UN: gMa jaiLiNg fLoUts iNt’L Law By Christine F. Herrera, Sandy Araneta and Maricel V. Cruz

A UNITED Nations panel has ruled that the Philippine government violated international law and deprived former President and now Pampanga Rep. Gloria Macapagal Arroyo of her human rights by her continued detention, which it described as arbitrary, illegal and politically motivated. The UN Working Committee on Arbitrary Detention recommended that Arroyo’s petition for bail be granted, and that she be accorded “an enforceable right” to compensation for the deprivation of liberty, which alNext page ready occurred.

Gunmen snatch Italian in Dipolog GUNMEN have seized an Italian restaurant owner and former priest in Mindanao, authorities said Thursday, expressing fears he was taken to the island lair of the Abu Sayyaf group. Six suspects, four posing as customers, kidnapped Rolando del Torchio in a swift raid that shocked the dinnertime crowd at his pizzeria in the sleepy port city of Dipolog on Wednesday, a regional military spokesman said. The group bundled the 56-yearold into a waiting van then sped off to Manukan town some 50 kilometers away, where they transferred to a motorboat, Capt. Roy Vincent Trinidad said. Navy ships have been alerted to intercept the bandits after intelligence indicated the boat had navigated along the Zamboanga peninsula coastline towards the southwestern island of Jolo, some 400 kilometers away, he added. Jolo is the main base of Al-Qaidalinked Abu Sayyaf, which has been blamed for the Philippine’s deadliest terror attacks, beheadings and kidnappings of foreign tourists and Christian missionaries. “All kidnappings in the peninsula end up in Jolo. That’s the pattern,” Trinidad said. “Hostages taken in the area are eventually turned over to the Abu Sayyaf.” The rag-tag Abu Sayyaf has engaged in frequent kidnappings of locals as well as foreigners in often successful efforts to extort ransoms. A Filipino village chief who was seized from the same southwestern peninsula in May was found beheaded on a Jolo highway three months later after the government refused to pay. Two other Coast Guard men who were abducted with the village official were also brought to Jolo but eventually escaped amid a hail of gunfire as the military pounded the

bandits’ lair. Wednesday’s incident was the second abduction involving foreigners in the south in less than a month, after the military said the Abu Sayyaf is holding foreigners hostage in the Jolo jungles: a Dutch man, a Korean and two Malaysians. Four foreigners were also abducted from a luxury island resort in Davao last month—two Canadians, a Norwegian and a Filipina. The Italian Embassy in Manila did not immediately return a request for comment. Supt. Redentor Retusto, provincial police director, was tasked to head the task force to find Del Torchio and his abductors. He and Supt. Ranie Hachuela, city police chief, are spearheading the pursuit operations, Blocking forces were immediately established in the towns of Sibuco, Sirawai, Siocon and Baliguian, known havens for kidnap gangs. Del Torchio, who was ordained a priest in 1984, was a missionary of the Pontificio Istituto Missioni Estere. He was assigned in 1988 in the nearby town of Sibuco and has stayed in that municipality until 1996. He moved to this city and worked with a non-government organization that provide assistance to farmers. He left priesthood a few years later and settled in Dipolog City. The Palace said a manhunt has been launched to find Del Torchio. Communications Secretary Herminio Coloma Jr. played down suggestions that the recent kidnapping incidents in Mindanao would hurt tourism and prospective investments in the region. Florante S. gradually, affecting thousands of internally displaced persons in the region. The Cotabato-based UNHCR program is also facing a shortfall of at least $1.1 million in funding this year and has no pledges towards the US$3 million needed next year, according to a report from the UNHCR. In an interview with ABS-CBN, Kerblat said the decision to pull out of Mindanao was based on the assessment of private aid agencies and the UNHCR’s own forecast that the region would become increasing insecure in view of the worsening humanitarian crisis of lumad evacuees and the prospect of renewed fighting between the government and Muslim rebels given the delays in the passage of the Bangsamoro Basic Law, which was the centerpiece of a peace agreement with the Moro Islamic Liberation Front. The announcement of the pullout comes more than two weeks after armed men abducted two Canadians, a Norwegian and a Filipina at the Holiday Ocean View Samal Resort on Samal Island in Davao. The agency’s Cotabato-based operation office will begin a phased withdrawal in January 2016 and be completely closed by March. The withdrawal of the agency from Mindanao will affect some 10,000 internally displaced persons, including those displaced by the 2014 Zamboanga City siege. Just recently, the Aquino adinistration rejected calls by local and international human rights groups for the UN to intervene in the lumad crisis, which has seen tribal communities being terrorized by paramilitary groups.

The military has also been accused of supporting the terror campaign against the lumad and the closure of their schools on the suspicion that they are communist sympathizers. Based on data from the UNHCR, the number of displaced indigenous peoples has reached 6,000, up from 5,000 in September. A fact sheet dated September 2014 shows there were also 50,000 Zamboanga-based IDPs. The Department of Social Welfare and Development said there were more than 4,000 lumad evacuees in Tandag City, Surigao del Sur alone which Gov. Johnny Pimentel blamed on the military. Lumad leaders there rejected the suggestion of Social Welfare Secretary Corazon Soliman to move them to temporary shelters for feat they would lose their ancestral lands. Pimenel told The Standard by phone that the lumad had considered Soliman’s offer and rejected it, and would remain in the city’s sports complex. “We had a meeting earlier, and they were very adamant that they will not move from that place. They want to stay in the relocation sites so that people will see their situation, and make a statement to dramatize their demands,” Pimentel added. Michelle Campos, daughter of the slain lumad leader Dionel Campos, rejected Soliman’s offer, saying it would mean surrendering the lush lumad ancestral lands of the Andap Valley, which is home to 22 communities once headed by Dionel. “We have no need for relocation. We have our homes and our farms. We worked hard for these,” said Campos. “What they want is our surrender,” she said. “Because what they really want is for us to leave the land of our ancestors.” “If that is their whole-of-nation

said the UN Working Group on Arbitrary Detention issued its opinion on Oct. 2, stating that the former President’s detention violates international law and is arbitrary on a number of grounds. “In its opinion, the working group, a prominent UN body composed of five independent human rights experts, endorsed the arguments advanced by Mrs. Arroyo’s counsel in full and held that in its reply submitted last June, the government had failed to refute any of her allegations,” she added. The UN opinion, Clooney said, finds that the detention of Arroyo was arbitrary and illegal under international law because the Sandiganbayan failed to take into account her individual circumstances when it repeatedly denied bail, failed to consider measures alternative to pre-trial detention and because of the undue delays in proceedings against her. Further, she said, the working group recognized that the charges against Arroyo were politically motivated, since she is detained as a result of the exercise of her right to take part in government and conduct of public affairs and because of her political opinion. Clooney said the working group highlighted Justice Secretary Leila de Lima’s defiance of the Supreme Court in November 2011, when she ordered a travel ban on Arroyo and prevented her from boarding a plane to seek medical treatment abroad.

On June 15, the government filed its reply to Arroyo’s complaint through the Philippines Permanent Mission to the UN in Geneva, arguing that Arroyo’s detention was legal and the UN working group should dismiss the case. Arroyo then filed a written response to the government’s arguments through her counsel. “The working group therefore had before it extensive legal submissions both from Mrs. Arroyo’s counsel and from the government’s legal advisors,” Clooney said. “As a result of the government’s violations, the working group recommended reconsideration of Mrs. Arroyo’s application for bail in accordance with relevant international human rights standards and to accord Mrs. Arroyo with an enforceable right to compensation for the deprivation of liberty, which already occurred,” she said. In addition, the working group concluded that if the remaining criminal cases proceed against Mrs. Arroyo, the government should ensure fair trials that respect all the guarantees enshrined in international human rights law. “In particular, the trials must take place without undue delay,” Clooney said. Sandiganbayan Presiding Justice Amparo Cabotaje Tang defended the actions of the court. “We have our own judicial process that has to be observed and the first division of the court has pre-

cisely observed this process in place. I don’t think the court has violated any international law. The court has always observed all the processes that are in place in the country,” Tang told House reporters on the sidelines of the plenary deliberations on the judiciary’s budget for 2016. The Sandiganbayan rejected Arroyo’s petition for bail despite the unanimous passage of a resolution in the House that she be granted house arrest on humanitarian grounds. Tang said Arroyo was given due process as her petition for bail was heard, and that evidence was presented and evaluated before the court came out with its resolution. “The first division of the Sandiganbayan is handling this case. If there’s no significant material change in the circumstances, I would believe the decision will stay,” Tang said. “We followed existing jurisprudence on the matter. We based our resolution on existing laws and jurisprudence. Our mandate is not to be influenced by any public opinion. We base our resolution on facts and evidence in the case,” said Sandiganbayan Justice Efren dela Cruz, chairman of the first division that has Arroyo detained on a plunder charge. Arroyo’s counsel, Gadon, said the former President welcomed the UN findings. “She was elated that finally, even

The UN working group’s opinion was relayed to Arroyo’s lawyer, Lorenzo Gadon, Thursday, through an e-mail sent by international human rights lawyer Amal Alamuddin Clooney, who had filed a human rights violation case against the Philippine government on Mrs. Arroyo’s behalf before the UN in February. The Sandiganbayan, which is hearing Arroyo’s plunder case, stood its ground, however, and said its denial of bail for the former President will stay. The Palace and the Justice Department also disagreed with the UN finding, and said neither the government nor the UN can interfere in “the course of an independent judicial hearing.” Asked about the UN findings, Communications Secretary Herminio Coloma Jr. said: “We disagree. Former President Gloria Macapagal Arroyo has been accorded... due process and has availed herself of various legal remedies under Philippine laws.” Coloma played down the UN panel of human rights experts as “just a group expressing their own opinion.” “This is not the General Assembly of the UN,” he said. approach, it means the whole-scale death of our people,” Campos added. Campos reiterated the family’s demands for the arrest of Garito Layno, Loloy Tejero and Bobby Tejero, who are still at-large, adding that they want sanctions on the military “handlers” of the paramilitary groups and a halt to soldiers’ occupation and militarization of lumad schools and community centers. “Our demands are the arrest and punishment of my father’s killer and the disbandment of these paramilitary bandit forces,” Campos said. Campos said that the government’s offer to relocate, is proof that the Aquino’s government has no intention of addressing mounting human rights violations in lumad communities. The military on Thursday warned that the shooting of a tribal chieftain could spark renewed fighting between the indigenous people and unidentified armed groups in the province. The Army’s 4th Infantry Division, in a statement said tribal leader Datu Ricardo Sulhayan, 37, tribal chieftain of a Higaonon tribe in Sitio Minbahandi, Brgy Camagong, Nasipit was ambushed by suspected New People’s Army fighters at 1:30 p.m. Wednesday. “We strongly condemn this spate of unwarranted killings perpetrated by the NPA. This will create another cycle of violence in the area. There is a need to put an end to all of this,” said Major Gen. Oscar Lactao, commander of the 4th Infantry Division. “We will support the PNP to track down the said perpetrators to put an end on NPA atrocities and to give justice to the death of our brother lumad. Your Army will be there to avoid further bloodshed to happen in the area.” Lactao added. With Francisco Tuyay the UN recognized her basic human rights,” Gadon said. Gadon said Arroyo wanted to be released from detention because she has acquired a new ailment. “She cannot move her left arm. It’s like she’s paralyzed. Experts say this is so because of her long detention that limited her movement. She cannot even hold a teacup up to drink. To do so, she needs to transfer the teacup and make use of her right arm,” Gadon said. For this reason, Gadon said the Arroyo camp has asked the Sandiganbayan to allow her to have a medical checkup at St. Luke’s Medical Center. Arroyo has been detained at the Veterans Medical Memorial Center for three years now. Gadon urged the government to respect the opinion of the UN panel. Mrs. Clooney stepped into the case after the Sandiganbayan repeatedly denied Mrs. Arroyo’s petition for bail. Gadon and Modesto Ticman Jr. sought the help of Mrs. Clooney to bring Arroyo’s case to the United Nations Human Rights Council so she could be freed from hospital arrest. On Thursday, Arroyo filed a motion for medical leave for a series of tests at the St. Luke’s Medical Center in Quezon City. In the Palace, Coloma said the Philippines takes note of the UN opinion and would prepare “an appropriate response.”

Poe says test results on DNA not known The results of the DNA test of Senator Grace Poe to identify her biological parents and resolve the question on her citizenship are not yet available—even as the filing of the certificates of candidacy for next year’s elections starts on Monday. “We have not completed the process yet because there are several persons who are being considered for testing,” Poe said. She did not say when she is going to file her candidacy for the presidency, but she said she will respect the law. “If it can be proven that I am not qualified, which should be based on the law, I will immediately leave my position,” Poe said. Poe on Thursday also said the government should provide new college graduates a one-stop shop

for employment requirements like social security numbers, police and NBI clearances, PhilHealth and Pag-IBIG memberships, tax identification number s and other documents from the National Statistics Office. Those requirements should also be given out for free to indigent graduates, she said. Poe said the new graduates have to deal with the stress and anxiety of finding a job. Providing them a one-stop shop for employ-

ment requirements would be the least the government could do to make things easier for them. “The biggest number of jobless is found in the youth sector,” Poe said. She earlier said she underwent DNA testing with “siblings” whom she refused to identify. Defeated senatorial candidate Rizalino David had asked the Senate Electoral Tribunal and the Comelec to disqualify her from the Senate, insisting she is not a Filipino citizen. But in insisting she is a Filipino citizen who was found in a church in Iloilo, Poe said she is fighting not only for her rights but for the rights of hundreds of thousands of foundlings in the country who do not know their parents. “If I lose this case they

will be with me, and I don’t think that will be fair,” Poe said. The senator, who was adopted by the late actor Fernando Poe Jr. and his wife actress Susan Roces, said she only wants to help. “I really want to help our people,” she said. “If I lose in the SET or the Supreme Court, who am I to say that I should be here [in the Senate]? But I hope they wont forget that More than 20 million voters gave their trust to me. This is a mandate which I respect.” Poe said the disqualification case filed against her was meant to stop her from running for President as a result of her popularity in the surveys. She topped the senatorial race in the 2013 elections. Macon Ramos-araneta

VICE President Jejomar Binay is seeking the dismissal of the poll protest filed before the Presidential Electoral Tribunal by former Interior Secretary Manuel Roxas II. Roxas lost to Binay in the vice presidential race in 2010 but contested the non-counting of the null votes, which he claims could overtake Binay’s 700,000 vote advantage. In a 19-page submission filed last Monday, Binay sought the dismissal of Roxas’ election protest on the grounds of Roxas’ abandonment of the case. Binay on Thursday also said he will push for income tax reform and certify as urgent the bills shelved by the current administration should he win the 2016 presidential race. “Rest assured that the next administration will support tax reform,” Binay said as he vowed to certify the measure as urgent and call for bipartisan support in the next Congress to refile the bill. Rico Quicho, Binay’s spokesman, said the existing tax brackets must be adjusted to the current inflation rate. “Our tax system must be seen as fair, meaning those with fat pay checks should pay higher taxes than those whose pay checks are less,” Quicho said. “It is very sad that teachers, soldiers, the police,

nurses and the 22 million workers are bearing the burden of the tax system under the present administration.” Binay’s lawyers led by Sandra Coronel said Roxas appeared to be no longer interested in pursuing his protest case after he failed to pay the P166,635,000 filing fee. They also noted Roxas’ inaction on his earlier plea for forensic examination and random manual audit of the ballots, which the Binay camp claims is a “self-serving fishing expedition.” Binay says it has been five years since Roxas sought the conduct of a forensic examination during a preliminary conference on the case, but Roxas has not filed a motion for a resolution of his plea. “What the Protestant [Roxas] has done is to cast doubt upon the credibility of the elections based on his surmises and conjectures, which are also trumpeted in media, that the AES (automated election system) was not reliable and that its integrity has been compromised,” Binay said. “Protestee Vice President Binay respectfully submits that the inaction of the Protestant on his Protest...is a clear evidence of his lack of interest in pursuing the case,” Binay’s camp said. Villar will not run for senator, says Roxas CALAMBA, Laguna—Liberal Party standard bearer Manuel Roxas II on Thursday confirmed that Las Piñas Rep. and Nacionalista Party stalwart Mark Villar will not run for the Senate but instead will seek reelection next year. “[Villar] said he won’t be running for Senator in the 2016 elections,” Roxas told reporters during the joint Liberal Party-Nacionalista Party oathtaking here. He described the younger Villar as a “hardworking rising star” and asked the crowd to support him. The Laguna incumbents, who are mostly Nacionalista Party members,

vowed to support Roxas in his bid for the top post in 2016. NP Provincial chairman and Laguna Gov. Ramil Hernandez and 12 mayors from the provincial government of Laguna had formed a local alliance with the Liberals in their “fight for the continuity of Daang Matuwid in the 2016 polls.” “We give our full support to Secretary Mar Roxas,” Hernandez said. “We will be supporting him as President. Almost 90 percent of the incumbents are for Mar Roxas.” But Villar said the Nacionalista Party had yet to decide who to support for

President and vice president in 2016. “Secretary Roxas’ presence here does not mean he has our support for President. It’s for the LP-NP coalition in Laguna to support [Ramil] Hernandez for governor. Villar said the party hasn’t decided yet who to support in the vice presidential race in which three of its members—Senators Alan Peter Cayetano, Antonio Trillanes IV and Ferdinand Marcos Jr.—are vying. The Liberal Party is set to announce its senatorial slate today at the LP National Headquarters in Quezon City. John Paolo Bencito

SSS: No fund for pension increase

Yes, we Turks are here. Leyte Rep.

