Over half of the total rainfall was logged in a two-hour window from 12 noon to 2 p.m. – equivalent to seven days’ worth of August rain – triggering major traffic jams along Metro Manila’s major thoroughfares, according to the Metropolitan Manila Development Authority.

The total rainfall volume yesterday was almost half of the 455 mm unleashed by Tropical Storm Ondoy, which inundated Metro Manila and nearby provinces in September 2009.

‘VP ordered P125m released to security chief Col. Lachica’

Cruz A FORMER Office of the Vice President (OVP) special disbursing officer on Monday directly identified Vice President Sara Zimmerman Duterte as the official who ordered the release of P125 million in confidential funds to her security officer, Col. Raymund Dante Lachica, in December 2022.

Gina Acosta made the disclosure while testifying as a hostile witness before the Senate Impeachment Court, saying Duterte instructed her to turn over the entire amount to Lachica after she encashed the check on Dec. 20, 2022.

“It was Ma’am Sara Duterte who ordered me to release the P125 million to Security Officer Col. Lachica,” Acosta said.

She said she called Lachica after encashing the check because Duterte, whom she considered her head of agency, had instructed her to release the money to him.

Acosta also affirmed her previous testimony before the House Committee on Good Government and Public Accountability that she gave the money to Lachica because Duterte had directed her to do so, as he knew how to implement programs and activities related to confidential operations.

“It has Ma’am Inday Sara’s approval,” Acosta said, adding that she would not have handed over the money without the Vice President’s approval.

Palace mum on purported VP Sara request for private meeting

By Charles Dantes MALACAÑANG on Monday declined to confirm social media reports that Vice President Sara Duterte had sought a private meeting with President Ferdinand “Bongbong” Marcos Jr., but said the president remains open to dialogue with anyone, including those who disagree with him.

Presidential Communications Office Undersecretary Claire Castro said the Palace had not received any information confirming that Duterte had made such a request.

“We cannot confirm anything about that because no information has been given to us that such an event took place,” Castro said in a Palace briefing.

For its part, the Comelec said it is not yet inclined to place Datu Odin Sinsuat in Maguindanao del Norte under its control.

PNP spokesman Col. Allen Rae Co said crime investigators are currently on the ground to gather evidence and assess the situation.

Acosta also testified that the OVP’s physical and financial plan for its P125-million confidential fund allocation for the final quarter of 2022 placed the entire amount under a broad “Good Governance Program” without identifying specific surveillance operations by number, location or cost.

Acosta, who was identified as the project accountable officer, said she prepared and signed the plan with input from Lachica, then the OVP security officer and head of its security group.

She acknowledged that a physical and financial plan was required before confidential funds could be released under Joint Circular No. 2015-01, issued by the Commission on Audit, Department of Budget and Management, Department of the Interior and Local Government, Governance Commission for GOCCs and Department of National Defense.

The circular requires confidential and intelligence fund allocations to be supported by a plan specifying proposed amounts for each program, activity and project.

It also requires accomplishment reports to provide specific expenditure details and cash advances to be used for specific legal purposes related to confidential or intelligence activities.

Acosta said she relied on Lachica’s operational guidance in preparing the plan.

The Quezon City local government, for its part, warned residents as water levels at major rivers and dams in the city reached elevated alert levels yesterday afternoon, while deep flooding was also reported on roads across several barangays.

The Marikina City government raised the second alarm on Monday afternoon, prompting preemptive evacuations as the water level from the Marikina River reached 16.8 meters and continues to

rise amid ongoing rainfall.

At least two districts in the city opened their public schools to serve as temporary shelters for residents fleeing inundated communities.

As this developed, the Department of Social Welfare and Development distributed more than 1 million family food packs (FFPs) and nearly P700 million worth of assistance to families affected by the combined effects of Tropical Cyclones (TCs) Maymay and Luis.

The DSWD’s regional Field Offices have also provided P2.253 million worth of financial assistance to affected families and individuals.

“We continue to coordinate with LGUs and other partner agencies to ensure that we deliver not only relief assistance but also necessary social protection interventions to our fellow citizens affected by Typhoons Luis and Maymay,” Assistant Secretary Irene Dumlao of the DSWD’s Disaster Response Management Group said.

DSWD data showed that some 6,949 families or 24,181 individuals remain displaced and are currently staying in evacuation centers.

Castro also said the administration’s economic team had denied knowledge of such a fund and stressed that no leadership fund is included in the General Appropriations Act. She said the Department of Budget and Management had likewise confirmed that no such allocation exists in the national budget.

The Palace’s position comes as

allegations surrounding DPWH project allocations have raised questions over whether lawmakers had sought to influence infrastructure spending through project insertions and other mechanisms.

Castro said that if any such arrangement was discussed within DPWH, it was not a presidential program.

“Kung mayroon man silang pag-uusap among themselves dito sa DPWH, hindi po ito kailanman naging programa ng Pangulo,” she said.

(If they had discussions among themselves at DPWH, this was never a program of the President.)

Asked whether the controversy meant the President had been “bypassed” by officials working under him, Castro pointed to the President’s response after he learned of the alleged anomalies.

She said President Marcos ordered an investigation after determining that a report from Bonoan was incorrect.

“Ang ginawa agad ng Pangulo, nag-

pa-imbestiga,” Castro said.

Castro said the President could not simply ignore alleged wrongdoing within an agency and insisted that those responsible must face the consequences.

“Kung mayroon kayong ginawang anomaly diyan, dapat managot ang lahat ng dapat na managot,” she said.

Meanwhile, Castro said Mr. Marcos has not discussed whether Bonoan should be granted state-witness status in any investigation or prosecution arising from the controversy.

She said the decision rests with prosecutors, the Office of the Ombudsman and the courts, rather than the President.

“Hindi po napag-uusapan iyan,” Castro said.

She, however, pointed to the president’s earlier remarks that he remains willing to talk with people who disagree with him in an effort to reach a better understanding.

“The president is open to everyone,” Castro said.

Castro stressed that President Marcos’ openness to dialogue should not be interpreted as a specific offer to meet or reconcile with

Duterte, warning that such a reading could lead to “misinterpretation and misunderstanding.”

The Palace’s response comes amid renewed speculation over the relationship between Mr. Marcos and Duterte, who ran under the coalition UniTeam in the 2022 elections but have since become political rivals.

Their political alliance has fractured over disagreements involving govern-

ment policies, congressional investigations, and the vice president’s political and legal battles.

Duterte has also faced an impeachment case, further intensifying tensions between her camp and the Marcos administration.

Despite the strained relationship, Castro said President Marcos’ willingness to engage in dialogue extends to all Filipinos.

“I asked our security officer for inputs or guidelines in preparing the physical and financial plan,” she testified.

The plan listed only a “Good Governance Program,” which Acosta said covered OVP activities such as Libreng Sakay (free rides to the public), tree planting, and financial and medical assistance.

Asked whether she had personal knowledge of studies conducted in developing the program, she said she did not.

Acosta also admitted that the plan contained no detailed list of activities, saying she understood that the Joint Circular did not require them to be itemized.

Although the plan included descriptions of physical targets involving surveillance areas and monitoring, it contained no numerical targets.

The plan was later approved by Duterte, Acosta confirmed.

The P125 million was the first of four tranches of confidential funds totaling P500 million allocated to the OVP in 2022 and 2023.

The P500 million forms part of the P612.5 million in confidential funds at the center of Article I of Duterte’s impeachment complaint, including P112.5 million allocated to the Department of Education while Duterte was education secretary.

Asked by Escudero whether she had rejected any liquidation report submitted by Lachica for the P125 million released in the fourth quarter of 2022, Acosta did not identify one.

“I accepted all the reports he submitted because he knew how to implement the confidential activities. He was the expert on the ground,” she said.

Acosta also testified that Lachica implemented all the OVP’s confidential activities in 2023 because he had the expertise and access required for national security operations.

“He is the expert in implementing confidential operations and activities because he has access when it comes to national security,” she said.

Acosta said she herself lacked the expertise to implement such activities.

“I have no knowledge. I am not an expert in implementing various confidential activities or operations on the ground,” she said.

