THE Philippine Na-
tional Police has referred criminal charges against the 15-yearold minor suspect in the deadly June 22 school shooting spree in Tacloban City.
PNP chief General Jose Melencio Nartatez Jr. said the charges for three counts of murder, frustrated murder, and multiple counts of serious physical injuries have been referred to the local prosecutor’s office against alias Rod.
Alias Rod and another minor suspect, 14-year-old alias Nash, have already been turned over to the Tacloban City Social Welfare and Development Office.
The two ninth graders opened fire inside the San Jose National High School, killing three students and wounding 20 others.
The Department of the Interior and Local Government said it was looking into the possible liability of the parents and guardian of the two minors.
Interior Secretary Jonvic Remulla said the shooting spree appeared to be a case of "bullying gone wrong" combined with their exposure to violent video games.
“We are looking at the culpability of the aunt and the parents because they (suspects) got the guns from those who are older than them," Remulla said.
"One of the guns was not registered and had a fake serial number. But the mere fact that the students had access to the guns, the culpability rests on the owner of the guns," he added.

HOUSE prosecutors have asked the Senate impeachment court to authorize the opening, inventory, and pre-marking of a sealed Bureau of Internal Revenue (BIR) records box transmitted to the Senate as part of the records presentation against Vice President Sara Zimmerman Duterte. The request was contained in a Manifestation with Proposal on Certain Additional Pre-Trial Matters filed by the prosecution panel as part of ongoing preparations for the impeachment trial set to begin on July 6.

Global petroleum prices soared after Iran blocked the flow of oil through the vital Strait of Hormuz in response to US-Israeli strikes in February.

US Senate adopts House call to end war
The House-passed measure, adopted by the Senate in a 50-48 vote, directs Trump to remove US forces from hostilities with Iran unless Congress explicitly authorizes military action.
Because the measure is a "concurrent resolution," it does not go to Trump's desk for signature and carries disputed legal force.
But its passage still puts both chambers of Congress on record against a conflict that began with US and Israeli strikes on Iran in late February, rattled global energy markets and opened a broader regional war involving Lebanon and Gulf states.
The vote came as the Trump administration pursued a 60-day diplomatic push to turn a preliminary memorandum of understanding with Iran into a final agreement covering Tehran's nuclear program, sanctions relief and the Strait of Hormuz.
Senate Democratic leader Chuck Schumer forced the vote to put Republicans on record after several Trump allies voiced alarm over both the war and the president's deal to end it.
"Republicans can complain about Trump's war, his secrecy, and his disastrous deal with Iran all they want behind closed doors, but the only way to ensure this war ends once and for all is for Republicans to act," Schumer said in a floor speech ahead of the vote. AFP

Gatchalian urged stronger parental involvement through the Parent Effectiveness Service Program, established under Republic Act No. 11908 to strengthen parents' and guardians' capabilities in promoting child protection and positive behavior.
“If we are serious about ending violence in our schools, the solution must begin inside our homes,” Gatchalian said.
Senator Juan Miguel Zubiri, meanwhile, raised concerns over the influence of harmful social media content on young people and expressed support for the proposed Social Media Safety for Children Act, which seeks to prohibit minors below 16 years old from maintaining social media accounts.
Zubiri noted that countries such as Australia and the United Kingdom have enacted or are considering stricter age-verification requirements and stronger online protections for minors.
He also proposed reviewing the Juvenile Justice and Welfare Act to explore the possibility of trying minors as young as 14 as adults when charged with heinous crimes such as murder and rape, while preserving due process and rehabilitation opportunities. Sen. Go calls for review of laws, policies Senator Christopher Go, chairperson of the Senate Committee on Youth, likewise called for a comprehensive review of youth-related laws, school safety policies, and student mental health programs.
“Schools are supposed to be zones of peace and learning. It is deeply troubling that our students are exposed to such unnecessary risks instead of being able to focus on their studies. What is even more alarming are reports that the suspects themselves are minors,” Go said.
He urged government agencies to conduct a full investigation into how the minor suspects obtained the weapon used in the attack and appealed to the public to refrain from spreading unverified information.
Senator Loren Legarda cautioned against attributing the tragedy to a single cause, saying the incident reflects broader and interconnected challenges confronting Filipino children and youth.
“Social media and online games may be part of the story, but they are not the whole story,” Legarda said. “They must be examined seriously because they can shape behavior, normalize violence, or expose children to harmful communities. But they cannot be the only explanation.”
‘Examine bullying allegations’ Citing studies showing that youth violence is often linked to trauma, depression, anxiety, and suicidal ideation, Legarda said investigators must carefully examine allegations of bullying and determine whether warning signs were overlooked.
"When a child reaches a point where violence becomes imaginable, we must ask what happened long before that moment. Children do not wake up one day disconnected from their peers, overwhelmed by anger, or unable to see alternatives to violence. Those conditions develop over time," she said.
Legarda also emphasized that the minors involved must still be held accountable under the law while ensuring due process and child protection standards.
She said authorities must determine how minors gained access to firearms, noting reports that one of the weapons used may have been government-issued. Age verification for violent online games
Legarda added that she is studying a measure requiring age verification for violent and mature-rated online games and reiterated support for her previously filed Children’s Safety in Social Media Act, which would require social media platforms to enforce a minimum user age of 16.

TYPHOON Francisco continued to weaken while moving northward over the Philippine Sea on Wednesday morning, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).
The weather bureau said the typhoon is forecast to exit the Philippine Area of Responsibility (PAR) by Thursday evening or early Friday.
Meanwhile, PAGASA is monitoring another tropical storm outside the PAR with the international name “Higos.”
The agency said that once Higos enters the PAR and develops into a tropical depression within the country’s monitoring area, it will be given the local name “Gardo.”
As of Wednesday morning, the center of Typhoon Francisco was estimated at 295 kilometers east-northeast of Basco, Batanes.
The typhoon was moving westward with maximum sustained winds of 140 kilometers per hour near the center and gusts of up to 170 kph.

AN international nuclear expert rejected the rehabilitation and possible reopening of the dormant Bataan Nuclear Power Plant during a forum in Quezon City on June 24.
Dr. S.P. Udayakumar of India’s People’s Movement Against Nuclear Energy (PMANE) said the Philippines should not reopen the Morong, Bataan facility, citing safety concerns.
“If you haven’t done it, don’t do it,” the Indian scholar said.
According to Udayakumar, the claim that nuclear energy is the answer to climate problems is false because the entire nuclear cycle is “dirty.”
He said everything from uranium mining to the processing and disposal of nuclear waste relies on non-renewable fossil fuels.
“You have to deal with the waste for 48,000 years,” Udayakumar said.
He added that no country, including the United States and Germany, has a foolproof system for managing nuclear waste.
In India, he said, nuclear waste poses risks to residents living near the country’s 22 operating reactors and seven nuclear power stations.
According to Udayakumar, cases of skin diseases, cancer, and physical deformities have been linked to the improper disposal of nuclear waste.
President Ferdinand Marcos Jr. has been vocal about incorporating nuclear energy into the country’s power mix.
Mr. Marcos signed Republic Act 12305, or the Philippine National Nuclear Energy Safety Act, in 2025, establishing the Philippine Atomic Energy Regulatory Authority (PhilAtom).
RA 12305 serves as the legal framework for the “safe, secure, and peaceful” use of nuclear technology in the Philippines as the government targets 1,200 megawatts of nuclear energy capacity by 2032.
PhilAtom oversees the use of nuclear energy and radioactive materials to ensure compliance with safety, security, and environmental standards.

ANGAT Dam, which supplies about 97 percent of Metro Manila’s domestic water needs, may reach its critical low water level of 160 meters by the end of June, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).
The weather bureau warned that the declining water level could lead to water supply shortages in the National Capital Region.
As of 8 a.m. Wednesday, the water elevation at Angat Dam in Bulacan had dropped to 163.51 meters, below its minimum operating level of 180 meters.
PAGASA hydrologist Jofren Habaluyas said the dam’s water level has been decreasing by about half a meter per day in recent days.
“We expect Angat to reach the critical low level by the end of June,” he said.
Habaluyas noted that water shortages could occur in Metro Manila if the decline continues.
Since March, the dam’s water level has fallen by more than 36 meters.
Despite the alarming drop, Habaluyas said an inter-agency technical working group had anticipated the situation and implemented measures
to protect the water supply.
“We have had zero allocation for irrigation since the last few weeks of May so we could conserve water in Angat for domestic supply,” he said. The dam’s raw water supply is typically replenished during the southwest monsoon season, which usually begins in the second week of July.
PAGASA projects that Angat Dam’s water level could recover to 176.33 meters by the end of July and further rise to 184.45 meters by the end of August. The dam’s normal high-water level is 210 meters.
However, PAGASA warned that the ongoing El Niño phenomenon could slow the reservoir’s recovery and prevent it from returning to normal levels in the coming months.

No Filipinos hurt in Qatar gas facility explosion, embassy says

NO Filipinos were killed or injured in the explosion at the Ras Laffan gas facility in Qatar, the Philippine Embassy in Doha confirmed on Tuesday.
In a message to reporters, Department of Foreign Affairs spokesperson Analyn Ratonel said the confirmation came from Philippine Ambassador Mardomel Celo D. Melicor. In a separate statement, the Philippine Embassy in Qatar expressed its condolences to those affected by the June 21 incident at the Ras Laffan facility, which claimed 13 lives and injured several others.
“Our thoughts are with the families who are grieving the untimely loss of their loved ones, and we wish a swift and full recovery to those who were injured,” the embassy said.
Qatar’s Minister of State for Energy Affairs, Saad Sherida AlKaabi, said those who died in the incident were Indian and Pakistani nationals.
He added that the injured included nationals of Qatar, India, Pakistan, Bangladesh, Kenya, Ghana, Tanzania, Nigeria, and Nepal.

