E have often heard it said that an institution cannot stand

still-it must either push ahead or fall behind. Nobody can deny that Stevens has made remarkable forward strides in the past few years. But does anybody realize the embarrassment that awaits the Institute possibly next year, possibly ' the year after ?

Now that .the tunnels under the river are in operation, stu,* dents will flock to the.Institute as they never flocked before; and when the McAdoo system is completed we will have so 9 many applicants from New York, Long Island, Staten Island, Newark, and where not, that there will not be proper facilities ' for caring for them, and the Institute will be "swamped".

Already the Prep School is crowded to overflowing. When the hard times subside, and perhaps before that time, the Insti, . tute will have a growth never even dreamed of. And why not?

Oar college has the reputation-at present' it lacks somewhat accessibility. When that objection is eliminated by the new transit facilities, Stevens will become the ideal technical school for the New Y ~ r k e or r soburbanite to attend.

Now is the time to make room for the multitude that is sure to come. Now is the time to lay the foundation for the greater Stevens. Now is the time to advertise the fact that we need money for expansion. Now is the time to take advantage of every opportunity to publish the fact that we need money.

Now is the time to ha~nmer,hammer and ha.mmer until we are blue-in the face and funds are forthcoming.

Now is also the time for the students to pat their heads together and think up ways and means to obtain our most urgent need-that Students' Hall. The students can raise the funds themselves for the erection of this building if they will. I t may take a few years to raise the total amount, but there is no time like the present to get started. $50,000 is available when a like has been raised. No multi-millionaires are standing- on waiting to be invited to be separated from $50,000, so

a very comfortable surplus this year-and probably an increasing surplus every year-which could be devoted to no better purpose. Link surplus, class treasury and other surplusses could all be applied to the common cause.

A student once said the only way to arouse enthusiasm here Another way to arouse enwas to precipitate a good "scrap". thusiasm, and a better kind of enthusiasm, would be to have us all hustling for the Students' Hall. An object of common interest like this would start all sorts of enterprises.

When it was once understood that we were trying to help ourselves instead of letting others do all the worrying, help would be forthcoming from quarters where least expected, for it is human nature to help those who try to help themselves.

The Students' Hall at Stevens, built by the students, will become famous, if ever a reality. A fund once established for so good a purpose, will draw cash to itself as a magnet draws iron.

THESTUTEstands ready to push this proposition and wants some good husky individuals with ideas and enthusiasm to get busy NOW.

Football R u l e s Revision.

On Saturday, January 26, the Intercollegiate Football Rules Committee met at the Murray Hill Hotel to consider the revision of the football rules for the season 1908. With the exception of the modification of the forward pass, none of the changes was of importance and the rules will remain substantially as they were last year.

The following changes were the most important : the modification of the forward pass, the option given to the defending side to decline all penalties except those of disqualification, the . lenghtening of the intermission to 15 minutes.

The new ruling on the forward pass is worded as follows : < A forward pass illegally touched goes to opponents on the spot from which the pass was made, and on the passer's side only the man who first legally touches the ball may thereafter recover lt until it has been touched by an opponent." As a penalty to enforce this measure it was ruled that "if a forward pass is legally touched and when free is touched by another player of the passer's side, the ball shall go to the opponents on the spot.

The purpose of this ruling is to prevent scrambling at the end of the pass and to make the forward pass a less random play.

A rule was enacted to eliminate holding and tackling on the part of the defensive during the forward pass. While the Pass is in the air the players of the defensive side may not use their hands and arms on their opponents except to push them out of the way in order to receive the pass. The players on the side making the pass who are eligible to receive the ball may use -their hands and arms just as players going down under a kick; 6

The Long Inspection Trip.

The members of the Class of 1908 (seventeen in number) who went on the long trip left on Monday, February 10, for Altoona, Pa., via the Pennsylvania Railroad. The following morning they visited the locomotive construction and repair shops and spent the afternoon in the buildings devoted to foundry work and car repairs.

