Year, promising that more individuals involved in plundering the country’s coffers will be arrested in 2026. Presidential Communications Office Secretary Dave Gomez said some sectors have drawn parallels between the Discaya couple and convicted pork barrel scam mastermind Janet LimNapoles, citing the sheer extent of the wealth they amassed through their lack of scruples. "Some quarters are calling the Discaya couple the new Napoles, but their unexplained wealth is ten times over," Gomez said to emphasize that the contractor couple’s alleged loot is substantially larger than the amount involved in the 2013 Priority Development Assistance Fund (PDAF) scam. The Palace official emphasized that the flood control investigation is still in its early stages and cannot possibly be concluded by the close of the current year. He said the probe has been underway for only a little over four months, compared to the nearly yearlong investigation into the Napoles case before suspects were jailed. Noche Buena packages and basic supplies, as well as medical services to the troops at the contested territories. Among the beneficiaries were personnel assigned to BRP Sierra Madre at Ayungin Shoal, Pag-asa Island, Panata Island, Rizal Reef Station, Kota Island, as well as the outposts of Parola, Lawak, Likas, and Patag islands. These soldiers spent the holiday season away from their families as they continued to perform security and sovereignty missions. The operation was led by Western Command (WESCOM) chief Vice Admiral Alfonso Torres Jr., ensuring the timely delivery of supplies to sailors and marines deployed in the WPS. The AFP said the holiday outreach was conducted in line with its 90th founding anniversary, serving as a reminder that soldiers assigned to the country’s outermost posts remain a priority despite the challenges of distance and operational demands.
and responsive government. "The President thanks Ms. Fajardo for her service and for helping ensure that public funds are properly accounted for," Presidential Communications Office (PCO) Secretary Dave Gomez said, noting that Fajardo has completed the specific financial forensic work she was assigned to carry out for the ICI. Gomez said Fajardo was engaged under a clearly defined and timebound mandate to closely examine funds linked to infrastructure projects under investigation and help trace the movement of public money. "That work is now finished," the Palace official said, adding that Fajardo’s findings will be incorporated into the ICI’s recommendations to the Office of the Ombudsman and will also be turned over to relevant government agencies, including the Commission on Audit, to support further action. For his part, Senate President Vicente Sotto III said the bill creating an IPC to investigate all infrastruc-
ture anomalies will likely be passed by Congress next year. Sotto said he believes the ICI has served its purpose. "The IPC bill will aid soon and more so for future investigations,” he said. President Marcos earlier included the IPC measure as a priority bill of his administration. Meanwhile, members of the Makabayan bloc and other lawmakers said Fajardo’s resignation essentially made the ICI a “lost cause.” "The ICI is a lost cause. Its members have resigned, it has no real transparency, and its credibility always in question,” ACT Teachers party-list Rep. Antonio Tinio, Gabriela Rep. Sarah Elago, and Kabataan Rep. Renee Co said in a joint statement. House Deputy Minority Leader and Mamamayang Liberal partylist Rep. Leila de Lima said the ICI “might as well close shop” after the departure of its two commissioners this month. "If you have a Commission with
the formidable task of fighting corruption but with limited powers and resources, and an administration that is reluctant to swiftly provide support through urgent legislation and much needed budget, then it is doomed to fail," she said. The ICI chairman, for his, said the commission will continue to fulfill its mandate. “The Commission will now focus on finalizing the remaining items that will be submitted to the Office of the Ombudsman in order to strengthen and add to the growing number of cases that will eventually be filed with the courts and hold those involved accountable,” Reyes said. “The Commission remains fully committed to submitting all its final recommendations and ensuring that the appropriate institutions—particularly the Ombudsman — have everything they need to bring these cases forward. The public can be assured that accountability continues, and the process that the ICI began will move toward its proper legal conclusion,” he added.
does not end on December 25," Gomez said. He also pointed out that the Discayas and Lim-Napoles all spent the holidays behind bars, proving that the government’s efforts to curb corruption are producing results. "There will surely be more thrown behind bars in the New Year," he added. President Ferdinand "Bongbong" Marcos Jr. has assured the public that by Christmas Day, individuals involved in the anomalous "ghost" flood control projects would be arrested as part of the administration's commitment to accountability and justice. Earlier this week, Pasig City Mayor Vico Sotto warned the public not to be misled by propaganda that portrays Sarah and Pacifico Discaya as mere “small fish” in a larger scheme of corruption surrounding flood control projects. He referenced a report from the AntiMoney Laundering Council (AMLC), stating that bank accounts linked to just four of their nine companies recorded inflows exceeding P180 billion. “As AMLC reported, bank accounts related to just 4 of their 9 companies had inflows of over P180 billion [there are other companies, dummies, and cash not yet included in this number]. And if we look closely, they are not just contractors, but instigators,” the Mayor said.
Palace... significant evidence already emerging from hearings of the Senate Blue Ribbon Committee. “It is nothing but hearsay and can be treated as mere fabricated documents,” she said in a statement. “The alleged Cabral files or the DPWH leaks are still questionable... Unless the documents come from DPWH, we could not give the alleged Cabral files or any list from an unknown source any probative value,” she added. The Palace’s response follows a report alleging that the First Lady was linked to supposed ghost flood control projects in Isabela, allegedly tied to more than P100 million in insertions reflected in the so-called DPWH leaks. Castro stressed that, based on available information, no one can even establish that the projects cited in the alleged lists were approved or implemented. Furthermore, she stressed that it was not Malacañang’s or any other official’s responsibility to authenticate the list cited by Leviste, who also alleged that members of the Cabinet were linked to supposed insertions in public works allocations. “Why should this representation prove the alleged ‘Cabral’s files’ he claims to
possess?” the Palace official asked. “He has started bragging about them, so it is his responsibility to prove their authenticity,” she added. Castro was responding to Leviste’s remark urging the Palace to verify with Public Works Secretary Vince Dizon the genuineness of the list the legislator posted online. “Before anyone speaks and accuses someone, they should substantiate their claims with verified facts and documents,” she said. “These are his own allegations. He should not order or obligate others to prove what he is claiming,” Castro stressed. Meanwhile, Leviste has yet to present authenticated copies of the documents he claims support his allegations. Lacson, chairman of the Senate Blue Ribbon Committee, called for a thorough and impartial investigation into allegations linking several Cabinet officials to questionable infrastructure allocations involving the DPWH. “Instead of pursuing an honest-togoodness inter-agency investigation by using whatever probative value was unearthed mainly from the Senate Blue Ribbon Committee hearings, to prematurely dismiss the probable involvement of some members of the Cabinet as ‘hearsay’ may be interpreted as a euphemism for ‘cover-up,’” Lacson argued.
“As the AFP maintains its presence in the West Philippine Sea, it remains resolute in defending national sovereignty and asserting the country’s sovereign rights,” the military said. The AFP added that the Christmas mission symbolized the nation’s support for its troops, assuring them that their service and sacrifices are recognized and valued, wherever they are. A People’s Liberation Army Navy (PLA-N) Luyang III-class guidedmissile destroyer bearing bow number “174” reportedly provided food and water to a Filipino fisherman who boat’s engine conked out at the South China Sea. According to the Chinese Embassy in Manila, the Filipino fishermen had been stranded for three days, prompting the Chinese warship to deploy a rigid hull inflatable boat to render assistance while coordinating follow-up support with PCG. The embassy also posted photos on its social media pages showing a Chinese crew member handing over a bottle of water to the fisherman, as well as another image of the fisherman holding
a placard reading “HELP ME.” In response, PCG spokesperson for WPS Commodore Jay Tarriela on Friday said the PCG “acknowledges” and “appreciates” the humanitarian gesture made by the Chinese warship. Tarriela said the incident supposedly occurred about 71 nautical miles west of Silanguin Island in Zambales, and pointed out that what happened was a “notable contrast to the barbaric, illegal, coercive, aggressive, and deceptive actions often employed by the China Coast Guard against Filipino fishermen.” Tarriela, however, disclosed that the PCG was not informed by the Chinese PLA-Navy about the incident, contrary to the embassy’s claims. He also said there was no prior notice on the fisherman’s location or condition. Further, he said the fisherman was safely moored to a floating aggregate device or “payao” while awaiting pickup by their mother boat. He said the service boat departed on a fishing trip around 3 p.m. on Dec. 24 and the distressed fisherman was located by the PCG and the
mother boat the following afternoon, less than 24 hours later. “Claim that he had been adrift for three days is inaccurate,” the PCG official added. Further, the PCG also questioned why a Chinese warship was operating in the area. Tarriela said the reported location of the encounter was within the Philippines’ exclusive economic zone. “According to the fisherman, he became frightened when the PLA Navy warship 174 launched an inflatable boat. In response, he used carbon deposits scraped from the tip of his engine’s exhaust pipe to write ‘HELP ME,’” Tarriela said. While acknowledging the act of assistance, Tarriela warned against using the incident for propaganda. He said the event should affirm the rights of Filipino fishermen to operate around Bajo de Masinloc. “We hope this incident is not exploited as propaganda by China. Instead, it should serve as recognition that Filipino fishermen have full rights to fish in the waters around Bajo de Masinloc,” he said.

of the Department of Energy’s Oil Industry Management Bureau, provided a different forecast. Romero projected no adjustment for diesel, a rollback of up to P0.50 for gasoline, and a P0.10 increase for kerosene. “These estimates exclude the operating costs of oil companies and other premiums,” Romero said. She attributed the mixed outlook to a global oversupply from non-OPEC economies like the United States, weakening demand as holiday travel winds down, and ongoing uncertainty surrounding tensions in Venezuela, Ukraine, and Russia. The price indications for the week of Dec. 29 are based on the first four days of the Mean of Platts Singapore—the regional benchmark—and foreign exchange averages compared to the previous week. “Oil prices have been supported by geopolitical developments as tougher U.S. sanctions enforcement on Venezuela and intensified attacks by Ukraine on Russian oil infrastructure have raised the risk of supply disruptions,” Bellas said. Bellas added that prices are also being bolstered by the prospect of stricter sanctions on Russia if Moscow does not agree to a peace deal with Ukraine.

This rating showed significant regional variation, with trust levels in Mindanao remaining notably high at 83%. The Visayas followed with 64%, while Balance Luzon recorded 44%. NCR had the lowest trust rating at 42%. Manhit clarified that the survey was conducted before the filing of plunder and other criminal charges against Vice President Sara Duterte and 15 others. These charges involve allegations of plunder, graft, falsification, and malversation related to the alleged misuse of confidential and intelligence funds during her tenure as a cabinet secretary. The Stratbase Institute also highlighted that the survey reflects a political environment characterized by volatility. It pointed out that public opinion is influenced by perceptions of integrity, performance, and institutional responses to corruption. “The steady decline in trust indicators following the exposure of the DPWH flood control scandal signals a strong public sentiment that those responsible must be arrested, prosecuted, and held accountable. Filipinos are clearly connecting corruption to governance failure and to the real human costs experienced during repeated flooding,” he added. The face-to-face commissioned survey was conducted from November 24 to 30 and involved 1,200 respondents aged 18 and above. The sampling error margins are ±3% for national percentages and ±6% for each region: Metro Manila, Balance Luzon, the Visayas, and Mindanao.