Ferdinand Martin Romualdez (left) hands over a plaque of appreciation to Mehmet Fatiheria of the Turkish foundation Kimse Yok Mu for bringing aid to survivors of Typhoon ‘Yolanda.’ ‘Kimse Yok Mu’ means ‘Is anyone there?’ in Turkish, the cry of the survivors of the devastating 1999 earthquake in Turkey that has become a battle cry to bring empathy and compassion to all disaster survivors all over the world. VER NOVENO

By Rio N. Araja CLAIMING that its P45.5-billion net revenue in 2014 is not enough to increase pensions, the Social Security System on Thursday rejected the proposed P2,000 monthly pension hike for 1.9-million retirees with a total of P49.5 billion in pension disbursement for its year of implementation. SSS officials Marissu Bugante, SSS vice president for public affairs and special events, and George Ongkeko Jr., vice president and chief actuary, said that if Congress passes House Bill 5842, it would shorten the fund life of SSS by 13 years or until 2029, and would even negatively impact on its 32-million active members. “We are not [actually] against the pension increase, but we need to ensure the agency’s longterm viability,” Bugante said. “We would like to let the members understand that the P2,000 acrossthe-board increase for 1.9 -million pensioners every month would only shorten the life of SSS from our previous projection of 27 years or until 2042 to 13 years or until 2029,” she told reporters at a news forum in Quezon City. “Thirteen years is too short a time for us,” she added, appealing to Congress to look into the studies and statistics of SSS before considering the passage of the measure authored by Bayan Muna Rep. Neri Colmenares. If the bill is passed, SSS would fall short of P4 billion in its first year of implementation, she said.

2 Yolanda survivors die in relocation site By Christine F. Herrera TWO of survivors of Typhoon ‘‘Yolanda,’’ an old man and an eight-month-old baby, have died due to the inhumane condition at the government tent city and bunkhouses, where thousands of families remain two years after the onslaught flattened Eastern Visayas. People Surge, an alliance of disaster survivors, and the peasant women group Amihan, or National Federation of Peasant Women, said only 16,000 of the 200,000 homes have been built by the national government so far. “A number of bunkhouse residents have suffered from waterborne diseases and conditions brought about by extreme heat such as cough, cold, fever, and di-

arrhea, which resulted in the death of two residents of IPI bunkhouse in Tacloban City,” said Marissa Cabaljao, People’s Surge secretary general. Cabaljao said an old man had died of heat stroke while the eightmonth-old baby, the daughter of Gina Supang, succumbed to pneumonia on Sept. 22, 2015. The Supang family lives in a small and cramped bunkhouse in Caibaan, Tacloban City, she said.

Bus hostage crisis averted MANILA policemen shot dead a still unidentified man who tried to take hostage passengers of bus en route to Muntinlupa City at the corner of Taft Avenue and Pedro Gil Street in Manila on Thursday afternoon, according to Manila Mayor Joseph Estrada. The still unidentified mane boarded an HM Transport Bus at Luneta along Taft Avenue and declared he was taking the passengers hostage when the bus approached Pedro Gil Street and the bus pull the vehicle over and fled the bus. The other passengers also fled the bus through an emergency exit at the back, but the perpetrator took hold of a Technological University of the Philippines co-ed. The girl, however, was able to extricate herself from the hostage-taker and also jumped out of the bus. Policemen at the busy intersection then fired at and wounded the hostagetaker. He later died at Philippine General

Hospital of gunshot wounds. Manila Mayor Joseph Estrada congratulated Manila police for the “speedy response,” adding that the crime was “solved within 30 minutes.” “The victim is safe and the hostagetaker is dead. He was shot by one of our policemen. We congratulate our policemen for doing a good job,” Estrada said in an interview on dzMM. “When they saw an opportunity, they shot him.” It was the second time a bus hostage incident happned in Manila after the Rizal Park hostage crisis on Aug. 23, 2010 when a disgruntled former policeman Rolando Mendoza held hostage a tourist bus at the Quirino Grandstand. The incident led to the death of eight tourists from Hong Kong as well as the hostage-taker and strained relations between the Philippines and Hong Kong.

Zen Soriano, Amihan national chairperson, expressed outraged over the slow rehabilitation program for the Yolanda survivors. Soriano said the bunkhouses were not livable as these were made of light materials such as very thin plywood as walls, and GI sheets as roof without a ceiling to protect the household members from heat during the day and cold weather at night. “It has been almost two years after the Typhoon Yolanda hit the country but barely one-tenth [more than 16,000] out of the target of over 200,000 were built. At this rate, when will it be finished?” Soriano lamented. Soriano questioned the explanation of housing officials that the problem in land acquisition caused the delay in the construction of the houses.

“It is clearly an issue of the government’s priority. They are taking such a long time identifying lands for the housing program. Yet, they have quickly identified areas for “development” projects serving the interests of big businesses at the expense of the displacement of farming and fishing communities,” Soriano stressed. Amihan also condemned the DSWD-led program Emergency Shelter Assistance. According to the group, the government’s “emergency” program is supposedly an immediate answer to the crisis brought about by the calamities. “Two years is long enough and yet thousands of families are still living in bunkhouses, which were supposedly temporary shelters,” Soriano said.

Killers of 9 SAF cops unknown By Rey E. Requejo The government fact-finding team has failed to determine those responsible for the nine members of the Special Action Force commandos killed during the Mamasapano clash last Jan. 25. Justice Secretary Leila de Lima said the team of prosecutors from the Department of Justice and agents from the National Bureau of Investigation failed to come up with criminal complaint after nine months of investigation and the filing of charges last month against 90 commanders and members of Moro Islamic Liberation Front, Bangsamoro Islamic Freedom Fighters and private armed groups tagged in the killing of the 35 other SAF commandos. De Lima stressed that the team could not establish the identities of the killers of the commandos from the 84th SAF company in Barangay Pidsandawan. “We cannot file charges at this point because there is really no one who is able to identify the group who had encounter with the 84th SAC [Special Action Force command],” De Lima told reporters. In the 120-page report, which forms the second part of the DoJ fact-finding report on the Mamasapano clash, probers concluded there was indeed crime committed as the death of the nine members “were the result of a series of deliberate acts by armed individuals with whom the 84th Seaborne engaged in a brief firefight in the course of the assault on Marwan’s [international terrorist Zulkifli bin Hir] hut.” However, since the identities of the killers are unknown, charges cannot be filed just yet, the outgoing DoJ chief said. “While the existence of a crime has been established in the killing of the 9 84th Seaborne commandos, the identity of those responsible therefor was not so established. Despite diligent efforts, the NBI-NPS failed to find a single credible witness on the identity of those involved… Hence, no criminal prosecution may be recommended by the Team,” she admitted. According to her, it would be improper to conclude that the 90 individuals earlier charged for the complex crime of direct assault with murder for the death of the members of the 55th SAF are the same people responsible for the death of the 84th seaborne members. “There is no evidence that they were the same people. While there were survivors who gave credible testimonies, none of them could positively identify their attackers,” De Lima noted.

Grace under pressure: Poe, Chiz defy brickbats NATIoNALIST People’s Coalition spokesman Rex Gatchalian, also representative of Valenzuela, on Thursday lauded presidential front-runner Senator Grace Poe and her vice presidential candidate, Francis Escudero, for “elevating the level of discussion” and drawing attention to important people’s issues like tax reform despite the “low blows” leveled against them since declaring their intention to run for higher office in September. “Pardon the pun, but their response to the unfair and personal accusations thrown against them in the past few weeks can be summed up in three words: grace under pressure.” Gatchalian said that “rather than stoop to the level of their detractors, Grace and Chiz have chosen to stick to their platform and discuss the issues that affect the whole country.” “By hammering on the need for inclusive growth and the importance of ensuring that no one be left behind in the country’s quest for progress, as well

as their repeated appeals to lower the income tax, the Poe-Escudero tandem has called attention to the issues that matter, and have forced other candidates and other groups to consider the poor and the marginalized in their respective platforms of governance,” explained the NPC stalwart. Gatchalian pointed out that even the vice presidential candidate of the Liberal Party, Rep. Leni Robredo, was now open to calls to reform the tax system, despite these measures being dismissed by the administration as well as LP presidential bet Mar Roxas, who said that tax breaks for fixed-income earners could only be considered if government projects were cut. Earlier this week, Robredo echoed calls for tax reform, saying that she believed the tax system needed an “overhaul” because ordinary government employees and workers in the private sector were the ones heavily taxed. Gatchalian also said that it was also en-

couraging that the President himself was now stressing the importance of inclusive growth as a platform of governance. In a speech delivered last Tuesday, Aquino echoed calls of Poe and Escudero to ensure progress for all. In Poe’s declaration speech in September, the senator said she would release a comprehensive program that would ensure that no Filipino and no region would be left behind and ensure that all Filipinos enjoyed the fruits of national progress. “Sa mga susunod na araw, ihahain ko po ang isang komprehensibong programa na naka-sentro sa simpleng prinsipyo at paniniwala: walang maiiwang Pilipino at walang maiiwang lugar sa Pilipinas. Sabay-sabay tayong aangat at sama-sama tayong uunlad!” “Senator Grace and Senator Chiz believe that this should be the tenor of the campaign, and, like them, we hope that black propaganda will take a back seat to constructive debate,” Gatchalian said.

Gordon will also chair discussions on how Red Cross and Red Crescent societies around the world can work effectively with governments while still maintaining independence and impartiality in assessing and deploying aid resources to the people. Founded in Geneva, Switzerland in 1863, the Red Cross Red Crescent Movement has some 100 million volunteers worldwide who protect the life and dignity of all human beings. The PRC has consistently been cited for its health and relief efforts both here and abroad as one of the most active membersocieties in the system. Because of its independent and respected status in all countries, the Red Cross and Red Crescent societies will act as an additional safety net for Filipinos overseas, under a program to be launched shortly by the PRC, said Gordon.

SC urged: Lift TRO on ‘Torre’ By Rey E. Requejo

THE Supreme Court has been prodded to dismiss the petition filed by the Knights of Rizal seeking demolition of the Torre de Manila condominium for allegedly ruining the iconic sight line of the monument of national hero Jose Rizal at the Rizal (Luneta) Park. In a 116-page memorandum, the DMCI Project Developer Inc. also reiterated its prayer for the Supreme Court to lift its temporary restraining order and to allow the construction of the 49-story building. The developer stressed

that the TRO issued by the Court amounts to an unjust interference with its right to property. “The construction of Torre de Manila did not and does not violate any laws, rules on easement or requirements of aerial navigation. The con-

struction of Torre de Manila was in fact duly authorized by the concerned national and local government agencies. In particular, the City of Manila did not and does not object to the construction of Torre de Manila,” the firm said. According to DMCI, the company, its workers and its buyers are suffering from the TRO, and not the Knights of Rizal who admitted that it went straight to the SC because the lower courts are “slow” in issuing injunctions and that its petition was not based on any law on sightlines but because of its “moral duty” to protect photographs of the Rizal Monument.

The developer insisted on its argument that government heritage agencies have no jurisdiction over Torre de Manila since it was built on private property outside of the Rizal Park or any heritage zone, and that the Rizal Monument was declared a national cultural treasure one year after the developer obtained all government permits and started building. DMCI also branded as a “hoax” without any basis in law, fact or science the new position taken by Solicitor General Florin Hilbay of the “physics” of the Rizal Monument such that the obelisk, statue and the sky must be

treated as an integrated whole. Earlier, Hilbay backed the petition of the Knights of Rizal and pushed for the demolition of the Torre de Manila. He argued that the Rizal Monument is legally protected since it forms part of the “cultural commons of the Republic.” However, the DMCI pointed out that “no existing law or ordinance mandates a sightline, which is defined as the straight line along which an observer has an unobstructed vision, or a visual corridor, which is defined as an architectural opening or transportation corridor in the cityscape that frames

a natural or cultural scenic feature, or even a vista point, which is defined as a more or less distant view through or along an avenue or opening, particularly one that applies to the Rizal Monument or other monuments.” It added that the monument and the park were surrounded by tall buildings and even provided a picture of the former Meralco Tegen power plant and its two smoke stacks rising behind the monument. The Court is expected to rule on the merit of the case after all the parties have submitted their respective memoranda.

Carlos takes over MMDA By Joel E. Zurbano THE Metro Manila Development Authority announced on Thursday the designation of Assistant General Manager for Operation Emerson Carlos as the agency’s officer-in-charge, replacing Francis Tolentino who resigned as chairman. Carlos will preside over the MMDA until such time President Benigno Aquino III has found a replacement for Tolentino who quit Wednesday after drawing flak for doing nothing to stop a lewd performance during a birthday party in Laguna. “This is a big responsibility. For the meantime, I will be the OIC until Malacañang appoints a new chairman,” said Carlos. As assistant general manager for operations, Carlos oversaw key departments and offices in the agency such as the Solid Waste Management, Traffic Management and Discipline, Public Safety, Health and Environmental Protection, and the Flood Control and Sewerage Management Office.

