Comelec issues show-cause order to Escudero over poll donation

THE Commission on Elections has issued a show-cause order to Senator Francis Escudero, requiring him to explain a P30-million campaign donation he received from contractor Lawrence Lubiano, president of Centerways Construction and Development Inc.

Poll chairman George Garcia made disclosure on Saturday, saying the donation was made during Escudero’s 2022 senatorial bid. Garcia said Escudero has until October 13, 2025 to respond to the order, either personally or through a lawyer.

Escudero, for his part, welcomed the show-cause order, insisting he did not violate any law when he received the donation for his 2022 campaign.

“We welcome the opportunity to prove that…no law has been violated,” Escudero said in a statement.

THE Philippine Institute of Volcanology and Seismology said the “newly-named Bogo Bay Fault” caused the Sept. 30 magnitude 6.9 offshore earthquake, as it observed cracks and areas of sinking ground in Cebu province.

The Phivolcs team observed fault scarps, open cracks, and small pressure mounds within a 2-meter-wide deformation zone in Sitio Looc, Barangay Nailon, Bogo City.

“Initial field mapping recorded about 200 meters of surface rupture, while

THE Philippine government and the Japan International Cooperation Agency (JICA) will review a 2004 study on the impact of a major earthquake on the West Valley Fault as the population in Metro Manila has increased since then.

Dr. Teresito Bacolcol, director of the Philippines Institute of Volcanology and Seismology (Phivolcs), said the Metro Manila Earthquake Impact Reduction study outlines the risk assessment of a potential 7.2-magnitude quake from the West Valley Fault.

THE Catholic Bishops’ Conference of the Philippines has called on clergy and the faithful to observe the “National Day of Prayer and Public Repentance” on Oct. 7, and to continue praying on succeeding Sundays leading up to the Feast of Christ the King on Nov. 23 as a “sustained supplication for mercy and renewal,” citing the country’s continued struggles with natural calamities and corruption.

In a letter to dioceses, CBCP president and Kalookan Bishop Cardinal Pablo Virgilio David urged parishes, chapels, schools, families and church organizations to participate in the observance, which coincides with the Feast of Our Lady of the Holy Rosary. Bacolcol underscored the need to “revisit”the 20-year-old study, noting that the population in the National Capital Region has grown since then.

The Japan-funded research showed projected Metro Manila may see at least 34,000 deaths and 114,000 injuries should the West Valley Fault generate a 7.2-magnitude quake.

“If it (WestValley Fault) moves, the whole of Metro Manila would experience some Intensity 8 earthquake, and an Intensity 8 (quake) is devastating,”Bacolcol said.

“Around 33,000 fatalities in Metro Manila alone. If you include other provinces, it can go up to 48,000 (deaths),”he added.

According to Bacolcol, the updated version of the study is expected to be completed in two years.

“We are more prepared now than 2030 years ago,”he said, adding information on social media and regular earthquake drills have helped improve readiness.

MMDA, Pasay LGU team up for Maricaban Creek cleanup

THE Metropolitan Manila Development Authority (MMDA) and the Pasay City government carried out a cleanup drive in Maricaban Creek under the agency’s Bayanihan sa Estero program, aimed at reducing flooding by clearing waste and silt from waterways.

MMDA chairman Romando Artes and Pasay City Rep. Antonio Calixto led the operation on October 3, joined by local volunteers who showed strong support for environmental protection.

Artes said the initiative seeks to clean Metro Manila’s waterways to help prevent floods and waterborne diseases, while also ensuring the safety of residents near creeks and rivers.

As part of the effort, trash traps will be installed to stop garbage from entering the creek, while new signage will remind residents of proper waste management.

Air India resumes direct New Delhi-Manila flights

Comelec lifts gun ban in BARMM after SC ruling

THE Commission on Elections (Comelec) has lifted the gun ban across the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) following the Supreme Court’s (SC) decision postponing BARMM Parliamentary Elections (BPE) to next year.

