SENATOR Erwin Tulfo will meet with Chinese Ambassador Jing Quan on Monday to discuss matters related to the West Philippine Sea following a series of heated public exchanges between Manila and Beijing officials.
Tulfo, who serves as the chair of the Senate Foreign Relations Committee, indicated that the Department of Foreign Affairs facilitated the meeting.
The senator previously voiced his support for diplomatic de-escalation given the rising tensions over the WPS issue.

DOH warns of measles outbreak in Mindanao, cites low vax rates

THE Department of Health (DOH) warned of a possible measles outbreak in Mindanao as vaccination rates among children remain below target.
As of Friday, the agency reported that 520,645 children below five years old have not been vaccinated against
the viral disease. Vaccination coverage stands at 82% across various sites in Mindanao local government units, 13
percentage points short of the 95% target needed to achieve herd immunity.
“The Department of Health warns that the risk of measles and rubella outbreaks in Mindanao is high as 520,645 children under five years old remain unvaccinated.

Villafuertes push P1,000 monthly fuel subsidy for small fisherfolks

RISING fuel prices have prompted two lawmakers to propose a P1,000 monthly fuel subsidy for small fishermen.
Camarines Sur Reps. Luigi and Migz Villafuerte said fishermen’s incomes continue to shrink due to declining fish catch and persistently high fuel costs.
The two lawmakers said this situation is a compelling reason for Congress to legislate a program granting municipal fishermen a P1,000 monthly fuel subsidy and automatic enrollment in the National Health Insurance Program.

THE National Council on Disability Affairs (NCDA), an attached agency of the Department of Social Welfare and Development, has flagged the lack of Persons with Disability Affairs Offices (PDAOs) across the country as a pressing concern in ensuring that all persons with disabilities are registered, issued identification cards, and provided appropriate services.
Citing NCDA data, spokesperson lawyer Walter Alava said that out of 1,715 local government units (LGUs) nationwide, only around 400 to 500 have established dedicated PDAOs.
Alava said most compliant LGUs are located in urban areas, while farflung municipalities remain largely
non-compliant. The absence of fully functioning PDAOs in many areas poses challenges in monitoring and implementing disability-related laws.
“Based on the Philippine registry for persons with disabilities, which can also be seen on ncda.gov.ph, there are roughly 2.5 to almost 2.6 million registered persons with disabilities. These are individuals who have been issued PWD IDs by different PDAOs and LGUs,” Alava said.
The establishment of PDAOs is mandated under Republic Act No. 10070, or the Act Establishing Institutional Mechanism to Ensure the Implementation of Programs and Services for Persons with Disabilities in every province, city, and municipality.

that some 2.6 million persons with disabilities have been registered and issued IDs through LGU PDAOs in provinces, cities, and municipalities.
“According to Republic Act No. 10070, all LGUs classified as 1st to 3rd class municipalities are mandated to have a Persons with Disabilities Affairs Office. The 4th to 6th class municipalities are highly encouraged to designate a focal person,” Alava said.
Advocacy for PWD rights often faces structural challenges, as many individuals encounter mobility constraints or require assistance to access public services.
“There are physical limitations, and at the same time, we have types of disabilities where persons with disabilities need assistance when going
out,” Alava pointed out.
“This includes those on the autism spectrum who really need someone to accompany them. In implementing their rights, there must be someone to push and advocate for them, in most cases,” he added.
Under Republic Act 7277, or the Magna Carta for Disabled Persons, as amended by Republic Act 9442 and Republic Act 10754, persons with disabilities are entitled to a 20 percent discount and exemption from the 12 percent value-added tax on certain goods and services, as well as an additional 5 percent discount on selected prime commodities.
While some LGUs provide additional support programs, resource constraints continue to affect poorer municipalities.
DOLE urges employers to allow workers time off for children’s vax

Tomb more than 1,000 years old found in Panama
PANAMA CITY—Archaeologists have discovered a tomb more than a thousand years old in Panama containing human remains alongside gold and ceramic artifacts, the lead researcher told AFP on Friday.
The discovery was made at the El Cano site in the Nata district about 200 kilometers (124 miles) southwest of Panama City.
Scientists and archaeologists have already unearthed other remains of pre-Hispanic cultures in the region that has been excavated for two decades.
The skeletal remains were found surrounded by gold objects and pottery decorated with traditional motifs, pointing to these being “high-ranking” individuals, archaeologist Julia Mayo told AFP, adding that the tomb was built between 800 and 1000 AD.
“The individual with the gold was the one with the highest social status in the group,” she said.
That body was found with two bracelets, two earrings, and pectoral jewelry that featured bats and crocodiles, she added.
The El Cano archaeological site is linked to the societies that inhabited the central provinces of Panama between the 8th and 11th centuries.
“This is where they buried their dead for 200 years,” said Mayo.
Nine other tombs “similar” to the one found on Friday had already been found at the site, she added. AFP

President Donald Trump said he is ordering federal agencies to begin “identifying and releasing” government files related to UFOs and aliens, a move sought for decades by some Americans.
“Based on the tremendous interest shown, I will be directing the Secretary of War, and other relevant Departments and Agencies, to begin the process of identifying and releasing Government files related to alien and extraterrestrial life, unidentified aerial phenomena (UAP), and unidentified flying objects (UFOs),” Trump posted on his Truth Social platform.
While he did not specify whether classified documents would be released to the public, Trump added that the files should include “any and all other information connected to these highly complex, but extremely interesting and important, matters.”
Earlier, the Republican president claimed that one of his Democratic predecessors, Barack Obama, had revealed “classified” information in his recent viral podcast remarks about the existence of extraterrestrial life.
“They’re real, but I haven’t seen them and they’re not being kept in... Area 51,” Obama told host Brian Tyler Cohen, referring to the top-secret US military facility in Nevada at the heart of many UFO conspiracy theories.