Carlos said that Congress already approved the MMDA’s budget for 2016. He said a big slice of the budget was allocated to the agency’s solid waste and traffic management programs. “The MMDA’s P2 billion budget for general appropriations for 2016 has already been approved. The priority is the solid waste management and the [traffic] signal upgrading,” said Carlos. For 2015, the agency was allocated only with P1.9-billion budget, lower by 15 percent from last year’s P2.3-billion budget. Carlos also met with Police Director Gen. Ricardo Marquez about the preparations for Asia Pacific Economic Cooperation Summit to be held in November. “We discussed our contingency plans, community security preparations and the possible public scenario during APEC,” he said. Carlos said major road construction and rehabilitation in Manila like the Ninoy Aquino International Airport Elevated Expressway project, Skyway Stage 3 and Ayala Bridge will be temporarily stopped during the summit.

A PARTY-LIST lawmaker on Thursday declared his intention to join the 2016 presidential race, promoting himself as champion of the country’s contractual workers. At a news conference, OFW Family party-list Rep. Roy Señeres announced his decision to run for President following a manifesto signed by a group of contractual workers nationwide. Señeres said he will run under the Partido ng Manggagawa at Magsasaka. He added he also has his running mate and has already a complete senatorial lineup. But the names will be announced soon, he said. Señeres said none of the presidentiables have espoused the issue of contractualization which has plagued millions of workers in the country. “Hundreds of businesses in this country big and small lay off their workers every 3 or 5 months by means of employment contracts which have been condemned by the Supreme Court as unconstitutional, unlawful, pernicious, deceitful and a mockery of the law,” Señeres told reporters at a news conference. “Even the government which is supposed to enforce the security of tenure clause of the Constitution openly violates it through the system of hiring known as job order employment whereby government workers may be terminated at will by politicians,” Señeres added. Should he become President, Señeres said he would issue on day one of his presidency an Executive Order directing all employers, especially the giant shopping malls which are owned by business tycoons to comply with the law, otherwise the new government shall be penalized with fines and or imprisonment up to maximum of three years.

Ombudsman to charge Kudarat mayor with graft By Rio N. Araja

THE Office of the Ombudsman has found probable cause to charge Mayor Diosdado Pallasigue of Isulan, Sultan Kudarat with violation of Sections 3(e) and 3(f) of the Anti-Graft and Corrupt Practices Act or Republic Act No. 3019. Pallasigue willfully and deliberately refused to implement the return-to-work order issued by the Civil Service Commission in favor of municipal planning and development coordinator Elias Segura Jr. in March 2014.

Ombudsman Conchita Carpio found that Pallasigue acted with manifest partiality and evident bad faith in refusing to implement lawful orders from competent authorities without justifiable cause. In 2007, Pallasigue dissolved the

Municipal Economic Enterprise Development Office and reassigned Segura to the Office of the Mayor where he was directed to report to the Municipal Integrated Public Terminal. This was an office with no chairs, tables, office supplies, equipment or personnel, and was 1.5 km away from the municipal hall. Pallasigue also withheld the payment of Segura’s representation and transportation allowance in March 2008 and was dropped from the rolls of the municipality. Segura appealed the reassignment order before the CSC which ruled in his favor. In March 2014,

Body of crime ring sub-leader found floating in Zambo river By Florante S. Solmerin THE body of a sub-leader of a notorious criminal gang was found dead Wednesday morning floating in a river in Barangay Tenan, Ipil, Zamboanga Sibugay, Inspector Dahlan Samuddin, acting public information officer of the Police Regional Office 9, said Thursday. Samuddin said the body of Ibni Basaludin of the Barahama Alig Group was retrieved by authorities at around 10 a.m. from the Bacalan River. Whoever killed him, Samuddin said, would be the least concern of police investigators. “He is the criminal gang sub-leader of Barahama Alih Group with an existing warrant of arrest for murder dated April 17, 2012 with criminal case no. I-5002 issued by Honorable Josefino P. Bael, Presiding Judge of the Regional Trial Court, Branch 24, Ipil, Zamboanga Sibugay.”

Basaludin was also subject of another warrant dated June 9, 2014 for murder and attempted murder with CC no. I-5304 and I-5305 issued by Presiding Judge Anthony D. Isaw of RTC Branch 24. “Basaludin also had has pending cases for kidnappings and robberies in Zamboanga Sibugay and was involved in the kidnappings of Cynthia Cavoverde, Alexa dela Cruz, Warren Rodwell, Pijie Li, Nwie Song Hong, Jampong Lin Yuankai, Jian Luo, and Luisita Galvez,” Samuddin said. “He was also responsible for the death of Staff Sergeant Juan Ablao of the Army’s 44th Infantry Battalion and the burning of the patrol car of the Provincial Public Safety Company during an encounter in Barangay Tenan, Ipil on May 2, 2015. He was also responsible in the recent robbery at Mlhuilier Ipil Branch where they were able to cart away worth P2.9 million of jewelry,” Samuddin added.

the CSC issued a resolution directing Pallasigue to implement the orders of Segura’s return to work as well as the recall of his reassignment, but to no avail. “The CSC Central Office, as a body, already resolved the matter in favor of complainant and directed the reinstatement of complainant to his former position thus, “respondent [had] no recourse but to implement the same,” the decision read. “Respondent refused to act or implement the directives from competent authorities for a considerable period of time, for the obvious purpose of discriminating against complainant.”

A LAWMAKER on Thursday slammed the Department of Health over several anomalies involving the agency’s use of funds for the Health Facilities Enhancement Program and the Medical Assistance Program. Kabataan party-list Rep. Terry Ridon raised the issue as he noted “adverse observations” of the Commission on Audit in its 2014 audit report for the agency, which included P7 million worth of drugs and medicines in two DoH regional offices and six hospitals that have “expired or remained unutilized due to lack of proper planning, monitoring and control on utilization/distribution.” Citing the CoA report, Ridon also cited lapses in “the grant and utilization of financial assistance out of MAP amounting to P32.1 million.” This includes excessive payments of medical assistance amounting to P1.2 million and P30.9 million financial assistance funds used for procurement of drugs and medicines not intended for indigent patients but for “pay patients,” Ridon said. Ridon also cited the P302.9 million worth of procured medical equipment under HFEP found either unutilized for up to three years, or defective, or in some cases, not received by intended health facilities He also noted the P836 million worth of infrastructure projects under HFEP in eight DoH regional offices, including CAR, Region VI, IX, X, XIII, and CARAGA that were “not completed within specified contract time nor started as of Dec. 31, 2014, and eight health facilities totaling P72.98 million were not utilized despite its completion, hence, the utilization thereof had not been maximized.” “For 2016, the DoH is asking for P1.8 billion for MAP and a whopping P27 billion for HFEP next year. Congress should not allow DoH to receive these funds without question, especially in light of CoA’s adverse findings,” Ridon said. Ridon, member of the House Independent Bloc, noted that it was “downright deplorable” to discover that funds under MAP, which is supposedly for the benefit of indigent patients, have been used to cover expenses of paying patients in government hospitals.

TOURISM BLACK EYE IT WILL just be a matter of time before the Philippines receives another unfavorable travel advisory from foreign countries, whose citizens are at the receiving end of the latest kidnapping incidents in the troubled south. The Philippines suffered another black eye after gunmen seized Wednesday an Italian restaurant owner and former priest in Dipolog City, ironically a sleepy port in Zamboanga del Norte province. The kidnapping is the third incident in a month involving foreigners in the country. Abu Sayyaf is holding a Dutch man, a Korean and two Malaysians in the jungles of Jolo, while two Canadians, a Norwegian and a Filipina were abducted by still unidentified gunmen from Ocean View Resort Hotel, a luxury island resort in Samal Island, Davao City last month. Military personnel and local security forces in the south failed to protect the victims, most of them snatched in relatively peaceful places and away from the hotbed of kidnappings in the south. The kidnappings of foreigners on Philippine shores receive big publicity in foreign media and cast a bad image on the nation and the country’s leadership. Manila should expect knee-jerk reactions from the governments of the kidnapped victims in the form of negative travel advisories. Philippine tourism, meanwhile, will suffer as a consequence of the unfortunate events and the resulting adverse travel advisories. The industry remains a major dollar earner but the Philippines will find it difficult to lure more tourists into the country if it is unable to provide foreign tourists with basic security arrangements that deter kidnappings. Poor infrastructure, coupled with a derelict transportation system, has compounded the problems besetting the Philippine tourism industry. Tourist arrivals in 2014 are comparatively low at 4.8 million against Malaysia at 27.4 million, Singapore at 11.8 million, Indonesia at 9.4 million and Vietnam even 7.9 million. Promoting the Philippines as a “fun” country will be a challenge in the remaining months of the Aquino administration. Potential tourists will always be forewarned by their governments about the security risks of coming here.

CINDERELLA RETURNS LOWDOWN JOJO A. ROBLES IF YOU still don’t have a presidential candidate next May, perhaps you should consider going for Senator Miriam Defensor Santiago, should she decide to run. The odds against Miriam winning may be a lot greater than when she first sought the presidency in 1992, but that is not reason enough not to vote for her. Writing in her Facebook ac-

count last Wednesday, Miriam broached the idea of reprising her Cinderella run, when she captured the imagination of a voting public that was tired of the scorched-earth politics of 23 years ago and looking for an alternative, reform-oriented candidate. In that seven-way battle, Miriam placed second with 4,468,173 votes (19.72 percent), losing only to Fidel V. Ramos, who got 5,342,521 votes (23.58 percent). “I’m not going to be coy,” Santiago wrote. “Society leaders have urged me to seek the presidency. I can rise to the occasion.”

Yesterday, Miriam took to Facebook again. “I first ran for President in 1992 against politicians who had at their disposal both money and machinery,” she said. “I, on the other hand, only had the will of the people behind me.” Of course, Santiago has long insisted that Ramos cheated her out of a win in 1992. To this day, she has not forgiven the political operators of the Ramos camp whom she accuses of robbing her of victory. Miriam is still very much a political force to reckon with. As president, Marcos saved the Philippines from falling into the hands of the communists, prevented its dismemberment by Muslim separatists, rescued it from the worst energy crisis ever in the early 1970s (when crude price rose 44-fold, from $2 per barrel to $88 in 10 years), achieved rice self-sufficiency, expanded democracy with barangay elections, had a bold foreign policy by recognizing China and the USSR ahead of the US, and gave his countrymen a sense of purpose and vision. “This country can be great again,” he declared. The Marcos son is running for vice president to fulfill “an obligation to our people to help change the course of our nation’s history by banishing the politics of personality which, to me, is one of the primary causes why our country today has become a soft state where the rich become richer, the poor become poorer, graft and corruption is endemic, the drug menace pervades, injustice is the norm and government incompetence is accepted.” There is another reason for the young Marcos’ search for higher public service —to seek vindication for a once revered political family that has been grossly demonized by the Yellow Forces of Corazon Cojuangco Aquino and her son, Benigno Simeon Cojuangco Aquino III, the incumbent president. The Yellow Forces parlayed necropolitics to grab two presidencies—Cory’s from February 1986 to June 30, 1992, and BS Aquino’s, from June 30, 2010 to June 30, 2016. but for the Senate. Unexpectedly, we have been shown, too, what could have been the Liberal Party’s secret “gold and girls” campaign strategy: bikini-clad Playgirls. But to the horror of its leaders, the video coverage of these Playgirls dancing bawdily to entertain party mates and supporters was uploaded in the Internet. It went viral immediately and angry reactions from netizens surged like a tsunami. One by one, LP leaders had to deny any involvement but they failed in convincing us that it was that easy to gatecrash their parties and sabotage them. The scandal has necessitated the postponement of the party’s announcement of its senatorial slate, from which was removed last Wednesday the fall guy who absorbed all of the blame —Metro Manila Development Authority Chairman Francis Tolentino. But the ones who are disappointing us pensioners the most are past and present Senate Presidents Johnny Enrile and Frank Drilon who are opposing in tandem the P2,000 Social Security pension adjustment that Bayan Muna Rep. Neri Colmenares has labored to get approved at the lower house. Would his proposal have passed had he not declared prematurely his senatorial bid? As if reciprocating, Speaker Sonny Belmonte’s House of Representatives is also junking Senator Sonny Angara’s proposal to lower the income tax rate despite his revelation that it has become Asia’s highest. Some of these strange events are not election-related. Notable is Executive Secretary Jojo Ochoa’s four-day suspension from Nov. 17 to 20 of work in all government agencies at the National Capital Region during the Asia-Pacific Economic Cooperation Leaders’ Meeting. Unmindful that these work suspensions reduce our private sector’s productivity and global

competitiveness, he did so as if PNoy’s earlier declaration of Nov. 18 and 19 as special nonworking days was not enough. Moreover, they result in hardship for our people who need immediate government services, for instance, social security funeral benefits. These work suspensions are intended to reduce the volume of traffic when workers go to and fro their work and when the public commutes to highly centralized government offices to avail of public service or obtain permits and licenses. As gracious hosts, the PNoy administration officials must have wanted to spare the Apec delegates the horrendous traffic conditions and conveniently hide their failure to address them. They must have also thought that hosting the Apec Leaders’ Meeting would be a timely opportunity to showcase the accomplishments of his “Daang Matuwid” administration. Indeed, it has earned a few praises from the international community. But little do they realize that our country’s shortcomings could also be exposed to the international experts and media persons who would come with the 21 Apec leaders. They would find ways of knowing our unadulterated unemployment rate and poverty incidence. This administration has failed to significantly reduce them. For sure, huge crowds would assemble to stage rallies and demonstrations to expose and even magnify the country’s true conditions. In the first place, the Apec delegates should not have agreed to the unnecessary fourday suspension of government service. They are not in the same stellar category as that of Pope Francis and they know too well the huge productivity losses that would result from the suspension. During the Apec Leaders’ Meeting, delegates would experience abnormally smooth rides in our traffic-free roads. Once they leave, we would be back to our normally rough rides in our traffic-congested roads.

candidate. Duterte’s advisers tell me that the mayor himself hasn’t categorically chosen either senator, diplomatically telling both (as much as someone like Duterte can be diplomatic, anyway) that he will support them both in their bids to run for vice president in the elections next May, after both visited him in Davao. This has apparently given Marcos and Duterte enough encouragement to declare that the mayor has chosen them both—an un-

likely scenario, of course. But Duterte is well-known for keeping his cards close to his chest, refusing to telegraph his moves even to his closest advisers. And he is also known to be fiercely independent and impervious to outside pressure, like what Cayetano is applying to stampede him into adopting the senator as running mate. All of which will surely give both Marcos and Cayetano jitters as the filing deadline approaches. Let’s see how this turns out.