In going thru these shops the party was divided into groups of six men, each led by a guide who explained everything very satisfactorily.

On returning from the foundries, one of the gangs had shown them a fine example of practical railroading; at a crossover, where the trolley line changed from single to double track, they were involved in a bad side-swipe collision. While the passengers were collecting themselves and recovering from their surprise at the absence of any injuries, they suddenly discovered the G. M. of the company, who had arrived with wrecking car and was hard at work. All agreed that that was going some."

On Tuesday evening all departed for Pittsburg, arriving there at about 11 P . M., and settled down in what was to prove the finest hotel encountered on the trip. On Wednesday morning the works of the National Tube Co. at McKeesport were visited, and altho they were not working up to full time, all the processes were observed. Unfortunately one of the blast furnaces had blown up the night before, killing two men, and no visitors were permitted in that part of the plant.

After lunch, the party journeyed by trolley to the works of the Carnegie Steel Co. at Homestead, where the operations of the open-hearth furnaces and the rolling mills were observed.

Thursday was devoted to the Westinghouse Works at East Pittsburg, the morning being spent in the electrical works where the construction of motors and generators and controlling mechanisms was seen. After lunching in the club rooms, the party was conducted to the works of the Machine Co. where the enormous gas engines proved the centre of interest.

On Friday morning the Carnegie Technical Schools were the point of attack, and many of the party who knew of the schools only thru the glowing newspaper articles which had come t o their notice, were much disappointed to find them nothing but

After leaving the schools the party adjourned to the Carnegie Institute close by, which is a magnificent building containing a public library, art galleries, museum and concert hall. Many thanks are due Mr. August Zeller, the assistant director of Fine Arts, for his kindness in explaining the methods used in the construction and transportation of the reproductions in the Sculptural and Architectural Departments.

The most impressive part of the building is the lobby of the music hall, the balconies around which are supported by twentyfour columns of black Grecian marble costing $5,000 apiece.

The wall and ceiling designs are carried out in heavy gilt work and the whole is superbly lighted by large chandeliers in conjunction with numberless ceiling and wall lights.

Friday afternoon was taken up by the trip from Pittsburg to Niagara Falls, and all who were not making up sleep lost on account of the wiles of Pittsburg, were much interested in the methods of pumping the oil from the wells in the Alleghany Valley.

The inspection of the Niagara Falls industries began on Saturday morning with the stations of the American Niagara Falls Power Co. followed by the mills of the National Paper Co., the Hydraulic Development Co. and the three Canadian power houses; the Canadian Niagara Falls Power Co., the Ontario Power Co. and the Toronto Niagara Power Co. On Sunday morning the party was divided among four sleighs and driven to the great transformer station and the 120, 000 volt testing house on the Canadian side, where several interesting tests and experiments were performed for their benefit.

Then they were driven out to Chippewa, observing the transmission lines on the way, and returned to the hotel after having traversed Goat Island. The only thing which marred the pleasure of the day was a not exactly undeserved lecture on the evils of keeping late hours, provoked by the insatiable desire of some of the members of the party to learn as much about each city as possible on the night of arrival.

I n the afternoon the men were left to their own devices, most of them spending their time on the Gorge Route trolley and some of then1 crossing the famous Ice-bridge below the Falls.

On Monday morning they decamped for Buffalo and spent their time in the terminal station where the voltage which is transmitted from Niagara is stepped down to a degree suitable for distribution.

At one o'clock when the party had, not without some difficulty, been gathered together, they departed for Albany. Af a very pleasant dinner in that city, a trolley was boarded, whl delivered the wayfarers in the city of Scheneetady at about 10

them spent the rest of the evening in visiting points of general interest.