PNP eyes more cops for EDSA duty A By Vince Lopez
CTING Philippine National Police (PNP) chief, Lt. Gen. Jose Melencio Nartatez Jr., on Friday said he will discuss with the Department of Public Works and Highways (DPWH) and the Metropolitan Manila Development Authority (MMDA) the possibility of deploying more personnel to assist in traffic management amid the ongoing rehabilitation of EDSA.

Four stars for Nartatez with Torre out By Vince Lopez THE National Police Commission (Napolcom) welcomed Friday the appointment and swearing in of former Philippine National Police (PNP) chief General Nicolas Torre III as the new General Manager of the Metropolitan Manila Development Authority (MMDA). Torre has formally taken his oath as the MMDA general manager before Executive Secretary Ralph Recto in a ceremony held at the latter’s office on December 26, 2025. This development paves the way for
Torre’s successor, Lt. Gen. Jose Melencio Nartatez Jr., to officially claim the fourstar rank in the PNP hierarchy and serve the organization full-time, not in acting capacity, according to NAPOLCOM Vice-Chairperson and Executive Officer Rafael Vicente Calinisan. “This (Torre’s appointment) is a very welcome development as this paves the way for Gen. Jose Melencio Nartatez, Jr. to get his well-deserved four-star rank, which accompanies his original appointment as Chief of the Philippine National Police,” Calinisan said. “This provides that much needed
clarity in the PNP, as Nartatez has full operational accountability and leadership responsibilities for months now,” he added. Calinisan also pointed out that since Torre accepted the position, he is no longer part of the PNP as he will be “ipso facto” (by that very fact) resigned. The NAPOLCOM head said he looks forward to President Ferdinand Marcos, Jr. donning the fourth star and rank of General, as well as full-fledged PNP chief title to Nartatez, commending him for his leadership and professional commitment to the police force.
He said this is among the proactive steps to reduce the adverse effects of the rehabilitation works on motorists and commuters during the project’s implementation. The rehabilitation works include concrete reblocking and asphalt overlaying, which are anticipated to cause traffic gridlocks as EDSA is one of the busiest roads in Metro Manila with hundreds of thousands of vehicles passing on a daily basis. While MMDA personnel and local government units are expected to deploy their own personnel, Nartatez said their territorial units and the Highway Patrol Group (HPG) could serve as augmentation at strategic points along EDSA and key alternative routes. “We expect heavy traffic, and we are ready to assist in terms of manpower for traffic management and other peace and order-related concerns, including road rage that could be prevented with the visible presence
of our personnel,” the acting PNP chief said. Concrete reblocking and asphalt overlay began at 11 p.m. on December 24, and the following day, the effects on traffic became visible. The DPWH has already released schedules of the rehabilitation works, and the PNP is urging motorists to plan their trips. Nartatez also emphasized the PNP’s commitment to supporting government initiatives while minimizing disruption to daily commuters. Rapid deployment teams will be on standby to respond to accidents, vehicle breakdowns, or other emergencies. In addition, the PNP will maximize the use of CCTV monitoring, traffic sensors, and traffic apps to track congestion and provide timely advisories to the public. Motorists are encouraged to follow official PNP and MMDA channels for updates and plan their travel accordingly.

Chinese rocket debris may have fallen in PH waters
THE Philippine Space Agency on Friday cautioned that debris from China’s Long March 8A rocket launch may have landed in Philippine waters. In an advisory, PhilSA said parts of the Chinese rocket debris were projected to have fallen in the following areas: First drop zone within the Philippine exclusive economic zone • 108 nautical miles (NM) away from El Nido, Palawan • 126 NM away from Puerto Princesa, Palawan • 90 NM away from Rozul Reef Second drop zone within Philippine archipelagic waters • 32 NM away from Hadji Muhtamad, Basilan • 42 NM away from Pangutaran Island, Sulu • 46 NM away from Tubbataha Reefs Natural Park According to PhilSA, the Long March 8A rocket was launched from the Hainan International Commercial Launch Center in Wenchang, Hainan at around 7:26 a.m. on Friday (Manila time). The information on the rocket’s drop zone was released via a Notice to Airmen (NOTAM) to alert aircraft operators about the “aerospace flight activity.” Prior to China’s rocket launch, PhilSA circulated a pre-launch advisory to concerned government bodies and officials. The agency said the fragments from the Chinese rocket are not expected to hit any landmass or populated locations. However, PhilSA warned that the falling debris could endanger ships, planes, fishing vessels, and other craft that will traverse the drop zone. “PhilSA reiterates its advice for the public to inform local authorities if suspected debris is sighted,” the agency said. HE Philippine Space Agency (PhilSA) and the Department of Agriculture–Bureau of Agricultural and Fisheries Engineering (DABAFE) have harnessed space science and technology applications to boost agricultural production.
The DigitalAgri project, also known as the Farm-to-Market Road and Agricultural Commodity Geodatabase and Remote Sensing Application Phase I, is a joint initiative that established a monitoring framework using satellite technology for vital infrastructure and staple crops, specifically corn and onion. According to PhilSA, improved monitoring of farm-to-market roads is expected to help reduce transport delays and costs for farmers, enabling faster and more ef-
ficient delivery of produce to markets. More precise crop mapping, on the other hand, will allow government agencies to design targeted interventions that directly address the needs of local farming communities. “By showcasing that satellite data can be translated into actionable information, the DigitalAgri Phase I project marks a milestone in helping build a better and more sustainable foundation for the country’s food security and na-
tional development through space technology,” the agency said. Satellite images can show how healthy crops are by measuring how plants reflect light. As crops move through different stages from early development to maturity, changes in plant size, leaf coverage, and overall appearance can be observed in satellite data. By combining different indicators from these images, researchers can track how crops grow over time. For the crop mapping, the generated corn data will be used to fill geospatial database gaps, supporting more comprehensive studies for a more resilient, sustainable agricultural landscape. With onion mapping, researchers enhanced mapping accuracy by developing two methodologies that integrated spectral and terrain data. Further information can be extracted in the future, such as crop yield, growth stages, and disaster impacts.
Modular shelter units safer, dignified – DSWD THE Department of Human Settlements and Urban Development has leveled up standards of transitory housing with the deployment of modular shelters to calamitystricken areas in 2025. Through the deployment of modular shelter units, DHSUD is providing not only safer but dignified temporary shelters to families rendered homeless by various disasters that hit the country this year, in close coordination with concerned national government agencies, local government units and partner stakeholders. In October, DHSUD, along with other agencies, launched the Bayanihan Villages, composed of tents as temporary shelters, initially in areas affected by two powerful earthquakes in Cebu and Davao Oriental. As of December 12, DHSUD has completed the deployment of modular shelter units in. San Remigio, Cebu; Daantabantayan, Cebu; Bogo, Cebu; Tarragona, Davao Oriental; and Manay, Davao Oriental, providing immediate relief to families whose homes were damaged or destroyed by earthquakes. By Vince Lopez BOTH administrative and criminal charges will be filed against a police officer who fired indiscriminately at three minors in Parañaque City over firecracker use, Philippine National Police acting chief Lt. Gen. Jose Melencio Nartatez Jr. said. Nartatez said an investigation is ongoing to determine the circumstances that led to the incident. “The Philippine National Police will never tolerate any behavior that compromises public safety and the trust and confidence of the people, as well as abuse of authority, among our personnel,” he said. “In this case, policemen should be role models of responsible gun ownership and good character in the community. Any action that does not conform to the high standard of being a police officer will be dealt with,” Nartatez added. Police reports indicated that at the height of the confrontation, the rookie cop allegedly drew his issued 9mm firearm and fired shots in front of the minors on Christmas Eve. The 28-year-old police was arrested in the early hours of Christmas Day and is currently under police custod
BOC to process 21 more container Holiday free train rides serve nearly 3m commuters vans of ‘balikbayan’ boxes this week
THE Department of Transportation’s major rail lines, which include Light Rail Transit-1, LRT-2 and Metro Rail Transit-3, successfully served a total of 2,841,788 passengers from its “12 Days of Christmas Libreng Sakay” (Free Rides) program from Dec. 14 to 25. The program across three rail lines follows President Ferdinand Marcos Jr.’s directive to ease the burden on commuters during the Yuletide season by providing free rail transport to various sectors for 12 consecutive days. MRT-3 recorded the highest ridership with 1,183,950 commuters, followed by LRT-1 serving 1,091,951 passengers, and LRT-2 with 565,887 riders during the entire program duration. Christmas Day on Thursday recorded the highest ridership at 835,777 passengers across the three rail lines, with all passengers getting free rides.
SEVERAL container vans of abandoned balikbayan boxes of overseas Filipino workers are set to be processed this week. In a social media post, the Bureau of Customs said a total of 21 container vans are scheduled to be pulled out and processed to facilitate the delivery of the boxes to OFW families nationwide. It reported that at present, 15 containers containing balikbayan boxes from overseas have been released. At the same time, the BOC clarified the prolonged delay in the delivery of these shipments was caused by the failure of certain deconsolidators and freight forwarders to fulfill their obligations, despite having already col-
lected payment from OFWs abroad. Bureau officials accompanied the OFWs in filing cases with the National Bureau of Investigation against them on Dec. 4. The BOC reminded Filipinos overseas to be more cautious in choosing freight forwarders, to ensure that companies are legitimate, and to avoid offers with unrealistically low fees that may lead to fraud. Earlier, the BOC launched an online tracking portal for the doorto-door deliveries of these boxes all over the country. The public has been advised to access https://customs.gov.ph/home/ overseas-filipino-worker-ofw/, for the status of their balikbayan boxes.

