HE Supreme Court dismissed on Wednesday the consolidated petitions questioning the impeachment proceedings against Vice President Sara Duterte of the House of Representatives and its Committee on Justice.

In its Resolution, the High Court dismissed the separate petitions filed by the Vice President and lawyer Israelito Torreon.

It ruled that the issues raised have already become moot with the transmittal of the Articles of Impeachment to the Senate from the House of Representatives.

Fuel price cut for jeepneys, UV units up to P12/l on Aug. 15

The move followed President Ferdinand Marcos Jr.’s directive to expand aid for the transport sector amid the economic impact of tensions in

The Department of Energy (DOE) earlier warned that oil prices will continue to be volatile in the next few weeks due to the Middle East crisis In a statement, Recto said the P2-adjustment is an addition to the previous P10 fuel subsidy.

“Once implemented, the drivers will benefit from an additional P1,800 per week. This is on top of the initial P10-per-liter discount introduced

in April, which has already helped over 93,000 PUV drivers,” he noted.

On May 24, the government expanded the P10per-liter subsidy program nationwide after a successful pilot in Metro Manila, with Land Bank of the Philippines’ digital subsidy platform facilitating more than P27.5 million in fuel discounts for public utility vehicle (PUV) drivers.

THE Trade Union Congress of the Philippines (TUCP) on Wednesday said it will file an urgent motion to intervene before the Navotas Regional Trial Court to seek the dismissal of a petition aimed at blocking the implementation of the ₱85-minimum wage increase in Metro Manila.

THE apology made by the talent manager to Executive Secretary Ralph Recto may strengthen the National Bureau of Investigation’s (NBI) initial findings on the alleged plot against the Cabinet official.

“Based on the investigation, it may appear that he apologized because he took part in planning the character assassination against the Executive Secretary. Two individuals have already given statements, and their accounts are consistent,” NBI Director Melvin Matibag told reporters in a chance interview.

Matibag noted that the apology was the suspect’s personal decision but said it would not affect the bureau’s investigation into the alleged character assassination plot against Recto.

As this developed, another Commission on Audit auditor, Celine May Del Campo, testified on Wednesday that during her nearly 12 years with the Intelligence and Confidential Funds Audit Office (COA-ICFAO), the only confidential fund liquidation documents submitted by the OVP were those of Duterte.

She added that Duterte was likewise “the only Secretary of Education who had confidential funds.”

The P612.5 million in confidential funds covered by Impeachment Article 1 consists of P500 million allocated to the OVP from December 2022 to September 2023 and P112.5 million allocated to the DepEd while Duterte served as education secretary in 2023.

The prosecution began authenticating documentary evidence through Del Campo, starting with a tabulation and 845 acknowledgment receipts covering the OVP’s liquidation of confidential funds from Dec. 21 to 31, 2022.

Because the defense declined to stip-

ulate the authenticity of the documents and raised objections to the tabulation, Del Campo was required to review the records individually.

With time running out, Senate impeachment court presiding officer Francis Escudero directed the witness to continue reviewing the documents after the hearing and resume her testimony on Monday, August 10.

Lead prosecutor Batangas Rep. Gerville Luistro said they will present next two former aides of Duterte who handled the disbursement of the confidential funds.

Luistro informed the Senate impeachment court that former special disbursing officers Gina Acosta of the OVP and Edward Fajarda of DepEd would be among the prosecution’s next witnesses.

Earlier in the trial, former Land Bank of the Philippines department manager Violeta Constantino testified that Acosta encashed four Treasury checks worth P125 million each, totaling P500 million, for the OVP in December 2022, February 2023, April 2023 and July 2023.

Former LandBank department manager Nenita Camposano, meanwhile, testified that Fajarda encashed three Treasury checks worth P37.5 million each, totaling P112.5 million, for the DepEd in February, April and July 2023.

MBUDSMAN prosecutors yesterday asked the Sandiganbayan Third Division to reconsider its ruling that temporarily granted freedom to former Sen. Bong Revilla.

Revilla was released on Friday after posting P1 million bail for his malversation of public funds case, with Third Division members voting 2-1 to grant the former senator provisional liberty.

Meanwhile, Senate Majority Leader Juan Miguel Zubiri called for the swift removal of the temporary restraining order on the P85-wage increase and urged all senators to support the authority of the nation’s wage-setting bodies.

The petition seeking to block the wage hike was filed by the Alliance of Philippine Fishing Federations Inc. The TUCP said it would demand that the petition should be dismissed for failure to establish a clear and unmistakable legal right, failure to prove grave and irreparable injury, and failure to exhaust mandatory administrative remedies before the National Wages and Productivity Commission (NWPC).

The labor group said these legal requirements must first be satisfied before the court can take up the case.

According to TUCP, the latest petition is the first court challenge filed while a temporary restraining order (TRO) issued by the Pasig Regional Trial Court remains in effect.

The group warned that multiple court petitions could create a pattern of legal challenges that may indefinitely delay the implementation of the wage increase under NCR Wage Order No. 27.

The ₱85 wage increase, approved by the Regional Tripartite Wages and Productivity Board-National Capital Region, is expected to benefit millions of minimum wage earners in Metro Manila.

Labor groups have argued that the increase is needed to help workers cope with the rising cost of food, transportation, housing, and other necessities amid persistent inflation.

The TUCP said it will continue to defend the legality of NCR Wage Order No. 27 and oppose any attempt to prevent workers from receiving their long-overdue wage adjustment.

Meanwhile, a group led by Akbayan Party-list Rep. Dadah Kiram Ismula, cautioned that sustaining the TRO would create a dangerous precedent that could derail regional wage boards nationwide.

“If this is left unchallenged, it might set a dangerous precedent: that any corporation can approach an RTC judge to stop any wage increase anywhere in the country. That’s what needs to be stopped,” Ismula said.

DepEd apologizes over PBBM heckling

HE Department of Education (DepEd) Schools Division of Davao (SDO Davao) on Tuesday apologized to President Ferdinand Marcos Jr. after several students displayed what it described as inappropriate behavior during his visit to Davao City on July 28.

A video posted online showed Marcos boarding his presidential helicopter after visiting People’s Ville Riverside in Calinan District under the Pambansang Pabahay sa Pilipino Program.