Tuesday was entirely taken up with the works of the General Electric Co., where, considering the present state of financial affairs, a great deal of work was being done. Not only the electrical machines but the Curtis turbines also were seen in course of erection and proved of great interest to all. Among the most unusual of the machines was the colossal frame of a 6,000 h. p. induction motor which was being constructed for a Western rolling mill. Altho already well satisfied with the kind treatment they were receiving, the men did not appreciate what the G . E." people were really capable of doing until they had eaten the delicious dinner served for them in the restaurant which is owned and managed by the company for the convenience of its employes. ,The following morning, Wednesday, we spent in the shops of the American Locomotive Co. where was seen not only the construction of large passenger locomotives but also the dismantling for shipment of some small ones which had been built for South American railways.

After leaving the works the men were told that they might return home at their own leisure. Some decided to remain and visit Albany and the rest repaired to the station to await the train that was to bring them to the end of the trip. Thus was ended, with the rousing cheer for the kind and indulgent conductor, the long inspection trip of the famous Class of 1908.t Volts, amperes, millivolts, watts, Rotors, stators, motors, slots ; Equalizer, synchronizer, commutator-bar, R . K. Kilowatt Albert, rah ! rah ! rah !

Flag Rushes.

The committee appointed by the Junior Class for drawing up a set of rules to conduct the flag rushes at Stevens in the future, assembled during the mid-winter vacation. After some discussion the rules, which will be published in full in the next issue of THESTUTE,were laid down.

The presidents of the Freshman, Sophomore and Senior Classes are hereby requested to appoint committees to pass on the ' rules as adopted by the Junior class committee.

It is hoped that in this way much time and discussion will be saved and Stevens will soon be in possession of a definite set of rules to be adhered to in flag rushes.

A thought tho oft expressed is his who says it best.

I n the last number appeared the plan of Student Selftimes lose their sense of responsibilty, but it seems as tho this could not well happen with the student Governboard. On the other hand accusations will not be made quite so readily to a committee not made up of classmates, but if a stronger sense of responsibility could be imbued into the student body, this argument should not count for much.

To the Editor of The State : I read with much interest the article, in THZSTUTE of February 10, upon Cadet Life on the Ocean.

I think that the description is good, except that the account of the hardships attached to it seems to me to be considerably overdrawn.

While at the Institute I made a similar trip, in company with a classmate, in the engine room of the St. Louis, of that line, and cannot say that my experience was such as to lead me to the conclusion that the Cadet System needed reformation badly.

The quarters were not exactly commodious, nor as clean as one could wish, but we managed to get our own berths comfortable, in time.

The food was good, but the cadet engineers at that time messed with the engineers so may have been better off than the deck cadets on the same boat.

As to the treatment we received from our superiors I may say that it was uniformly fair, if not entirely courteous, and I think neither of us had anything to complain of on that score, notwithstanding the fact that the engineers were practically all either Scotch or English and somewhat prejudiced against Americans.

I do not think for an instant that any self-respecting lad could not repeat the trip. I n fact I think that it would do him more good than harm to do so.

My opinions are based on our experience as engine-room cadets. During our trip we met men in circumstances similar to ours who were employed as deck cadets on the St. Louis ; and, while I did not see enough of them to become intimate, I did know them fairly well, and they never registered any extraordinary kicks against their treatment.

I think it only fair to present our case as an example of the other side of the question for I know several men who made trips similar to ours and they always spoke as though the hardships had been considerably less than they had been led to expect.

Editor of The Stute : Some days after reading the short article on Rensselaer published in a preceding issue of THESTUTEmy attention was arrested by a striking and powerful saying, posted for the public in one of the libraries around New York. The lines ran as follows : T o the

' T h e men who have achieved success are the men who have worked, read, thought more than was absolutely necessary ; have not been content with knowledge sufficient for the present need, but who have sought additional knowledge and stored it away for the emergency reserve. I t is the superfluous labor that equips a man for everything that counts most in life.''

T h e words were absorbed and appreciated, for they were an answer to a question brought up by the circumstances at Stgveus Institute, the question easily derived from the students' be. havior during the last three months at work.