OPINION lettertotheeditor@thestandard.com.ph

ALL CLIMATE CHANGE IS LOCAL By Michael R. Bloomberg and John F. Kerry WHEN world leaders gather in Paris in December to negotiate a global agreement on climate change, they will have a powerful ally standing behind them and urging them onward: mayors. In fact, mayors have already helped set the stage for success in Paris, by establishing models of cooperation that provide a strong foundation for the negotiations. Through international coalitions like the C40 Cities Climate Leadership Group and the Compact of Mayors, cities around the world have been committing to major reductions in carbon emissions, while adopting a common measurement system and public reporting process to ensure that they can be held accountable. In other words: Many cities are already doing what the United Nations is urging national governments to do. Mayors have had good reason to take a leading role in this work. Urban centers are now home to half of the global population, and are responsible for an estimated 70 percent of annual greenhouse-gas emissions. Cities are not only a big part of the cause of climate change—they will also bear the brunt of the effects. Ninety percent of cities are built along rivers

Bongbong.. From A9 opposition leader Benigno Aquino Jr., was assassinated at the Manila airport while descending from a plane on Aug. 21, 1983. Cory blamed the elder Marcos for the murder. Still, the Cojuangco-Aquino family even after two presidencies with combined length of 12 years, never was able to come up with proof that Marcos was the murder mastermind. Could it be that FM was innocent as he insisted to me when I interviewed him three days after the assassination? President BS Aquino III is again exhuming necropolitics from its ignominious graveyard to push the vice presidential candidacy of Congressman Maria Leonor “Leni” Gerona Robredo. Noynoy has likened Leni to his late mother, Cory. Both became widows; Ninoy Aquino because of an assassination in August 1983, Jesse Robredo because of a plane crash, in August 2012. Actually, the Marcoses cannot be blamed for Jesse’s un-

and coastal plains, which are particularly vulnerable to sea-level rise and extreme weather, both of which are byproducts of climate change. Necessity is the mother of invention, but mayors have other powerful incentives to take immediate action to curb emissions. Energy efficiency measures save taxpayers money and save innocent people from respiratory and other diseases. A 2014 study by the Clean Air Task Force found that five years ago, US coal pollution was linked to the deaths of 13,000 people a year. Today, thanks in part to President Barack Obama’s leadership in helping to move old, heavily polluting coal plants offline (work that Bloomberg Philanthropies has long encouraged), that number is down to 7,500. Mayors also have economic incentives to act, because people want to live in cities with clean air. And where people want to live, businesses want to invest. The more cities can attract talented and hard-working people, the more their economies will grow. Cities around the world are demonstrating that fighting climate change and spurring economic growth can go handin-hand. In the years after the global recession, for instance, New York City helped lead the nation in job growth while also re-

timely death in a plane crash. The crash was caused by negligence plain and simple. Or bad weather. President BS Aquino wants to make Leni’s battle royale with Bongbong Marcos a fight between dictatorship and democracy. Actually, the vice presidential tussle is one between Ilocano bagnet and Bicol chili. Bongbong’s five vice presidential opponents claim Bicol as their regional constituency—Robredo of Camarines Sur, Senators Francis “Chiz” Escudero of Sorsogon and Gregorio Honasan of Sorsogon, and Antonio Trillanes IV and Alan Peter Cayetano, both of Albay. Alan’s wife is from Albay. Can crispy bagnet win over spicy Bicol Express? Per Pulse Asia, the Bicolano vote is about 6 percent of some 55 million voters or 3.3 million votes. On the other hand, the Ilocano vote is 7 percent of 55 million or 3.85 million. But then a third of Mindanao is probably Ilocano because many of the island’s families were migrants from Ilocandia. Like the Piment-

ducing its carbon footprint by 19 percent. In addition to having health, fiscal and economic incentives to act, mayors also have the ability to do so. Cities often manage their transportation networks and building stocks, which tend to be the two most important drivers of greenhouse-gas emissions. Research has shown that by investing in climate-smart buildings, transportation and waste management, cities could reduce C02 emissions by 8 gigatons a year—about 25 percent of the world’s annual total—while saving an estimated $17 trillion by midcentury. As mayors lead on climate change, they are taking an additional step that is multiplying their impact: They are sharing their experiences and lessons learned with other mayors, and spreading the best ideas around the world. For example, bus rapid transit systems have spread from Bogota to Jakarta and many points in between. Melbourne Mayor Robert Doyle credits the progress in his city to “shamelessly stealing” strategies from New York and Toronto. Today, Melbourne boasts the highest density of Green Star-rated buildings in Australia and has doubled the number of trees in the city’s center. The fact is, more shameless stealing would do the world a lot of good. That’s

els which produced two senators Aquilino Jr. and his son, incumbent Koko Pimentel III. Bicol votes 98 percent for a Bicolano candidate. In 2013, four of 12 elected senators were Bicolanos—3rd placer Alan Cayetano with 17.58 million or 43.79 percent of total senatorial votes; 4th Escudero 17.5 million or 43.60 percent; 9th Trillanes 14.1 million or 35 percent; and 12th Honasan 13.2 million votes or 32 percent. During FM’s time, the Solid North went about 90 percent for him every time. Divide Bicol’s 3.3 million by five, and you get less than 660,000 for each of the five Bicol Express VP bets. If the 2013 senatorial elections were an indication—Alan, Chiz and Robredo would probably get no more than one million votes each in Bicol, with the balance split by Trillanes and Honasan. Congressman Robredo brings to public service a housewife’s warmth and caring for her dependents, a widow’s sense of purpose and gutsiness, and a lawyer’s advocacy and sense of

why the two of us decided to bring the State Department and Bloomberg Philanthropies together to launch the “Our Cities, Our Climate” exchange for city officials around the globe. To kick it off, we invited officials from 19 international cities to visit three US cities that are helping to set the standard for sustainability: San Francisco, Boston and Washington. Over the past 10 days, they have learned how each of these cities are creating more extensive fuel-efficient transportation systems, building advanced energy systems, adapting to rising sea levels and more. On Thursday, we’re convening all of them— along with mayors of other US cities—at the State Department to discuss this work and how to spread it far and wide. Extensive international cooperation will be absolutely essential to the fight against climate change—at all levels of government. The unprecedented degree of climate cooperation taking place between countries like the US and China is encouraging—but partnerships like the joint sustainability push Los Angeles and Shenzhen announced last month are also critical in achieving the outcome we seek. Together—city by city, country by country—we can meet this global challenge. Bloomberg

Team USA golfers off to a flying start I N C H E O —T h e US team got off to a flying start Thursday in the Presidents Cup to lead the International team 4-1 after the first five foursome matches.

Kelly returns to ONE cage today By Randy Caluag AFTER a year-long absence from the cage, Eric Kelly finally gets back into action as he battles Japanese standout Hiroshige Tanaka in the featherweight division at the One Championship: Tigers of Asia tonight (Friday) at the Putra Stadium in Kuala Lumpur, Malaysia. “I’ve very happy that I will be able to fight again in the ONE cage. I thank the ONE Championship for giving me another chance to prove my worth,” said Kelly, currently the Philippines’ brightest prospect to win a world MMA title. Nicknamed “The Natural,” Kelly (11-1) has been on a roll since losing for the first time at the ONE cage to compatriot Honorio Banario in 2013. In his last bout, he survived the tough Australian Rob Lisita on the way to a submission win. For his never-saydie performance, he won the first ever ONE Warrior bonus. Things became complicated after that as Kelly and ONE championship were held in a standoff regarding his fight purse, resulting in his sitting down the entire year. Standing on Kelly’s way to the top is Tanaka, who has a 10-2 MMA record. Tanaka vowed to improve since losing in his ONE debut against Herbert Burns in August last year. “I’ve prepared hard for this event and improve on all aspects of the fight,” said the Benguet native, who claimed he improved his stand-up game. “I will try to go for a knockout.” Meanwhile, Banario takes on hometown boy Ev Ting, who has a 3-1 record and itching to get back into the groove after losing to Russia Marat Gafurov.

FIFA tribunal to decide Blatter’s fate ZURICH—The ethics watchdog of scandal-tainted FIFA was locked in talks on Wednesday to decide the fate of world football president Sepp Blatter as attacks on the veteran sports baron mounted. The ethics committee tribunal was also to decide whether to take action against UEFA leader Michael Platini and former FIFA vice president Chung Mong-Joon, both candidates to take over from Blatter. As the drama intensified, British media reported that the ethics committee had recommended a provisional suspension of 90 days for Blatter. But Blatter’s lawyers said that their client had not been informed of any such action. “President Blatter has not been

notified of any action taken by the FIFA Ethics Committee,” a joint statement issued by his lawyers said, adding that Blatter had also not been asked to speak before the disciplinary panel. “We would expect that the Ethics Committee would want to hear from the President and his counsel, and conduct a thorough review of the evidence, before making any recommendation to take disciplinary action,” the statement from Swiss lawyer Lorenz Erni and New York-based attorney Richard Cullen added. Meanwhile, Chung hit out at Blatter, calling him “a hypocrite and a liar” and threatening a legal case for embezzlement of FIFA funds. The 79-year-old Blatter, who has ruled FIFA for 17 years, insisted in

a German magazine interview that he would not be forced out of office before an election to be held in February. FIFA has kept the activities of its independent ethics committee cloaked in secrecy in recent months as accusations of corruption have mounted. But a Senegalese member of the committee’s adjudicatory chamber, FIFA’s highest court, said it started a five-day meeting on Monday, with Blatter and the other two officials on the agenda. Abdoulaeye Makhtar Diop, a former Senegal sports minister, said in a statement: “the members will focus on the topics of the Swiss Sepp Blatter, FIFA president, the Frenchman Michel Platini, president of UEFA, and the South Korean Chung Mong-Joon.” AFP

China confirms status as bullies of Asian basketball By Ronnie Nathanielsz CHINA, which has used its economic and military power to grab territories in the West Philippine Sea that rightfully belong to the Philippines and other Southeast Asian countries, extended their bullying tactics to the basketball court, where they beat the Philippines to win the FIBA Asia Championship and earn a slot in the Olympic Games in Brazil next year. The Chinese boast of a towering frontline that included four seven-footers in a team that prepared for over a year compared to the Philippines, which was left at the mercy of a PBA board of governors who undermined the efforts of the Samahang Basketbol ng Pilipinas headed by its president – the eminent businessman-sportsman Manny Pangilinan – who puts substance into his passionate love of the game. China not only had the might, but resorted to underhand tactics to sabotage the Gilas team at every opportunity and created a hostile environment, so unlike in the Philippines, which treated them so well during last year’s FIBA Asia Championship, a qualifier for the World Cup in Spain. To begin with, they altered the schedule of the games to give Gilas Pilipinas less time to rest and practice. They picked the referees, who disadvantaged us

at every turn with their calls and non-calls with the Lebanese and Kazakhstan referees making a mockery of the game. The electric-powered bus, which was to take the team to the venue didn’t move because the driver apparently -- perhaps conveniently – hadn’t charged the batteries so the players had to transfer to another bus. When the players started warming up, some jerk went onto the court to change the net at our end of the court, stopping us for at least five minutes, while the Chinese continued to warm-up at their end of the court and before we knew it, the referees called the teams to get the game underway. Andray Blatche won the tip-off, but the referee, for reasons known only to him, gave China the ball. The Philippines started off handsomely, until the Chinese began to impose their physical superiority and the referees simply refused to make the calls on some obvious fouls committed by the Chinese players. No matter what, Jayson Castro was named to the Mythical Five for the second year in a row as Asia’s best point guard and appealed for unity, confident that “we can beat China and China knows that.” Gabe Norwood was clearly poked in the eye

and as a consequence, lost the ball but the referees were too blind to make the call. Blatche was fouled on more than one occasion, but never got a call as did Calvin Abueva, Dondon Hontiveros and Terrence Romeo, while Sonny Thoss was called for a non-existent infraction. It went on and on to the dismay of coach Tab Baldwin and the players. We honestly believe that China didn’t have to resort to these shenanigans to win because they are a good team. But it’s not like China to play fair and square especially in their hometown. Even the assistant coaches, including Norman Black, were denied tickets with Mr. Pangilinan forced to buy tickets from scalpers. And while Black and Blatche’s companion were shouting at the refs and encouraging Blatche, the hostile Chinese crowd turned on them with vile and threatening gestures. The seats behind the Philippine bench which was normally occupied by Black and the other SBP people, were denied them and instead given to Chinese fans, who threatened our players, gave Abueva the dirty finger sign when he fouled out and walked back to the bench. It was an utterly disgraceful showing by the Chinese fans. (To be continued)

Third pairing out Rickie Fowler and Jimmy Walker got the first point on the board for the US with a dominant 5 and 4 victory over rookie duo Thongchai Jaidee of Thailand and Anirban Lahiri of India. By then the scoreboard was bathed in US red with only the South African pair of Louis Oosthuizen and Branden Grace offering resistance with a solid 3 and 2 win over the outof-sorts Matt Kuchar and Patrick Reed. “We knew the US always start really strong,” said Oosthuizen, a key member of an International side trying to win the trophy at the Jack Nicklaus Golf Club in Incheon, South Korea, for only the second time in 11 attempts. “I said to Branden we’re the second match out let’s get some blue numbers in there and try to maybe pull the other guys along.” “We played nicely but overall the US have been a bit stronger today.” Australia’s Adam Scott had the honour of the first tee shot of the 11th Presidents Cup but set the tone for a day of scrappy play from the International side by finding the right rough. With former US president and honorary 2015 Presidents Cup chairman George W. Bush leading applause on the opening tee, Bubba Watson struck the first blow for the US with a booming right-toleft drive that landed in the heart of the fairway. Hideki Matsuyama rescued the situation for Scott with a solid approach as the hole was halved in par. But then the Americans caught fire slamming in birdies at the next four holes to race to three up after just five. Scott, in his seventh Presidents Cup, stayed patient and pulled a hole back at the seventh before playing a majestic wedge at the 10th to leave Matsuyama four feet away to cut the deficit to one. The turning point came on the next hole when Scott, reverting to the short putter this week instead of the broomstick he has used for years, faced an eight-footer to square the match but pulled it horribly left under pressure. Nadal fires up bid with a win

Rafael Nadal of Spain hits a return against Vasek Pospisil of Canada during their second round men’s singles match at the China Open tennis tournament in Beijing. AFP

Spiker’s Turf starts tomorrow THE Spikers’ Turf presented by PLDT Home Ultera closes out its first ever season with the Reinforced Conference set to unfold tomorrow at The Arena in San Juan City. Air Force clashes with Instituto Estetico Manila at 3 p.m. while Philippine Navy tangles with Sta. Elena at 5 p.m. ushering in the fledgling men’s volleyball league, which opened shop early in the year and already successfully held the Open Conference and the Collegiate Conference. PLDT Home Ultera, which beat Cagayan Valley to emerge the Open Conference champion, will be out to capture its second title of the season as it faces off with a dangerous Cignal side at 5 p.m. on Sunday. The Ultrafast Spikers will be bannered by some of the country’s top players including reigning NCAA MVP Howard Mojica of Emilio Aguinaldo, Mark Alfafara of UST and Johnvic de Guzman of St. Benilde. PLDT is coached by Ogie Mamon. All games will be played on weekends, two on a Saturday and one on a Sunday and will conclude before the year ends. Team are grouped into two with Cignal, IRM and Air Force bracketed in the first group and Navy, PLDT Home Ultera and Sta. Luna bunched in the other group.