Students believed to be from Calinan High School were heard shouting derogatory remarks, including “drugged,” “devil,” and “die, you animal,” among others.

SDO Davao said the School Child Protection Committee investigated the incident on July 30 after identifying the four students involved.

“Four learners were identified, and their parents or guardians were invited to a mandatory conference to ensure due process and the implementation of appropriate interventions,” the division said.

Under DepEd Order No. 006, s.

‘Provisional pact enabled incident-free missions’

Katrina Mikaela Manubay THE Department of Foreign Affairs (DFA) on Tuesday said the provisional understanding with China has enabled 15 incident-free rotation and resupply (RoRe) missions to BRP Sierra Madre since July 2024, emphasizing that the arrangement serves as a conflictprevention mechanism.

In a press briefing, DFA spokesperson for maritime affairs Rogelio Villanueva said the provisional understanding has worked for two years.

“It has worked for two years already since July 2024. We have had 15 incident-free RoRe missions,” he said.

“So, this shows that the provisional understanding has worked, and we have been able to provide necessities and carry out the rotation of our Navy personnel and servicemen assigned to BRP Sierra Madre,” he added.

On July 23, the DFA dismissed efforts to mischaracterize the provisional understanding governing the Philippines’ RoRe missions to BRP Sierra Madre at Ayungin Shoal, emphasizing that the arrangement neither requires Manila to seek Beijing’s permission nor recognizes any foreign jurisdiction over Philippine waters.

The DFA said the provisional understanding does not require the Philippines to seek permission to conduct RoRe missions, does not allow the boarding or inspection of Philippine vessels, and does not diminish the country’s sovereignty, sovereign rights, or jurisdiction.

The statement came in response to Chinese Ambassador to the Philippines Jing Quan, who claimed the Philippines violated a supposed provisional agreement by allegedly constructing “barrier nets” near the grounded BRP Sierra Madre.OCTA poll: VP Sara’s lead over Robredo narrows to 9 points.

By Katrina Manubay VICE President Sara Duterte continues to lead former vice president Leni Robredo in a hypothetical head-to-head race for the 2028 presidential election, although her advantage has narrowed, according to the latest OCTA Research Tugon ng Masa survey.

The poll found that 43 percent of Filipino adults would vote for Duterte if the 2028 elections were held today, compared with 34 percent for Robredo.

Duterte’s lead narrowed to nine percentage points from 11 points in the previous quarter, when she led 46 percent to 35 percent.

The two are tied in Metro Manila at 34 percent each, while 32 percent of respondents said they were undecided or would vote for neither candidate.

Robredo led in Balance Luzon with 51 percent against Duterte’s 27 percent.

Duterte, however, maintained commanding leads in the Visayas and Mindanao. She garnered 51 percent against Robredo’s 26 percent in the Visayas and posted her strongest showing in Mindanao, where she received 76 percent compared with Robredo’s 6 percent.

IN BRIEF PH targets 2027 launch of first SIKLAB rocket THE Philippines is targeting Feb. 14, 2027 for the launch of its first demonstration rocket under the SIKLAB project, officials said on Wednesday.

At the Kapihan sa Manila Bay forum, officials from the Department of Information and Communications Technology (DICT), Philippine Space Agency (PhilSA), and Cagayan Economic Zone Authority (CEZA) said the countdown to the planned launch has already started, with about 193 days remaining before the target date.

DICT Secretary Henry Aguda said engineers were targeting a launch between Feb. 12 and 15, and that he suggested Valentine’s Day as a symbolic target.

PhilSA Director General Gay Jane Perez clarified that Feb. 14, 2027 is a target launch window rather than a fixed date, noting that rocket launches depend on weather and technical conditions. THE Department of Education (DepEd) on Wednesday said firearms education is a shared responsibility among homes, schools, and communities following “a concerning pattern” of gun violence involving children.

In a statement, DepEd said the reminder followed recent gun-related incidents involving learners, including the Tacloban shooting that killed three students and a separate incident in General Santos City on Aug. 3, where a nine-year-old was injured after a .38-caliber pistol accidentally discharged while being handled during play with a 13-year-old companion at home.

According to DepEd Secretary Sonny Angara, the reminder aligns with

President Ferdinand Marcos Jr.’s statement that students’ safety does not end in schools.

“It begins in our homes. We cannot protect our children unless we work together as one community,” Angara said.

He added that responsible firearm ownership is not only a legal obligation but also a moral responsibility to prevent life-altering tragedies.

DepEd said it is working closely with the Philippine National Police (PNP) and other law enforcement agencies to promote responsible gun ownership across the country.

“This includes conducting stricter background checks, regularly inspecting licensed firearm storage, and taking firm action against illegal firearms to prevent them from falling into the hands of minors,” DepEd said.

A RIDER who picked up an improvised explosive device (IED), thinking it was a vape, and landed in a hospital after it exploded in his hands is now facing charges filed by the Manila Police District (MPD).

The MPD filed charges for violation of Republic Act No. 9516, which further amends Presidential Decree No. 1866 on the illegal possession, manufacture, dealing in, acquisition, or disposition of firearms, ammunition, or explosives. Online concert ticket scammer arrested THE Philippine National Police Anti-Cybercrime Group (PNPACG) on Wednesday said it uncovered an online ticket-selling scheme in which an individual allegedly sold General Admission concert tickets bearing the same ticket numbers to multiple buyers, collecting as much as P14,200 from victims.

During a press briefing at Camp Crame, ACG Director Maj. Gen. Wilson Asueta said authorities received reports that the suspect was selling tickets for the popular Korean boy band BTS through a social media page. He said investigators monitored the account and found online advertisements offering the tickets for P14,500 each.

THE Land Transportation Franchising and Regulatory Board (LTFRB) has stepped up its operations against dilapidated public utility vehicles (PUVs) as part of a drive to provide decent, reliable and comfortable public transportation to the public.

According to LTFRB chairman Vigor Mendoza II, 226 taxis and passenger buses were apprehended during their aggressive campaign from June to July in Metro Manila and nearby areas.

“There must be no excuses for dilapidated, untidy and stinking public transportation units. That is clear and simple, and that is based on the rules and regulations that public utility vehicle operators are fully aware of when they sought for the authority to operate,” he said.

