Outgoing Message from our Founder Camille Schloeffel This is my final formal message to the community as a member of The STOP Campaign. I have made the decision to step down as Director and Safeguarding Manager of STOP after more than five amazing years leading the organisation. I have passed on The STOP Campaign formally to Audrey Mims and Sophie Aboud, with support from our current leadership team of passionate members.

I first made this decision a year ago in November 2022 and I have since worked alongside our inaugural Board Directors, Audrey Mims and Sophie Aboud, and the 2023 Committee to slowly transition out of STOP over an 18-month period. I formally stepped down from the Director and Safeguarding Manager role in July 2023, however have continued to uphold my responsibilities under existing contracts. This includes to co-lead the College Program and Safe Response Toolkit (SRT) projects, lead our recent advocacy initiative #IDeserveSafety (hashtag I Deserve Safety) while the Universities Accord process is underway, and support the team in our 2023 Annual and Financial reporting.

As I finalise my postgraduate studies this year, it also feels fitting to move away from the movement and onto other opportunities. I founded STOP as an awareness raising initiative when I was a student living at Fenner Hall in 2018. It has been a privilege to work alongside students, victim-survivors, fellow activists and community stakeholders since then. We have had more than 200 people volunteer with STOP, shared more than 40 victim-survivor stories through our #WeWillSpeak (hastag We Will Speak) and #WeWillListen (hashtag We Will Listen) campaigns, and developed three core programs: the Empowerment Program, the College Program and the SRT. We also amplified the experiences of 52 people through our #IDeserveSafety survey, which has contributed to significant national reforms led by the Federal Government on this issue.

Leading STOP has been one of the most exhilarating, challenging and all-around rewarding experiences in my life to date. Advocating for change against some of the most powerful institutions in Australia is a difficult task, and I am so grateful for every person who has dedicated their time to help us make change collectively. Working with everyone on STOP has been the highlight of my experience and is what has made everything worth it.

I am immensely proud of each and every person who has dedicated their time to building a community like we have – one of so much care, solidarity and passion. As a survivor and activist, I know it will be difficult leaving the amazing STOP community that is so supportive and thoughtful. These communities are so hard to find – even in the advocacy realm where we would usually expect it to be the opposite. This is what makes STOP so unique and something I will always be proud of. At the same time, this is a necessary step to ensuring this community of care can continue to grow and evolve as its membership does.

As a survivor myself, I am also so proud of the community we have built at STOP - one with no judgement and an understanding that we are all learning. It has been a very healing experience and made a really positive impact on my life. It has helped me feel less alone and demonstrated the power of collective activism in not only seeing real change in our community, but also ourselves.

Developing and leading STOP as the Director and Safeguarding Manager has been a privilege and I am very excited to cheer on the new leadership and see what they achieve next.

I am stoked to be passing on the organisation to some inspiring people, especially knowing that they will continue to make a difference in the lives of others, particularly victims and survivors.

Message from the Board Audrey Mims, Chair

The STOP Campaign Board (Audrey Mims, Chair and Sophie Aboud, Secretary) have been proud to lead the Campaign in its strategic planning, governance and structure in 2023 and are excited for the opportunities that lie ahead in 2024. We have both been members of The STOP Campaign since 2020 and have worked closely with leadership and Committee members since then. We have seen STOP grow over the last few years and are excited to build on the incredible work and community STOP has built so far.

Sophie Aboud, Secretary

In 2023, STOP Founder Camille Schloeffel announced her departure from her role as Director. We are tremendously grateful for and proud of all Camille has given to STOP and our community.

Camille is truly a remarkable activist, advocate and leader. She has provided endless inspiration and optimism to STOP and has brought our vision and mission to where it is today. While we are excited to see where the next few years take STOP, we want to acknowledge and celebrate Camille’s hard work over the last five years to lead us to this position. Camille, we are so excited to see everything you will achieve in future, and thank you for being such a wonderful activist, leader and friend.

We have gratefully overseen and contributed to The STOP Campaign’s Safe Response Toolkit (SRT), College Program and #IDeserveSafety (hashtag I Deserve Safety) initiatives this year, and it has been a pleasure to engage with the incoming Leadership Team and STOP members who have given so much passion and enthusiasm to their volunteer roles.

In preparation for the next stage of STOP’s operation and expansion, 2024 will involve some structural changes to the Committee. This is to accommodate a decrease in STOP’s capacity as we facilitate Camille’s departure from her formal role as Director and plan for STOP’s future. For this reason, we have not recruited a new Committee post-30 June 2023. Instead, STOP will continue to operate in the interim period through a smaller group of leadership team members and Board members until the new STOP structure is organised and recruitment can begin. STOP’s current projects (The College Program and SRT) will continue in the interim period.

2023 has been an exciting year of achievement and change for The STOP Campaign.

We expect that this upward trajectory will continue as STOP cements itself as a leading volunteer organisation in the sexual violence space. Activism and advocacy matters, no matter how small. The voices of volunteer activists deserve to be heard and valued. Even as The STOP Campaign expands our outreach and impact, our core values of passion, intersectionality, integrity and respect will remain unchanged.

About Us The STOP Campaign is a grassroots organisation and registered not-for-profit dedicated to empowering young people to create and sustain positive sociocultural change regarding sex and sexual violence by starting conversations and breaking down stigmas.

We are focused on tackling sexual violence in Australian tertiary learning communities through empowerment, education, activism and awareness. We are a volunteer-run feminist organisation that values intersectionality, integrity, respect and passion.

