The election season’s festive atmosphere is a reason why political analyst Richard Heydarian calls the Philippines, a ‘fiesta democracy’. He explains that while our fiesta culture can be good, the good is still outweighed by the bad.

2 University approves Mental Health Break Day

Teknoys denounce “two-device” policy vices, while the last option uses the mirror setup.

By Jiah E. Otero CIT-U’s Academic Council approves the Supreme Student Government (SSG)’s resolution institutionalizing the Mental Health Break policy for this academic year 2021-2022.

A COLLABORATIVE CALL

Two days after the announcement of the memorandum, the student body, along with the Technologian student organizations, released a unity statement expressing their appeal for the suspension of guidelines.

Occurring a day after every cluster, the Mental Health Break is dedicated for all Technologian students to recover themselves after taking the examinations. Upon this specific day, university faculty are mandated not to conduct any synchronous meetings nor set activity deadlines on that day, as well as sudden outputs. All scheduled meetings and deadlines set on that certain day will be moved the next day.

“We stand with the entire Technologians in appealing for the protection of the general welfare of the student body and their families by calling for the suspension, reconsideration, and retraction of the newly adopted guidelines,” read the solidarity statement.

The student body proposed the policy through crafting Resolution No. 31 Series of 2122, entitled “A Proposed Resolution Appealing for the Establishment of Mental Health Breaks” authored by CASE Representative Kim Anthony Macasero.

She also added that out of all the 130 languages that Filipinos speak, there are 40 endangered languages that have less than 1000 speakers. The Komisyon sa Wikang Filipino implored many projects to mitigate the problem of fading languages such as the Language Immersion Program.

Mrs. Lourdes also unveiled that the website will contain languages in our country arranged in alphabetical order, how many people are currently using the language so far, and where their locations are. This is a culmination of their past documentations which have been written since 2018. To add to that, there are restrictions within the website, so registration is required.

In relation to this, ‘Lagsik Wika’, an online seminar series about the documentation of indigenous people and their spoken dialects was shown on August 19, 2021. The commission also emphasized on the importance of retaining old languages, stating that it serves as a means of showing fondness towards indigenous people.

Cebu Institute of Technology - University (CIT-U) commemorated the 86th birthday of the late Gregorio L. Escario through the naming and dedication ceremonies of the newly-established Gregorio L. Escario (GLE) Building.

According to the Property Custodian’s Office, the GLE Building is composed of 38 classrooms, with passenger elevators for access to top floors that can accommodate 13 people. It also features classrooms with lecture theater seating design and air-conditioning units.

The event took place during the first portion of the Dakbalangay: CIT-University Faculty-Admin CommUnity Day. Dr. Nona Suerte, Dean of the College of Arts, Sciences, and Education and Chairperson of the Naming of the GLE Building started the program with her opening speech.

After months of effort putting the highly-demanded request into action, the Supreme Student Government persuaded and compromised with the University Academic Council, leading both parties to prioritize the Technologians’ mental wellbeing as their consensus, which led to the birth of Resolution No. 31.

The legislation was approved by the Academic Council, therefore the proposed sabbatical became affirmed throughout CIT-U, marking its first-ever Mental Health Break last Oct. 1.

Along the way, upcoming services presented by the SSG together with their partnered organizations will be released furthermore, including online availability of the University Guidance Office, a student hotline, and free consultation as emotional aid for Teknoys.

In an interview with The Technologian, Catalonia said that the proposal was a “compromised” attempt of reinforcing implementation of a two-day-long screen break in hopes of allowing mental repose for all students amidst major stress from academic performances and errands. “A lot of students reached out to the Supreme Student Government through all its channels,” Catalonia said. “We immediately worked on the preparations to have an academic year where students’ well-being is prioritized.”

Consequently, the student body apologized to the Technologians for their failure to elicit a retraction and suspension of the guidelines.

Thereafter, SSG President Jan Dale Carlo Catalonia sent a letter to the Office of the Vice President for Academic Affairs in the afternoon of September 16 to relay some leniency requests such as quick response time for exemption requests, a thorough assessment and adjustment of the rules after the dry run, and a lower degree of implementation.

THE ADMINISTRATION CLARIFIES

The SSG, the deans, department chairs, and faculty were consulted about the set of rules prior to its issuance, which included a number of leniency provisions taking into account the student body’s suggestions.