Badjaos: PH’s cultural bridge builders BADJAOS, marginalized and nearly forgotten ethnic group in multicultural and multi-lingual Philippines, are facing challenges like increased piracy, environmental degradation, overfishing by commercial operations, and political conflict in their ancestral domains. Because of these challenges, many Badjaos, whose culture and livelihood are tied to the sea, have been forced to migrate to coastal communities and urban centers, including towns in the outskirts of the metropolis, 1,334 kms north of Zamboanga City, where they have learned to adapt to living on land. In these new settings, their role has shifted, and they face significant socioeconomic challenges. They have been known as master fishermen and navigators. Traditionally known as the Sama Laus (Sea Sama), the Badjaos—numbering 400,000 by official figures – live a nomadic, seafaring life, traveling the Sulu and Celebes Seas in houseboats called vintas or lepas, moving with the wind and tide in the Sulu and Celebes Seas, and traditionally coming to land only for burial rites. They have been known as expert free-divers and spear-fishers, vital to the marine economy through fishing and pearl diving. Culture scholars say the Badjaos possess a rich and distinct cultural heritage, including music (using instruments like the gabbang xylophone and kulintang gongs), dance (daling-daling), and arts (boat building, mat weaving, and intricate carvings). This unique relationship with the sea, including specific rituals and ancestral beliefs, is a significant part of the Philippines’ diverse indigenous tapestry. Historically, they have engaged in a barter system, trading their fish and marine harvests for land-based produce like fruits and cassava, functioning as key components of regional coastal trade networks. The Badjaos are often referred to as the “Sea Gypsies” of the Sulu and Celebes Seas and are scattered along the coastal areas of Tawi Tawi, Sulu, Basilan, and some coastal areas of Zamboanga City. An uncountable number now live along the coasts of Manila Bay, begging for alms, doing odd jobs, under constant threat from authorities
who consider them eyesores. It is not known how many Badjaos are adults and able bodied from the 400,000 number, and how many have left their homes on the Mindanao range. Some Badjaos are found living on houseboats where they make their livelihood solely on the sea as expert fishermen, deep sea divers, and navigators while some are given the opportunity to live more permanently in selected communities in Zamboanga City such as Barangay Sinunuc where most of them live in houses on stilts.
—“—
The most significant aspect of the Badjaos is their traditional lifestyle, centered almost entirely on the ocean Most households in that community live below the poverty threshold and struggle to find a living in the City as their skills are more inclined to fishing. Known to be the men of the seas, the Badjao or Bajau tribal group has been admired for moving with the wind and tide on their vintas or small boats. According to the legend, these boat dwellers were originally from some part in Indonesia. The people of the Badjao tribe have been floating off the shores of Southeast Asia for centuries. As a nomadic tribe living in stilt huts or boat houses on shallow waters, they make their living from traditional freediving for fish and pearls. The most significant aspect of the Badjaos is their traditional lifestyle, centered almost entirely on the ocean. Badjao divers can descend to depths of over 70 meters and hold their breath for several minutes at a time without modern equipment, using only wooden goggles and spears to hunt for fish and pearls. Research has revealed the Badjao have undergone unique physiological adaptations to their aquatic existence, including spleens up to 50 percent larger than average people, which act as an oxygen reservoir to enable longer, deeper dives.
Kenyan girls still afflicted by genital mutilation years after ban NAROK, Kenya—Maasai women erupted with mocking heckles as a community elder, wrapped in a traditional red blanket, claimed that female genital mutilation had all but stopped in their community in southern Kenya. The women know that mutilating young girls by removing their clitoris and inner labia -- framed as a rite of passage -- is still an entrenched practice in some remote villages of Narok county, around three hours from the nearest tarmac road. One local nurse told AFP some 80 percent of girls in the area are still affected, despite the practice being made illegal in 2011. “Why are you telling people that you have stopped, when we have teenage girls coming to the hospital who have been cut?” asked a woman in the crowd, gathered in Entasekera village to discuss the issue. The women nodded emphatically, while the men sat stone-faced. Female genital mutilation has survived decades of pressure to end it, from British colonialists and later Kenyan and global NGOs. It still exists not only among the rural southern Maasai, but also in Kenya’s northeast—with parts of the Somali diaspora community in the region reporting rates over 90 percent -- as well as in some urban areas and among educated groups, where campaigners have highlighted the rise of so-called medicalized FGM. A 2022 government survey said the number of affected teenage girls had fallen from 29 percent to nine percent since 1998 nationally. But that does not reflect reality in some areas. “We don’t circumcise girls because the culture has changed,” Maasai elder Moses Letuati, 50, told AFP—before admitting one of his four daughters was cut. Many of the Maasai men at the meeting said it should end, although one said only because an “uncut woman is better” in bed.
Cries and curses “I was screaming and struggling,” said Martha, 18, who was 10 when two women, under pressure from their community, cut her at home in Narok East on her father’s say-so. She later fled to a local shelter run by activist Patrick Ngigi, who says his organization Mission with a Vision has rescued some 3,000 victims of FGM since 1997. The shelter, supported by the United Nations Population Fund, has CCTV and panic buttons to protect the girls from fathers and elders who disagree with its mission. “It’s a dangerous job... You make so many enemies, but slowly with time, you get used to it,” said Ngigi, who has faced curses by community elders. The work is endless: at the village meeting, Ngigi was quietly approached by women pleading with him to take six more girls at risk of FGM. The practice persists among the community thanks to beliefs that a girl should be cut ahead of marriage, and should she not undergo it will face ostracism. As a result, Ngigi said change requires education, dialogue and an end to corruption. “When a policeman comes and finds you doing it, you just give him something and you continue,” he said. Police officer Raphael Maroa rejected the accusation of corruption but admitted FGM was entrenched, with many girls now spirited over the nearby Tanzanian border for the procedure. He criticized the community’s lack of education -- roughly half of Narok’s population is illiterate, according to 2022 figures -- but then admitted to AFP that his two daughters had also been cut, to avoid “conflict with my parents”. ‘A monster’ The Maasai remain among Kenya’s poorest communities and have faced decades of land loss due to colonial settlers and now tourism, and some

Death that does not die
P
EOPLE, keenly following the gargantuan flood control projects saga, have their eyes and other relevant senses as authorities anatomize the reported death last week of resigned Public Works and Highways Undersecretary Maria Catalina Cabral. Cabral, a civil engineer and considered a career technocrat, served as Undersecretary for Planning and Public-Private Partnership at the Department of Public Works and Highways in 2014 until her resignation in September this year. The name of Cabral, seen as a giant in the government’s infrastructure projects, repeatedly surfaced in committee hearings of the Senate while tackling alleged irregularities in multi-billion-peso flood control projects. She was later linked to questions over how allegedly questionable provisions may have been inserted into public works spending. But there are major psychological “red flags” that surround her reported “suicide” or “fall” from 30 meters up to the bottom, watched by the quiet Benguet mountains that Dec. 18 in 18°Celsius. She admitted seven years ago her fear of heights or acrophobia, which is a paralyzing anxiety disorder but she sat alone – we are made to believe by her driver – on a concrete

Something is becoming increasingly strange barrier just inches off the ravine’s topside. There are reports some unidentified witnesses saw her in jeans and a jacket in the morning but the recovered body was wearing a pink blouse and a dress. There is also the narrative on the missing gadgets, with analysts saying in this digital age a mobile, seen as a lifeline, should not be left in the car, which suggests she purposely left it there or was forced to abandon it. We join Filipinos in watching developments in the bizarre incident while the NBI continues to analyze her digital devices and the law enforcement agencies probe the driver’s “person of interest” status.
Last weekend, Interior Secretary Jonvic Remulla, in his official Facebook post, said Cabral died of blunt force trauma, as she surveyed the ravine in Tuba, Benguet before jumping to her death. But forensic pathologist Raquel Fortun took note of lapses in the way forensic probers have handled the case—from the custody of the victim’s personal belongings to the autopsy. Aside from a proper autopsy, Fortun said a toxicology test – a forensic analysis of biological samples (blood, urine, tissues, etc. —should be conducted to rule out other potential causes of death, such as foul play, and further narrow down the possibilities. We have also heard Baguio City Mayor Benjamin Magalong questioning Cabral’s repeated visits to Baguio City, saying these trips warrant closer scrutiny amid the investigation into her death. Magalong has suggested authorities should carefully examine Cabral’s activities in the city, including the people she met and the events that took place shortly before her reported death. Something is becoming increasingly strange. But we know the authorities are doing their best —in fairness to the family and those entangled in the flood control projects. We hope the mystery will not be buried under the Benguet rock.
Climate change impacts human health By Armenio Manuel CLIMATE change, admittedly a challenge confronting today’s world leaders, is seen as the single biggest health threat facing humanity, and health professionals worldwide are already responding to the health harms caused by this unfolding crisis. The Intergovernmental Panel on Climate Change has concluded that to avert catastrophic health impacts and prevent millions of climate changerelated deaths, the world must limit temperature rise to 1.5°C. Past emissions have made a certain level of global temperature rise and other changes to the climate inevitable. Global heating of even 1.5°C is not considered safe, however; every additional tenth of a degree of warming will take a serious toll on people’s lives and health. Climate change, which refers to the change in the environmental conditions of the earth, happens due to many internal and external factors. The climatic change has become a global concern over the last few decades. Besides, these climatic changes affect life on the earth in various ways. Experts are saying climate change can also impact human health by worsening air and water quality, increasing the spread of certain diseases, and altering the frequency or intensity of extreme weather events. Rising sea level threatens coastal communities and ecosystems. Experts add that global warming is primarily a problem of too much carbon dioxide in the atmosphere, with this overload caused mainly when we burn fossil fuels like coal, oil and gas or cut down and burn forests.

Climate change has become the biggest health threat facing humanity Some experts have come up with a bulletin board on how we can help solve climate change. The main ways to stop climate change, in their view, are to pressure government and business to: Keep fossil fuels in the ground. ... Invest in renewable energy. ... Switch to sustainable transport. ... Help us keep our homes cozy. ... Improve farming and encourage vegan diets. ... Restore nature to absorb more carbon. ... Protect forests like the Amazon, the Sierra Madre and the Caraballo range . Undeniably, climate change affects the social and environmental determinants of health – clean air, safe drinking water, sufficient food and secure shelter. According to world health experts, between 2030 and 2050, climate change is expected to cause approximately 250 000 additional deaths per year, from malnutrition, malaria, diarrhea and heat stress. They add the direct damage costs to health (i.e. excluding costs in healthdetermining sectors such as agriculture and water and sanitation), is estimated to be between US$2-4 billion/year by 2030 and areas with weak health remain suspicious of outsiders trying to change their way of life. One young Maasai man told AFP he had friends who still believed in FGM, but said girls were no longer cursed—a form of social control, used by elders— for refusing it. Cynthia Taruru would disagree. Her father cursed her when her college-educated sister rescued her from FGM aged 11. “I could see myself dying, or not getting children, because I believed my father had just cursed me,” said Taruru, now 23. “I had to pay my father a cow to get the curse lifted,” she said. Local health officials said victims of FGM often suffer fistulas and obstructed
infrastructure – mostly in developing countries like the Philippines will be the least able to cope without assistance to prepare and respond. Reducing emissions of greenhouse gases through better transport, food and energy-use choices can result in improved health, particularly through reduced air pollution. Necessarily, climate change has become the biggest health threat facing humanity. The climate crisis threatens to undo the last 50 years of progress in development, global health, and poverty reduction, and to further widen existing health inequalities between and within populations. We agree with world health experts that climate change severely jeopardizes the realization of universal health coverage in various ways – including by compounding the existing burden of disease and by exacerbating existing barriers to accessing health services, often at the times when they are most needed. Figures suggest more than 930 million people -- around 12 percent of the world’s population -- spend at least 10 percent of their household budget to pay for health care. With the poorest people largely uninsured, health shocks and stresses already currently push around 100 million people into poverty every year, with the impacts of climate change worsening this trend. Frightening scenario indeed. (The author is a freelance writer who writes orations for necrological services as well as theses and dissertations for graduate students.) labor in childbirth, exacerbated by long distances to health facilities. Many young women, hoping to protect their families from arrest for allowing FGM, opt for home births, raising the risk of complications and death, although officials said data was lacking on exact numbers. Nurse Loise Nashipa, 32, at the Entasekera Health Centre, described FGM as “a monster”. “There’s bleeding, and there’s pain, and infection,” she said, saying most cutting was still done by elderly women in unsanitary conditions. Officially, FGM rates have fallen, said Rhoda Orido, head nurse at Narok County Hospital, “but I think it’s because some deliver at home.” AFP