Since our inception in 2018, The STOP Campaign has successfully implemented a number of projects (most related to the ACT). These include: the creation of educational materials and resources on topics including safe sex, consent, sexual and family violence, sex positivity and access to medical, legal and personal support, facilitation of peer-led education and advocacy workshops with tertiary students in residential halls and university settings to prevent sexual violence and promote sexual wellbeing, facilitation of programs for young people (particularly victim-survivors) focused on empowerment, confidence and building connections, and building a platform for victim-survivors in Australia to publicly share their experiences and journeys towards healing.

The STOP Campaign has also participated in consultation and resource development on sexual violence policy and response driven by government and non-government bodies both at a local and national level.

Our vision: Australian tertiary learning communities that are free from sexual violence and stigmatisation.

Our mission: Empower young people to create and sustain positive sociocultural change in Australian tertiary learning communities through activism, awareness, empowerment and education.

Strategic Plan: What to Expect in 2024 Audrey Mims and Sophie Aboud

Campaign Restructure The STOP Campaign is excited to make structural changes in 2023-24 to enhance the efficiency and sustainability of The Campaign.

Recruitment of an Operational Head We will be seeking a new operational head for The STOP Campaign in 2024 following the departure of Camille Schloeffel. This role will oversee the implementation of our projects and initiatives. The Board is excited to lead a strategic recruitment process which will involve careful selection and a comprehensive search for the right individual who aligns with our vision, mission, and operational goals.

Incoming leadership team In 2023 and in anticipation of the formal creation of the next Committee, we were delighted to introduce The STOP Campaign’s ‘unofficial’ leadership team. This is a team of Collective Members who will assist the Board in leadership duties and our current programs and initiatives, particularly the Safe Response Toolkit and College Program. The transition to the leadership team is a crucial step in strengthening the sustainability and resilience of the Campaign.

Specialised Board Director roles The Board of Directors now distinguishes roles of the Board Secretary (held by Sophie Aboud in 2024) and Board Chair (held by Audrey Mims in 2024). The distinction between Secretary and Chair will allow for a more efficient execution of Campaign operational tasks and strategic planning.

Projects and Initiatives University on-campus engagement The STOP Campaign will continue our efforts to engage with university communities and leaders to bring The STOP Campaign to university campuses. This will include reaching out to university staff, facilitating College Program sessions on campuses, and exploring collaboration opportunities with existing university societies. Our aim is to create a more profound impact in university settings.

Brand guidelines development and implementation Leadership team member Lauren Taylor is driving the development of The STOP Campaign’s new brand guidelines, drawing on their career experience in graphic design.

Lauren is working to anchor The Campaign brand guidelines with visual messaging strategies which align more clearly with our core values of accessibility and inclusivity, as well as our target audience. The guidelines encompass a new colour and font scheme which will ensure a consistent and accessible appearance across our communications and messaging.

Continuation of the College Program Building on the success of the College Program in 2023, The STOP Campaign will continue to facilitate sessions of the Program in line with the interests of our leadership team members and the needs of university communities in the ACT. Our goal remains the prevention of sexual violence and the promotion of sexual wellbeing in residential halls.

Safe Response Toolkit online platform The new and improved online Safe Response Toolkit (SRT) platform will be released in 2024. Using $20,000 of funding awarded from The Snow Foundation via the Canberra Foundations Collaborative Grant Round, we engaged Portable, a website development technology organisation, to re-design the SRT website. STOP is particularly focussed on improving the accessibility of the resource. We look forward to launching the platform to help more Canberrans in need of support for sexual violence.

SRT distribution In 2024, distribution of the SRT will continue. We engaged Go Transit advertising company to advertise the SRT on a bus in Canberra in 2024, with funding from the John James Foundation. We have also arranged for SRT postcards to be distributed across the ACT by Spy In Canberra. We will continue to engage with stakeholders and community organisations in the ACT to increase the visibility and support for the SRT.

Our Year: 2023 Commenced development of the College Program July 2022: We commenced development of the College Program with a subcommittee of STOP volunteers.

College Program Development Retreat 17 February - 19 February 2023: We held a weekend workshop at Batemans Bay for College Program Subcommittee and Collective members. A total of 10 people attended and the weekend was facilitated by College Program coleads Camille Schloeffel and Sophie Aboud.

Market Days at Canberra Universities - UC, ANU, ACU January - March 2023: Volunteers attended the Orientation Week Market Days at the University of Canberra (UC) and the Australian National University (ANU), and the Welcome Back Fair at the Australian Catholic University (ACU). These were exciting opportunities for STOP to form strong partnerships with tertiary learning communities and engage students in activism.

Featured in Grill’d Local Matters March 2023: STOP was featured at Grill’d Woden for their ‘Local Matters’ initiative. STOP received the most community tokens and Grill’d donated $300 to support STOP.

2023 ACT Woman of the Year Awards 5 March 2023: Sophie Aboud, Board Director and College Program co-lead, was named ACT Young Woman of the Year for her role leading the research and writing of the Safe Response Toolkit (SRT)! The Woman of the Year Awards celebrate women who improve the status and lives of women and girls in the ACT.

SRT Website with Portable 7 July 2023: A sub-committee of leadership team members worked with Portable to develop a new website for the Third Edition of the SRT. This included turning the previous SRT website into an interactive platform and improving its accessibility.

Canberra Foundations Collaborative Grant Round 27 June 2023: STOP was successful in obtaining a one-off grant from The Snow Foundation via the Canberra Foundations Collaborative Grant Round. The $20,000 grant was received to support the development of the SRT online platform.

Market Days at Canberra Universities - UC, ANU July 2023: Volunteers attended the semester 2 Market Days at UC and ANU.

An Open Letter to the Albanese Government 9 July 2023: STOP signed End Rape on Campus Australia’s open letter calling to the Albanese Government to urgently intervene to address university failures to prevent and respond to sexual violence.

