This seminar will focus on the Affordable Care Act (ACA) and preparing for the ACA Open Enrollment, DOL Compliance and Employee Wellness.

Going full circle with healthcare issues During the Great Recession, businesses faced many unplanned issues such as decreasing markets, a depleting supply of capital, and not knowing whether their doors would be open from month to month. Suffice it to say that companies in business today are models of resiliency and determination. Businesses have become very adept at planning ahead and managing unforeseen issues that arise. In fact, after the Great Recession many of us have accepted that unforeseen issues are just a part of doing business in today’s environment.

However, many businesses are exposed to regulations that can make it difficult to form long-term plans. One such issue facing businesses today are the rules regarding healthcare reform. Concerns include: Perry Barnett, CPA Ruston Chairman, Greater Hall Chamber of Commerce

• Is a single payer system the answer?

• How can some struggling small hospitals keep their doors open?

• Should the government be involved in healthcare?

• Should employers provide health insurance?

• Should healthcare be determined at the state level?

• Is now the time for a major health reform overhaul?

• Should incentives and mandates be used?

• Is it possible for both political parties to propose similar plans?

You would think that these concerns come straight from a current news cycle. Yet, these are the same issues that have been debated since 1910. Universal health coverage was first proposed as a model of systems being established in Europe. However, once the US was involved in WWI, any healthcare model that resembled an enemy's plan was dropped. Then in 1918, California proposed a ballot initiative for a statewide insurance program, which was later unsuccessful. By 1920 any idea of national mandatory health insurance seemed to be over. Then in 1929 the Great Depression began one of the longest economic struggles for our nation. During the recession, many small hospitals were struggling and needed revenue to survive. Baylor Hospital offered a group of 1,500 Dallas teachers the option to prepay for up to 21 days of future health care. This arrangement would later become Blue Cross, and modern health insurance was born.

Even though employer plans were made available, they were not always widely used as employee benefits. Just as Baylor’s needs in the Great Depression created modern health plans, the same can be said for World War II and employer provided health insurance as a fringe benefit. During the War Congress passed the Stabilization Act of 1942 that imposed controls and limits on prices, wages and salaries.

With the large numbers of Americans serving overseas in the war, local businesses were having a difficult time finding enough skilled workers. Due to the wage controls these businesses could not offer higher pay, so they chose to offer employer sponsored health insurance as a fringe benefit. This coupled with the fact that the health insurance benefits were not taxable to the employees, began an explosion in the number of employer sponsored health insurance programs.

The debates of universal health care continued and resulted in the creation of Medicare and Medicaid in 1965. Recommendations from the ‘70s through the ‘90s of universal healthcare was supported

by Richard Nixon, a single-payer system proposed by Edward Kennedy, and a national health plan proposed by Bill Clinton.

It is ironic that what began as solutions for small hospitals in distress and businesses unable to hire enough qualified workers, has come full circle with the same issues today. With all of the complex issues surrounding the healthcare reform, it is more important than ever for employers to be engaged and informed. 2017 Wage & Benefit Report

PIE of the Month

A resource prepared by the Greater Hall Chamber's Economic Development Division, the 2017 Wage & Benefit Report is now available. This valuable publication is used by companies as a tool to ensure employers remain competitive in local compensation and benefits practices.

A survey was submitted to 123 organizations, and a record 82 employers responded, generating a 67% response rate. The report includes over 60 pages of wages in the areas of Office, Finance, Human Resources, Technology, Lab, Material, Fleet, Engineer, Maintenance and Production, along with sections on pay practices and benefits information.

The report can be purchased at the Greater Hall Chamber, 230 E.E.