Kim to factories: Make more missiles in 2026 S EOUL – North Korean leader Kim Jong Un has ordered officials to step up production of missiles and construct more factories to meet his military’s growing need for the projectiles, state media said Friday.
Pyongyang has significantly increased missile testing in recent years -- aimed, analysts say, at improving precision strike capabilities, challenging the United States as well as South Korea, and testing weapons before exporting them to key ally Russia. In a visit to munitions factories accompanied by top officials, the state-run Korean Central News Agency said Kim had ordered the factories to prepare for a
busy year ahead. The North Korean leader said they needed “to further expand the overall production capacity” to keep pace with demand from Pyongyang’s armed forces and ordered the building of new munitions plants, KCNA reported. “The missile and shell production sector is of paramount importance in bolstering up the war deterrent,” Kim said. North Korea and Russia have drawn
closer since Moscow launched its invasion of Ukraine nearly four years ago, and Pyongyang has sent troops to fight for Russia, along with artillery shells, missiles and long-range rocket systems. In return, Russia is sending North Korea financial aid, military technology and food and energy supplies, analysts say. Washington has also pointed to evidence that Russia is stepping up support for North Korea, including providing help on advanced space and satellite technology, in return for its assistance in fighting Ukraine. Analysts say satellite launchers and intercontinental ballistic missiles (ICBMs) share much of the same underlying tech-
nology. “With its ICBM program already at a stage widely seen as having achieved core objectives, Pyongyang is likely to further accelerate development next year,” said Ahn Chan-il, a researcher originally from North Korea. The country is likely to shift “focus toward testing and producing systems linked to potential exports to Russia -- including medium- and intermediaterange missiles,” he added. Kim’s visit was reported a day after state media said he had toured a nuclear submarine factory and vowed to counter the “threat” of South Korea producing its own such vessels with Washington’s backing.
The North Korean leader also learned about research into “new underwater secret weapons,” KCNA said. North Korea is expected to “seek advanced military technologies from Russia, including nuclear-powered submarine capabilities and fighter jets, as it looks to address its air force’s relative weakness,” analyst Ahn told AFP. Kim was reported Thursday to have overseen the test launch of new-type high-altitude long-range anti-air missiles over the Sea of Japan. And he said that “new modernization and production plans” would be unveiled at his ruling Korean Workers Party’s first congress in half a decade, expected in early 2026. AFP
Taiwan holds exercise to boost response after metro stabbing TAIPEI– Wielding fake knives and throwing pretend petrol bombs, mock attackers charged at passengers in a Taipei transportation hub on Friday, part of a drill to bolster responses following a deadly rampage in the Taiwanese capital. On Dec. 19, an assailant set off smoke bombs inside Taipei’s main metro station during rush hour before launching into a stabbing spree, killing three people and wounding 11 others. The 27-year-old suspect was found dead later on the same day, with Taipei Mayor Chiang Wan-an saying he had apparently jumped off a building. Officials have since called to improve emergency protocols and ensure police have adequate training to respond to incidents of violent crime, which are rare in Taiwan. The drill conducted on Friday was aimed at boosting responses to random, indiscriminate attacks to “ensure the safety of all citizens”, said Mayor Chiang. The two mock attackers simulated throwing gasoline bombs onto the platform in a metro stop near the Taipei city government, with police evacuating passengers and putting out the pretend fire. The attackers then moved on to a nearby bus hub and charged at people in front
of a ticket counter before they were tackled down by police. Residents had been notified of the drill, which included more than 300 participants, via text messages. Chiang said that “through today’s high-intensity drill, we will thoroughly and comprehensively review the existing defense mechanisms, leaving no stone unturned.” “We must approach all potential emergencies with a mindset of anticipating the worst-case scenario and responding decisively,” he added. Police have said following last week’s attack that officers arrived on the scene relatively quickly, but had not expected the attacker to be armed. At the metro station where the drill was taking place, product manager Shell Kuo said she was passing by but stayed to watch. She told AFP that like other drills to prepare for an earthquake scenario, for example, “this is quite necessary, at least so that we know how to respond if a real situation arises.” Police have yet to ascertain the motive for last week’s attack, which spanned Taipei’s main station, an underground shopping district and another metro stop.

PUTRAJAYA – Former Malaysian prime minister Najib Razak was found guilty on Friday of abusing his power in the 1MDB graft scandal, which saw billions plundered from the now-defunct sovereign wealth fund. “The prosecution, I find, has thus proven its case against the accused beyond a reasonable doubt in respect of the first charge,” Judge Collin Lawrence Sequerah said, adding, “I therefore convict the accused of the first charge.” Since Najib’s 2018 election loss, investigations under successive governments have ensnared him and his wife Rosmah Mansor. In the current court battle, the 72-year-old former leader stands accused of four counts of abuse of power and 21 counts of money laundering linked to a scandal that sparked probes in several countries, including the United States, and dented Malaysia’s interna-
tional image. Najib faces years more behind bars on top of the six-year jail term he is already serving after a conviction in a separate case related to the 1MDB fund. The son of one of Malaysia’s founding fathers, Najib Razak was groomed for the prime minister’s post from a young age. But after helming the country for nine years, Najib is now behind bars, serving a sixyear sentence for graft linked to the plunder of Malaysia’s sovereign wealth fund 1MDB. Since his 2018 election loss, investigations under successive governments have ensnared Najib and wife Rosmah Mansor deeper in graft allegations. It is a stunning reversal for a man who rose to power in 2009 promising reform amid calls to end the long-ruling coalition’s repressive tactics. AFP

Venezuela releases 99 post-election prisoners on Xmas as ‘goodwill’ act
CARACAS – Venezuela released 99 prisoners on Christmas, with the government calling it a goodwill gesture as it assesses arrests made after President Nicolas Maduro’s reelection. “The national government and the justice system have decided to evaluate each case individually and, in accordance with the law,” released 99 citizens “as a concrete expression of the State’s commitment to peace, dialogue and justice,” the Ministry of Penitentiary Services said. “They were deprived of liberty for their participation in acts of violence and incitement to hatred following the electoral day of July 28, 2024,” government officials added. Tumultuous post-election demonstrations followed Maduro’s widely disputed claim to reelection in 2024, with the opposition claim-
ing victory for the now-exiled former ambassador Edmundo Gonzalez Urrutia. Around 2,400 people were arrested but nearly 2,000 have since been released. The release conditions for those freed on Thursday (Friday, Manila time) were unclear. AFP requested details from the Prosecutor’s Office but there was no immediate response. In Venezuela, there are at least 902 political prisoners, according to the most recent count available from Foro Penal, a local NGO. The ministry’s statement confirmed an earlier report about the Christmas Day releases from the Committee for the Freedom of Political Prisoners, an advocacy group made up of rights activists and relatives of political prisoners. Agri leaders ask SC to restore 35%-rice tariff ‘to save farmers’ A By Othel V. Campos
GRICULTURAL leaders are calling on the Supreme Court to immediately restore the 35-percent most favored nation (MFN) tariff on rice, arguing that a return to previous rates is the only way to save Filipino farmers from an “existential” crisis.
In a petition for certiorari and prohibition, the Federation of Free Farmers (FFF) and the Magsasaka party-list urged the High Court to strike down Executive Order (EO) 105, which maintains a reduced 15-percent rate. The petitioners asserted that the industry has already been pushed to the brink by a previous tariff cut of 15 percent under EO 62, resulting in a staggering P20billion loss in gross income for rice farmers during the first half of 2025 alone. The call for the restoration of the 35-percent tariff came as farmers face a “ruinous” economic environment. While Philippine Statistics Authority (PSA) data showed farmgate prices at P16.40 per kilo in July 2025, the petition highlighted grim field reports of prices plummeting to as low as P8.00 per kilo which is less than half the cost of production. The farmers noted that the financial bleeding has translated to an average loss of P9,382 per hectare for every cropping season, driving many into a cycle of deep indebtedness and despair. The petitioners, led by Leonardo Montemayor and Argel Joseph Cabatbat, contended that EO 105 is “unconstitutional.” They specifically target a new “automatic” adjustment mechanism that allows tariff changes without public hearings, calling it an “undue delegation of power” that silences the very farmers the government is supposed to protect. The groups plan to revert the tariff regime to its “last peaceable and uncontested” state of 35-percent rate, warning that without judicial intervention, the domestic rice sector may collapse entirely before the legal merits of the case are even decided.

Over 1m voters registered during Oct. 20 to Dec. 21—Comelec By Vito Barcelo
IN BRIEF
Under Comelec Resolution No. 11177, there will be no registration on Dec. 24 and 25, Dec. 30 and 31, and Jan. 1, 2026. Registration activities will resume in first week of January. Latest Comelec data showed that from Oct. 20 to Dec. 21, a total of 1,020,694 voter registration applications were processed, including 235,274 youth voters registering for the Sangguniang Kabataan polls. The remaining 785,420 applications were for the barangay elections, underscoring strong grassroots participation early in the registration period.
The poll body said the high number of youth registrants reflected sustained interest among young Filipinos in local governance and civic participation, particularly as the SK elections serve as an entry point for first-time voters. Voter registrations are being conducted in preparation for the BSKE scheduled on Nov. 2, 2026. The Comelec reminded eligible voters, especially first-time registrants, to continue registering once activities resume after the holiday break. The voters’ registration period is set to end on May 18, 2026.

Searing heat looming over ‘26 World Cup
Alexandra Eala has beaten Mirra Andreeva twice in the past at the junior level.
Eala concludes breakout year at MGM Macau meet By Peter Atencio
F
RESH off her gold-medal clinching stint for Team Philippines in the 33rd Southeast Asian Games in Thailand, Alexandra Eala caps off her remarkable season, which saw her WTA ranking soar from 147 to a high of 50, at the MGM Macau Masters exhibition tournament on Saturday and Sunday at the Macao Forum. The Filipino tennis star will first compete in a mixed doubles match on Saturday, teaming up with ATP world No. 253 Jerry Shang to take on the formidable duo of Russian player, world no. 9 Mirra Andreeva and ATP No. 182 Yibing Wu. The highly anticipated showdown, however, is scheduled for Sunday when Eala and the 18-year-old Andreeva meet on the court for a singles’ match.
This will be a renewed rivalry between the two young talents, who last battled at the 2022 US Juniors Open. In that tournament, Eala emerged victorious in their quarterfinal, winning 6-4, 6-0, as she went on to make history as the first Filipino to win a junior Grand Slam singles’ title. Interestingly, they also partnered in the doubles’ division at the same tournament, reaching the second round. In their first meeting at JA Milan meet, Eala made it to the semis, with a 7-5, 6-2 result. This time, not much is at stake between Eala and Andreeva in their first meeting as pros, although bragging rights and pride are on the table. “Hi everyone, I’m Alexandra Eala. I’m so excited to be part of the MGM Macau Masters this December,” Eala shared in an Instagram post, inviting fans to the event. “Come join us at the Macau Forum on the 27th and the 28th. The holidays are for sharing so please come share it with us on the court.” The Macau event is a two-day high-profile exhibition tournament This year’s edition prominently highlights “Women’s Power,” featuring legendary captains and a mix of rising stars from the ATP and WTA tours.

