HE United States Government, in granting a yearly subsidy

to the American Line plying between New York and Southampton, England, made a proviso in its mail contract whereby the steamship company must carry on all voyages as a part of the regular crews of its vessels, twelve cadets, six in the engine room, and six in the navigating department. The cadet ranks as a petty officer whose duties seem temptingly easy to the youthful applicant for the berth. There are no restrictions governing the eligibility of applicants except that they must be American-born young men, of sound physical condition and not over twenty years of age. The Cadet System was originally planned to prepare youths for service in our merchant marine.

Speaking generally, any young fellow may take advantage . of Uncle Sam's forethought and set out on a trans-Atlantic voyage. My friend and I, were ignorant of the ways of the sea and furthermore were unaccustomed to roughing it" in the real sense of the term. But the sight of a great ship and the smell of ocean breezes on an April morning as we crossed the river to New York made us decide to take the voyage. We obtained our parents' consent and from that time to the day we steamed out of the-harbor we talked freely of our proposed trip ; so much in fact that we got the idea that a yachting trip was ahead. For weeks preceding departure we rejoiced in the anticipations of going to sea. Work was to be play ; scrubbing decks fun ; polishing brass, better yet ; and as for the probability of poor foodI I when you're roughing it," you can't expect much else.

As the twenty-second of June drew near our preparations for the voyage received careful attention. Our outfit was cornpact, occupying two wornsuit cases, forwe had reason to believe that in the event of our not being given shore leave" at Southampton we might ''skip the ship" and did'nt want to be hampered by excessive baggage-but I am anticipating.

When the second day before sailing arrived our enthusiasm had somewhat decreased. Letters from those who liad learned of our intentions shattered our hopes of a good time, aseach torrespondent assured us that travel in1the first cabin was more salutary than work in the navigating department. We, however' had reached that point where nothing short of parental vetoes would have altered our decision.

There is a vast difference between walking up the gangplank of a great steamer to a cabin on her promenade deck, and . scrambling up to the filthy main deck of the same ship, to find up in the bows a place with the dimensions of a large clothes closet, holding bunks for six on one side and end. For the sake of gaining experience my friend and I had chosen the latter method, and tat 5 A . M. of June twenthieth were led to the 'Cadet's Bunk" which was to be our home for a month, and which, despite vermin and nauseating odors, we were to seek thankfully later on. The compartment smelled more like a cattle pen than a sleeping quarter. An oath from one of its inmates whom our arrival had awakened was our greeting. The sailor looked us over and his features broke into a knot of smiles. He swore again. Then he cursed some pests that had bitten him during the night and at last rolled over for more sleep. This I was our introduction to the S. S. Philadelphia" moored at her berth two days before' putting to sea.

About an hour after embarking, by which time we had banished all idea of a holiday en route,I my friend and I appeared I t on deck shoulder to shoulder with greasers," dago" coalpassers, and seamen for the usual muster. The formality of taking names and assigning numbers lasted twenty minutes. To us it was a momentous occasion. We were alert, unusually . straight-backed and eager to make a good showing, because ofwhich we blundered at the start. We were horribly cursed by the pajama-clad officer in charge for not having added "sir1' to our replies. H e swore so freely that what little English he ~ s e d we were unable to make ~ u t hence , blundered-further, and were sworn at further. I t would have been laughable under other , circumstances.

At the time they were coaling on the starboard side amidships. My friend and I were put to wiping down paint over the barges, whence came great clouds of black dust from the automatic coalers. No sooner had we cleaned one patch white thanthe coal dust would settle oh it making it dirtier than b&fore.

I t was a hopeless job. We questioned in l o b tones the sanity of the officer who had assigned the work to us. We wi same area eleven times and were about to start for th when the chief officer,came around. He would hear n ations. His abuse of language was horrible as he curs a pair of "soldiers."

Afternoon found us in the bowels of the ship stripped to our waists in a temperature of loo0 F. clearing out the accumulated rubbish of years in the mail room. The sun was well down in the west when, after the hardest five hours we had ever put in, my friend and I again breathed fresh air above decks. The glare as we emerged from an after hatch was trying. The cool of a June evening made us shiver as we ran forward to our quarters.

We may have to pass through many trying experiences, but probably none will make a more lasting in~pressionupon us than that first taste of the strenuousness of cadet life.