Tropical Cyclone Wind Signal No. 1 remained in effect over Batanes and the northeastern portion of Cagayan, including Gonzaga, Santa Ana, and the Babuyan Islands.
PAGASA said Francisco, together with the southwest monsoon, will bring rainy weather over parts of Luzon and the Visayas on Wednesday.
Batanes and the Babuyan Islands are expected to experience rains accompanied by gusty winds.
The Ilocos Region, Cordillera Administrative Region, and the rest of the Cagayan Valley will likely experience scattered rains and thunderstorms due to the typhoon’s rainbands.
DENR assists Makati over squirrel problem
THE Department of Environment and Natural Resources (DENR) is helping Makati City address the growing population of invasive squirrels that damage power cables, consume fruits, and prey on birds. SPEAKER Faustino Dy III has filed a bill seeking changes in the country’s party-list system, saying the proposed law aims to strengthen genuine legislative representation for marginalized sectors, civic advocacy organizations, and regional communities.
House Bill (HB) 9906, or the proposed New Party-List System Act, aims to rewrite Republic Act 7941 and introduce reforms designed to ensure that party-list organizations remain faithful to the constitutional vision of broadening demo-
cratic participation and giving voice to communities that traditionally have limited access to political power. The bill was filed on June 22, Monday. According to the Speaker, the partylist system was “created to open the
doors of Congress to Filipinos and communities whose voices are not always heard in traditional politics.”
“ Over the years, it has become clear to us the weaknesses that have diverted the party-list system from its original purpose. Through this bill, we want to return the system to its true purpose—to be a way for sectors that have long been marginalized to be heard and participate in governance,” Dy said in Filipino.
The bill’s explanatory note states that while the party-list system has expanded participation in the legislative process over the past three decades, questions have emerged regarding the authenticity of representation of some organizations claiming to represent sectors, advocacies, or communities. To address these concerns, the bill
establishes three categories of party-list representation: sectoral representation for marginalized and underrepresented sectors, advocacy representation for civic and public policy organizations, and regional representation for geographic regions and ethno-linguistic communities.
The bill also introduces a Genuine Representation Requirement and Verification Process, requiring party-list organizations to demonstrate that they genuinely represent the sectors, advocacy groups, or communities they seek to represent.
The Commission on Elections (Comelec) would be empowered to evaluate an organization’s membership base, leadership participation, advocacy record, and organizational presence in the communities concerned.

THE municipality of San Ildefonso in Ilocos Sur has created a special task force to go after cigarette smuggling, joining the ranks of local government units who have institutionalized a vigorous campaign against nefarious trade malpractices, particularly in the tobacco industry.
Mayor Amante Purisima II ordered the formation of the San Ildefonso Anti-Contraband Task Force (SIACTF), a multi-agency body tasked to conduct coordinated inspections, investigations, public awareness drives, and enforcement activities against illicit tobacco products.
The task force, to be composed of local government officials and representatives from key offices, is authorized to coordinate with national agencies such as
the Philippine National Police (PNP), the Bureau of Internal Revenue (BIR), and the Bureau of Customs (BOC) in carrying out its mandates. Under the mayor’s order, businesses selling cigarettes in San Ildefonso are required to maintain supplier records, ensure products bear lawful BIR tax stamps, allow inspections by authorized officers, and report suspicious suppliers or undocumented cigarette products. Violators may face permit suspension or revocation, closure of business, and criminal or administrative charges.
“We want to ensure that legitimate businesses are protected, taxes are properly collected, and illicit products do not find a place in our municipality,” Purisima said.

“Lyndon, the vice presidency isn’t worth a pitcher of warm spit,” Garner told Johnson. Still, the 52-year old Protestant Johnson was persuaded by others to accept to be the vice president of Bostonian Catholic John Fitzgerald Kennedy, then only 43 years of age. New England plus the Southern states, added to forever Democratic New York, Chicago and California had the right geographic balance, a perfect winning combination.
As Fate would have it, Kennedy was assassinated in Dallas, Texas on his third year in office, and Johnson became president.
A Philippine parallel was Carlos Polistico Garcia of Bohol, who succeeded a sure to be re-elected Ramon del Fierro Magsaysay when the latter’s plane crashed in the forested slopes of Mount Manunggal up on Cebu.
The US Constitution assigns the role of presiding officer of the Senate to the vice president, with no power to vote except to break a deadlock. His significance lies in being Constitutional successor if the president dies, resigns, is incapacitated, or impeached.
In the Philippines where a voter is free to choose his vice president separate from the ticket of the president, the office is virtually useless, not worth a pitcher of warm “piss,” unless the president appoints him or her to a Cabinet position.
In the 250-year-old Constitutionally democratic US of A, eight presidents have died in office, allowing the vice president to succeed.
One, Richard Milhous Nixon of California resigned after having named Gerald Rudolph Ford of Michigan to the office after the earlier resignation of Spiro Theodore Agnew of Maryland, the elected vice president.
Compare that to the Philippines, which in 91 years, has elected four vice presidents who succeeded their president: Sergio Osmena Sr., Elpidio Quirino, Carlos Garcia, due to their president’s death, and Gloria Macapagal Arroyo due to the “constructive resignation” of Joseph Ejercito Estrada.
But no Philippine vice president has ever been impeached, whether Osmena Sr., Quirino, Fernando Lopez, Diosdado Macapagal, Salvador H. Laurel, Gloria Arroyo, Noli de Castro, Jejomar Binay, nor Leni Robredo, even if many of them were not politically aligned with the president.
Comes Sara Duterte Carpio y Zimmerman, whose acquiescence to run with the current president sealed his victory, yet despite that is now impeached by three-fourths of a servile House of Representatives, and is facing trial before a Senate a tad less servile as its “lower” legislative counterpart.
And who are her accusers? Members of the House of Representatives who the upright Mayor Benjamin Banez Magalong of Baguio City describes as “90 percent corrupt.”
They impeached her, among other accusations, for failing to justify 112.5 million in “confidential and intelligence funds,” the administratively questionable transfer of which came from the Office of the President released suspiciously 13 days before the end of 2022.
Fight to the end the Dutertes will, as Inday Sara’s father will, and as she will
The simple minds of the Class D and E, even C, cannot fathom why she has long been prosecuted while senators, congressmen, Cabinet officials, even the highest leaders of the land, have collectively absconded trillions of pesos from the GAA of three years in order to fund “flood control” and other ghost or sub-standard projects, excluding those of the NIA, DOH, DA, and many more.
Do Sara’s detractors fear that their “mahal na pangulo” might die, resign, get incapacitated in the next two years, though they will never impeach him?
So keen are they for Inday Sara’s conviction, that the youngest incarnation of a 125-year-old La Union political dynasty wants her to personally appear before the Senate impeachment court and face their rehashed music.
“You are held to a higher standard than… regular politicians,” Representative Ortega intones. But in the same statement, he speculates that her possible non-appearance is part of her defense strategy.
Asked about the possibility that the embattled vice president might opt to resign instead of defending herself in the trial, Ortega of La Union’s ruling clan which has mercifully broken up into fifth-generation family feuds, answered: “It’s an option, but I believe she will not.”
At least he knows how to read character.
For the Dutertes of Davao, surrender is not an option.
Fight to the end they will, as Inday Sara’s father will, and as she will.
For after all, she has a solemn mission if destiny makes her president in 2028, and that is: to ferret out the whole truth about massive corruption under her predecessor and see to it that rightful justice is done.

