FIFTEEN people were killed in landslides in Sarangani and more than 2,000 in Taiwan were evacuated from their homes as the biggest typhoon in decades left the Philippines and neared the East Asian region on Friday. Two landslides triggered by heavy rains driven by Typhoon Inday (international name Bavi) killed at least 15 people and left six others missing in Mindanao, authorities said. At least 10 of the victims were killed after a landslide buried two houses in Barangay Poblacion, Malapatan, Sarangani, as heavy rains brought by the southwest monsoon enhanced by Inday saturated the soil, the Office of Civil Defense (OCD) in Region 12 said Friday. ON 10TH ANNIVERSARY OF ARBITRAL AWARD
PBBM: Have courage to defend what is right Australia, Japan uphold rules-based order in South China Sea

P
RESIDENT Ferdinand Marcos Jr. called on Filipinos and foreign allies alike to have the “courage to defend what is right” as the country marked the 10th anniversary of the 2016 Arbitral Award that dismissed China’s sweeping claims over the South China Sea. Mr. Marcos said the ruling has become “indispensable” amid maritime tensions. “When the Philippines initiated these arbitration proceedings, we stood before the world to assert a timeless, universal principle that disputes between nations must be resolved not through coercion, not through the threat or use of force. but through peaceful means and the rule of law,” Mr. Marcos said during a diplomatic reception marking the 10th anniversary of the Arbitral Award, with the theme, “A Decade Hence: The Enduring Promise of Peaceful Dispute Settlement.” “The rule of law is a great equalizer of all nations. It ensures that right is not defined by might…The law exists ultimately to protect the vulnerable, to
shield human dignity from the whims of raw power. Yet the significance of this award extends well beyond our own coastlines.” “Our path forward remains clear and absolute…For our peace, our pursuit of peace is not passive. It requires the courage to defend what is right, to uphold our international commitments, and to engage constructively with all who seek mutual respect and shared prosperity.” The reception for the Arbitral Award’s anniversary came days after Chinese scholars asserted that Batanes is a "natural geographic extension" of Taiwan and therefore part of China's territory, a claim that Philippine officials swiftly rejected as baseless and without legal foundation.
THE Senate Impeachment Court is considering extending trial days to accommodate both the prosecution and defense teams who will engage in direct, cross, redirect, and recross examinations of the witnesses. Meanwhile, the Sandigan-
bayan Fifth Division has denied for lack of merit Senator Jinggoy Estrada’s request to attend the impeachment trial of Vice President Sara Duterte. This as former National Bureau of Investigation (NBI) director Jaime Santiago clarified that he has not received a subpoena from the Impeachment Court, but added that he is prepared to testify if summoned. THE Philippine government on Friday rejected claims by Chinese scholars questioning the country's sovereignty over Batanes, with senior officials stressing that the province is an integral part of the Philippines and that the issue is not open for debate. Foreign Affairs Secretary Theresa Lazaro downplayed the assertions made during a June 30 symposium in Guangzhou, saying the Philippines gives greater weight to the official positions of governments than to the views of academics. “Sometimes the academics really, well, they are academics. So, we listen to the government, so that's only what we can say,” Lazaro said on the sidelines of the 10th anniversary of the 2016 South China Sea Arbitral Award (see related story on A1 – Editors). She said the Philippines remains committed to upholding the 2016 arbitral ruling and noted the strong international support it continues to receive. “You see how it is. You heard Australia, you heard Japan, and many other like-minded countries. You look at

THE Cabinet has approved the proposed 2027 National Expenditure Program (NEP), clearing the way for President Ferdinand Marcos Jr. to submit the proposed 2027 budget to Congress, Malacañang said Friday. Meanwhile, Defense Secretary Gilberto Teodoro Jr. said addressing Chinese aggression requires a defense budget of up to four percent of the gross domestic product (GDP). Presidential Communications Office Secretary Dave Gomez said the Cabinet approved the fiscal measure after discussions during its meeting, based on the presentation made by the Department of Budget and Management (DBM). "The Cabinet discussed and approved the 2027 National Expenditure Program as presented by the DBM," Gomez said in a message to Palace reporters. He declined to disclose the total amount and other details, saying the Palace does not want to preempt the President's official budget submission to lawmakers. "On the total amount and other details, we do not want to pre-empt the President's budget submission to Congress," Gomez said. Next page
