play can only be displayed while children are actually out playing in the front of the house. They cannot remain when no children are visible. Contractor signs are not permitted and real estate signs must meet the detailed specifications in the covenants guidelines (to be checked by homeowners and real estate agents alike).

Trashcans – Trashcans cannot be stored outside of the garage in a position where they can be seen by visitors and neighbors.

This includes on the side or back of the buildings and/or on the driveway.

Next month the committee will be focusing on mailbox maintenance, lawn and shrub care, and fencing. Remember, we were all made aware that Reunion is a Home Association Residential Neighborhood with regulations that protect one of our largest investments – our homes. Staying within the guidelines is your obligation and not knowing the rules cannot be an excuse. However, following them can only help to keep this a lovely community of which to live.

WHERE is YOUR DOG?

Many Reunion residents love to take advantage of being outside and enjoying the amenities our neighborhood offers. However in our neighborhood, encounters with unrestrained dogs are not uncommon. For some, this makes it difficult to enjoy being outside, walking dogs, and feeling safe. There have been incidents where dogs have full-on charged residents while on a walk. Some residents unfortunately have been bitten by unrestrained dogs. Oddly enough, many of the owners look at the victim (not the dog) like they are to blame. Here are some reasons to leave your dog (s) inside, in a fenced yard or on a leash.

1) Its the law. At the risk of stating what should be obvious; the following is from the Official Code of Ordinances for Hall County, GA: 4.10.200. - Duty of owner to keep animals under control.

It is unlawful for the owner of any domesticated animal or agricultural animal, or anyone having a domesticated animal or agricultural animal in his possession or control, to permit such domesticated animal or agricultural animal to be at large and not under restraint unless said animal is livestock and is maintained in accordance with § 4.10.230 of this chapter.

Chapter 4.10.230 refers to maintaining livestock, livestock means any hoofed animal including, but not limited to, bovine, caprine, equine, ovine, and swine, and, more specifically, cows, donkeys, goats, horses, llamas, mules, sheep and pigs. Since maintaining livestock is not allowed in our neighborhood, it does not pertain to us.

2) When your dog is under restraint – meaning you have it on a leash or in a fenced yard– it’s less likely to get into something it’s not supposed to. Off leash and romping unrestrained through the neighborhood, it can get lost or killed, may cause damage to other’s property, or attack an innocent bystander or another animal. For your dog’s sake, keep it with you and under your control.

Per the Official Code of Ordinances for Hall County, GA, Animal under restraint means any domesticated animal or agricultural animal is considered under restraint unless otherwise provided herein if: 1. It is controlled within the property limits of its owner by: a. A visible physical barrier that the animal cannot climb, dig, jump or otherwise escape from on its own volition, that is securely locked by key or combination lock at any time the animal is left unattended and that is not an invisible electronic fence; or b. A metal chain or metal cable of sufficient strength to restrain the animal; 2. It is controlled by a leash by a person physically able to control the animal; 3. It is entirely contained within the occupant enclosure of a vehicle; 4. If entirely contained within the cargo area of a truck being driven or parked on the streets, it is safely restrained by a harness or tether of sufficient strength to restrain the animal or confined in a kennel or cage; or 5. It is within the fenced enclosure of any dog park approved and operated by the governing authority.

3) People have the right to walk around the neighborhood without being confronted by unrestrained dogs (or their leave behinds). In contrast, dog owners do have the right to let their dogs run loose in their gated yards. Just because there are multiple parks and green space available throughout the neighborhood, doesn’t mean you get to break the law and let your dog run loose. Aside from the possible dangers of dogs running rampant, they often turn neighbor’s yards into their personal restroom.

If in the unfortunate event your dog does bite someone, you can be held liable for their medical bills and possibly more. Politely exchange contact information with the other person and tell them to get medical attention if the bite is serious.

If you have homeowners or renters insurance on your home, your dog may be added to the policy, in which case you will need to report the incident to your insurance carrier.

Pursuant to violations to not keeping your dog (s) restrained could result in penalty: 4.10.160. - Violations; penalty.