Contrary to what was originally stated on the memorandum that “non-compliance will result in a score of zero,” the University clarified that students can request exemption from observing the guidelines and that the memo will be relaxed and optional only on the part of the student to serve as a dry-run which can be a basis for future adjustments and improved policies.

“The heart of inclusivity is when all stakeholders share a special common interest which is the employability and career success of all Technologians,” posted CIT-U in its social media page.

nation’s greatness depends on its leader. In order for a country to move forward into a much more progressive state, choosing the right person who will lead the people towards that goal is very crucial for its accomplishment. The Philippines, as a democratic country, holds elections in order to determine the person fit for the position, and candidates express their intentions to be a part of the political arena. But what happens when those who file for candidacy, both on the local and national scale, seem to be just about anyone as if it is something that is up for grabs?

The minimum qualifications for national elective posts include being a natural born citizen of the Philippines, a registered voter, and the ability to read and write. Variations in age and local residency depend on the position. With the 2022 elections fast approaching, potential leaders have stepped up and revealed their desire to serve the country.

However, despite being qualified, the question remains on whether their

decision is fueled by the call to be of service to the Filipino people, or is there a hidden agenda laced with personal gain?

Currently, those running for office seem to have little to no prior background on these types of things, treating politics as some sort of trial-and-error phase in their lives. And besides political veterans, we have the likes of Manny Pacquiao and Bato dela Rosa – one with a coveted boxing background and the other who sought seminars on lawmaking – aspiring to be the country’s next top leaders.

This translates to viewing politics as a mere game that has no dire consequences. They say they want to help improve the Filipinos’ lives, but what they fail to realize is that there is a distinct line between want and can.

Are they capable? Do they even possess the necessary skill set and qualities of becoming a great leader? Passion and desire alone do not suffice if one decides to be at the forefront of leading the people. If they really want to help, there are numerous ways this can be done without the need to jump into politics.

I, too, am one of those who went into an uproar after reading the memorandum especially since I hail from a family with an unfortunate economic background and whose tertiary education is being sustained by the scholarships that I fortunately qualified in.

This goes to show that not only will the students experience the heightened difficulty of online classes brought by this setup in major examinations, but also in other assessments which are more frequent. My study area is a room with more than twenty students also doing their academic work. It would be hard to comply with this guideline as it will more likely involve other people’s stuff and will violate their privacy to a huge degree. I am aware of the council’s thoughtful aim to maximize the academia in order to maintain the integrity of the examinations and their desire to impart a lasting lesson of honesty to the students— which is commendable, in all honesty.

The realization hit me soon after I read the details about the setup of the quizzes and examinations stated by the memorandum. I was left dumbfounded by the meticulousness of the setup for the examinations and felt the distress immediately coursed through my entire body. I have skimmed through it for enough time that I could let myself express the thoughts I have regarding this matter.

In addition, the so-called “relaxed” implementation may not be as true for every student since some teachers may impose strict enactments of these guidelines, especially those who are fully driven by the will to fulfill the values that are being required by this setup. Students who are under the supervision of these teachers might feel hopeless thinking of the possible consequences of them not complying with the setup even with the fact in mind that they have the freedom to not comply or choose among the suggested options. These statements do not discredit the intention of the teachers to have a healthy and conducive learning environment but leeway should be taken into consideration.

Online learning has its share of perks. However, problems continue to arise that are detrimental to students’ well-being.

One thing that one cannot ignore in the online setup is the reality of distractions. From gadgets to keeping up with household tasks and other responsibilities, these disruptive factors greatly affect one’s ability to manage time wisely. In the traditional setup, there is a fixed 8-9 hour schedule on a physical campus allowing for a systematic approach to completing tasks that range from schoolwork to personal matters. Unlike what we were used to before, the current educational environment typically requires a greater amount of work to be done to monitor students’ mastery of the material, which has an intense requirement for self-discipline and an even more intense need for self-direction, both of which rely significantly on self-motivation. It can be problematic if you cannot get into the right mindset because you lack the motivation to get started on

20 YEARS OF SAFETY LEADS TO UNCERTAINTY

“Because of the Taliban, Afghanistan has become a jail for women,” said Faranos Nazir, a 34-year-old woman in Kabul. In Afghanistan and even globally, women are used as payment, trophies, and worse, a nanny of a grown-up man.

