ENATE President Pro Tempore Sherwin Gatchalian on Tuesday urged all senators to attend today’s special session called by President Ferdinand Marcos Jr., saying the one-day proceedings should be used to act on long-pending measures and key appointments. Senator Alan Peter Cayetano and eight other allied senators, however, filed a petition before the Supreme Court yesterday seeking to declare null and void Gatchalian’s election as Senate President Pro Tempore. Not everyone in Cayetano’s bloc joined the petition, though, with Senators Mark Villar, Joel Villanueva, and Ronald dela Rosa not included. Villanueva earlier said he will attend the special session, while Dela Rosa has not surfaced since leaving the Senate premises on May 14 amid a standing arrest warrant from the International Criminal Court. “To allow an un-quorumed Senate minority to reshape the leadership of a co-equal branch of government is to sanction a constitutional crisis by subtraction. A Senate stripped of its independent voice ceases to be a counterweight to power and becomes a rubber stamp for executive ambition,” the 87-page petition read. Next page