#IDeserveSafety Campaign launch 2 August 2023: We launched the #IDeserveSafety (hashtag I Deserve Safety) Campaign at Parliament House with End Rape on Campus Australia and Fair Agenda. The Campaign called on the Albanese Government to create an expert-led independent oversight mechanism to hold universities and residences accountable for putting students at risk of sexual violence. We were invited by Senator David Pocock and supported by Senator Larissa Waters, Zoe Daniel MP, Allegra Spender MP, Monique Ryan MP and Sophie Scamps MP.

2023 Annual General Meeting (AGM) 30 July 2023: We thanked the outgoing Committee and Camille Schloeffel as our outgoing Director and welcomed the 2023 team, comprising a total STOP membership of 33 members (6 leadership team members, 2 Board Directors and 25 collective members).

#IDeserveSafety Survey August - September 2023: We opened the #IDeserveSafety Survey to inform our submission to The Australian Universities Accord Process.

The Survey gathered 52 respondents’ lived experiences of violence and harm in university residential halls and student accommodation settings.

#IDeserveSafety Submission 10 September 2023: #IDeserveSafety Submission was submitted to the Australian Universities Accord Panel, with 25 recommendations to urge universities to protect students from violence and harm. The Submission was released via an exclusive ABC News article by journalist Claudia Long on 14 September 2023 and garnered significant attention nation-wide.

Unanimous Senate Report Called for Independent Taskforce to Hold Universities to Account for Sexual Violence 14 September 2023: The Senate Inquiry into current and proposed sexual consent laws in Australia tabled a unanimous report recommending an independent taskforce to hold universities accountable for sexual violence, along with an urgent review into the Tertiary Education Quality and Standards Agency’s response to sexual violence on university campuses. The Campaign was mentioned alongside End Rape on Campus Australia and Fair Agenda for our findings from the #IDeserveSafety Survey.

First College Program sessions August - October 2023: We facilitated 12 College Program sessions to over 120 participants at UC, ACU and the Canberra Institute of Technology (CIT).

College Program ACU student sessions 11 October 2023: Social work students at ACU facilitated Module 3 of the College Program to the community after working with Camille Schloeffel and other leadership team members to develop their facilitation skills as part of a university course elective.

Attended Market Day for UC’s Stress Less Week 17 October 2023: We attended UC’s Market Day as part of their Stress Less Week. The week entailed events and activities that aimed to help students take a break from the rigours of studying for exams in fun and interactive ways.

Met with Politicians in Australian Parliament House to discuss the #IDeserveSafety Survey 17-19 October 2023: Members of the STOP Campaign leadership team met with Zoe Daniel MP, Senator Larissa Waters and Senator Mehreen Faruqi at Parliament House to discuss our current projects and initiatives, particularly the findings of the #IDeserveSafety Submission. Camille also met with Allegra Spender MP and Cate Chaney MP in briefings led

by Fair Agenda and End Rape On Campus Australia.

2023 Finalist for Student Volunteer of the Year (Undergraduate) Award 20 October 2023: Engagement Coordinator Emily Bottoms was named as a finalist in the ANU Alumni Awards (Undergraduate Student Volunteer category) for her work in advocating against sexual violence with STOP, specifically in the development of the College Program and assistance in the development and launch of the SRT!

Safe Response Toolkit Third Edition printed 23 October 2023: We printed 1500 copies of the Third Edition of the SRT for distribution across Canberra and the ACT. The SRT Third Edition incorporates edits for grammar and accessibility, as well as updates to ACT support services.

STOP X Women’s Chats Fenner Hall 26 October 2023: Leadership team members Audrey Mims and Maggie Li co-facilitated a Women’s Chats Night with ANU Fenner Hall Women’s Officer to discuss how sexual health and wellbeing are essential to preventing sexual violence, eliminating harmful stigmas and creating safer communities.

Reclaim the Night by Canberra Rape Crisis Centre (CRCC) 27 October 2023: STOP had a stall at the Reclaim the Night event, which was hosted by CRCC. Reclaim the Night is a global movement across Australia and the world where people participate in a peaceful march aimed at bringing awareness to the community in relation to sexual violence.

Pink Umbrella International and White Ribbon Australia Gala Dinner 28 October 2023: Leadership team members Nuria Olive and Meg Rollings attended a gala dinner hosted by ACT Community Action Group members and White Ribbon Australia. This dinner hosted community leaders, advocates, members and supporters of White Ribbon Australia.

2023 Edna Ryan Award 16 November 2023: Board Director Audrey Mims won an Edna Ryan Award for her feminist contributions to the lives of women and girls! Audrey Mims was awarded among 18 other feminists from the ACT and NSW community.

College Program wrap-up celebration 18 November 2023: We celebrated the development and success of the 2023 College Program. The event was attended by STOP members who were involved with the College Program.

Creation of the Brand Guidelines November 2023: Leadership team member Lauren Taylor created brand guidelines for The STOP Campaign to ensure that the STOP brand is used consistently by all internal and external stakeholders. The guidelines focus on accessibility and is STOP’s first holistic brand kit.

Education Ministers release draft Action Plan to address gender-based violence in higher education 22 November 2023: Education Ministers across Australia released a draft National Action Plan containing seven proposals for universities to better address sexual violence. Proposals include the creation of a National Student Ombudsman, forcing universities to annually report the number of complaints they receive, and a national code for tertiary education on gender-based violence. The Action Plan is informed by the advocacy and expertise of community leaders across Australia including our Founder Camille, who sat on the Stakeholder Reference Group on Gender-Based Violence in Higher Education.