This should not be the life of someone who is full of potential and has a bright future ahead of her. As a result, when this problem became interwoven with the United States’ presence in Afghanistan and Afghan women mobilizing for women’s rights, the former exploited it as a justification to win the hearts of Afghans, force terrorists out, and rule the land. However, after twenty years of being held as leverage, the US armed forces retreated and left all the Afghan women in the hands of the Taliban that had taken action, re-lived their beliefs, and governed the country. Now, are their safety and liberties in jeopardy?

The war on women’s rights has been a long-term issue, especially in Islamic countries and Afghanistan, and is not different. Women’s rights activists have fought and struggled way before the arrival of the US. Their beliefs and practices remain uncultured and oldfashioned as such that women cannot make a name for themselves. Syed Ghaisuddin, Taliban Minister of Education, when asked why women were needed to be confined at home, stated, “It’s like having a flower, or a rose. You water it and keep it at home for yourself, to look at it and smell it. It (a woman) is not supposed to be taken out of the house to be smelled.”

It is frightening to ponder how a person could think and compare his species to an object without feeling remorseful and guilty.

The gender stereotype that undermines the essence of one’s human rights is infinite.

Although some people were slowly shifting and

adapting to a more loose and open perspective, it is inevitable to encounter old school and closeminded individuals, especially in the Middle East and Central Asia countries where they value it as a belief. This only proves how broken and crooked the system could be as they tolerate and turn a blind eye to this inhumane behavior.

In Afghanistan, where women are viewed as decorations for display, this is prevalent. They are not allowed to pursue jobs and venture outdoors alone, and young girls cannot attend school. This scenario seemed like a nightmare of unending carousel in every Afghan woman’s life.

Another sentiment from Nasima, a 35-year-old Kabul resident, goes, “When we are together, everyone here is talking about how the Taliban has destroyed our lives. They won’t let us go to school because they want us to be illiterate like them” the alleged reason why Afghan women are restricted from going to school and being educated.

In this generation, it is not new to know about women achieving numerous achievements and goals in life. They were recognized for their optimum potential and credited to their hard work and efforts that paved the way to their success. This new environment is different and contrary to the Taliban’s misogynist beliefs, which is why they grew impatient with the US’ promises, knowing that women nowadays are not simply subjected to obedience as they were twenty years before.

Furthermore, the Taliban executed punishments such as stoning, lashing, and amputation to those who disobeyed and disrespected their Islamic beliefs and practices.

These are just a few things Afghan women had to endure under the rule of the Taliban, and now their pretense of freedom has come to an end.

Days after the Taliban captured Afghanistan, news spread like wildfire that some women on newly conquered territories were forced to marry Taliban fighters and obliged to stay in their homes just like the Taliban’s 1996-2001 rule. The citizens were in terror and demanded a transfer to a safer place while others started a rally and marched in front of the Office of the Governor of Herat, the largest city in Western Afghanistan by population, to demand the inclusion of women in the coming government since most of the women are losing their job due to the rule that they are not allowed to step out of their houses. There they faced head-on with the Taliban members standing guard. Although a lot of international organizations, including the United Nations, expressed their support and have called on the Taliban to discuss and form a government that includes and respects women and the rights of Afghan citizens, this still makes the people suspect their intentions and questions the Taliban’s commitment to their words.

Frightened and worried. These are the words that Afghan women felt as they watched the Taliban’s triumph to drive away the US Armed Forces and reclaim their position in the government. The freedom they have for almost two decades has been stripped off from them, and now they are back to square one, where dread and nightmare reign. These people should not be robbed of their future but instead nurtured, supported, and protected at all costs. However, the countries and organizations that staked a claim on having a feminist foreign policy in the country have been alarmingly silent.

Twenty years ago, if someone were to ask if the Taliban can be trusted on women’s rights, the answer would be a repeated and endless no. Nevertheless, as of today, it does not matter much. Taliban is back in power, and all that’s left is to deal with them and accept the reality that again, for the years to come, the country will be engulfed in constant chaos and an unending battle for equality. DEBUNKING VACCINE MYTHS IN THE PHILIPPINES

Since the first vaccination program implementation of the Philippine government, news and articles questioning the efficacy of the Sinovac-CoronaVac COVID-19 vaccine started to spread on social media. Not only was the situation halted, but it even grew in scale and eventually reached every nook and cranny of the country as more types of vaccines became available. Up until now, we can still read information containing false claims about the vaccines and the government’s scheme to achieve their motives.