ITH sustainable forestry investments projected to generate P38 trillion in production value from 2027 to 2052, the Department of Environment and Natural Resources (DENR) is moving to unlock this long untapped economic potential by opening suitable forest lands to responsible, climate smart investments.

“For too long, many of our rural communities have struggled with limited livelihood options, even as vast forest lands around them remain underused,” DENR Secretary Juan Miguel Cuna said.

“Through this new policy, we are opening suitable forest areas to responsible, climate-smart investments so that forests become engines of jobs, incomes, and local enterprise,” he added.

DENR Administrative Order (DAO) No. 2026 34 establishes a climate informed system for identifying, evaluating, and promoting forest investment opportunities — a shift aimed at creating more jobs and livelihood opportunities while ensuring that forest conservation and economic growth advance together.

The policy sits well with a directive of President Ferdinand Marcos Jr. to cre-

ate more jobs by tapping the economic potentials of the country’s forestry sector, which currently contributes only 0.2 percent to the Philippine economy based on forestry and logging activities, according to the Philippine Statistics Authority’s 2025 estimates at constant 2018 prices.

“We want to show that protecting our forests and growing our economy are not competing goals. With science based planning, climate resilience, and strong safeguards, we are creating investmentready sites that generate real work for Filipino families while ensuring that our forest resources are cared for and sustained for generations,” Cuna said.

Following the issuance of the order, the DENR-Forest Management Bureau identified about 1.18 million hectares of Potential Investment Areas (PIAs) that can be developed through Sustainable Forest Land Management Agreements (SFLMAs).

THE Land Transportation Office (LTO) has raised concerns over the security of driver’s license and vehicle registration data, saying the system still lacks full control of its database.

It appeared that the foreign contractor who developed the system continues to withhold critical access even after its contract has expired.

LTO executive director Martin Ontog said on Wednesday that the agency’s investigation into a nationwide outage of the Land Transportation Management System (LTMS) on June 3 uncovered log-in activity tied to a vendor-linked account.

“If LTMS is compromised, and the personal data of millions of Filipino motorists and licensed drivers is leaked, who is accountable?” he asked the House Committee on Transportation.

Ontog argued that the LTO cannot be held responsible for defending a system it has been denied the means to control.

Firewall logs also showed repeated connection attempts through a VPN account geolocated to a telecom connection within Metro Manila.

This development was later confirmed by the Department of Information and Communications Technology’s Cybersecurity Bureau, noting that the supplier was still managing the system’s firewall.

Last month, a joint task force from the LTO and the DICT’s Cybersecurity Bureau discussed a broader review of the agency’s data center and monitoring tools.

Meanwhile, Ontog said they will not seek any extension or renewal of its relationship with the contractor and will continue pressing for complete, unconditional turnover of system control, including through blacklisting proceedings already in preparation.

Cavite warehouse raid yields P700m counterfeit shoes

GOVERNMENT operatives on Monday raided a warehouse in Imus City, Cavite and seized an estimated ₱700 million worth of suspected counterfeit imported footwear.

The operation was led by Bureau of Customs (BOC) agents in coordination with the Philippine National PoliceCriminal Investigation and Detection Group (PNP-CIDG) and the Philippine Coast Guard (PCG).

The raid stemmed from intelligence provided by the PNP-CIDG Cavite Provincial Field Unit regarding the presence of imported goods suspected of violating Customs and intellectual property laws.

Acting on the report, the BOC issued an order and deployed a composite enforcement team to inspect the warehouse.

The team included personnel from the BOC’s Intellectual Property Rights Division, Customs Intelligence and Investigation Service (CIIS) offices in Batangas, Manila and the Manila International Container Port, the Enforcement and Security Service, and the Legal Service. They were joined by representatives from the PNP-CIDG Cavite Provincial Field Unit, the PNP Imus Component City Police Station, and the Philippine Coast Guard.

During the inspection, authorities found footwear bearing popular brands such Adidas, On Cloud, New Balance, Asics, Crocs, Nike, Jordan, Puma, Converse, Skechers and Louis Vuitton. Initial inventory and valuation placed the seized goods at approximately ₱700 million.

DepEd, DILG set implementing rules of childcare and dev’t law

By Gabriel Oliva EDUCATION Secretary Sonny Angara and Interior and Local Government Secretary Jonvic Remulla have signed the implementing rules and regulations (IRR) of Republic Act No. 12199, or the Early Childhood Care and Development (ECCD) System Act on Aug 5.

The law, enacted on May 8, 2025, is a reinforced version of the Early Years Act (Eya) Act of 2013 which aims to implement a strengthened and integrated early childhood system that expands access to health, nutrition, and qualitylearning for children one to eight years old.

According to the Department of Education (DepEd), the signing is an execution of the government’s goals of a whole-of-government strategy in ensuring the transition of early childhood

education to basic education through the assistance of local government units (LGUs)in delivering community-based ECCD services.

Addressing the singning ceremony, Angara cited UNESCO findings that early childhood investments can deliver returns of up to 13 percent through better health and economic gains.

Angara, who co-authored the measure as a senator, said investing in children remains the country’s best strategy for ensuring long-term progress.

“If we are serious in chaging the country’s future, we should start with the youngest of our people. This is where genuine nation-building begins,” Angara said in Filiplno.

In a statement, DepEd said strengthening foundational learning starts even before a child enters formal schooling.

A gamble worth taking

What a country!

THE title of this article is borrowed from retired legislator and executive secretary Ronaldo B. Zamora, the bar topnotcher who was Ferdinand Marcos’ bright boy in the Palace.

Zamora often exclaimed “What a country!” -- sometimes in exasperation at the “midnight cabinet,” whom we both referred to as the “celestials” due to their proximity to the president we then served. He was then executive secretary and I was presidential adviser for political affairs and concurrent Philippine Tourism Authority general manager.

Zamora, then and now, is a living political mentor, a man whose intellect is non pareil and whose experience in the art of political praxis is legendary.

These days, as I am at the autumn of my life and Ronny perhaps in its winter, “what a country” is most appropriate to describe the true state of the nation.