2023 Committee Reflections As Engagement Coordinator, I like to describe my role as the outward facing position on the Executive Engagement Coordinator Committee. Therefore, a large part of my role was engaging with stakeholders, community members, partners and the general community. I have absolutely loved my time in this role. Being able to connect with the community and see tangible benefits in the growth of The STOP Campaign as a result, has been incredibly rewarding and something I will forever cherish. One of my most significant achievements was liaising with and building a positive relationship with parts of the ANU that The STOP Campaign had not had before.

While this certainly had its challenges, these connections that I have established will continue to support The STOP Campaign’s important work with ANU staff and students into the future. I will also cherish my time engaging with the community and hearing from people directly about the impact that our projects have had on their lives. Advocacy can be isolating and the subject matter is challenging, but seeing first-hand the impact that our work has on peoples' lives makes it all worth it.

Being on The STOP Campaign this term has been really exciting, as all our new members have brought with them new perspectives and ideas for the Committee. As Treasurer, my responsibilities mostly included the oversight of finances, as well as overseeing the vision and execution of our branding and merchandise. I've particularly enjoyed coming up with some new merch ideas and helping to bring their vision to life! As always, being on STOP is a rewarding experience and has been a positive highlight of my year-to-date.

Zoë Davidson Committee Secretary

As Secretary, my role involved managing the administrative duties including keeping track of the meeting records and minutes, and also having oversight of the Wellbeing Officers. My biggest achievement from this term was participating in the College Program weekend work grind, where I assisted to develop the framework for two of the modules which were presented to Program participants in our first few sessions of 2023! The thing I enjoy most about being involved in STOP is meeting with the Committee every weekend, because it is always so motivating to meet with a group of individuals who are all passionate about

advocating against sexual violence. Over the term, I have had the opportunity to develop a number of skills, including skills that will enable me to assist with the facilitation of our College Program workshops, thanks to the training that MIEACT delivered to myself and other members of the College Program Subcommittee. STOP has taught me so much about advocacy and activism, and has provided me with a community that always made me feel safe and supported, which is something that I feel very privileged to have experienced because there was no community like STOP during my tertiary studies. The people are what make STOP, and the drive of all our members and supporters is the reason we are able to make real, tangible change towards the prevention of sexual violence and improvement of community responses.

Imogen McDonald Merch and Design Officer

My role this term has been the Merch and Design Officer. I have had the pleasure of assisting with many design aspects of STOP, including designing colour palettes and logos for The College Program, assisting with social media design and working on collaborations with other activist groups. I have thoroughly enjoyed this work, specifically being able to create engaging designs for The College Program and working with a hugely supportive team. I have significantly developed my design skills and learned how to ensure that designs are both accessible and engaging to a diverse audience.

main part of my role as the Marketing Officer Michal Wolstein The was to work alongside other members to support their initiatives through marketing. As part of this, I helped with university Market Day stalls, branding of The College Program and marketing of the Safe Response Toolkit. The role is fun and project based, so I got to do a bit of everything wherever I was needed. A big achievement was creating a brand kit for STOP, including getting members involved in this process. Another achievement was my role in planning the merchandise for The College Program and seeing those designs be printed. I really enjoyed researching new advertising ideas, including merch, branding and Market Days. I have also really enjoyed the in-person meetings as I think they’ve been a great way to motivate members to work more collaboratively and be able to get to know people better. I have gained skills in research and branding by creating a recognisable image of The STOP Campaign. I’ve learned so much from STOP members about dealing with sexual violence and checking in on people who handle issues like this.

Through my time as Communications Officer I have been lucky enough to work with many different teams across STOP. This included working on the restructuring of our social media presence, developing our website, and working with the College Program team. The role of Communications Officer has allowed me to work collaboratively not only with STOP members, but community members as well. I have been lucky to attend town hall meetings, engage with important stakeholders from White Ribbon, and meet with other organisations and local artists wanting to be involved and support STOP during the College Program.

supported, safe and comfortable being a part of STOP. Throughout this year, we have conducted check-ins with members to get their feedback, provided links to support services and supported them in their volunteering role. We have also organised social events where our members get together and celebrate the team’s incredible achievements. What we have enjoyed most about being Wellbeing Officers has been working alongside volunteers who bring an unrivalled level of passion, drive and commitment. It’s been aweinspiring to work with a team that pours so much of their time and energy into empowering and educating young people and the broader community. In our roles, we have learned that the knowledge and lived-experiences of victimsurvivors are paramount to understanding how we must best support and promote the voices and views of victim-survivors. We’ve also learned how powerful advocacy and activism are. Often it feels like work in this space goes unrecognised and

unappreciated, but it’s important that we constantly remind ourselves that the work we do is important and is benefiting more people past, present and future than we can ever imagine.

Myka Davis

The main part of being the Website Content Officer was to update the website to match our Campaign Website Content Officer branding. I also assisted in the creation of content shared via the website throughout the year, alongside the Engagement team. I really enjoyed working with the Committee and Executive team members on the College Program the most. It has been really nice to be able to collaborate and share opinions in the Program's development. I believe that the Program will make a positive difference in colleges, which provides me with a feeling of hope for change. My two main achievements include working on a new iteration of the website and becoming a facilitator of the College Program. As part of the Program development and facilitator training by MIEACT, I have learned how to respond to disclosures of sexual violence in a more trauma-informed and safe way. Learning more about how to deal with those who have done harm was also incredibly important to me. These are things that I feel like I would not have learned outside of The STOP Campaign, and provided me with a perspective that I would not have, had it not been addressed in The College Program.