As an out-of-school youth, Luzadas relied on grit and hands-on learning.Without a clear business plan, he moved from one venture to the next, picking up lessons along the way, and steadily building both his skills and his influence.

“It’s very important to me that everything I do is legal and properly structured. I’m focused on building businesses that can grow and last for a long time. I’d rather take my time setting things up the right way than grow fast and risk losing everything later,” he said.

Analiza Bautista, athletics coach Edward Obiena and events and marketing manager Judith Staples carried the banner of the Philippine Masters Games Association (PMGA) with pride at the Open Masters Games Abu Dhabi, delivering podium finishes and personal triumphs that underscored their competitive spirit beyond the boardroom.
For Bautista, the international meet marked her first-ever competitive appearance — and she made it count. The first-time competitor captured two silver medals in the women’s race walk events, finishing second in both the 3,000 meters and 1,500 meters. She clocked an impressive 11 minutes and 54 seconds in the 1,500m race walk, a significant improvement in pace for the late bloomer in athletics.
Obiena, who recently turned 60, proved age is no barrier to performance. The veteran coach collected three bronze medals in the men’s 60–64 division — discus, shot put and javelin — marking a successful debut in his new age category.
He opened his medal haul with a third-place nish in the discus throw, recording a best of 32.01 meters on his fourth attempt. He followed it up with another bronze in the shot put at 9.80 meters, and completed a clean sweep of podium finishes with a third bronze in the javelin.

Despite dealing with a lingering knee injury that has sidelined her from her preferred event, the pole vault, Staples said she chose to compete through rehabilitation, focusing instead on the throwing disciplines.
“It was never my intention to stop competing,” Staples said. “I’ve been dealing with this injury for over a year, and while I’m doing serious rehab now, work sometimes gets in the way. But no excuses. Injury will never waver my passion to compete.”
Staples said the rewards of masters competitions go beyond medals. “Winning is great, but just being out there, competing in a well-organized international event and meeting athletes from other countries — that’s already fulfilling. You gain friends, you gain perspective. That’s the beauty of it.”
With more than 140 countries represented in global masters competitions, the trio said their Abu Dhabi campaign is only the beginning of a longer journey — one that blends competition, camaraderie and country.

Paris Alegado has broken into the World Skate rankings, climbing to No. 31 in the women’s park category, a major milestone that strengthens her bid to qualify for the 2028 Los Angeles Olympics.
The Filipina standout’s entry into the world’s top 32 places her among the elite of international women’s park skateboarding and opens up more opportunities to earn ranking points in top-tier World Skate events.
Her mother, Pauline Constantino, said the family was surprised and thrilled to see Alegado’s name alongside established global competitors.
“We were really surprised and excited when we saw her name in the top 32. There’s a big chance we might return to Rome in June to compete again,” Constantino told local media.

BOOK lovers might be replenishing their bookshelves with new books as the Philippine Book Festival is back from March 12 to 15 at SM Megamall’s Megatrade Hall, promising four days packed with Filipino stories, author encounters, and bookish discoveries.
Now in its third edition since the National Book Development Board launched it in 2023, the festival has become a must-visit event for readers of all ages.
Attendees can wander through five themed zones to suit every interest. Fairgoers can look into Booktopia, which features fiction and non-fiction, and to Komiks that highlights the Philippines’ lively comic scene. Meanwhile, the Kid Lit zone is designed for young readers, Aral Aklat focuses on educational and academic titles, and the Collective Stand showcases indie discoveries. With more than 100 exhibitors, visitors
will have plenty of opportunities to uncover new reads and enjoy festival discounts.
The festival also features talks, workshops, literary contests, and book signings. Attendees can meet their favorite authors, including Jonaxx Ron Canimo, and National Artist for Film and Broadcast Arts Ricky Lee, and enjoy live performances and pop-up shows throughout the hall. FOR many Gen Z students mapping out careers beyond traditional office paths, aviation is fast becoming an option that promises mobility, global exposure and hands-on work.
With that in mind, Topflite Academy and De La Salle-College of Saint Benilde (DLS-CSB) team up for a partnership aiming to make that path more accessible and more practical for future aviation students.
The two institutions recently signed a memorandum of understanding at Subic Bay International Airport, launching programs that link what students learn in school with actual industry training. The partnership, backed by the Department of Transportation (DOT), the Civil Aviation Authority of the Philippines (CAAP), and the Subic Bay Metropolitan Authority (SBMA),

A GLOBAL animated hit that blurred the lines between K-pop and fantasy storytelling is making its way to Manila, this time as an on-ground fan experience. The official K-pop Demon Hunters popup store is set to open at SM Mall of Asia from Feb. 27 to March 31, bringing elements of the film’s fictional universe closer to Filipino audiences.
Promotional materials describe the activation as an immersive experience inspired by the story’s “Honmoon,” the barrier separating humans and demons. While full details have yet to be released, the Manila stop is expected to follow previous pop-ups held abroad, which featured themed installations, interactive zones, and exclusive merchandise tied to the film. A previous activation in Seoul offered fans character-inspired merchandise such as apparel, collectibles, and accessories— items that may also appear in the Manila leg, though organizers have yet to confirm the full lineup. K-pop Demon Hunters, an animated musical fantasy released in 2025, follows a fictional girl group that doubles as demon hunters. The film gained global attention following its release on Netflix, drawing strong viewership and building a fan base that extends beyond traditional animation audiences.
