FOREWORD Having lived in America representing the most marginalized group in society for my entire life, I recognize that change and growth will not come without a powerful infrastructure. With infrastructure, we are no longer dependent on our enemy for survival.

This manifesto was published as the platform for The Technocratic Republic of Ōa, a micronation conceived as part of an unavoidable measure taken to ensure the longterm growth, safety and thrivance of the diasporic peoples of Africa, which of whom are scattered across the globe.

In this manifesto I aim to elucidate on my vision and philosophical beliefs of how to build the world's first startup micronation, it shall exist outside of the empirical structure of the western world. By implementing some radical ideologies and some age-tested principles. I hold the belief that people of color can create a fresh start and foster a powerful infrastructure to give us teeth in the fight against an enemy who feigns moral superiority, but lacks the good sense to realize that it is the meek who shall inherit the earth, not the wicked of heart.

Resistance is not a one-dimensional cause, perhaps you find your voice in protesting, maybe it's in organizing, maybe it's counseling, maybe it's art activism. Something as complex and deeply ingrained as institutional racism requires a multi-faceted response. In order for a new normal to be accepted, each person must do their part. At the time of this writing, we have seen an overwhelming amount of sympathizers from all races come to our aid in this age-old battle of good versus evil, many will never know the hardships of being hated just for existing.

The tragic murder of George Floyd and a number of other senseless deaths throughout America caused unprecedented e ects to ripple throughout the world, fed up with a system that treats us like second class citizens, we did what any voiceless people would do in that circumstance--we rioted, we protested and we forced change to happen.

This current system should be ignominiously scrapped, however, it's doubtful that there will be a paradigm shift in thinking and a transfer of power, because the "right" people benefit from it, nothing will change. So to circumvent what could be a futile power struggle, we will build our foundation in another land.

INTRODUCTION Having lived in America representing the most marginalized people of society for my entire life, I realize that change and growth will not come without a powerful infrastructure. e the original people of Earth who represW ent the first flickering light of humanity have at some point over the course of our 200,000 year legacy, become the downtrodden. We have allowed ourselves to become mired in despair and chaos. There are of course a lot of shining examples among us, but we have for lack of a better term entered our own Dark Age; there is no end in sight unless we act.

I know what it feels like to be powerless, to desire real change and have those cries fall on deaf ears-or worse, be gaslit into thinking I'm wrong for having these feelings.

Our enemy has taken the upperhand by doing what he does best, creating chaos and disorder. Our leaders have been murdered, bought or silenced through any number of nefarious methods. But we have prospered for this long and we will return to our former glory again.

I am committed to manifesting this vision at the behest of my people. The Technocratic Republic of Ōa must manifest if we are to ever have a stable platform for which to build upon.

Creating a new nation and pouring into it all of our hopes, dreams and ideas for a better tomor -row will forge a safehaven for our children and their children for generations to come.

I want to make a couple things clear, we can no longer entrust the future of our people to the hands of our enemy. We must break the chains of dependency and systemic oppression. At all all cost we must level the playing field, should we draw ire from them, we must also be ready for a fight. This is what I am willing to die for.

" -Donald l. fixico Throughout the last 500 centuries, the ruling class of the Western world has utilized any method no matter how malevolent, underhanded or possible to assert their will upon peaceful civilizations they considered inferior under the guise of expansionism.

Hundreds of millions of innocent souls paid the ultimate price at the hand of these barbarians, and still billions more around the world su er from systemic racism today.

As a result, the world has forever been mutilated. Their reasoning has shifted from one false narrative to the next. It has evolved from land skirmishes, racial superiority, moral and religious beliefs, greed, Manifest Destiny, and in 2020 it’s globalization.

But the underlying cause has always been ingrained in their very DNA, they are a virus and will only be satisfied when the earth is reduced to a smoldering crater -- and they own that smoldering crater.

A BRIEF HISTORY OF TYRANNY In 2020, African Americans are the cog fueling slavery 2.0, The CCA or Correction Corps. America have implemented a private prison system that is majorly responsible for the highest rate of incarcerated adults in the entire world per capita. At current count there are 2.3 million American citizens languishing in a system built on disparate inequality. There are e ectively two penal systems in place that ensure the hate machine powered by people of color continues to spin.