Many may have heard. of the story Prof. Pritchett told at a banquet in New York a couple of weeks ago, when he spoke about his visits to different colleges-in America. I n Chicago, in St. Louis, in California and almost everywhere he heard those I ' who showed him the successive places say: You realize, I suppose, Mr. Pritchett, that a different spirit prevails here from that of other colleges, like those in the East, for instance. We know here what 'Work' means ; the students .come here with a definite aim, you see, and all of them appreciate that a certain amount of work has to be faithfully finished before the year's end." And, in relating that story Prof. Pritchett, after having said a few similar words about Boston Tech., referred to Stevens and ssf.d that undoubtedly Stevens would have told him the same tale., , Had he come here, he would have inhaled the words i t crowded" and 'overloaded," for during the last three months these words were more frequently used than ever.

Let us put it in other words. During the last few months quite a number of fine suggestions have been laid before the student body. How have they been m e t ? I think with word I I and action, all have been answered by : I have no time," "oh, It I am too busy," "wait until then." And even more definite : I can't do it."

Now, speaking honestly, did those answers really mean anything or were they simply used because they were possibly easiest ? .

And, on the other hand, I cannot possibly believe that that is all there is left of a Stevens spirit.

Just go back with me to the moment we finish up a term's work with a professor we appreciate. What does that yell mean ? Or, is it only given because I I its use is a fine habit " or because that was the way it always has been done?

No, no, not by any means! There was something in us which gave life and spirit to that appreciative class-yell ! And that fresh life is still there, must be there, for it is the very same stimulus which .makes us take up our work again with new life and a sharper aim than before.

Going back to the opening day of the college year, there is that closing sentence of the President's speech, "As far as my Power, time and ability will permit I am a t your disposal."

work for the Link, an appeal fdr work for THESTUTE,work of all kinds, so that everyone could reach it and do at least something. And-what has been the result ? Finally, at a loss what to do, THESTUTEBoardipas asked for frank criticism, because it believed that there was something the matter with its administration'' as a few only seenied to take interest in its actions.

But! Let me hereby tell you, it is with zis that the fault lies. I t is our drowsy, lazy, inactive, heavy inertness which makes us insensitive to all those striking appeals and opportunities.

Here, Stevens fellows, is your motto for the Second Regular Term, which you need more than any other : .

"It is the superfluous labor that equips a man for every, thing that counts most in life."

Superfluous labor. Reserve power !

Why is the engineer's superiority acknowledged above the common laborer. W h y ? Is it not because he has the ability to oversee the cii-cumstances and to make them subordinate to his will? Well then, if we have to learn .anything in Stevens we certainly should acquire that ability, we should pick out those things useful, leaving alone those not needed. I n short, we should be engineers of circ~~mstances as well as of engines. '' Have we ever done that? Knowing our course to be a hard oneJ' as the President characterized it, have we ever planned beforehand, laid out before starting, even written 013t on a piece of paper, that which we were going to do? And, if we ever did, we must have realized that it paid to sacrifice those ten minutes in advance.

Could'nt we hand in a prose piece, a poem, a joke, or try . our hands at a caricat~~re?Give us some sayings of the Famous Faculty. Can we not show that we appreciate the always open "STUTEbox" by aiding in giving some news abont something?

Let us show, Mechanical-zngineers-to-be, that the speech of our football coach ,%us appealed to us an$'that the spirit in some form It is the superfluous labor or other is awakening in us now. that counts. " Juniors and Seniors !-here is one more chance to get together for a debating club. Mr. Hedden was so kind t~ suggest it, are there no m6re than two to take it up and carry.it o n ?

Junior Prom.

On February 14 the most loyal sons of 1909 enjoyed the Prom. with their fair partners. The affair was a thoro success.

The Carnegie Lecture Room had an electrically illuminated fountain in the center and the ball room was banked with evergreens while evergreen festoons hung from the ceiling. As usual the rustic cozy corners were well patronized.