In Comelec Minute Resolution No. 25-1055 dated Oct. 3, the en banc ordered the lifting of election-related prohibitions in line with the High Tribunal’s ruling.

“Lift all election prohibitions, inclusive of the lifting of the prohibitions on the bearing, carrying, or transporting of firearms

and other deadly weapons in the entire BARMM region including the City of Isabela in Basilan,” the resolution stated.

The poll body also said it is set to modify the schedule of activities in relation to the holding of the BPE not later than the end of March 2026.

“Modify the calendar of activities relating to the conduct of the BARMM Parliamentary Elections (which must be conducted not later than 31 March 2026) upon compliance by the Bangsamoro Transition Authority with the Supreme Court’s directive,” the Comelec said.

The Comelec further declared as moot and academic all comments earlier submitted by candidates, regional parliamentary political parties, sectoral organizations, citizens’ arms and other stakeholders.

It explained that this was due to the High Court’s ruling in the consolidated cases G.R. Nos. E-02219 and E-02235, which struck down Bangsamoro Autonomy Act (BAA)

Nos. 58 and 77 as unconstitutional. BAA 77 reorganized parliamentary districts within the BARMM to reallocate seats originally intended for Sulu. BAA 88 or the Bangsamoro Parliamentary Districts Act of 2024 includes Sulu in its parliamentary districts. At the same time, the Comelec said it is awaiting compliance by the BTA with the SC’s directive on the determination of parliamentary districts, with the deadline set Oct. 30. The ruling prompted the Comelec to stop preparations for the BPE which was originally slated Oct. 13. The SC en banc voted 11-3 with one abstention on Sept. 30 to hold the BPE not later than March 31, 2026.

Cardinal Tagle warns corruption erodes, destroys humanity

CARDINAL Luis Antonio Tagle on Saturday lamented the state of the country amid alleged corruption in government infrastructure projects and supposed “pork-like” budget insertions, warning that corruption destroys humanity itself — a sin condemned since biblical times.

In an interview with Rico Hizon on ANC’s Beyond the Exchange, Tagle underscored the biblical role of stewardship, stressing that the Earth and its resources are entrusted to humanity for the common good.

“You take care of what was entrusted to you not as your own

property… wealth on Earth should be shared and not hoarded by anyone,” he said. Tagle called on erring politicians, contractors, and agencies to reflect on their accountability. “My message is this: Please, you are human beings. You are created in God’s image. Can you please look at yourself with humility? I am not God. I should not pretend to be God. My responsibility is to take care of what God has given to us for the good of all,” he added. He noted that corruption remains a disturbing reality, particularly in a predominantly Catholic nation like

the Philippines. “This is the thing that disturbs us, especially leaders of the Church. Is there still a sense of humanity, a sense of sin? Because if you lose your humanity, you will also lose your sense of sin,” he stressed. The former Manila archbishop urged Filipinos to rebuild a culture of integrity through values formation and quality education from a young age. Reflecting on recurring cycles of corruption, he asked: “When will we learn? We’ve been through different protests since I was young. When will we find lasting change? It is

saddening, especially when we see the effects on the poor. Where has the human heart gone? Do we still have a heart?”

Tagle recalled the spirit of the 1986 EDSA People Power Revolution, describing it not as a place but as a state of love for country. Now, with protests flaring over alleged anomalies in flood control projects, he urged Filipinos to find more creative and sustained ways of expressing dissent — including withholding support from corrupt leaders.

NSC welcomes US resolution on mutual defense treaty

THE National Security Council (NSC) welcomed a United States Senate resolution reaffirming the 74-year-old Mutual Defense Treaty (MDT) with the Philippines and condemning China’s “aggressive” actions in the West Philippine Sea.

In a statement released on Friday, National Security Adviser Eduardo Año said Senate Resolution No. 409, introduced by Senator Pete Ricketts and a bipartisan group of US

senators, sends a strong message that the international community is closely watching developments in the disputed waters and that Manila “is not alone.”

