Joel Villanueva and Jinggoy Estrada are not yet cleared on the issue of multi-million-peso insertions in the 2023 and 2025 budgets for floodcontrol infrastructure projects in Bulacan, Senate President Pro Tempore Ping Lacson said.

"By any measure, Senators Villanueva and Estrada have not been cleared, at least on the issue of budget insertions involving infrastructure projects in Bulacan worth P600 million and P355 million respectively, as alleged by (former DPWH District Engineer) Brice Hernandez," Lacson wrote on X.

During Thursday's hearing of the Blue Ribbon Committee, Lacson said the P600 million supposedly for flood control projects in Bulacan was found in the Unprogrammed Fund under the 2023 GAA, which Hernandez earlier linked to Villanueva.

He said his office found in the regular budget of the 2025 General Appropriations Act the P355 million in infrastructure projects in Bulacan that Hernandez linked to Estrada.

Lacson said the P600 million linked to Villanueva was also culled from documents provided by Senator Sherwin Gatchalian.

"There are seven to eight items worth P75 million each, exactly P600 million in total," he said.

CONTRACTORS Pacifico “Curlee” and Cezarah “Sarah” Discaya yesterday met with Justice Secretary Jesus Crispin Remulla to discuss their application to the Witness Protection Program (WPP) even as two senators advised a more judicious review of whether the couple truly deserves such special treatment.

HOUSE Speaker Faustino Dy III formally revoked the travel clearance of Ako Bicol party-list Rep. Zaldy Co and ordered him to return to the Philippines within ten days upon receiving notice.

In a letter dated September 18, Dy informed Co that his existing travel clearance for his personal trip is hereby revoked "effective immediately."

VP off to Japan; supporters to hold Davao prayer rally

VICE President Sara Duterte confirmed that she and her allies are organizing the prayer rally in Davao City scheduled on September 21, but clarified she had no knowledge of the demonstrations set in EDSA and Luneta on the same day.

Filipino affected by Nepal unrest—DFA

THE Department of Foreign Affairs (DFAO) on Friday said they are closely monitoring developments in Nepal with an eye on the situation of the Filipino community in that country.

In a statement, the DFA said Philippine embassy in New Delhi and its consulate office in Kathmandu announced that there have been no reports of Filipino nationals adversely affected by the recent unrest in Nepal.

Nonetheless, the embassy advised Filipinos to avoid all travel to Nepal.

LTO suspends license of haughty DPWH exec

THE Land Transportation Office (LTO) has suspended the driver’s license of a Department of Public Works and Highways (DPWH) official over alleged abusive behavior against a subdivision security guard.

LTO chief Vigor Mendoza II said a show-cause order was also issued against the DPWH official, a lawyer, who was relieved earlier by former Transportation chief now DPWH Secretary Vince Dizon.

“We already placed his driver’s license under a 90-day preventive suspension, or until such time that the investigation into this case is done,” Mendoza said.

Five minors rescued from massage parlor

THE Taguig City government on Friday announced the rescue of five minors from a massage parlor as part of its intensified efforts to combat child abuse and exploitation.

Mayor Laarni Cayetano said the operation, carried out by the city’s Women and Children Protection Desk (WCPD) in coordination with the Social Welfare and Development Office, also led to the arrest of two suspects.

Cayetano said the shop, located along Manuel L. Quezon St. in Barangay New Lower Bicutan was reportedly providing clients illicit sexual services.

AFORMER lawmaker from Mindanao on Friday lauded Leyte First District Rep. Ferdinand Martin Romualdez for voluntarily stepping down as Speaker of the House of Representatives to maintain the integrity and stability of the legislature and give the Independent Commission on Infrastructure (ICI) a free hand in pursuing its mandate to dig up the truth on the alleged anomalies on government infrastructure projects.

House Speaker Martin Romualdez, would not be spared in the investigation into corruption in infrastructure projects.

The controversy surrounding the flood control projects has led to protests across the Philippines, with several scheduled in Metro Manila on Sunday.

THE Department of Agriculture (DA) may push for a 15-day extension of the rice importation moratorium, after Agriculture Secretary Francisco Tiu Laurel Jr. reported initial gains in palay prices since the ban was imposed.

“Pending data validation, I am now inclined to recommend that the President extend the ban for at least 15 to 30 days,” Laurel said.

The two-month rice import ban, ordered by President Marcos, runs from September to October to protect farmers during the peak harvest season.

