HE Senate impeachment court has approved the request of the House prosecution to subpoena the financial, tax, and anti-money laundering records of Vice President Sara Duterte.

Presiding Officer Senator Francis Escudero ruled the requested documents met the legal requirements of relevance and definiteness, declaring them essential to the ongoing trial, specifically to allegations of unexplained wealth under Article II of the Articles of Impeachment.

“The records may be used only to establish a factual baseline and not to introduce new impeachable offenses.

The banks are ordered to submit to the clerk of court the documents on July 30, 2026 at 9 a.m.,” Escudero said.

NERGY Secretary Sharon Garin said yesterday the Philippines continues to be “at the mercy” of the war in the Middle East, which has driven world oil prices up this week and led to domestic price hikes of up to 10.68 pesos per liter for diesel.

Garin announced the latest prescribed increase of P10.68 per liter for diesel, P11.77per liter for kerosene and P3.65 per liter for gasoline for the week.

Oil firms are implementing staggered price adjustments to mitigate the impact on consumers. Some companies are increasing diesel prices by P8.20 per liter on Tuesday, P1.20 per liter on Wednes-

day and P1.20 per liter on Thursday.

Some oil companies will also stagger kerosene price increases, raising them

by P8.10 per liter on Tuesday, P2.30per liter on Wednesday and P1.20 per liter on Friday.

In a press briefing following the seventh day of impeachment proceedings, Duterte’s defense spokesperson Michael Poa said: “The defense argued its position…nonetheless, the court has made its decision. On our part, we had strong grounds to oppose.

He said the regular Senate session would be the proper forum to discuss, investigate or act on allegations involving senator-judges in their separate capacity as legislators.

The issue arose after senator-judge Robin Padilla manifested to deny claims that he had ignored the Office of the Ombudsman, saying he had submitted his counter-affidavit in connection with an obstruction of justice complaint over the escape of Senator Ronald Dela Rosa from the Senate premises on May 14.

Senator-judge Erwin Tulfo appealed to his colleagues to stop using the impeachment court’s time to answer accusations or discuss issues unrelated to the case against Duterte, saying time diverted from the prosecution and defense prolong the proceedings.

“This court was established for the Vice President and the Vice President only. This should be her time, this should be her forum,” Tulfo said.

He said senator-judges could defend themselves through press conferences, social media or regular Senate sessions, but not during impeachment proceedings.

Cayetano, however, invoked impeachment Rule 6, which provides for the supplementary application of Senate rules and the Revised Rules of Court when applicable.

Pangilinan disputed Cayetano’s interpretation, saying Rule 6 applies to matters involving evidence in the impeachment trial and not to privileged speeches.

Escudero said the court should avoid prolonged discussions of “collateral matters” that do not pertain to the impeachment charges against Duterte.

He allowed Padilla’s manifestation to remain in the trial record but ruled the matter could later be taken up by the Senate acting as a legislative body.

Three witnesses to be presented

The House prosecution panel will begin presenting its case on the Vice President’s alleged misuse of confidential funds (Article I) with documentary custodians and bank officials Tuesday before calling witnesses to testify on the alleged recipients and handling of the funds, House prosecutor Joel Chua said.

Chua said the impeachment court has already been informed of the first three witnesses to be presented for Article I. In an interview with Bilyonaryo News Channel, Chua said the prosecution will first present the director of the House of Representatives Legislative Archive and Museum Management, followed by two branch managers of the Land Bank of the Philippines.

Article I alleges that Duterte misused and irregularly liquidated P612.5 million in confidential funds released to the Office of the Vice President and the Department of Education, including P125 million received by the OVP in December 2022.

The Office of the Ombudsman earlier announced that it would file separate complaints for plunder and violation of the Anti-Money Laundering Act against former House Speaker Martin Romualdez, former congressman Elizaldy Co, and several others over the alleged diversion of flood control funds.

Assistant Ombudsman Mico Clavano told reporters the complaints stemmed from what the Office described as a months-long investigation into an alleged scheme involving public funds intended for flood control projects.

“The Office of the Ombudsman is set to file two separate complaints for preliminary investigation against former House Speaker Martin Romualdez, Mr. Elizaldy Co, and several others: one for plunder under Republic Act No. 7080, and another for violation of the Anti-Money Laundering Act,” Clavano said.

He clarified that the filing of complaints for preliminary investigation is not a conviction but the Office’s determination that the evidence gathered is substantial enough to warrant a full and formal inquiry into whether the cases should be filed in court. The respondents will be required to submit their counter-affidavits to determine whether the cases should proceed.

Atienza said Romualdez has not yet been formally served with a copy of the complaint.

“Once we receive it, we will respond fully. The law does not follow the noise of accusations. It follows the weight of the evidence,” she said.

Atienza stressed: “We respect all legal processes. That is precisely why we believe this matter should be resolved where our laws require it to be resolved—in the proper legal forum, after both sides have been fully heard.”

“We remain confident that once the facts are examined objectively and the evidence is tested under the law, Rep. Romualdez will be able to clear his name,” she added.

Atienza also denied any suggestion that Romualdez had attempted to evade the legal process.

“We reiterate: Rep. Romualdez has never gone into hiding. He faced the ICI, and he will face the Office of the Ombudsman. He is in the country and will remain here until such time that he is able to clear his name,” she said.

According to Clavano, the Ombudsman’s investigation identified Romualdez as the alleged “central figure” in a scheme that diverted government funds allocated for flood control projects.

He said the evidence includes sworn statements from eight former security personnel of Co, who allegedly witnessed the delivery of money from the former congressman to Romualdez.

“This is not hearsay passed down secondhand. It is a firsthand account from those who were there,” Clavano said.

Clavano added that authorities had received credible intelligence reports that Romualdez had allegedly continued attempting to leave the country despite a Precautionary Hold Departure Order issued by the Sandiganbayan.

“The Office calls on all relevant agencies to make sure this does not happen,” Clavano said.

Filipino seafarers assigned to the area are covered by special safety protocols and war-risk provisions under international maritime labor agreements.

The DMW is currently monitoring the situation and is working with concerned agencies and employers to provide assistance to the affected Filipino seafarers and their families.

Matibag is the prosecution’s final

witness under Article IV, which concerns Duterte’s alleged threats against President Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos, and former Speaker Ferdinand Martin Romualdez.

Alonto Adiong said the prosecution would limit its examination to matters within Matibag’s knowledge as head of the agency that conducted the investigation.

“Again, our focus is how to present him to the impeachment court based on his knowledge,” he said.

He said the prosecution would not present Matibag to discuss his other dealings with individuals because those matters

are outside the purpose of his testimony.

Tolosa said the defense is free to challenge Matibag’s credibility during cross-examination.

“And that is their prerogative. They can try to do that,” he said.

He added that the relevant issue is whether questions relate to Matibag’s testimony on the NBI investigation.

Alonto Adiong said he is confident the impeachment court will distinguish between relevant and irrelevant questions under the Senate Rules on Impeachment.