BEIJING—Rafael Nadal sparked his China Open campaign into life as he stormed into the quarter-finals with a much-improved 7-6 (7/3), 6-4 victory over Canada’s Vasek Pospisil on Wednesday. The 14-time Grand Slam winner had his service broken four times in the first round by China’s 230th-ranked Wu Di, but he showed better signs against Pospisil, the world number 44. Spain’s Nadal, groping for form after a difficult year, will now face America’s Jack Sock in the last eight as he looks for a confidence-boosting fourth title of the season. Nadal also avoided joining world number five Tomas Berdych on the sidelines after the Czech, who won the raindelayed Shenzhen Open on Monday, became the latest big name to fall in Beijing. “Every improvement is important,” said Nadal. “Obviously I improved from yesterday. I played a much better

match than yesterday.” In their first career meeting, Nadal struggled to break down 25-year-old Pospisil in the opening set but he ran away with the tie-break to take the lead. And he never looked like relinquishing it, breaking to go 3-2 ahead in the second set and sealing it on his second match point with a raking cross-court forehand, celebrating with his familiar fist-pump. Air pollution which had hovered at hazardous levels magically lifted by the end of eighth-ranked Nadal’s match, and his spirits would have risen too as he aims to fight his way back to the top. “Every victory gives me opportunities to keep practising the things that I need to practice,” said Nadal. “Practicing outside of the competition is very important, but at the end you have to compete well. Every match is an opportunity for me.” AFP

Gorayeb seeks milestone in V-League Reinforced tilt THOUGH he emphasizes the importance of team play, coach Roger Gorayeb hopes to complete a personal milestone when PLDT Home Ultera sets out for the Shakey’s V-League Season 12 Reinforced Conference, which unfolds tomorrow at The Arena in San Juan City. Gorayeb steered the team to a classic five-setter of a sudden death in the Open Conference last June then guided National U to another title victory, also via sudden death, over Ateneo for the Collegiate Conference crown last week, putting him

on track for a personal grand slam. With a star-studded roster, led by MVP Alyssa Valdez, Gorayeb said he likes his wards’ chances in the seasonending conference of the league sponsored by Shakey’s,

not to complete a rare personal feat but to deliver another crown for PLDT. “I’m not thinking of the individual accolades but I’m more concerned on helping my players grow and if we can help it, win championships for the team,” said Gorayeb, seeking his sixth title in the league presented by PLDT Home Ultera and backed by Mikasa and Accel. Valdez, meanwhile, may miss some games in the early going of the tournament to honor a previous commitment to play in the

78th UAAP beach volley competition alongside Ateneo teammate Bea Tan. The crisp-hitting ace, however, vowed to suit up for PLDT again right after the UAAP tilt and try to help the team nail another title win. Pacquiao flies to Qatar to cheer Ladon By Ronnie Nathanielsz

AFTER a long and tiring flight, eight-division world champion Manny Pacquiao arrived in Doha, Qatar to see Filipino light flyweight Rogen Ladon, who battles Mexican champion and two-time Pan American Games champion Joselito Velazquez in a second round bout scheduled for 7 p.m. Thursday (Manila time). Ladon, a silver medalist at the Asian Boxing Championships in Bangkok, Thailand last month scored an impressive 3-0 win in his opening bout against fancied Argentine boxer Leonard Blanc, winning on the scorecards of all three judges for a final 30-27 count. Ladon himself told Philippine delegation head and ABAP executive director Ed Picson that Pacquiao was his idol and he would draw inspiration from seeing him at ringside in his clash with the heavily favored No.1 seed.

Pacquiao was welcomed by the President of the Qatar Boxing Federation Yousuf Ali Al Kazin and AIBA President Dr. Ching-Kuo Wu, with AIBA referring to Pacquiao as “a true legend of modern boxing.” AIBA, which earlier reported that the huge Filipino community in Doha, as well as the international media, were looking forward to Pacquiao’s arrival, even though it was only for one day said: “The People’s Champion will join the crowds for the start of Day 3 of the competition to cheer on his fellow countryman Rogen Ladon.” At the opening press conference on Day 1 of the championships, Dr. Wu made the surprise announcement about Pacquiao’s visit following an invitation hand-carried by Picson to General Santos City last month. Despite his extremely tight schedule, Pacquiao kept his word and flew to Doha if only for one day. Highlighting the importance of such a highprofile name attending the competition, the AIBA president said “this is the benchmark for future world championships and I am pleased that Manny Pacquiao accepted by invitation to come and share his thoughts and ideas first hand.”

Carlos wrests Cangolf Am lead with 69

(TS-OCT. 9 & 16, 2015)

JOBIM Carlos recovered from a bogey mishap on the 17th with a birdie on the final hole, finishing with a three-under 69 and grabbing a one-shot lead from erstwhile leader Jelbert Gamolo in the second round of the Canlubang Amateur Open at the South Course of the Canlubang golf complex in Laguna yesterday. Carlos actually failed to shake off Gamolo in the early going and leaned on back-to-back birdies from No. 14 to finally seize control only to reel back with a missed green bogey on the tough par-3 17th. But the fancied 22-year-old shotmaker struck back on the par5 finishing hole and found himself on top of the heap at 139, counting his opening 70. Gamolo went 2-up with a birdie opening but missed a couple of birdie chances in the next eight

holes, enabling Carlos, who birdied No. 7, to stay within a shot heading to the tougher backside. But after the duo traded pars in the first four holes, Carlos came through with birdies on Nos. 14 and 15 with the Del Monte bet settling for pars the rest of the way for a 140 after a 71. Meanwhile, former US Girls Junior champion Princess Superal played true to form and fired a four-under 68, tieing defending champion and The Country Club teammate Pauline del Rosario in the lead in ladies division. Superal and Del Rosario turned in contrasting rounds to zoom ahead with the former banking on a fiery windup of 33 and the latter blowing a solid 32 start with a so-so 36. Yuka Saso of Southwoods

lurked behind with a 69, the same output put in by Sam Martirez, also of TCC, and Riviera’s Euna Koh, setting the stage for a shootout in the final 18 holes of the event. Riviera’s Ira Alido put on a strong finishing kick of three birdies to card a 70 and move up to third at 142, just three shots off Carlos with 18 holes to play in this 15th staging of the event conducted and organized by Cangolf as part of its commitment to help promote and develop amateur golf. Jungolfer Luis Castro, who impressed a lot by matching Carlos’ opening 70, sputtered at the back with a 39 and hobbled with a 75 to drop to fourth at 145 while Southwoods Japanese bet Yuto Katsuragawa turned in a 74 and stood at 147.

Knights get final chance

Viloria, Nietes ready for battle

By Peter Atencio

By Ronnie Nathanielsz FORMER two-division flyweight champion Brian Viloria and World Boxing Organization light flyweight champion Donnie Nietes sparred for the second time this week at the Wild Card Gym of Freddie Roach and “looked very impressive,” according to ALA Gym head trainer Edito Villamor. In an overseas telephone conversation with The Standard/boxingmirror. com, Villamor said both fighters enjoyed a “great workout and both guys moved really well and showed us how good they are.” He said there was no need to be concerned about Viloria’s stamina pointing out that Brian also went three additional rounds with a tough, promising young Mexican and proved his “stamina was no problem.” Nietes also sparred three rounds with the Mexican, whose name they couldn’t recall, but said that Roach considers him a real prospect and a possible future champion. The Pagara brothers Prince Albert and Jason, with Mark Magsayo didn’t spar today because their weight is down and “when they spar here, it’s a real fight.” Villamor emphasized they are all ready for their battles on Oct. 17. Roach’s assistant trainer Marvin Somodio who works with Viloria said the sparring between Brian and Nietes “was the best so far.” “Viloria was in fine condition and there’s no problem with his stamina. Somodio predicted Viloria’s showdown with undefeated pound-forpound No.1, World Boxing Council flyweight champion Roman Gonzalez of Nicaragua, “should be a great fight. Brian can win because the style favors him. Chocolatito’s style is perfect for Brian and that’s his advantage. There will be no running, it will be all faceto-face action.” Team Viloria will leave for New York on Sunday, one week before the showdown at Madison Square Garden on October 17, the same day that Nietes defends his title for the 8th time against Mexican champion Juan “Pinky” Alejo at the StubHub Center in Carson City, California in the inaugural US presentation of ALA Promotions, also starring undefeated IBF Intercontinental super bantamweight champion Prince Albert Pagara, his elder brother WBO No. 2 light welterweight Jason and unbeaten IBF Youth champion Magsayo. The “Pinoy Pride 33” fight card will be telecast on Oct. 18 over ABS-CBN Channel 2 with five-division world champion Nonito Donaire doing the commentary with Dyan Castillejo.

THE Letran Knights will have one final chance to gain a decisive edge and avoid getting embroiled in a complicated Final Four scenario in the 91st National Collegiate Athletic Association men’s basketball tournament. The Knights will grab a twice-tobeat advantage with a victory over the University of Perpetual Help when action resumes at The Arena in San Juan City at 4 p.m. today. The Knights blew their first chance when they bowed to the San Beda Lions, 73-77, last Tuesday. The setback dropped the Knights from the top of the standings, and into solo second with a 12-5 record. This put them behind the Red Lions, who finished the two-round eliminations with a 13-5 slate. “You can expect us to give it all we got because we really want

to make it to the Final Four and avoid any more complications,” said Letran coach Aldin Ayo. For now, only the Red Lions are assured of a Final Four spot. There are five teams which are gunning for semifinal incentives and playoff positioning. In today’s tripleheader, Jose Rizal University will go up against against San Sebastian at 12 noon while Mapua battles Emilio Aguinaldo College at 2 p.m. Many scenarios can happen at the end of the second round. The most likely scenario that can happen is for JRU to beat the SSC Stags, Mapua to prevail

over EAC and Letran to get past the Altas. A stepladder playoff will ensue among three teams. Arellano and Mapua, two teams with the lower quotient, battle and the winner will meet JRU for the no. 4 position. After that, the winner of the San Beda-Letran playoff will get the no. 1 spot. Another scenario in the Final Four could happen depending on the result of the Perpetual Help-Letran game. First, if the Altas win by a margin of 17 points or less the Knights will gain the no. 2 spot. Arellano and Mapua begins the stepladder playoff with the winner facing JRU. From there, the winner will then take on Perpetual Help. Second, if Perpetual Help wins by a margin of 19 to 21 points, the Altas will take the second spot. Arellano and Mapua will play the first stepladder match, with the winner facing JRU. Letran

LEGENDS and present stars from Alaska, Star and Barangay Ginebra in the Philippine Basketball Association join forces as they play in the Hoop For A Cause benefit game tonight to help retired players who are in need of financial assistance. The game slated at 7 p.m. at the Cuneta Astrodome in Pasay City will pit a combination of

will clash with the winner for the right to play the Altas. “We have no choice but to beat to Letran,” said del Rosario, since the Altas have not missed the Final Four since he took over as coach three years ago. Third, if Perpetual Help wins by 22 to 27 points, Letran will fall to the second stepladder match, and will play the winner of the Arellano-Mapua contest. The winner confronts JRU for the right to play Perpetual Help. Fourth, if Perpetual Help prevails by 29 points or more, Letran will be forced to play the first stepladder playoff against Arellano. From there the winner will battle Mapua. JRU is next, followed by Perpetual Help.

Spearheading the charge for the Grand Slam squad are Alaska’s stars from ‘96 Johnny Abarrientos, Jojo Lastimosa, Bong Hawkins, Poch Junio along with the all-time face of the Star franchise Alvin Patrimonio.

Joining them are the Hotshots’top current top guns James Yap, Marc Pingris, PJ Simon, Mark Barroca, Alex Mallari, Justin Melton and Rafi Reavis, who are all integral part of the team’s 2014 Grand Slam triumph. In the opposite corner, the Gin Kings will be bannered by their ‘90s legends in Allan Caidic, Marlou Aquino, Noli Locsin, Vince Hizon and giant EJ Feihl.

They will team up with current Ginebra cagers Mark Caguioa, Jayjay Helterbrand, LA Tenorio, Japeth Aguilar, Greg Slaughter, Chris Ellis, Sol Mercado and new acquisition Joe Devance. Ironically, Tim Cone, the coach of both those Grand Slam teams, will play opposite his longtime players as he now handles Ginebra while Alex Compton, Alaska’s present coach, will call the shots for the Grand Slam squad.

UNIVERSITY of Santo Tomas opens its quest for a second straight women’s championship with two opening-day matches in the UAAP Season 78 beach volleyball tournament today at the Sands SM By The Bay inside the Mall of Asia complex. Bannered by reigning MVP Cherry Rondina and Rica Rivera, the Tigresses play Adamson University in the first game of the morning session at 8 a.m. and will return in the afternoon to face National University at 12 noon. Impressive on both ends of the sand court, UST defeated De La Salle in three games last season to annex its third championship overall. The Tigresses joined the Lady Falcons as the league’s winningest women’s beach volleyball program. Cyd Demecillo and Kim Fajardo will return to help the Lady Spikers grab the elusive beach volley crown. UST and La Salle are also expecting to face stiff challenge from Ateneo’s Alyssa Valdez and Bea Tan. The only crown missing in Valdez’s vast trophy collection is a beach volleyball title, while Tan’s vast experience in the sand court will greatly help the Lady Eagles. In other women’s matches, the Lady Spikers take on Far Eastern University at 8:30 a.m., the Lady Bulldogs battle the University of the East at 9 a.m., and the Lady Eagles tackle University of the Philippines at 10 a.m. La Salle and the Lady Maroons collide in the other afternoon session match at 12:30 p.m.

Azkals hold NoKors to a scoreless draw By Peter Atencio

GOALKEEPER Neil Etheridge and defender Amani Aguinaldo played great defense as the Philippine Azkals men’s national football team held North Korea to a scoreless draw yesterday in their FIFA World Cup Qualifying showdown at the Kim Il-Sung Stadium in Pyongyang. The Azkals fended off repeated attacks from the host team. Etheridge made numerous saves and Aguinaldo accounted for several crucial interceptions.

With a 50,000-strong crowd cheering North Korea on, top booter Pak Kwang Ryong came up empty-handed on his attacks inside the box.

“It was a very difficult game. NoKor had tall, physical players. With all the long balls, it was difficult,” said coach Thomas Dooley in a message on twitter. It was North Korea’s first draw after four matches. North Korea remained on top of the standings in Group H, while the Azkals climbed to second with their 2-1-1 win-drawloss record. The Azkals moved ahead of Uzbekistan in the standings and they improved their chance of making it to the third round.

Etheridge came up with seven big saves for the Azkals. Aguinaldo, who was given a yellow card in the third 13th, came in the way of at least five attacks by the North Korean side. The Philippines will meet the Bahrain national team on Oct. 13 at the Bahrain National Stadium in Riffa. Before their game against North Korea, the Azkals lost to Uzbekistan, 1-5, in Bulacan. On the other hand, North Korea won over Bahrain, 1-0, last Sept. 3.

Pangilinan wants fresh blood to lead SBP SAMAHANG Basketboll ng Pilipinas head Manuel V. Pangilinan announced that he will step down as president of the national organization during a press conference at the PLDT head office yesterday. Pangilinan’s term as president lapsed in February and he is disallowed from seeking another term as stated in the charter drafted by the SBP after it took the place of the Basketball Association of the Philippines as the FIBA-recognized body for Philippine basketball. “It’s for the best that I retire. We should follow the rules and prove to everybody else that I’m not here to tweak or tinker with them. I don’t want to violate the rules that we have crafted,” said Pangilinan. The SBP will hold an annual assembly in January for the election of new officers who will make the decisions on crucial issues concerning the national team including its participation in the Olympic wildcard qualifiers in July and the newly reformatted qualifiers for the 2019 Fiba World Cup in China beginning in 2017. “It signals a change of leadership and membership of the board. Perhaps the new membership needs fresh blood for Philippine basketball,” Pangilinan said.

Malampaya’s govt share to drop 50% By Alena Mae S. Flores

THE consortium that operates the Malampaya natural gas field said Thursday it expects government royalties to plunge 50 percent this year, amid the significant decline in world oil prices. “Oil prices have dropped by half so roughly speaking, it’ll probably be half also, if we follow more or less international prices to a certain formula,” Sebastian Quiniones, managing director of Shell Philippines Exploration B.V., the operator of the project, told reporters. The Malampaya consortium in 2014 remitted $900 million to the national government, representing royalties from the Malampaya project.