T he DA is set to recommend by month’s end whether to extend or lift the moratorium. Preliminary data show farmgate prices of wet palay have risen in recent weeks.

“Before the import ban, prices of wet palay had fallen to around P8 to P10 per kilo. We are now seeing P17 per kilo in some areas of Mindanao. In provinces like Isabela and Nueva Ecija, prices have risen to P13 to P14 per kilo. Although still below profitability for most farmers, these are improvements,” Tiu Laurel noted.

‘Project NOAH may end flood woes’

A PARTY-list lawmaker has underscored the need for “evidence –based planning” by the Department of Public Works and Highways (DPWH) to achieve concrete solution to the perennial flood problems.

FPJ Panday Bayanihan party-list Rep. Brian Poe raised this observation during the House of Representatives’ hearing on the proposed 2026 budget for the DPWH.

Poe, vice chairman of the House appropriations committee, cited the research titled “Nationwide Operational Assessment of Hazards” also known as Project NOAH, study which features flood risk maps, hydrological analyses, and river basin data collated over the past five years.

Poe said NOAH could help identify which areas are most vulnerable and what types of interven-

tions are most effective.

“Our goal is not just to highlight problems, but to contribute solutions. That’s why we are suggesting NOAH that the DPWH could use for a more efficient planning of projects that must be science-based,” the lawmaker said.

DPWH Secretary Vince Dizon welcomed Poe’s recommendation, acknowledging that many flood control projects in the past were awarded without proper technical studies.

“It is only now that I saw (infrastructure) projects that are being awarded even without any plan,” Dizon said in Filipino.

Poe also noted that the DPWH has unobligated funds of ₱392.3 billion for 2025 and ₱56.7 billion from 2024 that must be maximized for effective, long-term solutions.

Revilla: P60 minimum wage hike in Calabarzon approved

HOUSE Committee on Labor and Employment chairperson and Cavite First District Rep. Jolo Revilla on Friday announced the implementation of a new wage order granting a P30 to P60 increase in the daily pay of minimum wage earners in Calabarzon.

Under Wage Order No. IVA-22, minimum wage earners in Cavite City, Carmona, General Trias, Tagaytay, Trece Martires, and other component cities will now receive P600 per day, while those in Rosario, Kawit, Naic, Silang, and Tanza will earn P550 per day.

The wage order prescribes a two-tranche implementation, with the first increase taking effect immediately upon publication and the second tranche scheduled on April 1, 2026 .

GOVERNMENT agents apprehended an African tourist at the Mactan-Cebu International Airport (MCIA) after discovering P27 million worth of illegal drugs in his possession.

The foreigner, who arrived on a flight from South Africa via Hong Kong, was intercepted during the screening process at the International Arrival Area - Terminal 2 on Thursday, September 18.

His luggage was flagged and underwent profiling and a non-intrusive examination by Customs personnel from the Port of Cebu, which revealed suspicious x-ray images.

BI deports 91 illegal POGOs Chinese workers

THE Bureau of Immigration on Friday deported 91 Chinese nationals arrested for working in unauthorized Philippine Offshore Gaming Operator (POGO) hubs.

BI Commissioner Joel Anthony Viado said the Chinese national boarded a Philippine Airlines flight bound for China early morning of Sept. 19.

The flight was arranged by the Chinese embassy, which assisted in the expedited deportation of the subjects.

The deportees were part of the Chinese nationals who were earlier taken into custody during various inter-agency raid operations with the Presidential Anti-Organized Crime Commission of POGO operations in Pasay and Paranaque, as well as mining operations in Homonhon.

The bureau clarified that others remain under government custody due to pending court cases and other legal incidents.

Viado said the deportation reflects the government’s firm stance against illegal foreign workers.

“We remain steadfast in enforcing our immigration laws. Those who abuse their stay in the Philippines and engage in unlawful activities will be dealt with accordingly,” he said.

SOCIAL Welfare Secretary Rex Gatchalian has commended the provincial government of Iloilo for being the first provincial local government unit (PLGU) to institutionalize the communitydriven development (CDD) approach.

“When I found out that Iloilo has their own provincial resolution or ordinance enshrining CDD, I can tell you that you are the first LGU (local government unit) to have that…may you be the shining beacon and example of a local government unit, of a provincial government unit that leads the way in community-driven

The sea cannot be guarded by those who destroyed it

ONCE again I raise the alarm on the worsening plight of our fishing families and the blatant contradictions in China’s recent actions in the West Philippine Sea.