She identified Lachica as the commanding officer of the Vice Presidential Security and Protection Group and said Duterte had designated him to handle security matters involving confidential operations.

Prosecution allowed to ask leading questions

The testimony came after the impeachment court declared Acosta a hostile witness, allowing private prosecutor Atty. Amando Virgil Ligutan to ask leading questions.

Presiding Officer Sen. Francis “Chiz” Escudero granted the prosecution’s motion after Acosta confirmed that Duterte remained her boss and that she currently holds a coterminous position as Vice Presidential Staff Officer VI. Asked whether she would lose her OVP post if Duterte were impeached or removed from office, Acosta said: “I would no longer have a job at the OVP.” Escudero cited Acosta’s employment circumstances and her counter-affidavit

Acosta further testified that Lachica supplied key operational inputs and expenditure information for the OVP’s confidential fund plans and reports, while his role was not identified in documents submitted to the COA. She said she formally prepared the documents but relied on Lachica for the substance of the confidential operations.

In a statement sent to media, Macacua said “violence of this nature is calculated to sow doubt, disrupt our progress and test our resolve. But as the moment passed, I was left only with heightened sense of purpose. If those behind this act believed it could weaken our commitment to our people, they have gravely misjudged the spirit of the Bangsamoro.”

“I know the weight of carrying weapons, and I know the profound sorrow borne by our families during those years. But experience brings wisdom. History has taught us that while force was once born of desperation, it can never build a nation, secure a future or deliver true justice.

Next week, officials from the government’s security cluster will visit the BARMM to assess the situation there.

Co disclosed that a special task force collected about 80 spent cartridges at the crime scene. ‘ He also said that the PNP is closely coordinating and working with the Commission on Elections (Comelec), the military, and other agencies for a general assessment and to determine the actual threat level for appropriate action.

“We will be adjusting accordingly, but as of now we have already deployed more than 9,400 personnel to look after the peace and order(situation) during this election, 4,500 of whom are augmented from other units,” Co said.

PNP chief Gen. Jose Melencio Nartatez Jr. directed all police units in the region to intensify intelligence-gathering and conduct real-time deployment adjustments leading to the first BARMM parliamentary elections.

He also said that the ambush on Macacua will not affect the scheduled elections on September 14.

COA: Lachica not an accountable officer

COA state auditors Roderick Wamil and Xylene del Campo testified last week that Lachica was authorized by Duterte to disburse all P500 million in OVP confidential funds even though he was not an accountable officer under Joint Circular No. 2015-01.

Acosta admitted she could not identify any provision in the circular authorizing a security officer to disburse confidential funds, noting that disbursement was her responsibility as the OVP’s designated special disbursing officer.

Ligutan also asked whether any physical and financial plan, accomplishment report, liquidation report or certification submitted to COA identified Lachica as the source of the operational inputs or as the person who implemented the programs.

Acosta answered: “There was none.”

The prosecution presented the testimony as showing a gap between Acosta’s formal role as accountable officer and Lachica’s operational role in planning, implementing and reporting the use of the confidential funds.

The prosecution said it also intends to establish that Duterte instructed Acosta to encash the P500 million in four tranches from December 2022 to July 2023 and turn over the money to an OVP security officer.

It further seeks to establish that the P500 million was not properly liquidated and that its disbursement involved violations of Joint Circular No. 2015-01.

The allegations remain part of the prosecution’s case and are subject to Acosta’s testimony and the defense’s cross-examination.

DOE announces new round of oil price increases

By Alena Mae S. Flores THE Department of Energy (DOE) announced higher pump prices this week as it expects week-on-week volatility in global oil prices to continue due to the crisis in the Middle East.

by P2.49 per liter, diesel by P3.84 per liter, and kerosene by P5.01 per liter.

The agency also reported that the country’s fuel inventory remains steady at 58.34 days.

“As for the fuel prices for this week, motorists will see an upward adjustment.... We understand that this is not the news that Filipinos would like to hear, and this is a reflection of the volatility of the global oil price,” Energy Secretary Sharon Garin said.

“Last week again showed us how quickly developments abroad can affect the energy situation here at home.

Prices increased and went down in a matter of one week. It really depends on where the negotiations in the Middle East are going,” she added.

Garin explained that diplomatic efforts between the United States and Iran have slowed, bringing uncertainty to the international oil market — specifically the Mean of Platts Singapore, the benchmark pricing for oil importers — and impacting foreign exchange rates.

“For the Philippines, this is an important reminder. Historically, we have depended heavily on imported fuel. That means a conflict thousands of kilometers away can eventually reach jeepney drivers,” Garin noted.

“We cannot change that dependence overnight...but we can plan ahead, reduce our vulnerability, and steadily build greater energy independence for the Philippines. That work is already moving forward. We continue to diversify our sources of fuel so that the country is not overly dependent on any single market.” she explained.

HE House of Representatives formally begins its scrutiny of the proposed ₱7.2-trillion 2027 National Expenditure Program with a briefing by the Development Budget Coordination Committee (DBCC).

The briefing signals the start of congressional budget deliberations, where lawmakers will review how proposed allocations will be spent and whether these will directly benefit the people.

Joining House Speaker Faustino Dy III at the briefing were House Com-

mittee on Appropriations chairperson Rep. Mikaela Angela Suansing, Senior Deputy Speaker Ferdinand Hernandez, Majority Leader Ferdinand Alexander Marcos, and other House leaders.

The House will put in place sufficient safeguards to prevent the misuse of public funds, Suansing said.

In the NEP turnover last week, Dy said the House will closely examine agency proposals, focusing not only on funding levels but also on how programs will be implemented and what results are expected to deliver for the public.

“Every peso of this budget comes from the blood and sweat of the Filipino people; therefore, your Congress will conduct a thorough deliberation in the coming months to ensure that every peso is allocated to programs that you will truly feel—programs that genuinely address the needs of our fellow citizens and our country,” Suansing said in Filipino.

“We will put in place sufficient safeguards in the budget to ensure it cannot be abused. Your Congress will ensure that the 2027 budget is one you can trust,” she added.

THE National Maritime Council (NMC) on Monday said the Philippines’ “provisional understanding” with China is a practical operational mechanism intended to ensure the successful, lawful and peaceful conduct of resupply missions to the BRP Sierra Madre at the Ayungin Shoal.

Philippine Coast Guard (PCG) spokesman for the West Philippine Sea Rear Admiral Jay Tarriela warned that the possible militarization of Bajo de Masinloc, also known as Panatag Shoal or Scarborough Shoal, could have consequences beyond the Philippines, particularly for global trade and freedom of navigation.

“Basically, that’s what the provisional understanding is all about,” NMC spokesperson Vice Admiral Alexander Lopez said in the latest press briefing.

Asked whether the understanding was contained in a document or simply verbal, Lopez deferred to the Department of Foreign Affairs (DFA) for its specific form.

“We refer to the DFA [on] what particular form,” Lopez said, adding that the arrangement constitutes an understanding between the two countries.

He stressed that the Philippines intends to continue conducting resupply missions to the BRP Sierra Madre in a lawful and peaceful manner.

On whether China has been complying with the arrangement, Lopez said Philippine authorities are focused on ensuring that the missions are conducted in accordance with what the two sides understood.

Manila Mayor Francisco Moreno Domagoso made the announcement Monday for the third tranche of the salary increase for all permanent employees of the capital city.

The effort is part of the city’s commitment to its workforce, noting that the government’s programs and longterm projects are only possible because of its employees.

Meanwhile, he reminded employees to take precautions amid the ongoing rainy season, pointing them to city clinics and health centers for doxycycline.

THE Philippine National Police are investigating the shooting incident that occurred in front of a school in Taguig City in the early hours of Monday, August 17.

Colonel Allen Rae Co said that the incident, as well as claims posted on social media about the slow response of police personnel in the area, will be investigated.

“We do not have the complete information yet about it. We will have to verify and validate this information, and rest assured that we will be providing the complete details once it has been verified,” the PNP said.

“This investigation will be conducted regarding this matter, including the non-response or no response of the PNP, if there was such an incident,” Co added.

Nonetheless, the social media post claimed that the cops’ response was slow, as well as that of the ambulance providing emergency medical response.

With that, the Southern Police District (SPD) is investigating a shooting incident that resulted in the death of one individual and the injury of another.

