Habagat to dump heavy rain even as ‘Inday’ exits PH By Rex Espiritu, Vito Barcelo, Nash Maulana and Joel Zurbano THE Southwest Monsoon (habagat) will continue to dump intense rain across the country even as Typhoon “Inday” (international name: Bavi) has exited the Philippine Area of Responsibility (PAR) and is already approaching the southeastern coast of Zhejiang, China. Some 17 people were reported dead while around 514,700 individuals were affected by the southwest monsoon enhanced by Typhoon Inday, the National Disaster Risk Reduction and Management Council said on Saturday. The deaths were caused by drowning and landslide, two of which were recorded in Bukidnon; 10 in Malapatan, Sarangani; and five in Calanogas, Lanao Del Sur. Nine were reported missing -three from Malapatan and six from Calanogas. As of posting time, 14,000 families have been displaced, of which 2,900 are inside evacuation centers. According to the state weather bureau’s tropical cyclone bulletin yesterday, all tropical cyclone wind signals have since been lifted. The enhanced habagat and Inday’s periphery today, however will still Turn to A4

ENATOR Panfilo Lacson yesterday slammed what he called a persistent “pattern” of hospitalization among prominent individuals who have been held in contempt by the Senate or are facing arrest due to criminal charges. He cited the recent cases of former Department of Public Works and Highways secretary Manuel Bonoan and Senator Rodante Marcoleta, both of whom facing plunder and graft charges at the Sandiganbayan

and have been admitted to the Philippine National Police - General Hospital (PNP-GH). “Since time immemorial, when a prominent personality is cited in contempt or faces arrest, he or she

suddenly gets sick and needs to be hospitalized. Bonoan was arrested and was confined in the hospital. Before that, we have seen big personalities who are confined in the hospital instead of being brought to jail,” he said. “ This is the pattern I have noticed. This is the pattern that many ordinary Filipinos have brought to my attention,” Lacson added. The senator earlier posted on X: “WARNING: Bawal magkasakit. Mahal ang gamot. Bawal magka‘warrant’. Baka magkasakit.” “When the arrest warrant comes out, so does the medical condition

– you name it: pneumonia, high blood pressure, high cholesterol levels. Some require neck braces; others have back pains. The diseases come out when the arrest warrant comes out,” he added. Lacson also raised the question of who will foot the bill for the stay of Bonoan and Marcoleta at the PNP-GH, where both are “confined” while facing charges before the Sandiganbayan. In Marcoleta’s case, however, a PNP doctor told the Sandiganbayan the senator is fit to travel provided he wears a face even if he has yet to be cleared to leave the hospital. Turn to A4

Business or politics? OMB says conflict of interest must end ‘Impeach court spokesman must not criticize senator-judges’ By Joel Zurbano, Pot Chavez and Maricel Cruz SENATOR Panfilo Lacson yesterday cautioned the spokesperson of the Senate impeachment court handling the case of Vice President Sara Duterte to refrain from publicly criticizing or reprimanding senatorjudges over supposed misconduct. Lacson said impeachment court spokesperson ReginaldTongol should allow the senator-judges to manage concerns about potential sub judice comments among themselves, as they can deliberate and resolve these issues during their caucus. “With due respect to Atty. Tongol, he is the spokesperson of the impeachment court and speaks on behalf of the senator-judges. He should not make it appear he is cautioning or admonishing us,” he said. Turn to A4

GOVERNMENT officials must stop engaging in conflict of interest, Ombudsman Jesus Crispin Remulla said, noting that those serving in public office must choose either business or politics, but not both. “We should put an end to conflict of interest. Let’s set a standard in our country of decency,” Remulla said in his radio program. “You may do business if you want, but don’t do politics,” he added. The Office of the Ombudsman earlier said it is investigating two lawmakers for

allegedly owning or having ties to construction business while being a public official. Assistant Ombudsman Mico Clavano named the lawmakers as Uswag Ilonggo party-list Representative Jojo Ang and Tarlac Rep. Noel Rivera. Earlier this week, Remulla said his office remains firm on investigating officials who no longer recognize conflicts of interest as wrongdoing. Addressing the participants of the Ombudsman Legal Internship Program 2026, Remulla recounted meeting a

married couple, whom he described as former members of Congress, who personally sought clarification after receiving subpoenas from the Office of the Ombudsman over their alleged involvement in government contracts. “They are being investigated for involvement in contracts. In other words, what we call ‘cong-tractor’. It was so strange to see that they found it seemingly mysterious that they are being asked questions about conflict of interest. As

Zambales, Masinloc LGUs affirm PH rights over Panatag By Rex Espiritu THE local governments of Zambales province and Masinloc municipality have reaffirmed their position that Bajo de Masinloc, also known as Scarborough Shoal or Panatag Shoal, is part of the Philippines, adding that the country’s sovereign rights over the disputed feature cannot be erased simply because another nation refuses to recognize them. “We are one with you in fighting for our country’s rights over Scarborough Shoal,”Masinloc Mayor Hazel Jalata Lim said during a government aid distribution for fisherfolk as part of the commemoration marking the 10th anniversary of the 2016 Arbitral Award that dismissed China’s sweeping claims over the South China Sea. “The rights of our country are not erased just because someone does not recognize it. Instead, we should fight,

as people of Masinloc, as people of the province of Zambales, that Bajo de Masinloc is ours,” she added. Zambales Gov. Hermogenes Ebdane Jr. echoed the message: “Defending our sovereignty is not a fight for just a few; it needs collective action and a united stand.” “Let us always remember, let us keep it in our hearts, and let us shout this to the whole world: Scarborough Shoal is ours,” Ebdane said. Defense Secretary Gilberto Teodoro Jr. said the military is carrying out security measures to protect the area while expanding patrols across the country’s maritime territory.

if it never existed, or as if there’s nothing wrong with it,” Remulla said. He said the incident illustrates a deeper problem – a culture where public officials fail to recognize that personal interests have no place in government service. “The people have to know that conflict of interest is a sin that should be avoided by every government official. People in power in this country have gotten too much hubris. They think that there is no limit to what they can do with their power,” Remulla said. WPS FISHERS MONUMENT.
