As Osceola Village President, it is my honor to welcome you to our cool little river town! For over 180 years, the Village of Osceola has served its residents and visitors alike with wonderful opportunities for recreation, business, and community. We have all of the amenities found in the bigger cities, but we retain a charming small-town atmosphere. Feel free to explore our more than a dozen parks, open spaces, and recreation areas. Listed on the National Registry of Historic Places, our downtown business corridor is a vibrant and bustling community with shops and eateries to satisfy every taste. Ride the train at our historic railway depot for breathtaking views of the river valley, or stop by Osceola Landing for access to one of the nation’s largest riverways designated a “Wild and Scenic Riverway.” There are hiking trails in both the village and the surrounding countryside that will take you on a tour of our community’s most treasured attractions, not the least of which is Cascade Falls. At the base of a 200-foot gorge, Cascade Falls represents the crown jewel of nature’s beauty in our town. We welcome you to come, stay and play with us!

Airport: L.O. Simenstad Municipal Airport is a village owned public use airport located southeast of the central business district of Osceola, a village in Polk County, Wisconsin, United States. It is included in the Federal Aviation Administration (FAA) National Plan of Integrated Airport Systems for 2017–2021, in which it is categorized as a local general aviation facility. The L.O. Simenstad Municipal Airport (OEO) has a 5,005’

primary runway and a 2,800’ turf runway. The airport is administered by the Osceola Airport Commission. Osceola Aero is the full-service FBO at the airport. They can be reached at 715-294-4500.

Geography: Osceola is located at 45°19’20”N 92°41’54”W

According to the United States Census Bureau, the village has a total area of 4.32 square miles (11.19 km2), of which, 4.19 square miles (10.85 km2) of it is land and 0.13 square miles (0.34 km2) is water.

Cattail State Trail

The Cattail State Trail travels for 18 miles on a former rail corridor between the communities of Amery and Almena in northwestern Wisconsin. Forests, farmlands, prairies, hills and various wildlife habitats surround the trail, which also passes through the Village of Turtle Lake. The trail is maintained and managed by Polk and Barron counties.

Trail activities: The trail may bring a number of different users to the trail at the same time. It is important to use good trail etiquette to ensure the enjoyment and safety of all trail users.

ATVs, UTVs & Off-Highway Motorcycles

All-terrain vehicles (ATVs) are allowed on the trail yearround. Off-road motorcycles are allowed on the trail year-round in Polk County only. Operators must follow all Wisconsin ATV operation laws. Barron County has an extensive network of ATV routes and has opened a trail that connects with the Cattail, east from Almena to the village of Poskin. The connecting trail is on private land. Please stay on the trail and respect property boundaries.

About 2.5 miles east of Almena, Barron County has developed an ATV intensive use area. There is a trailhead with rest rooms available. Both ATV and snowmobile routes pass through the area and can use the trailhead.

Hiking, Bicycling, Pets & Walking

The entire trail is open to walking and bicycling, though bicycling is not recommended. The trail may be rough or soft in many sections. If you plan to bike the trail, the tread is more suitable for off-road bikes.

Pet owners, please be sure to have your pet on a leash, 8 feet or shorter, at all times. You must pick up after your pet.

Horseback Riding

The entire trail is open to horseback riding. The trail is not groomed or surfaced and may be rough or soft in many sections. Riders must share the trail with motorized vehicles.

Snowmobiling Winter activities

Snowmobiles are permitted on the trail. Operators must follow all Wisconsin snowmobile laws. The trail also connects to numerous miles of county snowmobile trails.

The opening and closing of snowmobile trails is at the discretion of each county. Snowmobile trails which cross DNR lands are opened and closed consistent with the

surrounding county (or counties). Whenever possible, the opening and closing of snowmobile trails is done on a county-wide basis, however localized conditions may require localized trail opening and closing. It is the responsibility of the county to provide notification about the status of snowmobile trails. The Travel Wisconsin Snow Conditions Report, and local club and county snowmobile web pages and telephone hotlines will provide the most current information.

