OREIGN Affairs Secretary Teodoro Locsin Jr. on Monday ordered the filing of another diplomatic protest over the repeated passage of Chinese warships through Philippine waters without permission or notice.

By Vito Barcelo COMMISSION on Elections Commissioner Rowena Guanzon on Monday tore into Duterte Youth’s Ronald Cardema for accusing her of extorting P2 million from him, saying he did not have that kind of money. “Cardema said I demanded [P]2 million from him. I don’t think he even has P500K in his bank account. Aber, show us, you overaged trying hard name dropper,” Guanzon said on her Twitter account. “Before it was death threats, now extortion. What’s next, impeachment? All intimidation tactics to coerce me to reverse my vote. Again, friendly advise, study your case and get a good lawyer. But [yo]u can’t change your date of birth,” Guanzon Next page said.

“Fire diplomatic protest over Chinese warship; drop the diplomatic crap; say it is ours period; they’re trespassing. If we did it already fire another,” Locsin said in a tweet to the Department of Foreign Affairs’ Office of Asia and Pacific Affairs. “We won’t run out and don’t wait for formal intel. This is the secretary of National Defense, no less. Fire at will,” Locsin added. Locsin’s move came after Defense Secretary Delfin Lorenzana revealed recent incursions by Chinese warships into Philippine waters without informing the authorities while with their identification systems turned off. Lorenzana cited a report from the

9 Pinoy sailors taken in Africa MOST of the sailors kidnapped off the Cameroon coast last week were Filipinos, not Chinese as first reported, according to an official document seen by AFP Sunday. On Friday, an official in the port of Douala told AFP that 17 crew had been abducted, including “nine Chinese civilian sailors” from one of the two ships attacked, along with Ukrainians. The attacks took place on Thursday in Cameroonian waters off Douala, located at the apex of a gulf that has become a hotspot of seaborne crime. The port document said instead that “nine hostages, all Filipinos,” were seized from a Greek-owned ship while “eight (three Russians, four Filipinos and a Ukrainian)” were taken from a German-owned vessel. cated to areas far from military camps. “The President said you don’t even have to be near because even if you are 1,000 miles away, they can spy on us. They’re [using] high-tech and they have several satellites,” Panelo said. The Chief Executive is also confident

Western Mindanao Command that Chinese warships sailed through the Sibutu Strait at least three more times in August. Two incursions by Chinese vessels were also reported in July. A TOTAL of 2,199 drug users—2,071 males and 128 females—have been reported infected with HIV after sharing contaminated needles, a lawmaker from the Visayas region said on Monday. Citing a Department of Health report, Cebu Rep. Eduardo Gullas said nearly all, or 99 percent, of the reported cases of infection through needle-sharing from January 1984 to April 2019 were from Central Visayas. “The growing abuse of synthetic opioid painkillers, particularly Nubain, is a serious health challenge, especially in Central Visayas. The DOH has to find ways to address the demand side of the

problem,” Gullas said. “We are also counting on the Philippine Drug Enforcement Agency to suppress the supply side of the problem,” Gullas said. Nubain (Nalbuphine hydrochloride)—a powerful narcotic analgesic that may be injected into a vein, muscle or fat—first emerged in Cebu in the early 1990s. At the time, Nubain was classified as a “regulated drug” that could be prescribed only by physicians specially licensed by the Dangerous Drugs Board. However, due to widespread abuse, the DDB eventually reclassified Nubain as a “dangerous drug” in 2011, effectively banning it. Next page