“Under the Senate Rules on Impeachment, they know what to call out

as relevant or irrelevant,” he said.

He said efforts to connect Matibag to matters outside Article IV would not be relevant to the proceedings.

“It is very clear that whatever they try to connect outside the discussion under Article IV is irrelevant,” Alonto Adiong said.

Tolosa said the court should focus on the evidence Matibag presents rather than issues unrelated to the NBI investigation.

“At the end of the day, what we need to examine carefully is the evidence he will present. All other matters are just noise. They have nothing to do with the investigation he conducted,” he said.

Teodoro says AFP should review Padilla’s status

By Rex Espiritu THE Armed Forces of the Philippines (AFP) should look into the status of Senator Robin Padilla as a Philippine Army reservist, Defense Secretary Gilberto Teodoro Jr. said Monday.

Teodoro made the remark after the lawmaker publicly described himself as a communist during impeachment proceedings.

He said the AFP has its own procedures to determine whether Padilla’s statement has implications for his status in the reserve force.

“Well, the AFP should probably take note of that and do its processes accordingly,” Teodoro said when asked about Padilla’s admission.

Padilla, sitting as a senator-judge, made the remark during the fifth day of the impeachment trial against Vice President Sara Duterte on July 14 while questioning National Bureau of Investigation lawyer Jeremy Lotoc about the historical background of “Operation Romanov.”

“Operation Romanov,” which refers to Russia’s last ruling dynasty, was an alleged assassination plot against President Ferdinand Marcos Jr. and his family, as earlier confirmed by Lotoc during the trial.

Padilla later clarified his statement, saying it referred to his personal political beliefs and not membership in the Communist Party of the Philippines, which has waged an insurgency against the government for more than 50 years.

Marcos: Tighter immigration rules in Siargao island

By Charles Dantes THE Bureau of Immigration (BI) has strengthened coordination with local government units, law enforcement agencies, and tourism stakeholders in Siargao as part of President Ferdinand Marcos Jr.’s directive to enforce immigration laws more strictly on the popular tourist island.

Immigration Commissioner Joel Viado recently met with local officials, the Land Transportation Office, police authorities, and tourism representatives to reinforce inter-agency cooperation in upholding immigration regulations while promoting responsible tourism and public safety.

The initiative comes as Siargao continues to attract a growing number of foreign visitors and expatriates, prompting authorities to strengthen coordination in addressing immigrationrelated concerns and other violations involving foreign nationals.

As part of the effort, the BI will launch capacity-building seminars this month for local government officials and frontline personnel.

The training will focus on immigration laws, the proper referral of immigration-related cases, and improving coordination among government agencies.

During the meeting, the LTO proposed closer collaboration with the BI to address traffic violations involving foreign motorists. Authorities cited cases of foreigners allegedly driving without valid licenses, reckless driving, and driving under the influence of alcohol.

The BI said immigration laws would continue to be enforced fairly and professionally, emphasizing that all enforcement actions would be carried out in accordance with due process.

Rubio open to Russia, China meets on PH visit

S SECRETARY of State Marco Rubio said Sunday he is open to meeting with his Chinese and Russian counterparts this week during his visit to the Philippines for the Association of Southeast Asian Nations (ASEAN) foreign ministers’ meeting.

Rubio’s attendance at the gathering in Manila comes as the United States seeks to counter China’s growing regional influence, days after President Donald Trump accused Beijing of meddling in US elections.

“We’d be open to meeting with them,” Rubio told reporters when asked if meetings with Chinese Foreign Minister Wang Yi or Russian For-

eign Minister Sergei Lavrov were in the works.

“I would never tell you in a press conference what we would raise in meetings like that. Those are delicate matters,” he added.

Rubio met Wang on the sidelines of the ASEAN gathering in Kuala Lumpur last year. The two also spoke by telephone following Trump’s visit to China in the spring.

The Philippines trip, Rubio’s first to the country as secretary of state, comes as regional allies face economic strain caused by the renewed US-Iran war.

The US diplomat called ASEAN “our primary way of engaging the region,” adding that he would participate in several bilateral meetings, as well as talks with fellow Quad members India, Japan, and Australia.

Meanwhile, the Philippines hopes Myanmar will return to the ASEAN table in time for the bloc’s leaders’ summit in November, stressing that member states are still discussing how the country should be represent-

ed, Department of Foreign Affairs ASEAN spokesperson Dax Imperial said Monday.

In a press briefing, Imperial emphasized that discussions on Myanmar’s representation involve all stakeholders, not just the country’s authorities.

“That is actually our hope—for Myanmar to return to the table with its foreign minister and leader representing the country. However, ASEAN member states are still finding ways to achieve that,” he said.

PNP beefs up security in BARMM ‘red’ areas THE Philippine National Police (PNP) on Monday intensified monitoring and security operations in election areas under the red category ahead of the first parliamentary elections in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Metro cops seize P3.7m in illegal drugs, arrests 36 THE Manila Police District (MPD) conducted 24 anti-drug operations in one week, resulting in the arrest of 36 suspects and the seizure of more than P3.7 million worth of illegal drugs.

In a report covering July 12 to 18, MPD also confiscated 30 firearms, arrested 30 gun law violators, and served 129 warrants, including those against 25 top most wanted persons.

Police seized 545.67 grams of shabu and 18.60 grams of marijuana with a combined estimated street value of P3.71 million, underscoring the district’s intensified anti-drug campaign.

THE Philippine National Police (PNP) on Monday said the fatal shooting of American marine biologist Dr. Kent Carpenter in Sibulan, Negros Oriental has been considered solved, although the investigation remains ongoing.

PNP spokesperson Col. Allen Rae Co said investigators have identified the brother of fugitive suspect “Eden” as among those allegedly involved in the July 12 robbery-slaying. Four suspects are now in police custody, while charges against two fugitives will be filed through regular proceedings.

“We now have six suspects in the Carpenter case. Four have been arrested, while cases against the two remaining suspects have been finalized for filing,” Co said.

EDSA rehab complete by next year—DPWH THE Department of Public Works and Highways (DPWH) expects to complete the ongoing rehabilitation of EDSA by next year, with Phase 2 of the project now underway covering Guadalupe-Orense to Monumento stretch, Transportation Secretary Vince Dizon on Monday said.

Dizon said rehabilitation works are currently focused on the Monumento section, while repairs are also progressing along the Boni-to-Shaw Boulevard stretch.

He added that the asphalt being used on EDSA is of high quality and comparable to materials used in countries such as Japan and South Korea.

As part of the rehabilitation, the DPWH is widening sidewalks along the entire stretch of EDSA from the south to Monumento to improve accessibility for pedestrians and provide a safer shared space for cyclists.

BI Commissioner Joel Anthony Viado identified the foreigner as Bradley Vincent Gould who was apprehended in Barangay Sum-ag, Bacolod City by operatives of the BI Regional Intelligence Operations Unit–Region VI. ILAGAN City—Thousands of farmers are bound to benefit from a P1.19billion farm-to-market road deal signed on July 15 between the Department of Agriculture and the provincial government of Isabela.