Faculty and Institute Notes.

A copy of the Morton Memorial Volume has heen presented to THBSTUTB

by Prof. Furrnan, the editor. The volume will be of great value to the Board when it has occasion to look up information concerning Alumni or Institute history.

The N. J. State Science Teachers" Association will hold its annual meeting at the Institute to-morrow morning. At the meeting Dr. Pond will lecture on "Steel and Iron" and Prof.

Ganz will lecture on the "~tilizationof Power at Niagara Falls."

Class Notes.

1910.

The class of 1910 held their banquet at Reisenweber1s Thursday, February 6. The dinner proved very successful a d the committee deserve much credit for so completely outwitting the freshmen. After dinner many toasts were given and the following speeches :-The Class, B , D. Pfeiffer ; Faculty, W. F. S c ~ l l y; Grinds, J. A. Messenger ; Athletics, A. Heller ; Bootlicks$ I,. J. Platt; Freshomores, A. I,. Adatns; Fair Sex, J. lieask; The "Old Mill," P. B. Wiske.

The toasts were heartily washed down and then elections were held. Dr. Wendell and Dr. Pond proved to be otlr standbys. Although it seemed but ten it was really one before any one thought of going home.

Hoffman has been appointed basketball manager. Messebger is now permanent class cheer leader.

Other Colleges.

Two annexes in the rear of the law building at the University of Michigan are to be erected for the benefit of the smokers of the department. The object is to turn the tobacco users from the front steps of the building to a less prominent place.-Bx. The first year debating is especially strong at Cornell this year. The freshmen have already won two of the sophomorefreshman debate series. Seventy-five is the regular number of men in attendance.-Tartan.

The University of Virginia has instituted what is called a "College Hour" ; a time is set apart each month for the facuIty and student body t o meet together, get acquainted and discuss questions of University interest .-Ta~tag.

Ground for the Carnegie library at DePauw University was broken recently. Twenty-five students hitched themselves to a plow and drew it the length of the.1ot. President Hughes made a short address.

The Freshman Class at Toronto University recently entertained the Sophomores with an oyster supper, showing the friendship existing between the two classes. Did someone say Stevens intends to follow suit ?

The University of California will erect one section of a library building which, when completed, will cost $2,500,000.

Pneumatic tubes will be used in conveying the books from the shelves to the delivery desk.

Prep. Notes.

The senior class pins have arrived and they certainly uphold the reputation of the firm which niade them.

The number of students in the school is gradually increasing.

The increase is partly due to the overflow from the Institute.

The total enrollment has topped the-300 mark, the present number being 342. The second term examinations will soon be upon US and no doubt there are many who are trembling as to the result.

Soon the spring baseball practice will begin and the school wants everyone out. We have a fine chance to win the pennant this year. Let there be a good representation at the games.

The spring lacrosse practice will begin shortly. Last year the team lost but one game. The team this year will have t o ACKBRMAN. work to beat this record.

Olympic Games in London in July.

T h e Olympic games] open to amateur athletes from all over the world] will be held in London, beginning July 13, 1908 Arrangements are being made by the American Athletic Unior to gather a first-class team to represent America, in the expect% tion of retaining the chan~pionship which was won for thi5 country in 1906. T h e American committee is now engaged in raising a fund for the expenses of the team and hopes to secure $50,000 for this purpose.

College men will have a better chance this year than in 19061 for the games will come at a time when college examinations are overl and a regular series of trials will be held, SO that every man will have a chance to show what he can do. T h e trials will be held on Saturday, June 6 , in Chicago for western athletes andin either New York or Philadelphia for the east.

A Comparison.

I n those cities where central stations distribute (electric) power which has been generated by steam forces, a comparison of rates is interesting.

Compilation from the card rates, published within recent period, shows that on the assumption of the maximum power used, to be 100 horse-power and the number of hours in which power actually is used to be 250 per month, or an average of ten hours a day, and the load factor to be 75 per cent.