According to the SPD in its statement, one of the victims, a 40-year-old male, was pronounced dead on arrival at the hospital, while the other victim, a 21-year-old male, remains confined at a hospital for medical treatment.

Initial information indicates that an unidentified male suspect, wearing a black helmet, blue sweatshirt, and white pants, and reportedly riding a gray Honda Click motorcycle, was involved in the incident.

Upon receipt of the report, personnel of Sub-Station 4, Taguig City Police Station, immediately proceeded to the area, secured the scene, and conducted an initial investigation.

‘People could get hurt’: Conservationists decry AI wildlife visuals

By Najmi Mamat and Raevathi Supramaniam KUALA LUMPUR -- The black-andwhite image appears to show the unlikeliest of interactions: an orangutan cradling endangered leopard cubs deep in the jungles of Malaysia’s Sabah state.

But the viral image is not just unlikely, it is fake, part of a trend of wildlife images generated by artificial intelligence that experts warn endanger animals and people.

AFP fact-checkers have debunked scores of similar synthetic visuals, from an elephant climbing a tree to escape flooding in Myanmar to a pink dolphin leaping out of water in the Philippines.

The images are often accompanied by heartwarming anecdotes and have circulated widely in multiple languages on platforms such as Facebook, TikTok and X. They may seem more like feel-good fiction than dangerous misinformation, but experts warn hyper-realistic visuals of wild animals behaving like pets, or even like humans, can distort public perceptions of wildlife and harm conservation efforts.

“This misunderstanding can lead people to approach animals too closely or interact with them in unsafe ways,” Jose Guerrero-Casado, a zoology professor at Spain’s University of Cordoba, told AFP. He cited a widely reported incident in China’s northwest Xinjiang region in January, where a woman was attacked by a rare snow leopard after trying to get closer for a photo.

China’s forestry department said it stepped up patrols after the incident and warned the public to maintain a safe distance when encountering wild animals.

Sowing doubt Conservationists say AI visuals portraying wild animals as cute or cuddly make it harder for social media users to discern what is real and can fuel exploitation.

They increase demand for certain species “to be used in the tourism industry as photo props, exploited to make social media content or to be kept as pets”, said Chris Lewis, a researcher at the international wildlife charity Born Free.

And while the visuals could encourage some people to support animal protection, “the negative impacts outweigh that completely,” said Jenny Roberts of conservation group WWF. “People could get hurt,” she told AFP. WWF uses real images for its fundraising efforts, but fake content online “desensitizes” people to even the most incredible

original visuals, she said.

“When you do have something remarkable, people question it,” Roberts said, recounting an incident where a camera trap set up by her charity captured a tiger with five cubs in China.

Such footage had never been filmed before in the East Asian country, she said.

“But when we put the content out there, we were questioned on social media: ‘Is this AI-generated?’”

‘Major threat’ A September study in the journal Conservation Biology, co-authored by Guerrero-Casado, concluded that the rapid spread of AI misinformation and its potential to harm environmental efforts is a “major threat” to society.

The images are often accompanied by heartwarming anecdotes.

The researchers highlighted another challenge for those working in conservation: AI images “could affect the ability of people to identify species” and cause misunderstandings about the abundance and distribution of wildlife.

Scientists often mine data from citizen science platforms that accept photos and recordings of wildlife submitted by users.

But AI generation and manipulation could lead to flawed research, several experts warned in a recent commentary in the journal Nature.

They called for more robust authentication of submissions, and education of users about the risks of manipulating images and recordings.

Meta, Facebook’s parent company, and TikTok require users to label realistic visuals that have been generated or significantly altered using AI. They also say their platforms have tools that automatically label content as AI-generated.

However, AFP fact-checkers spotted multiple wildlife posts without clear labels -- even when users had already said in their captions that they were fake.

Is this cave in Turkey where Homer wrote ‘The Odyssey’?

By Burcin Gercek BORNOVA, TURKEY -- On a Turkish hillside overlooking the olive-covered slopes outside Izmir is a cave known to generations of locals as the place where Homer penned “The Odyssey”.

“This place was always called Homer’s Valley by the locals. Travellers from all over the world would come and see the cave where Homer is said to have composed his poems,” explained Turkish researcher Altan Altin, who has written a book on the subject.

In fact, nobody knows exactly where Homer wrote his epic poems and there is much mythology around the idea of his cave. Today, of course, the debate has become livelier and more immediate thanks to Christopher Nolan’s blockbuster film “The Odyssey”.

The poet has for a very long time been associated with the Izmir region of Turkey’s Aegean coast, which for most of its history was known as ancient Smyrna.

“The Smyrnaeans have the river Meles, with its lovely water, and at its springs is the grotto, where they say Homer composed his poems,” wrote the 2nd-century Greek chronicler and geographer Pausanias.

Those words have fuelled a centurieslong debate, one that continues today, about Homer’s life and the location of the river where he was thought to have been born in the year 8 BC. Remarkable precision Visiting the cave, which is filled with rocks, is not easy.

Inside, travellers have left Greek scrawled on the walls, although it is not clear how old the writing is.

Although other places, notably the Greek island of Chios, also lay claim to Homer’s origins, ancient Smyrna and its hinterland -- where Bornova is located -are closely associated with the poet.

“For me, there’s no doubt, Homer is from Bornova. In any case, he is from Ionia, which includes Smyrna and Chios.

He’s from these lands,” Altin told AFP. Ionia is the name of an ancient Greek region on Turkey’s Aegean coast.

To support his thesis, Altin pointed to a 3rd-century BC frieze depicting the deification of Homer, which he says reproduced the Bornova cave with remarkable precision.

“This bas-relief was already known, but no one had ever noticed the identical details to those found in Homer’s cave. This is the first time such a detailed geographical description came to light,” he said.

Archaeological evidence from the area also suggests a link to Homer.

“The discoveries from the excavations, especially coins bearing Homer’s likeness, show us that the inhabitants of ancient Smyrna considered the poet to be one of their own,” archaeologist Mehmet Akif Erdem said.

Homer is everywhere in this town. “’The Iliad’ and ‘The Odyssey’ were written in the (ancient Greek) dialects of Ionic and Aeolic, suggesting that ancient Smyrna and Bornova could be among Homer’s native lands,” he said.

At Yesilova Hoyuk, a Neolithic site considered to be the oldest known prehistoric human settlement in İzmir, there is a bust of Homer with the inscription: “I compiled The Iliad and The Odyssey epics on this land. I lived in Bornova.”

The town -- which already hosts a book fair dedicated to Homer and has a statue of Trojan War hero Hector in a local park -is planning to refurbish the cave and open it to visitors to capitalise on the revival of interest in the ancient poet.

“Preserving Homer’s legacy is a duty we owe to humanity. He is one of the founding fathers of literature,” Bornova Mayor Omer Eski told AFP. “The stories he tells are about this land.

PRESIDENT Ferdinand Marcos Jr. has discovered fire. Not the fire of reform— that ship sailed long ago—but literal fire.

A ₱26-billion incinerator to burn the garbage his government cannot manage.

Waste-to-Energy (WTE), he calls it. The “only solution,” he insists, because the landfills are full.

The landfills are full! As if this were divine punishment rather than two decades of deliberate neglect.

Metro Manila is drowning in floodwater and garbage, and the President’s answer is not to fix drainage, not to operate pumping stations, not to enforce easement laws. His answer is to build a furnace on the graves of Smokey Mountain’s poor and call it progress.

The causal fallacy Marcos stood before the Baclaran River—a waterway so choked with sachets it resembled a landfill with a drainage problem—and declared WTE part of his flood-control strategy. This is like prescribing amputation for a headache. The conditions coexist, but treating one does nothing for the other.

The Manila Anti-Incinerator Alliance stated the obvious: “Garbage in waterways is a waste-management and infrastructure governance failure—not a justification for incineration.” Flooding is hydrological. Waste is logistical. Conflating them is intellectual dishonesty or political desperation.

Here is where the President’s own words indict him. He admitted: “We have not done any dredging for 12 years.” Pumping stations “have never been operated since they were built.” And the fuel budget? “I no longer know where that budget went.”

