THE Philippine Coast Guard (PCG) on Friday reported that a China Coast Guard (CCG) vessel rammed a Bureau of Fisheries and Aquatic Resources (BFAR) vessel while it was delivering fuel subsidies to Filipino fishermen in the West Philippine Sea. The CCG vessel, identified as CCG-21585, struck BRP Datu Magat Salamat (MMOV 3015) at about 11:13 a.m., nine minutes after it first cut across the stern of the Philippine vessel at a distance of about 10 meters, according to the PCG. The incident occurred about 6.6 nautical miles north-northwest of Abad Santos Shoal and about 54 nautical miles from the coast of Palawan, within the Philippines’ exclusive economic zone (EEZ), the Coast Guard said. PCG spokesman Rear Adm. Jay Tarriela said the BFAR vessel was conducting a maritime patrol and delivering fuel subsidies to Filipino fishermen when the Chinese vessel made the dangerous maneuvers. Funding gap for fuel subsidies revealed Department of Transportation Acting Secretary Giovanni Lopez told a Senate subcommittee on Friday that the department had requested P5 billion for a 2027 fuel subsidy but received no allocation in the proposed National Expenditure Program. “We requested, I think, P5 billion in the budget proposal for fuel subsidy. We were not given anything in the NEP,” Lopez said. He said the subsidy was timely, noting that the DOTr had used P2.5 billion from its 2025 budget for fuel assistance earlier this year, which was disbursed over two to three months. The DOTr has been allocated P300.96 billion under the proposed 2027 NEP, with P251.93 billion going to the Office of the Secretary and P45.51 billion to the Philippine Coast Guard. Staggered fuel price increases Meanwhile, the government may resort to staggering fuel price increases again as double-digit hikes in diesel prices loom next week amid renewed tensions in the Middle East, an oil industry source said Friday. Diesel prices could rise by P10 to P10.50 per liter, while gasoline prices may increase by P4.50 to P5 per liter, based on Mean of Platts Singapore trading and foreign exchange averages in the past four days. Department of Energy Oil Industry Management Bureau Director Rino Abad, in an interview with Super Radyo dzBB, said gasoline prices could rise by around P5 per liter, while

Nationwide live shooter drills were conducted this month to strengthen security following two rare school shootings that shook the country in the past few months. School shootings are rare in the country, but in August, a student livestreamed himself shooting another schoolmate dead before taking his own life at the Ateneo de Zamboanga University, a Catholic private institution in western Mindanao. In June, three teenaged students were killed and 20 others wounded in an attack at a school in Tacloban. Seven students were likewise wounded in a knife attack by an older student in Cavite also in June. With AFP

Six months of studying joint ventures Clavano said the Ombudsman investigators reached their conclusions after about six months of examining PrimeWater’s joint venture agreements with various water districts covering 2015 to 2022. Among those named in the complaints were Fe T. Rebancos, president of PWIC/PAVI; Romeo M. Sabater, vice president of PWIC; Enrico B. Pasumbal, general manager of Quezon Metropolitan Water District; Guillermo T. Pili Jr., general manager of San Pedro Water District; and Juliet R. Ocampo, general manager of Trece Martires City Water District. Members of the joint venture selection committees and boards of directors of the three water districts were also in-

cluded in the complaints. The Ombudsman filed complaints for alleged violations of Sections 3(e) and 3(g) of Republic Act No. 3019, or the Anti-Graft and Corrupt Practices Act. The agency also said the acts could constitute malversation of public funds, while the acts of government personnel involved could constitute grave misconduct under Rule 10, Section 50(A), No. 3 of the 2017 Rules on Administrative Cases in the Civil Service. “This is only the initial list, and the Ombudsman expects further investigation and the filing of additional complaints,” the agency said. Santos: Conduct objective probe of Villars Meanwhile, Las Piñas City Rep. Mark Anthony Santos called on the Ombudsman to conduct an objective investigation of the complaints against the Villars without fear or favor and ensure that all respondents are afforded due process. “These complaints are serious and should be given the full attention they deserve. I trust that the Ombudsman will conduct a thorough, impartial, and independent investigation to determine the facts and establish whether there is

sufficient basis to pursue the cases,” Santos said. Santos said public officials and private entities involved in public-interest services must be accountable under the law. “Water is a basic necessity, and any allegation involving government transactions, regulatory compliance, public funds, or the delivery of essential water services warrants proper scrutiny,” he said. He said transparency and accountability should be upheld in matters affecting the public interest and that the investigation should determine whether government safeguards were properly observed and public welfare adequately protected. Santos said the Ombudsman’s authority and independence should be respected. “What is important now is that the complaints are resolved based on evidence, facts, and the law—not on political considerations or personal interests. No one should be above the law, but no one should be prejudged either. Let the investigation determine the truth, and let the law take its proper course,” he said.