A. Any person, firm, corporation, association or partnership violating any provision of this chapter as the same exists or as it may hereinafter be amended, or shall fail to do anything required by this chapter as the same exists or as it may hereafter be amended, shall be guilty of a misdemeanor, amenable to the process of the magistrate or state court of Hall County, and upon conviction, shall be punished as provided in the Official Code of Hall County, Georgia § 1.50.020 for each violation in the discretion of the court. Each day such violation is committed or permitted to continue shall constitute a separate offense and shall be punishable as such hereunder.

B. In addition to any other penalties allowed by law, the court, as a part of the sentence, may include conditions prohibiting the offender from owning, possessing, or having on the offender’s premises any animal.

C. A habitual violator or aggravated habitual violator shall be sentenced to at least a fine of twice the amount imposed on the defendant’s last conviction for a violation of this chapter.

The following is from the Reunion Covenants: Article VI - Use Restrictions and Rules Section 6 - Animals and Pets No animals, livestock or poultry of any kind may be raised, bred, kept or permitted in the Community, except that dogs, cats or other usual and common household pets in reasonable number, as determined by the Board, may be kept on a Lot; provided, however, those pets which are permitted to roam free, or, in the sole discretion of the Board, make objectionable noise or endanger the health of or constitute a nuisance or inconvenience to the Owners of other Lots or the owner of any property located adjacent to the Community may be removed by the Board. No pets shall be kept, bred or maintained for any commercial purpose. Dogs shall at all times whenever they are outside a Lot be confined on a leash. Without prejudice to the Board’s right to remove any such household pets, no household pet that has caused damage or injury may be walked in the Community. Note the Board has the right to remove any household pet that violates this Covenant.

To report possible rabies contact, an animal bite, dangerous animal or other issue related to domesticated animals contact Animal Services Monday - Friday between 8 a.m. - 5 p.m. by telephone at 770-531-6830.

Empty NESTERS CORNER

EMPTY NESTERS’ Club One of the many assets to living in Reunion is the Empty Nester’s Club.

This club was formed a number of years ago by a handful of residents. The founding purpose is to host social activities and events for the members.

Membership is open to anyone living within Reunion Country Club with no dependent children at home. Dues, $30.00 per person per year, pay for paper goods, prizes, decorations, etc.

The club holds a theme based dinner each month except for July.

Members volunteer to act as Hosts for the month. Each event’s food is provided by members, and beverages are BYOB. Themes are voted upon with the accompanying entertainment. Some examples are: Game Night with Lite Fare, Mardi Gras with a Silent Auction, St. Patrick’s Day Party with Trivia Game, Cinco de Reunion with Bingo, Evening at the Theater with Bye, Bye, Birdy play & musical performed by members, International/Heritage Night with a game, Pot-Luck with Silent and Live Auction, Italian Night with Bocce Tournament, 60’s Dance Party, Ladies Christmas Event and last but not least, the Christmas Party with dancing and DJ. Prospective members are invited to come to an event, free of charge, to see if there is an interest in joining. The membership is more than just a party club. 2016 Reunion Country Club Junior Fall Golf League Tour Thursday, September 29 7pm in the Meeting House $10 per adult / (kids are free)

Please RSVP to the Activities Director A 90 minute class designed for homeowners to learn how to protect their families & property from a possible home invasion.

This course will teach you how to prepare your home and family for the unexpected.

Topics covered will be home invasion, alarms, fortifying entry points, safe room, use of deadly force, run-hide-fight, fires, natural disasters, emergency readiness, home defense weapons (shotguns, pistols) and firearms storage.

Who: Junior golfers ages 6-15 years of any skill level.

What: The Reunion Country Club Junior League will consist of 4 matches and 9 practice sessions. All players will receive a U.S. Kids glove. After the final match there will be an awards ceremony.

When: Practice sessions on Wednesdays at 5pm for 6-9 yr olds and Fridays at 5pm for ages 10-15 yr olds.

The first practice sessions will be held on Wed, Sept 7 and Friday, Sept 9. The matches will be Sept 24, Oct 8, Oct 22 and Nov 5.

Where: All practices/matches will be at Reunion Country Club Cost: $250 for members / $275 for non-members.
