PRESIDENT Rodrigo Duterte ordered troops to scrap plans of building a fishermen’s shelter on a sandbar in the disputed South China Sea after Beijing complained, his defense chief said Wednesday. The military in August brought bamboo and palm roofing materials to one of three sandbars that emerged near one of
their garrisons in the Spratlys archipelago in the contested sea, Defense Secretary Delfin Lorenzana said. “We tried to put some structures (on) one of the sandbars near our island and the Chinese reacted,” Lorenzana told a regional security forum. “And so the president came to know Next page

Dionisio’s ‘miscalculation’ yarn cost his job—Du30 By John Paolo Bencito PRESIDENT Rodrigo Duterte on Wednesday admitted getting offended when former Dangerous Drugs Board chairman Dionisio Santiago described his administration’s plan to set up a large-scale rehabili-
tation center in Nueva Ecija as a “miscalculation.” In an interview before leaving the country to attend the 31st Asia-Pacific Economic Cooperation Summit meetings at Da Nang, Vietnam, Duterte confirmed asking Santiago to resign amid his criticisms on his policies. “He said that it is a waste
of money, that it is not the right approach,” the President said. “He came up with a very incongruous [public] statement... I was offended. He could have asked me for an audience and then tell me all about it,” he added. Duterte said Santiago
should have told him the problem beforehand instead of speaking his thoughts to the media. “I did not put you there to issue statements to the press. I put you there so that you can come to me if there are problems and show me Next page
The filing of charges against Aquino came in the wake of the indictment of his co-accused, dismissed National Police chief Alan Purisima and sacked SAF commander Getulio Napeñas. Graft and usurpation of authority are criminal offenses under law. However, Aquino was the only respondent in the two cases because Purisima and Napeñas are already facing the same charges at the antigraft court’s Fourth Division. The Ombudsman recommended a total bail of P40,000 on Aquino’s case: P30,000 for graft and P10,000 for usurpation of official function. The Ombudsman, however, dropped the charges of reckless imprudence resulting in homicide filed by the relatives of the slain SAF troopers, citing a lack of evidence. The 44 SAF commandos

were killed in the day-long gun battles that followed a covert operation that killed Malaysian bomb maker Sulkifli binhir, alias Marwan. The Ombudsman said Aquino should be held crimnally liable for allowing Purisima to direct the operation, dubbed Oplan Exodus, even if he was suspended. “Aquino fully knew that Purisima was under preventive suspension from office Next page