The STOP Campaign is the product of passionate and wonderful people focused on altering the culture of sexual violence in tertiary institutions. I am very grateful to have had the opportunity to engage with like-minded and motivated activists.

Olivia von Bertouch My role as the Social Media Officer was to create social media content and manage the social media pages on various platforms. I created regular social media posts for Instagram and Facebook that explore topics relevant to STOP’s mission and promote content in the Safe Response Toolkit. I also posted on LinkedIn and Twitter highlighting the work of members and other community organisations. Some of my achievements this term include increasing our social media engagement and follower count, and creating more team-based posts. For example, I created the Media Spotlight Series, which promoted media that aligns with our mission and allows the community to learn more about our team and their interests. I most enjoyed the research aspect of my role, as I was able to learn more about and promote greater understanding on a wide range of sexual violence issues. I also really enjoyed making the posts creative and engaging for followers. My key learning from my experience on STOP this term has been the level of passion and care that the activism and advocacy community have for preventing sexual violence in tertiary education institutions. Not only in STOP but in similar organisations and student groups, it has been heart-warming to see the dedication of the people I work with and around in the sexual violence prevention space. I have also learned far more about the impact of institutions and their betrayals, particularly the inadequate response mechanisms that perpetuate a culture of acceptance and unaccountability for sexual violence within their institutional communities.

Safe Response Toolkit Safe Response Toolkit (SRT) Second Edition During the 2022-23 term we developed, printed, advertised and distributed the Second Edition of the SRT thanks to the $10,000 grant we received from the John James Foundation.

This project reaffirmed the importance of dedicating time and money to advertising our projects and resources, particularly on social media. We were pleased with thesuccess of our social media advertising and how effective it was in gathering support and interest for the SRT by the number of direct messages we received from interested people who would not otherwise have known about it.

We also gained an insight into the challenges of advertising - from the creativity required to brainstorm and research advertising and distribution pathways, to the administration and communication needed to lock in these plans. We initially underestimated the complexity of effective advertising and assumed that spreading the message would be straightforward. The research, planning and administrative work required for successful advertising was unexpectedly time-consuming.

1. Distribution of 1500 SRTs We distributed 1500 SRTs to individuals, universities and community organisations across Canberra.

A large number of SRTs were distributed to students and other community volunteers at Market Days, which are university days where community organisations and student groups showcase avenues for university students to be involved in and the work of their own organisations. STOP volunteers attended 3 Market Days at the ANU, 2 Market Days at the UC, and 1 Market Day at ACU, where we distributed SRTs to university students and community organisations like Women’s Health Matters, Hepatitis ACT, Legal Aid ACT, Student Unions and university staff groups. Many student leaders in pastoral care positions also visited our Market Day stalls and took copies of the SRT to share with students in their residential halls and to display in common spaces.

STOP volunteers also met with community stakeholders and student groups to share copies of the SRT and discuss how the SRT can be used as an important resource for Annual Report 2023 | 25

victim-survivors of sexual violence and their supporters. This was an important opportunity for organisations in our community to gain a deeper understanding of the SRT and how it can be used to benefit their clients.

We also distributed copies of the SRT at College Program sessions to students at ANU, ACU, Canberra Institute of Technology (CIT) and UC. An example of the impact the distribution of the SRT has made on an individual level was when a STOP member attended the Canberra Disability Expo in 2023 to share the SRT. An attendee of the expo told the STOP member that they were provided a copy of the SRT when they attended FAMSAC after being assaulted. They said they put the SRT on their bedside table and, when they felt ready to, opened the SRT and sought support from a professional service included in the resource. The individual said that the SRT helped them immensely to understand what types of questions they would be asked by police and the different support services available to them.

2. Social media advertising We developed a social media strategy to encourage the community to engage with the SRT. This involved purchasing 3 promoted posts on Instagram and Facebook featuring YWCA Canberra, Senator David Pocock and STOP volunteers holding copies of the SRT. We note that the post with Senator Pocock was not promoted as it was deemed inappropriate for targeted advertising due to his political affiliations.

Nevertheless, these targeted advertisements increased our outreach to social media users who may not have heard of the SRT or The STOP Campaign. We received several positive direct messages from community members and organisations who were interested in learning more about the SRT as a result of these promoted posts.

Our social media posts received the following engagement: 1. Post with STOP volunteer members: seen by 375 people, 106 likes, 1 comment.

2. Post with YWCA Canberra: seen by 8,217 people, 73 likes, 2 comments, 13 messaging replies.

3. Post with David Pocock: seen by 831 people, 13 link clicks, 129 likes, 5 comments.

Through our social media Linktree, we received 78 clicks to our SRT website (likely from our promoted posts and other social media engagement). From September 2022 to September 2023 (within the grant period) the SRT website received 1372 sessions and 835 unique users. The website was accessed not only through our social media/Linktree and manual searches of the SRT, but also through QR code access via our postcards.

3. SRT postcards We also paid for the printing and distribution of 1000 postcards advertising the SRT across cafes and other social and community spaces in Canberra. This advertising method was chosen as it allows us to engage members of the community who may not use social media or be otherwise aware of The STOP Campaign.

4. Bus advertising We have engaged Go Transit to arrange a bus advertisement for the SRT, to be displayed on the full back of 1 bus driving in the north of Canberra (from Belconnen bus depot), for 12 weeks. The advertisement will link to our SRT website. This will again allow community members and commuters to learn about The STOP Campaign and the SRT. Further, such a large scale public advertisement of the SRT will contribute to the destigmatisation of sexual violence and seeking support, which is part of the SRT’s core purpose.

5. ACU student distribution Volunteer members of The STOP Campaign also met with a group of ACU students who will distribute copies of the SRT to students and spaces on campus. This will allow the SRT to be more readily accessible and for ACU students to benefit from the resource.