Gandy Dancer Trail

The 98-mile recreation trail follows the railroad grade from St. Croix Falls north to Superior. The southern segment from St. Croix Falls to Danbury, 47-miles, is surfaced with crushed limestone offering a hard surface trail for biking and hiking from April through November.

A bike pass is required and can be purchased at the Polk County Tourism Center in St. Croix Falls and at points along the trail.

The northern segment, 51-miles, runs from Danbury through eastern Minnesota to Superior. This segment offers a wilder, more remote trail experience. Hiking, mountain biking and ATV use is permitted. No pass is needed, but ATVs must display valid registration.

From December to March the entire 98-mile trail is operated as a snowmobile trail. Mile post signs mark the distance from south to north.

The trail passes through many small towns in the southern segment, allowing for easy access to food, bathrooms, and lodging.

Stower Seven Lakes State Trail

Built on a former railroad corridor, this 14-mile trail begins in Amery at Harriman Avenue, travels through the communities of Deronda, Wanderoos and Nye, ending about one mile from Dresser at 90th Avenue. The trail passes through maple and oak forests, wetlands, prairies and farmlands and past many picturesque lakes. The trail

crosses between the North Twin and South Twin lakes in Amery, skirts the south end of Bear Trap Lake, the north end of Kinney lake and runs along Dwight, Horse and Lotus lakes near the western end.

The trail is named to recognize the exceptional natural resources the trail traverses and the longtime public service and leadership demonstrated by Harvey and Marilyn Stower of Amery. Harvey Stower served in the Wisconsin Legislature and as Mayor of Amery for many years. Camping and hiking opportunities are available nearby at Interstate State Park.

TRAIL ACTIVITIES

All-terrain vehicles are prohibited on the trail. The Cattail State Trail, which begins in Amery just east of Highway 46 at Center Street, is open to motorized vehicles.

The level grade and limestone surface make this trail suitable for bicyclists, walkers and joggers. Each bicyclist age 16 or older needs a Wisconsin state trail pass while using the trail.

In winter the trail is open for cross-country skiing and snowshoeing. The trail is groomed for cross-country skiing. Snowshoers must stay off the groomed portion of the trail. Each skier age 16 or older needs a state trail pass before using the trail.

Ice Age Trail

The 2.1-mile Skyline Ski Trail is groomed for classic cross-country skiing. The trail is open to skiers when the trail is snow-covered. The groomed Skyline Ski Trail begins at the Skyline Shelter near the Ice Age Center.

St. Croix Falls-Burning yard waste and brush is permitted in city without a permit from 4 p.m. to 9 p.m. daily. Burning of household trash is not permitted. Officials ask that a responsible party over age 16 be present. If a county-wide burning ban is in effect, then it is also in effect within the city limit.

VOTER INFORMATION

Polk County handles all election preparations, publications and ballots for the voters of Polk County. The ballots are distributed to the municipalities prior to the election. Each municipality is responsible for submitting the results to the County Clerk as soon as possible after the polls close. Those results are tallied at the County Clerk’s office the night of

an election and made available to the public and news media. Past election poll lists and results are on file and open to the public. How do I vote?

To request an absentee ballot or to find out where to vote the day of the election, contact your municipal or town clerk. See listing for local municipal clerks in this guide or if you are uncertain who your clerk is or how they can be reached, please call the County Clerk at 715-485-9226.

The completed absentee ballot must be received by the municipal clerk no later than 8 a.m. the day of the election.

Residents voting in person can register at the time they vote by bringing a photo identification and an envelope/ bill addressed to them at their home address from a utility or business to establish their residency.

Differences between a Passport Book and Passport Card

The new wallet-size U.S. Passport Card is a travel document that can be used to enter the United States from Canada, Mexico, the Caribbean, and Bermuda at land border crossings or sea ports-of-entry. Note that it CANNOT be used for international air travel. The passport card is more convenient and less expensive than a passport book.