At half past five, 'the eleven long hours of 'labor having ended, we quit the ship for home, a good meal, and much needed rest. Practically all day we had had nothing to eat. True, the call to breakfast sounded at eight o'clock but the best we could do with the food we got in the crew's galley was to bring it to the bunk room, try some, and throw the rest overboard. Lunch from twelve to one we tried to eat, could not and sent it after the breakfast. Dinner at our home table that night to us was a .feast for the gods. And a comfortable bed was never more appreciated after any meal. I lay awake trying to believe we were in for something good, but fell asleep still arguing the question.

The horizon was cloudy.

The next day passed rapidly. I t was crowded with harder work on our part and more misconduct on the part of the officers, whose overbearing, insulting manners were getting more and more unbearable to us. We were never allowed to work by ourselves, which alone was suggestive of the prison yard, and we were not allowed open conversation. The day's food was justas bad as the victuals we had thrown overboard, but a beginning had to be made. We forced ourselves to eat and, had there been no stench around us, might have called the food passable.

At two bells (five o'clock) we stopped work. ' I t was the evening of June twenty-first. By official order we had to sleep on board and it was not long before all hands turned in. The bunk room was suffocatingly hot and the odors of insect powder and carbolic disinfectant precluded all chances of- sleep for us. Our conversation lasted long into the night.

Our conclusions were two, viz : that we were in for a term on a prison ship, and that our work would be harder than that assigned prisoners. With these gloon~ythoughts to prepare us for the days to come we appeared on deck at 5:30 in the morning.

The "Philadelphia" was ready to put to sea. Mess time was soon at hand. Then before we had iwimllowed the first bite of herring, came the call to stations. The decks were crowded with gay people ; laughing, joking passengers bidding friends farewell. I t was a vimio11s scene, but to at least two cadets it was a mockery.. My station was down in hatch number sixmy duty to report damage to baggage caused in transfer from the .dock to the vessel's hold. I knew by the increasing throbs of her engine; that we were leaving America and all chances of escaping cade, life for several weeks. Then I climbed the side ladders, was struck in the face by a wad of chewing tobacco, and reported t< the bridge. Toward one o'clock we went below to eat; Thf bunk room was insufferably hot, notwithstanding a strong head breeze, and food went against us.

Land had long since sunk below the horizon when I climbed the ladder to the weather side of the navigating bridge. A*each upward step my assurance dwindled. When I reached th, top I had none left and was given no time to summon any With a round oath the officer of the deck grabbed me by th< shoulders; before I could think, he had planted me on the oppo s i t e side of the ship. When I recovered from the shock I was 01 the verge of collapse, turning hot with anger and cold with fear alternately. Green spots appeared before my eyes and I felt "a1 in." Needless to say I did not wish such warm receptions eaci time I came on duty and decided to avert them by choosing th! side of the bridge where the officer did not stand. The navi gator never remains on the lee side and to this side I resolved tt stick.

Then came steady watching. I t is tiresome at best. Yot think you see a trail of smoke or a sail when neither is withi] many miles. On the other side of the, walk was the officer behind us the wheelhouse, a quartermaster steering within further aft the funnels planked by the life boats, six on eithe side; then the mizzen mast, the after deck-house; and finally goldei water with our snowy wake trailing off in the distance. I begai to enjoy the splendour of the sunset when a stinging cut acres, the cheek brought n ~ yface forward with a steel spring snap This was a gentle reminder to watch the'rolling ocean ahead.

My first effort at striking the ship's bell was made at six P M. About quarter of six I commenced to get nervous. At fivi minutes to six I was shaking like a leaf, but exactly on the h 0 ~ I seized the bell cord. Four strokes, were in order. At the firs pull, the bell rang out twice. Then I became badly rattled pulk( harder a second time, and the result sounded like a fire alarm. was cursed on all sides.

So, life at sea had begun. The hours of daylight rolle4 monotonously by and the night watches on the bridge never lost i certain fascination for me, though they at times seemed intermin able. Rest in the bunks was impossible, for the vermin weri everywhere below' decks in the fo'c'stle. The motion of th4 vessel kept us in. a state of physical instability and the ro'ttel food made the seven days at sea a period of fasting. Graduall: we had gotten into the way of things so that our actions ha' become mechanical. T h e ship's bell no longer sound cated. On duty we never knew an idle moment. consisted in shining brass, holy-stoning decks, washing

THE STUTE ing paint and doing things which on land we should never have attempted. Off duty, after the mess kit had been cleaned and put away, our time was our own, but work iq the open air was almost preferable to idleness in the foul bunk room.