So the government neglected every flood-control mechanism for over a decade, allowed pumping stations to rust, lost track of fuel appropriations—and now presents a ₱26-billion incinerator as the solution. This is not governance. This is arson dressed as policy.

The legal fog The environmental groups argue Philippine law bans incineration. They cite RA 9003 (Ecological Waste Management Act), which excludes incineration from ecological waste management. They invoke RA 8749, the Clean Air Act. They are right—but only partially.

Act as prohibiting only burning that emits toxic fumes, not all incineration absolutely. DENR Administrative Order 2019-21 created a regulatory framework for WTE facilities.

But legal permissibility is not the same as legal defensibility. The burden is on the government to prove compliance with RA 9003’s waste-diversion hierarchy— reduce, reuse, recycle, compost, recover, then dispose of residuals. That burden has not been met. It has not even been acknowledged.

Corporate carnival Enter Kanadevia Corp., the Japanese technology partner, and Philippine Ecology Systems Corp., the local operator with ten environmental compliance notices since 2022. A company that cannot keep its existing operations compliant is now entrusted with a ₱26-billion incinerator in a densely populated urban poor community.

MAIA alleges—credibly and chillingly—that the project has already produced “forcible displacement, intimidation, and mobility restrictions.” Security personnel are reportedly pressuring residents to accept “voluntary” exit arrangements.

Voluntary the way a mugging is voluntary when resistance is worse.

The waste pickers who for generations have recovered recyclables and diverted waste from disposal are being told their livelihoods are obsolete. An incinerator needs fuel—and recyclables burn beautifully. Burn-or-pay contracts could lock Metro Manila into guaranteed waste generation, making RA 9003’s waste-reduction mandates economically inconvenient.

Governance vacuum COA’s audit findings are a monument to institutional incompetence. Flood projects delayed up to 676 days. ₱37.41 million in commitment fees paid for unused loans. A 12% accomplishment rate for flood reduction.

Marcos says the “technical side” is done. Of course it is—the Japanese will sell you the technology. The hard part is governance: segregation, collection, enforcement, maintenance, transparency.

The hard part is admitting no incinerator will stop a sachet from entering a river.

What must happen First, separate WTE from flood control.

It is a residual waste project, not a flood solution.

Second, fix flood infrastructure. Repair trash traps. Operate pumping stations. Fund fuel. Dredge rivers. Enforce easement laws. Audit every flood fund peso. Prosecute those who cannot account for missing appropriations.

Third, enforce RA 9003 before approving WTE. Show measurable improvement in segregation, recycling, and collection.

If the government cannot manage source reduction, it has no business managing incineration.

Fourth, release the contracts. The public deserves tipping fees, tariffs, guaranteed waste volumes, ash-disposal plans, emissions models, health assessments, displacement plans. Transparency is a constitutional obligation.

Fifth, protect waste pickers. Integrate them into the formal system. Compensate them. Do not burn their livelihoods.

Sixth, conduct an independent environmental impact assessment—not a DENR rubber stamp.

The verdict The incinerator is not a solution. It is a distraction—a shiny, expensive excuse to avoid the unglamorous work of governance.

Marcos wants to burn the evidence of his failures. He wants to incinerate the garbage his government refused to manage and call it innovation. He wants to build a monument to corporate profit on the backs of the poor.

The floods will continue. The pumps will remain idle. The fuel budgets will vanish. But the incinerator will burn— and somewhere in Malacañang, they will call it progress.

May the rule of law rise from the ashes.

Mustafa Kocyigit, who runs the Gargantua bookshop in Izmir, said the success of Nolan’s film has revived interest in Homer and boosted sales of the poem “The Odyssey”.

“I knew Homer was from these lands, but I didn’t know he was specifically from Izmir. We are incredibly lucky,” said teacher Safak Tosun outside one of the city’s cinemas where the film is showing.

“I feel proud, honoured and deeply privileged to be his fellow countryman.”

For the researcher Altin, there are clues in Homer’s writing that he says shows the

poet came from the area.

“When you dive into the Iliad, you really understand that Homer was an Anatolian. You find anecdotes and cultural references that are completely unknown elsewhere,” he said.

He believes Homer’s origins should not stir up rivalry between Turkey and Greece.

“Homer is 2,800 years old, while the Turkish-Greek border is only a century old,” he shrugs.

Russia was one of the few countries that backed Myanmar after the 2021 military coup that ousted the democratically elected government of Aung San Suu Kyi, triggering a civil war estimated to have killed more than 100,000 people.

Min Aung Hlaing was installed as Myanmar’s president in April following stage-managed elections dismissed as a sham by Western nations and democracy watchdogs.

The Russia trip aims to “further consolidate the longstanding friendly and close relations between Myanmar and Russia and to enhance strategic cooperation”, notably on security and the economy, the Myanmar presidency said in a statement.

The Myanmar military uses Russian-made jets against rebel factions and is also accused of targeting civilians in attacks some conflict monitors say amount to war crimes.

Myanmar and Russia signed a five-year military cooperation pact in February, although details were scant.

Min Aung Hlaing, who is accompanied by other senior officials, flew out of Naypyidaw on Monday morning, his office said.

He will meet Russia’s prime minister, the speaker of the lower house of parliament, the State Duma, and attend a Myanmar-Russia economic forum.

BAY, Indonesia – Thousands of people displaced by a powerful earthquake in eastern Indonesia awaited much-needed aid on Monday as they camped out at schools, police stations and government offices, with many stuck outside.

All that remain for Colombia’s bereaved CALI, Colombia – In Torres del Limonar, a Cali residential complex that collapsed in Monday’s earthquake, people pick through rubble to recover victims’ belongings and return them to grieving families.

Marlene Nino, a 70-year-old retired lawyer who lost her sister Doris, said she felt grateful for the volunteers who helped recover some of her photos from the ruins.

“We’re left with the memories,” she told AFP as she showed a picture of herself with her sister and other relatives. “They have an enormously great sentimental value.”

She feels a mix of “joy, sadness and

nostalgia,” she said.

The building’s management is overseeing the recovery of belongings, as hopes fade that any more survivors will be found.

Doris Nino was 72 and lived alone.

She was about to leave for a dentist appointment when the disaster struck and her building collapsed.

Several of her nephews joined the search effort as volunteers, digging with their bare hands until they found her body next to what was left of the kitchen.

“When we found her, she had already died,” Marlene Nino said. “We want to believe that she didn’t suffer.”

Her sister is one of nearly 300 killed in the strongest earthquake of the century in Colombia.

More than 100 people remain missing, but rescue operations have been called off in many buildings.

Almost a week after the quake, fatigue and anguish have taken a tough toll on volunteers and the families of the dead and missing.

Colombia has activated a national network to offer counseling, both online and in person, to help people cope.

The 7.7-magnitude quake early on Saturday killed 53 people and injured more than 100. Rescue officials have said there are no reports of people missing.

However, the number of people unable to return to their homes had risen to 12,800 by Monday morning, dispersed among several towns on Flores island, Berton Suar Pelita Panjaitan, spokesman for Indonesia’s BNPB national disaster agency, told AFP. Many Flores inhabitants slept outside for a second night in a row, afraid to go home as hundreds of aftershocks rumbled through the area.

AFP saw several residents of the small town of Mbay, in Nagekeo regency nearest the epicenter, camped out in makeshift tents they had erected using tarpaulins and poles.

“Our houses are no longer livable, because many have collapsed and are full of cracks, so we can’t go inside anymore,” Mbay resident Junaidin, 32, told AFP outside his self-made tent that was sleeping about 30.

“We only go back home to get water, clothes, pillows, and then we... spend the nights here.”

Many Flores residents have traumatic memories of another 7.7-magnitude quake that hit the island in 1992, triggering a tsunami and killing about 2,500.

“We’re on our own here,” said Junaidin, who like many Indonesians has one name.

He expressed frustration with a perceived lag in the arrival of aid while the nation celebrated Independence Day with pomp and ceremony in the capital Jakarta.

“As for help from the government, there hasn’t been any -- no tents, no medicine, no food, no drinking water, nothing,” said Junaidin. AFP

Food safety crackdown snares Mumbai’s famed restaurants MUMBAI – When food safety inspectors raided a Mumbai dessert parlor famed for its ice cream sandwiches last month, they found rats, houseflies and expired flavoring agents.