The projected increases would come on top of this week’s price adjustments, when oil companies raised pump prices by more than P5.60 per liter for gasoline, over P4.30 for diesel and more than P4.60 for kerosene. Fuel companies announce price adjustments every Monday for implementation the following day. Fuel reserves sufficient The latest projections have prompted the government to intensify preparations to cushion consumers and vulnerable sectors from the impact of higher fuel, transportation and food costs. The DOE assured the government that the country has sufficient domestic fuel reserves. As of Sept. 14, inventories stood at 57.2 days for gasoline, 60.8 days for diesel and 39.3 days for liquefied petroleum gas. The Department of Social Welfare and Development also said it has enough funds to sustain cash assistance through the end of the year for 7.5 million beneficiaries of the expanded UPLIFT program, including transport workers, farmers and fishers. As of the latest data, 5.79 million beneficiaries had received a total of P11.80 billion in cash assistance to help them cope with the cost of living. For transport workers, the DoTr has increased fuel discounts from P10 to P12 per liter, allowing qualified beneficiaries to save as much as P1,800 a week. Toll exemptions for provincial buses are being maintained, while the terminal fee waiver at the Parañaque Integrated Terminal Exchange has been extended until the end of the year. Monthly terminal fees are also waived at 86 SM public transport terminals nationwide.

The task force said the Chinese vessel repeatedly made hazardous maneuvers before making contact with the Philippine ship, which it said was conducting a lawful civilian mission. It said the incident endangered the civilian crew and damaged the BFAR vessel. The NTF-WPS said the incident constituted a serious breach of the 1972 Convention on the International Regulations for Preventing Collisions at Sea (COLREGs), the United Nations Convention on the Law of the Sea (UNCLOS), and the 2016 South China Sea Arbitral Award. China: PH ‘disregarded warnings’ China, however, blamed the Philippine vessel for the incident. Chinese coast guard spokesperson Jiang Lue said the Philippine vessel disregarded repeated warnings and deliberately changed course to cut across the bow of the Chinese coast guard vessel. “The Philippine side’s actions seriously violated international law, threatening the safety of Chinese coast guard vessels and personnel,” Lue said. “We sternly warn the Philippine side to immediately cease all acts of infringement and provocation; otherwise, it must bear all consequences,” he said. ‘Magat Salamat’ ran aground previously The incident occurred a day after the BRP Datu Magat Salamat ran aground at Hasa-Hasa Shoal while carrying out the same fuel subsidy mission for Fili-

pino fishermen. The vessel ran aground on Sept. 17 while approaching a group of about 15 to 20 Filipino fishing boats under the government’s Kadiwa para sa Bagong Bayaning Mangingisda program. The fishing boats initially tried to tow the BFAR vessel but were unable to free it because of low tide and their limited pulling capacity, according to the PCG. The Coast Guard then dispatched BRP Malabrigo (MRRV-4402) from Buliluyan Port in Bataraza, Palawan, carrying Coast Guard divers. BRP Malabrigo arrived at about noon and deployed a 600-meter towing line using its rigid-hulled inflatable boat. At about 3:34 p.m., the Coast Guard vessel successfully pulled BRP Datu Magat Salamat from the shallow waters despite rough seas, southwesterly winds of 22 to 27 knots and large waves. CCG ship monitored earlier During the operation, the PCG said BRP Malabrigo monitored a China Coast Guard aircraft, tail number 11101, conducting what it described as apparent aerial surveillance over the grounded BFAR vessel. After being refloated, the master of BRP Datu Magat Salamat decided to continue the vessel’s mission to other areas to complete the delivery of fuel subsidies to Filipino fishermen. The PCG said it would continue supporting BFAR missions in the West Philippine Sea to help Filipino fishermen exercise their rights in Philippine waters. With AFP