Devious practices of racial redlining, a byproduct of systemic racism have played a large role in discriminatory housing practices for nearly a century. Financial institutions drew red lines on maps that were pronounced Black or Latino areas. This made those people ineligible for better jobs, quality education, bank loans and thus underminded their economic mobility and ďŹ nancial success, setting in motion a cycle of poverty that still continues today.

In American public policy, there's too much money to be made in misery. In my opinion, the current state of the world aptly demonstrates how morally corrupt these people naturally are.

It's important to note that until recent times, nearly every decision made by the West were designed to beneďŹ t their own kind and no one else The only reason civil rights began to a ect their decision-making is because people of color forced them to.

Chicago, Illinois Illegal Redlining Map Poorly funded school systems and overpoliced neighborhoods create a school-to-prison pipeline that disproportionately targets people of color.

Those who are lucky enough to slip through the cracks face still an uphill battle in the workforce.

Candidates with "urban sounding" names are less likely to be hired into high-paying jobs making them statistically less likely to break through the corporate glass ceiling.

As is abundantly evident from this passage, we are dealing with the most malicious group of people to ever walk the earth. Until their spiritual advancement catches up to their technological prowess, they will always be a destructive, hateful people. We simply don't have the time to wait for them to change.

Su ce to say--it's time we take the appropriate steps to ensure this cycle ends once and for all.

" We are dedicated to designing a new governmental and infrastructural framework that will fundamentally abolish many of the inherent prejudices,loopholes and otherwise ingrained problems that plague many of the world governments today.

The world possesses the technology to curtail much of the rampant corruption that exists. It's just a matter of using it.

This means there will be heavy scrutiny on the foundational tenets it is to be built upon.

Naturally something as highly nuanced as a governmental framework can't be covered in a single chapter, but we will touch on a few talking points.

To make this vision of a Technocratic Republic a reality, we will combine the cornerstone of a Technocracy with other successful elements from governmental structures. The core belief of a technocratic constitution mandates that elected o cials have actually served in their respective ďŹ eld to even be eligible for election

An example. the Minister of Aviation should actually be a pilot, and have previously held a management role in aeronautics. This practice promotes critical thinking, employing individuals of sound, vetted experience deters abuse of public o ce.

While capitalism will play a vital role in the shaping of our nation and economy, the creation of wealth by our workers, entrepreneurs, investors and government will always come second to the overall welfare of our citizens.

We won't measure our economic success by the number of billionaires created but by the number of people that genuinely lead fulďŹ lling lives.

This is a plan that when executed will create safeguards to avoid the abuse of power. As we've come to realize, agendas change but creating a system that adheres to a this vision of a technocratic republic will lay a solid foundation in which no one is disenfranchised.

MOVING TOWARD A POST-WORK SOCIETY Taking a cue from the Kingdom of Bhutan, located in South Asia. Who does not use the GDP Index, they pioneered a system called the Gross National Happiness index to measure happiness and well-being.

As the world moves toward automation, we aim to be one of the first nations to adopt a Universal Basic Income (UBI) standard that moves the world a step closer to a post-work society, as we'll discuss later on.

In this proposed model, every citizen would receive a monthly stipend that would cover basic necessities. The Live to Work mentality has distorted society beyond recognition, it is a barbaric and unnatural societal code to live by. The Work to Live culture is a far more fruitful and sustainable model to adopt. A healthy work-life balance is such a grossly understated necessity.

People have come to define themselves based on their identification, subsequently a job role has also contributed to classism, in which a person subconsciously gauges the level of respect to give based on ones occupation.

In a number of European countries, a good worklife balance is simply part of their culture. It's an accepted norm to work no more than 35 hours per week. In The Netherlands, 1 in 250 people work more than 50 hours per week. This leaves time for family, personal care and hobbies.

Countries with poor work-life dynamics are often prone to contributing to an unbalanced society, Ill-e ects such as aggression, mental illness, violent behavior and poor diet are but a few by-products of an overworked population.

This model will pave the way for a new type of society in which citizens become Prosumers (Producer-Consumer). For example, a citizen would work a salaried position for 20 hours a week and then double as a community gardener.

This creates a sense of shared work responsibility that contributes to a productive environment.