At another beloved restaurant known for slow-cooked mutton and beef stews, they discovered meat stored in filthy containers, greasy floors and open windows that could let in insects and crows.

Both eateries were ordered shut in the toughest crackdown in years on restaurants in the megacity of more than 20 million people.

Residents of India’s financial capital are fiercely protective of their food culture, but many have welcomed the closure of some of the best-known establishments over a lack of hygiene.

Much of the campaign has been driven by Tukaram Mundhe, the new head of Maharashtra state’s food safety regulator.

“If they are abiding by the law... they have nothing to fear. And those who do not, they have no place to hide,” Mundhe told AFP. In July alone, his office inspected nearly 900 businesses and temporarily suspended more than 100 licenses.

The sweep has targeted everything from top eateries and luxury hotels to canteens at elite institutions, including the nearly century-old Cricket Club of India.

IN BRIEF Ukrainian missile strikes kill 6 in Russia’s Belgorod MOSCOW – Ukrainian missile strikes killed six people and wounded four others, including a child, in Russia’s Belgorod region, the acting governor said Monday.

With frontline fighting at a near standstill and talks frozen, the warring countries have significantly stepped up missile attacks, pushing the civilian death toll to its highest levels since the war’s first months in 2022.

“Ukrainian terrorists attacked the village of Koloskovo, Valuysky district, with missiles,” Belgorod acting governor Alexander Shuvaev said on the state-backed MAX platform. Koloskovo is about 15 kilometers (10 miles) from the Ukraine border.

The attack, which Shuvaev said burned a “structure” and damaged a vehicle, came a day after Russia and Ukraine carried out missile and drone strikes deep inside each other’s territory that killed 19 people on both sides.

India temple stampede kills seven – authorities PATNA, India – A stampede at a Hindu temple in India’s eastern Bihar state killed at least seven people and injured 19 others on Monday, officials said.

Deadly stampedes are a common occurrence at big Indian gatherings and religious festivals, mainly due to poor crowd management.

The incident occurred at the Ashok Dham temple in Bihar state’s Lakhisarai district, where a massive crowd had gathered to pay homage to the Hindu deity Shiva.

The stampede was triggered after rumors spread that an electric pole had fallen on devotees inside the temple premises, district magistrate Shailendra Kumar told AFP. “The situation is under control now,” Kumar said, confirming the casualties.

Around 19 others were undergoing hospital treatment, he added. AFP

Australia’s mushroom killer appeals conviction SYDNEY – Australian toxic mushroom killer Erin Patterson launches an appeal Wednesday against her conviction in a triple-murder case that made headlines worldwide.

The 51-year-old was found guilty last year of murdering her husband’s parents and an elderly aunt in 2023 by serving them a beef Wellington lunch laced with lethal death cap mushrooms.

Patterson was also convicted of the attempted murder of her husband’s uncle, a small-town local pastor who survived the beef-and-pastry dish after weeks in hospital.

A judge sentenced her to life imprisonment, eligible for parole after 33 years.

Over two days, three judges at the Court of Appeal in Melbourne will hear two appeals: Patterson’s attempt to overturn her conviction and the prosecution’s demand for a stiffer sentence.

Alas Girls cap breakthrough run in worlds on high note SANTIAGO, Chile—Built on just days of preparation and modest financial support, Caera Celis, Xyz Rayco, Jhaynna Bulandres, Irish Mahinay, Khaira Manzano and the rest of Alas Pilipinas Girls reached uncharted territory.

At the FIVB Volleyball Girls’ U17 World Championship, Alas Pilipinas— supported by the Philippine Sports Commission, Philippine Olympic Committee, and Asics—showed the talent and resolve to compete among the best, entering the tournament ranked No. 25 and finishing in 15th spot.

The Alas Pilipinas Girls closed the tournament on a high, shaking off early troubles to defeat Czechia, 2125, 25-22, 25-14, 25-22, on Sunday at Parque Estadio Nacional.

The victory capped a campaign that included a historic berth in the Round of 16 and gave the Philippines its best finish in any volleyball world championship.

Celis noted that while every moment of the tournament was special, nothing beats the feeling of winning.

“We learned a lot from every game, even when we made mistakes,” Celis said. “But the victories were for sure the most fun we had here.”

Celis, who scored 25 against Czechia, had a tournament average of 18 points per match. She matched the tournament’s third-highest total score of 162 and was fourth in total attack points at 141.

Rayni Merab Mondesi Arias of the Dominican Republic topped both departments with 217 attack points and 235 total.

Rayco, meanwhile, matched the ninth-best total in the tournament for successful receives at 38, while averaging 9.33 points. Nadeth Herbon matched the 14th-best total at 33.

Chinese Taipei’s Ting-yi Chen had the highest total of 88.

Herbon, who played outside hitter twice while taking the role of libero in the other matches, was 11th in the digs department with 95. Peru’s libero Vannia Giordana Adrianzen Ocrospoma led the field with 166.

Mahinay had 15 aces to match the sixth-highest total. Italy’s Beatrice Scalzotto topped the list with 23.

While they are being celebrated back home for breaking new ground, the team that also features Madele Gale, Megan Hernandez, Sharina Rhyza Lleses, Nadeth Herbon and Resty Olaguir was quick to keep the focus on the experience they shared rather than comparisons with previous national teams.

The Alas Pilipinas team featuring Marck Espejo and Bryan Bagunas came within a couple of points of reaching the Round of 16 before finishing 19th at last year’s FIVB Men’s World Championship. The 1974 Philippine women’s team placed 18th in the 1974 FIVB Women’s Volleyball World Championship in Mexico.

MPBL games postponed due to heavy rains THE SportsPlus MPBL (Maharlika Pilipinas Basketball League) 2026 Season games scheduled on Monday at the Malolos Convention Center in Bulacan have been postponed due to intermittent heavy rains and possible flooding in the area.

2 separate Gilas PH teams for FIBA World Cup, Asiad

ILAS Pilipinas is training two separate teams as it gears up for the fourth window of the 2027 FIBA World Cup Asian Qualifiers and the 2026 Asian Games in Nagoya, Japan.

Two Gilas units have begun practicing at the SMC facility on Monday, with national head coach Tim Cone overseeing the preparations for the World Cup qualifiers while a separate coaching staff handles the training for the Asian Games.

Cone is working with LA Tenorio and Sean Chambers for the World Cup qualifying team, while Jong Uichico, Richard Del Rosario and Josh Reyes oversee the Asiad squad.

“We’re gonna have two pretty much separate teams. One for the window and one for the Asian Games. That’s pretty much the plan,” Cone said.

“We’re going to practice separately.

The plan is for me to handle the window until we get it done and to

transfer to the Asian team. In the meantime, Richard, Josh, and Jong will handle the Asian Games.”

Naturalized player Justin Brownlee, who returned to practice after recovering from the hamstring injury that limited him during the third window of the qualifiers, is expected to play for both squads.

The World Cup qualifying team also features Gilas mainstays Dwight Ramos, AJ Edu, Carl Tamayo, Kevin Quiambao, and June Mar Fajardo, who had to postpone his planned national team retirement due to the squad’s depleted frontline in the absence of Kai Sotto, Quentin Millora-Brown, and Mike Phillips.

Holding a 2-4 record heading to the crossover round, the Nationals

will face Jordan on August 28 before taking on Iran on August 30.

However, none of the overseasbased players will be available for the Asian Games, which is not sanctioned

by FIBA, forcing Cone to rely on an all-PBA roster alongside Brownlee in its bid to defend the Asiad title.

Among those ruled out of the Asiad team are Sotto, Ramos, Edu, Tamayo, Quiambao, Millora-Brown, Phillips, and Jamie Malonzo.

“None of the Japan and Korean players can play in the Asian Games, so we just decided to pretty much bring an all-PBA contingent to the Asiad along with Justin (Brownlee),” Cone said.

Naturalized player candidate Bennie Boatwright remains under consideration, although his inclusion depends on whether he can secure his Philippine passport in time.