The government under the service contract 38 must receive royalties from the gross proceeds of the natural gas production. The contractor has a 70-percent share in gross proceeds to recover its investment, while the balance of 30 percent goes to the government and the consortium, with a 60-40 split. The government’s share in the project actually fell from an average of $1b billion in annual royalties in the previous years, as oil

prices started to decline in the last quarter of 2014. World oil prices fell to around $50 per barrel to date from $100 per barrel last year amid the US supply glut. Quiniones said the Energy and Finance Departments and Bureau of Internal Revenues had asked the consortium to submit the projected royalties this year. “More or less [it was half of last year]. The DoE, BIR, DOF, asked us already. They are trying to plan the revenues that are coming in, so we have to give them a projection based on what prices of oil are at the moment and how the pricing of Malampaya goes,” he said. Spex, which operates the Malampaya gas project located northwest off Palawan, owns a 45-percent stake in service con-

tract 38. Other consortium members are Chevron Malampaya LLC (with 45 percent) and stateowned PNOC Exploration Corp. (with 10 percent). The consortium has turned over a total of $8.5 billion to the national government from the start of the project in 2001. The Malampaya gas field in northwest Palawan powers three power plants with a combined capacity of 2,700 megawatts. The natural gas field is projected to be depleted by 2024. Former energy secretary Carlos Jericho Petilla earlier said there was still more than P100 billion from the Malampaya fund as of August 2015 that could be used to fund energy related projects. Petilla said the Malampaya fund should only be utilized for energy projects.

Shakey’s eyes 250 outlets in next 5 years By Jenniffer B. Austria INTERNATIONAL Family Food Services Inc., the operator of the Shakey’s Pizza Parlor franchise in the Philippines, said it plans to build a network of 200 to 250 stores in the country over the next five years amid strong consumer spending. The company said it was also considering listing its shares with the stock exchange given the robust growth of the consumer industry. “There are talks but nothing is final,” Mauricio Franco Jr., chief information officer of Shakey’s Philippines, said. IFFSI is owned by the Prieto family, who also owns major interests in other food franchises in the Philippines, including Dunkin

CYAN MAGENTA YELLOW BLACK

Donuts, Racks, Tia Marias and Project Pie. IFFSI operates 165 Shakey’s stores in the Philippines and plans to end the year with 169 outlets. The company said it planned to open 10 to 15 Shakey’s stores annually over the next five years to hit 200 to 250 stores. Investment for one store is estimated between P15 million and P25 million. IFFSI chief executive Vicente Gregorio said while the company would continue to put up stores in shopping malls, its focus would be building standalone stores, mostly in Metro Manila. The company said Shakey’s emerged as the market leader in the family casual restaurant segment, given its marketing innovations and improvement in customer service.

IFFSI said the company saw a significant increase in sales from delivery service due to worsening traffic conditions in Metro Manila. Sales from delivery service, including online delivery, accountec for 30 percent of the company’s total sales. “Our sales from delivery service have been growing by double digit. It now accounts for a third of our total business,” Franco said. Meanwhile, the company continues to upgrade its system and plans to offer “good Wi-Fi” connection to its customers in all stores. Shakey’s reached a milestone this year with a 40-year presence in the Philippines, since serving pizzas in Makati City in 1974.

SM opens 2nd Cabanatuan mall By Jenniffer B. Austria

SM Prime Holdings Inc., one of the leading integrated property companies in Southeast Asia, opens SM City Cabanatuan today. It is SM Prime’s 53rd mall in the country and the second in Nueva Ecija province, after SM Megacenter Cabanatuan. The new mall provides an additional 154,020 square meters of gross floor area, expanding SM Prime’s total retail space to 6,762,419 sq. m. in the Philippines. SM City Cabanatuan is strategically located along Maharlika Highway in Cabanatuan City, the largest city in Nueva Ecija. The city, seated between the provinces of Pampanga, Bulacan, Tarlac and Aurora, serves as the gateway to the north. “The opening of SM City Cabanatuan is SM Prime’s commitment to be part of the growth of the province. The opening of new malls is timely given the expected higher growth in overall consumption in the fourth quarter,” SM Prime President Hans Sy said in a statement. “The economy’s sustained GDP [gross domestic product] growth in the past five years is

now spreading to the provinces and we at SM Prime will continue to expand in these provinces that are enjoying high growth, like in Cabanatuan City, where we see significant development and huge unserved demand for shopping experiences,” he said. The mall will open with 90 percent of the space awarded to lessees and serve over 270,000 residents. The shopping mall will have anchor tenants such as The SM Store, SM Supermarket, Ace Hardware, SM Appliance Center, Watson’s, The Body Shop, Surplus Shop and Uniqlo. The new SM Supermall will provide a state-of-the-art shopping experience for the local shoppers, making it a destination mall. SM City Cabanatuan creates a memorable identity on its primary highway frontage with bold and dynamic colors that complements a featured curved wall. The four-level mall includes two Sky Gardens namely, the Garden Park, which provides covered

shelter, and the Roof Park located at the fourth level. The mall will have six cinemas and 2,500 parking slots for cars and motorcycles. SM Prime carefully designed the interior of SM City Cabanatuan around a simple plan that allows shoppers to easily stroll around and provides clear lineof-sight to all shops on all levels at the same time. Interior bridges are strategically built that provide convenient access to all passages of the mall, supplemented by a centrally located glass elevator and escalators. The main interior features a dynamic ceiling that utilizes height of the mall to provide ample daylight, making the mall look spacious, bright and cozy. SM City Cabanatuan is the third SM Supermall to be opened this year, after SM City San Mateo that opened in May 15. SM Prime is also scheduled to open SM Center Sangandaan in Caloocan and SM Seaside City Cebu this year. The company is set to expand SM City Lipa in Batangas and SM City Iloilo this year. By the end of 2015, SM Prime will have 55 malls in the Philippines and six in China with an estimated combined floor area of 8,269,486 million sq m.

Stocks drop; PLDT, Globe lead declines THE stock market closed lower Thursday after rising in mid-trading, joining the rest of the region and ending a three-day rally. The Philippine Stock Exchange Index slipped 2.01 points, or 0.03 percent to 7,106.79 on a value turnover of P6.5 billion. Philippine Long Distance Telephone Co., the biggest telecommunications firm, tumbled 3.4 percent to P2,300, while rival Globe Telecom Inc. dropped 2.1 percent to P2,282. LT Group Inc. of tobacco and airline tycoon Lucio Tan bucked the trend, climbing 2.4 percent to P11.78. GT Capital Holdings Inc. of tycoon George Ty rose 1.3 percent to P1,359, while Ayala Land Inc. added 1.1 percent to P36.35. Chinese shares surged Thursday as dealers returned from a weeklong break that saw a global advance, but a regional rally mostly petered out, with Tokyo ending a six-day winning streak. Most emerging market currencies retreated in the afternoon, with traders picking up profits as a rally over the past week—fueled by waning expectations of a US interest rate—ran out of steam. Shanghai’s composite index was the stand-out performer, having been closed when a below-forecast US jobs report dented the Fed’s plans to tighten monetary policy and Beijing unveiled targeted stimulus measures. Talk that US borrowing costs would be maintained at record lows for a little longer has put a fire under global markets this week, having been pressured by fears about narrower investment opportunities. “During the National Day holiday, regional markets including Hong Kong, and the United States have all gone up, which had a major positive impact,” Zhang Qi, an analyst from Haitong Securities, told AFP. This month has seen a broadly strong advance across global markets after they suffered one of their worst quarters in years, battered by the US rate fears as well as concerns over China’s struggling economy. P16.5-b rice, pork smuggled By Anna Leah E. Gonzales

SOME P16.5 billion worth of rice and pork were smuggled into the Philippines in the first half of 2015, the Samahang Industriya sa Agrikultura said Thursday. Sinag chairman Rosendo So said in a news briefing some 365,000 metric tons of rice from Vietnam entered the country with a total value of P10.9 billion. So said P5.6 billion worth of

pork were also smuggled into the country in the January-June period. He said the figures were on top of P39 billion worth of agricultural products that were illegally imported into the country

in 2014. “Just for last year, at least P39 billion worth of agricultural products was smuggled into the country, depriving the government of some P8.4 billion of lost revenues,” So said. Sinag said smuggled agricultural commodities last year included rice, corn, pork, chicken, sugar and onion. The agri group asked Congress to immediately pass House Bill 6209, a proposed legislation declaring the smuggling of agricultural commodities as eco-

nomic sabotage. Sinag also lauded the impending resignation of Justice Secretary Leila de Lima from the Justice Department, saying de Lima “is the biggest obstacle in bringing smugglers to justice.” So said rice farmers and rice traders risked their lives in giving their testimonies and providing evidence on the transactions of alleged rice smuggler Davidson Bangayon. So, however, claimed that de Lima did not move a finger in

filing formal charges against Bangayan. “By making the smuggling of agricultural products a nonbailable offense and with the impending appointment of a new DoJ secretary, we are hoping that these developments would contribute in the curbing of smuggling activities in the country,” So said. “We are urging then that whoever would be appointed as DOJ secretary should prioritize the formal filing of charges aganst identified smugglers,” So said.

End of the road for Tolentino YOU have to hand it to the Palace spinmeisters, praising resigned Metro Manila Development Authority chairman Francis Tolentino as someone who stayed true to the straight path. Tolentino’s resignation surprised no one; after all, he had already declared his intention of running for a Senate post in May 2016 and was suddenly noticeably actively going out of town, donating what’s-it’s to provincial LGUs and even reportedly giving away cellular phones with his name on it. But what’s really funny about it is the way Tolentino’s camp (and therefore this administration as well) is making it sound as if the guy was a poor victim or a sacrificing (not sacrificial, there’s a big diff) lamb or something instead of someone who had it coming. Bags packed, ready to go, Atty. Francis issue an apology over what he said was a mistake that he allowed to happen—referring to that infamous birthday party for Rep. Benjamin Agarao where the Playgirls group became more than a bit naughty and started tweaking and simulating the sexual act. It is alleged that it was Tolentino who got the services of the girls to liven up the party of the Liberal Party who were celebrating not only the birthday of Aggarao but the swearing-in of the new recruits of the daang matuwad—oops, matuwid— party. The suspicion that it was Tolentino who “gifted” the girls grew stronger when one of them thanked him in public. The resigned MMDA chief though did not admit that it was him who paid for the girls’ services, but why then should he be apologizing if he had nothing to do with their presence and was just an invited guest as he initially claimed? According to the Tolentino camp, the twerky party cost him a slot in the Liberal Party slate. Really, now. Many noticed that he was noticeably absent in the LP to-do where the senatoriables were present, and stoolies claim that he was “disinvited” because of the embarrassing antics of the girls, what with the videotaped performances going viral, giving birth to the creative streak of Filipinos who used it to create guffaw-worthy memes. Let’s be honest here, how can you give up something you never had in the first place? Not to add salt to the wounds but, we all know the MMDA honcho has become a source of embarrassment and so Mar Roxas and company had to immediately distance themselves from the embarrassing incident. What—a party where girls were made to look like sex objects? Que barbaridad! Never mind that the girls themselves defended their actions and were offended that people were offended on their behalf. As our favorite commentator Ted Failon so aptly put it, Tolentino faced a dead end. We knew he was resigning anyway because he was hoping to run for the Senate. And believe us, people especially the residents of Metro Manila were really rooting for him to file his certificate of candidacy earlier than the deadline because they have had enough of him as MMDA chief. The Laguna party just hastened Tolentino’s exit. Maybe if he owned up early and apologized, saying he had no idea that things would go out of hand because after all, he just wanted to inject a bit of mild risqué fun to the party where the predominant audience was male, then perhaps people would have been more forgiving and understanding. So as people would say nowadays, K Tnx Bye! ••• For comments, reactions, photos, stories and related concerns, readers may email to happyhourtoday2012@yahoo.com. Samsung’s Lees top richest families list SINGAPORE—South Korea’s Lee family, which controls the formidable Samsung conglomerate, topped an inaugural list of Asia’s 50 richest families published Thursday by Forbes Asia magazine. The family had a net worth of $26.6 billion as of late September, with second- and third-generation members now running more than 50 businesses, the magazine said. The Samsung empire, founded in 1938 by wealthy landowner’s son Lee Byung-Chull, has diversified interests ranging from mobile phones to construction and shipbuilding. Forbes Asia said Samsung, the biggest of the “chaebol” or familyrun conglomerates dominating South Korea’s economy, accounted for 22 per cent of the country’s gross domestic product in 2014. “Nearly half of the richest families in Asia are of Chinese descent, yet none of the inaugural 50 is based in the mainland, where conglomerates are young, run by the first generation,” Forbes ASia said in a report. The second richest is the Hong Kong Chinese family, also surnamed Lee, which controls Henderson Development and boasts a fortune of $24.1 billion. The third richest are the Ambanis of India’s Reliance Group with a combined net worth of $21.5 billion, followed by Thailand’s Chearavanont family with $19.9 billion, generated from the agriculture-based Charoen Pokphand group. Rounding out the top five is the Kwok family, which controls Hong Kong’s Sun Hung Kai property empire, with a combined net wealth of $19.5 billion. Only families with business involvement extending to at least three generations were included in the survey, the magazine said. The family of Hong Kong tycoon Li Ka-shing, who has a current net worth of $25 billion based on a Forbes global list, was excluded because he has no grandchildren who have taken serious roles in the family business, it said. The estimates of family fortunes were based on stock prices and exchange rates at the close of markets on Sept. 25. AFP

world Nato chief worried over Russian activity in Syria BRUSSELS—Nato Secretary General Jens Stoltenberg said Thursday there had been a “troubling escalation” in Russian military activity in Syria, after Moscow dramatically expanded its air campaign.

Stoltenberg also said that Nato was ready to deploy forces in key alliance member Turkey if needed after Ankara complained about a series of airspace violations by Russian planes. “In Syria, we have seen a troubling escalation of Russian military activities,” Stoltenberg said as he went into a Nato defense ministers’ meeting dominated by the Syrian crisis. “We will assess the latest developments and their implications for the security of the alliance,” he said. “This is particularly relevant in view of the recent violations of Nato’s airspace by Russian aircraft,” he added. Russia launched its air campaign against what it terms “terrorist” targets in Syria last week but in the process, it has infringed on key NATO ally Turkey’s airspace, prompting strong protests from the USled alliance and Ankara. On Wednesday, Moscow upped the ante dramatically with the launch of an unprecedented series of cruise missile attacks to cover a Syrian army ground offensive against rebels seeking the ouster of longterm Russian ally President Bashar al-Assad. NATO has stationed anti-missile Patriot batteries in Turkey to protect it from any spillover of the Syrian conflict but they are due to be removed later this year. Asked if NATO would now consider extending their mission in light of Russia’s actions, Stoltenberg said: “Nato is ready and able ready to defend all allies against any threat, including Turkey.” He said NATO’s decision to boost its readiness was not driven solely by Russia’s intervention in favour of pro-Moscow rebels in Ukraine. “It is a response both to the challenges we see to the East but also to the challenges we see to the South,” he said. “NATO has already responded by increasing our capacity, our ability our preparedness to deploy forces, including to the South, including in Turkey, if needed,” he added. Stoltenberg cautioned that the situation demanded more than ever a political solution and urged Russia to play a “constructive” role by not targeting the rebels in support of Assad. “What we see is that there is a renewed need for political initiatives ... because in the long term there is no military solution,” he said. Indonesia accepts international help to combat fires JAKARTA—Indonesia agreed Thursday to accept international help to combat forest and agricultural fires cloaking Southeast Asia in haze, after weeks of failed attempts to douse the blazes that have infuriated its neighbors. Officials said Singapore and Russia had already offered help and talks were under way with several other countries, an aboutface after Jakarta insisted for weeks that it could tackle the crisis alone. “Hopefully, we can speed up our efforts,”

President Joko Widodo said Thursday as he set off to visit western Sumatra island, the site of many of the smog-belching blazes. For weeks, fires illegally started to clear land for plantations on Sumatra and the Indonesian part of Borneo have shrouded Singapore and Malaysia in acrid smog, worsening air quality, closing schools and forcing the cancellation of outdoor events. The blazes are an annual occurrence during the dry season, but scientists have warned this year’s are on track to be the

worst ever due to an El Niño weather system that has created tinder-dry conditions in Indonesia. Jakarta has deployed about 25,000 personnel and aircraft, but the fire-fighters have seemed overwhelmed by the extent of the blazes. Tensions have been rising between Jakarta and its neighbors as the haze spreads, with Singapore’s biggest supermarket chain on Wednesday withdrawing paper products made by an Indonesia-owned

company, Asia Pulp & Paper (APP), accused over the haze. Authorities had for weeks rejected offers of help from other countries but with no sign of the fires abating, Widodo had a change of heart. “This remains a challenge for us so we feel it is important to cooperate with countries with resources to assist us to douse the fires,” foreign ministry spokesman Arrmanatha Nasir told reporters in Jakarta. among the strongest in 65 years, while authorities in Australia have predicted it would be “strong” and “substantial”. Corals depend on single-cell algae called dinoflagellates that live in vast colonies on their surface. The dinoflagellates feed on nitrogen, phosphorus and other nutrients provided by the coral and use light to transform this food into energy. The photosynthesis also releases energy into the tissues of the coral, enabling it to build the calcium skeleton which houses the dinoflagellates. When corals come under stress, such as from significantly warmer seas, they expel the dinoflagellates. AFP

WITH Cagayan de Oro as one of the strong markets of Isuzu Philippines Corporation (IPC), it is all but natural for the country’s diesel authority to bring the Isuzu Truckfest show at one of the major cities of Mindanao. Held at the Limketkai Center parking lot from October 5 to 9, Isuzu and its CDO dealer Cebu Southern Motors, had on display its fleet of light to heavy duty trucks.