Without funding, he said, the Transportation department’s modernization initiatives, accessibility, and security measures would be put on hold. “If we cannot fund this busway, what happens to the busway stations we are building? Bill seeks to resolve malnutrition problem A BILL filed at the House of Representatives seeks to establish a comprehensive national policy making nutritious food more accessible, affordable, and visible in supermarkets, school zones, digital platforms, and community retail spaces across the country. House Bill N0927, or the Philippine Healthy Food Retail Act, authored by Albay 3rd District Rep. Raymond Adrian Salceda, aims to address the country’s double burden of malnutrition and the growing prevalence of diet-related non-communicable diseases (NCDs), including diabetes, cardiovascular diseases, and cancer. NCDs account for nearly 70 percent of deaths among Filipinos and impose an estimated economic cost of ₱756 billion annually, equivalent to around 4.8 percent of gross domestic product. THE Office of the Ombudsman (OMB) has dismissed from government service Mayor Al Taculad of Duero, Bohol for “grave misconduct” involving maintenance of proprietary shares in a construction company that implemented infrastructure projects of his municipality. In a decision approved by Ombudsman Jesus Crispin Remulla, Taculad was meted the penalty of dismissal from service, plus forfeiture of retirement benefits, perpetual disqualification from holding public office, cancellation of eligibility, and prohibition from taking civil service examinations. The case stemmed from two Department of Public Works and Highways projects implemented in Duero in 2023: the Guinsularan River Control project in Barangay Lobogon and the Rain Water Collector System in Barangay San Pedro. The two projects, with a combined value of approximately ₱79.33 million, were awarded to Taculad’s Altaces Construction, either solely or as part of a joint venture. The Ombudsman found that Taculad remained the owner of Altaces Construction while sitting as municipal mayor. Taculad’s name and signature appeared in the records of the construction firm. Records cited in the decision showed that Altaces Construction received payments totaling ₱76,216,379 through Authority to Debit Account transactions and checks, with Taculad’s name reflected as payee and the checks deposited to the company’s account

‘Senior claimants of social pension may present any gov’t-issued ID’ By Maricel V. Cruz THE Department of Social Welfare and Development (DSWD) has clarified that indigent senior citizens may present any valid government-issued identification card (ID) when claiming their Social Pension for Indigent Senior Citizens (SPISC) benefits, and that the national ID is not a mandatory requirement for the payout. DSWD spokesperson Asst. Secretary Irene Dumlao said DSWD personnel in-charge of social pension payouts will accept any valid government-issued ID card other than the National ID. “It is only nice to clarify that we accepted only national ID for payout of social pension. Our grandparents will have to present any valid governmentissued IDs, such as senior citizen cards,

The clarification came after a social media post on the issue by a Filipino vlogger based in Australia went viral, with more than 246,000 reactions and 52,000 comments as of writing. The post claimed that the DSWD was requiring indigent senior citizens to present their National ID before they could claim their monthly social pension. The DSWD explained that while the National ID may be presented for the payout, it is not the only government-issued identification accepted by the agency for the release of the social pension. PAO probes alleged elderly mistreatment THE Public Attorney’s Office has ordered an investigation into a social media post alleging unbecoming treatment of an elderly client by its lawyers and personnel in Meycauayan, Bulacan. By Rex Espiritu THE Philippine Navy’s Naval Command West (NCW) intensified monitoring in Palawan Thursday following the launch of a Long March-12 rocket from the Hainan International Commercial Launch Center in Wenchang, Hainan, China. NCW said it activated enhanced monitoring efforts early Sept. 17 in coordination with partner government agencies to maintain maritime and airspace domain awareness within its area of responsibility. At about 8:42 a.m., personnel in Puerto Princesa City observed a bright red-orange luminous trail moving from the northwestern to southeastern horizon and leaving a white vapor trail consistent with the reported rocket launch. About three minutes later, personnel heard two successive loud explosive sounds followed by low rumbling sounds at roughly 30-second intervals. NCW said the acoustic observations were recorded about 13 minutes after the reported launch and were assessed to be associated with the rocket’s atmospheric flight profile. The command said the launch was verified through open-source information, including data from the Philippine Space Agency and a livestream of the launch. Sailors and Marine personnel deployed in the Kalayaan Island Group, coastal communities and local fisherfolk are also being tapped to report any suspected debris or unusual objects. The Navy urged residents, particularly fishermen and others engaged in maritime activities, to immediately report suspected rocket debris to the nearest authorities.

FILIPINO-American TV personality Ronn Tristan Perez has asked the National Bureau of Investigation to conduct an independent and fair review of the evidence surrounding his mother’s death following cosmetic procedures in the Philippines. Perez met with NBI Director Melvin Matibag, who told him the bureau would fairly review the case once it conducts its investigation. “I’m not here to prove that this person is guilty. That’s not my job. I just want all the evidence to be looked at fairly by people that know what they’re talking about,” Perez said in an interview. Perez is a reality television star based in the United States. He gained recognition through his participation in reality TV programs, including as a contestant on Season 22 of the US reality show “The Bachelorette.” He also competed for the title of Mister Philippines USA 2026.