“The resolution’s recognition that the MDT covers any attack on Philippine forces, vessels, or aircraft in the South China Sea underscores the enduring strength of our alliance and the resolve to stand together against illegal, coercive, aggressive, and deceptive actions,” Año said.

The Senate resolution comes amid continued Chinese harassment of Philippine ships and fishermen, including blockades and dangerous maneuvers within the country’s exclusive economic zone.

Año noted that the measure also calls on Washington to

take appropriate actions to counter Beijing’s escalation and support Manila’s efforts to expand joint patrols, strengthen defense capabilities, and uphold freedom of navigation in the region.

“The Philippines will continue to defend what is rightfully ours, anchored on UNCLOS, the 2016 arbitral award, and domestic legislation, through a modernized defense posture and deeper partnerships with allies, partners, and like-minded nations,” Año said.

Marking the 74th anniversary of the MDT, Año reaffirmed that the US-Philippine alliance “is unwavering” and that Manila’s determination “to safeguard regional peace and security is absolute.”

CSC: Sangguniang Kabataan entitled to civil service eligibility

The SKOE is appropriate for firstlevel positions in the career service, except those covered by board laws or requiring other special eligibilities.

“This privilege, granted exclusively to duly elected and appointed SK officials, recognizes the vital role

of the youth in nation-building and affirms their contributions to public service,” CSC Chairperson Marilyn Yap said.

“Through the SKOE, we empower young leaders to pursue careers in government and continue their service to the Filipino people.”

The SKOE covers officials who were in office upon the effectivity of Republic Act No. 11768, or the Sangguniang Kabataan Reform Act of 2015, which took effect on June 1, 2022.

This includes incumbents during the 2018 to 2022 term who completed their full term, SK members elected by the Katipunan ng Kabataan (KK), and SK secretaries and treasurers appointed by the SK chairperson with concurrence of the majority of SK members. SK

chairpersons, however, fall under the Barangay Official Eligibility (BOE), not the SKOE. Eligibility may also be granted to SKOs who are not related within the second civil degree of consanguinity or affinity to any incumbent elected regional, provincial, city, municipal, or barangay official in the locality where they were appointed or elected.

Qualified SK officials may apply for the SKOE starting Oct. 4, the effectivity date of CSC Resolution No. 2500752, by filing at the CSC regional office with jurisdiction over the barangay where they served, or at the nearest CSC office. The CSC reminded that it may recall any SKOE issued to unqualified applicants or those found violating existing laws, rules, and regulations.

Music mogul Sean ‘Diddy’ Combs sentenced to over 4 years in prison

NEW YORK – Sean “Diddy” Combs was sentenced to more than four years in prison Friday for prostitution-related crimes, capping a dramatic, all-day court hearing during which the music mogul apologized and begged for mercy.

Prosecutors had sought 11 years behind bars for the 55-year-old Combs, but District Judge Arun Subramanian handed down a 50-month sentence and a $500,000 fine.

Combs’s lawyers had urged the judge to sentence the hip-hop star to 14 months, which would effectively have been time served since he has been incarcerated in Brooklyn for more than a year.

Combs was acquitted by a jury in July of the most serious charges against him – sex trafficking and racketeering – but convicted of two counts of transporting people across state lines for prostitution.

The judge on Friday allowed the defense to present for hours on Combs’s behalf, during which the disgraced artist himself also gave an emotional address.

At the end of it all, Subramanian had piercing words for Combs – and poignant ones for the victims who testified during Combs’s trial.

“We heard you,” the judge said in his statement to the witnesses, who spoke in excruciating detail of prolonged, coercive and devastating abuse at the hands of Combs.

Trump’s 20-point Gaza peace plan

WASHINGTON – Hamas

said Friday it was ready to start immediate talks on freeing the Israeli hostages it holds and ending the nearly two-year war in Gaza, as part of a peace plan proposed by US President Donald Trump.