Listed below are six vaccination myths that have been circulating all around us;

Myth 1: Vaccines are as deadly as the virus.

People have thought of vaccines as dangerous substances and not as a scientifically developed material that can help combat the virus. News of multiple deaths of individuals after their vaccine shots gave birth to this idea and misconception.

Facts: According to Food and Drug Administration (FDA) Director-General Eric Domingo in an interview with the Philippine News Agency, “the evidence gathered from all causality assessments has concluded that all serious reactions reported were unrelated to the COVID-19 vaccine. We reiterate that vaccines with emergency use authorization are safe and effective against Covid-19 and the benefits of using them outweigh the risks.” There have not been concrete reports and findings proving that the deaths of those people after getting vaccinated are true. While getting a shot might lead to side effects that differ for each individual, they are not acute to cause demise.

Myth 2: Vaccines cause critical side effects. Testimonies on different media sites about how dreadful the experiences of getting vaccinated lead to people fearing that they will most likely end up in the same situation.

Facts: According to the World Health Organization (WHO), the vaccine stimulates your immune

system to protect you from the virus. This process can sometimes cause side effects like fever, chills or headache, but not everyone experiences this. Also, according to the Department of Health in their Reports of Suspected Adverse Reaction to COVID-19 Vaccines from March 1 to Oct. 3, “a report of adverse reaction does not necessarily mean that the vaccine caused the reactions.

A mere suspicion may also be reported.

Undiagnosed illness, underlying comorbidities, and pre-existing medical conditions unrelated to vaccination can be factors in reporting adverse reactions.” The side effects of the vaccine are highly dependent on the state of a person’s body and experiencing some is normal since a shot means an introduction of foreign substances into the body, naturally causing an immune response.

Myth 3: Vaccines contain viruses and cause infection. Misconception about the contents of the vaccines being injected into the body has caused people to step back and think over getting vaccinated or not.

Facts: While it is true that vaccines contain viruses or bacteria, it is entirely false that they cause infection. Scientists and vaccine experts from WHO stated approaches and types of vaccines and one of which is the whole-microbe approach through live-attenuated vaccines that uses a living but weakened version of the virus or one that’s very similar. This approach will trigger an immune response in order for the body to adapt and develop antibodies without causing disease.

Myth 4: COVID-19 vaccines are not safe and underdeveloped. People have been getting the idea that laboratory trials and experiments were not enough to support the manufacture and distribution of the vaccines. They are developed in a very short span of time and therefore unsafe.

Facts: Various types of coronaviruses have been around for decades already. The research on how to effectively combat these viruses has been carried

out years before the pandemic. This goes to show that the vaccines that are distributed are not underdeveloped. Additionally, all the vaccines in the country have undergone three stages of clinical trials and were approved by FDA.

Myth 5: Vaccines are distributed to kill people and reduce the world’s population.

Certain groups of people are allegedly branding the vaccine as one strategy of the one-world government to lessen the population. They are asserting the idea that our country agreed to take part in this cruel scheme.

Facts: Vaccines are developed to protect people from the virus. According to WHO, “Any licensed vaccine is rigorously tested across multiple phases of trials before it is approved for use, and regularly reassessed once it is introduced. Scientists are also constantly monitoring information from several sources for any sign that a vaccine may cause health risks.” Also, they are distributed in order to finally end this devastating situation and go back to our normal ways in which going outside is free, going to school is typical, and the streets are filled with bustling people. The world leaders and international institutions are coming up with the most effective strategies to maintain minimum casualties and end this pandemic very soon.

Myth 6: Vaccinated people will become zombies after a few days of vaccination.

Fact: WHO elaborated that vaccines only contain antigen which is a killed or weakened form of virus, adjuvants that help boost a person’s immune response, preservatives, and stabilizers which help protect the virus during storage and transportation. They do not contain any substance that will turn people into anything else.