Bondi victims honored as Sydney-Hobart race sets sail SYDNEY—Skippers of nearly 130 yachts set sail on a “bumpy” SydneyHobart ocean race Friday, many scattering rose petals for the Bondi Beach shooting victims as they ventured into rolling seas. On a cool, grey summer’s day at Sydney Harbour, crowds gathered around the shore or watched from scores of boats as a starting cannon set the fleet on its way for the race’s 80th edition. LawConnect, one of five ultra-fast 100-foot supermaxis competing for line honours, led the fleet out of the harbour ahead of highly favoured supermaxi Comanche. Crews are expecting waves of up to four metres (13 feet) and 25-knot winds on the first day of the 628-nautical-mile race from Sydney to the Tasmania capital Hobart. “It’s going to be cold. It’s going to be wet. It’s going to be bumpy,” race committee chairman Lee Goddard said. “People are going to get seasick, and there will be incidents, and there probably will be injuries.”
Yachts competing set sail at the start of the annual Sydney to Hobart yacht race on Boxing Day on Sydney Harbour. AFP
Conditions at sea are expected to ease off later as sailors race down the east coast before tackling the treacherous Bass Strait crossing to Tasmania. The 55-foot yacht Yendys pulled out shortly before the race started
with a broken backstay -- a line that supports the mast, reducing the fleet to 128. Two sailors died last year in separate incidents as gale-force winds and big seas pummelled the
Sydney-Hobart fleet. Scores of sailors are this year paying a special tribute to those who died on December 14 when gunmen attacked a Jewish festival on Bondi Beach, killing 15 people and wounding scores more. As yachts pass the beach, they are spreading rose petals on the ocean “out of respect for the tragic loss of life”, said Sam Haynes, commodore of race organiser, the Cruising Yacht Club of Sydney. ‘Better than us’ Olympic swimming great Ian Thorpe is entering the Sydney-Hobart race for the first time aboard LawConnect, which is aiming to be first across the finish line for a third straight year. “I’ve spent my life in and around water, but this is a completely different test, both mentally and physically,” Thorpe said. LawConnect’s rival supermaxis in the race are Comanche, Palm Beach XI (formerly Wild Oats XI), Wild Thing 100 and Scallywag. The 90foot Lucky is seen as another strong contender. AFP
Austria on SMB’s experience: The players knew how to win this one SAN Miguel Beer coach Leo Austria said the team’s experience in handling tough situations allowed them to pull through as the Beermen stayed unbeaten going into the semifinals of the 50th Philippine Basketball Association Philippine Cup. “Because of our experience, especially in a game like this one, and after winning nine consecutive times, the players knew how to win this one,” said Austria after the Beermen repulsed the NLEX Road Warriors, 101-94, in their Christmas Day quarterfinal encounter on Thursday at the Araneta Coliseum. This was evident when the Beermen steadied themselves in crunchtime when the Warriors closed in. Robert Bolick Jr., who sank 31 points and had 10 rebounds, unloaded two charities, that allowed the Road Warriors to come close, 94-97. But four charity shots from JuneMarFajardo and Don Trollano in the final 16.7 seconds foiled the Warriors’ bid to catch up in the remaining time.
The nine-time Most Valuable Player Fajardo, who struck with 26 points and 17 rebounds, said the Beermen should never be overconfident in the semifinals, even with their 10-game winning streak. “Hindi ganoon kadali iyon. Kailangan namin pagtrabahuhin ito,” said Fajardo. “Kailangan hindi kami magpakapante, dahil gusto naming pumasok sa finals.” The Beermen, who wielded a twice-to-beat incentive, marched into their second straight best-ofseven semifinals appearance. They were enjoying a 97-87 edge in the last 4:32 off CJ Perez’ freebies, when the Road Warriors came back to within three, 92-97, mostly from attacks by JB Bahio, LJ Gonzales and Bolick. Earlier, RJ Abarrientos drilled in 35 points for the Barangay Ginebra San Miguel Gin Kings in their 105-85 thwarting of the fourth seed Converge Fiber Xers, to remain in the running for a semifinals seat. LOS ANGELES—With less than six months to go before the 2026 World Cup kicks off, organizers are bracing for what could be their most challenging opponent yet: extreme heat. Soaring temperatures across the United States, Mexico and Canada pose safety issues for players and fans and a host of logistical issues that remain far from settled. In the depths of the $5.5 billion SoFi Stadium in Los Angeles, which will host eight World cup matches, around 15 industrial misting fans more than two meters sit in storage, waiting to be deployed. If temperatures climb above 80F (26.7C), the fans will be rolled out around the stadium. A roof suspended some 45 meters above the SoFi Stadium pitch offers some shade for spectators, while large openings along the sides of the stadium allow for breezes from the nearby Pacific Ocean to provide a form of natural air conditioning. “Knowing that you can put 70,000 people into a building, the energy, the excitement, the activity that comes with that, and the higher temperature, that’s where we want to make sure we respond,” Otto Benedict, vice president of operations for the company that manages the stadium, told AFP. Not all of the World Cup’s 16 stadiums are as modern. And Southern California is not considered to be among the highest-risk areas for a competition scheduled from June 11 to July 19, three and a half years after a winter World Cup in Qatar. Automatic cooling breaks A study published in the International Journal of Biometeorology in January warned of “serious concern” for the health of players and match officials at the 2026 World Cup due to extreme heat. The study identified six “high-risk” host cities: Monterrey, Miami, Kansas City, Boston, New York and Philadelphia. The “Pitches in Peril” report by the Football for Future non-profit noted that in 2025 those cities each recorded at least one day above 35C on the wet-bulb globe temperature (WBGT) scale, which factors in humidity and is considered the upper limit of human heat tolerance. The issue of heat featured prominently at this year’s FIFA Club World Cup in the United States, which drew complaints from players and coaches. Extreme heat also marked the 1994 World Cup, the last men’s edition held in the United States. FIFA has responded by mandating cooling breaks in the 22nd and 67th minutes of all matches at the World Cup, regardless of conditions. AFP
Packers make playoffs; Lions lose to Vikings WASHINGTON—The Green Bay Packers advanced to the NFL playoffs on Thursday without stepping onto the field, clinching a post-season berth when the Detroit Lions lost 23-10 at Minnesota. Green Bay accepted the Christmas gift of a third consecutive playoff appearance and sixth in seven years. Minnesota’s defenders forced six turnovers by Detroit that led to 16 points as the Lions fell to 8-8 and became unable to catch the Packers (9-5-1) for the last available NFC wildcard. “Can’t turn the ball over six times and expect to win,” Lions coach Dan Campbell said. “That’s what got us. “The effort is there. We’re just a little off and it’s costing us.” Lions defender Aidan Hutchinson called missing the playoffs “frustrating” and “disappointing”. A one-yard touchdown run by Aaron Jones gave Minnesota the lead but Jared Goff’s fouryard touchdown pass to Isaac TeSlaa made it 7-7 at half-time. Minnesota’s Will Reichard kicked field goals from 52 and 56 yards and Detroit’s Jake Bates responded with a 48-yard kick to make it 13-10. Jordan Addison answered with a 65-yard touchdown run to put the Vikings 20-10 ahead with 3:43 to play and Reichard added a final field goal. Other NFC clubs that have secured playoff berths are reigning champion Philadelphia, Seattle, Chicago, San Francisco and Los Angeles Rams. AFC teams that have clinched post-season berths are Denver, New England, Denver, Buffalo, Jacksonville and Los Angeles Chargers. Broncos edge Chiefs The Denver Broncos improved to an NFLbest 13-3 with a 20-13 victory at Kansas City, seizing a lead in the fight for a first-round AFC playoff bye before rivals play on Sunday. The Chiefs, whose star quarterback Patrick Mahomes is out for the season with a knee injury, took a 7-6 half-time lead on Chris Oladokun’s five-yard touchdown toss to Brashard Smith. Harrison Butker added a 53-yard field goal for the Chiefs in the third quarter. Bo Nix ran nine yards for a Denver touchdown but Butker’s 47yard field goal tied the game at 13-13. AFP

Aboitiz unit, GIP finalize P13.7-b investment deal By Jenniffer B. Austria and Othel V. Campos ABOITIZ Equity Ventures Inc. (AEV) said Friday it finalized the sale of its 40-percent stake in its infrastructure unit to US multinational investment company BlackRock for P13.7 billion. Based on the agreement, Global Infrastructure Partners (GIP), part of BlackRock, will acquire a 40-percent equity interest in Aboitiz Infrastructure Corp. (AIC) through the purchase of 1.146 billion primary and secondary common shares and 1.408 billion redeemable preferred shares. AEV will retain a 60-percent controlling interest in the infrastructure unit. AIC manages a portfolio of critical assets including airports, water and wastewater systems and digital infrastructure. He said that by combining global investment capabilities with local expertise, the firms aim to deliver essential infrastructure that strengthens communities and drives economic progress.
P
HILIPPINE exports jumped 21.3 percent in November 2025 from a year ago on the back of strong electronics shipments, narrowing the country’s trade deficit as imports continued to decline, government data showed Friday. Export sales in November reached $6.91 billion, up from $5.70 billion a year earlier, according to the Philippine Statistics Authority (PSA). The growth followed a 20.3-percent increase in October and reversed the 8.6-percent contraction recorded in November 2024. The balance of trade in goods resulted in a deficit of $3.51 billion for the month, which was 28.8 percent lower than the $4.9 billion gap posted in the same period last year. Imports dropped 2.0 percent in
November to $10.42 billion from $10.63 billion a year ago. The PSA said that of the total external trade during the month, 60.1 percent consisted of imported goods, while 39.9 percent were exported goods. Electronic products remained the country’s top export, contributing $4.19 billion or 60.7 percent of total earnings. The sector also saw the highest annual increment at $1.41 billion, followed by machinery and transport equipment which rose $72.07 million, and gold which
increased $61.16 million. Other major export earners included manufactured goods at $348.14 million and machinery and transport equipment at $317.02 million. Data from the PSA showed that from January to November 2025, total export value reached $77.39 billion, representing a 14.5-percent increase from $67.60 billion recorded in the same 11-month period in 2024. The 2-percent import decline followed annual decreases of 3.0 percent in October 2025 and 3.3 percent in November 2024. The largest drop in imports was seen in metalliferous ores and metal scrap, which fell by $475.85 million. Mineral fuels and lubricants decreased by $247.32 million, while cereals and cereal preparations declined by $192.38 million.