The accord covering 65 road projects across the province was deemed the largest infrastructure agreement for agriculture in Cagayan Valley this year.

The project is part of the national government’s push to modernize rural infrastructure and support the agriculture sector to connect farms, cut costs, and raise farmer income.

Isabela Gov. Rodito Albano III and DA Regional Executive Director Rose Mary Aquino formalized the partnership during a signing

ceremony at the Isabela provincial capitol.

“The construction of these farmto-market roads is a significant investment in our farmers and rural communities,” Albano said. “Better roads mean lower transportation costs, faster delivery of agricultural products, and greater economic opportunities for our farming sector.”

Under the agreement, the DA will finance the construction of the 65 roads while the provincial government will provide counterpart support such as right-of-way acquisition, permits, clearances, and program of works.

The provincial government will also handle the operation and maintenance of the completed roads to ensure sustainability and continued access for farming communities.

SENATOR Francis Escudero has called on Congress to reevaluate the nation’s juvenile justice laws following the recent school shooting in Tacloban City.

The senator emphasized that no human-made law is “perfect or untouchable” and that revisions are necessary when they no longer align with contemporary realities.

Escudero, who co-authored Republic Act No. 9344 in 2006 and its amendment, Republic Act No. 10630 in 2013, stated that his extensive experience in developing the juvenile justice framework compels him to advocate for a new, evidencebased assessment amid ongoing discussions regarding juvenile accountability, gaps in school safety, and access to firearms.

“I have been a legislator for a long time and I always say that only one law is inscribed in stone and comes from God, and that is the one we cannot change. All other laws are merely written on paper, they originate from people. There is no perfect legislator who knows everything to create a law that cannot be altered throughout life,” Escudero said.

The senator emphasized that the framers of the 1987 Constitution incorporated provisions for amendments, acknowledging that no legislation can foresee all future challenges. “They recognized that they do not possess all the wisdom to address the issues that arose after they drafted it.”

Escudero also stated that revisiting legislation should not be perceived as an acknowledgment of mistakes, but rather as a vital response to evolving situations.

“We should all be open as legislators to any changes and view the opportunity to enhance, rectify, expedite, and ensure that the laws we enact serve the interests of our nation, our fellow citizens, and, of course, the youth of the Philippines,” he said.

The ‘Walang Gutom’ scam THE most dangerous political lie in the Philippines today is not a clumsy falsehood shouted at a rally. It is a sophisticated deception whispered in the sterile language of a press release, wrapped in the suffering of 760,000 food-poor families and sealed with the smiling face of an administration official.

The Expanded Walang Gutom Program (WGP), with its PHP36 billion annual price tag and messianic pledge of “Zero Hunger in two to three years,” is not a social safety net. It is a political spiderweb, meticulously spun by an administration that has learned the final lesson of Philippine patronage: empty stomachs make the most reliable voters.

NAPC Lead Convenor Lope Santos III wants you to believe there is a tragic dilemma here. Do we provide urgent relief, or fix the rotten foundations of our food system? This is the central lie, a manufactured choice designed to make the administration look compassionate while it picks your pocket. The tragedy is not choosing one good over another. The tragedy is using the raw, screaming need of hunger as political leverage, all while root causes—collapsed farm support, an unlivable minimum wage, predatory food cartels— fester in the tropical sun. The WGP is not a bridge to food security; it is a permanent pier built on the swamp of dependency, a jetty designed for loading votes onto the SS Marcos in 2028.

To see the true architecture of this scam, look at the law, or rather the cynical vacuum where a law should be. This program is a creature of Executive Order No. 44, a gossamer decree floating on discretionary cash. It has no statutory floor, no sunset clause, and no clear exit criteria for a family to graduate from dependency. Contrast this with the 4Ps, a rigid bureaucracy locked inside a Republic Act. The 4Ps is predictable, and therefore politically useless for a quick loyalty purchase. The WGP is fat, agile, and entirely at the mercy of a presidential pen. It can expand to buy a million families’ gratitude before an election, and if the political winds shift, it can be quietly starved. It is not a social contract with the poor; it is a politician’s option on human misery.

This executive agility opens the door to the ghosts of every corruption scandal that has come before. Make no mistake: the Expanded WGP is the DPWH floodcontrol scam in a humanitarian Halloween costume. The sacred playbook is identical.

You start with massive outlays—a staggering P36 billion annually, conjured from a deficit-conscious budget. You funnel it through a closed loop of pre-vetted intermediaries, the “accredited merchants” and a single electronic benefit transfer (EBT)

payment operator. With billions in guaranteed food credits flowing through one digital pipeline, you have not prevented a cartel; you have given it a golden key and a standing invitation to traffic in phantom kilos of rice.

Then, you deploy the weapon of every patronage machine: the secret list. The DSWD boasts that it bypasses corrupt mayors, using a centralized Listahanan database. They frame this as an anti-patronage, post-PDAF firewall. Do not believe the pious press release for a second. This is not the elimination of political discretion; it is the brilliant relocation of that discretion from the LGU directly to Malacañang. A list of a million desperate families, compiled and controlled in total opacity, is a tool for selective inclusion and political exclusion on a massive scale. The Commission on Audit has already documented this grim pathology in SAP and AKAP, where millions flowed to ghost beneficiaries and the politically connected. A secret algorithm for mercy is just a machine for manufacturing indebtedness, hidden from the republic’s prying eyes.

It’s a P36-billion vote-buying machine disguised as mercy The timing strips away the final shred of pretense. We are within the gravitational pull of a national election, and a direct, monthly financial pipeline is being laid to a million of the country’s most vulnerable households. The choreography is grimly familiar: glossy EBT cards bearing the administration’s branding, mandatory photo-ops, and a disproportionate rollout in vote-rich swing provinces, even as opposition strongholds suffer a curious case of database invisibility.

This is not governance. This is the commodification of hunger. The solution is not to tweak the program but to expose its rotten heart. Treat the poor as rights-holders, not grateful livestock. Publish the granular beneficiary lists and vendor concentration data to prove we are not funding a new supermarket oligarchy. Submit to a preexpansion COA audit. And for God’s sake, use the P36 billion to give farmers a fair price and workers a living wage, so they can feed themselves with dignity. Until then, we are not a republic. We are a feudal estate where the people’s hunger is just a line item in a campaign budget, and “Walang Gutom” is merely a slogan on the path to democratic starvation.

San Miguel Corporation’s launch of its up to ₱30-billion Preferred Share Offering is one such moment.

At first glance, the transaction appears to be a routine capital-raising exercise. The diversified conglomerate is offering 266.67 million preferred shares at ₱75 apiece, with an option to issue another 133.33 million shares should investor demand exceed expectations.

The offering runs from July 15 to July 23, with listing on the Philippine Stock Exchange scheduled for August 3.