Our leaders are so consumed by political wars, this time between the Marcos government and the Duterte supporters led by the Vice President.

The current battleground is in the Senate where the Vice President is on trial after being impeached by MarcosRomualdez minions in the House of Representatives, plus the left, the pinklawans and all the others who could not resist the pork and other attractive rewards.

By October 1 next year, the real battleground emerges, and for seven and a half months, the nation will go through the paroxysms of a winner-take-all contest.

Because Marcos has pushed the Dutertes to the wall, surrendering their patriarch to a foreign court despite previous disavowals, and cut off the vaunted Uniteam which propelled Junior to the presidency, 2028 will be a fight to the finish.

Watching by the sidelines, temporarily rooting for a president whose family they despised just about four decades ago, are the bearers of the Aquino’s yellow colors, since metamorphosed for 2022 into a pink movement by its standard bearer, then Vice President Leni Robredo.

Currently allied with them are politicians of the Left who have joined Congress through the party list system provided by the 1987 Cory Constitution, with some still clinging to the national democratic movement which has an armed component that is the longestrunning insurgency in Asia. Add those who fashion themselves as social democrats.

Will the pink and red coalition, whose voting strength is measured by the present surveys at around 15% of the electorate be able to forge a temporary coalition with the Marcos loyalists, about 12%, to become a viable challenger to the Duterte’s still formidable 35% core strength?

Those who have yet to decide on whom to choose as the next president still wait in the wings. They are the “swing” vote, many waiting for the out-

come of the Senate impeachment trial.

Others will make up their minds when they see the “final” tale of the surveys come late April 2028.

For both the President’s family and ultra loyalists as well as the Dutertes, the political war is existential, and the outcome of the Senate trial on the “bludgeoned” Vice President is pivotal.

But it is a tough numbers game that Marcos and his support base faces, despite all the demolition jobs they have unleashed against her, first planned in the Byzantine shadows of the palace and the HoR from Day One of this government and implemented even before 2024.

Senators will weigh the evidence, but those who need the votes will keep 2028 politics in mind.

Sixteen votes are needed to convict Inday Sara. She has eleven loyalists, though two are in jail and one is dodging the warrant of the International Criminal Court. Still, under the Constitution, two-thirds of 24 members is required to convict.

While evidence will weigh in the final decision of the senators, the politics of 2028 will be uppermost in the minds of those who need the votes of Mindanao and Central Visayas plus other Duterte pocket strongholds, especially for the re-electionists.

A strong backlash against those who would convict will doom any chance of re-election, unless they are a Raffy Tulfo as present surveys indicate.

These re-electionists will look back at the lessons of the 2025 mid-terms where branded candidates of the Alyansa ate dust against the less popular candidates of the Dutertes.

Which is why prosecution spokespersons are trying to brainwash the public that they have convincing evidence in three remaining articles of impeachment, after having failed miserably with the first.

Which is also why the numbers of the Senate minority are being threatened with plunder and other charges to cripple them and serve as warning to the others in the majority. *** Despite all the gloom of dismal economics caused principally by the corruption of our politics, there are streaks of glory occasionally for a depressed country.

What a country, indeed!

Wars WAR is defined by that famous military theorist Carl Von Clausewitz as “an act of violence intended to compel our opponent to fulfill our will and the continuation of policy with other means”.

Throughout the last 5,000 years of recorded human history, only about 268 of those years were considered peaceful without any major conflicts between world powers. This includes the years from 1945 which was the end of World War 2, to the present.

For most of the last five thousand years therefore, we humans have been quite busy trying to kill each other in the countless wars that we have been waging. Unfortunately, it is still going on up to this day with the countless conflicts that have been fought and those that are still going on.

Three military confrontations are now going on in various parts of the world which have killed thousands of non-combatants, mostly women, children, and the elderly. And that is the tragedy that war brings to society. The vast majority of those killed are noncombatants. In World War I for instance, there are figures showing that 6 million to 13 million civilians died, making up approximately 50 percent to 60 percent

of the estimated total casualties. The count was even bigger in World War II where there were between 40 million to 50 million civilian deaths out of the total casualties of 70 million to 80 million.

Both figures include civilians dying of non-combat related causes like starvation and sickness. This is basically the same in the three conflicts that are currently going on.

Let the diplomats do the talking.

This is one reason why there are laws of land warfare that combatants must strictly adhere to avoid civilian deaths.

This includes non-state participants in the current ongoing three conflicts like Hamas, Hezbollah and the Houthis. But more so with state participants like Russia, Ukraine, Israel, the United States and Iran.

If there is any sense in the minds of the leaders of all warring factions, the number of civilian casualties being reported should be enough reason to ne-

HE Marcos Jr. administration’s decision to roll out a ₱60-billion incentives package for electric vehicle manufacturers could prove to be one of its most consequential industrial policies. It is true that the global shift to electric vehicles is one of the most significant industrial transformations of our time. New factories, technologies, and supply chains are emerging everywhere. If we fail to act, we risk becoming perpetual consumers of products that could have been made by Filipino hands.

For years, the Philippines has lagged behind its neighbors. Thailand has earned the title “Detroit of Asia.” Indonesia has attracted billions in EV investments thanks to its nickel reserves.

Despite our talent and market potential, we have remained an assembly base rather than a true manufacturing hub.

Transparency is critical in the plan to roll out an incentive package for electric vehicle manufacturers.

The benefits extend far beyond car production. Large plants generate thousands of direct jobs and many more indirect ones, from suppliers and logistics firms to software developers

undeniable. It promises investment, technological advancement, and a stronger position in the global race for artificial intelligence and semiconductor dominance.

But like the wooden horse of Troy, the question is not only what enters through the gates—it is what comes with it.

Proponents, specifically the claim Bases Conversion and Development Authority, claim Pax Silica will boost our role in the AI value chain, create 190,000 jobs for Filipino workers, and even attract billions in investments.

A MASSIVE high-tech industrial city, coated in semiconductors, microchips, and critical minerals is laid just outside the island shore. It seems like a gift, a building wrapped in the dazzling promises of jobs, technology, and power. This is something a developing nation would find hard to ignore.

The government is eager to drag this gift inside and bring it home, even if doing so means giving up thousands of acres of land to accommodate this enormous hub.