B4 IMF expects BSP to slash rates by 50 bps in Q1 By Thony Rose Lesaca
Balance of payments seen hitting deficits through 2026 THE Philippines’ balance of payments is projected to shift from a modest surplus in 2024 to deficits in 2025 and 2026 as a sustained tradein-goods gap and weaker services receipts weigh on the economy. The reversal in the overall balance, which summarizes all economic and financial transactions between the Philippines and the rest of the world, reflects a deepening current account shortfall, according to the Bangko Sentral ng Pilipinas (BSP). It expects the BOP to incur a deficit of $6.2 billion representing 1.3 percent of the gross domestic product (GDP) by end-2025 and $5.9 billion or 1.2 percent of GDP by end-2026. The current account is projected
B3
to yield a deficit of $15.5 billion or 3.2 percent of GDP by end-2025 and $15.3 billion or 3.0 percent of GDP by end-2026. BSP officials noted that foreign direct investments and external loans have also moderated amid lingering global policy uncertainty. Goods trade is expected to remain soft due to weaker global demand, easing commodity prices and slower domestic growth, the BSP said in a statement. It said that while a temporary boost to merchandise exports occurred in the first half of 2025 as traders frontloaded shipments in anticipation of US tariffs, structural constraints continue to hinder competitiveness. Logistical
bottlenecks, skills mismatches and high input costs remain primary hurdles for local exporters. Growth in services exports is also projected to moderate. High costs for rental fees, utilities and wages have made the business process outsourcing sector less competitive compared to regional peers, while the tourism industry faces similar pressure from rising prices for meals and accommodation. Overseas Filipino remittances are expected to remain a bright spot, supported by strong global labor demand and the use of formal transfer channels. Authorities expect an impending US tax on remittances to have a minimal impact on these flows.
THE Bangko Sentral ng Pilipinas (BSP) could further ease its monetary policy with a 50-basis-point rate cuts in the first quarter of 2026 as inflation remains manageable and growth risks tilt to the downside, the International Monetary Fund (IMF) said. The IMF said in its December country report an accommodative stance is appropriate given that headline inflation is below the midpoint of the target band, and a negative output gap is expected to emerge in 2025. It said the projected reduction, combined with inflation returning to the midpoint of the target range in 2026, would likely bring the real interest rate toward the lower bound of the estimated 2 percent natural rate. Despite the outlook for easing, the IMF said monetary policy should remain guided by incoming data on the inflation outlook. Uncertainties persist regarding the output gap, the natural rate and two-sided inflation risks. It said BSP officials agreed that uncertainty surrounding these economic indicators calls for a datadependent approach. The BSP noted it continues to evaluate its estimates and remains attentive to emerging risks.
PH nets $269m in export sales at Shanghai expo By Othel V. Campos THE Philippine delegation generated $269 million in export sales during the 8th China International Import Expo (CIIE) at the National Exhibition and Convention Center in Shanghai, officials said Friday. Led by the Center for International Trade Expositions and Missions (CITEM), the Philippine pavilion featured 19 export-ready companies. The showcase focused on banana chips, coconut products, fruit purées, durian, and eel to tap into a growing Chinese demand for organic and functional foods.
The 2025 results reflect a shift toward broader product recognition and market resilience despite stricter customs requirements and temporary supply constraints for durian. Export sales for the Philippine delegation previously peaked at $1.21 billion in 2024 and $1.1 billion in 2023. CITEM executive-director Leah Pulido Ocampo said future participation would prioritize organic and low-sugar products to meet evolving consumer preferences. The event recorded 547 trade inquiries, nearly doubling the initial target, and saw the highest buyer turnout in 5 years.

Maharlika buys P2.91-b stake in Asian Terminals By Jenniffer B. Austria
M
AHARLIKA Investment Corp., which manages the Philippines’ sovereign wealth fund, has acquired 80.835 million shares in port operator Asian Terminals Inc. for P2.91 billion. The move is part of the corporation’s plan to acquire an 11.2 percent interest in ATI. In a disclosure to the stock exchange Friday, ATI said shareholder Kayak Holdings Inc. sold 80.835 million
shares—equivalent to a 4.045 percent stake—to MIC. The shares were sold at P36 each, a premium over ATI’s current stock price of P34.50. Following the sale, Kayak retains 28.664 million shares in ATI. Earlier this month, ATI reported plans to delist from the Philippine Stock Exchange after MIC expressed interest in acquiring a minority stake. ATI said MIC intends to conduct a tender offer for a portion of the company’s public float, including shares held by employees. Upon completion of the tender offer, and depending on the number of shares tendered, MIC is expected to own about 11.2 percent of ATI’s outstanding shares. ATI has scheduled
a special shareholders’ meeting Jan. 30 to seek approval for the voluntary delisting. ATI manages and operates the Manila South Harbor under a contract for cargo handling and related services with the Philippine Ports Authority through May 2038. It also operates the Inland Clearance Depot in Manila, the Port of Batangas, the Batangas Supply Base, and the Tanza Barge Terminal. Additionally, ATI owns 35.71 percent of South Cotabato Integrated Port Services Inc., the cargo handling operator at Makar Wharf in General Santos City. The port operator is owned by businessman Eusebio Tanco and Dubai-based DP World.

PSEi edges higher in thin post-holiday trading; peso stronger
SHARE prices climbed Friday following a two-day break despite thin trading. The benchmark Philippine Stock Exchange index added 23.73 points, or 0.39 percent, to close at 6,065.64, while the broader all shares index rose 17.13 points, or 0.50 percent, to 3,464.66. The peso strengthened to 58.71 against the US dollar Friday, up from 58.85 Tuesday. Analysts said the market ended slightly higher as investors looked for bargains among undervalued stocks. “With no positive catalyst and with current economic challenges still weighing, confidence towards our economic outlook could remain tepid,” said Japhet Tantiangco, research head at Philstocks Financial Inc. Value turnover was thin at P2.65 billion as many investors remained on holiday.
Foreign investors were net sellers, with outflows totaling P34.57 million. The mining and oil index led the sectors, rising 3.18 percent as gold prices continued to rally. The property index also gained 1.38 percent on expectations of another interest rate hike early next year. Conversely, the industrial index fell 0.20 percent, while holding firms dropped 0.08 percent. Asian stocks edged higher on Friday amid holiday-thinned trade and with some exchanges closed for Boxing Day, while precious metals extended their year-long rally towards record highs. Silver reached $75 an ounce for the first time and gold continued to hover around its own record price, with geopolitical risk elevated as US military and economic pressure on Venezuela persists.
Regional markets extended their upward rise after Wall Street saw US shares close at a high this week. Most markets across the world were shuttered Thursday for Christmas. Tokyo, Shanghai, Seoul and Taipei all rose by closing time on Friday. Markets in Hong Kong, Australia and most of Europe were closed. Analysts have projected a “Santa Claus rally”—the phenomenon where prices tend to rise during the last five days of December and the first two days of the new year. The movement came after traders in New York pushed the S&P 500 to an all-time high before the Christmas break in response to figures showing the world’s top economy expanded 4.3 percent in the third quarter. DA clarifies ‘floating’ fertilizer after viral video By Othel V. Campos
T
HE Department of Agriculture on Wednesday clarified that reports of “insoluble and floating” fertilizer in Ilocos Norte stemmed from improper application rather than defective products.
The issue emerged after Esting Dela Cruz, a farmer from Marcos, Ilocos Norte, posted a social media video showing fertilizer granules floating and being blown by wind toward a rice field embankment. The footage raised concerns about the quality of fertilizers distributed under government programs. The DA regional field office launched a validation and monitoring activity Dec. 21 to Dec. 22. Provincial and municipal rice program coordinators, along with the municipal agriculturist, inspected the site to verify the claims. The field investigation confirmed the product was DANAT Complete Fertilizer (14-14-14), which was procured through the local government unit. It was not the brand mentioned by some social media commenters. Investigators found the fertilizer had been applied as a side-dress instead of its intended basal application. Combined with strong winds, this caused the granules to remain on the soil surface and disperse, creating the impression of insolubility. The DA team conducted an on-site briefing to demonstrate proper application. The agency reiterated that all fertilizers distributed through its programs undergo mandatory quality testing by DA laboratories or Fertilizer and Pesticide Authority-accredited facilities. Following the investigation, Dela Cruz thanked the DA for its response and confirmed the fertilizer’s authenticity. He also used his vlog to share the correct application methods. The DA said it will continue monitoring fertilizer use across the Ilocos Region and intensify farmer briefings to ensure proper utilization.

Critical to ensuring efficient implementation of YAKAP is a capable and fully interoperable YAKAP system that can enforce real-time electronic submission and validation of health data. Providers who submit data in real-time will benefit from reduced claims denials, faster claims processing, and seamless interoperability with PhilHealth systems. eKon was intended as a temporary mechanism, and the platform can no longer adequately support these data processing requirements; consequently, the pending expansion of PhilHealth YAKAP. The list of certified Service Providers with the capacity to fulfill this and their contact details are available on the PhilHealth website: https://www.philhealth.gov.ph/partners/csp/ Shifting to a certified EMR Service Provider makes it easier for patients to access benefits under YAKAP and ensure smooth processes from the selection of YAKAP Clinic to empanelment, consistent with PhilHealth Circular 2025-0017. While in transition, currently accredited YAKAP clinics using eKonsulta shall do the following steps daily, after each patient encounter: 1. Encode all data after each patient encounter 2. Download the XML file 3. Submit the XML file via the HCI Portal or the Local Health Insurance Office (LHIO) Timeline for eKon’s decommission • • •
By April 1, 2026 – YAKAP Clinics using eKon must declare their selected EMR Service Provider by submitting the conforme (see Annex A) to their LHIO. April to June 2026 – YAKAP Clinics must migrate all patient data from eKon to their new EMR service provider. Assistance for this can be extended by their selected EMR provider. July 1, 2026 – Full shutdown of eKon. All clinics must be fully migrated by this date.
All YAKAP clinics engaged with any of the certified EMR Service Providers shall continue with their usual operations, particularly submission of data online for patient encounters. For newly accredited YAKAP Clinics effective CY 2026, they must engage an EMR Service Provider as part of the accreditation requirements. Furthermore, all YAKAP Providers are reminded that PhilHealth Check Utility (PCU) Liveness Checks after every patient encounter and the YAKAP Empanelment Slips (YES), or mutual care agreement, after the first patient encounter (FPE) are required to ensure quality of care and smoother SAP payments processing in line with PC 20250017, published last October 17, 2025. DTI, UK office convene panel on product safety THE Department of Trade and Industry, through its Consumer Protection and Advocacy Bureau and in partnership with the U.K. Office for Product Safety and Standards and the British Embassy Manila, convened the Philippine Consumer Reference Panel. The two-day workshop was held at Somerset Central Salcedo on Nov. 2627, with a concluding session at Makati Diamond Residences on Nov. 28. The panel was conducted under the ASEAN–U.K. Economic Integration Program, a 25 million-pound multilateral initiative funded by the British government. The program supports regulatory reform, consumer protection, and standards harmonization across ASEAN member states. Recognized consumer organizations from across the Philippines and their counterparts in DTI regional offices exchanged insights on product safety, regulatory best practices, and strategies to enhance consumer welfare. The exercise contributed to a framework for a Philippine Consumer Reference Panel, a mechanism designed to gather consumer perspectives on product safety risks and policy priorities. The initiative reflects the U.K. office’s mandate to support consumer protection systems that help people and businesses buy and sell products with confidence by reducing risks from unsafe or noncompliant products. The panel is part of the ASEAN–U.K. program to strengthen consumer protection in the region, building on prior workshops regarding compliance monitoring and surveillance in offline and online markets. Filipino microchip pioneer Diosdao Banatao dies at 79
RENOWNED Filipino engineer and Silicon Valley microchip developer Diosdado “Dado” Banatao died on Dec. 25 at the age of 79, his family announced. Banatao, who was five months away from his 80th birthday, died from complications related to a neurological disorder. The Cagayan Valley native is credited with developing several foundational technologies for the modern personal computer. His innovations included the first 10-Mbit Ethernet CMOS chip, system logic chipsets for the IBM PCXT and PC-AT, the first graphics accelerator chip and pioneering local bus architecture. During his career, Banatao co-founded influential Silicon Valley firms Mostron, Chips & Technologies and S3 Graphics.
He later established Tallwood Venture Capital to support high-level technological innovation. Former Department of Finance Secretary Cesar Purisima described Banatao as a brilliant engineer and visionary entrepreneur who rose from humble beginnings to become a global success story. Purisima noted that Banatao once walked barefoot to school in rural Philippines before moving to the United States to shape the semiconductor industry. Beyond his technical achievements, Banatao was a prominent philanthropist. Along with his wife, Maria, he established the PhilDev Foundation and the Dado Banatao Educational Foundation. The organizations focus on providing scholarships and increasing access to STEM education for Filipino students.