The 20-point plan was announced by Trump on Monday at the White House alongside Israeli Prime Minister Benjamin Netanyahu, who cautiously backed the text.

Here is the plan, as released by the White House:

1. Gaza will be a deradicalized terror-free zone that does not pose a threat to its neighbors.

2. Gaza will be redeveloped for the benefit of the people of Gaza, who have suffered more than enough.

3. If both sides agree to this proposal, the war will immediately end. Israeli forces will withdraw to the agreed upon line to prepare for a hostage release. During this time, all military operations, including aerial and artillery bombardment, will be suspended, and battle lines will remain frozen until conditions are met for the complete staged withdrawal.

4. Within 72 hours of Israel publicly accepting this agreement, all hostages, alive and deceased, will be returned.

5. Once all hostages are released, Israel will release 250 life sentence prisoners plus 1,700 Gazans who were detained after October 7th 2023, including all women and children detained in that context. For every Israeli hostage whose remains are released, Israel will release the remains of 15 deceased Gazans.

6. Once all hostages are returned, Hamas members who commit to peaceful co-existence and to decommission their weapons will be given amnesty. Members of Hamas who wish to leave Gaza will be provided safe passage to receiving countries.

7. Upon acceptance of this agreement, full aid

will be immediately sent into the Gaza Strip. At a minimum, aid quantities will be consistent with what was included in the January 19, 2025, agreement regarding humanitarian aid, including rehabilitation of infrastructure (water, electricity, sewage), rehabilitation of hospitals and bakeries, and entry of necessary equipment to remove rubble and open roads.

8. Entry of distribution and aid in the Gaza Strip will proceed without interference from the two parties through the United Nations and its agencies, and the Red Crescent, in addition to other international institutions not associated in any manner with either party. Opening the Rafah crossing in both directions will be subject to the same mechanism implemented under the January 19, 2025 agreement.

9. Gaza will be governed under the temporary transitional governance of a technocratic, apolitical Palestinian committee, responsible for delivering the day-to-day running of public services and municipalities for the people in Gaza. This committee will be made up of qualified Palestinians and international experts, with oversight and supervision by a new international transitional body, the “Board of Peace,” which will be headed and chaired by President Donald J. Trump, with other members and heads of State to be announced, including Former Prime Minister Tony Blair.

10. A Trump economic development plan to rebuild and energize Gaza will be created by convening a panel of experts who have helped birth some of the thriving modern miracle cities in the Middle East.

11. A special economic zone will be established with preferred tariff and access rates to be negotiated with participating countries.

12. No one will be forced to leave Gaza, and those who wish to leave will be free to do so and free to return. We will encourage people to stay and offer them the opportunity to build a better Gaza.

13. Hamas and other factions agree to not have any role in the governance of Gaza, directly, indirectly, or in any form. All military, terror, and offensive infrastructure, including tunnels and weapon production facilities, will be destroyed and

not rebuilt. There will be a process of demilitarization of Gaza under the supervision of independent monitors, which will include placing weapons permanently beyond use through an agreed process of decommissioning, and supported by an internationally funded buy back and reintegration program all verified by the independent monitors.

14. A guarantee will be provided by regional partners to ensure that Hamas, and the factions, comply with their obligations and that New Gaza poses no threat to its neighbors or its people.

15. The United States will work with Arab and international partners to develop a temporary International Stabilization Force (ISF) to immediately deploy in Gaza. The ISF will train and provide support to vetted Palestinian police forces in Gaza, and will consult with Jordan and Egypt who have extensive experience in this field.

16. Israel will not occupy or annex Gaza. As the ISF establishes control and stability, the Israel Defense Forces (IDF) will withdraw based on standards, milestones, and timeframes linked to demilitarization that will be agreed upon between the IDF, ISF, the guarantors, and the United States, with the objective of a secure Gaza that no longer poses a threat to Israel, Egypt, or its citizens.