THE tragic deaths of the two Ateneo de Manila basketball players during a team building activity in Aurora cut short what could have been promising careers for the two young men.
It therefore deserves to be investigated to determine what exactly caused their deaths whether it was due to accident or not. This, however, must be done professionally by one assigned investigative agency instead of multiple investigative bodies so as not to complicate the process. What is happening now is that the investigation is being done by the CIDG of the PNP and the NBI. The media also seem to have undertaken their own version of investigation by interviewing relatives and friends of the two dead players and sharing their findings to the public.
As a result, the investigations appear to be developing into something that we have seen in many similar investigations before. Lik an investigation driven by what we have seen on TV.
To complicate matters, the estranged wife of Coach Tab Baldwin who is living in New Zealand suddenly got into the picture adding confusion to the investigation. Since the start of the investigation, we have been hearing from the CIDG and the NBI almost daily status reports on the progress of their investigation.
The heads of the CIDG and NBI cannot seem to resist appearing in a TV interview. The CIDG Director for instance has
already come out with the conclusion that the death of the two were not by accident which is premature and a no-no at this stage of the investigation.
He came to this conclusion based apparently on what one athlete said in an interview. When one comes to a conclusion without knowing all the facts of a case, there is the danger of developing the investigation to suit a preconceived conclusion.
When one comes to a conclusion without knowing all the facts of a case, there is the danger of developing the investigation to suit a preconceived conclusion
Before this investigation gets out of hand, the government must decide on one agency that will investigate this case. Otherwise, it will become like previous celebrity cases that have be driven by social and mainstream media opinions and it is not fair to the family of the two dead athletes and everyone who one way or another is involve in what happened.
The primary and most important consideration should simply be to determine exactly what happened.
It is not to tailor the findings to the sentiments of some quarters who are bent on
IN LESS than two weeks, on July 6, the impeachment trial of Vice President Sara Duterte, the first of 13 vice presidents since 1946 impeached by the House of Representatives, will begin.
The main allegations against her detail specific charges:
• Misuse of Confidential Funds: Accusations of improperly spending hundreds of millions of pesos in confidential funds within the Office of the Vice President and the Department of Education.
• Assassination Plot and Subversion: Allegations of plotting to assassinate President Ferdinand Marcos Jr., the First Lady, and the former Speaker, which the complainants framed as a subversion of the Constitutional order.
• Betrayal of Public Trust and Other High Crimes: Additional counts alleging bribery, unexplained wealth, and non-disclosure of certain properties in her Statement of Assets, Liabilities, and Net Worth.
Under Article XI, Section 3(6) of the 1987 Constitution, a conviction in an impeachment trial requires the concurrence of two-thirds of all the Members of the Senate. Because the Senate has 24 members, 16 votes are required to convict the Vice President and remove her immediately from office and disqualify her from ever running again for any public office.
Legal experts and Senate leadership
maintain the required 16 votes remain the baseline regardless of how many senators are physically present during the trial. But some legal scholars have noted the threshold could theoretically drop below 16 if the actual number of sitting senators changes due to suspensions, resignations, or expulsions.
We expect the senator-judges to evaluate the case objectively, free from political spin or partisan bias
In any case, while the impeachment trial is expected to drag on for three months from July 6, following the contentious pre-trial conferences, the moment the vice president is convicted by whatever threshold allowed by law and the Senate rules, the 48-year-old vice president will immediately be removed from office.
When the pre-trial proceedings are done – begun on June 18 and are continuing – then the pre-trial order will be issued by the Senate for the full impeachment trial on July 6.
During the pre-trial proceedings, both prosecution and defense formally present and mark thousands of documentary and real exhibits to be used in the trial, while settling objections and admissions regarding this evidence.
The panels disclose and exchange their lists of witnesses, along with summaries of what each witness will testify about, to avoid surprises during the trial. Both teams agree on undisputed facts and simplify the core issues so the trial can focus solely on contested matters.
They agree on the sequence for presenting the articles of impeachment and set exact trial dates and the sequence of evidence presentation. Both panels also debate and file manifestations to govern trial decorum. Instance, the House prosecution has proposed rules on using both English and Filipino, authorizing private prosecutors to examine witnesses, and managing sealed Bureau of Internal Revenue records.
We are with the public in wanting the Vice President to directly address the impeachment complaints rather than relying on procedural dismissals.
We also expect the senator-judges to evaluate the case objectively, free from political spin or partisan bias.
HANOI – Silent prayer vigils, cautiously worded protest banners and T-shirts pleading for neighborhoods to be spared -- Hanoi residents are showing rare public opposition to a massive redevelopment scheme that could displace hundreds of thousands.
Authorities in Vietnam’s capital have been on a demolition blitz, knocking down thousands of homes to make way for bridges and other infrastructure projects as part of a 100-year master plan approved last month.
One 11,000-hectare area along the Red River -- roughly the size of Paris -- is slated to become a warren of high-end residential complexes and parks, with roughly 250,000 residents relocated.
Large-scale protests are rare in Vietnam, where the communist authorities brook little dissent.
But private grumbling has given way to tentative public opposition as residents fight to save their homes.
“We have been living in fear, we don’t know when we will be kicked out of our houses. We want our voice to be heard,” said Hoa.
Her life savings are tied up in a twostorey house in the planned development area, surrounded by ornamental and fruit trees.
Last week, she joined a vigil at a Buddhist temple where residents prayed for peace -- a veiled plea for their homes to be spared.
Hundreds of Red River area residents have attended similar vigils, organised anonymously in recent weeks and publicized on social media.
The low-lying region is home to dozens of vibrant communities, some dating back centuries with bustling markets, leafy gardens and traditional burial grounds.
French-style villas stand to be bulldozed, along with modest Hanoi-style
exacting payback to what happened to the two young athletes. If the findings point to some people being responsible to what happened, so be it. If on the other hand the findings was a tragic accident with no one to blame, that should also be accepted.
Cases of this nature almost always hits the headlines because of so many young lives being cut short or destroyed by hazing in the pursuit of wanting to belong.
This rite of passage is often characterized by physical and emotional ordeal that an aspiring member has to undergo before being considered part of a team, tradition or an ideal. In the process however, things can go wrong which causes a lot of young men
“tube” houses and densely packed lowrises.
“May the Buddhas of the ten directions hear our earnest plea,” one anonymous user commented on a Facebook group dedicated to the Red River redevelopment.
“Please help us avoid losing our homes, our land, our ancestral graves.”
Cautious Not far from Hoa’s home on a nearby street, resident Duc said he and some neighbours hung a banner from the balcony of his four-story home.
But private grumbling has given way to tentative public opposition as residents fight to save their homes
“We urge local authorities to consider people’s aspiration in maintaining the present communities,” it read. He said the phrasing was deliberately cautious, “avoiding strong words like ‘protest’ or ‘against’”, but that the authorities nonetheless asked him to take it down.
Dozens of similar banners have appeared on nearby houses, with many disappearing after a few days.
Tuong Vu, a Vietnam expert at the University of Oregon, said Hanoi residents had “expressed their disagreement and resentment at losing their lands and houses.”
Duc said he would wait to see what happened in his neighborhood before
not make to it and unfortunately, many of them die which has happened not only here but also in other countries around the world. This is one reason why the investigation of this case should be handled by one agency and not two as it is happening now. As we can see, with the CIDG and the NBI heads often giving contrasting live interviews on TV, the public ends up getting more confused. This is not help with the media pestering the Chief, PNP for his own views on the case.
Former Ateneo Coach Tab Baldwin has already gone to both the NBI and CIDG for interviews which must also be
making any more attempts to save his home.
“It’s not fair and also a big waste of money,” he said of the plan to relocate so many people.
“We really don’t want to move.” Compensation
Neither do any of the dozen or so women who gathered over the weekend to stroll along the shores of Hanoi’s West Lake wearing matching red-and-yellow T-shirts.
Ostensibly there to exercise, the women were also carrying a message on their backs -- a call to maintain the “existing residential area” along the Red River.
Authorities have pledged to compensate residents for their homes and said they will build up to 85,000 new units to eventually house them on the outskirts of the city.
The principle will be that “the new living conditions are equal to or better than the old ones”, the city has said.
But many residents already displaced as part of Hanoi’s urban renewal drive complain they were paid below-market rates for their homes.
Others question how long the new housing will take to build -- and how they will afford rent in the interim.
In the Red River area, part of the anger stems from the perception that private companies will profit from high-end apartments replacing their homes.
A consortium of three developers is undertaking the $30 billion mega-project as part of a public-private partnership.
In 2020, a dispute over land expropriated to build an airport near Hanoi devolved into clashes that left three police officers and one villager dead, with two protesters later sentenced to death and more than two dozen jailed.
Since then, Oregon professor Vu said “there have been fewer acts of public protest and dissent.” AFP
confusing to him. Will this mean that the NBI and the PNP will file separate cases involving the same incident? We will simply have to wait and see what happens next. Lastly, when it comes to hazing, no one understands this phenomenon as well as the officers of the PNP. They recognize that in any team building effort, a certain degree of pressure is applied not in a degrading fashion like in many hazing cases we have seen before but in a manner to gauge how one reacts or makes decisions in given situations. Let us hope that both the investigations of PNP and the NBI will be judicious and fair and not influenced by any outside factor.

TOULOUSE, France – Airbus has announced it will inspect 16 of its A380 superjumbos, five of them immediately, after cracks were found in a key wing component on some of the jets used by the Emirates and Qantas airlines.
The European Union Aviation Safety Agency (EASA) ordered urgent inspections requiring airlines to examine the wing-spar structure on the affected jets after inspectors found cracks during routine maintenance checks, the plane maker said late Tuesday. The cracks appeared in a structural beam that runs along the wing and

carries much of the aerodynamic load of the massive double-decker planes during flight.
Of the 16 planes to be inspected, 15 are operated by Emirates and one by Qantas. The five aircraft to be inspected immediately are flown by Emirates, and they were to undergo the process as soon as Wednesday.
Airlines using the A380 include Emirates, Singapore Airlines, British Airways, Qantas, Lufthansa, Qatar Airways, Korean Air, Etihad Airways, ANA and Asiana Airlines.
Emirates operates the largest A380 fleet in the world, flying more than
half of all active superjumbos, which Airbus quit making in 2021.
“The inspections will begin in the coming 48 hours and all necessary works will be undertaken before the planes return to service,” Emirates said Wednesday. It said it would work closely with Airbus and the relevant authorities “to minimise any disruption to operating schedules.”
Cracks on an aircraft that “could reduce the structural integrity of the wing” were discovered during inspections ordered by EASA in a directive issued in December 2025, the European planemaker said. AFP