DOE endorses 24 plants for grid studies IN BRIEF T By Alena Mae S. Flores
HE Department of Energy said it endorsed 24 power generation projects to the National Grid Corp. of the Philippines for system impact studies in October. The latest batch consists of 17 new applications and seven amendments, bringing the total number of issued endorsements to 142 through the end of October. A system impact study (SIS) is a critical requirement that determines the capacity of the power grid to accommodate additional loads and
identifies necessary infrastructure improvements such as transmission lines, transformers or substations. Among the largest projects endorsed is the 816-megawatt Negros Occidental offshore wind project developed by Energy Development Corp. Other major wind initiatives include Envision Energy Philippines
Corp. 700-MW Paracale offshore wind project in Camarines Norte and the 512-MW Ilosong wind project in Quezon province. The government also cleared several onshore wind and solar developments for study. These include Envision Energy 440-MW Santa Fe wind project and South Luzon Energy Solutions Inc. 304-MW Bagac wind project, both located in Bataan. In the Visayas region, Sunpalo Solar Energy Inc. received an endorsement for its 250-megawattpeak San Miguel solar project in Leyte. Regional wind energy projects also featured prominently in the October list. The department endorsed Great
Atlantic New Energy Inc. 200-MW Dapitan wind facility in Zamboanga del Norte, San Nicholas Wind Energy Corp. 200-MW wind project in Nueva Ecija and Bago-Negros Energy Corp. 300-MW Bago wind project in Negros Occidental. Other notable renewable entries include JICA Power and Development Corp. 188.5-MW Viejo Iloilo solar plant and two projects from PacificWind Renewables Corp., comprising a 150-MW wind farm in Negros Oriental and a 100-MW facility in Aklan. Zamba Star Wind Corp. also received an endorsement for a 100-MW project in Zambales.
Residential property price growth softened to 1.9% in third quarter–BSP PHILIPPINE residential property prices grew 1.9 percent year-on-year in the third quarter of 2025, marking a significant moderation from the 7.5-percent increase recorded in the previous quarter, according to the Bangko Sentral ng Pilipinas (BSP). The BSP Residential Property Price Index (RPPI) showed that price appreciation cooled across most categories. While the market remained in positive territory, the pace of growth slowed as the bank continued to monitor credit conditions and real estate market health. Growth was led by the National Capital Region, where prices rose 2.3 percent. In areas outside the capital, property prices saw a more modest increase of 1.6 percent from July to September. The housing sector saw mixed re-
sults when broken down by unit type. Prices for houses, which include single-attached or detached units, apartments, townhouses and duplexes, rose 1.9 percent. This represented a sharp deceleration from the 13.1-percent growth seen in the second quarter of 2025. Condominium units showed signs of recovery, with prices increasing 1.4 percent. This followed a 0.2-percent contraction in the second quarter, suggesting a slight rebound in demand for high-rise residential spaces. The RPPI tracks the average change in housing prices over time based on actual housing loan data provided by banks. It serves as a primary indicator for the central bank to assess the stability of the country’s real estate and credit markets.
THE Anti-Red Tape Authority (ARTA) said Friday it has launched an investigation into a complaint over the Home Development Mutual Fund (Pag-IBIG) over service delays at its Caloocan branch. The complaint, filed by a private citizen, alleges a violation of Section 21(e) of Republic Act No. 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act.
ARTA said its investigators found that the delays occurred between Dec. 10 and Dec. 11, 2025, during a period of system downtime that stalled record verification and information updates. Special investigators reviewed surveillance footage and interviewed staff to confirm the outage. While the agency noted that Pag-IBIG personnel provided alternative manual services and guided clients toward the Virtual Pag-IBIG App, ARTA determined the delay still breached the law.
INSURANCE GROWTH. Department of Finance Secretary Frederick Go
(left) visits the Insurance Commission (IC) on Dec. 18, 2025, where IC Commissioner Reynaldo Regalado and the executive team briefed him on the commission’s functions, financial operations and priority programs. Regalado cited the IC’s expanded financial inclusion initiatives, including microinsurance and takaful, as well as efforts to accelerate digitalization and strengthen financial consumer protection through enhanced regulation and support mechanisms.
The investigation also identified staffing shortages as a contributing factor to the slow service delivery. Under the law, government agencies should process requests within prescribed timeframes unless a specific justification is provided. ARTA issued a show cause order on Dec. 22, 2025, requiring the Pag-IBIG Caloocan branch head to submit a formal explanation regarding the incident. The authority said it remains committed to monitoring the case and ad-
dressing all complaints to ensure efficient government service. While the specific financial impact on the complainant was not disclosed, the agency oversees transactions that often involve significant sums, including housing loans frequently valued at P1 million or more. ARTA said it continues to emphasize that administrative hurdles should be minimized to maintain a 100 percent compliance rate with national service standards.

EASTWEST Banking Corp. has integrated its credit card services with Google Pay to streamline digital transactions for customers in the Philippines. The partnership allows EastWest Visa and Mastercard credit cardholders to add their cards to Google Wallet for contactless payments through Android and Wear OS devices. The bank is among the first local financial institutions to support the digital wallet service as consumer demand for mobile payment options grows. EastWest Visa and Mastercard users can now complete transactions in physical stores, within mobile applications and on websites without using physical cards. The integration utilizes tokenization technology to enhance security during transactions. This process replaces sensitive card information with a unique digital identifier, ensuring that actual card numbers are not shared with merchants at the point of sale. “By enabling Google Pay for its credit cards, EastWest continues its shift toward easier, modern and mobile-friendly banking,” the company said.

DUTY Free Philippines Corp. is shifting its long-term growth strategy toward international airport terminals while weighing a potential exit from its long-standing Fiesta Mall in Parañaque. The state-run retailer said in a statement it aims to modernize its operations by focusing on high-traffic travel hubs to capitalize on a post-pandemic surge in international arrivals. The corporation is in discussions regarding the future of the Fiesta Mall lease, citing the site’s aging layout and increasing maintenance costs. Company officials said the strategic realignment follows global trends in travel retail, where digital upgrades and refreshed store formats inside terminals are becoming the industry standard.
The expansion plan is anchored by a significant scale-up at Ninoy Aquino International Airport. At Terminal 3, the retailer intends to increase its floor area to 6,000 square meters, which would establish one of the largest duty-free spaces in the country’s airport network. Similar upgrades are also underway at Terminal 1. The modernization drive comes as tourism figures show a steady upward trajectory. Nearly 6 million foreign tourists visited the Philippines in 2024, followed by approximately 4 million recorded in the first 8 months of 2025. Duty Free Philippines Corp. officials said the agency is scaling up to meet this growing demand and transform the arrival and departure experience into a more vibrant retail environment.
AYALA Corp. is closing 2025 with a series of new international ventures and innovative financing deals aimed at supporting long-term economic growth in the Philippines. The conglomerate said it secured several landmark financing agreements. Early in the year, Ayala raised $100 million through a blended finance deal with the Asian Development Bank and the Canadian Climate and Nature Fund for the Private Sector in Asia. These funds are earmarked for ACMobility to build out an electric vehicle charging station network. The company also signed a $200-million yen-denominated loan in March with Mizuho Bank Ltd. and Sumitomo Mitsui Banking Corp. The deal represented Ayala’s first yen-denominated term loan and followed a strong credit rating from the Japan Credit Rating Agency Ltd. The conglomerate said it also expanded its retail footprint this year through a partnership with United Arab Emirates premium supermarket brand Spinneys to open stores in the Philippines. This marks the first venture for Spinneys outside the Gulf region. Ayala also collaborated with Thailand’s CP AXTRA to explore co-investments in e-commerce and mall development, a move that includes the re-entry of wholesale giant Makro to the local market.
Lalamove cuts commission to zero
LALAMOVE said it is implementing zero commission on fares for its transport network vehicle services partner drivers and easing surge pricing for commuters throughout the holiday season. The company said the move supports recent directives from the Land Transportation Franchising and Regulatory Board (LTFRB) for transport network vehicle services operators and transport network companies. The zero percent commission offer for partner drivers will remain in effect until Jan. 4, 2026, to help ensure rides remain accessible and affordable during the holidays, it said. Lalamove said it recognizes the transportation challenges faced by Filipino commuters, particularly during periods of high demand. By removing commission fees and lowering surge rates, the company aims to reduce the financial burden on both riders and drivers, it said. Lalamove reaffirmed its commitment to supporting the community and contributing to more convenient and affordable transportation options.

AI resurrections of dead celebrities amuse, rankle W
ASHINGTON —In a parallel reality, Queen Elizabeth II gushes over cheese puffs, a gun-toting Saddam Hussein struts into a wrestling ring, and Pope John Paul II attempts skateboarding.
Hyper-realistic AI videos of dead celebrities -- created with apps such as OpenAI’s easy-to-use Sora -- have rapidly spread online, prompting debate over the control of deceased people’s likenesses. OpenAI’s app, launched in September and widely dubbed as a deepfake machine, has unleashed a flood of videos of historical figures including Winston Churchill as well as celebrities such as Michael Jackson and Elvis Presley. In one TikTok clip reviewed by AFP, Queen Elizabeth II, clad in pearls and a crown, arrives at a wrestling match on a scooter, climbs a fence, and leaps onto a male wrestler. In a separate Facebook clip, the late queen is shown praising “delightfully orange” cheese puffs in a supermarket aisle, while another depicts her playing football. But not all videos -- powered by OpenAI’s Sora 2 model -- have prompted laughs. In October, OpenAI blocked users from creating videos of Martin Luther

