RABIES cases decreased during the first two months of 2026, the Department of Health announced on Saturday.

State workers told: Report possible spy recruitment

NATIONAL Security Adviser Eduardo Año has urged government employees who may have been recruited for espionage to come forward and report such approaches to authorities.
Año warned that recruitment often begins with seemingly legitimate job offers promising large sums of money in exchange for sensitive information.
“We call on our fellow Filipinos, especially those working in government, to remain vigilant. Take a close look at the job offers being presented to you. That is how it often begins, until you eventually find yourself in a situation where you are already being used as a spy,” he said.

De Lima said it was troubling that some Filipinos were allegedly collaborating with foreign spies.
“This is no longer a surprise that there are spies in our country, but it is deeply troubling that some Filipinos themselves are collaborating with them—fellow Filipinos betraying their own country,” she said.
“As there may be more spies in the country, we renew our call for the passage of our proposed House Bill No. 1844 or the ‘AntiEspionage Act’ to strengthen our national security policies and counter-espionage measures to adequately respond to threats against our country,” she added. The bill’s enactment, De Lima said, is long overdue.

DILG deploys 800 tourist police for key destinations

EIGHT hundred tourist police officers will be deployed across major tourism areas in the country to strengthen safety and security in key destinations, the Department of the Interior and Local Government (DILG) said on Saturday. Interior and Local Government Secretary Jonvic Remulla said the deployment will begin in April following the approval of President Ferdinand Marcos Jr., in coordination with the Department of Tourism.
“The President has approved my plan that beginning April, we will launch, to-
gether with the Department of Tourism, the tourist police,” Remulla said.
The initiative aims to increase police visibility in high-traffic tourist areas, deter criminal activity, and ensure faster emergency response while creating a safe and welcoming environment for visitors and local businesses.
Remulla said the 800 tourist police officers will be equipped with motorcycles to improve mobility in crowded tourist sites and remote scenic areas. The Philippine National Police will distribute new motorcycle units for the deployment. Initial rollout sites include Bonifacio
Global City, Poblacion in Makati, Boracay, Siargao, Cebu, Bohol, and Puerto Princesa.
Apart from strengthening security, the tourist police will also help promote the country’s central emergency hotline so visitors can quickly reach authorities during emergencies.
“Every tourist that arrives in the Philippines will be given the calling card of 911 so they know we have a three-minute response time wherever they are in the Philippines,” Remulla said.

In an interview, Duterte said confidential funds may be used for programs related to national security, including efforts addressing threats to education, children, and public safety.
“Confidential funds were used for many things. All of them were related to national security—threats to edu-

Possible motive in Parañaque basketball court shooting bared

APREVIOUS altercation may have led to the fatal shooting of one of the victims at a condominium complex in Parañaque City, National Capital Region Police Office (NCRPO) Director MGen. Anthony Aberin said on Saturday.
The suspect, identified as William de Guzman, 59, a resident of Barangay Marcelo Green, Parañaque City, was apprehended at around 8:30 p.m. in a condominium unit in Barangay Moonwalk.
The NCRPO said the suspect was arrested on Friday night after the shooting spree last Wednesday, which left two persons dead and four others wounded.
In a press conference on Saturday, Aberin said the suspect and the 52-yearold fatality were previously involved in an altercation.
Aberin said the suspect had been reported twice to the condominium management by the victim for allegedly knocking on the latter’s unit to complain about noise as they lived in the same building.
When asked what kind of noise the suspect complained about, Parañaque City Police Station chief Col. Nicolas Piñon said the suspect knocked on the victim’s unit last December to look for a certain woman.
Piñon added that the victim could not understand who the suspect was looking for.
“The management and security of the condominium complex received two complaints about him. That may have pushed him to commit this act,” Aberin said.
Aberin added that authorities are still investigating whether there is a deeper motive behind the shooting, noting that some people may automatically resort to violence once agitated.

Akbayan Rep. Dadah Kiram Ismula on Saturday condemned Ferdinand Topacio for his recent statement claiming that fantasizing about raping women is not illegal, calling it a dangerous normalization of sexual violence.
“Why has he not been disbarred yet? It is neither amusing nor acceptable that a lawyer would say it is fine to dream of raping women,” Ismula said.