All due respect LAST Wednesday’s impeachment hearing was much anticipated. For a change, there would be none of the usual exchanges between the prosecution and the defense, and none of the grilling of the witnesses. Instead, esteemed jurists were called upon as friends of the court – amici curiae -- to impart their wisdom. The impeachment court sought their help in interpreting the Constitutional provision that two-thirds of all members of the Senate would be needed to convict a respondent in an impeachment case. The retired magistrates delivered their positions. Former Chief Justices Reynato Puno and Artemio Panganiban, as well as former Associate Justice Adolfo Azcuna, did so at the Senate plenary hall. Former Chief Justice Hilario Davide sent a formal legal memorandum which was read aloud by the clerk of court, lawyer Renato Bantug. The arguments will be weighed and the impeachment court will issue a decision soon. We trust that the court would be reasonable and fair. There was one thing that stuck out, however. Former CJ Panganiban, dressed in a robe that conveyed gravitas, was a bit too candid. It was the turn of Senator-judge Risa Hontiveros to ask questions. She thanked the magistrates for taking the time to share their knowledge despite the fact that they were already retired. “Retired,” he said, “not retarded.” CJ Panganiban went on to affirm his commitment to his job, whether as a sitting justice or as a newspaper columnist. He had a spotless record, he said, and hardly incurred absences. He pointed out that our people also expect their senator-judges to exhibit diligence and faithfulness on the job and a big part of it was showing up. I agree. Showing up is important – at work or everywhere else. Alas, the jurist could not help himself from asking Sen. Hontiveros: “Can I also reply in our private conversation?” The senator initially appeared as though she did not understand what CJ Panganiban was saying, so the latter elaborated: “Dalaga naman po kayo (you are single, anyway).” The presiding officer, Senator Francis Escudero, went along: “Can you confirm?” he

asked his colleague. CJ Panganiban told Sen. Hontiveros: “Binata rin ako (I, too, am single.)” Hontiveros tried to remain unfazed, deflecting the advance but still replying respectfully. “I’m sure marami po ang nag-note nyan,” she said. She handled it well and did not need anyone to defend her.

Legal issue aside, Wednesday was not the jurist’s finest moment. It does not mean what transpired should be left unnoticed. Some people would dismiss CJ Panganiban’s remarks as harmless words uttered by an elderly man. Let it pass, he’s just joking, he’s done a lot for the country, he’s not even cheating because he is single, anyway. These could be true and the words may have been said without malice. But for all his erudition, the former chief justice should know better than subject a woman to unwarranted attention, in full view and hearing of everyone. It also sends the message that men in power could get away with saying or doing anything they want, with little or no consequence. People would just snicker or shake their heads, more in amusement than in revulsion. That may have been the custom then, and this was how too many cases of improper conduct – in politics, in the academe, in literary circles, in corporate settings, everywhere -- got swept under the rug. But times and sensibilities evolve. That the remarks were made during an important democratic process, an impeachment hearing at that, makes the whole exchange much more unsavory. The senator clearly did her homework, asked good questions, and sought to be enlightened by the magistrates. Here was a competent, diligent public servant. Why bring up relationship statuses? Outside the legal issue, Wednesday was not CJ Panganiban’s finest moment. With all due respect, he must acknowledge that he crossed a line.

Friends, rights groups worry for Chinese #MeToo activist’s life after jail By Isabel Kua BEIJING — Rio once joined his friend, jailed Chinese #MeToo activist Sophia Huang Xueqin, for weekly group discussions on social issues and shared struggles, and now worries about how she will navigate life after prison. Huang, a journalist, has been behind bars since 2021, when she and labor activist Wang Jianbing were detained for co-organizing those meetings, among other charges. A Chinese court sentenced Huang to five years in prison, saying in 2024 that the pair had “incited participants’ dissatisfaction with Chinese state power under the pretext of discussing social issues”. Though Huang is due to be released on Friday, Rio and rights groups say they are concerned that she will remain under the thumb of Chinese authorities. Speaking to AFP from the United States, Rio -- who wanted to provide only his English name -- recalled joining the meetings six years ago, which he described as a safe space for wide-ranging chats. Huang had endured solitary confinement, lost over five kilograms and went four months without menstruating while in detention, her supporters said, citing sources such as former inmates who had met the activist. Amnesty International warned this week in an open letter signed by more than 50 rights organizations that Huang would continue to face “restrictions” even after leaving prison. Huang will be deprived of her political rights for four years after her release -- a “supplemental sentence” that