But behind the numbers lies a much larger story—one about strategic leadership, financial discipline, and a long-term commitment to nation-building. Led by Chairman and Chief Executive Officer Ramon S. Ang, San Miguel continues to demonstrate that sound corporate governance is not measured simply by revenues or profits.

Much has been said about the fact that a significant portion of the proceeds will refinance maturing obligations.

ATEST survey results from the second quarter of this year showed the President hitting a new record low in trust ratings, while the Vice President’s numbers were steady despite her legal challenges.

This could just be another survey story, a snapshot of the public’s sentiments taken in regular intervals.

There are a handful of credible survey outfits in the Philippines today, and every so often the public gets to read about the results.

This latest one, conducted by the Social Weather Stations as commissioned by think tank The Stratbase Group, showed that between June 20 and June 29, just 34 percent of Filipinos said they had “much trust” in President Ferdinand Marcos Jr., the lowest since his 64 percent in June 2024.

Some 45 percent of those surveyed said they had little trust in the President, the highest since the 41% he obtained in November last year.

This yielded a net trust rating of – 11% for Mr. Marcos, deemed “poor” by the SWS. For Vice President Sara Duterte, the picture is less bleak. A majority – 57 percent – of Filipinos said they had much trust in her. Some 27 percent had little trust, while 15% were undecided.

We get to read about the results as we enter the third week of the impeachment trial of Ms. Duterte, who faces ouster and perpetual disqualification from office in the event she is found guilty of four articles.

Earlier this year, Ms. Duterte also announced that she was seeking the

Such participation reflects the market’s trust in San Miguel’s financial strength and long-term vision. For investors, the preferred

We remain hopeful, however, that the outcome of the trial has not yet been decided this early, and that our senators will vote according to their conscience and humanity, not for political expediency.

Taiwan: ‘Significant’ rise in China maritime activity TAIPEI – Taiwan detected a sharp rise in the number of Chinese ships entering waters around the island democracy last month, a Taiwanese coast guard official said, as Beijing intensifies pressure on Taipei.

China deploys military aircraft, warships and coast guard vessels around Taiwan on an almost daily basis to assert its claim of sovereignty over the island – which Taipei rejects.

Data show a “significant increase” in the number of Chinese ships conducting “grey zone harassment” in June, a Taiwan coast guard official said on the condition of anonymity in order to share the information with the media. The remarks were embargoed until Monday.

A total of 263 Chinese ships, including

coast guard, rescue and research vessels, were detected in waters around Taiwan and its outer islands in June, compared with 200 a month earlier, and 171 in June 2025.

The figures do not include warships.

“Whether in terms of the types or the number of government vessels involved in these grey-zone activities, there was a significant increase,” the official told reporters.

China launched “law enforcement” patrols in waters east of Taiwan last month, which Taipei has branded as “provocative” and “expansionism in disguise.”

Until June, China Coast Guard’s presence in the Western Pacific had been largely limited to participation in military drills around Taiwan.

During the operation, the China Coast

Guard for the first time radioed cargo ships passing Taiwan for information about their crew and destination.

A senior government official said China’s aim was not only to disrupt shipping but to “prevent Taiwan from receiving supplies” by stopping commercial ships from entering its ports.

“What it is trying to do is put into practice what it has long talked about -- using quarantine-like measures to carry out an anaconda strategy against Taiwan,” he said on the condition of anonymity.

Taiwan will hold live drills to practice how to respond to a potential quarantine or blockade, the coast guard official said, without providing details. AFP

MEXICO CITY – Ismael “El Mayo” Zambada, founding leader of the legendary Sinaloa cartel, will be sentenced in New York on Monday, a ruling expected to send Mexico’s last oldschool drug lord to prison for life.

After a journey from poor farmworker to one of the world’s most powerful and wealthy criminal bosses, Zambada was arrested at a US airport in July 2024.

He claims he was tricked by a cartel ally into boarding a plane that delivered him into the hands of US authorities.

Known for keeping a low pro-

file and avoiding being photographed, Zambada, now 76 years old, spent decades rising through the cartel ranks, evading both capture and multiple assassination attempts.

He was born in 1950 in Sinaloa – a rugged mountainous state of Mexico known for producing corn, beans, cattle, and some of the world’s most notorious drug traffickers.

His early years coincided with the emergence of Sinaloa as a marijuana and opium growing region – and eventually a transit point for Colombian cocaine going to the United States. AFP

AST RUTHERFORD —It was a World Cup in which football’s biggest names sprinkled stardust over the tournament, yet in the end the trophy deservingly went to a formidable if unspectacular Spain side who were simply too strong, even without Lamine Yamal being at his thrilling best.

The 19-year-old winger was the focus of so much attention, but he initially struggled to find full fitness and finished with just one goal, in a groupstage win over Saudi Arabia.

This World Cup, the first to feature 48 teams, had an average of 2.96 goals per game, making it the most prolific since 1970.

Spain scored only 14 times in eight games, but they take the trophy home after silencing Lionel Messi and defeating a disappointing Argentina 1-0 at the end of extra time at the MetLife Stadium on Sunday.

La Roja completely outplayed the defending champions, but needed a Ferran Torres goal in the 106th minute to become world champions for the second time.

The key to their success was a remarkable defence which conceded only once in the whole competition, against Belgium in the quarter-finals.

Protecting that defense as brilliantly as ever was the captain Rodri, and it was telling that he was named player of the tournament rather than Messi, Kylian Mbappe or any of the other attacking superstars on display.

Hungarian lawmakers last week passed an amendment that removed current President Tamas Sulyok, an ally of former prime minister Viktor Orban whom Magyar swept from power during elections this year.

Spain’s world champs head home to million-strong Madrid welcome MADRID—Spain’s World Cup winners headed home on Monday to a heroes’ welcome in Madrid, where a million fans are expected to greet them after a night of raucous celebrations across the country.

The triumph has sparked an outpouring of national pride in football-mad Spain, where many younger supporters had never witnessed the men’s team lift the World Cup since their only previous title came in South Africa in 2010.

The national delirium was tempered on Monday after local authorities said that a teenager died when a fountain onto which he and others climbed to celebrate the victory collapsed in the west of the country.

NNIE Ramirez reaffirmed her status as one of Asia’s premier jiu-jitsu athletes after successfully defending her women’s -57-kilogram title at the 10th JJIF Asian Jiu-Jitsu Championship in Almaty, Kazakhstan.

The reigning JJIF World Championships and Asian Games champion defeated Mongolia’s Shurentsetseg Enkhmunkh in the final to retain her continental crown and spearhead another productive campaign for Team Philippines.

Ramirez’s triumph highlighted a medal haul that underscored the country’s growing strength in the sport, with Joanne Pauline Tan taking silver in the women’s -70kg class, while Dylan Chrystle Reign Valmores (+70kg), Eliecha Zoe Malilay (-45kg) and Emily Rosalynn Thomas (-57kg) each settled for bronze medals.