NUCLEAR-POWERED NAVY. This picture taken on Tuesday and released by North Korea’s official Korean Central News Agency Wednesday shows North Korean leader Kim Jong Un (center) salute the new-type multi-mission destroyer Choe Hyon following its commissioning ceremony at Nampo port in North Korea. North Korea previously said the Choe Hyon is equipped with the “most powerful weapons”, and Kim oversaw a cruise missile test from the vessel in April. AFP
SEOUL – North Korea will equip its navy with nuclear weapons and build larger warships, leader Kim Jong Un said according to state media Wednesday, as Pyongyang pushes ahead with a military expansion.
The hermetic nation is under multiple sets of sanctions over a nuclear programme its leaders have vowed to pursue as an essential deterrent to the United States and South Korea.
Kim made his remarks at the commissioning of the Choe Hyon -- one of two 5,000-tonne class warships launched last year -- in the port city of Nampho on Tuesday, the official Korean Central News Agency reported.
“The program of equipping the Navy with nuclear weapons is following its planned course unerringly,” Kim reportedly told the ceremony.
“This is a strategic course of crucial importance as it will make it possible to keep the nuclear force of our state ready for multifaceted and efficient operation,” he said.
North Korea previously said the Choe Hyon is equipped with the “most powerful weapons”, and Kim oversaw a cruise missile test from the vessel in April.
“Following the Choe Hyon, we will soon commission destroyer Kang Kon for operations. After that we will launch 10,000-ton strategic warships one after another,” Kim said accord-
ing to a KCNA report released in English.
He added the North aimed to “build every year two surface ships, whose class is higher than the Choe Hyon” including one 10,000-ton cruiser.
A 10,000-tonne class naval ship such as the Arleigh Burke-class destroyer of which the US Navy has dozens or South Korea’s Sejong the Great-class at full load -- is typically 150-170 metres (about 492-557 feet) long, roughly the size of 1.5 football pitches, and weighs as much as several thousand cars.
The South Korean navy runs more than 10 ships over 5,000 tonnes compared to the North’s two.
“The 10,000-tonne mark will carry symbolism for the North,” said military studies professor Choi Gi-il at Sangji University.
“A ship of that size will indicate Pyongyang’s determination not to fall further behind the maritime power of Seoul,” he told AFP.
Pyongyang has repeatedly declared itself an “irreversible” nuclear state since a 2019 summit between Kim and US counterpart Donald Trump in Hanoi collapsed over the scope of denuclearisation and sanctions relief.
North Korea remains technically at war with the South because the neighbors’ 1950-53 conflict ended in an armistice rather than a peace treaty. AFP
Tuesday, power is not expected to be restored in full until the end of Wednesday at the earliest.
Up to 106,000 clients were left without power by late Tuesday, as the scorching temperatures strain infrastructure built for the days before man-driven climate change made heatwaves longer, more frequent and more intense, according to scientists.
Sales of fans and air conditioners skyrocketed in a country where most buildings are not designed to cope with extreme heat.
On Monday, hypermarket operator
Carrefour had sold 30,000 units by 6:30 pm -- “a thousand times more than on a normal day”, CEO Alexandre Bompard said.
Sales on Amazon nearly doubled last week compared with the same period in 2025, while the electronics outlet Fnac Darty reported double-digit growth. Thierry, an electrician in southwest France, said he was overwhelmed by requests for “emergency” air-conditioning installations.
“In theory, you have to submit a request to the owners’ association general meeting” in residential complexes, “but people don’t want to wait”. AFP
Spanish PM denies ‘widespread’ corruption
MADRID – Spanish Prime Minister Pedro Sanchez on Wednesday dismissed allegations of “widespread corruption” against his Socialists after an ex-top aide was jailed for a graft scandal that risks toppling the government.
A string of corruption investigations into relatives and former top political allies has jeopardised the position of Sanchez, viewed as a global left-wing hero for his clashes with US President Donald Trump and Israel.
The Supreme Court sentenced Jose Luis Abalos, an ex-Socialist heavyweight who helped mastermind Sanchez’s rise to power in 2018, to 24 years in jail on Monday for pocketing lucrative kickbacks for health equipment contracts during the Covid-19 pandemic.
Sanchez, a canny politician famous for escaping seemingly hopeless positions, fended off accusations from the conservative and far-right opposition that systemic corruption had gripped his party.
“Certain actors in politics and the media are trying to mix, to put on the same level and therefore confuse people, to create a sensation of widespread corruption which... does not exist,” Sanchez told parliament. AFP
China detains 2 Japanese nationals
TOKYO – China detained two Japanese nationals for allegedly smuggling banned goods, Japan’s top government spokesperson said Wednesday, as the Asian rivals are mired in a months-long diplomatic spat.
Japan’s consular offices in China were notified last month that one Japanese citizen was apprehended in the northeastern port city of Dalian on suspicion of “smuggling goods subject to a national export and import ban”, spokesperson Minoru Kihara told a briefing.
A week later, Japanese authorities were separately informed that another Japanese national was detained on the same allegation, Kihara added.
“These cases remain under investigation,” he said, adding the two individuals appear to be in good health and that the government will “take appropriate measures from the standpoint of their protection”. AFP
Japan PM heckled at WWII memorial
TOKYO – Japanese Prime Minister Sanae Takaichi was heckled at a World War II memorial event by protesters angry about Tokyo’s further shift away from its decades-long pacifist stance, television footage showed. Close US ally Japan in April loosened rules on lethal arms exports and Takaichi, long seen as a security hawk who last year riled China with comments about Taiwan, has said she wants to revise the constitution. A small but vocal number of demonstrators shouted slogans throughout Takaichi’s speech on Tuesday at an event commemorating the 81st anniversary of the end of the savage 1945 Battle of Okinawa in which some 200,000 Japanese died. The jeers included “No to war!” and “Protect Article 9!”, a reference to a clause in Japan’s constitution that renounces war, the footage showed. AFP

LOS ANGELES—Portugal super-
star Cristiano Ronaldo silenced his critics as he became the first man to score in six different World Cups on Tuesday while England’s bid to reach the last 32 stumbled with a 0-0 draw against Ghana.
Ronaldo, 41, had come in for stinging criticism after a lacklustre display in Portugal’s opening 1-1 draw with the Democratic Republic of Congo. But the veteran striker roared back to life with two goals as Portugal kickstarted their campaign with a 5-0 drubbing of Group K rivals Uzbekistan in Houston.
A jubilant Ronaldo -- who had failed to score in 10 consecutive matches at major tournaments -- mouthed “I’m back, I’m back” as he celebrated after opening the scoring in the sixth minute. He added a second on 39 minutes to give Portugal a 3-0 lead after Nuno Mendes had put Roberto Martinez’s side 2-0 up in the 17th minute with a well-taken free kick.
Portugal, regarded as one of the tournament favourites, cut loose in the second half with two more goals, including a spectacular Rafael Leao strike, to complete the rout.
“I can say it was a very tough week, a difficult week, a week in which public opinion was very harsh on us, on all the players, especially on the coach,” Ronaldo said.
“But it’s always like that, it’s fine because when you think about it, it’s already 23 years I’ve been a professional and whenever things don’t go well it’s, ‘Cristiano, he’s finished, he’s old’.”
Portugal will face Colombia in the final round of Group K fixtures needing a win against the South Americans to clinch top spot. AFP

AFTER helping Barangay Ginebra
capture the PBA Season 50 Commissioner’s Cup title, Troy Rosario is putting his championship celebration on hold as he relishes his return to national team duties with Gilas Pilipinas.
Rosario was called up to join the 12man lineup of Gilas for its upcoming road games against New Zealand and Australia in the third window of the 2027 FIBA World Cup Asian Qualifiers just a day after winning his first trophy with the Gin Kings.
The veteran 6-foot-7 forward was tapped to reinforce the frontcourt in the absence of regular big men Kai Sotto and Quentin Millora-Brown.

“Nag-e-enjoy pa akong i-celebrate yung championship sa Ginebra pero may call (for the national team). Kaya kailangan kong i-postpone muna yung celebration to focus sa preparation dito sa upcoming window,” Rosario said. The 34-yearold cager is glad to have his number finally called by Gilas head coach Tim Cone after serving as a practice player in the first two windows of the qualifiers.
“I was part of Gilas na two windows na practice player, and to be called up para sa final 12, isang malaking karangalan kasi nagbunga na rin ‘yung mga paghihirap na ginawa ko,” he stressed.
The two-time PBA champion will be making his first FIBA appearance since donning the national colors in the previous World Cup qualifying campaign.
Rosario is no stranger to the international stage, having helped the Philippines win gold medals in the Southeast Asian Games and Southeast Asian Basketball Association (SEABA) Championship.
The Cagayan Valley native was also part of the Gilas squad that took a silver finish in the 2015 FIBA Asia Championship.
Now back to national duties, Rosario hopes to help Gilas bounce back against New Zealand on July 3 in Auckland and Australia on July 6 in Perth.

