MORE than 80,000 families have been displaced by the magnitude 6.9 earthquake that struck Bogo City, Cebu and nearby provinces earlier this week, the National Disaster Risk Reduction and Management Council (NDRRMC) reported Friday.
Relief operations are ongoing at ground zero and other affected municipalities across the province but residents remained camped out in open spaces as aftershocks continued to rattle the province.
Among those that extended help was Tingog party-list, which rolled out on Friday its initial relief mission in the quake-hit areas of Bogo City and towns of Medellin, Borbon, and San Remigio.
Cebu Provincial Administrator Ace Durano said that while search and rescue operations have been completed, many families are still too fearful to return to their homes, prompting local officials to include setting up tents in ongoing relief operations.
“Although the aftershocks are getting weaker every day, people are understandably still afraid to return to their homes. That’s why part of the relief operations now is the provision of tents,” he said.
In the immediate aftermath of the quake, the Provincial Government concentrated on saving lives and stabilizing Bogo Provincial Hospital, which had been overwhelmed by the influx of patients from neighboring towns.
“Governor Pam's priority is to decongest Bogo Provincial Hospital, so we requested ambulances from as far as Danao and even Cebu City to transfer patients who could be moved. Within five to six hours, we managed to decongest the hospital and stabilize the situation,” Durano said.

In its 5 p.m. bulletin yesterday, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported that the storm was moving generally westnorthwestward and was poised to exit the Philippine area of responsibility this morning.
The center of the storm’s eye was estimated over the coastal waters of Santa Cruz, Ilocos Sur, it said.

THE Philippine Army has intensified its operations against the communist New People’s Army (NPA) in Negros Oriental following two recent shooting incidents in Canlaon City.
Brig. Gen. Jason Jumawan, commander of the 302nd Infantry Brigade, said they are working closely with the police to investigate the incidents, which may be connected.

LTO district chiefs to face major revamp

THE Land Transportation Office (LTO) will implement a major reshuffle of district office chiefs nationwide on account of poor performance, especially in plate distribution and apprehension of motor vehicles with expired registration.
LTO chief Vigor Mendoza II said he has issued a memorandum order to all regional directors, informing them about the need to conduct reorganization at the district level.
The order arose from a review of the monthly accomplishment reports showing that the distribution of license plate had slowed down, and that apprehensions of unregistered vehicles and other violations had significantly dropped.

THE Iloilo City council has unanimously approved a resolution creating a statue in honor of the late Senator Miriam Defensor-Santiago in her home district of La Paz.
The measure, introduced by Councilor Rex Marcus Sarabia, urged Mayor Raisa Treñas to formally recognize Santiago’s legacy through a public monument described as a “people-initiated resolution.” Dubbed the “Iron Lady of Asia,” Santiago earned global recognition for her brilliance, courage, and unwavering fight against corruption.
The resolution noted that she served all three branches of government—as Regional Trial Court judge, Commissioner of Immigration and Deportation, and senator—before becoming the first Filipino and the first Asian from a develop -
ing country elected as judge of the International Criminal Court.
“Her unwavering dedication to good governance, rule of law, education, and public accountability continues to inspire generations of Filipinos, particularly the youth who remember her sharp wit, wisdom, and fearless spirit,” the resolution stated.

The foreigner was set to depart for Davao when a security screening officer identified a pair of scissors in his backpack during an X-ray examination at NAIA Terminal 2.
As scissors are classified as a security risk item, the bag underwent immediate manual inspection.
During the search, authorities uncovered a small plastic containing cannabis, in addition to the scissors. This led to the arrest of the passenger.

According to Bernos, the Magna Carta seeks to improve the quality of life of private school teachers and provide safeguards against inequitable treatment.
The lawmaker also said that the proposal is “an urgent intervention” given the need for fundamental standards regarding private teacher employment and working conditions, such as criteria in the setting of salaries, monetary benefits, and leave benefits; their right to self-organization; and other penalties for violation of any rights of private school teachers.
Among the major provisions of the Magna Carta are the setting of working hours at a maximum of six teaching hours per day.
Teachers may be required to render more than six hours but not exceeding eight hours of actual classroom teaching a day upon payment of additional compensation at the same rate as his or her regular remuneration plus at least twenty-five percent of their basic pay.
The probationary period is also set at six months, with teachers who are engaged after the said period deemed regularized.
THE Philippine Charity Sweepstakes Office (PCSO) said it has already handed out millions’ worth of evacuation kits and relief goods to families impacted by Typhoon “Opong” in Masbate, and the devastating magnitude 6.9 earthquake in Cebu.
The aid packages were delivered thru C130 flights, and the Philippine Coast Guard vessel “Gabriela Silang,” with a larger wave of assistance set to follow by land via a PCSO caravan scheduled to leave Manila this Sunday morning, October 5, delivering further aid to both regions.
The caravan will transport substantial quantities of relief supplies to the affected provinces.