Never mind the communities that may be displaced. Never mind the environmental cost that may follow. The gift is a beauty—it will attract investors, businesses, and it will even grow the economy. Understandably, many celebrate.

But there are also those who hesitate.

Because if you press your ears closely, the walls are not hollow at all. They are breathing. The servers inside are slowly humming.

Those who hesitate have persuaded others not to let this gift enter, yet the gates continue to open because rejecting it seems impossible. Afterall, this is in itself the start of a victory, and looking forward, the country wouldn’t want to bar its door from this opportunity.

Centuries ago, this gift would have stood outside the gates of Troy—a colossal wooden horse with a hollow belly concealing Greek soldiers. Today, in our contects, it arrives not as timber, but as silicon.

The Pax Silica.

Pax Silica is a US-led coalition that aims to strengthen artificial intelligence and semiconductor supply chains while securing critical technologies among participating countries. The Philippines joined the initiative in April this year and is assigned to host an AI-native industrial ecosystem within the economic security zone in New Clark City.

On blueprint, the opportunity appears

But the question is not whether a nation should desire progress. It is whether progress should be accepted without fully examining its conditions, consequences, and beneficiaries.

Behind the grandness and temptations lies a consequence our country alone will bear.

Retired professor and scientist at the University of the Philippines Los Baños’ Institute of Crop Sciences Teodoro Mendoza in a column said that the project is expected to require around 130 million liters of water per day, already exceeding the proposed reservoir capacity of 65 million to 120 million liters per day. It would also require at least 16 percent of Luzon’s current grid capacity.

How will the country sustain such demands when existing resources are already under pressure? The burden will not fall solely on the communities surrounding the project site—it extends nationwide and is felt in the increased pressure on water and electricity supplies, constant shortages and higher costs for

the already struggling households.

Indeed, semiconductor manufacturing is one of the most critical industries in the modern economy—powering everything from consumer electronics to artificial intelligence systems.

The questions surrounding this issue it cannot end with the opportunities it presents. And considering the nature of global technology industries, a country may host advanced facilities while still remaining dependent on foreign companies for ownership, expertise, and technological control. The presence of cutting-edge infrastructure in our land does not automatically guarantee technological independence.

We must carefully examine and remain critical of what we allow through our gates. What exactly is being offered?

Who is offering it? And what intentions lie behind it?

In the legend, the danger was never that Troy received a wooden structure; it was that the city accepted something without fully understanding what came with it.

Similarly, the concern surrounding Pax Silica is not simply whether it creates jobs or attracts investment. The deeper question is whether the promised benefits truly justify the conditions attached to them—and whether the country is achieving genuine progress or merely accepting a future designed largely by others.

No list of gains and promises can ever outweigh what is fundamentally corrosive from the start. Asking questions isn’t rejection—it’s protection. It shields the little peace, sovereignty, and freedom we still hold.

Israel has also partnered with the United States to wage a bombing campaign against Iran. The third military conflict that has been going on for more than four years is the Ukrainian war between Russia and Ukraine with no end in sight.

The prevailing laws of land warfare mandate that participants must observe and adhere to accepted rules of war; anyone violating them will be liable for committing so-called war crimes. More importantly, there is a pressing need to find a peaceful solution to end the conflict because of its negative impact on

the world economy.

Our country, for instance, which imports more than 90 percent of our oil needs from the Middle East is one of those countries severely affected. Prices of almost everything here have gone up in the last three months. The only thing we know is that we do not know when the US-Iran war will end. In the meantime, we and other countries like us continue to suffer, unable to do anything to end the war.

The so-called negotiations that are now going on is so unusual, to say the least. Talks are done through intermediaries. We only read about what is going on through statements coming from what the US President is willing to say in his Truth Social releases and his impromptu interviews. By the looks of it, this so-

called war might just become a frozen conflict wherein hostilities might stop without any formal agreement between the warring parties. They could, however, resume with the flick of a finger.

If this happens, it would mean that the US would maintain all its forces currently deployed in the Middle East — more or less on a permanent basis, which in the long run would become untenable.

Perhaps the better thing to do is to allow the professional diplomats to do the talking. Those not involved should pull their punches and let the negotiations take its course. That way, the warring parties may be able to agree on a solution to keep the Strait of Hormuz free for all ships to traverse without paying any toll.

But again, incentives alone will not be enough. Investors demand reliable electricity, efficient ports, good roads, clear regulations, and consistent policies. Consumers, meanwhile, need a nationwide charging infrastructure.

Without it, EV adoption would definitely stall.

Transparency is critical. A ₱60 billion package is no small commitment.

Filipinos deserve to know which companies qualify, what targets they must achieve, and whether promised jobs and investments materialize. Incentives should reward results, not rhetoric.

This is a big gamble, but one worth taking. The global auto industry is undergoing its biggest transformation in a century. The Philippines cannot afford to remain a spectator. With sound implementation, strict accountability, and parallel investments in infrastructure and skills, we could finally carve out a competitive role in the EV industry.

OMING off her breakthrough WTA Tour title, Alexandra “Alex” Eala gears up for double duty in her debut in the 2026 National Bank Open as the Filipina tennis star competes in both singles and doubles with American legend Venus Williams at the Sobeys Stadium in Toronto, Canada on Thursday (Philippine time).

Eala, the newly crowned WTA 500 Mubadala DC Open champion, first plunges into the singles event where she seeks revenge against Alycia Parks of the USA in the second round (Round of 64) on Thursday at 8:10 a.m. (Philippine time).

The 21-year-old Eala will then renew her partnership with multiple Grand Slam winner Williams in the WTA 1000 tournament’s doubles competition after earning the final main draw wildcard.

Teaming up for the second time, Eala and Williams will clash against Miyu Kato of Japan and Liudmila Samsonova of Russia on Centre Court in the first round (Round of 32) no later than 10 p.m.

Campos THE Department of Agriculture (DA) said Wednesday the country’s record second-quarter palay harvest has strengthened its preparations for the expected return of El Niño, giving the government more flexibility to build rice stocks while sustaining production through the rest of the year.