During the shooting spree, the victim said he saw that while the suspect was about to flee, he entered the court and randomly shot more people.
The victim said the suspect shot him while he was exiting the court.
With the suspect’s arrest, Piñon said authorities will investigate whether there was negligence on the part of the condominium management.
Adiong defends anti-political dynasty bill, calls it ‘trailblazer’

LANAO del Sur Rep. Zia Alonto Adiong has defended the Anti-Political Dynasty measure approved by the House Committee on Suffrage and Electoral Reforms, calling it a “trailblazer” reform that would finally define political dynasties nearly four decades after the Constitution mandated their prohibition.
Adiong, who chairs the committee, said the consolidated bill marks the first serious legislative effort to operationalize Section 26, Article II of the 1987 Constitution, which directs the State to prohibit political dynasties as may be defined by law.
“So if you ask me, this is a step forward. In fact, this is a trailblazer policy because we don’t have exactly an existing anti-political dynasty law. This is the first time after 40 years. So it’s a positive step,” Adiong said. He made the remarks as the committee faced criticism from some sectors over its decision to anchor the consolidated measure on a second-degree prohibition, instead of extending the ban to the fourth degree of consanguinity or affinity.
“You know, all of us, when you talk about anti-political dynasty, it goes directly to the very foundation of our democracy, which is the right of every citizen to vote and elect their leaders. So all of us are stakeholders. All of us are invested,” Adiong said.
“So naturally, there will be people and sectors in our society that would come out
against whatever is the result of the committee deliberations that we had. I already expected that. There will be critics, and there will be supporters as well,” he added.
Adiong’s committee earlier approved the consolidated Anti-Political Dynasty bill, adopting a second-degree prohibition on relatives holding certain elective positions simultaneously. The measure will soon be endorsed for plenary consideration.
The panel used as its working draft a version filed by Speaker Faustino G. Dy III and House Majority Leader Ferdinand Alexander A. Marcos, which initially proposed a broader fourth-degree prohibition on political dynasties.
Adiong said the committee’s primary goal is to craft a clear legal definition of political dynasty to prevent the concentration of political power and government resources in the hands of a single clan within a locality.
“You have to remove the concentration of power. That, to us, is the definition of a political dynasty,” he said.
He noted that the Philippines currently lacks a legal framework directly addressing such concentration of political power.
“So as to whether or not this would directly address the concerns of the people, we have not seen, as of yet, any current policy or legal framework that addresses that issue—the concentration of power,” Adiong said.
Adiong urged lawmakers and stakeholders to remain open to refining the proposal as it moves to plenary debates.

KATHMANDU – Nepal’s centrist party of rapper-turned-politician Balendra Shah looked set to win by a landslide in parliamentary polls, according to Election Commission trends Saturday, but with counting still far to go.
The high-stakes parliamentary election on Thursday came six months after deadly anti-corruption protests toppled the government, with at least 77 people killed.
The September 2025 youth-led demonstrations, under a loose Gen Z banner, began over a brief social media ban but quickly tapped into broader grievances over corruption and a struggling economy.
According to early trends issued by the Election Commission Saturday, 35-year-old Shah’s Rastriya Swatantra Party (RSP) was on track to win a majority in the 275-member House of Representatives, the lower house of parliament.
“Looking at the trend, the Rastriya Swatantra Party has taken the lead in many places and has won several seats,” commission spokesperson Narayan Prasad Bhattarai told AFP.
If the trends are confirmed by the vote count, 35-year-old Shah’s victory over a veteran Marxist leader – and his rise from city mayor to potential prime minister – would mark one of the most dramatic results in recent Nepali politics.
“This is heading to a landslide victory -- this reflects the frustration that has been building up,” said Chandra Dev Bhatta, a political analyst.

Bikol Pili, Camiguin Lanzones seen as next export winners
TWO homegrown agricultural products—Bikol Pili and Camiguin Lanzones— are being positioned not just as regional specialties, but as globally competitive brands under a P30-million initiative to strengthen geographical indications (GIs) in the Philippines.
The Intellectual Property Office of the Philippines (IPOPHL), with support from the Agence Française de Développement (AFD) and in partnership with the Department of Agriculture (DA), has selected the two products as pilot beneficiaries of a 21-month project designed to elevate high-potential Philippine agricultural goods into protected origin brands.
GI registration is increasingly viewed as a strategic business tool that can unlock premium pricing, strengthen export positioning, and protect local producers from imitation.
Premium brand
Bikol Pili was chosen for its strong geographic identity, organized value chain, and significant value-adding potential. Grown in the volcanic and forested landscapes of the Bicol Region, the nut has developed a distinct flavor profile tied closely to its environment—a key requirement for GI recognition.
Economically, the numbers are compelling. Kernel prices can increase up to fivefold from raw materials, with product applications spanning food, culinary oil, cosmetics and handicrafts. Its growing footprint in European and Asian markets promises scalability beyond domestic demand.
Moreover, GI status could formalize the market’s recognition that authentic Bikol Pili commands a premium.
Camiguin Lanzones, meanwhile, represents a different but equally promising value proposition. Known for its sweetness and quality, the fruit’s reputation is anchored in Camiguin’s volcanic soil and island ecology. An organized producer base and a pending collective mark application demonstrate readiness for collective branding—a critical step toward GI registration.
Both products illustrate how agricultural goods can move up the value chain when geographic origin becomes part of the brand story.
RENEWABLE energy provider SN Aboitiz Power-Magat (SNAP-Magat), in partnership with the Local Government Unit of Diadi, Nueva Vizcaya, successfully conducted a medical and dental mission under its “A Dozen Full of Love Program” on February 12, 2026. The annual outreach initiative aims to provide essential health and social services while promoting community welfare and unity. Through its Corporate Social Responsibility Fund, SNAP-Magat donated around P200,000 worth of essential medicines, supporting Diadi’s medical and dental program that benefited 307 residents, including children, adults, and senior citizens.