THE Philippine Olympic Committee (POC) suspended the Philippine National Volleyball Federation (PNVF) during its Executive Board meeting early this week, POC president Abraham “Bambol” Tolentino announced on Wednesday.
“The suspension comes automatically from the international federation’s suspension of its national federation,” said Tolentino, who said the suspension was unanimously voted upon during the board meeting held at the Solaire Resort Hotel on Monday in Parañaque City.
The International Volleyball Federation, or FIVB, suspended the PNVF effective last May 29, pursuant to Article 13.1.1 of its Disciplinary Regulations, which are currently under investigation by the independent FIVB Ethics Panel.
NATIONAL sambo head coach Ace
Larida is confident of the strong medal chances of the 40-member national team that will swing into action in the 11th Asia-Oceania Sambo Championships presented by the Philippine Sports Commission, starting today at the Ninoy Aquino Stadium.
“Lahat sila 100 percent physically and mentally prepared. We trained hard for the last six months since we knew that we were going to host the competition,” said Larida on the eve of the championships organized by the Pilipinas Sambo Federation, Inc. (PFSI).
“Philippine sambo will make history starting June 25. Our athletes prepared hard and are ready to do battle,” echoed federation chief Paolo Tancontian, who has been hands-on in the preparations of the meet sanctioned by the International Sambo Federation and the Sambo Union of Asia and Oceania.
Spearheading the hosts in the competition, which has drawn a total of 22 countries and close to 500 campaigners from Asia and Oceania, are reigning champions Sydney
The FIVB sanction covers serious governance concerns and multiple alleged violations by the country’s volleyball governing body.
The Philippine Sports Commission suspended all funding options for the PNVF ahead of the FIVB sanction— a decision the government sports body also hinged on governance and noncompliance with its policy on granting financial assistance to national sports associations.
Despite the suspension, the PNVF exercised its political privilege of removing Tonyboy Liao as president

and replacing him with sportsmanbusinessman Frank Lao, along with the group’s other executive board members, two weeks ago. That exercise, however, is invalid, according to Tolentino, because of the existing FIVB

suspension on the country.
“Their latest election, for the POC, is invalid—no notice to the POC and no observer from the POC,” Tolentino said.
While suspended, the PNVF cannot attend all POC functions, including the General Assembly.
Tolentino said the POC is also awaiting the FIVB decision from the Ad Hoc Committee it formed to oversee the sport while the national federation is suspended.
Present during the board meeting were secretary-general Atty. Wharton R. Chan, second vice president Rep. Richard Gomez, treasurer Dr. Jose Raul Canlas, auditor Jose Donaldo Caringal, Athletes Commission representative Jessie Khing Lacuna and board members Ferdinand Agustin, Leonora, Escollante, Alexander Sulit and Alvin Aguilar.
Sy and Aislyn Agnes Yap. In front of hometown fans, Sy will seek to retain her women’s +80kg sport sambo title and Yap the women’s -80kg combat sambo crown in the tournament held under the auspices of the National Sports Tourism Inter-Agency Committee, headed by PSC Chairman Patrick Gregorio.
Larida added that also looming as medal contenders are Jomary Torres, ranked No. 7 in the world, and will vie in the women’s -50kg combat event and promising youth grappler Sophia Novino in the women’s -47kg youth category of the meet backed by Victory Liner.
Former Southeast Asian Games judo bronze medalist Carl Aneseta was delighted about making his international debut in the meet, vowing to give his utmost best in the men’s +98kg sports event of the four-day sambo showcase.
“I am glad Sir Paolo invited me to join this event. Sambo is similar to judo and we did some adjustments. I aim not to let him down,” said Aneseta, an Airman 2nd Class, of his fellow Davao City native.

FRESH off a much-needed break, a rejuvenated Tony Lascuña is raring to chase his first victory of the season, announcing his readiness to battle the country’s elite and a formidable international field at the ICTSI Pinewoods Challenge, which unwraps on Tuesday (June 30) in Baguio City. “I’m good now, ready for Pinewoods,” a confident Lascuña declared in Filipino.

The multi-titled veteran chose to sit out last week’s Asian Development Tour event at Luisita, prioritizing rest to heal a nagging back injury. The ailment was the physical toll of a grueling showdown at Caliraya Springs, where he fell just one stroke short to
Angelo Que in one of the wildest, most dramatic finishes in Philippine Golf Tour history. However, the 55-year-old didn’t completely put down his clubs during the brief hiatus. To keep his rhythm sharp and confidence intact, Lascuña sneaked in light training sessions, focused primarily on precision range work at Manila Southwoods.
Heading into the ₱2.5 million tournament – the third leg of this year’s PGT calendar – Lascuña is well aware of the twin threats ahead of him – a bumper crop of fearless young guns and a golf course that acts as a physical crucible. While Pinewoods Golf and Country Club will test every player’s
resolve, Lascuña believes the highaltitude track plays directly into his strengths. Unlike longer courses that reward brute strength and massive driving distance, Pinewoods is a thinking-man’s course.
“Pinewoods suits me quite well, it doesn’t demand too much power, but strategy. Ball control and course management are absolute requirements,” said Lascuña, highlighting that tactical positioning will beat raw power next week. Lascuña’s masterclass approach to placement golf gives him a distinct advantage over younger rivals who might rely too heavily on the driver, potentially punishing themselves in Pinewoods’ daunting layout.

Global Ratings cut its Philippine economic growth forecasts to 4.1 percent in 2026 and 5.8 percent in 2027, the credit rating agency announced in its latest Asia-Pacific economic outlook.
The revised forecasts dropped from the debt watcher’s previous projections of 5.8 percent for 2026 and 6.2 percent for 2027, placing the Philippines among regional economies where severe energy shocks outweigh the global technology export boom. While robust artificial intelligencerelated investments and accommodative financial conditions kept the global economy resilient despite
Middle East conflicts, the Philippines failed to keep pace with its neighbors.
Gross domestic product (GDP) growth in most Asia-Pacific economies largely held up in the first quarter of 2026 on strong exports and domestic demand.
“However, growth significantly lagged expectations in the Philippines, where the energy shock combines with a sharp reduction in public infrastructure spending related to misutilization of funds,” S&P Global Ratings said.
The agency said that heavy reliance on Middle East supply continues to inflict energy stress across the region, even as exports grew strongly in recent months.
S&P Global Ratings expects tech exports to boost growth in countries
with large technology manufacturing sectors. Non-tech exports face headwinds from slower global growth, weaker purchasing power driven by high energy prices and renewed US tariff action.
“In most of the economies where the economic importance of tech manufacturing is relatively high, the favorable impact of the tech export boom outweighs that of the unfavorable energy shock. That is reflected in upward revisions to our 2026 GDP growth forecast since late 2025,” the agency said.
The Philippines joins India, Japan and New Zealand as countries where the impact of energy stress dominates, contrasting with tech-heavy economies that received upward growth revisions.

JG SUMMIT Holdings Corp. president and chief executive Lance Gokongwei has agreed to invest P2.03 billion in PhilWeb Corp., securing up to a 15-percent stake in the listed gaming technology provider. “The shareholders must know. The regulators should step in to question this brazen move, the disclosures that were months late, the poison pills, and the cross-default that threatens even First Gen’s sister companies that are not involved in the deal,” the family said.
First Gen said the reduction followed significant financial considerations that outflanked any rights provided to a 40-percent shareholder. The family said, “this is an admission that shareholder rights had been cast aside and their financial interests subordinated to one man’s job security.”
Coins.ph expands to Europe via Clear Junction tie-up PHILIPPINE crypto-native digital wallet and payments provider Coins.ph announced a partnership with London-based payment infrastructure provider Clear Junction, marking its expansion into the European and UK markets. The strategic partnership leverages Clear Junction’s technology to allow corporate and financial institution clients to send and receive funds in euros and British pounds. Under the agreement, Coins.ph will offer virtual International Bank Account Numbers (IBANs) for personalized bank accounts, instant payments via Europe’s SEPA Instant and the UK’s Faster Payments, and a unified system to handle collections and payouts across different countries.
“Clear Junction gives us the European payment infrastructure we need as our interna-

PhilWeb will issue the shares from a planned increase in its authorized capital stock to P3.6 billion from P2.6 billion.
The capital expansion requires approval from company stockholders, the Securities and Exchange Com-
mission and other regulators. The Philippine Stock Exchange must also approve the listing of the common shares.
The company said the transaction belongs to its capital-raising efforts to support corporate initiatives. In May, PhilWeb executives revealed they were talking with potential strategic investors to fund expansion plans in digital gaming and technology infrastructure.

THE Securities and Exchange Commission (SEC) is proposing reforms to ease how companies raise funds through the bond market while keeping investor safeguards intact.
The SEC, in a draft memorandum circular released for public comment, outlined changes to the implementing rules of the Securities Regulation Code to streamline the public offering process for debt securities.
SEC chairman Francisco Lim said the current framework for public offerings has largely been shaped by equity issuances, resulting in requirements that may not always fit the needs of bond investors or debt issuers.

THE Philippine Economic Zone Authority (PEZA) approved 21 solar manufacturing and renewable energy enterprises with combined investments exceeding P97 billion, a move expected to create more than 1,300 jobs for Filipino workers.
PEZA director-general Tereso Panga said the approvals underscore growing investor confidence in the nation’s renewable energy sector. The government has prioritized the industry under its Strategic Investment Priorities Plan.
“To date, PEZA has approved 21 premier solar manufacturing and renewable energy enterprises, generating over P97 billion in investments and creating more than 1,300 jobs for Filipino workers,” Panga said Wednesday. The investments demonstrate that the Philippines has the right combination of policy support, investment incentives and public-private partnerships needed to accelerate its clean energy transition, Panga said. The agency is transforming its economic zones into smart, resilient and eco-industrial hubs through partnerships with energy developers and institutions.
Among the proposed changes is a disclosure regime tailored specifically for bond investors. For companies raising funds solely through bonds, disclosures would focus on information relevant to creditors, such as creditworthiness and the ability to repay debt. Another key reform is the introduction of a medium-term note program. The framework would allow qualified companies to register a bond program once and issue multiple bond offerings over a period of up to 5 years.
“These reforms seek to establish a more fit-for-purpose framework for debt securities—one that reduces unnecessary frictions, promotes market efficiency, and enables more companies to tap the public bond market as a source of long-term funding,” Lim said.