This is also useful as ACU is well known for their degrees in teaching, nursing and social work - degrees and careers which centre on addressing trauma and are likely to touch on issues of sexual violence. The SRT is likely to be both a resource of personal use for these students and it may also assist them in their academic and professional roles.

SRT Third Edition We are grateful for a $9,184 grant from the ACT Community Services Directorate to be used for the printing and distribution of the Third Edition of the SRT. The grant was awarded to cover costs associated with: developing the Third Edition of the SRT, including additional updates to improve accessibility (e.g. creating Easy English version, developing translated versions) and reflect recent legislative reforms, printing copies of the SRT Third Edition, developing a distribution strategy, including promotion and physical delivery, implement promotion and advertisement of the SRT Third Edition, including targeted advertising that aligns with accessibility updates, and distributing the Third Edition of the SRT to members of the community that need access to them, such as education settings, refuges and healthcare institutions.

Key amendments and updates made to the SRT’s Third Edition include: general spelling, grammar and language edits to make the resource easier to read and navigate, the redesign of Chapter 10 (Sharing Your Story) to improve readability, the addition of support services such as Stride’s Safe Haven program, and updates to contact information for existing support services.

Content was also updated to reflect the status of current legislation, policy and services related to sexual violence and wellbeing. This included the coming-into-effect of national family violence leave entitlements, the release of the findings of the Royal Commission into Violence, Abuse, Neglect and Exploitation of People with Disability, and recent changes to medical termination services in the ACT. We are currently distributing copies of the Third Edition to organisations across Canberra and the ACT. Legal Aid ACT and Meridian ACT’s Sex Worker Outreach Program (SWOP) have already received their copies, with more to be distributed soon!

Next Steps The next few months will see our team focus on the advertising and distribution of the SRT Third Edition.

We have also engaged Portable (a website design firm) to create and re-design an accessible version of the SRT website. We decided to engage a professional service to achieve this to ensure that the final product is of a very high quality and to relieve the workload of STOP volunteers. We are very excited to launch the new and improved SRT website in the first few months of 2024!

College Program A major project for 2023 was the second iteration of the College Program. It was developed with support from White Ribbon Australia and funding from the Australian Department of Social Services (DSS) as part of the National Community Action Group Program. The College Program was chosen as the ACT’s Community Action Group primary prevention activity. We received $70,000 to develop and facilitate the Program to further the purposes and outcomes of the Australian Government’s National Plan to Reduce Violence against Women and their Children 2010 – 2022.

Many thanks to the College Program Subcommittee and STOP members who have worked hard to create a fantastic program - Camille Schloeffel, Sophie Aboud, Meg Rollings, Emily Bottoms, Sarah Vrankovich, Zoë Davidson, Imogen McDonald, Isy Martins, Issie Cameron, and Aline Damaj! Thank you also to Ailie Banks, Alex Croft, Aisling Ellis, Eleanor Cameron and Leia Duffy for their incredible artwork which we used in our Program materials!

College Program Overview The College Program is a series of education and advocacy workshops developed for tertiary students in residential halls which aim to prevent sexual violence and promote sexual wellbeing. The College Program is underpinned by The STOP Campaign’s core values of intersectionality, destigmatisation, and the importance of lived experience and peer facilitation to effectively engage young people and build safer communities.

The key objectives of the College Program are to: Facilitate safe and open discussions about sex and sexual violence, including the behaviours, institutional structures and cultural norms that drive sexual violence.

Equip participants with skills and strategies to respond to sexual violence in their communities, promote ethical sexual relationships and engage in activism and advocacy after program completion.

Provide evidence-informed and trauma-informed educational resources on sexual violence, sexual wellbeing and relevant support services.

Content Overview The College Program consists of six optional modules for communities to choose from, plus compulsory content on sexual violence (including its drivers and sociocultural context) as well as an introduction to The STOP Campaign and relevant support services.

Workshops and Facilitation We facilitated 12 workshops in tertiary learning environments in Canberra to over 120 participants (approximately 123) from August to October 2023. Nine of these workshops were held at UC, ACU and CIT. An additional three ‘dress-rehearsal’ workshops were held at the ANU and one was held at ACU.

12 STOP volunteers attended training on trauma-informed facilitation by Mental Illness Education ACT (MIEACT). 10 volunteers facilitated College Program workshops and four volunteers attended as peer supporters. Of the 10 facilitators, eight were current members of The STOP Campaign and two were ACU students who facilitated a workshop as part of their university coursework. The facilitators delivered the College Program content and peer supporters ensured that participants were emotionally and physically safe while attending the workshops.

Key Achievements Improvements in skills, knowledge and confidence Approximately 109 respondents completed the pre- and post-workshop surveys to measure their learning in each workshop. The data we collected in these surveys (which can be read in full here) indicates significant reported improvements in respondents’ knowledge and confidence to respond to and prevent sexual violence, and promote sexual wellbeing. Specifically, comparing the pre- and post-workshop surveys, there were significant improvements in the percentage of respondents who, after the workshop: felt confident to safely respond to a person disclosing an experience of sexual violence (an 177.8% increase), felt confident to safely respond to a person disclosing that they have perpetrated sexual violence (a 300% increase), felt confident communicating affirmative consent and setting safe and appropriate boundaries with others (an 85% increase), knew of sexual health support services in the ACT (an 150% increase), and felt confident to effectively and safely intervene if they witnessed harmful behaviour and/or sexual violence (an 100% increase).

Almost every participant in each workshop expressed their willingness to recommend the Program to others. We view this as a significant accomplishment which signifies the positive experiences shared by the participants and underscores the perceived impact and value they derived from the Program.