OSCEOLA RESIDENT RESTORES CHIEF STATUE TO LIKE NEW CONDITION

Thanks to Osceola resident Jeff Wolf, the Native American statue that has been on Cascade Street for years has been repaired, restored, and repainted to look in better shape than it has in years.

Wolf is now retired, but he learned how to make the necessary repairs to the chief by doing bodywork on cars. Because the chief is made of a Styrofoam core and a fiberglass exterior, Wolf knew how to go about repairing the statue from similar projects in the past.

“I moved to Osceola in 1998 and I just remember the chief being here and I thought it was really neat smalltown feature that we had,” said Wolf. “I heard the chief needed repair before it could go back up. I had some free time and I said, ‘Well, I can fix that.’”

The Neidermire family reclaimed possession of the chief after it was removed from its place on Cascade Street during the demolition of the Milk House. When it was determined the chief needed some repairs before it could potentially be put back on the street, the Neidermires sent it along to Wolf to start the process.

“There were a few areas that needed repairs,” said Wolf. “The left foot had an exposed hole in the top of the foot. The tomahawk handle was broken off. There were a couple of holes in the arms. And on the skirt in the back there was about a three-inch hole that needed repair.

“Where there were holes, I filled it in with fiberglass gel and a Bondo body filler to get the shape. Then I sanded it smooth to get the shape properly. To give it the hard exterior I put fiberglass cloth back overtop the repair areas.”

Wolf also needed to repair the cardboard feathers making up the chief’s headdress, and even gave the chief some fresh paint too.

“One of the cardboard feathers had completely rotted out,” said Wolf. “So, one of those feathers is now made of a thin plywood encased in fiberglass cloth to make it like the rest of them. The paint was pretty faded and there was some paint missing. So I repainted pretty much everything but the skin. All the highlights, the colors, the headdress I repainted. Then I put a satin clearcoat on everything just to seal it all up.”

“I would say it there’s about 35-40 hours of work put into it,” said Wolf. “It was about three days of body repair and about two days of painting. It’s ready to go back up. It’s probably good for another 25 years.”

Wolf posted videos of the repair process to Facebook in a group created called “Bring Back Our Chief.” After posting those videos, the response he received was that of support and thanks.

“I’ve never been on a Facebook group with so much support,” said Wolf. “Usually you go on the internet and it’s 80% negative. This has been 99% positive. There’s just so much positivity in that group it’s been overwhelming”

The statue was given to the Village in October and returned to Cascade Street, where it remains for the time being.

Polk County Earth Arts is an organization that brings together visual artists and artisans of the Upper St. Croix Valley for purposes of mutual support, networking, organizing and promoting special events, and creating promotional materials.

The annual Earth Arts Spring Tour occurs the first weekend in May. Maps are provided at the Polk County Information Center.

The annual Fall Salon is held the third, is an art exhibit showing member artists interpretations of a common theme. The Earth Arts members meet monthly throughout the year. Meeting locations rotate among members’ studios and galleries, giving everyone an introduction to each other’s work. Earth Arts is an open forum and welcomes all interested parties working in all artistic media.

Marine on St. Croix

Marine on St. Croix, founded as Marine Mills in 1839, was the site of the first commercial saw mill along the St. Croix River. The mill is located behind and to the south of the Village Hall and is a national historical site.

The ferry between Marine and the Wisconsin shore began operating in 1856 and continued until 1954. In 1870, the present Marine General Store was built and has served the community ever since.

In 1888, the Village Hall was built. It continues to serve as the seat for community government and is the oldest village hall in the state still being used for governmental purposes. It is currently used for City Council and Planning Commission meetings, and houses the community library.

Once a busy river town with a population of 650 during the 1880s, Marine is now a community whose residents treasure the atmosphere of a friendly small town and country life with the advantages of being near a metropolitan area.