Filipinos are people of values; we adhere to truths that are based on factual evidence and proof. Social media platforms have become so mainstream that people often take them for granted. In this time of crisis, it is important to help each other out and not take actions that will harm others. Getting vaccinated is one step to help yourself and aid others. UNVEILING PH MENTAL HEALTH WORKERS IN CORONA’S TIME

Political disorders are getting immense, and the virus itself is evolving instead of disappearing. As such, it instills fear and anxiety toward the human race, infected or unaffected alike. Yet, along the journey, mental health workers (MHW) are withstanding us, up until these trying times.

With that, it is time for us to wonder what innovative actions they have done, who they are, their significant roles, and what sacrifices they have performed in dealing with their patients in this pandemic.

Who are considered to be Mental Health Workers?

MHWs appear in various fields and specializations. Some are in therapy, psychology, counseling, psychiatric, and even in social services. Professions include general practitioners, psychologists, psychiatrists, mental health nurses, social workers, counselors, peer workers, mental health occupational therapists, mental health recovery, and rehabilitation workers.

Meanwhile, bearing the interest to know them more, below are four truths that would unveil and enlighten you to PH MHWs in Corona’s time.

1. Philippine MHWs are not enough.

It has been challenging to deal with the drastic increase of MH issues with the insufficient number of MH practitioners.

Health Secretary Francisco T. Duque III stated that “There is less than one mental health worker for every 100,000 Filipinos, and many are currently unable to gain access to services,” manifesting the scarcity of human resources.

2. They are flexible and innovative.

As a substitute to conventional sadmental health service, telepsychiatry has been applied, which means a virtual set-up where the psychiatrists could analyze patients, diagnose and promptly, offer psychiatric therapies.

Psychologist Enrique Felisario II emphasized telepsychiatry that could be done through online platforms like Zoom, Google Meet, etc. while maintaining ethics, competence, and confidentiality. Other strategies to cope up with mental health conditions advised by the World Health Organization (WHO) Philippines include: • Eating nutritious and healthy foods that will help your immune system fight the virus.

• Exercising regularly. It was recommended for adults to have at least 30 minutes a day and at least one hour for the children.

• Doing recreational activities during your free time.

Try reading books and listening to soothing music.

• Communicating.

It is normal to be stressed, scared, and worried at this time of the pandemic. It is vital to manage fear, mental stress, and discomfort and differentiate verifiable and false information.

• Having compassion for others. Checking up on your family, friends, and neighbors.

WHO IS REX FERNANDEZ, THE SLAIN HUMAN RIGHTS LAWYER?

Remembering the Human Rights Lawyer

Fernandez represented Carbon-hanong Alyansa alang sa Reporma ug Bahandianong Ogma, a coalition of 13 Carbon vendors unions, in its opposition to the proposed renovation of Cebu’s oldest and biggest farmers’ market. He served as one of the legal advisers that aided the court in a multi-sectoral group that intends to overturn the Joint Venture Agreement (JVA) between the Cebu City government and the construction behemoth, Megawide Construction Corp., over the Carbon Market modernization initiative.

On the night of August 25, vendors in Cebu’s Carbon Market planned to perform a candle-lighting prayer. They’d recently initiated a court appeal against the “modernization” proposal that undermines the market’s public nature and their position in it.

What the vendors did not anticipate, however, was for them to ignite candles in honor of one of their lawyers who contributed to the preparation of their case. Shortly before nightfall on Thursday, August 26, a hooded assailant intercepted Fernandez’s automobile and shot him to death at a crowded crossroads.

Fernandez was in the company of his chauffeur, Darvie Pondar, when the incident occurred near the intersection of Duterte and Salvador streets in Sitio Banawa, Barangay Guadalupe. The latter was injured in the spine and is currently in serious danger at Chong Hua Hospital.

Fernandez’s compassion for the downtrodden drove him to defend the Carbon sellers, who would become his final known pro bono clients before his unfortunate loss.

Among the significant prosecutions, Fernandez worked at the time was the induced absence of UP students Sherlyn Cadapan and Karen Empeo, which was filed against Jovito Palparan, a former military commander who was eventually acquitted of abduction and severe unlawful imprisonment in the case in 2018. He further represented the Cebu 8, where eight people were detained for suspected breaches of community quarantine regulations during the June 2020 Junk Anti-Terror Law demonstration at the University of the Philippines-Cebu.