DPWH to award key Bataan-Cavite Interlink packages soon, says Dizon

HE Department of Public Works and Highways (DPWH) expects to award critical remaining packages soon for the $3.91-billion Bataan-Cavite Interlink Bridge (BCIB) project, Public Works Secretary Vince Dizon said Monday.

“We will have big announcements soon because we are about to award packages in Manila Bay. That will start, and we are really excited about it,” Dizon said.

He said some portions of the project are already underway while the government prepares to award the remaining key packages.

“We are ongoing with other packages, but we will

award critical packages very soon. So let’s just wait for our announcement there,” he said.

The DPWH in November last year awarded Package 2 of the BCIB project to a consortium composed of China Wu Yi, Jinan Urban Construction Group Co. Ltd. and CM Pancho Construction Inc. Contract Package 2, the Cavite land approach, covers 1.3 kilometers of road, while Contract Package 3 involves the north and central marine viaducts.

Despite the progress, Dizon acknowledged that the 32.15-kilometer interlink bridge is unlikely to be completed during the term of President Ferdinand Marcos Jr. “It definitely won’t be finished within PBBM’s term, but hopefully, it gets completed during the next president’s term,” Dizon said.

“But once that is finished, it will be a huge relief.

It will have a massive impact on our economy,” he added.

The BCIB project will provide a permanent road link between the provinces of Bataan and Cavite, addressing a key missing link in the road network of Metro Manila, Central Luzon and the Calabarzon region.

The project will span about 32 kilometers, comprising two cable-stayed bridges with main spans of 900 and 400 meters for navigation channels, 24 kilometers of marine and land viaducts and 5 kilometers of approach roads.

It will serve as an alternative route between north and south Luzon that bypasses the heavily congested roadways of Metro Manila, easing pressure on existing north-south corridors. The bridge may also serve as a main evacuation route for residents of Bataan, Cavite, Rizal and southern Metro Manila in the event of a natural hazard, according to the DPWH.

PH recorded highest power rate in ASEAN in June, says DOE

By Alena Mae S. Flores THE Philippines recorded the highest electricity rate in the Association of Southeast Asian Nations (ASEAN) in June, surpassing Singapore, as power shortages in the Visayas region drove prices higher, the Department of Energy said Monday.

“In ASEAN, we had the highest electricity rate for the month of June.

We were even higher than Singapore,” Department of Energy Undersecretary Rowena Guevara said.

Guevara attributed the spike primarily to a supply deficit in the Visayas, where 21 power plants went on forced outage, leaving the region dependent on imported power from Luzon and Mindanao.

“The main reason, particularly in the Visayas, is that electricity there is the most expensive because of a supply shortage,” she said.

“We had 21 power plants on forced outage, making the region dependent on imported power from Luzon and Mindanao. The Visayas has also been under

yellow alert since May 13, and that has driven prices higher,” said Guevara.

Surging demand amid rising temperatures during the dry season compounded the shortage, forcing distribution utilities to dispatch costlier power plants to prevent blackouts, Guevara said.

“As a result, we had to dispatch more expensive power plants to avoid blackouts. To be accurate, we were the highest in Asia only for the month of June. We monitor this every month,” she said.

The nationwide average rate in June reached P12.43 per kilowatt-hour, narrowly above Singapore’s rate.

“Singapore’s average was lower

by P0.093 per kWh, so the difference was very small. Singapore was also above P12 per kWh. Ours was P12.43 per kWh,” Guevara said.

Guevara warned that electricity prices could rise further depending on fuel price movements in the coming weeks and urged distribution utilities to prioritize cheaper fuel sources before tapping more expensive ones.

The growth marked a deceleration from the 11.3-percent expansion seen in 2024.

Banknote withdrawals grew 6.2 percent to P1.57 trillion in value from P1.48 trillion, while the volume of withdrawals jumped 12.9 percent to 3.47 billion pieces from 3.07 billion on higher-than-expected demand for P100 and P50 denominations.

“The BSP demonstrated operational agility by realigning in-house production in Q4 2025 toward lower denominations. This ensured a timely supply to fulfill banks’ higher demand and supported the dayto-day liquidity requirements of the public,” it said.

Coin withdrawals fell 14.4 percent to P8.40 billion in 2025 from P9.81 billion amid weaker demand for the P20 coin. Coin withdrawal volume rose 1.4 percent to 1.80 billion pieces from 1.77 billion on higher demand for 25-centavo and 5-centavo coins.

BSP Deputy Governor Mamerto Tangonan said the slowdown in withdrawals could stem from several factors given that demand drives the trend.

“There could be several reasons because it is demand-driven. If the consumers are not withdrawing, of course the banks will not withdraw from us. You could think about several reasons, like could it be the slower [gross domestic product]? There are such factors,” he told reporters in a news briefing on Monday.

Asked whether the continued push for lower digital transaction fees could affect the growth of cash withdrawals, Tangonan said digital payments have so far complemented rather than substituted for cash.

ALI, Eton push forward Parklinks expansion A

YALA Land Inc. and Eton Properties Philippines Inc. are moving ahead with the next phase of their 35-hectare Parklinks estate, with a shopping mall slated to open in 2027.

Ayala Land said in a statement that Parklinks Mall will feature a gross floor area of 69,000 square meters, including about 41,000 square meters of leasable retail space. The mall will house retail, dining and lifestyle es-

tablishments catering to residents and visitors.

Ahead of the mall opening, Ayala Land and Eton plan to launch the estate’s first retail pavilions by the end of 2026, featuring specialty restau-

rants and other dining concepts.

Parklinks, one of the largest master-planned developments in Metro Manila’s eastern corridor, continues to build out its residential, commercial and institutional components.

Its residential developments include Parklinks North and South Towers by Ayala Land Premier and The Lattice

by Alveo Land. The developers have also opened the Parklinks Experience Center, where prospective buyers can view the master plan and residential

offerings.

The estate is also expanding its institutional footprint with the opening of a new campus for Multiple Intelligence International School in August 2026. The school will accommodate students from toddler age through Grade 12.

Meanwhile, Casa Ibarra Parklinks is scheduled to open later this year.

Atlas Mining rebounded to register P4.6-b income in first half GOLD and copper mining firm Atlas Consolidated Mining and Development Corp. (Atlas Mining) reported a net income of P4.6 billion in the first half of 2026, a turnaround from the P653 million net loss recorded in the same period last year.

First-half core net income surged 715 percent to P4.84 billion, reversing a P788 million net loss in 2025, the company said Monday in a stock exchange disclosure.

proved results to continued progress by its wholly owned subsidiary, Carmen Copper Corp. (CCC), in its three-year mine redevelopment program. Now in its final year, the program remains on track for completion by the third quarter of 2026.

First-half revenues jumped 64 percent to P12.98 billion from P7.93 billion in the same period a year ago, driven primarily by higher metal prices. Average gold prices rose 49

percent, while copper prices climbed 38 percent.