“So aside from that, it’s going to be Justin and an all-PBA team,” said Cone, who hinted that some members of the 2023 championship team may not return as the coaching staff looks to introduce new faces to the Asiad roster.

The PBA players who were part

of the Gilas core are Fajardo, Scottie Thompson, RJ Abarrientos, CJ Perez, Juan Gomez de Liaño, Chris Newsome, Troy Rosario, and Justine Baltazar.

Other PBA stars listed in the initial 30-man pool are Robert Bolick, Adrian Nocum, Justin Arana, Jordan Heading, Zavier Lucero, Jason Perkins, Sedrick Barefiel, Caelan Tiongson, Brandon Ganuelas-Rosser, and Brandon Bates.

Gilas has already shown that an allPBA squad can compete at the Asian Games, as Cone steered the team to the gold in the 2023 Hangzhou edition with a 70-60 victory over Jordan in the final that ended a 61year title drought.

The Philippines is bracketed with China, Kazakhstan, and Bahrain in Group C of the Asian Games basketball tournament, which is set to fire off on September 10.

Gilas will first travel to South Korea on September 3 for two friendly matches against the Korean national team before leaving for Nagoya on September 7.

Top-ranked Scheffler powers to PGA St. Jude Championship win WASHINGTON—World number one Scottie Scheffler powered to an eight-stroke victory in the St. Jude Championship on Sunday, capturing his first PGA Tour title since January.

The American launched the tour’s FedEx Cup playoff series in convincing style, shrugging off an early bogey to card five birdies in a four-under par 66 for a 17-under par total of 263 at TPC Southwind in Memphis, Tennessee.

The more than six-month gap since his last victory was the longest he’s gone between titles since 2023, when he won the Players Championship in March and didn’t return to the winner’s circle again until the Hero World Challenge in December.

Although he’s enjoyed a statistically superb year, missing just one cut, Scheffler admitted that couldn’t compare with hoisting a trophy.

Sabalenka squeezes out win on 6th match point CINCINNATI—World number one Aryna Sabalenka needed six match points to subdue Talia Gibson on Sunday and join reigning Grand Slam champions Elena Rybakina and Mirra Andreeva in the third round of the Cincinnati Masters.

Australia’s Gibson saved five match points in the 12th game of the second set before Sabalenka came through in the tiebreaker, managing a final winner to get the job done 6-2, 7-6 (7/2) in just under two hours on a windswept Grandstand Court.

“I’m super tired, this is crazy weather,” Sabalenka said. “Talia played great tennis and was more aggressive in the second set.

“She put more pressure on my service games. I’m glad I stayed calm and pulled it out in straight sets.”

OUR Filipino fighters delivered a perfect gold-medal haul for Samahang Kickboxing ng Pilipinas at the 2nd Cross-Strait Cities Kickboxing Invitational Tournament held recently in Sai Kung, Hong Kong.

Aime Ramos and Gretel de Paz ruled their respective full-contact divisions, while Dave Justin Galas and Shiandris Nganhayna emerged victorious in the K1 competitions.

Ramos captured the women’s 48-kilogram full-contact gold medal, with De Paz topping the women’s 56kg category. Galas triumphed in the men’s 51kg K1 division, while Nganhayna claimed the women’s 54kg K1 crown.

The Filipinos completed a flawless campaign as all four members of the delegation returned home with gold medals.

The achievement was particularly memorable for Galas and Nganhayna, who both made successful international debuts. Galas also celebrated his birthday while representing the country in the tournament.

“Four athletes, four gold medals, one proud Philippine team,” the SKP said in a statement.

“Your hard work, discipline, courage and determination have made the Philippines proud.

Keep fighting, keep inspiring and keep bringing honor to the country,” the national kickboxing association added.

The victorious delegation was guided by coaches Roselyn Hung, Bryan Olod, Camilo Señeres, Rex de Lara, Larry Baluyan and Randy Caluag, whose preparation and ringside support helped the Filipino fighters complete their four-gold sweep.

ASH remittances from overseas Filipino workers (OFWs) grew 1.7 percent to $3.04 billion in June 2026 from $2.99 billion a year ago amid softer economic conditions and geopolitical uncertainties, data from the Bangko Sentral ng Pilipinas (BSP) showed Monday.

The June figure was higher than the $2.71 billion registered in May and marked the highest monthly inflow in the first half of the year since the $3.02 billion posted in January. The increase, however, was the slowest recorded in the first six months.

Reyes Tacandong & Co. senior adviser Jonathan Ravelas said the

slower growth reflected a moderation in remittance inflows rather than a cause for concern, noting that remittances continue to expand and remain resilient.

“A combination of base effects, softer economic conditions in some host countries, geopolitical uncertainties in parts of the Middle East, and

timing-related factors likely weighed on growth during the month,” he said.

Land-based OFWs accounted for the bulk of cash remittances at $2.48 billion, while sea-based workers contributed the remaining $560 million.

The BSP said the United States remained the top source of remittance inflows in June, followed by Singapore and Saudi Arabia.

Personal remittances, which include cash sent through banks and informal channels, as well as in-kind remittances, rose 1.8 percent to $3.39 billion in June from $3.33 billion last year.

Overall cash remittances reached $17.15 billion in the first half, while personal remittances amounted to $19.12 billion as of end-June.

FPH rejects KKR’s bid to acquire 8.43% First Gen stake

By Jenniffer B. Austria and Alena Mae S. Flores LOPEZ-OWNED First Philippine Holdings Corp. (FPH) rejected a non-binding proposal from global investment firm Kohlberg Kravis Roberts & Co. L.P. (KKR) to acquire an 8.43-percent stake in First Gen Corp., the company said in a disclosure to the Philippine Stock Exchange Monday.

FPH said it sent a letter informing KKR that it had decided not to pursue the proposal, under which KKR would have acquired part of FPH’s shareholding in First Gen and launched a voluntary tender offer for the power firm’s public float at P35 apiece.

“After careful deliberation and consideration, FPH has determined that KKR’s proposal does not represent FGEN’s true value,” FPH said.

Under the proposal, KKR would have acquired FPH’s 8.43-percent stake in First Gen, entered into a shareholders’ agreement and launched a voluntary tender offer for First Gen’s entire 11.67-percent public float, supporting a petition for the company to voluntarily delist from the PSE. KKR currently holds a 19.9-percent stake in First Gen. First Gen and FPH said in separate disclosures that the proposal was non-binding and created no legally binding obligations. First Gen confirmed last week that FPH had received the proposal and was evaluating it before Monday’s rejection.

First Gen reported attributable recurring net income of P8.7 billion for the first half of 2026, up slightly from P8.6 billion in the same period last year. The increase came despite the sale of its 60 percent stake in its natural gas portfolio to Razon-led Prime Infrastructure Capital Inc. in November 2025.

The project includes a 624-meter, two-lane entry ramp toward Baguio City via TPLEX and a 681-meter, two-lane exit ramp toward Tarlac City and adjacent municipalities, a toll plaza, drainage facilities, slope protection, utilities, streetlights and other supporting structures.

BCDA said it expects to complete the expansion within 240 calendar days, or by the second quarter of 2027.

Tarlac Governor Christian Tell Yap said the project would improve accessibility for residents and businesses and support the province’s continued economic growth.

The interchange is expected to improve access to major development areas, including the Luisita Industrial Park, Ayala Land’s Crescendo and Aboitiz Infracapital’s TARI Estate.

Metro Pacific Bulacan Water restores full capacity at San Jose del Monte plant METRO Pacific Bulacan Water (MPBW) said Monday it has restored 10 million liters per day (MLD) in water production at its Water Treatment Plant 2 (WTP2) in San Jose del Monte, Bulacan, bringing output back to its 30 MLD design capacity following the completion of raw water tank cleaning.

MPBW, a unit of Metro Pacific Water (MPW), said it completed the tank cleaning on Aug. 7 and fully restored the additional capacity the following day. Accumulated sludge had earlier reduced output to about 20 MLD. The restored capacity is expected

to improve water supply for about 10,000 households in higher-elevation areas of San Jose del Monte, including Mulawin, Guijo, Yakal, Narra, Poblacion, Poblacion 1, Sto. Cristo and Minuyan 1 to 5.