The Philippine Statistics Authority (PSA) reported palay production grew 5.7 percent year on year to a record 4.63 million metric tons in the April-to-June period, the highest second-quarter output since comparable records began in 1987.

A 6.5-percent expansion in harvested area to a record 1.04 million hectares drove the increase, more than offsetting a slight decline in average yield to 4.47 metric tons per hectare from 4.50 metric tons per hectare a year earlier.

The strong second-quarter performance lifted first-semester palay production to about 9 million metric tons.

Agriculture Secretary Francisco P. Tiu Laurel Jr. said the agency is shifting from crisis response to early intervention, drawing lessons from the 2024 El Niño to protect food supplies and farmers’ incomes.

“Food security means being proactive. We must keep farmers planting despite higher costs and the threat of El Niño,” Tiu Laurel said.

Tiu Laurel said improved market conditions also encouraged farmers to expand planting, noting the government’s four-month suspension of rice imports during last year’s main harvest season helped support farmgate prices and improve producers’ earnings.

Globe Telecom’s income fell 11% in in first six months

The company posted net income after tax of P11 billion for the January-to-June period, down from P12.4 billion a year ago.

in Mynt, the parent company of GCash, compared with the previous year, as well as higher non-operating charges.

Globe Telecom president and chief executive Carl Raymond Cruz said the results underscored the strength of the company’s core business.

“Our first-half results demonstrate the strength of our core business and the solid contribution of our digital ecosystem to Globe’s overall performance,” Cruz said.

“We delivered record service revenues and maintained an EBITDA margin of 52.6 percent despite a challenging macro-

“I respect the authority of the Ombudsman and will fully cooperate with the proceedings. I am confident that the allegations will be fairly and objectively evaluated based on the facts, the evidence and the applicable law,” Regalado said in a statement.

The Ombudsman ordered Regalado’s preventive suspension in connection with a complaint filed by SCCI Management and Insurance Agency.

The Insurance Commission said Regalado received the suspension order on Aug. 4, 2026.

SCCI alleged that Regalado gave preferential treatment to the third consortium accredited under the PPAIP. The agency claimed the consortium submitted its documentary requirements beyond the deadline and failed to meet accreditation requirements.

SCCI also claimed the Insurance Commission failed to promptly act on its requests for documents.

Regalado filed his counter-affidavit on July 30, maintaining that the accreditation complied with Insurance Commission Circular Letter No. 2025-17 and that regulators applied the same standards in evaluating all consortiums. He said the commission duly acted on SCCI’s requests for documents in accordance with law.

The Insurance Commission noted that Manila Regional Trial Court Branch 180 previously upheld the validity of Circular Letter No. 2025-17 and ruled that the accreditation of a third insurance pool does not violate any law or regulation.

DOE streamlines rules for own-use solar power systems

The DOE said the streamlined policy was necessary to support small-scale end-user participation in renewable energy deployment, complementing the existing net-metering framework and consumer choice programs under relevant laws.

Energy Secretary Sharon Garin signed Department Circular DC2026-08-0017, which exempts end-users installing plug-and-play micro-solar systems from securing building permits or certificates of compliance. The

exemption covers setups with solar panels up to 1 kilowatt and micro-inverters capped at 0.8 kilowatts.

The policy also covers larger Self-Generating Facility Zero-Export Solar Systems (SGF-ZESS) of any capacity intended solely for own-use consumption that do not export electricity to the distribution system, regardless of connection type.

These zero-export installations still require building permits, but the circular exempts households, clinics and hospitals from securing a certificate of compliance from the Energy Regulatory Commission.

The circular prohibits distribution utilities from imposing pre-installation clearances, technical permits or inspection fees to prevent administrative delays.

Over a decade and half later, the rail loop is nowhere to be found.

The DOTr recently terminated the contract of BF Corp. and Foresight Development and Surveying Co. (BFC-FDSC), a company founded by late Marikina Mayor Bayani Fernando.

The DOTr rescinded the deal to build the common station, or the Unified Grand Central Station (Common Station) project, because of excessive construction delays.

The termination followed President Marcos Jr.’s directive to speed up and finally complete the construction of the common station, which had been ongoing since 2009, to ease and reduce travel time for commuters.

The P2.8-billion station features a 13,700-square meter concourse area, which will seamlessly interconnect the rail lines of LRT-1, MRT-3, MRT-7 and the much-awaited Metro Manila Subway.

Commuters, for now, will have to wait and be more patient.

Semirara Mining’s first-half income rose 2% to P8.58b

By Alena Mae S. Flores SEMIRARA Mining and Power Corp. said Wednesday its net income in the first half of 2026 rose 2 percent to P8.58 billion from P8.42 billion a year ago as gains in the power segment offset a decline in coal earnings.

The company said in a disclosure to the Philippine Stock Exchange a secondquarter recovery offset weaker first-quarter results, with improved power earnings balancing lower contributions from coal.

The power segment became the group’s largest earnings contributor, accounting

for about 70 percent of reported net income at P5.86 billion, while the coal segment, including a cement associate, contributed the remaining 30 percent.

Total revenues increased 9 percent to P34.02 billion from P31.33 billion, as higher coal and electricity selling prices more than offset lower coal shipments and power sales volumes.

Semirara Mining’s net income in the second quarter rose 17 percent to P4.76 billion from P4.07 billion a year earlier, again led by stronger power performance.

The power segment contributed P4.6 billion, or 96 percent of consolidated

second-quarter earnings, supported by improved plant availability, record generation and higher selling prices.

Total power sales rose 9 percent to a record 1,563 gigawatt-hours from 1,435 GWh, following stronger performance across the company’s power plants.

Spot market volumes accounted for 53 percent of total electricity sold, while the remaining 47 percent was sold through bilateral contracts.

The overall average selling price increased 29 percent to P5.81 per kilowatthour from P4.51 per kWh, reflecting higher spot market prices during the quarter.

CPG said 406.466 million shares were sold to SSS for P270.3 million, lifting the pension fund’s stake to about 9.9 percent.

The transaction was completed in compliance with applicable regulatory and disclosure requirements.

The purchase follows SSS’s initial investment in CPG in July 2025, when it acquired 740,740,741 common shares worth about P500 million through a block sale.