According to Atlas Mining, the redevelopment has enabled CCC to steadily expose additional ore sources for mining and milling operations, boosting output and financial performance during the first six months of the year.

Following the disclosure, share prices of Atlas Mining surged 17.5 percent on Monday to close at P10.28.

The property index posted the biggest decline among major sectors, dropping 1.46 percent. Holding firms fell 0.82 percent, industrial slipped 0.57 percent and financials eased 0.39 percent.

Value turnover remained thin at 5.97 billion pesos.

Foreign investors were net buyers, recording net inflows of 64.4 million pesos.

FROM time to time, individual Filipinos have come along to gladden the hearts of their countrymen, enhance their countrymen’s self-esteem and generate positive sentiments in the world toward the Philippines and Filipinos. The current source of these global achievements is a young athlete from Batangas named Alexandra Eala.

During the past year, and particularly during the past few weeks, Filipinos have been watching with amazement and pleasure the young Batangueña’s steady climb up the ladder of world tennis.

They have watched her win her first Women’s Tennis Association (WTA) tournament, the Birmingham tournament. Prior to that, they had watched her finish as finalist, semi-finalist or quarter-finalist in other WTA tournaments, including the Indian Wells and Mayami tournaments. But it was her performance at this year’s Wimbledon tournament that absolutely enthralled Alex Eala’s countrymen and made the tennis world take notice.

Because tennis is not one of its major sports, the Philippines is a virtual unknown in world tennis. Only two Filipinos — Felicisimo Ampon and Raymundo Deyro — have ever been world-ranked, and their rankings were not high.

Until Alex Eala, no Filipino tennis player had ever been invited to play in the main Wimbledon tournament.

In the 2026 Wimbledon tournament, not only was Alex Eala invited to compete but she was was given a seeding (No. 29). That had never happened to a Filipino tennis player. Her performance was nothing short of remarkable.

Alex Eala got as far as the fourth round. She beat a player in the first round. In the second round, she beat another. In the third round, she defeated the defending women’s singles champion, Poland’s Iga Swiatek, in convincing fashion.

Unfortunately, Alex Eala’s superb tennis run came to an end in the fourth round, when she lost to Italy’s Jasmine Paolini, whom she had previously beaten.

All the hard work that Alex Eala put in at the famed Rafael Nadal Tennis Academy and the many tournaments she has played have paid off for the young Batanguena. Judging by the world tennis greats who went to watch her play at Wimbledon, Alex Eala has definitely arrived. Just 21, she has many good years of world-class tennis - anywhere from ten to 15 years - ahead of her.

Her next stop is the U.S. Open in New York City, where a whole community of Filipino-Americans is waiting for her.

Tennis, which hitherto has not been a major sport in the Philippines, is bound to become an ever popular sport as long as Alex Eala is on the world tennis scene.

Who can forget the absence of traffic on the streets of Manila and other cities on the Sunday mornings when Manny Pacquiao was fighting? Surely Manny Pacquiao has earned a permanent place in Filipinos’ hearts.

And then, there is Hidilyn Diaz. This young Filipina made the Philipines and Filipinos extremely proud when she won the gold medal in one of the weightlifting contests at the 2020 Olympics. The Philippines has never won a gold medal in the entire 130-year history of the modern Olympic Games. Prior to Hidilyn Diaz’s gold medal, this country’s best performance was Sixto Villanueva’s silver medal for boxing in the 1964 Games. Hidilyn Diaz, who hails from Mindanao, is probably setting her sights on the 2028 Olympics. Her countrymen wish her the best of luck.

Likewise, C.J. Yulo brought immense honor to the country when he won a gold medal in gymnastics in the 2024 Games. C.J ‘s rise to an Olympic gold medal is a story of grit, focus and determination. Born and raised in a lowincome part of Manila. Yulo early set his sights on a career in gymnastics and took advantage of whatever assistance was offered to him. He trained diligently for years, and by the time the Olympics came around, he was ready to take on, and beat, the world’s best.

E.J. Obiena has risen through the ranks and become one of the leaders in the difficult track-and-field sport of pole vaulting. With every medal he has won, he has brought pride and joy to his country. He is not yet the world’s No. 1 pole-vaulter, but with his dogged determination, he should get there one of these days.

A list of Filipinos and Filipinas who have brought glory and honor to the Philippines would not be complete without if it did not include the names of Rafael (Paeng) Nepomuceno and Efren (Bat) Reyes. With their victories in international competitions—Nepomuceno in bowling and Reyes in billiards - these gentlemen made Filipinos proud and happy.

BSP reviews digital transaction fees of banks

By Thony Rose Lesaca THE Bangko Sentral ng Pilipinas (BSP) is reviewing whether digital transaction fees charged by financial institutions that have yet to comply with Circular No. 1238 meet rules requiring fair and transparent pricing for electronic fund transfers, an official said Monday.

BSP Deputy Governor Mamerto Tangonan said most of the country’s top 20 banks and e-wallet providers have already complied with the circular, which seeks to reduce the value of fees imposed on interbank transactions.

“Most of the top 20 banks and e-wallet providers have complied. I say top 20 because even the top 10 already generate around 90 percent of the total transaction volume. So now, there are those that have complied, but it appears to us that there may still be room for improvement,” Tangonan told reporters during in a news briefing Monday.

Tangonan said the BSP has also asked non-compliant financial institutions to explain and justify the transaction fees they charge to customers.

“We received them last Wednesday, that was [the] deadline. And then, we

are validating whether their fees and the manner they came up with that amount complies to the Circular 1238.

Basically that the difference between the interbank transfers and the transfers within the same institution would just be the cost directly associated with switching,” he said.

Under BSP Circular No. 1238, fees for person-to-person e-payments across banks, e-wallet operators and other payment service providers should not be different from the fees imposed within the same institution.

Any price difference should only reflect the “switch cost” or the fees paid to the network switch operator.

The US Consumer Product Safety Commission’s (CPSC) new requirement took effect on July 8, 2026 and requires importers of CPSC-regulated products to electronically submit product safety information when goods enter the United States. Philippine exporters shipping covered products to the US should provide the required compliance data before shipment.

By Darwin G. Amojelar THE Philippines and Oman are set to hold bilateral air service talks later this year to increase direct flight frequencies between the two countries and give overseas Filipino workers (OFWs) more convenient and affordable travel options while boosting tourism and trade.

Transportation Secretary Giovanni Lopez met Oman’s Ambassador to the Philippines Nasser Said Abdullah Al Manwari on July 16 to discuss expanding air connectivity as part of broader transportation cooperation between the two countries.

Al Manwari requested additional direct flights between Oman and Manila during the meeting, citing the growing need to make travel easier and more accessible for thousands of Filipinos working in the Gulf nation.

There are seven weekly direct flights between Oman and Manila.