On the sixth day at sea the shores even of Greenland would have been a welcome sight to us cadets. Imagine our joy when next morning the deep toned "Land Ahead" of the lookout was heard. We were soon'off Plymouth harbor. Over the waters on the port bow rose the verdant hills of England. I t was a sight worth seeing. I gazed long at the picture; a reach of sparkling water, the breakers on the shore, the trees, the white roofs of the houses, and over all the bright morning sunlight.

I t was superb. The mail flag came down. We got under weigh and I went below as the "PhiladelphiaM headed across the channel for our next port.

The "~hiladelphia" was warped into the Royal Docks at Southampton at 11o'clock that night. All hands knocked off by eleven thirty except the writer who was detailed to keep an all night watch over the government mails which had been piled up on the promenade deck. H e had the pleasure of freezing in the cold river mists until relieved at four the next morning. Inspection was over at six o'clock. One hour later my friend, another college man, and I sat down to breakfast at the Southwestern Hotel. Unable to endure the brutality and vile food and not caringto risk detention on board by asking for leave, we had , taken French leave" of the Philadelphia for the week that she would be in port. On return to the ship for our homeward voyage we bore the severe punishment for desertion.

I t is good now to look back upon our experiences during: the voyage. Often we laugh over the incidents which made the roll of cadet a hard one to play. But we can afford to laugh for we have been through the serious part of the performance. We have put up with treatment we should never compel a dumb animal to endure. We have borne the insults of ignorant officers, and have, perhaps, learned a few things. Among them we learned how to meet upon their own ground men who are far below us in the social scale'. This is an art, the mastery'of . which takes some men a lifetime.

The Cadet System needs reformation badly. Our merchant marine will never flourish if its officers and men are expected to come from the cadet's ranks. Were I to be asked by a father whether or not his son should be allowed to go as a cadet I would answer advisedly, Never. " No self respecting lad, unless forced, to do so by financial stress, would make a second trip. For sixteen days of work as hard as abled-bodied seamen perform the steamship company paid my friend and me each the princely sum of three dollars, gave us a bug-ridden bunk to Ă&#x201A;ÂĽslee in, and fed us on rotten (literally wormy) food* And what is the object of it all ? The object of it all 1s to kill the ' Cadet System.

Student Self-government.

At the faculty meeting on Saturday, February 1, a code of rules embodying a system of student self-government more comprehensive than anything yet tried at Stevens was adopted and recommended to the student body. At an early date President Humphreys will take up the rules with each of the classes, with a view to having them accept the regulations in place of the honor system rules now in force.

The new code is broader than that under which the honor system has been administered, and calls for a committee of three men from each class, who will have supervision over the honorable conduct of the students not only in the regular term examinations, but in re-examinations, and term work as well. The regulations in full as adopted by the faculty follow : 1. There shall be a committee, known as the "Student Selfgovernment Board," consisting of three men from each class.

2. The members of the Board shall be elected annually as fol- lows, under the election rules of their respective classes : Freshmen class-in December.

3. ~ a c delegation h shall elect its own chairman. The chairman of thesenior Class delegation shall be the president of the Board, and the chairman of the Junior Class delegation shall be the secretary of the Board.

4. I t shall be the duty of the Board to investigate promptly cases of students who may.be charged with dishonorable or improper conduct, and especially in connection with examinations and re-examinations.

The following regulations will govern the Board in their action upon all such matters : 1. The Board shall meet regularly and as promptly as possible after each examination, and special meetings shall be called when necessary.

2. Two-thirds of the membership shall constitute a quorum, and a majority vote of the members present shall be necessary to find a-verdict of guilty.

2 (a) No member present, including the chairman, shall be excused from voting.

3. Ample opportunity should be given the accused to defend himself in person and through witnesses. , 4. Written reports of the ~ r o c e e d i n ~ofs each meeting of the Board shall he made to the President of the Institute after the date of such meeting, and these reports will serve as a basis for action by the faculty.

5 . Complaints may be addressed to any member of the Board, and it shall be the duty of such member to bring the casebefore the Board.