MPBW chief operating officer Roldan Pineda called the recovery an important improvement but said broader rehabilitation of the city’s water system remains necessary.

“We need to rehabilitate the treatment plants while simultaneously fixing the distribution network so that the water we produce can actually reach San Joseños,” he said.

PH stocks slip to 6,261 as ‘ghost month’ dulls investor sentiment

HE Philippine Stock Exchange index, or PSEi, fell Monday as investors remained cautious entering the Ghost Month, a period traditionally associated with subdued trading.

The peso also depreciated slightly against the U.S. dollar, closing at 61.50 compared with 61.45 on Friday.

The main benchmark dropped 35.50 points, or 0.56 percent, to 6,261.80.

The broader all shares index slipped 6.30 points, or 0.18 percent, to 3,432.87.

“The local index ended lower as market remained choppy amid subdued trading activity.

Investors stayed on the sidelines awaiting fresh positive catalysts to drive market sentiment,” said Luis Limlingan, head of sales at Regina Capital Development Corp.

Among sectoral gauges, mining and oil posted the largest gain, rising 3.4 percent, while industrial advanced 1.21 percent. Financials gained 0.84 percent.

Conversely, services dropped 1.48 percent and holding firms fell 1.25 percent. Property declined 0.76 percent.

Trading volume was light, with total turnover reaching P4.59 billion. Foreign investors were net sellers, with net outflows at P222.4 million.

Despite the main index decline, market breadth was positive: 113 stocks advanced, 85 declined, and 58 remained unchanged.

Fast-food giant Jollibee Foods Corp. was the top index gainer, rising 2.9 percent to P159.60, while conglomerate Ayala Corp. lagged, falling 3.13 percent to P495.

Visayas, Mindanao grid alerts may persist, says DOE

National Grid Corp. of the Philippines placed the Visayas grid on red alert Monday from 5 p.m. to 8 p.m., warning of possible rotating power outages as forecasted available capacity stood at 2,334 megawatts compared with a peak demand of 2,413 MW. DOE Undersecretary Mario Marasigan said the expected return of the Therma Visayas power units has been delayed by another week from its

original late-August schedule.

“So, for next week, what we are seeing is that we will remain to have yellow alerts in the afternoon for both Visayas and Mindanao, but we might have as well red alerts during the evening time,” Marasigan said.

NGCP also placed the Visayas grid on yellow alert from 4 p.m. to 5 p.m. and from 8 p.m. to 9 p.m.

About six plants have been on forced outage since August, one plant since July, three since June, seven since May, one since March, three since 2025, two since 2024, two since 2023, and one since 2021. Meanwhile, 14 plants are running on derat-

ed capacities, making a total of 810.3 MW unavailable to the grid.

Factors contributing to the red and yellow alerts in the Visayas grid include the unavailability of the region’s large coal plants, TVI 1 and TVI 2, and limited power imports from Mindanao, primarily due to coal plant outages and high system demand in Mindanao.

A red alert status is issued when power supply is insufficient to meet consumer demand and the transmission grid’s regulating requirement. A yellow alert is issued when the operating margin is insufficient to meet the transmission grid’s contingency requirement.

The media and entertainment company reported consolidated revenue of P6.88 billion in first six months ended June, down 17 percent from the same period in 2025.

ABS-CBN attributed the decline in advertising revenue partly to the absence of the election-related advertising that boosted revenues in 2025.

The company also cited global developments that affected consumer sentiment and the domestic economy.

It said the decline in revenues was largely driven by weaker results from its cable TV and broadband business, which accounted for most of the drop in consolidated revenue.

Content production and distribution business generated P5.76 billion in revenue, down 9 percent year-onyear.

The first half of 2026 also had fewer major movies and live events compared with the same period last year.

The impact was partly offset by higher consumer sales and growth in international syndication and coproductions.

ABS-CBN said its entertainment slate is expected to support revenues in the second half of the year. Star Cinema released Tayo Sa Wakas in May, while BINI launched its world tour in June following the group’s appearance at the Coachella Valley Music and Arts Festival in April.

The BINI world tour will run through the second half of the year, while additional films and live events are scheduled for release.

“Revenues are expected to improve over the balance of the year,” the company said.

Despite the weaker first-half results, the company’s improved recurring earnings before interest, taxes, depreciation and amortization ( EBITDA) in content production and distribution and lower operating expenses point to efforts to manage costs while rebuilding revenue momentum.

MREIT eyes prime assets in Uptown Bonifacio MREIT Incc. is looking to acquire prime assets within the 15.4-hectare Uptown Bonifacio, owned by the parent firm Megaworld Corp., to anchor its sixth wave of asset infusions.

MREIT and Megaworld chief investor relations officer Jeffrey Lucero said the planned Wave 6, targeted for next year, will also enable the real estate investment trust to expand its portfolio beyond the 1-million square meter target.

Lucero said this will include selected assets with the mixed-use township Uptown Bonifacio in Taguig City. The final assets however remain subject to management approval, due diligence and further studies.

“The next wave will already include some of our Crown Jewel assets here in Uptown Bonifacio subject to management approval and all the due diligence work,” Lucero said.

BYD chairman visits Manila BYD Co. Ltd. president and chairman Wang Chuanfu visited the Philippines, underscoring the company’s plans to deepen its engagement in the local market as demand for electric vehicles (EVs) continues to grow.

CREC’s first-half income jumped 92% to P1.2b CITICORE Renewable Energy Corp. on Monday reported that its net income jumped 92 percent to P1.2 billion from P630 million in the same period last year, led by the substantial, high-margin contribution of newly energized plants.

Earnings before interest, taxes, depreciation and amortization (EBITDA) rose 63 percent to P1.5 billion, outpacing the 4-percent growth in revenues to P2.7 billion.

Profitability strengthened, with gross margin expanding to 51 percent from 32 percent and EBITDA margin rising to 55 percent from 35 percent in the prior period.

Electricity sales continued to anchor CREC’s growth, contributing 87 percent of total revenues, while the company made significant progress in shifting its revenue mix toward long-term, government-backed renewable energy contracts.

NEA lauds ZAMCELCO for lower system loss STATE-OWNED National Electrification Administration (NEA) lauded the Zamboanga City Electric Cooperative for reducing its system loss, citing it as a successful model for other power distributors.

NEA administrator Antonio Mariano Almeda said the agency initiated analytics-driven activities early this year to reduce or eliminate non-technical system losses in electric cooperatives exceeding the limit set by the Energy Regulatory Commission.

“I am glad to restate that the measures taken show great promise,” Almeda said.

“Case in point, the Zamboanga City Electric Cooperative, otherwise known as ZAMCELCO, was able to reduce its system losses from around 20 percent in January 2026 to around roughly 13 percent in July of 2026,” he said.

ZAMCELCO remains the primary

distributor of electricity in the City of Zamboanga, covering 90 barangays energized and serves about 120,000 active member-consumers.

“Our experience in ZAMCELCO and other ECs now serves as the foundation for developing an institutionalized program to support and implement the envisioned system loss law, should this mandate the prohibition of system loss from pilferages to be passed on to the consumers,” Almeda said.

Almeda said ZAMCELCO achieved positive results after infusing capital and investing to improve service to member-consumers.

“ZAMCELCO was hopeless before; its system loss was at 20 percent to 23 percent. All we did was look for those who didn’t have meters. I told the investment manager to infuse capital, jack up their collection and reduce system loss,” Almeda said.

DoubleDragon sees stronger 2nd half on new projects

By Jenniffer B. Austria DOUBLEDRAGON Corp. expects a stronger second half of 2026 as new malls, warehouses, supermarkets and Hotel101 properties begin contributing to recurring revenues and core earnings, the company said Monday in a disclosure to the Philippine Stock Exchange.

DoubleDragon’s core net income jumped 161.89 percent to P2.41 billion in the first six months of the year, while core revenues rose 70.2 percent year-on-year. Consolidated revenues increased 23 percent to P8.55 billion.

The company plans to open three CityMall community malls, two CentralHub warehouse complexes and five MerryMart supermarkets in the second half of the year. It also expects to open three Hotel101 properties: the 519-room Hotel101-Davao, the 548room Hotel101-Cebu and the 482room Hotel101-Niseko Hokkaido in Japan.