17. In the event Hamas delays or rejects this proposal, the above, including the scaled-up aid operation, will proceed in the terror-free areas handed over from the IDF to the ISF.

18. An interfaith dialogue process will be established based on the values of tolerance and peaceful coexistence to try and change mindsets and narratives of Palestinians and Israelis by emphasizing the benefits that can be derived from peace.

19. While Gaza re-development advances and when the PA reform program is faithfully carried out, the conditions may finally be in place for a credible pathway to Palestinian self-determination and statehood, which we recognize as the aspiration of the Palestinian people.

20. The United States will establish a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous coexistence. AFP

NLEX Corporation has begun a P200-million technology upgrade for the Subic-Clark-Tarlac Expressway (SCTEX) wherein the substantial project focuses on enhancing expressway monitoring and improving data processing. Buenavista, Agusan Norte to host Minda IP Games

EVERYTHING is set for the Mindanao leg of the Indigenous Peoples (IP) Games on October 11 and 12, co-hosted by the Province of Agusan del Norte and the Municipality of Buenavista.

This comes after the final coordination meeting between the Philippine Sports Commission (PSC) team, led by Commissioner Matthew “Fritz” Gaston, and local o cials headed by Governor Angel Amante and Mayor Joselito Roble at the Provincial Capitol.

The venue for the event will be Buenavista Central Elementary School, with 11 LGUs of Agusan del Norte, including Butuan City, joining the PSC-initiated event. The program aims to promote traditional games of the IP community in coordination with the National Commission on Indigenous Peoples (NCIP) and the Department of Education (DepEd).

“We welcome this opportunity to partner with the PSC and the NCIP for this event as part of our celebration of IP Month,” said Gov. Amante.

For his part, Mayor Roble, the venue host, expressed his full support for the activity, which will be held in the municipality for the rst time.

“We are overwhelmed with the hospitality and cooperation of our hosts. With their support, we are confident that this Visayas leg of the IP Games will be very successful, thanks to the 110% backing of Gov. Amante and Mayor Roble,” said Commissioner Gaston.

PSC Commissioner Edward Hayco will grace the opening of the event on October 11. An IP Address and IP Forum will also be part of the twoday activity, capped by a joint Governor and Mayor’s Night for all participants and officials on the same day.

In the end, “Ciala Dismaya” worked because it wasn’t only a joke, it was a statement. Hard work means less when technology can finish tasks faster. Even deep skills that took years to learn can often be replaced by a single prompt.

This shift raises questions for both employers and workers. Companies can no longer assume that employees want to define themselves solely by their jobs or that productivity should be measured solely by the time spent.

For Gen Z, the choice is clear: stick with old ideas of success and risk falling behind, or try new ways of working that may bring both freedom and uncertainty.

What could replace the old career model is a system where young workers choose jobs that give them purpose, focus on guiding technology instead of doing repetitive work, and build identity through the impact they make, not the hours they keep.

Experts say that AI will not only change how we work but also why we work. And Gen Z may be the first generation to see this change as normal.

Student’s invention gives Filipino farmers

inventor has designed a portable palay drying system aimed at helping farmers cut postharvest losses during typhoons and power outages, a recurring problem in the Philippines where 22 tropical cyclones strike on average each year.

John Dence Flores, an Industrial Design graduate of De La Salle-College of Saint Benilde, created the system, called Anihon, to provide a practical alternative to the traditional sun-drying method that often fails during prolonged rains or cloudy weather.

“About 408,764 metric tons of palay–or 4.5 percent of the national harvest–are wasted every year,” Flores said, noting that moisture left in newly harvested rice grains often leads to mold, spoilage, and income loss for farmers.

Anihon runs on a hybrid system powered by electricity and used cooking oil, which helps cut carbon emissions.

It is designed with user-friendly features, including tempered glass for visibility, oil gauges, and intuitive controls, allowing even a single farmer to operate the machine.