TAKING advantage of the occurrence of disasters by pretending to be the Department of Social Welfare and Development (DSWD) to sell relief items is an affront to the mandate of the institution as well as to those affected by calamities, an agency official said on Friday.
“The Department strongly condemns the unauthorized use of our logo, and warns unscrupulous individuals misleading the public that appropriate legal punishment awaits their actions,” Assistant Secretary Irene Dumlao, who is also the DSWD spokesperson, said in a statement.
In an entrapment operation conducted by the Criminal Investigation and Detection Group of the Philippine National Police, items bearing the DSWD official logo were seized in a warehouse in Tondo, Manila.
The items appeared to be packaged relief goods with the DSWD brand but were intended to be sold.
“The DSWD is in no way owned, operated, or affiliated with the warehouse. No DSWD personnel is also involved in the said illegal act,” she said. Dumlao said people should stop using the Department for their personal gains.
“As we face calamities one after another, it is possible that this is not an isolated business wanting to capitalize on the weaknesses of disaster affected families. Using the DSWD’s logo to try and sell your products undermine the agency’s integrity and credibility. Aside from that, maligning the efforts of DSWD’s free public service delivery will also adversely impact on the poor and vulnerable sectors we serve, especially those suffering from calamities,” she said. The DSWD also expressed its full support to the ongoing investigation and is prepared to take all necessary legal actions against those found responsible.

The rule on the writ of amparo describes the writ as “a remedy available to any person whose right to life, liberty and security is violated or threatened with violation by an unlawful act or omission of a public official or employee, or of a private individual or entity.
‘The writ shall cover extralegal killings and enforced disappearances or threats thereof.” (Section 1).
“Extralegal killings are killings committed without due process of law, i.e., without legal safeguards or judicial proceedings.” (op. cit., G.R. 247211, Aug.1, 2022 citing Mayor Mamba v. Bueno).
“In an amparo action, the parties must establish their respective claims by substantial evidence or that amount of evidence which a reasonable mind might accept as adequate to support a conclusion” (op. cit.).
An amparo petition must allege, among others, “[t]he right to life, liberty and security of the aggrieved party [that was] violated or threatened with violation by an unlawful act or omission of the respondent, and how such threat or violation is committed with the attendant circumstances detailed in supporting affidavits” (op. cit.).
The petition must also allege “[t]he investigation conducted, if any, specifying the names, personal circumstances, and addresses of the investigating authority or individuals, as well as the manner and conduct of the investigation, together with any report.”
“The actions… taken by the petitioner to determine the… whereabouts of the aggrieved party and the identity of the person responsible…” (op. cit.).
In the case of Tabian v. Gonzales, Spouses Joselito and Christina Gonzales were hired to sell “shabu” (an illegal drug) by certain law enforcement officers. The same officers were later believed to have caused the killing or liquidation of Joselito which prompted Christina to file a Petition for Writ of Amparo in the Court of Appeals ((op cit.)
“An amparo proceeding is not criminal in nature nor does it ascertain the criminal liability of individuals or entities involved. Neither does it partake of a civil or administrative suit.
“Rather, it is a remedial measure designed to direct specified courses of action to government agencies to safeguard the constitutional right to life, liberty and security of aggrieved individu-
als.” (Boac et al. v. Cadapan et al., G.R. 184461-62, May 31, 2011)
“[C]ommand responsibility may be loosely applied in amparo cases in order to identify those accountable individuals that have the power to effectively implement whatever processes an amparo court would issue. In such application, the amparo court does not impute criminal responsibility but merely pinpoint the superiors it considers to be in the best position to protect the rights of the aggrieved party (op cit.).

In the Tabian case, Christina filed the Petition for Writ of Amparo to help her identify the responsible and accountable officers who participated or knew the circumstances leading to the extrajudicial killing of Joselito.
“Such identification… may well be a preliminary determination of criminal liability which, of course, is still subject to further investigation by the appropriate government agency.”
“Responsibility refers to the extent the actors have been established by substantial evidence to have participated in whatever way, by action or omission, in an enforced disappearance [or extrajudicial killing], as a measure of remedies [the Supreme] Court shall craft, among them, the directive to file the appropriate criminal and civil cases against the responsible parties in the proper courts” (op. cit. citing Razon v. Tagitis).
“Accountability, on the other hand refers to the measure of remedies that should be addressed to those who exhibited involvement… without bringing the level of their complicity to the level of responsibility defined above; or who are imputed with knowledge relating to the enforced disappearance [or extrajudicial killing]…; or those who carry… the burden of extraordinary diligence in the investigation of the enforced disappearance” (op. cit.).
In brief, “[an amparo proceeding] does not determine guilt nor pinpoint criminal culpability for the disappearance [threats thereof or extrajudicial killings]; it determines responsibility, or at least accountability, for the enforced disappearance [extrajudicial killings]...” (op. cit, citing Razon v. Tagitis).
Why coup rumors crumble before the AFP’s unwavering loyalty