As someone who has long advocated for our sovereignty and Filipinos’ wellbeing, I can no longer stand by idly as I witness the destruction of both our marine ecosystems and our way of life.

Go to Subic, and you will see the heartbreaking truth for yourself. I have seen the boats, once the lifeblood of our communities, left to rot on the shore.

I’ve heard the stories of fathers who are forced to abandon a tradition that has sustained their families for generations, taking odd jobs in construction to make ends meet. These aren’t isolated cases. This is the human cost of China’s aggression and environmental destruction.

Hypocrisy of the Highest Order

The news that China plans to establish a “nature reserve” in Bajo de Masinloc is a slap in the face.

It’s a move that National Security Adviser Sec. Eduardo Año rightly called out for its clear irony.

The world knows that since 2016, Chinese fishermen have been responsible for the large-scale harvesting of endangered species and the widespread destruction of our reefs – activities that the Netherlandsbased Permanent Court of Arbitration cited on July 12, 2016.

For them to now claim stewardship over an ecosystem they themselves have damaged is hypocrisy of the highest order.

How can those who have ravaged our reefs now call themselves its stewards?

Their actions are not just destroying corals or fish; they are destroying Filipino lives, our very ability to put food on the table.

This so-called “reserve” is nothing more than a smokescreen for their aggression.

By invoking the language of conservation, Beijing is trying to mask its true intent, which is to justify the deployment of not just coast guard ships but even warships.

Their goal is to tighten their grip on waters that are rightfully within our Exclusive Economic Zone.

This results in more harassment of our fishermen and government vessels and a blatant violation of international law.

A Fight for Survival

This is the most evident proof of China’s deception.

They talk about reserves and protection, but what they practice is coercion and violence.

Even a recent humanitarian mission to deliver fuel and provisions to our fishermen was met with aggressive actions from nine Chinese vessels.

Every collision, every water cannon blast, is another nail in the coffin of their false narrative.

The fight for the West Philippine Sea is not just about maritime boundaries or legal rulings; it is about our survival.

Their actions are not just destroying corals or fish; they are destroying Filipino lives, our very ability to put food on the table

Every abandoned boat is a story of betrayal.

And every Filipino must see that this is not just a fishermen’s fight. It is a national fight.

I call on our government and all of our people to rally behind our fishing communities.

We need urgent measures, such as fuel subsidies, modernized boats, and guaranteed access to our traditional fishing grounds.

But beyond immediate relief, we must stand united against China’s deceptive claims.

The sea cannot be guarded by those who destroyed it.

Only the Filipino fishermen, who have loved, respected, and lived by it, can genuinely be its stewards. And it is our duty as a nation to defend them.

Young plaintiffs stand tall after taking on Trump climate agenda in court

MISSOULA, Montana – Young Americans challenging President Donald Trump’s fossil fuel agenda say they were proud to have their day in court -- even if it meant fielding tough, sometimes perplexing questions from government lawyers.

“I don’t think the gravity of that situation has permeated through my brain yet,” 19-year-old Joseph Lee told AFP at the close of a two-day hearing in Lighthiser v. Trump.

“I’m going to wake up and realize, ‘Wow, I really did that.’ I testified in court against my own federal government, and it’s just such a meaningful thing to be part of this process.”

The case challenges three executive orders that the plaintiffs say trample their inalienable rights to life and liberty by seeking to “unleash” fossil fuels while sidelining sources of renewable energy.

The plaintiffs also seek to reverse the administration’s dismantling of climate science -- from suppressing a key national climate report to proposing to shut down a critical carbon dioxide monitoring site in Hawaii.

Judge Dana Christensen is now weighing whether to grant a preliminary injunction that could pave the way to trial -- or throw the case out, as the government has urged.

Despite the gravity of the issues at the center of the case, the plaintiffs said they found themselves questioning the seemingly insignificant details raised in court. Lee, from California, testified that a case of heat stroke left him hospitalized on the brink of organ failure.

During cross-examination, Justice Department attorney Erik Van de Stouwe asked whether he had sued the University

of California, San Diego over its lack of air conditioning in dorms, implying that -- and not climate action -- was the remedy.

Taiwan running out of time for its own satellites

HSINCHU, Taiwan – Taiwan’s space chief Wu Jong-shinn says the “clock is ticking” for the democratic island to launch its own satellites to secure internet and phone services during a potential conflict with China.

The island faces the constant threat of an invasion by Beijing, which claims the island is part of its territory and in recent years has intensified military pressure.