is “routinely imposed on human rights defenders and journalists to restrict their ability to speak, publish and organise long after their prison terms end”, it said. Even the fundamental principles of peaceful settlement of disputes and prohibition against the threat or use of force, which are enshrined in the United Nations Charter, have been openly challenged and flagrantly flaunted. Today, the international community stands at a critical juncture. Either we act together to uphold justice, defend the rule of law, and maintain peace and security, or we watch the world order steadily crumble away, taking freedom, self-determination, and democracy with it. There are few places where this choice is more starkly presented than in the first island chain of the IndoPacific. The region’s security has come under growing pressure from China, which continues to deploy gray-zone tactics—including military intimidation, cyber intrusions, and economic coercion—in an attempt to unilaterally reshape the existing rules and norms. Standing on the front line of defense of freedom and democracy, Taiwan will continue to firmly uphold the status quo. However, preserving peace and stability in the region is not just in Taiwan’s interests. It is a shared concern of the international community. The Taiwan Strait is one of the world’s busiest shipping lanes and a major artery for international supply chains. Its significance to global security and prosperity is reflected in statements from the G7 and other summits and ministerial-level meetings between Japan, the United States, the United Kingdom, Australia, New Zealand, and other countries. Malaysian king grants house arrest for jailed ex-PM Najib KUALA LUMPUR – Former Malaysian leader Najib Razak, jailed for his role in the country’s 1MDB corruption scandal, has been granted house arrest subject to paying a $12 million fine, officials said on Friday. Najib, 73, was jailed for his role in one of the largest-ever global plunders of a sovereign wealth fund, the now defunct 1Malaysia Development Berhad (1MDB). Malaysian King Sultan Ibrahim “has granted a conditional pardon...allowing him (Najib) to serve the remainder of his sentence under house arrest until 23 August 2028,” lawyers from Prime Minister Anwar Ibrahim’s office said. The conditional pardon was “subject to the payment of a fine of 50 million Malaysian Ringgit ($12.3 million), the legal affairs division officials said in a statement. Najib “must comply with all set conditions. If he fails to comply with any of these terms, the conditional pardon will be automatically revoked, and he must immediately serve the remainder of his sentence in prison,” the statement said. A Malaysian judge late last year rejected an original request to allow Najib to serve the rest of his time at home. Najib was sentenced to 12 years’ imprisonment in July 2020 in a first trial over vast sums of money siphoned from a former 1MDB subsidiary called SRC International Sdn Bhd. But a pardons board later halved the term, and his fine was reduced to 50 million ringgit. His sentence in this case is scheduled to be completed by

HE Philippine Stock Exchange (PSE) has approved the initial public offering of Mynt Inc., the parent company of e-wallet operator GCash, clearing the way for the country’s largest IPO of up to P92.32 billion.

Mynt will offer up to 1.61 billion common shares in a primary offering, while a selling shareholder will offer up to 6.42 billion shares. The offering also includes an overallotment option for another 1.20 billion shares. The company will offer the shares at a maximum price of P10 each. The bookbuilding and price-discovery process will determine the final offer price based on investor demand and market conditions. Assuming full exercise of the overallotment option , Mynt expects to raise up to P92.32 billion and net

up to P89.25 billion from the offering. Mynt will use about P14.95 billion of the net proceeds from the primary offering to expand its digital financial services, develop products and cover general corporate purposes. PSALM president and chief executive Dennis Edward Dela Serna said the state firm is seeking to leverage private sector expertise and resources through the public-private partnership framework to pursue the rehabilitation. It aims to enhance plant performance, extend the facilities’ operational life and strengthen the Agus-Pulangi Hydropower Complex’s contribution to Mindanao’s energy security and renewable energy supply, PSALM said. The Agus-Pulangi Hydropower Complex consists of six hydroelectric facilities along the Agus River, originating from Lake Lanao in Lanao del Sur and running