Aside from the Crosswind, D-Max and MU-X, IPC EVP Takashi Tomita says that the Mindanao region accounts for more than 50 percent of the total truck sales for Isuzu, “This is why Isuzu cannot miss to hold this event in Cagayan de Oro,” he says. “Our goal is not just to maintain our number one position in the light truck segment but more importantly to increase the sales of our medium to heavy-duty trucks. Product visibility is critical to help us achieve this goal; we will try to bring our products closer to our customers as much as possible,” adds Tomita. This year, Isuzu has seen a 39-percent increase in truck sales from January – August compared to the same period in 2014. And through this truck display, the company has reported to have sold more than a hundred units of trucks in the first five legs of the event. One of IPC’s leading dealership, Isuzu Cagayan de Oro, likewise shares its optimism towards this year’s display, “We are happy to host the 2015 Isuzu Truck Fest here

Volkswagen convoy: The Touareg is the perfect road trip vehicle due to its size, comfort and power features

ome in the auto industry may have taken delight in Volkswagen's misfortune but the Germans aren't sulking in a corner.

VW-1: The Volkswagen convoy at a rest stop along Halsema Highway

Putting on a brave front amid the adverse publicity bedeviling the German carmaker, Volkswagen Philippines over the weekend set out on a ride-and-drive event with select members of the motoring media. The destination was Baguio city which was highly appropriate as it offered some kind of a torture test of the much-vaunted Touareg, the flagship SUV in the Volkswagen stable. Before sending off the 17 intrepid participants, JP orbeta, president and chief executive officer of VW, delivered his pep talks of sorts. “We really appreciate your effort to get up so early, and set aside days of your busy work week for us. But i assure you, this exciting trip will be truly worth your while, because in the next three days, you will experience the best of our flagship SUV, the Touareg Sport Edition, in the best possible driving environment suited for this class of vehicle.” After a breakfast briefing held at the Volkswagen showroom at the Bonifacio Global city, the Volkswagen convoy, composed of eight Touaregs, snaked their way through early morning Manila traffic and drove for the next five hours to Baguio city. it was the brand’s first out-of-town event, and one can feel the excitement in the air. it was also a baptism of fire for Franz Decleodt, VW’s newly minted Director for Marketing. i was in car number six, with Botchi Santos of the inquirer at the wheel; and Aries Espinosa of Businessworld as our third stringer for the long drive ahead. The

first day was spent enjoying the drive along NLEX, ScTEX and TPLEX road which cut the drive time to Baguio by at least an hour or so. To start the road trip on an exciting note, the convoy took the twisty and dangerous Kennon Road to our destination. Second day of the ride and drive event tested the mettle of the Touareg as the group started the drive from the Summer capital , up to the rustic Sagada town in the Mountain Province 150 km away via Halsema Highway--among the most scenic yet also among the most challenging highway systems in the country. Like kids with their new karts, each of us had their fare share of getting behind the wheel of the 5000 pounds luxury SUV. The working lunch in Sagada was the opportune time for Volkswagen officials to inform us that all vehicles being sold locally are not affected since their stock is not equipped with the particular software being sold in the United States. “We have a different software for the U.S. market since they are Euro5 and here we are only Euro2 compliant, explains Decleodt. The trip back to Baguio city in the late afternoon gave the group the same dose of uphill, downhill, and twisty narrow passes with unpredictable road surfaces, characteristic of mountain roads prone to erosion and landslides in the cordillera Autonomous Region during the rainy season. We got to test the 4Motion All Wheel Drive system whicih equally distributes power down to the four wheels, ensuring maximum traction on any road surface. The sharp bends, brisk acceleration during the high speed run downhill reflected

the balance of the Touareg, as the Adaptive chassis control proved its usefulness as the SUV gamely absorbed the road conditions and adopted to our driving style. The Halsema Highway, with a peak elevation of 7,400 feet above sea level, is not for the faint of heart. considered as one of the most dangerous highways in the world, Halsema Highway requires unbroken driver concentration, and a well equipped vehicle such as the Touareg which has on and off road qualities. The Touareg Sport Edition proved to be in its elements during the most challenging and punishing portions of the trip. Powered by the 3.0L V6 common Rail Turbo Direct injection (TDi) diesel engine that delivers maximum output of 180kW (245 Ps) at 3,800-4,400 rpm and maximum torque of 406 lb-ft (550 Nm) at 1,750-2,750 rpm, the SUV made our drive fun and exciting as we attacked the sharp turns, climbs, downhill and unpaved portions of the mountain passes of both Marcos Highway on the way to Baguio city and on Halsema Highway with reckless abandon. .” We chose this destination because the Touareg Sport Edition represents the highest SUV class so desired by discriminating executives who prefer both functionality and luxury in their sport utility vehicles,” adds orbeta. And after spending more than 20 accumulated hours driving and riding the Touareg Sport Edition, the media participants were literally run to the ground and needed some serious bed rest. For the Touareg, it was still game on as we routed the event with another round of high speed passes on our way back to civilization. it turned out to be an automotive tour de force, with the luxury, comfort, and safety features of the Touareg Sport Edition enabling the 17 media participants to enjoy and appreciate the activities lined up for them outside the vehicle--plenty of scenic stopovers and photo opportunities, a dining adventure in highclass taste, and a humbling commune with the majestic cordillera mountains. All told, that is no mean feat.

Rosberg defiant in F1 title bid Nico Rosberg is heading into this weekend’s Russian Grand Prix determined to keep alive his bid for the drivers’ world title by beating defending two-time champion and Mercedes teammate Lewis Hamilton on a track that may throw up tyre problems for most teams. The 30-year-old German, who is 48 points adrift of the Briton after winning three races, to Hamilton’s eight, this season said he feels he has enough positive feelings to draw on to justify his optimism as he prepares for a keenlyanticipated contest. "once i got back from Japan, i was able to focus on the positive elements from my weekend in Suzuka," Rosberg explained. "Pole position, the on-track pass on [Valtteri] Bottas and then having the speed to undercut [Sebastian] Vettel's Ferrari at the second pit-stop "i'm not backing down in my fight for the championship and gaining those positions back fair and square showed that. We have five races to go and, although the championship gap to Lewis is quite big, in my mind it's definitely not over yet. "The way the whole team has performed this year - from the factories to the garage - has been just incredible and i have the car i need to get back to the top step." Rosberg’s bright approach may need to be considered carefully against the possibility, as expressed by Mercedes executive director Paddy Lowe, that unexpected behavior by the team’s tyres could cause problems in Sunday’s second race on the hybrid semistreet circuit built in the olympic Park created for the 2014 Winter Games. "This was a tricky weekend last season, with a new circuit to learn and fresh tarmac which produced slightly unusual behaviour from the tyres," said Lowe. "This year we have moved one step softer on the compounds to bring the soft and supersoft into play - perhaps influenced by Nico running almost the entire racelast year on a single set of tyres. "one year on, the track surface will have weathered differently, so we must ensure we have all eventualities covered..." "Lowe and the Mercedes team bounced back to form at the Japanese Grand Prix after a curiously off-target performance in Singapore where Ferrari, and four-time champion German Sebastian Vettel, capitalized on their difficulties. Vettel secured his third win of his maiden season with Ferrari and now has 218 points, only 11 fewer than Rosberg on 229, while Hamilton leads the way with 277. And Ferrari’s resurgence could make them a threat again in Russia as they bid to ensure they retain second in the constructors’ championship behind Mercedes, but ahead of Williams. AFP

SOLUTIONS FOR THINNING HAIR In my teens, I used to have a very thick, full head of hair that I actually kind hated. It POP-UP BEAUTY of was wavy, BY JIGS MAYUGA coarse and I had a hard time styling my mane. My best friends during that time were the barber’s thinning scissors and a straight razor. My hairline was ridiculously low that I had to periodically head to the barbershop for a trim and have the baby hairs on my forehead shaved off. Gone are those days. As I hit my twenties, the texture of my hair changed, it became less wavy and the strands became noticeably less thick which actually made my hair easier to manage. A few years later as I entered my thirties, I

noticed that not only did my hair shaft look thin and fine but my hair was also noticeably less dense. It would be flatter and harder to add volume to. Soon I had a difficult time creating styles with my hair brushed up because of the now visibly “receding” hairline, which was in stark contrast to how things were in my teens. Oh, how we always want the things we do not have. I miss my thick hair and it has become quite a frustration. And I’m sure other men my age share the same sentiments. Research shows that men’s and women’s hair start to become thinner when they hit their twenties or thirties. Male-pattern baldness is irreversible but there are treatments and products available out there to thicken and improve the texture and density of thinning hair. It is easier to style, hair strands appear thicker and some treatments even encourage hair to grow back. I tried out a few of them with some very impressive results.

L’OREAL PROFESSIONNEL Serioxyl and Aminexil, Leading Salons For severe thinning and hair loss, it’s time to bring out the big guns. L’Oreal Professionnel and your trusted hair stylist recommend a serious solution with the Serioxyl and Aminexil Range. The Fuller Hair Kit with shampoo, conditioner and a densifying mousse with glucoboost and incell technology nourish the scalp and makes the hair fiber dense, thick and strong. The Thicker Hair Serum with intra-cyclane is the first anti-thinning serum that provides immediate thickness while the Denser Hair Serum activates new hair growth that awakens dormant follicles to create new hair. Aminexil Advanced is a six-week treatment which is the most potent variant in the line that promotes the growth of strong, firmly anchored new hair.

LAB SERIES Age Rescue+ Densifying Shampoo and Conditioner, Rustan’s Makati The Age Rescue+ Densifying Shampoo and Conditioner system elevates Lab Series’ anti-aging skincare expertise now in a hair care system for men. Formulated with 3D Renoplex™, the system combats the 3 major signs of hair aging – dullness, dryness and density loss. ATKINSONS LONDON 1799 Celebrating 200 years of perfume snobbery

The famous Atkinson bear which has become the brand’s symbol through the years.

T

here are a lot of reasons why people wear perfumes and why they choose a certain scent. Colognes or perfumes exude someone’s personality. The moment someone walks in the door, before we even see the person the scent gives off the first impression – “Oh, he smells delish!” “What was that!?” “Did someone spray on air freshener?” “Oh God, that scent is making me dizzy!” “Someone seems to smell fresh.” If you get good remarks, it makes you feel good. But the best comment would be “Someone smells expensive!” – and then you feel a certain air of royalty, as if they owe it to you that you actually give them a whiff of luxury. Recently, one of the most revered British perfume houses launched its signature collection in the Philippines through a posh tea party in Pangea, City of Dreams, where they gave us an olfactory understanding of what “perfume snobbery” is about. Established in 1799, the perfumes have been worn by British aristocrats like Napoleon the Duke of Wellington, the King of Italy, Queen Margherita di Savoia, the Tsarina of Russia, and the famous French actress Sarah Bernhardt among others. A for Atkinsons – the brand with a rich heritage and a very interesting story behind it – was founded by James Atkinson. Open the site www. atkinsons1799.com and you’ll be greeted by a quirky playful site t h at embodies the character of the brand, and well, a bear wearing a suit and red vest. What’s up with the bear? Story goes that in the spring 1799, the young Atkinson set forth on an enterprising venture from Cumberland to London, carrying with him recipes for fine scents and a sizeable quantity of rose-scented bear grease balm. Bear grease balm is a product of bear’s grease that is believed to help with the regrowth of hair for bald men. Atkinson

Fashion Decree – Part of The Legendary Collection, the scent is made of Pink Peppercorn, Patchouli, Chinese Magnolia and Iris

displayed his product beside a “live” bear that, according to the books, was a loyal pet. This stunt drew the crowd’s attention and Atkinson’s shop was soon heralded as “that marvelous perfume shop with the most terrifying bear.” From then on, the bear had become the symbol of the house of Atkinson which, by 1826, officially became perfumer of the British Royal Family by King George IV. The brand was well loved but went into hibernation for a long time. In 2013, it was revived by Perfume Holding. According to Jan Leong, Regional Director of Perfume Holding (Asia-Pacific), when their company acquired Atkinsons, they didn’t know the rich history of the perfume shop until they unearthed some notes and recipes at the old p e r f u m e r y. T o d a y , those old notes have become the f o u n d at i o n of the 200 years heritage of the brand which is now ushering in a new century of perfume snobbery. Stories say that they have 285 sophisticated perfume recipes in their perfumery, and to meet demands as new shops opened abroad – in Paris, the Americas and Australia – the brand bottled White Rose, English Lavender Royal Briar, The British B ouquet, and The Odd Fellow’s Bouquet,

The Contemporary Collection – Rose in Wonderland, Jasmine in Tangerine, Lavender on the Rocks and Posh on the Green

among others. Classic scents but unique and powerful, the brand even exclaims that it is “the very essence of English fragrance.” During the event in Pangea, guests were ushered into a new era of Atkinsons as the brand introduced The Emblematic Collection. True to the classic British flair and eccentricity, the collection exudes a personality that is, well, exceedingly English. The highlight of the fragrance collection is the Eau de Cologne

A contemporary interpretation of Queen Victoria’s bridal bouquet, the scent is reminiscent of the green and white loveliness of the Lily of the Valley, violet leaves and exquisite myrtle flowers with delicate white musk and sandalwood.