Emeritus of four civic organizations, I have seen my share of political storms.
But the recent surge of malicious rumors about destabilization and coup plots against the administration of President Ferdinand Marcos Jr. is a particularly cynical and destructive form of political noise. Today, I am wholeheartedly supporting the Armed Forces of the Philippines and commending their strong, unequivocal stance against these lies.
The Fabricated Threat
Let me be absolutely clear: These stories about a coup are pure lies. The AFP has spoken, and their message is unmistakable. They are loyal to the Constitution, loyal to their Commander-in-Chief, and loyal to the Filipi-
no people. That commitment is an iron wall, and no baseless rumor can possibly break it down.
That isn’t political criticism; that is sabotage, plain and simple
When the military warned that it “will not take this sitting down” after these malicious claims spread online, they weren’t just issuing a statement; they were drawing a line.
Military leaders have stressed no such plot exists and rightly denounced the rumors as deliberate attempts to cre-
RECENTLY, we saw the two faces of grief, caused by the infuriating flood control ghost projects that mirrored the excessively greedy and corrupt, and the major earthquake that rumbled underneath the earth’s surface in northern Cebu.
The first suggests the pain of loss, characterized by acute distress, and includes various painful emotions and reactions like indignation and even loss of trust in separate official public hearings the people find wanting in clarity and honesty.
These taxpayers, who feel they have lost their future after their trust in public servants was crushed to smithereens by officials and contractors who duped them when they were not looking, see in these hearings some theatricality and flamboyance and the speed they want does not appear to be there to address their forebodings.
While they shift to a new tomorrow, relying on their built-in capacity for enhanced resilience, they have as well lost hope they can live with the new reality, while they demand, rather loudly, not just identification of those accountable who should forthwith be meted out the
ate distrust. I agree wholeheartedly: these are classic, textbook disinformation tactics. Their sole purpose is to divide the country and sow chaos.
Those who spread these rumors are not patriots; they are opportunists. They want to gamble with the nation’s stability while ordinary Filipinos are simply working hard to feed their families.
That isn’t political criticism; that is sabotage, plain and simple.
The Real Fight: Corruption
However, we cannot allow ourselves to be distracted by these phantom plots. We must focus on the real enemy that continues to plague our nation.
Let us be honest. The fight that truly matters is the fight against corruption. That is where the nation bleeds; that is where the people suffer.
The Marcos administration has made this anti-corruption drive its primary battle, and I believe that is precisely
concomitant punishment.
Short of that, they cannot be blamed for raising their fists with emblems that speak out their chagrin against the establishment and their abettors.
Filipinos continue their commitment to compassion and charity, easily a gemstone in the Filipino culture

why some sectors are so desperate to distract us with talk of destabilization. They want us looking at shadows while the real disease festers.
We must not take our eye off the ball.
Our collective energy must be directed toward supporting the government’s efforts to reform and build, not toward debunking ridiculous fictions.
A Modern and Professional Military
Those propagating these rumors fundamentally misunderstand the nature of our modern armed forces.
This is not the era of coup plots. Our soldiers are professionals. They know their sacred duty is to defend the Republic, not to destroy it from within.
The military stands united, and that unity is our nation’s greatest strength against both external and internal threats.
The message here is a clear one: the administration, the military, and the people remain firmly united.

He also ordered a “tent city” set up in Bogo City to temporarily shelter residents displaced by the earthquake, the deadliest the country ever experienced since 2013.
Every rumor we expose, every lie we reject, makes our democracy stronger.
President Marcos has put the country on the path of recovery and real reform. Those who try to derail that effort are not only attacking the President; they are attacking the Filipino people. The truth is simple and undeniable: The AFP is loyal. Our institutions are solid. And our people are behind their President. The Republic will not be shaken.

Frenchwoman, 100, escaped Nazi massacre
BORDEAUX, France – Camille Senon, a feminist and union activist who narrowly escaped the Nazi massacre in her French village of Oradour-sur-Glane died on Thursday aged 100, the mayor’s office said.
Senon was a young woman when the Third Reich’s elite SS unit marched into Oradour on June 10, 1944, killing 642 villagers, including all of her family.
“I was working in Limoges, but I would return to Oradour at the weekend. That day I took the tramway as usual, and we quickly saw the black smoke in the distance,” Senon told AFP in 2017.
“They kept us several hours, explaining to us what they had done to Oradour and letting us believe that maybe they would kill us too,” she recounted.
“What I saw next is hard to speak of. There was not a soul left alive.” Most of the victims were women and children.

New setback for Milei as spending vetoes nixed
BUENOS AIRES – Argentina’s struggling President Javier Milei suffered a new setback Thursday (Friday Manila time) as Congress overturned his vetoes of laws increasing funding for public universities and pediatric care.
Senators invalidated both vetoes, which had already been rejected by the lower Chamber of Deputies, bringing to three the number of laws upheld by Congress despite vehement opposition from the budget-slashing Milei.
The vote comes as Milei struggles to end a run on the national currency, the peso, in the run-up to crucial October 26 mid-term elections.
Outside Congress, about 100 people celebrated the results.
Psychology student Tomas Bossi said he was proud of the outcome.

Venezuela slams ‘illegal incursion’ by US jets
CARACAS – Venezuela’s government slammed what it called an “illegal incursion” Thursday (Friday Manila time) by US fighter jets into an area under Venezuelan air traffic control, accusing the United States of a “provocation” that “threatens national sovereignty.”
The Venezuelan foreign and defense ministries said the planes were detected “75 kilometers from our shores,” without saying whether they violated Venezuelan airspace.
Defense Minister Vladimir Padrino earlier claimed five US fighter jets had “dared to approach the Venezuelan coast” and had been detected by air defenses and the tracking systems of Maiquetia international airport, which serves the capital Caracas.