6. A pledge to abide by the self-government feature shall be signed by each student on entering the Institute.

7. The following pledge shall be signed on each examination paper immediately after the answer to the last question : I pledge my honor as a gentleman that I have not applied for help, and that I have neither given nor received help in this examination. , 8. An instructor will be present at the examinations and reexaminations to answer questions relative to the examinations.

Editorial.

As long as the world rolls onward we will find people ob-

. stinately adhering to ideas several years behind the times. 'Old fogies" will ever flourish. We believe this to be the sad state of

Mr. Crane, some of whose views appear in another column. H e has absolutely no use for technical education and states that higher education for those in mechanical lines is not only unnecessary but a positive drawback. A little higher education would have been a good thing for Mr Crane. I n fact, if he had ever studied the rudiments of Logic, he would not attempt to draw general conclusions from particular cases, as h e has done.

If Mr. Crane would spend five minutes studying the list of positions held by Stevens graduates, as given in the annual catalog, he would be obliged to admit that there was at least m e technical school that it paid to attend-unless his reasoning faculty is a slave to his prejudice.

A Sad Case.

We quote the following in the hope that some one will be fired to action-that some heart will be touched by the sad position in which the editors of this paper find themselves.

sanctum. If your wife kicks you come in and let us see your scars and tender sympathy through the paper. I f your mother-in-law has died, don't be bashful about it ; give all the commonplace news.

In short, whatever makes you feel proud, sad, lonesome or glad, submit it to our twenty-four carat wisdom and see our matted locks part and stand on end with gratitude, which will pour from every pore like moisture from the dew-besprinkled earth.- Texmo (Okla. ) Times.

On the success of this new venture we shall comment in a later issue ; help us to make the comment a congratulation.

I n the second column Prof. Deimel shows the natural inferences to be deduced, and many of these inferences clearly show the utter absurdity of Mr. Crane's statements.

We regret that this article came to our hands too late for publication in our last issue.

Faculty and Institute Notes, I

Through Dr. Edward Weston, president, the Weston Electrical Instrument Co. of Newark, has presented to the Institute a set of twenty-nine alternating current instruments of a type that has just been placed on the market. These instruments, which are the first con~mercialalternating current type equal in accuracy and workmanship to the well-known Weston direct current instruments, will prove of great value to the electrical department; which has heretofore lacked in this respect. The set is worth about $400.

Dr. Weston will also present the castings and parts necessary for the construction of two alternating current machines of three k. w. capacity each, revolving field type. The armature of one will be moveable through any desired angle, by which change two alternating currents of any desired phase difference can he obtained, the two dynamos being coupled to the same shaft.

The gift will include a special variable speed motor for driving the machines. This combination will be of great value for calibrating.wattmeters of any desired power factor.

Saturday sessions at Stevens before autumn at the earliest are a very remote possibility. The faculty committee appointed to inquire into the advisability of changing the roster has not yet completed its work, and does not expect to make a report for some months yet.

John A. Bensel '84, has been appointed a member of the Board of Water Supply of New York by Mayor McClellan, at a salary of $12,000. H e has made one of the best records in the Mayor's administration as Commissioner of Docks. I t is expected that Mr. Bensel will be chosen president of the Board and if so, he will manage the largest engineering enterprise ever undertaken by the City of New York-a work that is estimated to cost $162,000,000.

Previous to the faculty meeting on Saturday the recently appointed class deans held conferences with the instructors of the classes over whose destinies they preside, and mnvassed the marks of the first term. The deans then recommended to the faculty special action where such was necessary. The new SYStern relieves the president of a great deal of routine work and lessens also the mass of detail to be gone over at the faculty meeting.

At a meeting of the trustees on January 24, Dr. bawarq D., was elected a member of that body to Weston, SC.D., fill a vacancy. Dr. Weston received the honorary degree of Sc. 1. from Stevens in 1904.

Intermediate Term Jottings.

An alumnus instructor (whose name we delicately refrain from publishing) after observing that the vacuum gauge on a condenser was graduated only to 30 inches, asked how he could take his reading when the vacuum exceeded that amount.

One group of tyro engineers when instructed to take down an indicator and oil it, took down the instrument and proceeded to pour oil into the pipe leading to the engine cylinder, Students who do not enjoy the work of the intermediate. term, may take consolation in the fact that there are five Saturdays in February this year. The next freshman class to enjoy the extra holiday, will be the class of 1943, since thirty-two years will elapse before another such occurrence.