through Marawi City, Saguiaran and Baloi before flowing into Maria Cristina Falls in Iligan City. THE Maritime Industry Authority (MARINA) said Friday it is supporting a Department of Energy’s (DOE) plan to develop science-based standards for the safe carriage of electric and hybrid vehicles aboard domestic passenger vessels, following a deadly fire aboard the MV June Aster. MARINA said it is working with the DOE, the Bureau of Fire Protection (BFP) and the Philippine Coast Guard (PCG) to review existing safety protocols and establish requirements for transporting electric and hybrid vehicles by sea. The initiative aims to strengthen safeguards for passengers, vessels and crew as the use of electric mobility continues to expand. MARINA said the investigation into the MV June Aster fire remains ongoing and that no final finding has established that the electric vehicle reportedly carried by the vessel caused the fire. The agency said any changes to its safety regulations and protocols will be based on the investigation’s findings, technical assessments and applicable international maritime safety standards. The fire broke out aboard the MV June Aster on Sept. 9, while the vessel was sailing to Coron, Palawan. The PCG said 77 people have been confirmed dead, eight remain missing and 43 survived. The ferry was carrying five motorcycles, an electric vehicle, a forklift, a pickup truck and mostly cargo goods when the incident occurred, the PCG said. The presence of an electric vehicle onboard has prompted renewed attention to safety requirements governing the transport of electric and hybrid vehicles on domestic passenger vessels. Authorities have yet to determine the cause of the fire.

Aznar Shipping president Kyle Alexander Aznar said market conditions are beyond the company’s control, but it can focus on how it operates and manages the business. He also believes in the company’s fundamentals and growth prospects, citing its strong operating performance and continued demand for its services. “I believe in our business model. I believe in our market. I believe that the fundamen-tals are there to help us grow. I think it’s the right time to expand,” Aznar said in a press briefing Friday. Despite geopolitical tensions, the shipping company registered a 155 percent increase in first-half net income to P53.2 million from P20.9 million recorded in the same period last year. First-half revenues more than doubled to P210.9 million from P100.6 million recorded in the same period last year, driven mainly by additional vessel capacity and higher cargo and passenger revenues. Rolling cargo and vehicle transport remained Aznar Shipping’s core revenue driver, accounting for approximately 86 percent of total revenues in the first half of 2026. DA opens world’s first buffalo sex-sorting lab in Nueva Ecija THE Department of Agriculture and the Philippine Carabao Center on Friday inaugu-rated the world’s first laboratory dedicated exclusively to sex-sorting buffalo semen to accelerate domestic dairy production and reduce dependence on imported breeding stock. Located in the Science City of Muñoz, the P237.9 million laboratory uses flow cytome-try to separate sperm cells carrying X and Y chromosomes with about 90 percent accu-racy. The PCC targets production of around 170,000 sex-sorted semen straws annually, pri-marily for female offspring to expand the country’s dairy herd. “This facility will give farmers the choice of whether they want a female calf that will eventually produce milk, or bulls for meat and farm work,” Agriculture Secretary Fran-cisco Tiu Laurel Jr. said. The technology enables breeders to select female calves for dairy production or male calves for meat and draft work. The sorted semen is cryogenically preserved for use in artificial insemination programs nationwide. Local milk production currently meets less than 5 percent of national demand, leaving the Philippines heavily reliant on imported dairy products and breeding stock. The DA said locally produced sex-sorted semen could lower procurement costs, reduce the risk of introducing foreign livestock diseases and provide breeding materials better adapted to tropical conditions. Gov’t agencies told to test cybersecurity By Darwin G. Amojelar THE Department of Information and Communications Technology (DICT) has ordered government agencies to undergo regular cybersecurity testing to strengthen their defenses against cyber threats and reduce the risk of disruptions to public services. Department Circular No. HRA008, s. 2026 requires covered government entities to conduct Vulnerability Assessment and Penetration Testing (VAPT) at least once a year, as well as after major changes to their information systems or following cybersecurity incidents. The directive covers national government agencies, governmentowned and controlled corporations and their subsidiaries, state universities and colleges, local government units of host cities and other government instrumentalities. The policy also imposes additional cybersecurity obligations on operators of Critical Information Infrastructure, whose systems support essential government functions and services used by the public. VAPT is a cybersecurity assessment that identifies weaknesses in information systems, applications and networks and determines how attackers could exploit these vulnerabilities in actual cyberattacks. The assessments allow government agencies to identify and address security gaps before they cause data breaches, service disruptions or other cyber incidents. Government entities may conduct VAPT internally, provided they comply with DICT requirements, or engage DICT-accredited DICT Trusted Assessment Providers to perform the assessments. The circular sets deadlines for addressing vulnerabilities based on their severity. Agencies must remediate critical vulnerabilities within 5 business days, while they must address medium- and low-risk vulnerabilities within 30 business days.