The prototype features four trays that can each hold up to 25 kilograms of wet palay and a tank for four liters of used oil. It can operate for up to eight hours of continuous drying. During

blackouts, it can switch to a manual furnace using ignited carbon material.

Flores said the dryer was developed after months of fieldwork in Albay, including surveys and interviews with local farmers. The working prototype was later sent to Aklan, where farmers tested it on their own crops.

Mentored by former program chair Romeo Catap Jr. and supported by engineers and faculty members, Flores refined the design as his capstone project. He now plans to expand its capacity to accommodate other grains such as wheat, maize, beans, sunflower and rapeseeds, and sorghum.

He is also looking into renewable power sources such as solar and wind to align with sustainable energy goals.

“Anihon offers continuous drying for small farms and cooperatives that cannot afford industrial-scale dryers,” Flores said. “It gives farmers in far-flung areas a reliable, weather-independent tool to protect their harvest.”

in Design for Greater Efficiencies program, recognizing buildings that cut energy, water, and materials use by at least 20 percent. The project is expected to exceed these benchmarks with 43 percent energy savings, 37 percent water savings, and a 38 percent cut in embodied energy in materials.

According to the Philippine Green Building Initiative, these savings equal enough power for 10 Filipino households for a year.

PGBI chairman Engr. Leandro A. Conti said the recognition shows that “sustainable

design and aspirational living are not opposing ideals, but powerful partners in shaping resilient communities.”

Green features include rooftop solar panels, water-efficient plumbing, EV charging stations, natural ventilation, and recycled materials.

CHEF Michael Edward Albaracin, cluster head chef of SotoGrande and Crown Hotel in Palawan, is helping shape the island’s culinary scene and giving visitors a taste of its culture.

Chef Albaracin built his career during his time at the internationally recognized Banwa Private Island, where he developed skills in precision, creativity, and handling the demands of global clients. He now applies this experience to his work at SotoGrande and Crown Hotel in Palawan.

“Cooking has always been in my blood—it’s part of my family’s story. Everyone in our home could cook, but my mother was my biggest inspiration. She managed a humble karinderya and prepared meals with such heart and consistency that I saw her as the best chef I’ll ever know. Watching her instilled in me a love for cooking that has shaped my entire career,” recalls Chef Albaracin.

His approach to cooking is characterized by simplicity and a respect for ingredients. He creates flavorful, easy-to-enjoy dishes using Palawan’s local produce, adding a touch of innovation. For him, great food also comes from fostering a respectful and collaborative kitchen where creativity can grow.

“Working in Palawan is a chef’s dream. The abundance of fresh seafood, local produce, and indigenous ingredients makes menu creation both exciting and meaningful. Every dish is a chance to highlight the richness of the island and share its story with our guests,” said Chef Albaracin. When discussing Palawan’s unique ingredients, the chef points to the local cashew as a personal favorite for its versatility and cultural significance. This ingredient was the cornerstone of his award-winning dish at the Palawan Tourism Cooking Competition, an achievement he cites as a proud milestone in his career and a clear example of how he showcases local treasures on his menu.

“I work closely with local farmers and fishermen because they are the backbone of Palawan’s culinary scene. One memorable collaboration was with a group of fishermen whose fresh catches inspired me to introduce a ‘catch-of-the-day’ special. It supported the community while giving guests an authentic taste of Palawan’s abundance,”Chef Albaracin added.

In his role overseeing the culinary operations of two hotels, Chef Albaracin admits that managing dual kitchens is no easy task, but he welcomes it as an exciting challenge. His day is a careful balance of supervising operations, ensuring consistency across both properties, and guiding his teams. He makes it a point to set aside time for creative work such as menu planning, which fuels his energy and passion for culinary leadership.

LONG dismissed as just another sprawling district in Metro Manila, Quezon City is undergoing a subtle image makeover, with hotels and tourism groups urging visitors to rediscover its blend of history, greenery, and modern comforts.