Launched in May 2025, the AFD-funded initiative aims to shortlist 10 value chain products and guide at least two through the full GI registration process. The project provides handson support to farmers, processors, and local institutions, including the preparation of manuals of specifications — documents that define production standards, geographic boundaries, and quality benchmarks.
IPOPHL acting director general Nathaniel S. Arevalo said the initiative strengthens the foundation for a credible GI system.
“Geographical indications empower local communities, preserve cultural heritage,
promote rural development, and enable Filipino products to stand out in regional and global markets,” he said.
For the government, GIs align agricultural development with climate resilience. Pili trees, for instance, are known for their durability against strong storms, while both pilot products are cultivated using agroforestry and traditional farming systems that support biodiversity.
At a time when sustainability influences buying decisions, traceable origin and climateadaptive production add further market appeal. Legal backbone
The project also seeks to strengthen the country’s legal framework for GI protection.
Stakeholders recently reviewed Senate Bill No. 512, authored by Loren Legarda, which proposes a sui generis system dedicated to GI protection. Discussions focused on eligibility rules, validation mechanisms, expert oversight, enforcement provisions, and long-term monitoring systems.
A stronger legal framework is seen as critical to investor confidence and international recognition, particularly as Philippine producers look to export markets where GI systems are well established.
While Bikol Pili and Camiguin Lanzones were selected as pilot beneficiaries, seven other shortlisted products may still pursue GI registration independently using the tools and knowledge developed under the project.
For the DA, the move underscores how GIs can strengthen rural economies and elevate Philippine agriculture beyond commodity pricing.
“These are not merely technical milestones; they are foundational steps toward building a credible, inclusive, and sustainable GI system in the Philippines,” said DA assistant secretary Joycel Panlilio.

INSIDE the teaching kitchens of the Center for Culinary Arts (CCA) Manila in Taguig City, students from across the country gathered to cook dishes that highlight both nutrition and flavor.
These students battled it out during the MAGGI Sarap Sustansya Cook-Off 2026, a nationwide competition organized by MAGGI Philippines together with the Nestlé Wellness Campus in partnership with the Department of Education. The event brought together public school students in Grades 7 to 10 representing Luzon, Visayas and Mindanao.
The cook-off formed part of the Nestlé Wellness Campus program, which has spent the past 13 years promoting health and nutrition education in more than 26,000 public schools nationwide.
At the division level, teams of three students prepared a dish within a P500 budget using vegetables harvested from their school’s Gulayan sa Paaralan gardens supported by MAGGI, as well as produce from their own home gardens.
To help them prepare, participants learned through the MAGGI Sarap Sustansya Kusinaskwela videos, which offer lessons on meal planning, smart palengke shopping and basic kitchen techniques.
For the grand finals, the challenge became more comprehensive. Each team had 90 minutes and a P1,000 budget to prepare a complete meal for a family of four that included protein, vegetables, carbohydrates, dessert and a beverage.
The dishes were guided by the Go, Grow and Glow food groups and the Pinggang Pinoy recommendations of the Food and
Nutrition Research Institute.
Food creators and chefs, including Juan Miguel Fernandez, Juri Imao, and Cath Chen, served as culinary mentors during the competition. The final dishes were evaluated by chefs Tatung, Miggy Moreno, and Jackie Ang Po.
Emerging as the national grand champion was Concepcion National High School from Southern Leyte. The team, consisting of Princess Sherry Fay De Los Santos, Alfamie Figura and Beverly Jane Vertidazo, coached by teacher Grechie Cortel, presented a menu that included Crispy Tilapia Fillet, Cheesy Triple Green Lumpia Rolls and Lankaube Nutri Rice, along with dessert and a beverage. Cortel said the competition helped the students discover new techniques and ways to make meals more nutritious while balancing flavors.
“We were able to gain a lot of cooking techniques in our journey, such as finding out new methods in making our meals more nutritious. This opportunity also allowed us to experiment and learn how to better balance out flavors, prioritizing both taste, in which MAGGI enabled our dishes to be more delicious, while still remaining healthy,” Cortel shared. Chef Miggy shared with Manila Standard Cravings how amazed he was and his fellow judges of the young chefs. For organizers, the cook-off goes beyond the contest itself. Christopher Nazareno, head of brand marketing for culinary solutions at Nestlé Philippines, said the initiative reflects the belief that Filipino families should have access to meals that are “delicious, nutritious and affordable.”