PHITEX 2026 sales leads rose over 20%

SALES leads generated by the Philippine Travel Exchange (PHITEX) 2026 rose 20.12 percent to P594.71 million from P495.09 million in 2025, the Tourism Promotions Board (TPB) Philippines said. The figure remains partial, as the country’s premier government-organized travel trade event concluded Sept. 9 at Conrad Manila. The TPB organized PHITEX 2026, which brought together 102 Philippine sellers, including destination management companies, tour operators and travel agencies, and 76 foreign buyers from 24 countries. Buyers from 11 emerging markets attended, representing Denmark, France, Indonesia, Italy, Macao SAR, Saudi Arabia, Spain, Thailand, Turkiye, the United Arab Emirates and Vietnam.

ACEN Corp. said Friday it signed a short-term loan agreement of up to P1 billion with wholly owned subsidiary Giga Ace 6, Inc., which serves as borrower. Giga Ace 6 is the project company behind the 344.5-megawatt Quezon North Wind Power Project in Quezon province. The agreement follows a similar loan deal ACEN executed with Giga Ace 6 last month, also for up to P1 billion. ACEN disclosed its investment in the Quezon North Wind Power Project’s Phases 1 and 2 on Oct. 7, 2024, covering the wind farm as well as supporting infrastructure and transmission and connection assets. Phase 1 of the 344.5-MW project is expected to be completed in the fourth quarter of 2026, while Phase 2 has a capacity of 208 MW. The full project carries a cost of P70 billion. The 1.5K CrystalRes AMOLED display is 120Hz and has great brightness, so shows are sharp and vibrant. The stereo speakers are Dolby Atmos compatible as well. Another everyday use is music. I listened to a lot of Sombr, Laufey and Cup of Joe on Spotify, while working, taking a break, or just winding down. With a big screen, stereo sound and hefty battery, it’s easy to leave the phone playing for hours without constantly worrying about the battery indicator. The Snapdragon 6s Gen 4 also handles my daily mix of apps, browsing, streaming and social media without slowing the phone down. I am not a hardcore mobile gamer, but I play basic games from time to time and the REDMI Note 17 Pro 5G is more

than enough to play casual games. The 120Hz display and responsive touch response make gameplay feel smooth, and Game Turbo adds gaming-focused controls. MONTREAL—The Canadian computer scientist considered one of the founders of AI, Yoshua Bengio, told AFP that humanity is “losing control” of the technology and that the world needs guardrails similar to nuclear arms controls. HEN writer Mel Mendoza-Del Rosario was first asked to write another Miracle in Cell No. 7, she was not immediately convinced. She was working on another project when Viva executives approached her about making a prequel to the emotional Filipino hit that became a major success at the 2019 Metro Manila Film Festival.

LAWYER and stand-up comedian Edward “Ed” Chico is set to deliver his sharp wit and biting observations this December with Laugh Control: The Atty. Ed Chico Show at the Newport Performing Arts Theater. Set for Dec. 17, the pre-Christmas show will tackle politics, current affairs, social media trends, and even Chico’s own legal profession, which he often turns into material for selfdeprecating laughs. Chico has carved out a distinct place in the local comedy scene by turning his experiences as a lawyer into pointed observations about Philippine life and the issues dominating public conversation. His material ranges from stories about his upbringing and legal career to the often absurd realities of Philippine society and governance. Fellow lawyer and former Commission on Elections Commissioner Gregorio Larrazabal, writing in the Manila Bulletin after watching Chico perform, described his take on Philippine politics as among the wittiest he had heard. Larrazabal noted that Chico can take direct aim at sensitive topics without making audiences feel talked down to or alienated. That balance is central to Chico’s approach. Rather than stopping at the punchline, he wants his comedy to make audiences think before laughing at the realization. The film explores what happened before and after the events of the first movie, including Lito’s life before his imprisonment and the family he loved and fought to protect. Muhlach returns as Lito, while Vigor reprises Yesha. Sta. Maria joins as Angela, Lito’s wife and Yesha’s mother. Also returning are Joel Torre as Boss Sol, Soliman Cruz as Tatay Celso, JC Santos as Mambo, Mon Confiado as Choi, and Jojit Lorenzo as Bong, Lito’s former cellmates. Mendoza-Del Rosario and director Nuel Naval, who worked on the original, reunite for the prequel. And the writer has a simple hope for the new chapter: that audiences will once again feel the pull of family. “I hope it evokes the same feeling of love for family and the appreciation for parents and children,” she said. “I hope it evokes that because that’s very Filipino.” Mendoza-Del Rosario admits the first film taught her something she had not expected. “I thought it was a common idea that people simply want to cry during Christmas, as long as they end up happy. I was proven wrong with the original.” “Yes, people want to cry at Christmas if it’s a good ride. And my expectation is that this will really give us a good ride,” she added. 2nd Miracle in Cell No. 7 opens Dec. 25 as an official entry in the 52nd Metro Manila Film Festival.