Math. Changes.

Important changes in the mathematics roster were considered favorably at the faculty meeting a week ago Saturday, and as a result spherical trigonometry will probably be dropped from the work of the freshman*year. Differential equations, which has been a junior subject, will be transferred to the sophomore year. The change will be made in 1908 in time to include this branch of the work in the second term. Next year it is planned to make it part of the course of the first term. I n order to accomplish this, the sophomores will be given five periods a week of mathematics, instead of four. The time thus gained in the junior year will be devoted to applied mechanics. A committee consisting of Professors Gunther, Martin and Pryor will make the . final decision as to the change.

Contest Department.

How does a good caricature strike you? The best one is worth two bones if submitted before February 25. We don't want anything really offensive, just a good poke at something, or somebody (or both) connected with the Institute. The caricatures must not be too personal either, as the Board does not want to be considered a knocking society. Don't think that because you are not an artist you cannot compete. All try. A good idea covers a multitude of poor lines.

A recent letter gives us the view of a subscriber that had not occurred to us before and an idea that is along the right A. R. Peter" tells us that THESTUTE needs advertising lines. between issues and should have a receptacle for contributions in a conspicuous place. Those are both good suggestions and we will follow them up. I n the meantime Mr. Peter" may have his 'kart-wheel" on demand.

Hockey.

The Hockey Club team was unable to play its schedule game at Cranford on Saturday, February 1 , owing to rain. A game has been pending with West Point, but the only dates offered by the soldiers have been on week days.

Annual Alumni Dinner.

Last Tuesday evening nearly 300 attended the Alumni Din. ner at the Hotel Astor. Mr. Torrance '90, was prevented from officiating on account of illness, SO Mr. Brinckerhoff '90 acted as toastmaster, Among the.speakers were many in the highest ranks of the engineering and literary professions.

Dr. Humphreys, after giving a short talk about the Institute, referred to Mr. Crane's criticism of the views of Andrew Cartegic regarding technical education and heartily defended Mr. Carnegic against these ill-advised attacks. Dr. Humphreys made an appeal for the foundation of a chair of Administrative Economics, which he estimated would require $100,000. This chair would be given to some authority on the subject, who would include in the course much that is now taught in the Department of Business Engineering.

Mr. Sague '83, a member of the New York Public Service Comn~issionspoke about the work of his board. Mr. Scheel '05, the editor of Volume I of THESTUTE took for a topic the great advantage of attending a college with an established reputation -a college that one would not be obliged to make excuses for.

Dr. Pritchett, formerly president of M. I. T., Hon. Robert P. Porter, Col. George Harvey, and Dr. Wendell were a few of the other speakers.

The election of Dr. Weston to the Board of Trustees was announced and received with great applause. Thruout the evening the interest was kept at a high pitch and any who missed this dinner missed something worth while.

Junior Prom.

Drinkwater '09 has been placed in charge of the sale of Junior Prom tickets. Application should be made to him personally, and not to the committee - as a whole.

The members of the Junior Prom committee have decided not to present flowers to their partners at the Prom, and have requested all students attending the function to follow their example. Student expenses have been rising steadily in the last year or two, and the resources of many have been cut since the recent ''financial stringency". The Junior Prom committee at Yale, a few weeks ago, took similar action in view of these facts,

Men who are working on matter for The Link of 1908, along either artistic or literary lines must see that their work is in the hands of The Link Board on or before Wednesday, February 12, in order to insure publication. The Board is making a strol effort to publish The Link in April this year, and therefore tl^ book must go to press early.

T h e honor system committees of the three lower classes have reported to the faculty that n o irregularities were detected at the recent examinations. T h e junior report contained a note to the effect that noise during the examinations which had been troublesome last year, had, greatly diminished.

Prep. Notes.

That Stevens has now the largest enrolln~entof any private preparatory school of its class in the country is the belief of Dr. Sevenoak. T h e total registration is 325, and the average daily attendance only slightly less. There are many larger preparatory institutions, but they do not fall in the same class with that of Stevens. They are either boarding schools, or else. embrace kindergarten as well as grammar grades.

Owing to the small number of Seniors who have signed for the Dance, which was to be held on the 17th of this month, it will not be held.

T h e school has received the baseball championship banner, ' which was won last year. I t is a fine one and occupies aprominent position on the wall of the main hall. Ã