ABBI Garcia didn’t hold back in condemning what she called “unacceptable” remarks by Quezon City Rep. Bong Suntay about Anne Curtis during a House committee hearing on impeachment complaints against Vice President Sara Duterte
“If you hold power, act like it. Objectifying women, even in passing remarks, is unacceptable. We are not here to be reduced to someone’s imagination. Nakakadiri,” the Gabbi wrote on X.
During a sideline interview, the actress continued to take a stand for women’s dignity and empowerment, using both her platform and her voice to address pressing issues in the society. Gabbi elaborated why it was important to speak her mind despite differing opinions and online backlash, particularly in situations like this.
“Your simple words can actually have an impact. Akala mo simple lang siya sa’yo, but to other people, it actually means a lot. Especially that I am blessed with this platform. It’s important, especially when you know that you’re on the right track. It’s important that you have to be heard. Because you need to also communicate it to your audience, kung ano ang dapat gawin at hindi dapat gawin,” she explained.
The actress also addressed persistent gender double standards, highlighting the unequal ways men and women are judged when asserting themselves.
“Whenever women speak up or stand up for themselves, people think na nag-i-iinarte or nagiging bossy. Pero kapag iba, they’re being a boss. Kapag iba, they’re just commanding. Pero kapag babae, iba ‘yung meaning. I feel like that has to be changed. Kapag babae, emotional lang. Pero kapag lalaki, nagde-demand. It has to be changed. And also, 2026 na, hindi na tayo dapat nang-o-objectify ng mga babae,” Gabbi said.
Gabbi carried these advocacy efforts into the SM Supermall’s International Women’s Day Summit 2026, joining a panel on women’s empowerment, mental health, and social media pressures.
During the discussion, she spoke about her experience with polycystic ovary syndrome (PCOS), describing how it pushed her to slow down, set boundaries, and prioritize her physical and mental health.
She also stressed the responsibility of public figures in shaping social media discourse.
“It’s a matter for me, especially [since] I have a big platform. So I always think about, do I contribute to the noise of social media? Or do I contribute to change? You have to be mindful,” Gabbi explained.
Beyond advocacy, she emphasized the importance of community and mentorship. She cited her mother as someone who has shaped her perspective.
“She shaped me to be who I am right now. Because she showed me how a woman should be,” Gabbi said, urging young women to find support systems, remain grounded, and use their voices intentionally.

Music has always been used as an instrument to carry that shift—to challenge old ideas, or simply remind listeners that a woman’s voice does not need permission to be heard. Across decades and genres, several tracks have captured that very spirit. These six tracks show how artists used music to claim their voice.
“You Don’t Own Me” — Lesley Gore (1963) When Lesley Gore released this song in the early 1960s, its message stood out immediately. The lyrics reject the idea that a woman should be controlled or defined by someone else. Decades later, the track remains one of pop music’s clearest early statements about autonomy.

Spearheading aggressive expansion
Since taking the helm, Jolly has been the driving force behind a significant expansion strategy.
Under his leadership, RHR is investing P10 billion over three years to develop new properties, capitalizing on growing demand in the upper upscale and luxury segments. This investment will add approximately 1,300 new room keys to the portfolio over the next few years.
Key developments include Summit Villas Siargao, a 19key boutique resort, and Fili Bridgetowne, an ultra-luxury five-star hotel in Metro Manila scheduled to open in early 2027, featuring one of the city’s largest pillarless ballrooms. New Grand Summit properties are also slated for Pangasinan and Cebu.
Jolly sees immense potential in the Philippine market, particularly noting the growth of the middle class.