Lopez directed the Civil Aeronautics Board (CAB) to coordinate with the Omani Embassy on the schedule of the bilateral air service talks, which are expected to take place later this year. The negotiations will explore expanding air traffic rights and increasing flight frequencies between the two countries.

“We are committed to expanding our air links with Oman to give our fellow Filipinos, especially our OFWs, more options for direct, convenient and affordable travel between our two countries,” Lopez said.

The two sides also discussed a proposed memorandum of understanding on transportation cooperation that would formalize broader collaboration between the Philippines and Oman.

Lopez thanked the Omani government for its continued support for Filipino seafarers, recognizing their important role in the maritime industry.

ABC Energy completes P2.3-b investment in 2 wind projects

ABC Energy, the energy subsidiary of publicly listed A Brown Company Inc., acquired a 40-percent equity stake in both wind project companies.

The parties completed the final closing on July 20, 2026, concluding the two-phase transaction announced earlier this year.

The final transaction value reflects an early closing adjustment under the terms of the parties’ agreement after A Brown decided to complete the investment ahead of the commercial operations of both projects.

Alternergy executed the investment through a combination of subscription and purchase of shares in ATWC and AWPC. The Philippine Competition Commission cleared the transaction in March, affirming compliance with applicable competition laws

and regulatory requirements.

Alternergy retains 60-percent majority ownership and management control of both project companies, ensuring continued leadership in their development and operations while delivering long-term value to shareholders, partners and the communities they serve.

SEIPI urges better blackout notice for Visayas factories

THE Semiconductor and Electronics Industries in the Philippines Foundation Inc. (SEIPI) called for improved communication and advance notice of rotational blackouts and other power curtailments in the Visayas, saying better coordination would help manufacturers minimize production disruptions and protect sensitive equipment.

SEIPI said providing factories with early notice of rotational load dropping or manual load curtailment, whenever operationally feasible, would allow companies to activate backup power systems, safely shut down or manage production lines and reduce costly interruptions.

The group also pushed for wider implementation of the Interruptible Load Program (ILP), which enables companies with generator sets to voluntarily disconnect from the grid during supply shortages and receive compensation for using their own backup power.

COMPANIES in the Philippines are expected to grant an average salary increase of 5.1 percent in 2027, slightly higher than the 5-percent actual increase recorded in 2026, as employers balance talent retention with cost management, a new study by global advisory firm WTW showed.

The Salary Budget Planning Report said the projected increase reflects a stable compensation outlook despite persistent economic uncertainty and inflationary pressures.

More than half of Philippine employers said their actual 2026 salary increase budgets matched earlier projections, while 18.8 percent reported lower-than-planned budgets and 8.9 percent said they exceeded initial plans.

WTW said employers are taking a more targeted approach to compensation, relying on data-driven reward strategies instead of broadbased pay hikes to retain key talent and manage labor costs.

“In the Philippines, employers are taking a more deliberate approach to compensation planning as they manage rising business costs while staying competitive for critical talent,” said WTW rewards data intelligence practice leader for the Philippines Chantal Querubin.

Carried out through the Community Environment and Natural Resources Office (CENRO) Bagac’s Community PANTREE program, the distribution benefited residents from the municipalities of Mariveles, Bagac and Morong.

The initiative supports the national government’s efforts to restore forest ecosystems, promote sustainable land use and build climate-resilient communities through grassroots participation.

CENRO Bagac chief Brenda Clemente said the program aims to empower local communities to become active partners in conserving the environment by making planting materials readily available.

“By providing quality planting materials, we are empowering people to contribute directly to biodiversity conservation, food security and sustainable livelihoods,” Clemente said.

The distributed seedlings consisted of indigenous, fruit-bearing and economically valuable tree species, including 6,235 guyabano seedlings, 2,250 cashew seedlings, 1,392 langka seedlings, 1,240 molave seedlings, 1,090 narra seedlings, 1,015 duhat seedlings and 150 coffee seedlings.

The initiative complements the DENR’s reforestation program, which focuses on restoring degraded forestlands, enhancing ecosystem services and promoting sustainable land use through active community participation in tree planting.

S the Philippines strengthens its implementation of the Extended Producer Responsibility (EPR) Act, efforts are increasingly shifting beyond waste recovery toward preventing plastic packaging waste before it is generated.

The next step is ensuring that these upstream interventions can be effectively measured, recognized and supported.

The EPR Act aims to strengthen producer responsibility for plastic packaging waste and promote more sustainable production and consumption systems. It includes requiring Obliged Enterprises (OEs)―product producers and brand owners―to establish and implement their EPR programs for their plastic packaging.

But beyond product waste recovery programs, the law also recognizes upstream interventions that reduce waste generation at source and improve circularity. These include reuse and refill systems, redesign, recycled content and other measures that may contribute to plastic waste footprint reduction, resource efficiency and circular economy outcomes by keeping materials in productive use for longer.

These approaches are increasingly shaping the next phase of plastic action globally. Internationally, governments and businesses are placing greater emphasis on reducing unnecessary plastic use, scaling reuse and refill systems, redesigning products and packaging, and increasing recycled content as part of broader efforts to transition to a circular economy.

These shifts complement waste recovery by preventing plastic packaging waste before it is generated and keeping materials in productive use for longer.

The Philippines is beginning to see similar developments.

Across industries, an increasing number of OEs are already investing in upstream interventions, including reuse and refill systems, packaging redesign, material reduction and recycled content initiatives.

Discussions with industry highlighted that these approaches are moving beyond pilot initiatives and are becoming an increasingly important component of corporate sustainability and EPR implementation strategies.

At the same time, stakeholders recognized that developing credible methodologies to measure, verify and recognize their contributions under the EPR Act will be critical to supporting wider adoption.

To support this phase of EPR implementation, the Department of Environment and Natural Resources–Environmental Management Bureau (DENR-EMB), with support from the National Plastic Action Partnership (NPAP) Philippines and Plastic Reboot, is working to capture practical experiences and technical inputs that will help shape future guidance on EPR upstream interventions.

“The EPR Act gives the Philippines a powerful opportunity to move beyond waste recovery and prevent plastic pollution before it starts. Upstream solutions, such as reuse, refill, better design and recycled content, are central to this shift,” said Christophe Bahuet, UNDP Resident Representative in the Philippines.

“Through NPAP Philippines, UNDP is working with government, business, civil society, academia and development partners to build the policies, partnerships and practical tools needed to scale these solutions and turn circular economy principles into action,” he added. UNDP Philippines News

Samar LGUs vow to protect new road and forest reserve

Conclusion WHILE GDR and DEMCO have had sustainability embedded into their philosophies since their inception, for many factories, the transition to producing cleaner and greener is being driven largely by policy.

The European Union is advancing new rules that will come into effect in 2027 and 2028, including eco-design requirements and digital product passports, which document the sustainability of materials used in garment manufacturing. Ultimately, this promotes transparency, showing consumers what it is they’re really buying.