Fernandez also addressed pro bono cases for political dissidents and civil rights prisoners in Bohol, according to Hugpong sa Mag-uumang Bol-anon-Kilusang Magbubukid ng Pilipinas (HUMABOL-KMP). He was described as a resource speaker for paralegal instruction and human rights debates by the peasant organization.

The lawyer has actively assisted the bishops and priests of the Visayas Clergy Discernment Group (VCDG) and the Archdiocese of Cebu Discernment Group since 2010 on problems concerning people, such as worker’s rights, urban indigent wellbeing, environmental preservation, and effective governance. Fernandez was also a prominent convenor of the Archdiocese of Cebu-founded Coalition Against the Pork Barrel System (2014) and the National People’s Initiative to Abolish the Pork Barrel System (2015).

Former Duterte Supporter

In the 2016 presidential election, Fernandez, a prominent lawyer, campaigned for Duterte. He rose to the position of leader in the Duterte Campaign Team, which was created by Jun Evasco, the campaign manager.

Following the 2016 elections, Fernandez was named as one of the Kilusang Pagbabago’s local leaders (KP). He was also involved in the movement for federalism that arose in the aftermath of the 2016 presidential elections.

Although many of the people he partnered with in the Duterte candidacy and subsequently in KP were affiliated with national democratic groups or movements, Fernandez did not appear to have the full faith and support of the ardent national liberals.

However, in the previous year, Fernandez retracted from being one of Duterte’s fiercest defenders when a close relative, his nephew, was handcuffed and detained by Cebu City police despite having no charges. Due to human rights concerns, he gradually turned anti-Duterte.

Expressions of dissatisfaction with Duterte punctured the stream of inspiring words and jokes on his Facebook page in the month leading up to Fernandez’s murder. In one of his Facebook postings, he attacked Duterte’s use of double standards in criticizing corruption.

NUPL President Edre Olalia stated that Fernandez truly believed that Duterte would bring about the change he desired. “He died disillusioned that it was not to be,” Olalia explained.

Beyond the Legal Battles

Aside from the legal confrontations, Fernandez’s acquaintances remembered him for his kindness and cheerful demeanor.

“I’m totally shocked by the killing of Atty. Rex Fernandez. He used to take me to breakfast whenever I’m in Cebu,” NUPL chair Neri

Colmenares said in a tweet.

Lawyer Ruth Cervantes said she wanted to remember Fernandez as a down-to-earth, joyful buddy who could speak about almost anything.

Cervantes recalled Fernandez accompanying her on numerous fact-finding operations, quick response teams, media outings, court proceedings, witness interviews, and preparing the sources of evidence for the meeting of UN Special Rapporteur Alston and the Summit on Extralegal Killings sponsored by the Supreme Court.

“You are one of the reasons why I finally decided to become a lawyer,” Cervantes said.

Assault on the Justice System

The tragic murder of Atty. Rex contributes to a long-observed trend of assaults on attorneys, paralegals, and human rights activists, while the culture of impunity persists and there is no investigations or prosecution of thousands of extrajudicial executions in the nation. Unfortunately, people in the legal profession have also been victims of injustices and breaches of human rights that they have vowed to defend.

According to the NUPL count, Fernandez is the 57th on the list of lawyers killed under the Duterte administration. “We reiterate our call on the Philippine government to comply with its constitutional and international law obligations to guarantee the safety and

integrity of human rights defenders, afford protection to the members of the legal profession, and ensure that they can perform their duties without harm, intimidation or harassment,” the NUPL statement read.

Murder is still murder. However, as it becomes increasingly prevalent, it appears to elicit only a shrug of the shoulders. NJD

Atty. Rex “Etot” Jesus Mario Fernandez was among the founding members of the National Union of Peoples’ Lawyers (NUPL) and spent the majority of his life advocating sociopolitical issues and working as legal counsel in a number of human rights and controversial lawsuits in Central Visayas. Fernandez was also a pro bono lawyer who has a soft spot for underprivileged Filipinos.

Furthermore, Rev. Gerardo Alminaza, Bishop of San Carlos, remembered Fernandez as a “former Redemptorist seminarian” with compassion for the people and had impacted many lives. “When the clergy, religious, and laypeople of the Visayas, particularly the Archdiocese of Cebu, required legal assistance, he willingly volunteered his time and expertise,” Alminaza stated.