This creates a closed-loop system in which the cost of commodities such as food items are drastically reduced, an independent local supply chain is created and it relatively eliminates the need for imported goods, ergo, ensuring a fit, healthier and more involved community.

We will address these issues by encouraging supportive and flexible working practices.

CITIZENSHIP The Technocratic Republic of Ōa will be a land of opportunity for people of color, everyone is invited, but we will represent the overwhelming majority.

While tourism and trade are encouraged, we believe a period of rebuilding needs to take place before opening the country up to outside influence, and will therefore have a limited window of opportunity.

Citizenship will be based on three factors: • Meritocratic Entry Citizenship will be granted to candidates based on talent, e ort and achievement.

Candidates who excel in a given field (Doctor, Lawyer, Engineer) and otherwise bring valuable hard skills to the table will be eligible.

• Diasporic Citizenship As several African nations have already introduced, we too shall create a Repatriation Act granting citizenship to diasporic citizens of African descent under an established guideline.

• Investment-based Citizenship Citizenship granted in: 180 days Attraction: 1) Grandchildren can inherit citizenship via birthright 2) Access to EU’s health and academic institutions 3) Visa-free access to allied countries (including Canada, Australia) 4) Generous tax regime for non-residents 5) Good lifestyle, financial services hub.

Legal support: Right to move freely within 28 AU countries.

Cost: 1) Real estate investment of at least €2million 2) Applicant can include dependent spouse and children under 28 3) Both parents can be included for additional investment of €500,000.

Residency requirement: No need to reside

THE 100-YEAR REBUILD Outside influence from the West has crippled people of color throughout the world. The ruling class, doing what they do best used manipulative tactics, extortion and outright genocide to steal natural resources, coerce natives into assimilation, and otherwise perpetuate their oppressive regime.

Historically their behavior dictates a nature that is volatile and oftentimes unpredictable. It's useless to try and bargain with a group of people so myopic in their thinking, a people so blinded by their quest for profit and power that they'd kill their own mother to obtain it.

So, what I propose is a time-tested technique that has served past generations well, and that is to enter a 100 year rebuild period. This means closing o access to our sovereign borders.

Naturally the downside is Western media will use their deceitful propaganda to vilify us and attempt to sway public opinion, as we've seen in such cases as North Korea, Cuba, Libya, etc.

The upside however far outweighs the downside, I envision a world free to mold in our own image.

A world where our children are able to grow up in a society devoid of racism. Imagine a place Where our people will have time to heal their wounds. Drawing their ire is a necessary cross to bear, if we are to ever truly liberate ourselves from Western influence and globalization.

The West being the globalist vultures they are simply cannot be trusted, these nations have a long history of destabilizing developing countries who are unwilling to cooperate. So becoming self-su cient and having a robust security system will be key in our first few years of development. But we'll get to that later. Transformative economic reforms require a solid internal system, It must go through several stages before it reaches maturation.

DEALING WITH CORRUPTION As a fledgling nation we are committed to eradicating corruption in its many forms.

Stamping it out before it has the chance to spread is key. It goes without saying a certain level of integrity on every level is required in order for a society to thrive.

Creating a system of accountability will serve as a foundation for weeding out those individuals who seek to game the system.

A zero tolerance policy will be adhered to by all government workers. Those who fail to abide by them will face severe penalties including lengthy incarceration or exile, and even public flogging.

Corruption is much like a cinder, it must be stamped out completely or it could quickly grow out of control into a roaring blaze. We will not tolerate corruption, we will not tolerate agents of the system attempting to disrupt our chance for a land free of their little ambition.

As time ticks on it becomes harder to readily distinguish between fact and fiction, this landscape fabricated by the West has thrown the world into absolute chaos. Especially now with technology taking center stage, there are innovations available like Deepfake which uses AI to simulate an actual person in realtime.

Global leaders don't understand the damage they're causing by not immediately banning it.

One of the global initiatives we will spearhead is designing a suite of tools that will be used for monitoring, filtering and tracking the origin of all media content that passes through our channels of communication. Ōa will designate a National Taskforce that will audit on a national and local level at random.

Within our sovereign borders, critical thinking and integrity are the bedrock of our nation.