Trump declares ‘armed conflict’ with drug cartels
WASHINGTON, DC – President Donald Trump has declared the United States is engaged in “armed conflict” with drug cartels, his administration said in a notice sent to Congress after recent strikes on boats off Venezuela.
The letter, a copy of which was obtained by AFP on Thursday, is designed as a legal justification for at least three recent strikes in international waters that have killed at least 14 people.
The Trump administration has deployed several military vessels to the Caribbean Sea to counter drug smugglers amid mounting tensions with Venezuela’s leftist President Nicolas Maduro.
“The president determined these cartels are non-state armed groups, designated them as terrorist organizations, and determined that their actions constitute an armed attack against the United States,” the notice from the Pentagon said. The notice also describes suspected smugglers as “unlawful combatants.”
The recent US strikes targeted boats allegedly loaded with drugs off the coast of Venezuela but legal experts have raised doubts about the legality of Washington’s actions.

NZ eruption survivors tell of horror on day of inquest
AUCKLAND, New Zealand – An inquest heard on Friday of lifelong injuries and years of grief from survivors and family members of those who died in a massive volcanic eruption on New Zealand’s northern island in 2019.
Around 47 people were on White Island, also known in Maori language as Whakaari, in December 2019 when a deadly column of burning ash and steam blasted from a volcanic vent.
Twenty-two people died and nearly all the survivors were left with horrific burns.
The eruption off the coast of the country’s North Island prompted a massive medical operation that saw many victims treated in burns units in Australia and New Zealand.
Since then, no boat or aircraft tours have been allowed to land on the island.
Almost six years on, an inquest is seeking to assess the emergency response that day -- as well as regulatory oversight of tours to the volcano -- and propose changes.
The opening day of the inquiry was held in the small coastal town of Whakatane, where rescue efforts at the time of the eruption were based. The island volcano can be seen just 50 kilometers off the coast.
The eruption “left a wake of destruction and trauma which went far beyond the geographic boundary of Whakaari”, Constable Leanne Fairbairn said in a statement on behalf of the bereaved families and survivors of the eruption.

NEW YORK – Sean “Diddy” Combs will be sentenced Friday (Saturday Manila time) for his conviction on two prostitution-related counts, crimes prosecutors say deserve more than a decade behind bars as the music mogul seeks “mercy” and a swift release.
Following two months of often searing testimony and arguments in the New York federal case, jurors in July rejected the most serious charges of sex trafficking and racketeering, sparing the 55-year-old the prospect of life in prison. But the hip-hop innovator who was once the toast of entertainment’s elite could still serve significant jail time. The two prostitution-related counts each carry a maximum penalty of a decade in prison.
Prosecutors are urging Judge Arun Subramanian to sentence Combs to at least 11 years, calling him “unrepentant” and a public threat.
Combs’s lawyers meanwhile have asked that the judge grant him 14 months,
which would effectively be time served. Ahead of his decision, Subramanian is weighing materials including victim impact statements. At least one witness, a former assistant who testified under the name Mia, is expected to read her statement in court. The judge also has reference letters supporting Combs -- in addition to a lengthy plea for leniency from the artist himself.
Combs is also expected to speak directly to the judge, and the letter submitted late Thursday offered a preview.
He apologized for the appalling evidence of violence he committed and told Subramanian he was “scared to death” to be away from his family, vowing he “will never commit a crime again.” Judges must consider federal sentencing guidelines, but ultimately have broad discretion in determining punishment. THE Philippine Sports Commission is crafting a youth program that will align the Batang Pinoy national championships with the Department of Education’s Palarong Pambansa.
PSC chairman Patrick Gregorio said this as he laid out what will be in store with the agency’s youth sports initiatives next year.
“The kids who achieve a level, where they can compete internationally will have to show their talent in the Batang Pinoy and Palarong Pambansa. And this is where the PSC comes in,” said Gregorio, following the launch of the 2025 Batang Pinoy National Championships.
The agency seeks to find talented kids from a record number of 15,000 young athletes when it hosts the 2025 Batang Pinoy from October 25 to 31 in General Santos City.

The founder of the biggest organization of jiu-jitsu artists in the country clinched four awards at the SJJIF World Championships held in Chiba, Japan recently to add more accolades to his coaching career spanning nearly three decades.
Aguilar, the founder of DEFTAC Ribeiro Jiu-jitsu Philippines and is also its head coach since 1996, was hailed best coach in four categories -- Gi Adults, NOGI Adults, Gi Kids, and NoGi Kids – for steering the Filipino jiujitsu team to a successful campaign in the Chiba tournament.
“I am incredibly proud to share that I have received the Quadruple Award for Coach of the Year in the
world at the SJJIF World Championships,” Aguilar posted on his Facebook account.
Aguilar secured the awards as his students collectively scored the most points and had the most champions in the said categories.
The president and founder of the Universal Reality Combat championship also shared his awards to everyone who, in one way or the other, contributed to the success of their Japan campaign.
“This achievement is the result of the collective effort of everyone at DEFTAC, from our dedicated chapter heads and coaches to the supportive parents and, most importantly, our amazing students,” said Aguilar.

and dedication, and while I may be the face of this achievement, it’s truly all of us, who have contributed to every victory we’ve celebrated,” he said.

The initiative was part of a push to strengthen grassroots’ sports development and create a pipeline of future elite athletes.
So far, the Hidilyn Diaz Weightlifting Academy was formed following the talks, with Olympic gold medalist Hidilyn Diaz and her academy leading the training component of the program.

Chua clocked 4 minutes and 43.19 seconds in the Women’s 400-meter Individual Medley, breaking her own national record of 4:43.85 set during the 2024 World Aquatics Championships in Hungary.