Century Properties Group president and chief executive Marco Antonio said the additional investment reflected the strength of the company’s fundamentals and long-term strategy.

THE Institute of Integrated Electrical Engineers of the Philippines (IIEE) said Wednesday recoverable system losses should continue to be determined using established engineering parameters, including network configuration, load density, delivery voltage, conductor characteristics, transformer loading, customer mix and socioeconomic conditions.

“This approach allows the regulatory framework to adapt to evolving technologies while maintaining consumer protection and utility accountability,” the IIEE said.

The group said recovery mechanisms for system loss should continue to encourage utilities to improve technical performance while ensuring accountability through measurable engineering and operational performance indicators.

Electrical system losses, both technical and nontechnical, continue to affect the efficiency, reliability and affordability of electricity, the group said.

Technical system losses arise naturally from the transmission and distribution of electrical energy but can be significantly reduced through investments in modern equipment, smart grid technologies, advanced metering infrastructure, battery energy storage systems, digital automation and preventive maintenance, the IIEE said.

“Technical system losses are an inherent part of any electric power system and cannot be eliminated. The engineering objective is to continuously reduce these losses through better system planning, upgrade and development, sound design, proper operation and effective maintenance,” the group said. SMFB’S first-half profit dropped 4%

SAN Miguel Food and Beverage Inc. (SMFB) posted a 4-percent decline in first-half net income to P22.1 billion as softer beer sales offset growth in its food business, the company said Wednesday.

First-half revenue rose 2 percent to P205.3 billion, supported by continued growth in its food segment despite inflation, slower economic growth and geopolitical disruptions that weighed on consumer spending and some export markets.

Gross profit held steady at P58.4 billion, while earnings before interest, taxes, depreciation and amortization fell 1 percent to P38.8 billion. Operating income dropped 4 percent to P28.8 billion.

“Our business remained resilient through the first half of the year, supported by the strength of our operations and the hard work of our teams across the businesses,”SMFB chairman Ramon Ang said in a statement to the stock exchange.

“We are managing our costs carefully, adding capacity where demand is growing and keeping our brands within reach,” he said.

D&L Industries’ profit grew 8% in first half

SPECIALTY food ingredients and chemicals manufacturer D&L Industries Inc. reported an 8-percent increase in first-half net income to P1.5 billion, as stronger margins from its high-margin specialty products and easing raw material costs helped offset a challenging operating environment.

The listed company said second-quarter net income rose 10 percent year-on-year to P786 million.

“2026 has remained a challenging year thus far, marked by geopolitical tensions, supply chain disruptions, elevated inflation and higher interest rates. Despite these headwinds, the company was able to grow its earnings by 8 percent in the first half of the year,” D&L Industries president and chief executive Alvin Lao said in a statement to the stock exchange Wednesday.

“As raw material costs stabilize and our portfolio optimization initiatives continue to gain traction, we are optimistic about the segment’s ability to deliver more stable and improved profitability moving forward,” Lao said.

Spotify reaches 777 million active users STREAMING giant Spotify said Tuesday that it had 777 million monthly active users at the end of June, 16 million more than in the previous quarter but a million fewer than forecast.

The Swedish company also warned that it expected its growth to slow in the third quarter, saying it anticipated around 11 million new net subscribers.

That cooled investor sentiment, with Spotify shares down 2.6 percent in opening trading on the New York Stock Exchange.

Spotify registered 300 million paying subscribers in the quarter, as opposed to people who listen free but with ads—seven million more than in the previous quarter and one million more than expected.

The group’s quarterly operating profit jumped by 61 percent from a year earlier, to 655 million euros ($754 million). Revenue rose by 14 percent to 4.8 billion euros, in line with the group’s expectations.

The earnings reflect “a business that is healthy and compounding, and opportunities only we are positioned to pursue,” Alex Norstrom, the group’s co-chief executive, said in a statement.

The company frequently refreshes its offerings to attract new users and recently launched “Personal Podcasts,” short AIgenerated podcasts tailored to individual users.

NEWS of the upcoming release of a remixed special edition of The Beatles’ Rubber Soul album thrilled fans, especially those who value it more than other LPs (Long Playing records) in the Fab Four canon, including me. I’ve always considered it my favorite Beatles album, even if, historically, it is not widely accepted as their finest.

The highly anticipated release, produced by Giles Martin and mixing engineer Sam Okell, is set for Oct. 2. It will feature new stereo and Dolby Atmos mixes, unreleased session takes, and home demos.

The most intriguing bit is a never-heard John Lennon song outline called, as announced, “Little Girl.” We shouldn’t expect much from this, though, as it must be an underdeveloped and hardly appealing tune. Speaking with Manila Standard Entertainment, Dennis took a moment to look back on the career that transformed his life as he renewed his contract with GMA Network, recalling how a young actor with modest dreams found lasting success after more than two decades with the network.

Shortly after the signing, the award-winning actor said he never expected his journey to unfold the way it did when he first joined the network 25 years ago.

“Before, whenever I would be on a set and see other actors, I would tell myself, ‘Kailan kaya ako kikita ng ganyan per taping?’”

Dennis said, recalling how his co-stars were already earning P15,000 per taping while he was still finding his footing. “Things didn’t happen overnight. There were no shortcuts. Year by year, I worked my way up.”

Dennis said the difficult moments early in his career taught him perseverance.

Being criticized and doubted only fueled his determination to improve, believing that opportunities would eventually come through hard work.

“That’s where everything started,” he said. “And then My Husband’s Lover. It opened a lot of doors for me. If given the chance, with the right material, I would still do that kind of project.”

The actor renewed his contract on Tuesday in the presence of GMA President and CEO Gilberto Duavit Jr., executive vice president and CFO Felipe Yalong, Entertainment Group officerin-charge Cheryl Ching-Sy, and other network executives, as well as program managers and executive producers who worked with him over the years.

Dennis has remained one of the network’s most bankable stars, recently completing a sweep of Best Actor honors for his performance in Green Bones, winning at the Gawad Urian, The Eddys, Box Office Hero Awards, PASADO Awards, and the 2025 Asian Academy Creative Awards.

Essentially, the album’s far-fromtheir-best reputation was partly due to less innovation and experimentation in the studio compared with later projects. They didn’t have enough time to explore new directions, and they were still very much touring when they crafted their sixth studio album.