These initiatives include collaborations with Manila Electric Co. on microgrids and distributed energy solutions, Upgrade Energy Philippines on the development of 10-megawatt solar facilities in the Cavite and Baguio City Economic Zones, and the Philippine National Oil Co. on self-generating industrial parks powered by embedded renewable energy systems.

AURORA province on the eastern seaboard of the Philippines may be a remote place for investments. It is hundreds of kilometers away from the capital region and its huge population, and will not outshine traditional investment corridors like Cavite, Batangas. Laguna and Quezon provinces that comprise the Calabarzon region.
But Aurora’s geographic location has a unique edge over those of other provinces. It directly faces the Pacific Ocean and is the nearest and most strategic shipping route for companies sailing through the western side of the Pacific Ocean.
The Aurora Pacific Economic Zone and Freeport (APECO) is in the middle of this investment opportunity. It manages over 13,000 hectares of land and offers a one-stop shop for business registration and permits and grants tax- and duty-free importation privileges to investors, as well as income tax holidays and other fiscal incentives.
With direct access to the Pacific Ocean, APECO has positioned Aurora province as the country’s gateway to the vast body of water―an alternative transshipment hub closer to major Asia-Pacific and North American markets, while complementing and decongesting ports on the western seaboard of the Philippines.
APECO also sees itself as a connecting point to the Luzon Economic Corridor (LEC) to provide alternative sites for industries, logistics and defense-support activities.
Areas administered by APECO can serve as alternative sites for manufacturing, fisheries, renewable energy and strategic investments.
APECO reinforces the overall growth of the LEC, an offshoot of the April 2024 trilateral meeting among leaders of the Philippines, the United States and Japan.
…Aurora’s geographic location has a unique edge over those of other provinces.
The trilateral partnership earlier identified Subic, Clark, Manila and Batangas as the primary economic corridor of the country. The LEC aims to strengthen connectivity among these key hubs to attract more foreign investments, while APECO offers a strategic alternative on the eastern seaboard of Luzon facing the Pacific Ocean.
APECO this early is offering itself as as a leading blue economy hub, with plans to develop the province’s fisheries, tourism, renewable energy and maritime industries to generate jobs and attract investments.
“Aurora does not sit at the margins of the nation’s marine wealth,” says APECO president and chief executive Gil Taway.
“Aurora sits at its doorstep. With the Philippine Rise just off our coast and the vast resources of the Pacific before us, our challenge is no longer finding opportunities but building the infrastructure, industries, and investments needed to convert those resources into jobs, food security, and lasting prosperity for our people,” he added.
APECO aims to transform Aurora into the “Fishing Capital of the Pacific,” leveraging its long Pacific coastline, rich fishing grounds and proximity to the Philippine Rise, one of the country’s most productive tuna fishing areas.
“What Aurora lacks is an integrated fisheries industry,” Taway said, adding investments in commercial fishing, seafood processing, logistics and export facilities could significantly increase the value generated from marine resources.
APECO aims to build a complete fisheries value chain within the ecozone, enabling Aurora to move beyond raw fish production and capture higher-value activities, such as processing, packaging, storage and exports.
Tourism will complement the fisheries growth given the strong demand for Aurora’s fresh seafood products.
APECO lately secured about P18 billion in projected investments across major sectors, easily exceeding its initial P1-billion target in the second and third years. The commitments cover cold storage, fish processing, renewable energy, agriprocessing, defense-related activities, tourism and skills development.
One of the cold storage investors is linked to operations in Subic, underscoring APECO’s growing integration into broader national logistics networks.
Australian equity firm AU Harvest, meanwhile, plans to establish a training and assessment center to strengthen local workforce capabilities.
Much, of course, has to be done to make Aurora more attractive to investors. APECO, in the meantime, is reinforcing its investment readiness through upgraded infrastructure, including power, water supply and improved internet connectivity.
APECO has taken baby steps to make Aurora a preferred investment destination on the western side of the Pacific Ocean.

FIRST Gen Corp. is studying nuclear power as part of a review of commercially viable technologies for the Philippines, a company official said Wednesday.
First Gen strategy and planning head and vice-president Jay Joel Soriano said on the sidelines of the PhilEnergy Expo that the company is keenly watching developments in the nuclear energy space to address future land and capacity constraints.
“We’re keeping an eye on it. We’re keeping abreast with the trends outside the Philippines,” Soriano said.
“I think when we looked at it, it’s almost unavoidable that we have to consider nuclear within our energy mix. One, because at some point, land becomes an issue. And you say, okay, if we need more generating capacity with lesser land occupied, then nuclear becomes a really viable option,” he said.
The company is monitoring small modular reactors, known as SMRs, though its current efforts remain limited to public and desktop research.
“We’re particularly interested on finding an organization or a company who’s been able to make it commercially viable,” Soriano said, noting that there is still a lot of prototyping and commercial piloting globally.
“Obviously our concern is we want to make sure that there’s a firm grasp on the technology and also the developmental cost and timelines. Mostly exploratory. Nothing concrete like partnering or nothing to that extent yet,” he said.
Soriano said First Gen will actively seek dialogue once developers declare commercial operations to see if the technology can enter the local market.
Alongside nuclear exploration, Soriano cited the need for an aggressive shift toward sustainable, indigenous sufficiency rather than relying on imported fossil fuels to achieve true energy security.
He warned that renewable energy deployment should consider the distinct geography and severe grid constraints of the country to avoid curtailment issues, citing instances in Leyte where solar and geothermal power compete for the same transmission space.
First Gen plans to prioritize geothermal energy, which Soriano described as dangerously underemphasized in national targets despite being the only true baseload source of zero-carbon electricity.
“Geothermal is the only form of RE that addresses all 6 dimensions of energy security simultaneously. Hence, we refer to geothermal as our 24/7 RE,” Soriano said.
“Yet, the deterrents to its development are massive. Geothermal is an extraordinary, high-risk, upfront capital endeavor. Drilling a greenfield exploratory well costs millions of dollars before a single megawatt of steam is ever confirmed,” he said.

VIVANT Energy Corp. has completed the acquisition of a 100-percent stake in Samar Philippines Renewable Corp. from Envision Energy Philippines Corp. to develop a 200-megawatt wind farm in Northern Samar.
Vivant Energy acquired the developer through its renewable energy subsidiary Vivant Renewable Energy Corp. for an undisclosed amount. The acquisition expands the company’s presence in the wind energy sector of the Philippines as it works toward its 30 by 30 goal of increasing renewable energy capacity.
The project spans the municipalities of Lavezares, Allen, Victoria, and Rosario in Catarman, Northern Samar. Vivant Corp. said in a disclosure to the Philippine Stock Exchange that the project is targeted for completion and grid integration by the end of 2028 to support the energy transition and energy security goals of the country.
The wind farm is expected to generate 695 gigawatthours of clean energy annually, which is sufficient to power more than 190,000 households. The facility is also projected to offset approximately 487,000 metric tons of carbon dioxide emissions each year to reduce greenhouse gases.
The fourth Green Energy Auction Program has awarded 36 percent of the project’s capacity. An offtake agreement with a Retail Electricity Supplier will cover the balance of the capacity.
Envision Energy Philippines Corp., the original developer and project development partner, supported the Lavezares Wind Project by providing expertise on advanced turbine technology, engineering expertise and comprehensive development support. Alena Mae S. Flores

Grid operator National Grid Corp. of the Philippines expressed appreciation for the utility’s efforts to maintain grid reliability while multiple generating units were offline.
NGCP noted in a letter to the state power firm noted that the coordination helped successfully manage a 450-megawatt maximum power export from the Mindanao grid to the Visayas grid.
The operator said the exceptional coordination and technical expertise ensured the complexes remained operational when they were needed the most.
The electricity transfer from Mindanao provides critical capacity to the Visayas region, which has faced tight power supplies and yellow alerts over the past month.
To safeguard optimal power generation against future supply disruptions, the company’s Mindanao generation group started implementing mitigation measures ahead of a projected El Niño weather phenomenon expected between June 2026 and early 2027.
The state utility also launched preparations for a massive watershed rehabilitation program to improve water inflow for its hydroelectric facilities across Luzon and Mindanao.

THE Department of Transportation (DOTr) warned that further delays could jeopardize the timely completion of the multi-billion-peso LRT-1 Cavite Extension Project due to an ongoing right-of-way dispute with landowners.
DOTr Secretary Giovanni Lopez said inaction by landowners on a proposed right-of-way usage agreement (ROWUA) could stall the construction of the planned Las Piñas Station, increase project costs and cause additional setbacks to the railway system.
The infrastructure conflict centers on the C-5 Quirino Flyover in Las Piñas City, which obstructs the alignment of the LRT-1 Cavite Extension and has caused years of construction delays.
Las Piñas Rep. Mark Anthony Santos outlined these concerns in a letter to President Ferdinand Marcos Jr., who subsequently ordered the transport department to immediately settle pending issues and remove bottlenecks.
In a follow-up letter addressed to Fine Properties Inc. and Golden MV Holdings, Inc. president Cynthia Javarez, Lopez said the government has exhausted all efforts to coordinate with landowners regarding the proposed station location at the intersection of C-5 Extension and Tramo Road.