Taiwan needs 150 of its own low Earth orbit (LEO) satellites for “basic communication resilience” in case the subsea telecoms cables connecting the island with the rest of the world are damaged or cut, Wu told AFP in an interview.

It currently has none.

“We need to build up our own technology. But as you know... the clock is ticking,” said Wu, director general of Taiwan Space Agency.

“We need to speed up.” Taiwanese authorities have already seen what happens when subsea cables are disconnected.

UN Security Council reimposes Iran sanctions

UNITED NATIONS, New York – The United Nations Security Council will vote Friday (Saturday Manila time) on reimposing deep economic sanctions on Iran over its resurgent nuclear program. Britain, France and Germany — signatories to the Joint Comprehensive Plan of Action intended to stop Tehran obtaining nuclear weapons — allege that Iran has broken its promises under that 2015 treaty. Diplomatic sources expect that the resolution will not have the nine votes needed to uphold the status quo — in which sanctions remain lifted — and as such the punishment will be reimposed.

French President Emmanuel Macron said he expected international sanctions against Iran to be reinstated by the end of the month, in an excerpt from an Israeli television interview broadcast Thursday.

“The latest news we had from the Iranians are not serious,” he said.

WASHINGTON, DC – US President Donald Trump declined to approve $400 million in military aid to Taiwan in recent months while negotiating on trade and a potential summit with Beijing, the Washington Post reported Thursday. The decision would mark a sharp departure from US policy toward the democratic island, which faces a constant threat of invasion by China.

A White House official told the Post that the aid package decision was not yet final. Trump and his Chinese counterpart Xi Jinping are set to speak Friday, their second call since the 79-year-old Republican returned to the White House. 6.1-magnitude quake hits Central Papua JAKARTA – A shallow earthquake of magnitude 6.1 struck Indonesia’s Central Papua province on Friday, the US Geological Survey reported, with no initial reports of casualties.

The USGS said the earthquake’s epicenter was located 28 kilometers south of the town of Nabire in the Central Papua province, which is on the Indonesian half of the large Pacific island shared with Papua New Guinea. PARIS – Hundreds of thousands of people protested across France on Thursday over President Emmanuel Macron’s planned austerity policies, disrupting much of the country’s public life.

Heeding a call from trade unions, protesters staged a day of actions that saw public transport stalled, schools closed and people taking to the streets for demonstrations marked by sporadic clashes with the police.

One trade union, the leftist CGT, said that more than a million people across the country had taken part in the demonstrations -- higher than the 900,000 it says turned out for a June 2023 protest against the lifting of the retirement age to 64 from 62. The United States on Thursday again wielded its veto and thwarted a UN Security Council call for a ceasefire in Gaza, shielding its ally Israel from meaningful diplomatic pressure.

The 14 other members of the Council backed the resolution, initiated in August in response to the UN’s official declaration of famine after nearly two years of Israel’s war on Hamas in the Palestinian territory.

The vote came as Israeli tanks and jets pounded Gaza City, the target of a major new ground offensive, forcing Palestinians to flee south.

The resolution text seen by AFP had demanded “an immediate, unconditional and permanent ceasefire in Gaza respected by all parties” as well as the immediate and unconditional release of hostages.

The United States has repeatedly rejected that approach multiple times, most recently in June when it used its veto to back Israel.

“Let this resolution send a clear message, a message that the Security Council is not turning its back on starving civilians, on the hostages and the demand for a ceasefire,” Denmark’s UN ambassador Christina Lassen said ahead of the vote.

ALAS Pilipinas, after its remarkable performance at the FIVB Volleyball Men’s World Championship, has been challenged by Philippine National Volleyball Federation president Ramon “Tats” Suzara to maintain their growth.

Suzara hopes that players like Bryan Bagunas, Leo Ordiales, Marck Espejo, and Kim Malabunga will “continue to evolve in both skill and mindset, and to embrace their roles as ambassadors of the sport.”

He emphasized the importance of elevating the sport locally through mentorship, setting an example for younger athletes with discipline, teamwork, and resilience, and remaining committed to development even outside of major competitions.

The Philippines concluded its impressive run with a narrow fiveset loss to Iran, a valiant effort that earned them global admiration.

Despite having long odds, the team came close to reaching the Round of 16 in a competitive field of 32.

THE Philippine ocean economy hit P1.01 trillion in 2024, representing a 4.7-percent increase from P962.49 billion in 2023, the Philippine Statistics Authority (PSA) said Friday.