‘Maddening’ “We’re getting into the ‘uncanny valley,’” said Constance de Saint Laurent, a professor at Ireland’s Maynooth University, referring to the phenomenon in which interactions with artificial objects are so human-like it triggers unease. “If suddenly you started receiving videos of a deceased family member, this is traumatizing,” she told AFP. “These (videos) have real consequences.” In recent weeks, the children of late actor Robin Williams, comedian George Carlin, and activist Malcolm X have condemned the use of Sora to create synthetic videos of their fathers. Zelda Williams, the daughter of Robin Williams, recently pleaded on Instagram to “stop sending me AI videos of dad,” calling the content “maddening.” An OpenAI spokesman told AFP that while there were “strong free speech interests in depicting historical figures,” public figures and their families should have ultimate control over their likeness. For “recently deceased” figures, he added, authorized representatives or estate owners can now request that their likeness not be used in Sora. ‘Control likeness’ “Despite what OpenAI says about wanting people to control their likeness, they have released a tool that decidedly does the opposite,” Hany Farid, co-founder of GetReal Security and a professor at the University of California, Berkeley, told AFP. “While they (mostly) stopped the creation of MLK Jr. videos, they are not stopping users from co-opting the identity of many other celebrities.” “Even with OpenAI putting some safeguards to protect MLK Jr. there will be another AI model that does not, and so this problem will surely only get worse,” said Farid. MALL hours have extended and every store seems to have a big 50% off sign. Christmas has transformed into this spending spree, often viewed as a dedicated time of the year to shop for gifts to give our loved ones. However, there are times when the pressure that comes with the season of giving is increasing people’s tendency to overspend—a common pitfall to starting the new year with financial burden. Still, you don’t have to deprive yourself to avoid overspending this season. Instead of a one-time big material purchase, invest in something more productive and that will strengthen your healthy financial habits for the next year. To help you keep your wallet full throughout the holidays, here are four ways you can try: 1. Create a holiday budget While budgeting seems to be a very common practice among Filipinos, many still overlook other costs beyond just planning for gifts and noche buena groceries. It is also important to set limits for decorations, travel, entertainment, and even gifts that are helpful in having realistic expectations. This is the number one way to avoid spontaneous buys that may lead to inaccurate tracking of purchases, improper use of savings, or worse, having none at all. 2. Check the prices and track your total Not just because an item is on sale, means it’s already worth buying. It is good practice to consider that heavily discounted items may be part of a seasonal clearance or may occasion-

of Maxim Rides & Food Delivery, expressed gratitude to the Land Transportation Office (LTO), the Land Transportation Franchising and Regulatory Board (LTFRB), LGU, and other local authorities for their support in this development in the transportation sector making this launch possible. After the formal ceremony, the first batch of thirty driver-partners and local officials proceeded to the venue for a hands-on demonstration. The drivers showcased safety maneuvers and responsible riding practices, reflecting the comprehensive training they completed to meet Maxim’s strict safety and service standards. “Maxim is more than just a ride – it’s about care, trust, and comfort,” Dinglasan said. “We are proud to be the first legal Moto Taxi operator in Batangas, offering residents a modern mobility option while providing new earning opportunities for our driverpartners.”
Smart ways to avoid overspending and keep your wallet full for the holidays ally have minor packaging or display imperfections. Always compare the price and quality against similar items as this pause allows you to make more informed decisions and ensures the purchase aligns with your set budget. 3. Consider non-traditional/ hand-made gifts Sometimes, hand-crafted or nontraditional gifts carry more meaning than expensive, store-bought items. You can either opt for activities, DIYing gifts, or offer valuable gestures like a “One Home-Cooked Meal of Your Choice”, or you can also support small local businesses that would genuinely benefit from your purchases. These practices cost little to no money but are surely high in sentimental value, reduces clutter, and perfect for those who already seem to have every material thing. 4. Set smart financial goals Beyond spending, Christmas also offers a gift of time and rest, letting you use the holiday to reflect and pivot from seasonal spending to longterm saving. It is important to use this downtime to create a clear financial plan so you can fund future major milestones—be it your next holiday, or life investments such as buying a house, setting up a business, or build-

RCBC uses stronger fraud detection for safer banking RIZAL Commercial Banking Corporation (RCBC) has strengthened its fraud detection and cyber risk management systems as financial scams continue to threaten the banking public, especially during the holiday season. Jericho Konrad Uy, Head of Enterprise Fraud Risk at RCBC, said the bank has deployed new Artificial Intelligence (AI) and Machine Learning (ML) tools designed to identify suspicious activities faster and block threats before they impact clients. “Our investments in advanced fraud intelligence are actively transforming our defense framework. The new intelligence capability allows us to spot highrisk anomalies in real time and immediately neutralize known vulnerabilities,” Uy added. This new capability makes RCBC a tougher target against sophisticated criminals by allowing it to identify, neutralize, and adjust controls. The bank is executing a strategic shift from reactive, rules-based systems to proactive, AI- and MLdriven intelligence. “Our focus is on smart, non-traditional technologies capable of detecting fraud faster and smarter by leveraging massive datasets. Our new systems, built on AI and ML, enable us to automatically detect subtle deviations in user behavior and transaction patterns that a static rule would completely miss,” Uy pointed out. Unlike previous systems, which required manual updates, RCBC’s new models are designed to learn and adapt autonomously to evolving fraud tactics, ensuring the bank consistently stays ahead of the latest threats. Uy said the biggest emerging risk is the weaponization of social engineering. Fraudsters are targeting human trust through spoofed SMS, deepfake voices, cloned websites, and forged documents. These threats are made more difficult to track because stolen funds are quickly funneled through organized mule account networks.

The Powerhouse Tools team, composed of (starting from left) Trade Marketing Manager Kathryn Puyat, Brand Manager Jillian Dizon, and Brand Manager Leslie Bumongcag, received the Bronze Award for Most Innovative Digital Marketing Campaign at the NEXT Awards Philippines 2025, recognizing the brand’s people-centered Kwentong Powerhouse campaign.
POWERHOUSE Tools, a brand of Hap Suy Hardware Co., Inc., won Bronze in the Most Innovative Digital Marketing Campaign category at the NEXT Awards Philippines 2025, held by MARKETECH APAC. The recognition was awarded to the brand’s “Kwentong Powerhouse” campaign, which spotlights authentic stories from the Ka-Powerhouse community— real users whose work reflects Powerhouse Tools’ reach across the Philippine market. Launched to shift the brand’s focus from performance specifications to the people behind the tools, “Kwentong Powerhouse” spotlighted authentic user stories that demonstrate how Powerhouse Tools supports work across diverse trades and livelihoods in the Philippines. The campaign featured Ms. Guia Bustos, owner of TATY Manila, who teaches children hands-on building skills and sparks creativity through proper guidance and tools; Mr. Denis Fernandez, a scrap metal artist who transforms discarded steel into functional art, proving that beauty can emerge from waste; and Mr. Marjo Lardera, a welder and craftsman born without limbs who builds with his feet, redefining what is possible through skill and determination.
Each story in the campaign reinforced Powerhouse Tools’ position as a brand that empowers every walk of life—from professional tradespeople to everyday makers and small business owners. By moving beyond technical claims and focusing on real experiences, the campaign expanded the brand’s relevance and deepened its connection with audiences who see tools not just as equipment, but as instruments that shape their craft and livelihood. “This recognition reflects our belief that behind every tool is a person with a story worth telling,” said Charles Sy, CEO of Powerhouse Tools. “Kwentong Powerhouse was built to honor the resilience and creativity of the people who choose our brand. Their success is our success, and we remain committed to empowering them with reliable tools and meaningful support.” The consistency of these wins highlights Powerhouse Tools’ approach, which, by shifting from performance-driven messaging to people-centered storytelling, expanded its relevance beyond professional users to include everyday makers, small business owners, and aspiring entrepreneurs. The company continues to focus on sup-
porting its community—from individual builders to store owners—with reliable products, strong value for money, hasslefree service, and the tools and resources needed to grow sustainable businesses.

ORMER Ilocos Sur governor Luis “Chavit” Singson has set his sights on buying the Miss Universe Organization, saying the embattled beauty pageant may soon be up for sale as controversies continue to surround the global competition.
Speaking during a media huddle earlier this week, Singson addressed allegations of pageant rigging and sweeping policy changes introduced by the current owners, including allowing married women and transgender women to compete. Singson signaled openness to retaining the recent reforms but stressed that his priority would be elevating the pageant and restoring its former stature.
“I love the LGBT group. Malaki ang tulong nila,” Singson said. “Sa Miss Universe, pinagaralan nila ‘yan. If ako na ang may hawak niyan, yung LGBT and married women, pag-aaralan pa rin ‘yan. I will leave it to the experts.” Singson also expressed confidence that the Miss Universe Organization’s owners, JKN Global Group and Legacy Holding Group USA Inc., would eventually be willing to sell. The pageant
is currently co-owned by Mexican businessman Raul Rocha and Thai media executive Anne Jakrajutatip. “Sa nababasa ko lang, nagkaroon ng problema sa Thailand, sa Mexico,” Singson said. “So kung ipagpapatuloy nila, lalo silang malulugi. Palagay ko they are willing to sell, although wala pang negotiation.” Singson said no formal talks have taken place yet, but representatives of the organization are expected to visit the Philippines next month. He added that even potential losses would not stop him from pursuing the deal. “Willing naman akong malugi diyan,” he said. “Kasi maganda sa ating bansa. Habang may pera ako, gusto kong bilhin. Kasi ang gusto lang ng Pilipino, beauty contest, basketball, at boxing.” If the acquisition pushes through, Singson said his daughter, Richelle Singson-Michael, would manage the organization. Richelle previously chaired the Miss Universe Host Committee during the 2016 pageant in the Philippines. “Ang magma-manage ‘yung daughter ko,” Singson said. “And I’m confident because, even the organization said that the 2016 staging of Miss Universe was the most successful in the pageant’s entire history.” Singson confirmed that he and his daughter had begun discussions with former Miss Universe Organization officials about a possible takeover. He said meetings with former MUO executives Paula Shugart and Shawn McClain are planned in the Philippines in January. The potential sale comes as Miss Universe faces fresh controversy following the 2025 edition in Bangkok, Thailand. Mexico’s Fatima Bosch won the crown, while the Philippines’ Ahtisa Manalo placed third runner-up. After the coronation, further allegations surfaced against the Mexican co-owner involving drug and arms trafficking, while the Thai coowner faced accusations of fraud, adding to the growing cloud over what was once regarded as the world’s most prestigious beauty pageant. David Licauco
finds the right partner Actor-entrepreneur David Licauco shares how finding the right business partner at GSC Inc. helped ease his anxiety, sharpen his focus, and support his personal and professional growth

CTOR and entrepreneur David Licauco credits finding the right partner as key to his personal and professional growth. “I’d say I’ve become better—less anxious,” the 31-year-old told Manila Standard Life. “Before, even a couple of hours without doing anything would make me anxious. It was like there was always a voice in my head telling me, ‘You need to be doing something. You need to be working.’” Licauco added that he feels more patient and understanding around others, hoping he has become “nicer than before.” He plans to continue improving each year. Earlier this month, Licauco introduced what he calls his “perfect partner”—his business partner at GSC Inc., a business processing and consulting firm. “Yes, they are the perfect business partner since I’m a one-man team in handling my business. As it grows, I can’t handle everything myself,” he explained. The actor-entrepreneur attributes his business success to taking calculated risks and seeking help when needed. “When you’re starting a business, you just
want to take risks. You need to jump to find out what’s out there. But it’s better if they are calculated risks,” he added. He also recalled starting his business alone. “It really started from scratch. Maybe others thought

I had a partner, but actually I didn’t. It was just me. You have to ask for help. Admittedly, at first I thought I could do it alone. But it turns out, I also needed help.” Despite early setbacks, including being scammed, Licauco has learned to handle business challenges. “I’m still trying to learn about business. Every day, you need to learn. This year, I actually want my business to be more corporate-like,” he noted. Executives at GSC Inc. praised Licauco for his business acumen and commended his dedication to expanding his network and creating employment opportunities. “David is a good example of a smart businessman. Not every celebrity can run a business or dares to do so. David is very inspiring,” they commented. Founded in 2016 in Antipolo City, GSC Inc. specializes in business registration, compliance services, PCAB licensing, consultations, and audit facilitation. The company provides objective analysis, solutions, and implementation strategies to help businesses adapt to the challenges of globalization and technological advancements.