Materials and resources Using artwork from Ailie Banks, Alex Croft, Aisling Ellis, Eleanor Cameron and Leia Duffy, and working with Swell Design, we created the following resources and merchandise for the College Program: Workbook for Participants Poster pack for participants (including resources on support services, sexual health and wellbeing and responding to disclosures) College Program tote bags Pens with a pull-out resource on responding to disclosures Fridge magnets Stickers (including bumper stickers) Bottle openers.

We received excellent feedback from participants in workshops on the supplementary resources created for the College Program, particularly the Workbook for Participants and educational posters. These resources were viewed as professional, accurate, inclusive, engaging, and significantly enhanced the delivery of workshops.

Engagement with new institutional cohorts STOP initiatives have historically been focused at the ANU. However, nine workshops were delivered across a variety of student cohorts at three other major tertiary learning institutions in the ACT (UC, ACU and CIT). While none of these cohorts were specific to residential colleges, we are pleased to have engaged meaningfully with tertiary institutions and reached student communities that STOP initiatives and programs have not previously reached (particularly ACU and CIT). ACU and UC also expressed their keen interest to collaborate with The STOP Campaign to facilitate further College Program workshops in future.

Wrap Up Day We celebrated our achievements on 18 November 2023 at our Wrap Up Day, hosted by Sophie Aboud and Camille Schloeffel, at the Salthouse Community Centre, Braddon ACT. We began by reflecting on the project from start to finish – from July 2022 all the way to November 2023! – and going over our evaluation data. We then discussed the highlights and achievements of the Program and brainstormed strategies to mitigate key challenges for future iterations of the Program. We finished the afternoon celebrating our activism superpowers and congratulating ourselves on a job well done!

A massive thank you to the entire STOP team and all our external stakeholders, including DSS, White Ribbon Australia, Swell Design, MIEACT, UC, ACU and CIT, for making our College Program such a success!

#IDeserveSafety The #IDeserveSafety (hashtag I Deserve Safety) Campaign called on the Australian Government to establish an independent national oversight mechanism to hold universities accountable for failing to protect students from sexual violence.

The #IDeserveSafety Campaign encompassed three key aspects: the #IDeserveSafety Survey, the #IDeserveSafety Submission to the Australian Universities Accord, and an overarching media campaign.

The #IDeserveSafety Survey was designed to gather first-hand experiences of violence and harm in Australian universities, with particular focus on residential halls and student accommodation, and to seek recommendations for change from individuals who have experienced this harm. The Survey was a direct platform for student voices to be heard by the Accord Panel as all responses received through the Survey were included in the #IDeserveSafety Submission.

Alongside the Survey and Submission, we used social media outreach and public engagement in an effort to build and sustain public pressure on the government and universities to implement the recommended changes within the university sector.

The #IDeserveSafety Survey From 11 August to 1 September 2023, the #IDeserveSafety Survey collected experiences and insights from individuals with an experience of harm in a university context. This included but was not limited to university students, alumni, staff and contractors. The Survey called specifically for experiences of sexual harm in residential halls, but was not limited to these experiences.

We asked 3 substantive questions in the Survey: 1. What experiences related to residential hall settings do you want to convey?

2. What were the consequences of these experiences for you or others?

3. What suggestions or changes do you advocate for in the university sector?

We received 52 responses, conducted follow up confidential phone calls with 11 respondents, and conducted follow up confidential email conversations with 2 respondents. Of the respondents who shared their experiences in the survey: 84.6% were current students, 36.5% were alumni, 30.8% were student leaders, 71.2% lived (or had lived) on-campus or in student residences, and 19.2% were staff and 3.8% were contractors.

#IDeserveSafety Submission We used the responses in the #IDeserveSafety Survey to produce our #IDeserveSafety Submission to the Australian Universities Accord Panel (you can read the submission here). The submission highlighted the firsthand experiences of sexual harm, particularly in residential settings, and proposed 25 recommendations for change. These recommendations urged a transformation of university environments and are rooted in the lived experiences of victim-survivors who understand the complexities and nuances of these settings.

The themes raised in the Survey responses and echoed in the #IDeserveSafety Submission included institutional betrayal, universities’ inadequate responses to sexual violence, and perpetrators escaping accountability. The Submission also highlighted how many LGBTQIA+ and international students were dismissed and blamed by universities and residences after reporting instances of harm.

Respondents also reported mental health repercussions, academic setbacks, and persistent fear of encountering perpetrators.

Thank you to the victim-survivors who contributed their experiences and recommendations to the Submission through the #IDeserveSafety Survey. We are committed to working collaboratively with the Australian Universities Accord Panel and the Australian Government to address these issues and foster meaningful change on university campuses.

Social Media Campaign The #IDeserveSafety Campaign was launched on 2 August 2023 with support from End Rape On Campus Australia (EROC), Fair Agenda and the National Union of Students. The STOP Campaign was invited to Parliament to launch the Campaign by Senator David Pocock. We were joined by Senator Pocock, Senator

Larissa Waters, Zoe Daniel MP, Allegra Spender MP, Monique Ryan MP and Sophie Scamps MP to launch the Campaign. We also met with Zali Steggall MP and Australian Minister for Education, the Hon Jason Clare MP who made time to speak with us about sexual violence within residential halls.​​The Campaign launch video can be viewed here.

Following the release of the launch video, we used the hashtag #IDeserveSafety as a platform for social media users to post the reasons why they deserved safety alongside a photo of them holding a piece of paper that read “I deserve safety”.

We also led a social media campaign to advertise the #IDeserveSafety Survey and encourage community members to participate in the Survey.