NMDC Group, a global leader in engineering, procurement, construction and marine dredging based in Abu Dhabi, United Arab Emirates announced Thursday it signed a contract valued at $610.1 million with Pasay Harbor City Corp. (PHCC) to undertake large-scale dredging and land reclamation activities in Manila Bay.
The contract, a first large-scale project for NMDC Group in the Philippines, covers a 30-month period and encompasses the reclamation of about 130 hectares of island as part of a development to build a new eco-friendly, waterfront city.
The project’s scope includes sand supply, dredging and reclamation, vertical drains installation, vibro compaction and rock placement.
NMDC Group chief executive officer Yasser Zaghloul said the move is part of the company’s strategic push towards diversified, global growth and expansion into Southeast Asia.
“We take pride in applying NMDC Group’s worldclass expertise to contribute to innovative, sustainable projects, which create value for communities and industries alike,” Zaghloul said in a statement posted on the company’s website.
Pasay Harbor City Corp. president Manuel Gonzales expressed delight about the partnership. “We look forward to partnering with NMDC to fulfill our vision of creating a new eco-friendly, waterfront city,” Gonzales said.
The group, which is made up of five business units, adds the Philippines to its growing project portfolio of activities in Asia, which have included several projects across Taiwan, Vietnam and Malaysia.

THE Department of Energy said Friday it will exempt the first commercially-developed and operated nuclear power plant (NPP) in the Philippines from the competitive selection process (CSP) or bidding as it released a comprehensive framework for integrating nuclear energy into the country’s power generation mix.
The DOE said the so-called Pioneer NPP would be treated as a baseload facility and granted priority dispatch in coordination with the independent market operator (IMO) and the System Operator (SO), regardless of the nuclear technology deployed.
The policy, outlined in Department Circular (DC) No. 2005-10-0019, formally established the foundations
for the first commercial NPP to enhance the country’s long-term energy security and potentially lower electricity rates when blended with the generation cost of distribution utilities (DUs).
“This is more than just a policy document, it is an investment signal,” said Energy Secretary Sharon
Garin, who signed the circular on Oct. 2, 2025.
“By establishing clear rules for nuclear integration, we are giving confidence to investors, partners, and stakeholders that the Philippines is ready to responsibly and strategically adopt nuclear energy as part of its clean energy transition,” she said.
Garin said the Pioneer NPP would serve as a cornerstone project, diversifying the energy mix and creating a robust framework attractive to both local and international investors.
The circular mandates that distribution utilities ensure a ready market for available capacities from the first commercially developed NPP, provided they comply with the Electric Power Industry Reform Act of 2001 and the circular’s provisions.

THE Department of Transportation (DOTr) expects the completion of the extradosed bridge, a key component of the North-South Commuter Railway Extension Project (NSCREx), in San Fernando City, Pampanga by August 2027.
The DOTr, alongside the Greater Capital Railway Consortium (GCR) and Acciona-DL E&C JV (ADJV), broke ground on Oct. 2, 2025 for the construction of the bridge project.
The agency said the construction finally started after a four-year delay, following the resolution of key civil works and right-of-way issues by the Right-of-Way and Site Acquisition (ROWSA) team.

THE Department of Agriculture (DA) has ordered the importation of onions and carrots at a limited volume to stabilize volatile market prices and prevent potential supply hoarding, Secretary Francisco Tiu Laurel Jr. said Friday.

The entire NSCR system will span 35 stations and connect the National Capital Region (NCR), Region three, and Region four-A.
The DA cleared imports of up to 5,000 metric tons (MT) of onions and a few hundred tons of carrots, which will offer consumers temporary relief from price surges that have strained household budgets, Tiu Laurel said.
“I have a feeling that the current local stocks are being held back a bit to maximize,” Tiu Laurel said, referring to domestic onion supplies.
“That’s why I ordered silently to import last week,” he said.
The move advances the DA’s import schedule for red onions after retail prices surged to P140 to P160 per kilograms in recent weeks. Imports of white onions began in September, which Tiu Laurel said helped bring down retail prices to P100 to P120 per kg. from a peak of P160.
Carrot imports were opened on Oct. 1 on a limited basis, with a few hundred tons initially allowed to test market response.
“Because the carrots really went up, thus we want to diversify our sourcing,” Tiu Laurel said, adding that the DA aims to prevent vegetables from becoming unaffordable for ordinary buyers.
Onion imports, expected from China and the Netherlands, will be temporary and are set to end by January 2026, a month ahead of the local harvest in February to protect domestic farmers.

PSEi rallies past 6,100; peso gains amid easing political worries

PHILIPPINE shares clawed back to the 6,100 level Friday amid easing political issues and a strengthening of the peso against the U.S. dollar.
The benchmark Philippine Stock Exchange index (PSEi) advanced 69.10 points, or 1.14 percent, to 6,108.86. The broader all shares index rose 26.56 points, or 0.73 percent, to 3,685.85.
The peso also closed stronger versus the U.S. dollar on Friday at 57.875 from 58.08 on Thursday. Rizal Commercial Banking Corp.
chief economist Michael Ricafort said that aside from continued bargain hunting, the declaration of support by retired and active members of the military and police for the Marcos administration also helped ease market worries. Likewise, the recent decline in global crude prices and hopes of a U.S. Federal Reserve rate cut also boosted market sentiment.
Four of six sectoral indices registered gains, led by services, which climbed 3.47 percent, followed by industrial, which increased by 1.39 percent. Mining and oil, and holding firms, on the other hand, declined by 2.06 percent and 0.07 percent, respectively. Trading, however, remained sluggish as value turnover amounted to P4.57 billion. Foreign investors were still net sellers with outflows at P80.56 million. International Container Terminal Services Inc. was the top index gainer, jumping by 5.35 percent to P512, while Aboitiz Equity Ventures Inc. was at the bottom, declining by 1.61 percent to P30.50.

