TRUMP SHOWS CLUMSY SIDE AT PHOTO-OP DONALD Trump was all fingers and thumbs during a carefully choreographed photo op Monday at a summit of world leaders, failing to grasp whose hands he was supposed to be holding and breaking a lineup intended to showcase unity. Trump, whose insurgent election victory was built on his willingness to disrupt political convention, was supposed to cross his arms and join hands with the men on either side of him. But as others clutched the hands of the

person to their left and their right, Trump used both of his hands to clasp the extended fingers of Vietnam’s Prime Minister Nguyen Xuan Phuc. The doubling up left summit host Philippine President Rodrigo Duterte with a spare hand--and broke the line into two parts. US trumpets ties with PH Donald, Rody extol a ‘great relationship’

PH-US free trade deal eyed US PRESIDENT Donald Trump lamented the high tariffs being imposed on American automobiles being sold in the country, as President Rodrigo Duterte suggested the conclusion of a free trade agreement between the two countries. Despite Trump’s protectionist policies, Presidential Spokesman Harry Roque said trade between the United States and Southeast Asia is worth $206 billion. “President Trump singled out the issue of tariffs being imposed on US automobiles while these tariffs are not being imposed on Japanese cars,” Roque told reporters. The Philippines said it appreciated being included in the US Generalized System of Preferences and suggested that free trade agreement also be concluded between the two countries. Next page

S PRESIDENT Donald Trump has trumpeted his “great relationship” with President Rodrigo Duterte Monday, and steered clear of human rights issues that have haunted the Philippine leader since the start of his presidency. SUMMIT TONE. The 31st Association of Southeast Asian Nations summit begins in Manila Monday, with the attendance of

heads of the state/government of the member countries and the partner nations. Speaking at the opening ceremony, President Rodrigo Duterte says Asean should focus its attention on the issues of regional and international importance such as terrorism, piracy and armed robbery in the seas.

Asean members adopt hands-off stance on drug war By Sara Susanne D. Fabunan THE 10-member Association of Southeast Asian Nations has taken a hands-off stance on the anti-drug measures adopted by its member-states despite concerns raised over possible human rights violations. A draft of the Asean chairman’s statement leaked to the media on Monday said it

welcomed the assistance of dialogue partners and other external parties in addressing the drug problem through “capacity building, intelligence information sharing and other forms of cooperation consistent with relevant international laws,” but said it would leave to each country to decide how to deal with the problem. The statement also highlights the importance of “pre-

serving the sovereign right of countries in deciding the most appropriate approaches to address their national drug situations.” President Rodrigo Duterte, this year’s chairman of the Asean Summit, won the election on a promise to end the drug menace and launched a bloody war on drugs right after he took office last year. Since then, the campaign has claimed almost 4,000 lives.

In the statement, Asean also reaffirmed its commitment to a drug-free Asean as the bloc adopted the Asean Work Plan on Securing Communities Against Illicit Drugs, which will be implemented from 2016 to 2025. In an afternoon press conference, Presidential Spokesman Harry Roque said that there is no mention of human rights issue during Duterte’s Next page

Trump, who spoke of the strong ties between the US and the Philippines, also praised Manila’s hosting of this year’s Association of Southeast Asian Nations Summit. “We very much appreciate the great treatment you have given us. I thought last night’s event was fantastic. Tremendous talent,” Trump said, referring to Sunday’s Asean Summit gala dinner, which featured several performers. Duterte said the Philippines remains Washington’s top ally in the region. “We are your ally. We are an important ally,” Duterte told Trump at the beginning

of their talks. “We’ve had a great relationship. This has been very successful. And the Asean conference has been handled beautifully by the President in the Philippines,” he added. This is the first formal meeting between the two leaders since they assumed office last year. Rights groups had called on Trump to end his Asian journey with a strong statement against Duterte’s drugs war, which has seen police and suspected vigilantes kill thousands of drug suspects. But Trump and Duterte had a series of encounters on Sunday night and Monday Next page

PRESIDENT Rodrigo Duterte sang his favorite Filipino song “upon the orders” of US President Donald Trump during the gala dinner in honor of leaders of the 10-nation Association of Southeast Asian Nations Sunday. In a tweet posted by Public Works Undersecretary Karen Jimeno, the President was seen singing the popular love song “Ikaw” with “Asia’s Queen of Songs,” Pilita Corrales. “Ladies and gentlemen, I sang uninvited a duet with Ms. Pilita Corrales upon the orders of the commander-in-chief of the United States,” Duterte said, as he ended his number. CHINA has agreed to start negotiations for a binding Code of Conduct in the South China Sea, following formal talks between Beijing and the 10-member Association of Southeast Asian Nations, a spokesman for President Rodrigo Duterte said Monday. The Asean and China decided to adopt “in its entirety” the Declaration on the Conduct of Parties in the disputed waters adopted by the foreign ministers of Asean member countries and China last August. “One of the outcomes of the meetings is to commence the negotiations on a substantive and effective Code of Conduct in the South China Sea after concluding Framework Agreetwitter.com/ MlaStandard

ment on Code of Conduct,” Presidential Spokesperson Harry Roque said. The President “has expressed optimism” about the future direction of Asean-China dialogue relations, based on the substantive discussions during the AseanChina Summit concluded Tuesday. The Asean-China Summit, which President Duterte chaired, resulted in the issuance of documents on controlling corruption, tourism cooperation and infrastructure development, Roque said. The three documents finalized were: the AseanChina Joint Statement on Comprehensively Strengthening Effective Anti-Corruption Cooperation; AseanChina Leaders’ Statement on Tourism Cooperation; and Joint Statement between China and Asean on Further Next page