My STOP Experience Blog Reflection by Georgia Maconachie My name is Georgia, I'm 16 and have been volunteering for The STOP Campaign for seven months. I got involved with The STOP Campaign because I have always wanted to use my time to create awareness and a safe place for people who have been affected by sexual violence.

This year, I have been meeting weekly with Audrey Mims, Chair of The STOP Campaign, to discuss what I can contribute to the Campaign. Fortnightly, I go to the ANU campus to work on STOP initiatives and projects. Some of the projects I have worked on this year include drafting emails, editing documents, social media design and designing the Annual Report for 2023.

I really enjoy being part of The STOP Campaign - I feel accepted and grateful to be involved in their initiatives. I am and have always been very passionate about helping people but since I am so young, there aren't many organisations willing to let me participate the way that The STOP Campaign does. I feel very lucky that I found STOP. In the last seven months, I have learnt so much about how common sexual violence is in university environments. It has been very eye-opening for me to learn about the statistics of sexual violence on campuses. I have also learnt a lot more about creative design and working with multiple people through apps like Canva. I had previously not worked on a project that engaged as many people as The STOP Campaign do on their projects like The College Program. I have found it interesting to have this experience. Being involved in a project being made by so many people has made for exponential growth in my communication and teamwork skills.

While I have really enjoyed working with STOP, some of the content I have worked on has been confronting. I always want to be aware of the reality of sexual violence as it is a topic I am very passionate about. Although it was confronting work, it has been very fulfilling.

Working with STOP has helped me grow as a person - I feel that from the time I started with STOP to now, I have become much more aware of the world around me; seeing how many passionate people work towards their goals and come together to change something for the better has solidified that there are really good people in this world.

While STOP has also shed light on some difficult topics and shown me that there are things I need to be very careful of in this world, I am now one step closer to being able to thrive in this world and especially in university communities. I am very grateful for everything I've received in my time with The STOP Campaign and am very excited to see where it takes me in the years to come.

Financial Report Financial Overview This year saw The STOP Campaign receive several one-off grants and funding opportunities to develop the Second and Third Editions of the Safe Response Toolkit (SRT) and, most notably, to develop and launch the College Program.

First, we received a one-off $10,000 grant from the John James Foundation on 15 July 2022 to fund the printing, advertising and distribution of the Second Edition of the SRT. The original funding deadline was 30 June 2023, but an extension was granted until 30 September 2023 (beyond the 2022-23 financial year).

On 27 July 2022, we entered into an agreement with Communicare Inc (trading as White Ribbon Australia) to develop and deliver the College Program, with access to funds of approximately $70,000 from the Australian Department of Social Services. This collaboration was to further the purposes and outcomes of the Australian Government’s National Plan to Reduce Violence against Women and their Children 2010-2022. The initial term of engagement was 1 August 2022 to 30 June 2023, however this term was extended until 31 October 2023.

Funding opportunities for 2023-24 financial year On 19 June 2023, we received a grant of $20,000 from the Snow Foundation to develop a new SRT website. We have used this funding to engage Portable, a purpose-driven research, design and technology company, to help develop the SRT website into a more user-friendly platform at a significant discount. Our goal is to re-launch the SRT website as an interactive online platform accessible by desktop and mobile.

Finally, on 23 June 2023, we agreed to a grant of $9,184 from the ACT Government Community Services Directorate to update and distribute the Third Edition of the SRT. The funding deadline is 30 June 2024.

Awards and Recognition 2022 Young Canberra Citizen of the Year Award Safe Response Toolkit Subcommittee Congratulations to the Safe Response Toolkit (SRT) Subcommittee, which was awarded the 2022 Young Canberra Citizen of the Year Award in the Group Category!

The Young Canberra Citizen of the Year Awards is an annual celebration established in 1989. It is an opportunity to recognise and celebrate individual young people and groups of young people. The Awards shine a light on young people who have made a big personal achievement or been actively involved in the community in areas like community work, sport, education, science, culture, the arts or the environment. The Awards are supported by the ACT Government and the Award’s sponsors, who are committed to recognising the diversity and talent of individuals and groups from a wide range of backgrounds and experiences.

2023 ACT Young Woman of the Year Sophie Aboud Congratulations to Sophie Aboud, College Program co-lead and Board Director, who was named the 2023 ACT Young Woman of the Year! Sophie was also added to the ACT Woman’s Honour Roll. Sophie was recognised for her work to lead the research and writing of the SRT. Thank you and congratulations Sophie!

The ACT Women's Awards are presented to women who improve the status and lives of women and girls in the ACT. Each year, the awards recognise a woman of the year, a young woman of the year and a senior woman of the year. The Women's Honour Roll showcases the achievements of women in the ACT and those who are excelling in their field. Their work may be in the ACT or more broadly across Australia or the world.

(Finalist) ANU Student Undergraduate Volunteer of the Year 2023 Emily Bottoms We congratulate our 2022-23 Engagement Coordinator Emily Bottoms, who was named as a finalist in the 2023 ANU Alumni Awards for her work with The STOP Campaign.

Emily has been a fierce and exemplary advocate for preventing sexual violence on campus with STOP over the last two years. She was nominated in recognition of her activism and stakeholder engagement work for The College Program. Thank you and congratulations Emily!

EDNA Awards (Community Activism) Audrey Mims Congratulations to Board Director Audrey Mims, who has won an Edna Ryan Award! The EDNAs are awards for women in the ACT and NSW who have made a feminist difference in their communities. Audrey has been recognised for her tireless work to lead STOP and set an example of intersectional and trauma-informed feminist activism, in particular her leadership of the Board, the SRT launch event and the 2021 Empowerment Program.