THE Energy Regulatory Commission (ERC) has approved the P1 billion dedicated point-to-point limited transmission facilities to connect the San Isidro Wind Power Project (SIWPP) in northern Samar to the Visayas Grid.
The 206.25-megawatt wind project is being developed by Lihangin Wind Energy Corp. (LWEC), a joint venture of Vivant Energy Corp., the power unit of Vivant Corp.; Aboitiz Renewables, Inc., a subsidiary of Aboitiz Power Corp.; and Vena Energy.
“The prayer for the authority of LWEC to develop and own the subject facilities to connect its San Isidro Wind Power Project to the Visayas Grid through the San Isidro Substation, as final connection scheme is approved, subject to certain condition,” the ERC said.
However, the ERC denied LWEC’s request for authority to operate and maintain the facilities, stating the National Grid Corp. of the Philippines (NGCP) shall operate and maintain them, subject to applicable charges.
The ERC said that for LWEC to commence commercial operations of its wind project next year, a grid connection is essential.
“Thus, the development of the subject facilities is necessary to enable the said connection and allow LWEC to supply power to the grid,” it said.
The ERC approved the construction of the first dedicated facility as proposed by LWEC: a 15.7-kilometer, 138kV, double-circuit transmission line and a 2x200MVA, 138/34.5kV take-off substation, including a switchyard.

THE Department of Transportation (DOTr) announced it had secured approval from the House of Representatives for its proposed P197 billion budget for 2026.
In a joint motion, both House majority and minority members agreed to terminate interpellations for the DOTr’s 2026 budget.
Acting Transportation Secretary Giovanni Lopez expressed his gratitude to the lower chamber for supporting the agency’s budget, which he
said is focused on easing the plight of commuters.
“We thank House Appropriations Committee Chair Mikaela Suansing, Vice Chairs and DOTr budget sponsors Rep. Edwin Ongchuan and Rep. Reynante Arrogancia, House Transportation Committee Chair Franz
Pumaren, all House leaders and the entire House,” Lopez said.

AGRICULTURE Secretary Francisco Tiu Laurel Jr. said the newly enacted Republic Act 12308, or the Animal Industry Development and Competitiveness Act (AIDCA), will modernize the Department of Agriculture’s livestock, poultry, and dairy programs, with P200 billion in funding over 10 years to support President Ferdinand Marcos Jr.’s goal of building a food-secure and resilient agricultural economy.
Signed by the President on Sept. 25, the law will take effect in midOctober following publication in the Official Gazette.
“It is fitting that this long-awaited law to develop the livestock, dairy, and poultry sectors will take effect around the time we celebrate World Food Day on October 16, 2025. The future development of these sectors will not only enhance food security, but also attract new investments, improve farmer incomes, and generate more jobs,” Tiu Laurel said.

AIDCA elevates the Bureau of Animal Industry (BAI) into a line agency of the DA, expanding its regulatory powers. It also strengthens the Philippine Carabao Center (PCC) and National Dairy Authority (NDA) by assigning them expanded mandates, including biotechnology and vaccine development.
The law aims to build local capacity for producing vaccines and disease response protocols against major animal health threats such as African Swine Fever (ASF), Newcastle Dis-
ease, and Avian Influenza, reducing reliance on imports and improving national biosecurity.
An important feature of AIDCA is the Animal Competitiveness Enhancement Fund (AnCEF), which will channel P20 billion annually from tariff collections on livestock, poultry, and dairy.
Of this, 26 percent will support repopulation and herd build-up, with 70 percent earmarked for the hog industry, 20 percent for poultry, and 5 percent each for native and other animals.

THE Energy Regulatory Commission (ERC) has ordered the resumption of operations of the Wholesale Electricity Spot Market (WESM) in the Bohol and Leyte-Samar subgrids effective Oct. 2, 2025.
The move follows the normalization of system conditions after a suspension triggered by a magnitude 6.9 earthquake near Cebu.
The commission, which serves as the trading floor for electricity across the Luzon, Visayas and Mindanao power grids, lifted its Oct. 1 directive that suspended WESM operations due to total power fail-
ure caused by the quake.
The ERC’s Market Operations Service–Spot Market Division, in coordination with the National Grid Corporation of the Philippines (NGCP) system operator and WESM operator Independent Electricity Market Operator of the Philippines (IEMOP), closely monitored the condition of the Visayas grid.
NGCP reported that the 138-kV Ubay–Maasin Line 2 was energized at 4:01 a.m. on Oct. 1, enabling the synchronization of Bohol Island with the Visayas grid. The Leyte-Samar sub-grid was also fully restored at 7:12 p.m. on the same day.

THE Securities and Exchange Commission (SEC) has issued a stern warning to the public about fraudulent services that promise to help victims recover funds lost in previous scams but are designed to deceive them a second time.
These schemes, often called “recovery scams” or “advancefee recovery scams,” are being promoted through Facebook pages, online groups and other social media platforms, the SEC
said in an advisory.
It said the operators of these schemes are not authorized by the commission and have no legal authority to provide recovery services.