“The digital product passport is pushing us to document everything about a garment, from the fiber, the composition, the wash, even traceability about recycling and everything that comes after,” said Alison De Miersman, DEMCO’s creative director. In a demonstration, she showed Valletta a QR code on a garment revealing where the cotton, buttons, rivets and thread came from.

At DEMCO, sustainability is not just about what happens on the factory floor. It starts much earlier: on the design board. Along with exploring the use of recycled fibers, the company is looking into eco-friendly choices for things like buttons, thread and pocket linings.

While often unnoticed by consumers, these choices can determine whether a pair of jeans lasts longer, uses less resources, contains safer chemicals and can be more easily recycled.

“We have the potential to revolutionize the industry and change it systemically,” Valletta said.

While consumers can play a role in that by demanding more sustainable denim, governments and industry must lead the charge, said Claudia Giacovelli, who heads UNEP’s InTex program.

“Governments must set clear rules for sustainability,” she said. “Brands must design with sustainability and circularity in mind, while supporting suppliers as they transition away from harmful environmental practices. And manufacturers must continue investing in cleaner technologies and smarter production processes.”

Industry players say the sustainability of denim will ultimately be shaped by a myriad of choices across the value chain in the coming years. As that process plays out, Valetta said it is important to remember that every garment comes with an environmental cost and that even the simplest t-shirt should not be viewed as disposable.

Leyte, five Eastern Samar towns accelerate shift to renewable energy

By Sarwell Meniano TACLOBAN CITY―The Institute for Climate and Sustainable Cities (ICSC) is expanding its partnership with local government units (LGUs) in Eastern Visayas to help accelerate the region’s transition to renewable energy (RE).

The ICSC said last week it aims to work with more municipalities in developing local renewable energy roadmaps that will help unlock indigenous energy resources, attract investments, strengthen energy security and build climate-resilient communities.

“The roadmap eventually unlocks local RE potential, attracts more investments, strengthens energy security and paves the way for a more resilient and sustainable future for communities across the region,” the organization said.

The ICSC issued the statement following the Renewable Energy Roadmap Scoping Workshop held recently in partnership with the municipal government of Alangalang in Leyte.

Alangalang is the first town in Leyte to develop a renewable energy roadmap aimed at enhancing local energy security and accelerating its clean energy transition.

TACLOBAN CITY―The Department of Environment and Natural Resources (DENR) field office here has teamed up with local government units to protect and conserve forest resources along the new Basey–Maydolong Road.

A news release from the DENR regional office said last week it formally signed commitments with the provincial governments of Samar and Eastern Samar, municipal governments of Basey in Samar and Maydolong in Eastern Samar and other key stakeholders.

The agreement, signed on July 8, establishes a collaborative framework to ensure that the road, which traverses the protected landscape of the Samar Island Natural Park (SINP), is managed and maintained in a manner that balances infrastructure development with biodiversity conservation and environmental protection.

DENR Eastern Visayas Regional Executive Director Arturo Salazar said the MOA represents more than a formal commitment―it is a shared pledge to protect the Samar Island Natural Park while ensuring that development is pursued responsibly.

He said the agreement demonstrates that infrastructure development and environmental conservation can coexist through responsible governance and strong collaboration among stakeholders.

“The Basey–Maydolong Road serves as a vital link for our communities, but it also passes through one of our most ecologically significant protected areas. It is our shared responsibility to ensure that infrastructure development proceeds without compromising the integrity of the Samar Island Natural Park,” Salazar said.

HENEVER Chef Aniwat Vadhanachai visits Manila, he makes time to eat where locals do.

Those meals eventually showed the Thai chef that beef pares, torta, tapsilog, and other Filipino staples were not far different from the flavors he grew up with.

The Thai restaurant reimagines the Filipino favorite beef pares with Thai spices, coconut palm sugar, tofu, chili garlic oil, and bagoong fried rice as part of its new menu

Better known as Chef Chay, the cook turned those similarities into Thai restaurant Greyhound Café’s new menu, which reworks familiar Filipino dishes using Thai ingredients, seasonings, and cooking techniques.

Launching across Greyhound Café branches this July, the collection features eight dishes inspired by Filipino favorites, from lumpiang shanghai and ginisang kangkong sa bagoong to crispy pata and ginataang bilo-bilo.

“Every trip that I come to Manila, I would love to go eat at the local spot. Then I start learning, ‘Oh, this dish is similar to Thai.’

So that’s how we came up with all the dishes,” he shared.

Chef Chay said developing the menu took about one to two months, beginning with research and ingredient sourcing before moving into recipe testing with the Philippine team. He added that he also sought out local herbs and ingredients to better understand the flavors behind the dishes before training the restaurant’s chefs.

Among the new offerings is the GHC Seafood Spring Rolls, Greyhound Café’s take on lumpiang shanghai. Instead of the traditional pork filling, the rolls are packed with shrimp, squid,

saltiness, and the sugar is from coconut palm sugar, so it’s not too sweet,” he explained.

Other additions include Morning Glory with Shrimp Paste, inspired by ginisang kangkong sa bagoong; Sautéed Eggplant with Ground Pork, based on ginisang talong; and Fried Rice with Dried Beef, Greyhound Café’s interpretation of tapsilog.

For its version of crispy pata, the restaurant marinates pork leg with Thai herbs before boiling it for six hours, drying it for about 24 hours, and deep-frying it. The dish is served with tamarind chili paste, jaew sauce, pickled vegetables, and sticky rice.

Dessert comes in the form of Bua Loy, Greyhound Café’s take on ginataang bilo-bilo. The coconut milk dessert features glutinous rice balls filled with ube and a sweet potato-and-carrot mixture.

“Thai and Filipino cuisine share many similarities, from our love for bold flavors to dishes that bring people together. With this menu, we wanted to celebrate those connections while staying true to the authenticity of Thai cooking,” he stated.

Greyhound Café is also developing more Filipino-inspired dishes with Thai influences, along with value lunch sets and other concepts that Chef Chay said are already in the works.

Enchanted Kingdom celebrates Eldar’s birthday with month-long festivities ENCHANTED Kingdom (EK), the Philippines’ first and only world-class theme park, is celebrating the birthday of its iconic Storyverse character Eldar the Wizard with a month-long lineup of events, treats, and surprises for guests.

EK will also introduce a new seasonal show featuring Storyverse characters in a surprise dance party tribute to Eldar.

Guests can enjoy special food offerings, including Eldar’s Meal family feast bundle at Amazon Grill and LaunchTime restaurants, as well as chicken inasal solo orders at Snaptooth Snack Station, Parkside, and Diggers Treat. Eldar’s Purple Brew from Tropical Coolers will also be available.

The park has expanded its Eldar merchandise collection with pillows, purses, and bags, while photo outlets at Rialto 4D and Eldar’s Photo Hub have introduced a face recognition feature for easier photo access.

Tenant partners are also joining the celebration, with Dairy Queen offering the exclusive in-park Eldar’s Hat Dilly Bar and Purple Yam Blizzard as its Blizzard of the Month.