So why, among others who share the same sentiment, do I value Rubber Soul as The Beatles’ best?

First, this album is the crucial midpoint in The Beatles’ recording career. They were still the moptops visually but were moving into uncharted territory. Songs became melodically richer and lyrically deeper.

Vocally, it is the album where you can hear Lennon’s voice at its best: matured, confident, and evocative.

The Beatles’ albums before Rubber Soul were dominated by John Lennon songwriting-wise, while Paul McCartney led on those after it. George Harrison’s contributions on the album hinted at his potential. He played sitar on “Norwegian Wood,” and his composition “If I Needed Someone” features a guitar riff he would later tweak to pen “Here Comes The Sun.” His other entry, “Think for Yourself,” features fuzz bass.

Harrison rated “Rubber Soul” as “the best one we made.” He added, “We certainly knew we were making a good album.”

COSMETIC colored contact lenses have become a beauty trend among teens and young adults, offering an instant change in appearance. But eye care experts warn that the fashion accessory may carry serious risks, including corneal infections and permanent vision loss.

Makati Medical Center (MakatiMed) Cornea and External Eye Disease Consultant Dr. Mary Ellen Sy said contact lenses are medical devices that require proper evaluation, fitting, and guidance from eye care professionals.

“If your eyes are healthy and you have no refractive error, putting in a contact lens introduces an unnecessary foreign body onto your cornea. You are accepting all the risks of contact lens wear with absolutely none of the clinical benefit,” Sy said.

She explained that contact lens use may lead to complications such as corneal hypoxia, microbial keratitis, corneal abrasions, chronic inflammation, and dry eye. Colored lenses may carry added risks because their pigment layer can reduce oxygen transmission to the cornea

and may cause micro-trauma when not fitted properly.

Many cosmetic lenses are sold through fashion stores, novelty shops, and online marketplaces without regulatory oversight, leaving buyers unable to verify the safety of materials or receive proper usage instructions.

“We have seen young, otherwise healthy patients develop corneal ulcers from cosmetic lenses purchased at a market stall. Some have required corneal transplantation. This is preventable blindness,” Sy warned.

She advised contact lens users to seek immediate medical attention for symptoms such as eye pain, redness, discharge, blurred vision, light sensitivity, or a persistent foreign body sensation.

Sy urged users to consult an ophthalmologist or licensed optometrist, obtain proper prescriptions, buy only from regulated sources, and follow recommended cleaning, storage, and replacement practices.

“No cosmetic trend is worth the permanent loss of vision,” she said.

Every new clinic, renovation, and investment in technology is driven by the same goal: delivering effective dermatologic treatments in a welcoming environment.

Kutis by Kei has recently reopened its Makati branch with a redesigned Filipino-inspired interior while introducing what it describes as the first Vossman Blauman Advanced 450 nm Blue Laser system in the Philippines.

Dr. Kei described securing a location in Makati as one of the company’s biggest challenges.

“Makati was actually the hardest location to secure,” Rebolledo recalled. “I really wanted a space in the central business district with parking.”

After months of searching, Dr. Kei found a vacant floor in a former office building in the city’s commercial district. The clinic opened in 2024 as Kutis By Kei’s third branch and has since undergone a major renovation.

“When we found this building, we knew it was the right place despite its condition at the time,” he recounted, noting that the property was largely vacant after its former office tenants moved out.

The renovation is part of the company’s effort to establish a consistent identity across its Metro Manila clinics before expanding further into the provinces. Kutis By Kei currently operates branches in Parañaque, Mandaluyong, Quezon City, and Makati.

The skin expert explained that the Makati clinic was designed to celebrate Filipino culture, with paintings and sculptures commissioned from a local artist displayed throughout the space.

“I’m proudly Filipino, and I really wanted this clinic to reflect that,” he shared. “Many of our patients are balikbayans and OFWs. Some of them haven’t been home for 10 or even 20 years, so I thought they would appreciate seeing something that reminds them of the Philippines.”

The facility has seven treatment rooms, a consultation room, and a dedicated photography room.

Alongside the renovation, the clinic introduced the Vossman Blauman Advanced 450 nm Blue Laser, a Germanmade platform that combines fractional resurfacing, selective photothermal treatment, and bactericidal therapy.

“This machine is the first of its kind in the Philippines. It’s actually the upgraded version of a laser system we’ve been using for quite some time called the Blauman,” he noted.

He described one of the machine’s signature procedures, the “Bossman Baby Glow,” as a 20-minute laser treatment with no downtime.

“There’s no discomfort, no needles, and no recovery time.

Patients usually describe it as simply feeling warm. It works almost like a facial, but it’s actually a laser treatment that improves the skin’s surface and gives it a healthy glow,” he added.

According to Dr. Kei, the 450 nm blue laser targets acnecausing bacteria while supporting skin rejuvenation. The platform can also remove selected benign skin lesions, including skin tags, raised benign moles, seborrheic keratoses, cherry angiomas, and common warts.

“The machine is incredibly versatile,” he emphasized.

“Most lasers focus only on pigmentation, scars, collagen stimulation, or skin tightening. This one can do much more, which is why we value it so highly.”

Dr. Kei noted that the clinic invested in additional units as it expanded because many laser systems are difficult to transport without affecting performance.

“We really love it because it’s such a versatile machine and delivers excellent results across a wide range of treatments,” he added.

Empowering young women through trusted wellness conversations Students from the Philippine Women’s University take part in the Watsons Women’s University Tour, a campus initiative that brings meaningful conversations on women’s health, wellness, and self-care closer to young Filipinas

WATSONS Philippines kicked off its Watsons Women’s University Tour at the Philippine Women’s University (PWU) on July 10, bringing students together for discussions on women’s health, wellness, and self-care.

The campus event featured health and beauty experts, pharmacists, and brand partners including Fern-C, Buscopan Venus, Bayer, Stresstabs, and Sisters, who shared practical and science-backed advice on women’s wellness. Students participated in discussions, asked questions, and exchanged experiences in a safe and open environment.

The tour forms part of Watsons’ “WE: The Power of Women” campaign, which promotes informed conversations and support for women at every stage of life.