ASEAN countries have adopted a 20-year vision to strengthen food and nutritional security, boost climate resilience and support rural development across the region, according to Department of Agriculture Secretary Francisco Tiu Laurel Jr. Tiu Laurel is the chair of the 47th ASEAN Ministers on Agriculture and Forestry (AMAF) Annual Meeting. The vision, which targets a population of more than 650 million people, sets a long-term framework to address emerging challenges in food systems and forestry management up to 2045. To operationalize this commitment, the ministers also approved the ASEAN-Food, Agriculture and Forestry (FAF) Sectoral Plan of Action 2026–2030, a medium-term roadmap that
outlines regional priorities and initiatives for the next five years.
As part of the Philippines’ preparations for its ASEAN chairship in 2026, AMAF endorsed two key initiatives: the ASEAN Implementation Plan for Regenerative and Resilient Agriculture Systems as a priority economic deliverable, and the ASEAN One Billion Trees Initiative, an annual program aimed at advancing ecosystem restoration and climate action.
Tiu Laurel said these measures reflect ASEAN’s commitment to sustainable development and solidarity in responding to climate and market shocks.
“Rather than relying on distant partners, ASEAN members can depend on each other in times of emergencies or disruptions, stabilizing prices and ensuring supply,” said Laurel.
Scammers typically offer the recovery of funds previously lost to fraudulent schemes in exchange for advance fees or personal information.
The SEC said to appear legitimate, the operators often misrepresent their affiliation with government agencies or law enforcement, fabricate testimonials, documents, or credentials and use high-pressure tactics to persuade victims to use their services.
“The commission warns the public not to transact with, remit any sum to, or disclose personal
information to such individuals or groups,” the SEC said in a statement.
“Victims of scams are strongly urged to lodge their complaints directly with the proper authorities for appropriate action,” it said.
The commission reiterated its commitment to fighting illegal investment activities.
“The commission remains unwavering in its efforts to stamp out illegal investment-taking activities through financial literacy campaigns and advisories to the public,” the regulator said.
THE Social Security System (SSS) said it has opened its calamity loan program for members affected by the 6.9 magnitude Cebu earthquake and recent tropical cyclones, offering financial relief with a lowered interest rate. The announcement, effective from Oct. 2, 2025, follows a directive from President Ferdinand Marcos Jr. and an instruction from Finance Secretary and Social Security Commission chairperson Ralph Recto to provide immediate assistance.
METRO Dumaguete Water (MDW) is committing a P524-million investment over the next five years to enhance the city’s water supply and services. The capital expenditure (CAPEX) program is a key component of MDW’s long-term master plan to ensure a reliable and affordable water supply for residents. MDW is a partnership between Dumaguete City Water District and Metro Pacific Water.
MDW will use the investment for various capital projects aimed at improving and expanding the water distribution network, according to chief operating officer Robert Cabiles in a statement.
Cabiles shared the details of the plan during a recent presentation to the Sangguniang Panlungsod of Dumaguete.
The National Disaster Risk Reduction and Management Council (NDRRMC) declared a state of calamity for all cities and municipalities in Cebu province after the powerful quake struck on September 30, 2025.
SSS president and chief executive Robert Joseph Montes De Claro said that the program’s new guidelines allow the SSS to respond sooner. The loanable amount is up to P20,000, with an interest rate of seven percent per annum.
“We want to assure our members
that they can rely on SSS in times of calamities and other natural disasters,” De Claro said.
“Our goal is to support the quick recovery of our members in quake-hit areas by providing them with an accessible loan program,” he said.
De Claro said the loan activation process has been significantly shortened, enabling the SSS to provide immediate financial assistance.
Members can apply for the calamity loan using their My.SSS account,
and once approved, loan proceeds will be credited directly to their enrolled disbursement account.
De Claro said the program also extends vital financial relief to members affected by recent tropical cyclones Mirasol, Nando and Opong and the enhanced southwest monsoon.
“The series of typhoons in the past several days has affected the daily lives and livelihood of our members in different parts of the country,” De Claro said.

Religious chatbots and other faithbased digital tools are growing in number, offering counsel, comfort and spiritual guidance during an age of rapidly transforming socialization and engagement.
One app, which is called Text with Jesus, has thousands of paying subscribers. It lets people ostensibly ask questions of Mary, Joseph, Jesus and nearly all 12 apostles.
The idea is to educate, said Stephane Peter, CEO of Catloaf Software, which created the app.
“This is a new way to address religious issues in an interactive way,” he told AFP.
Although the app makes clear it uses AI, virtual Moses and Jesus don’t recognize that as such when asked the specific question.
Peter said that ChatGPT’s latest version, GPT-5, on which Text With Jesus is based, follows instructions better than previous iterations. It is also better at staying in whatever character it is supposed to be and can deny more forcefully that it’s a bot.

Rabbi Gilah Langner said the halakhah -- the collective body of religious laws derived from the Torah, the Jewish holy book -- has many interpretations. Jews need other Jews, with their insights and perspective, to connect them to the tradition of their faith, she said.