ATTY. SAMUEL V. TORRES Corporate Secretary
“Despite our continued coordination and good faith efforts, the landowners have yet to approve the draft ROWUA necessary to formalize their commitment to donate the property to the project at no cost to the government,” Lopez said. The P64.9-billion rail extension has been decades in the making, spanning five administrations from former Presidents Joseph Estrada, Gloria Macapagal Arroyo, Benigno Aquino III, and Rodrigo Duterte, to the incumbent Marcos administration. The project aims to cut travel time between Pasay City and Cavite province by 60 percent.

THE Philippine economy is poised for a stronger second half of 2026 as easing global tensions are expected to lower operating costs, the country’s largest Filipino-Chinese business group said.
Federation of Filipino Chinese Chambers of Commerce and Industry Inc. (FFCCCII) [resident Victor Lim expressed optimism for the economy despite recent pressure from global uncertainties and fluctuating energy prices.
Lim said recent agreements between the United States and Iran to ease geopolitical tensions should push international oil prices down. This shift will likely reduce business operating costs and create space for economic improvement later in the year, he said.
Lim said the domestic business environment has been under pressure due to external instability and volatile energy costs.
AN 87-year-old Quezon City bakery will host a multi-lingual poetry reading on June 27, 2026 to honor ancient Chinese poet and statesman Qu Yuan to foster intercultural ties through literature.
The literary gathering, organized by Pan de Panitikan, will take place at the Kamuning Bakery Cafe in Quezon City. The event will bring together Filipino Chinese writers and prominent Filipino poets to read works in Chinese, Filipino and English.
Qu Yuan, an enduring figure in world literature whose life inspired the annual Dragon Boat Festival, lived more than 2,000 years ago. He is widely revered for his integrity, patriotism and social idealism.
Two diplomats from the Embassy of the People’s Republic of China in the Philippines will participate in the event, sharing selected Chinese poems alongside their English translations.
The program features presentations from the Thousand Island Poetry Association, a prominent Chineselanguage literary organization in the Philippines.
Members of the association will present contemporary poetry in both Chinese and Filipino to showcase the cultural heritage of the Filipino Chinese community.
Award-winning Filipino poets, writers, university professors and literary advocates will also present works in English and Filipino.
Pan de Panitikan moderator Wilson Lee Flores said a primary objective of the gathering is to introduce more Filipinos to the richness and wisdom of Chinese culture.
“Qu Yuan was not only one of China’s greatest poets but also one of the world’s enduring literary figures,” Lee Flores said.
“Through this meaningful gathering, we hope to promote the anti-corruption legacy, integrity and social idealism of the poet-statesman Qu Yuan, values that remain highly relevant in the modern world,” he said.

Alongside its economic outlook, the business group is actively directing disaster relief following a strong earthquake in Mindanao.
FFCCCII allocated P11,000,000 in preliminary assistance, directing P6,000,000 toward emergency relief supplies and reserving P5,000,000 for rehabilitation and reconstruction.
The organization is coordinating relief operations in affected areas alongside the South Cotabato Filipino Chinese Chamber of Commerce and local Department of Social Welfare and Development offices.
To aid recovery, FFCCCII will provide 4,000 galvanized iron roofing sheets to help families repair homes and restore basic living conditions.
Lim said the relief efforts reflect the long-standing partnership between the Filipino-Chinese community and wider Philippine society.
He said the community has a responsibility to extend assistance during hardship, viewing it as a way to express gratitude and give back to the country.
FFCCCII reaffirmed its commitment to supporting disaster-affected communities and contributing to long-term recovery and development.

ZHANJIANG officials and business leaders are seeking to expand economic ties, technology investments and sister-city relations with the Philippines following a major international fisheries expo.
The city hosted more than 4,000 buyers from over 20 countries and regions at the 12th Guangdong International Aquaculture Products Expo from June 18 to 20.
Operating under the theme “Fishing the Globe, Connecting the Future,” the three-day event showcased world-leading aquaculture technologies, including the “Zhanjiang Bay No. 1” deep-sea intelligent aquaculture platform.
Philippine Consulate in Guangzhou Consul Jan Michael Gomez and delegates from the ManilaGuangzhou Friendship Association attended the opening ceremony, receiving a warm welcome from the Zhanjiang Foreign Affairs Office.
Zhanjiang is one of China’s leading aquaculture hubs. The port city of about 7,000,000 people houses numerous companies specializing in aquaculture production, seafood processing, and the manufacturing and marketing of fishing equipment.
Zhanjiang Yizhou Aquatic Technology Co., Ltd. sales manager Ye Weimin said the company’s technologies and equipment are already popular in the Philippines.
The company is now seeking additional Philippine partners and wants to invest in the country by providing advanced aquaculture equipment.
Ye said these investments could create employment opportunities for local communities.
He also pointed out that seafood harvested in the Philippines could be exported to China, where consumer demand for seafood remains strong, describing the potential cooperation as a win-win opportunity for both the Philippine government and the Filipino people.
Zhanjiang Foreign Affairs Office officials said the city wants to strengthen economic and trade relations with the Philippines while promoting closer people-to-people exchanges. To formalize these ties, officials are exploring a sister-city relationship between Zhanjiang and a Philippine city. The partnership aims to enhance cooperation across trade, investment, culture and tourism. Michael Wong Ho

HEART Evangelista has found a new space on television as host of GMA-7’s game show The People Have Spoken, which has been performing well in the ratings.
Known as an actress, style icon, and socialite, taking on a game show marks another turn in a career that has spanned nearly three decades. By the sound of it, Heart is enjoying every minute.
“It’s my first time hosting a game show, and I’m proud that it’s an original concept,” she said. “I must say I lost my voice, but I’m so glad because basically, I’m a loquacious person. I feel like I had an outlet to be more expressive, to join a conversation, and I love that!”
That enthusiasm made it easy for her to accept the offer.
“Yes! It’s a no-brainer actually. It’s something where you can interact both with the people in the studio and those who are watching in the comfort of their homes.”
Part of the appeal, according to Heart, lies in the show’s format.
“The topics are endless. So, it’s not just trivia. Here, there’s no wrong answer. There’s a reason why they answered like that. So, in a way, you’re educating each other as well. And I just love that!”
Joining Heart is Kapuso newbie Sean Lucas, whom she credits for his quick wit.
“He is quick-witted, which is very good. The two of us listen to the opinions of 100 studio audience about various topics and issues. The celebrity contestants should be able to guess the popular answer in order to win.”
For Heart, The People Have Spoken came at the perfect time.
“I think it’s great that after, I don’t know, what, 28 years? I get to play different roles and do many things. That’s the nice thing about life. Well, the life that we choose to live. It’s very random. I’m just very grateful and blessed that after so long, at the end of the day, I have work and lots of energy. And people will see my energy in the show,” she said. * * *
JILLIAN Ward may be one of the most talked-about young stars today, but when it comes to matters of the heart, she prefers to keep things out of the spotlight.
Despite being linked to new Sparkle artist Kobie Brown, the actress remains tight-lipped about the current status of her love life, choosing instead to keep that part of her world private.
“I want to protect the people surrounding me, whether it’s my family, friends, or loved ones,” she said.
For Jillian, privacy has become increasingly important as her career continues to grow. Dubbed the Star of the New Gen, she appears determined to draw clear boundaries between public attention and personal relationships.
“I want that aspect of my life to be private so that I can further cherish my connections and relationships with people. I really want to protect the privacy of all the people around me.” While she remains guarded about romance, Ward is more open when discussing her latest professional milestone.
The actress is happy to be part of The Clash Teens, where she joins the panel of judges for the singing competition.
“I’m so thrilled to serve as one of the panel of judges for this singing competition. It’s a new genre for me,” she said.

ABarbie Forteza
stirred online conversations early this week after photos of her in a wedding gown went viral.
In the images shared on her Instagram page, the 28-year-old actress is seen holding a white bouquet as she stands at a church doorway before walking down the aisle, prompting mixed reactions from fans and friends alike. Some were confused, others curious, and a few even offered congratulations, thinking the Kapuso star had tied the knot. But there was no real wedding. The viral images were part of the rollout for Saving Cherry Regal Entertainment’s upcoming comedy film starring Barbie in what could be her biggest movie project so far.
Known for playing bubbly and charming characters, though she took on several more layered roles last year, Barbie takes on a different kind of role in Saving Cherry , a comedy built around themes of women empowerment and the chaos that comes with heartbreak

Directed by Ivan Andrew Payawal , the film follows Cherry, a conservative young woman who has chosen to save her virginity for her wedding night. Her plans unravel after she catches her fiancé, Jude ( Khalil Ramos ), cheating on the night they are supposed to begin married life. What follows is far from a typical heartbreak story.
Instead of wallowing in misery, Cherry sets off on a reckless road trip with her bridesmaids and
wedding planner, determined to reclaim control of her life and lose her virginity on her own terms, while Jude scrambles to win her back. The premise may sound outrageous, and that appears to be the point.
Saving Cherry flips the “good girl” stereotype and explores what happens when suppressed anger finally boils over. Wrapped in comedy, the film also touches on agency, selfdiscovery, and the choices women
make for themselves.
From mistaken identities to bizarre encounters, including accidentally crossing paths with a cult, the film leans into absurdity while keeping friendship as the thread that binds the all-female circle together.