Data showed that the gross value added of ocean-based activities contributed 3.8 percent to the gross domestic product at current prices, it said.

Coastal construction saw the highest growth at 61.3 percent, followed by coastal accommodation, food and beverage services (34.8 percent) and marine education (13.9 percent).

Ocean fishing held the largest share of the total ocean economy, accounting for 24.5 percent.

The manufacture of oceanbased products was next at 20.8 percent, with sea-based transportation and storage at 15.8 percent, and coastal accommodation, food and beverage services at 12.8 percent.

Employment in ocean-based activities fell 1 percent to 2.39 million people in 2024 from 2.42 million the previous year.

This accounted for 4.9 percent of the country’s total employment.

Ocean fishing was the largest employer, accounting for 35.6 percent of jobs, followed by sea-based transportation and storage (24.2 percent), and coastal accommodation, food and beverage services (22.6 percent).

JCR’s ‘A-’ rating reaffirms strong confidence in PH

DEPARTMENT of Finance (DOF) Secretary Ralph Recto said Friday the country’s reaffirmed “A-” credit rating from the Japan Credit Rating Agency, Ltd. (JCR) is a “strong vote of confidence” in the government’s economic plans.

The high investment-grade rating, with a stable outlook, signals strong macroeconomic stability and robust creditworthiness, which can lead to lower borrowing costs for the government and businesses.

“More Filipinos will benefit from the continued trust given to us by credit rating agencies. Because of this, more investments will come in, more good jobs will be created, and we will

be able to lift more Filipinos out of poverty,” Recto said in a statement.

The rating affirmation comes as JPMorgan placed the Philippines on its Index Watch-Positive list, signaling potential inclusion in the bank’s global bond index. Inclusion would increase exposure of Philippine government bonds to foreign investors, further lowering borrowing costs and boosting economic growth.

“This back-to-back good news shows that global institutions recognize the Philippines’ strong fundamentals and sound reforms,” Recto said.

“The message is clear: our growth story is only getting stronger,” he said.

In its review, JCR highlighted the Philippines’ sustained growth rate of around 6 percent in recent years, supported by solid domestic demand, low external debt and ample foreign exchange reserves.

The agency noted that growth would be sustained under President Ferdinand Marcos Jr.’s “Build Better More” program. The newly-enacted Public-Private Partnership (PPP) Code is expected to boost private sector participation in infrastructure projects.

Ombudsman lifts preventive suspension of GSIS chief

THE Ombudsman has lifted the preventive suspension of the head of the Government Service Insurance System (GSIS), the state pension fund said Friday.

The Office of the Ombudsman suspended GSIS president and general manager Jose Arnulfo Veloso and several other officials in July 2025 over an administrative case involving the fund’s acquisition of shares in an energy company.

The suspension was lifted because “the document/evidence pertaining to the disposition of the case are already on hand” and there was “insufficient ground to believe that their continued stay in office may prejudice the investigation,” the Ombudsman said in its order.

The case stemmed from GSIS’s acquisition of 100 million perpetual preferred shares worth P1.45 billion from Alternergy Holdings Corp. through a subscription agreement.

New law to tackle right-of-way delays, speed up

A NEW law signed by President Ferdinand Marcos Jr. is expected to speed up the acquisition of land for infrastructure projects and boost investor confidence, a top official said Friday.

The Accelerated and Reformed Right-of-Way (ARROW) Act, signed as Republic Act No. 12289, is a key part of the administration’s “BuildBetter-More” program.

Secretary Frederick Go, Special Assistant to the President for Investment and Economic Affairs (SAPIEA),

described the measure as a ‘win for both the economy and the Filipino people,’ saying it would resolve one of the most persistent issues in the country’s infrastructure drive.

“The ARROW Act will speed up the delivery of projects while ensuring fair compensation and transparency,” Go said.

“It will enable better access to essential services, boost investor confidence, and, more importantly, fast-track projects that will deliver safer roads, shorter commutes, reliable electricity, clean water and increased opportunities,” he said.

Veloso said in a statement he respects the decision and looks forward to returning to his duties.

“The findings of the Ombudsman affirm that there is insufficient ground to believe that my continued service would prejudice the ongoing investigation,” Veloso said. He said he would “continue the work of protecting and growing the GSIS fund for the future of all government workers.”

The acquisition follows a recent investment from Singapore-based ABC Impact, which committed to a 16-percent minority stake in AC Health. The funding will support AC Health’s goal to grow its network to at least 10 hospitals, 300 clinics and 1,150 pharmacies by 2027.