Each category showcases a unique form of artistic storytelling, spanning traditional-inspired brushwork, imaginative futuristic scenes, and expressive frame-by-frame animation. THE Digital Marketing Association of the Philippines (DMAP) kicked off its search for the next generation of superstar talent. Over 300 young creatives, innovators, and industry leaders gathered for the bootcamp of the Digital Young Creators program (DYC) at the Ayala Museum in Makati City in September 2025.
“Sari-Sari DYC 2025 celebrates all kinds of young digital talents,” said DYC Co-Chairs Raymund Sison of Lennon Group and Cams Sta. Ana of Meta Philippines as they opened the program and welcomed everybody.
“It celebrates creation in all its forms – a melting pot of diverse ideas, innovations, culture, and all kinds of digital makers. A launchpad for digital young talents!”
The learning boot camp, which precedes the much-anticipated competition, featured workshops, panel discussions, mentor sessions, and interactive activities to prepare them for the program. Participants learned from keynote speakers, which included Raxenne Maniquiz, one of the country’s top graphic designers and illustrators; Jann Pascua, the creative director of Vogue Philippines; Abi Marquez, content creator and Lumpia Queen; Raco Ruiz, content creator and visual artist; Antoinette Jadaone, director and co-founder of Project 8 Projects; Carl Chavez, director and founder of Lunchbox; and Merlee Jayme, chairmom and founder of Jayme Headquarters and The Misfits Camp.
A notable fireside chat on The Power of Unstereotyping by Kim Patria, campaigns and communities of practice director of Investing in Women, and Mullenlowe TREYNA’s Adrian De Guzman, creator of Right To Care, Purple Boomerang 2024 winner. The participants were also coached by Nikki Sunga, Jao Bautista, Rey Tiempo, and Marcel Lacap.

That was the sentiment at the finale media conference of It’s Okay to Not Be Okay, ABS-CBN Star Creatives’ adaptation of the hit South Korean drama, where emotions ran high as the cast looked back on their journey before the series’ final episodes.
From the red carpet at the Dolphy Theater to the program itself, the cast carried infectious energy as clips from the final episodes rolled. But emotions turned heavy when they were called onstage to talk about their journey and the series’ impending end.
Lead stars Carlo Aquino and Anne Curtis were visibly moved.
Carlo, who plays Matmat, spoke about the bond he built with the cast and crew since filming began last year.
“We’ve been together since July of last year. I’m not used to saying goodbye because I’ve grown to love this team so much, and I truly love this show,” he said, holding back tears.
Anne echoed the sentiment, adding that the adaptation carried a uniquely Filipino soul.
Trump ally warns migrants not safe at Bad Bunny
A CLOSE ally of President Donald Trump warned that immigration authorities could carry out sweeps at next year’s Super Bowl, where Puerto Rican star Bad Bunny is set to headline the halftime show.
Corey Lewandowski , a senior adviser to Homeland Security Secretary Kristi Noem , said in a podcast Wednesday that undocumented immigrants would not be safe from enforcement at major events.
“There is nowhere that you can provide safe haven to people who are in this country illegally, not the Super Bowl and nowhere else,” Lewandowski said. “We will find you. We will apprehend you. We will put you in a detention facility, and we will deport you.”

“In the beginning, Kuya Enchong and I were always anxious, unsure if we were doing too much or if it would come off as cringe. But eventually, things just clicked, and I think our bond helped us deliver,” she admitted.
Other cast members, including Enchong, Maricel Laxa, Agot Isidro, Bodjie Pascua, Bobot Mortiz, Louise Abuel, Alyssa Muhlach, Aljon Mendoza, and Ana Abad Santos, joined in thanking viewers. The group agreed that saying goodbye to something they considered “family” was difficult.
The show has consistently ranked among the Top 10 mostwatched titles on Netflix Philippines, adding to its success on free TV and streaming platforms.

‘Saksi’ marks 30 years, becomes GMA’s longest-running newscast
GMA Integrated News’ late-night newscast Saksi has reached its 30th year on Philippine television, cementing its place as the longest-running news program of the network.
The program aired its pilot episode on Oct. 2, 1995, with the late Mike Enriquez as one of its first anchors. Initially a primetime newscast, it moved to its late-night slot in 2002. Over three decades, it has been helmed by some of the country’s most prominent broadcast journalists, including Mel Tiangco (1996-1999), Vicky Morales (19992014), and Arnold Clavio (2004-2024). Pia Arcangel, who joined as anchor in 2014, continues to lead the newscast today.
The program has earned significant recognition both locally and abroad. It became the first Philippine news program to win at the Asian TV Awards in 2000 and the New York Festivals in 2003. It also received multiple honors from the Catholic Mass Media Awards, including Best News Program in 2001, 2010, 2021 and 2022, the 12th PMPC Star Awards in 1998, the US International Film and Video Festival Silver Screen Award for its Typhoon Ompong coverage in 2019, and a Philippine Quill Award in 2024.
GMA Network chairman Felipe L. Gozon hailed Saksi as a program that has stood as “a witness to history and a steadfast source of reliable journalism for Filipinos.” President and CEO Gilberto R. Arcangel said the role of a late-night newscast has changed in the digital age, shifting from providing recaps to offering in-depth analysis and context. “Viewers already know what happened during the day, so what they need at night is a clearer understanding of the news,” she said.
Anchoring Saksi has also shaped Arcangel’s career. She recalled covering events such as the Feast of the Black Nazarene, the wake of a former president, and international news assignments. “Coming into the newscast, the bar had been set very high. I knew that meant working hard to maintain the same levels of integrity and truthfulness,” she said.