A NEW audiobook of Homer’s epic
The Odyssey, read by an AI-generated Michael Caine, was released Tuesday, just weeks ahead of the premiere of Christopher Nolan’s film adaptation.
The 13-hour recording features the voice of the 93-year-old British actor, star of The Italian Job and Get Carter, along with a cast of other voices from a library accumulated by ElevenLabs, which pays performers every time their voice is used.
“The Odyssey is one of the greatest stories ever told. For nearly three millennia, its themes of perseverance, loyalty, temptation, and the enduring call of home have resonated across cultures and generations,” Caine said in a statement.
“By bridging classical storytelling with digital innovation, this timeless epic is reimagined for modern audiences, brought vividly to life through ElevenReader’s cutting-edge technology,” he said, referring to the company’s audiobook app, which counts American actor Matthew McConaughey among its investors.
The use of AI remains controversial in Hollywood, where actors and creators fear being replaced by technology.
In a statement, ElevenLabs said its offering was about enhancing

CENTURY Tuna is widening the reach of its long-running Superbod campaign, moving from the pageant stage to a broader fitness community aimed at encouraging more Filipinos to adopt healthier lifestyles.
Marking its 20th year, the brand launched the Superbod Life Community, an initiative designed to make fitness and nutrition more accessible to people at different stages of their wellness journey.
The expansion follows the launch of the first Superbod Era Strava Challenge, which drew more than 58,000 participants from across the country. The turnout signaled growing interest among Filipinos in joining fitness-focused communities that offer support and motivation.
Century Tuna recently held its first Superbod Life community run in partnership with Megaworld, bringing the initiative offline through a group activity centered on movement and wellness. Joining the run were brand ambassador Super Bowl ambassador Emilio Daez
The Superbod Life Community offers members access to fitness and nutrition guidance, practical wellness tips and stories from people pursuing similar goals.
Its framework centers on three pillars: Move Super, Fuel Super, and Live Super.
Move Super focuses on workouts, expert-led discussions, and group activities aimed at helping members stay consistent. Fuel Super highlights meal planning, food preparation, and practical nutrition advice. Live Super emphasizes long-term wellness habits and sustainable lifestyle changes.
Carlo Endaya, vice president and general manager of Century Pacific Food Inc., said many beginners are discouraged from starting fitness routines because they see wellness as difficult or exclusive.
“The Superbod Life community was built to change that perspective,” Endaya said. “It is a safe space where members can learn and be inspired by peers going on the same journey and from experts who can guide them toward their health goals.”
Muhlach said the initiative stands out because inspiration comes not only from public figures but also from ordinary people sharing their experiences.
“What makes Superbod Life special is that inspiration comes from real-world stories, shared struggles, and genuine experiences of everyday people,” she said.
Century Tuna also underscored the role of nutrition in fitness, citing protein and essential nutrients as key components in supporting active lifestyles.

THE death of Daveigh Chase shocked Hollywood and its observers, as the nature of her demise served as another reminder that the bright lights of moviedom may eventually lead you to the underbelly of fame, where you could end up plunged into darkness, never to see daylight again.
Chase was the girl who played Samara Morgan in The Ring opposite Naomi Watts Her turn earned her the Best Villain award at the 2003 MTV Movie Awards, and its impact influenced modern horror. She also voiced Lilo in the animated Lilo & Stitch, released in 2002, the same year The Ring opened in theaters. She died at the age of 35 from, as reported, complications of bacterial meningitis and a blood infection. Before her death, she had been admitted to a Los Angeles hospital for malnutrition.
Apparently, she retired from acting 10 years ago, struggled with substance abuse, and had been living “in a destitute state” with her boyfriend before she died.
The sadder note to this story—her former manager, John Ryan Jr., revealed that the former actress had “left behind millions of dollars in untouched SAG-AFTRA residuals and trust funds from her childhood acting success.”
She couldn’t be accessed because of her sorry condition.
Chase is the latest victim of the so-called Child Star Syndrome, a term referring to the systemic psychological trauma, or what can simply be called “mental health struggles,” experienced by actors dealing with adult-level expectations. At the same time, their brains are not yet fully developed. Her case could be labeled as the worst of its kind.
It is significant to note that this problem is preventable each time. Every child actor can be saved from this syndrome. It only takes one person

The company recently introduced the Century Tuna Super Bowl, a ready-to-eat tuna-and-rice meal aimed at consumers looking for quick meal

and failure to address bouts of depression are often deal breakers.
The job of that one person is to keep the possible victim from a point of no return. If a former child actor struggling mentally is spending time with the wrong person, there must be someone who can pull them away. Not trying to preach here. Just a reminder that it only takes one good soul to act and save someone who, all the while, had a trust fund and had all the time to recover and restart a new life.
Actors River Phoenix and Brad Renfro are examples of early Hollywood success who died way too young. Phoenix, brother of Joaquin Phoenix, collapsed outside a West Hollywood nightclub and died from drug intoxication. Renfro, who starred in The Client and Sleepers was in his Los Angeles apartment, and his death was linked to heroin and morphine. These child stars were practically deprived of a normal childhood because of stardom. It would be just if we could allow them to live long lives if they choose to stay away from the bright lights and live as they deserve to.

S concerns over climate change continue to grow, organizers of the Vermosa Green Run 2026 are urging participants to adopt simple habits that can help reduce environmental impact.
The fifth edition of the annual run, set for June 28 at Vermosa Estates in Imus, aims to raise awareness about sustainability while promoting active lifestyles, sports development, and animal welfare.
The push comes as global warming remains a growing concern. The World Meteorological Organization has warned that the Earth’s climate is increasingly out of balance, with rising greenhouse gas concentrations contributing to extreme heat, heavier rainfall, and wildfires worldwide.
Lani Tan , general manager of Ayala Vermosa Sports Hub, said this year’s event seeks to make runners more aware of their role in protecting the environment.
“Using reusable hydration bottles or collapsible cups, properly segregating waste, picking up litter along the route or whenever possible, and using designated disposal areas are simple habits that can easily be incorporated into training and race-day routines,” Tan stated.
Participants are encouraged to turn over used plastic water bottles during registration as part of the event’s recycling efforts.
Tan said race singlets, finisher shirts, and dog bandanas this year are made from recycled PET bottles, highlighting how discarded plastic can be repurposed into useful products.
“Wearing planet-friendly gear on race day is a shared badge of honor that shows we are actively investing in the preservation of the environment that sustains our active lifestyles,” she said.
Tan also shared that the success of the event will be measured not only by race turnout but also by the habits participants continue after crossing the finish line.
“As we celebrate our fifth year, we hope to inspire a permanent shift toward mindful consumption and conscious living,” she said. “Crossing the finish line should be the start of a lifelong habit of waste reduction, active recycling, and respecting outdoor spaces.”
Green Run 2026 will feature 3-kilometer, 5-kilometer, 10-kilometer, and 21-kilometer categories, along with a 1-kilometer dog run, drawing participants with varying fitness levels and goals.
Green Run 2026 is supporting Haribon Foundation, TakboKabitenyo, and Pawssion Project, and is in turn supported by Pocari Sweat, Merrell, Fitbar, Salonpas, Topbreed, Smart C, Dunsk Kuhner, Baby Boo, Chef Especial, Entrée, Saint Roche, The Gourmet Specialist, and Zert.

FOR many consumers, a whitening cream promises lighter skin and quick results. However, health experts say some products sold online and in informal markets may contain mercury, a toxic substance linked to damage to the nervous system, kidneys, and other organs.
The Chamber of Cosmetics Industry of the Philippines is backing a global campaign to eliminate mercury-added skin-lightening products, as banned and unregistered cosmetics continue to reach consumers through physical stores and online platforms.
At a health forum attended by representatives from industry, academe, government, and advocacy groups, CCIP said mercury in cosmetics remains a public health concern despite existing regulations.
The campaign supports the United Nations Environment Programme and Global Environment Facility
and
disease tragedy in Japan, where industrial mercury pollution poisoned seafood and affected thousands of residents. She said the case showed the need for environmental regulation, public health protection, and corporate responsibility.
Mercury is prohibited in cosmetic formulations. Under the ASEAN Cosmetic Directive, the limit is 1 part per million, but

speakers at the forum stressed that this should not be treated as a safe level.
Dr. Jemmy Pizapas-Coates said mercury can be added to skin-lightening products because it blocks melanin production, giving users a temporary whitening effect.
“The whitening effect of mercury is not permanent. It’s temporary. But the other effects, the neurotoxic effects, the nerve damage, the damage to your muscles, and other systemic effects, how it affects your kidney, your liver, those can be permanent,” he said.
Raymond Jacintas O’Donnell of the Philippine Nuclear Research Institute presented findings on online skin-lightening products from selected Asian countries. He said 58.2 percent of the samples exceeded the 1 ppm limit, with mercury levels ranging from 1.8 ppm to 144,893 ppm.
Speaking from a consumer safety perspective, Department of Pharmacy program head Vina Rose Dahilig shared that mercury contamination may appear in unregistered and counterfeit products. She urged consumers to check FDA registration, examine ingredient
lists, and question unrealistic claims.
She added that many consumers are drawn to products that promise fast and cheap whitening results, while online sellers and incomplete labels make monitoring harder.
The forum also cited FDA advisories against mercury-contaminated cosmetics, including skin-lightening creams and other beauty products. CCIP said the problem is not limited to users, as mercury can contaminate homes and later enter waterways and ecosystems through improper disposal.
CCIP said it will pursue education efforts, regulatory updates, and industry awareness programs beginning in 2026. The group also plans to engage manufacturers, distributors, retailers, students, and policymakers.
Gutierrez-Tan said consumer trust depends on responsible practices.
“By supporting the elimination of mercuryadded products and championing sciencebased, responsible skincare, we are helping build a stronger, safer, and more globally competitive Philippine cosmetics industry,” she said.
