Initial reports identified the suspected terrorist bomber as Abu Bakar Jikiri, an active member of the Abu Sayyaf, which has pledged allegiance to the Islamic State terrorist group. In Vietnam, President Rodrigo Duterte said security forces remain on guard against possible retaliatory attacks by jihadist IS forces, as the country hosts the 31st Association of Southeast Asian Nations Summit next week.