24 Old Bond Street. Made from a cocktail of juniper, rose and black tea, the scent that made it distinct is the whiff of classic single malt Scotch (yep, so English). The twist comes from the quality of the “Cade oil’s woody, smoky scent, and the full-bodied singularity of Black Tea and Cedar.” Named after Atkinsons’ former headquarters, the collection, they say, “very much lives up to its fabled address” and is a representation of

the house’s “inestimable peerage than any heraldic crest or coat of arms.” The scent makes one feel “tailored” and “classy,” and just like the street, it makes one feel like “Bond,” as in 007, or Harry Hart in the movie Kingsman. The perfume line will be available in Art of Scent stores in Manila. Do visit the flagship store located at the East Wing, Shangri-la Plaza, Edsa corner Shaw Boulevard, Mandaluyong City.

‘BEAUTY FROM THE HEART’

Dr. Levi John Lansangan

Shimmian Aesthetic Center partners with Creations by Lourd Ramos to set the bar for beauty services

I Lourd Ramos

t is said that beauty is in the eye of the beholder but let’s face it: there are certain aesthetic standards that make some people more equal than others, so to speak. Admit it or not, many of us have thought about having something enhanced on our body or face to make us look – well, a bit more beautiful or perfect. And while there are now many ways to boost our natural attributes, like rhinoplasty for instance, there have been so many horror stories about silicone implants getting dislodged or causing adverse reactions (like an infection) after a number of years. “The problem with silicone is that it does not ‘age’ with you,” says Dr. Levi John Lansangan, a certified facial plastic surgeon specializing in advanced reconstructive rhinoplasty and facial aesthetic procedures. The body treats silicone like a foreign object so after five to 10 years, the nose job becomes very noticeable, he explains. Dr. Lansangan, who obtained his medical degree from the University of Sto. Tomas, saw how far behind we are in terms of technology for cosmetic surgery and enhancement when he took up

his fellowship in plastic surgery in South Korea, where he stayed for two years. “Here we still use silicone implants which have been found to be problematic but in Korea, they were already making use of Goretex as material for implants.” Armed with that knowledge, Dr. Lansangan proceeded to establish Shimmian Aesthetic Center in 2005, pioneering the use of Goretex technology here in the country. “Gore-tex is an inert material which means it is not prone to infection. It is porous so it allows your tissues to grow within and through the implant, thus eliminating material rejection, eventual nasal contractions and other complications. Unlike silicone, Gore-tex ages with you and becomes ‘part’ of you,” he explains. Shimmian (pronounced shimi-en) means “beauty that comes from the heart” – and this is what Dr. Lansangan has been helping women achieve in the 15 years that he has been mastering the art and science of crafting the ideal nasal profile for Asians. Just very recently, he deiced to embark on a new journey by partnering with Lourd Ramos for his new venture in Makati. Located at the ground floor of Cedar Executive Building along

Arnaiz Avenue (Pasay Road), the new Shimmian Aesthetic Center is nestled right inside the Creations by Lourd Ramos salon – which makes it ideal because prospective clients who want the services of a surgical center but are very discreet about it can just step inside the beauty center to obtain the services offered by Shimmian. What’s more, clients are assured that the good doctor will be the one performing the procedure on each and every patient. “Lourd Ramos has the same market of clientele as mine, and the reputation he has established over the years and his credibility assures me that our partnership will work because we both put a

great stock on credibility. Our clients are after one thing – beauty. We are paying close attention to what women have been searching for – and we offer a one-stop-shop for aesthetics and salon services,” Dr. Lansangan concludes. Visit Shimmian Aesthetic Center at Cedar Executive Bldg. 1, Arnaiz Ave., Makati City. You may also call 8467500. HAPPY IN ITS FIRST BOUTIQUE

A fun and feminine Happy Skin store opens in Glorietta 3

T

wo years since Rissa MananquilTrillo and Jacqe Yuengtian-Gutierrez launched their homegrown “skincaring” makeup brand Happy Skin, many of its products have become cult favorites. As the label’s product portfolio continues to grow, the two co-founders thought it was about time to open their first standalone store. “When we started, we focused on developing a few products first, and at that time, we weren’t confident to build a store yet. But now that we have completed a whole range of products and tools for the face, we realized the time is right to offer them in our own store,” shares co-founder Yuengtian-Gutierrez. Happy Skin recently celebrated its second anniversary with the opening of its first boutique in Glorietta 3. Painted in teal and pink,

Happy Skin Read My Lips Holiday 2015 Collection

the 24-square meter store is undeniably fun and feminine. It’s designed by Heim Interiors, the same design firm responsible for the charming #HappySkinHQ, while West Elm’s sophisticated home accessories blend perfectly with Happy Skin’s hip and cute products on display. Doing away with the usual products-onshelves, Happy Skin seamlessly divides its products into different zones. There’s “What’s New” for the latest releases, “Hall of Fame” for the bestserllers and beauty award winners (Happy Skin Don’t Get Mad, Get Even Liquid Foundation, for instance), “Take Me Home” for treats and freebies, and the “Eyes,” “Lips,” and “Face” sections for area-specific needs. But the highlight is the “Lips-spection,” that offers personalized “lippie service” that helps women find the best shade and formula to suit their lifestyle.

“A Happy Skin Lips-spection starts with a beauty advisor working in a lip scrub to gently remove dry flakes, followed by healing, moisturizing balm. While the balm sets, guests are encouraged to answer a fun quiz that helps determine her personality and lifestyle, and the Lips-spection finishes with the application of her soulmate shade,” explains Mananquil-Trillo.

A COLLECTION THAT IS ONE FOR THE BOOKS

Happy Skin says, in a statement, that it sells over a hundred lippies day in, day out. Hence, for its Holiday 2015 collection, the local makeup label devotes this season to its bestselling moisturizing lipstick, Shut Up and Kiss Me, whose success gave birth to other lippie products. “Loyal fans always share with us how our lippies have made them feel better about themselves, gotten them compliments, and inspired them to level up their beauty moves,” shares Mananquil-Trillo. Thus come Happy Skin’s well-loved lippie products in four gold-stamped hardbound books, each embodying the different types and lifestyles of women today. For the woman who makes sure she always looks camera-ready, or basically, looks presentable whenever and wherever, there’s the How to Take the Perfect Selfie Moisturizing Lippie Set (P1,499) that arms

every modern lady with three flattering shades: #StrikeAPose (berry), #PuckerUp (light mauve) and #StayHappy (earthy peach). How to Make Beauty Effortless Lip & Cheek Mousse Set (P1,199) is for the no-fuss woman who’s always on-the-go. Achieve a healthy, peachy glow on your cheeks and lips with Fall in Love, or go for the universallyflattering earthy nude that is Laugh Always. Leave a mark with How to Make a Statement Moisturizing Matte Lippie Set (P1,099) that comes with It Girl, a perfect nude pink suitable for either workweek or weekend, and Heartbreaker, a bold cherry red shade that’s a true standout in a crowd. Rounding up the collection is Happy Skin’s most innovative lippie product at the moment, the Shut Up and Kiss Me Power Pout Moisturizing Lip Lacquer included in the How to Conquer the World Set (P1,199). The book set comes with two shiny-yetweightless shades: Hear Me Roar (red orange) and Royal Treatment (nude lilac). The new Happy Skin boutique is located at Glorietta 3 Ayala Grand Mall, Makati. Happy Skin’s pop-up store is located at Greenbelt 5, Makati. Happy Skin is also available at Rustan’s Makati and Shangri-La; Beauty Bar; Plains & Prints; The SM Store Makati, Mall of Asia, Megamall, and North Edsa; Watsons Mall of Asia; and Landmark Makati and Trinoma.

Eat Bulaga’s ratings is in an all-time high, GMA Network website is receiving more traffic than usual, Alden Richards is getting more projects and endorsement than ever before, and of course, the mass has found its new star in Maine Mendoza. It’s hard to predict as to when and how people would lose their interest in the ubiquitous AlDub. Perhaps, the network will exhaust all possible ways for this not to happen. After all, AlDub seems the only reason why the network is so relevant and alive these days.

Individually, James Reid and Nadine Lustre are doing fine. Together, they are a force to reckon with. JaDine did not just conquer both local TV and music scenes. The sturdy tandem has also penetrated other platforms like mobile apps and social media. On Twitter, JaDine fans post at least 1.5 million tweets each day enough for JaDine to land on trending topics worldwide. And that’s not all, their series On The Wings of Love is one of most watched series on video sharing sites including in ABS-CBN mobile app iWant TV.

Who would have thought that this film inspired by the life and death of Gen. Antonio Luna would make waves at the local tills? Heneral Luna’s astronomical success reflects on its domestic gross receipt that now stands at P200 millions as of this writing. And in our recent visit to the movie houses, we were surprised that seats to the screening of the film are still full. Jerrold Tarog has definitely started a new kind of revolution on local cinema.

Horrific as it may sound, but yes, the boxing champ is seriously considering running for a position in the senate in the next year’s elections. Soon, we would be able to say that the Senate Hall had welcomed personalities like Lito Lapid, Bong Revilla and Tito Sotto who twisted their careers from entertaining fans to wooing constituents and yet we can’t even recall anything good that they did for this nation.

If you religiously followed the first season, you would definitely see its big difference from the edition currently airing now. Though it still carries the same brand of entertainment it’s noticeable how terrible the makeup done on the celebrity performers. It makes us wonder if the management notices that because if we were in their position we would have fired these makeup artists who make celebrity performers looking not in any way close to what they are supposed to look like.

There’s no extension for the drama series that centers on cheating partners. The network explains that Jennylyn Mercado is having a tough time keeping up with her erratic and busy schedule. But was it really the real reason? Kibitzers say otherwise. Most stars would die just to have their series extended for a month or so because it’s tantamount to the series being a huge hit in terms of revenue and viewership.

his year’s renowned Woman of Desire Jennylyn Mercado sizzles and dazzles on the big screen via 2015’s Ultimate Kilig Movie, The PreNup, showing on Oct.14 from Regal Entertainment. Mercado was last seen in a film via the 2014 MMFF surprise blockbuster English Only, Please! She did not only win many a heart for her role in that romantic-comedy film, but she went home with the 2014 MMFF best actress award as well. Mercado’s star shone even brighter when she was declared Sexiest Woman of FHM, besting other contenders on the strength of what most describe as a “face to love and body to die.” On Oct. 14, fans will love her even more as she stars in a feel-good, kilig movie opposite the dashing and handsome hunk Sam Milby. New York City’s Central Park, Times Square and other scenic spots paid witness to Milby

As Milby puts it, “Jen is every man’s dream.” The actress swears by being unattached at the moment, so, Sam has a good chance in case he decides to woo her in real life. Moviegoers who go for non-stop kilig and romantic stories will have their fill of what they long for with the timely release of The PreNup. Milby and Mercado are definitely a perfect match made in New York City and The PreNup is out to prove just that. ennis Trillo delivers such brilliant performance in the much talked-about epic filmbio Felix Manalo under Viva Films that critics and movie fans alike agree it is worthy of an Oscar plum. The Guinness record-breaking film, megged by award-winning director Joel Lamangan, is screening in more than 300 theaters nationwide. In Trillo’s own words, Felix Manalo is his biggest assignment to date. In the film, he breathes life to the pivotal role of Ka Felix Manalo, Iglesia ni Cristo founder and first executive minister. Bela Padilla plays the role of Honorata, Ka Felix’s simple yet devoted wife. Critics present at the historic Felix Manalo world premiere held Sunday at the Philippine Arena lauded Dennis’ portrayal saying it was Hollywood-ish. Respected columnist-news anchor Teddyboy Locsin was among them. In his Twitter account, Locsin said, “Dennis Trillo is an Oscar level star. What acting, soft, subtle, eloquent with difficult lines.” He also went on to commend the entire film by saying, “Lovely scenes and elegiac stone, wonderful, Dennis Trillo deserves an Oscar.” Others, meanwhile, strongly bat that Dennis has a very good chance at bagging the best actor trophy in the next awards-giving season. In addition, they say that Felix Manalo is a masterpiece not only INC members can be proud of, but the entire Filipino nation as well. Felix Manalo boasts numerous highlights, one of which is the much applauded confrontation scene between Dennis and Phillip Salvador where the former stands firm in defense of his faith.

Over a hundred stars lend ample support to Dennis Trillo and Bela Padilla in Felix Manalo, like Gabby Concepcion, Snooky Serna, Jaclyn Jose, Gladys Reyes, Richard Yap, Tonton Gutierrez, Mylene Dizon, Bobby Andrews, Heart Evangelista and Bembol Roco, to name a few. HHHHH ‘AlDub’ to receive cAtholic sociAl meDiA AwArD For propagating values, Alden Richards and Maine Mendoza of “AlDub Kalyeserye” fame will be among the recipients of a first Church-based social media award. The recognition will be given to the trending love team during the 4th Catholic Social Media Summit (CSMSv4) in Sta. Rosa, Laguna on Oct. 10 to 11. The Catholic Social Media Awards, established by Youth Pinoy and the Areopagus Communications, Inc., aims to instill a sense of responsibility among online communicators. Also receiving the award are Wally Bayola and TAPE productions, which produces the noontime show Eat Bulaga. However, it’s only Mendoza and Bayola who will be able to attend the event which is expected to be attended by hundreds of social communication ministry workers and young people. Mon Bandril, part of the awards organizing committee, said the show deserves recognition because of the “inspiring message” it gives on virtues, values, chivalry, modesty, morality, respect for elders, among others. “This is the kind [of show] that we don’t see on TV anymore,” Bandril said. But more than the honor that comes with the citation, he added the CSMA aims to encourage pro-

ducers, directors, writers, actors, and others in the entertainment industry to come out with more programs and content that are not only entertaining, “but are also steeped in Christian values.” The CSMA will be launched on Sunday, the last day of the summit, at the Sta. Alden, Ai-Ai delAs AlAs in JApAn ISAH V. RED GMA Pinoy TV’s 10th anniversary celebration keeps getting bigger and better. Kapusong Pinoy Japan this year has Pambansang Dimple Alden Richards, and Philippine Comedy Queen Ai-Ai delas Alas with Rock and Soul Diva Aicelle Santos entertaining Kapuso fans in Tokyo on Sunday, Oct. 11. The concert, in partnership with WorldCom Japan Ltd., will be at the New Pier Hall in Tokyo. Kapusong Pinoy Japan is the fourth event in this year’s Kapusong Pinoy concert series in celebration of GMA Pinoy TV’s 10th anniversary. Japan was among the first countries to have GMA’s flagship international channel, with its first broadcast aired over the carrier IPS, Inc. in 2005. GMA’s two other international channels, GMA Life TV and GMA News TV International, soon followed, making more GMA programs available to Filipinos in Japan. The yearlong festivities for the anniversary dubbed #Sampuso began in May with Kapusong Pinoy Vancouver and Anaheim, followed

by the recently concluded Kapusong Pinoy New York on Sept. 5. Richards has certainly proven himself as one of the Network’s most sought-after leading men. head over to the New Pier Hall and celebrate with us!” she enthuses. De las Alas, who also top billed the concert series’ Vancouver, Anaheim and New York editions, is grateful for the opportunity to entertain Kapuso fans abroad.

Her wit and boundless energy are going to make the Philippine Comedy Queen ready to spread the fun to a wider audience. “Nagpapasalamat ako sa GMA Pinoy TV dahil napabilang ako sa kanilang 10th year anniversary

celebration. Isa ring malaking karangalan na maghatid ng saya sa mas marami pa nating kababayan hindi lamang sa telebisyon,” shares the Kapuso star who currently hosts GMA’s newest entertainment talk-comedy-magazine show CelebriTV and the comedy-musical variety program Sunday PinaSaya airing on GMA Pinoy TV.