HEN an international tobacco and consumer goods company opens a flagship store in one of the world’s most prestigious shopping districts, there is clearly more at stake than retail. Philip Morris International’s new IQOS Flagship Ginza in Tokyo is designed to do two things at once: give adult smokers access to smoke-free alternatives and help the company move deeper into a market it sees as central to its future. The two-story store, which opened Sept. 4 in Ginza, is a preview of where retail is heading, with product displays, tasting areas, Japanese craftsmanship, and digital technology woven into the experience. But according to Stefano Volpetti, PMI’s regional president for East and Southeast Asia, its bigger purpose is helping adult smokers navigate the shift from combustible tobacco products to smoke-free alternatives. “Each smoker has to go through a journey of changing a habit,” Volpetti told Manila Standard Lifestyle during the flagship’s launch in Tokyo early this month. That consumer experience also shapes how Volpetti views the brand itself. When asked what it means to hear consumers say that IQOS helped them quit smoking or that switching improved their lives, he pointed to the emotional connection some users have developed with the brand. “The reason why IQOS has such strong brand equity is because many consumers describe their experience with IQOS by saying, ‘It changed my life,’” Volpetti explained. He noted that people may have favorite brands across different categories but rarely describe those brands as having changed their lives. “This aspect of IQOS being able to change people’s lives creates an incredible bond, incredible value for the brand, and incredible brand equity,” he said. “This is why the brand has been successful.” That connection, however, comes with responsibility, according to Volpetti. “It also comes with a lot of responsibility: the right product, the right scientific evidence, the right experiences, and the right regulations,” he said. “We take that very seriously.”

The new coffee adventure

At Beanhound by Greyhound Cafe, however, they offer a glimpse of how the familiar cafe menu is being stretched by Thai flavors and an increasingly adventurous Filipino palate. The Thai cafe concept recently opened its second Philippine branch at SM Aura, following its first location in BGC. While sister brand Greyhound Cafe operates mainly as a restaurant, Beanhound places greater emphasis on coffee, other caffeinated drinks, and non-coffee beverages that can be enjoyed with pastries. For beverage director Mark Esmedio, the approach also reflects how local coffee drinkers have become more adventurous about what goes into their cups.

“Some people are very explorative when it comes to drinking. Some are already looking for something new,” Esmedio said. He added that customers are becoming more knowledgeable about coffee and increasingly willing to try drinks outside familiar choices. Beanhound’s beverage menu reflects this growing appetite for experimentation, bringing Thai ingredients together with flavors familiar to Filipino drinkers. Among its current bestsellers is the Mango Sticky Rice Latte, Esmedio’s personal pick, which combines coffee, Philippine mangoes, and oat milk. The oat milk helps recreate the grain-like character associated with mango sticky rice, the Thai dessert that inspired the drink.

The Yuzu Cold Brew pairs the Japanese citrus with dalandan concentrate and house cold brew, while the Lemon Pine Thai Tea combines pineapple lemonade, Thai tea, and pineapple brûlée. Esmedio said developing new drinks takes him about three weeks, with much of the time spent sourcing ingredients and testing possible substitutes when Thai produce is unavailable locally. “For conceptualization, I make it up to the point that I mix the culture we have in Thailand with the Philippine flavors and whatever we have here,” he said. Esmedio said the team is considering future drinks using ube, langka, and banana, with an ube-based beverage among the possibilities. Beanhound is taking a similar approach with pastries, including coconut pandan madeleines, Baguio chocolate pudding, and Thai-inspired toast selections. For Esmedio, the growing appetite for unusual combinations comes alongside a broader change in Philippine coffee culture. “Their knowledge has also widened, and they are exploring more of what they want to drink,” he said. With Beanhound planning more Metro Manila locations, its expanding menu offers one indication of where the local cafe scene may be heading, with familiar coffee increasingly sharing space with fruit, herbs, vegetables, and flavors drawn from across Southeast Asia.