These projects will contribute to the group’s total revenues, DoubleDragon said. The company added that stronger contributions from leasing properties, new openings and Hotel101 unit sales will further boost its recurring operating income.

DoubleDragon earlier reported plans to establish a S$300 million Singapore hospitality real estate investment trust, which it said would support the expansion of the Hotel101 platform.

SSS offers emergency loan for storm victims

LONG before typhoons make landfall, before storm surges threaten coastal communities, and before migratory birds arrive at their seasonal refuge, there are people already knee-deep in mud, tending mangroves under the scorching sun.

They are called Bakawan Warriors.

They are not soldiers, nor are they often in the spotlight. They are environmental stewards and conservation partners working alongside the Department of Environment and Natural Resources–National Capital Region (DENR-NCR) to conserve, restore and protect Metro Manila’s remaining mangrove ecosystems,

the natural barriers that protect communities from flooding, storm surges, coastal erosion and the impacts of climate change.

In observance of the International Day for the Conservation of the Mangrove Ecosystem on July 26, with the global theme “Intact Mangroves, Protected Future,” DENR-NCR honors these unsung environmental champions whose work goes far beyond planting mangrove seedlings.

They conduct regular monitoring, remove marine litter, maintain mangrove plantations, support wildlife conservation, report environmental violations and educate communities on the importance of protecting coastal ecosystems. (To be continued) DENR News

Strong El Niño set to push 49m more people into acute hunger N EARLY 50 million more people in highly vulnerable communities globally are set to be pushed into acute hunger because of the strengthening El Niño weather phenomenon, the UN World Food Program (WFP) said last week.

In response, the agency and partners are boosting efforts in eight countries to protect some of the most vulnerable communities who are already struggling with poverty, conflict, joblessness and repeated climate extremes.

Priorities include preparing for floods, droughts and storms before

they hit.

“El Niño is a massive threat to the food security of millions who are already vulnerable,” said Carl Skau, WFP’s Acting Executive Director.

“The sooner we help families to prepare for these climate shocks, the greater our ability to save lives and protect livelihoods.”

But it will also affect everyone because of climate change,” she said in 2020. “The struggle we do is for all humanity.”

Joan Carling, Philippines Carling grew up in the mineralrich mountains of northern Philippines, where a scramble for natural resources–much of it on Indigenous land–would leave a lasting impression.

A member of the Kankanaey tribe, she has devoted her life to helping Indigenous Peoples assert their rights over their traditional territories. With her support, communities have pushed back against a suite of ecologically damaging mega-projects, from mines to dams.

For her efforts, she was branded a “terrorist,” but that did little to dissuade her.

“Indigenous leaders are jailed and killed, while communities are powerless. It’s heartbreaking, but it has also strengthened my commitment,” she told UNEP after being named a Champion of the Earth.

“Our plea to coastal LGUs and interest groups and volunteers in Bohol: please coordinate with the Municipal Agriculture Offices or the Municipal Environment and Natural Resources Office on where you intend to plant so that you could be given the proper assessed area, and the kind of mangrove species fitted for the site,” Pelindingue said.

She said seagrass beds may appear to be open, unused areas, but they are a distinct ecosystem that works together with mangroves and coral reefs.

Planting mangroves in healthy seagrass beds disrupts that balance, she said.

Mangroves are salt-tolerant trees, shrubs, palms and ferns— including nipa palms—that grow in the inter tidal zones of tropical and subtropical coastlines, where they are regularly flooded by seawater and grow in waterlogged soils.

“Surviving this harsh environment, mangroves use specialized prop roots, stilt roots, or aerial roots that provide support and allow oxygen uptake in waterlogged soils, in areas that are alternately flooded and exposed by the tides,” Pelindingue said.

“The same root systems also make mangroves better at providing coastal protection by reducing effects of storm surges, waves, erosion and flooding, while at the same time, providing for a nursery habitat for fish, crabs, shrimps, shellfish and supporting fishing, ecotourism, livelihoods by sustainable harvesting, and even providing habitat for several land species, domestic and migratory birds,” she said.PIA Bohol

The superhero film fronted by Tom Holland and his real-life wife, Zendaya, has brought in more than $2 billion globally since its July 31 release, according to industry watcher Exhibitor Relations.

It is now Sony Pictures’ highest-grossing film ever, according to The Hollywood Reporter.

The latest Marvel blockbuster had the biggest debut weekend of all time at the domestic box office, when it earned $360 million, topping Disney’s 2019 Avengers: Endgame for the record on a non-adjusted-for-inflation basis.

The film, directed by Destin Daniel Cretton, follows Peter Parker as he struggles with changes to his powers and lives in isolation after erasing his identity.

INTERNATIONAL music star and Black Eyed Peas co-founder Apl.de.ap has partnered with GMA Music for the worldwide distribution and release of his upcoming three-track EP. The deal was signed Aug. 14 at the GMA Network Center, with GMA Music handling the EP’s global distribution and release strategy.

The project explores national pride, Filipino identity, cultural unity, and the global Filipino spirit, with OPM serving as its musical foundation.

Leading the EP is “Why,” a collaboration between Apl. de.ap and OPM rock icon Bamboo. The tracklist also includes “Turn Around” with J. Rey Soul and “Pinoy United” with Datu Khomeini.

NTON Vinzon is making the most of his biggest break yet, headlining GMA’s toprating afternoon soap opera

Kamao.

In a recent interview, Vinzon expressed gratitude to GMA and Cornerstone for trusting him with the project after his Pinoy Big Brother stint.

“I’m really thankful to God and, of course, GMA and Cornerstone for making this happen,” he told reporters.

“It’s a nice feeling that the show is receiving positive feedback from avid viewers, especially when it comes to the acting.”

Vinzon credited directors L.A. Madridejos and Richard Arellano for teaching him that every scene matters, whether big or small.

“I’ve learned a lot from each scene that I made,” he shared.

“Actually, the small ones matter more because you’ll see the viewers’ instant expression or reaction.”

The 18-year-old keeps his focus on discipline and physical preparation as ‘Kamao’ continues to gain strong afternoon ratings Vinzon remains focused on his craft.

“Whatever happens to my career in the coming days, I’ll remain thankful to God for giving me this wonderful opportunity to topbill a program that avid TV buffs strongly support,” he ended.

Preparing for his role as boxer Makmak required Vinzon to take his physical training seriously. He regularly went to the gym, even after taping sessions that ended around midnight.

“My dad (Roi Vinzon) already called my attention. He advised that I stop the routine since I’m already tired after taping,” he recalled.

Vinzon, however, remained determined to make his portrayal convincing.

“I don’t want to be the viewers’ laughing stock because I am lousy in my performance. Social media can be harsh, and I’m very much aware of that,” he explained.

Playing Makmak has even inspired Vinzon to pursue amateur boxing in real life.

“I really want the people to see my dedication to paint an accurate portrayal,” he noted. “I’m doing my best for my physique to be in top shape.”

With Kamao continuing to perform strongly in the ratings,

It’s easier for me to confront certain trauma or emotions because I’m in a happy place.”

He finds it more challenging to perform while dealing with sadness, particularly when tackling stories about heartbreak and moving on.

“I’m just excited to unpack all these things whenever I do films or stage plays because I really do have the opportunity to show people what I know and what I’ve been through in my past when it comes to breaking up and moving on,” he added.

Cuenca also remains candid about his relationship with Mateo, stressing the importance of choosing each other every day.

“You have to just, for me, enjoy each day. Live it one day at a time,” he noted. “And always choose each other. And for me, that always usually works out.”

Even if things do not go according to plan, Cuenca believes giving one’s best is what matters.

“At least you know you gave your best. At least you know you gave that partner of yours everything,” he added.

The actor is equally supportive of Mateo as she returns to school to pursue medicine at the University of Santo Tomas.

“I’m really so proud of her considering the mountain she’s about to climb to go to UST Med. It’s not that easy,” Cuenca stated. “I have so much respect for her. Certain that I will be here for her all the way until she finishes.”

“Well, I love that it’s timeless, it’s chic, [and] it’s comfortable. And I love that it’s so versatile that I can actually, you know, take these pieces apart and already pair them with what I already have in my closet,” Anne said during the event.