PH shares climb on global rally; peso falls to 57.15 a dollar

PHILIPPINE shares rallied for a fourth consecutive day Friday, lifted by global stock gains and optimism about further monetary easing.

The 30-company Philippine Stock Exchange index, or PSEi, rose 30.87 points, or 0.50 percent, to close the week at 6,264.49. The broader allshares index climbed 6.36 points, or 0.17 percent, to 3,740.81.

The peso depreciated further against the dollar, closing at 57.15 from 57.06 on Thursday.

“The market was lifted by continued buying pressure driven by positive economic developments, reflecting improved investor confidence,” said Luis Limlingan of Regina Capital Development Corp.

Positive participation from both local and foreign investors also boosted the market, with value turnover reaching P13.54 billion.

Limlingan said the “continued sentiment the U.S. Federal Reserve will maintain its accommodative stance has given investors a reason to reengage with equities.”

The U.S. Federal Reserve cut its interest rate by 25 basis points last Thursday, the first time this year.

Sectors ended mixed, with financials leading the gainers, up 2.01 percent. Industrials recorded the steepest loss, down 0.60 percent.

Declining stocks outnumbered gainers 105 to 93, while 57 stocks remained unchanged.

Shares of BDO Unibank Inc. rose 4.79 percent to P150.90, while shares of Globe Telecom Inc. declined 2.75 percent to P1,555.

Asian markets were mixed Friday at the end of a strong week for investors following a US interest rate cut, with attention now turning to a call between Donald Trump and Xi Jinping due later in the day.

Adding to selling pressure were expectations that Japan’s central bank would hike interest rates later this year, despite holding them at its latest meeting. While the Federal Reserve and boss Jerome Powell were not as forthright as hoped on future rate reductions, the mood on trading floors remained upbeat.

The US central bank lowered borrowing costs Wednesday for the first time since December after a series of reports pointed to a slowdown in the country’s labour market, which offset stubbornly high inflation.

A closely watched gauge of future moves indicated two more this year, but Powell warned decisions would be data-dependent.

With that in mind, even figures showing a sharp drop in initial jobless claims for last week did little to dampen expectations that rates will continue to be cut.

Del Monte trading remains suspended on audit disclaimer

Trading of canned fruit company Del Monte Pacific Ltd. (DMPL) will remain suspended despite the filing of its annual report, the company said in a disclosure to the Philippine Stock Exchange.

The company’s shares remain suspended from trading due to an audit disclaimer on its fiscal year 2025 annual report.

An independent auditor’s report from Ernst and Young LLP issued a disclaimer on DMPL’s “carrying values of the assets and liabilities of our

U.S. subsidiary group, Del Monte Foods Holdings Limited (DMFHL) which assets had been classified as ‘assets held for disposal’ and presented as ‘discontinued operations.’”

“The disclaimer arose from the auditors’ inability to obtain sufficient evidence on the recoverable values of

these assets and related liabilities due to the ongoing U.S. Chapter 11 process,” DMPL said. While trading of DMPL’s shares remains suspended in the local bourse, its shares in the Singapore Stock Exchange are still active. Under the rules of the Philippine Stock Exchange (PSE), an audit disclaimer in the audited financials is an automatic ground for trading suspension. The Singapore Stock Exchange (SGX) does not have the same rules.

Meanwhile, the company said it has filed a petition with the PSE to lift the trading suspension. It argued that the audit disclaimer pertains only to dis-

continued operations of the U.S. business for fiscal year 2025, which ended April 30, 2025.

The U.S. operations have been deconsolidated from the company’s financial accounts effective May 1, 2025.

DMPL also noted that the consolidated financial statements of the continuing operations are unaffected and remain reliable. It said it has fully impaired its investments and other assets in DMFHL.

The company said in its financial report it had incurred $703.4 million in impairment losses due to the deconsolidation of its U.S. subsidiary.

DICT, InfiniVAN team up to boost local, int’l digital connectivity

THE Department of Information and Communications Technology (DICT) has partnered with InfiniVAN Inc. to improve internet connectivity and digital services nationwide.

The DICT and InfiniVAN have signed a memorandum of understanding (MOU) to explore building a se-

cure, nationwide digital network for the government and support the implementation of the National Broadband Program (NBP).

“This collaboration is the first step that allows us to explore more solutions to provide connectivity for Filipinos, especially those in GIDAs,” said DICT Secretary Henry Aguda.

He added that the partnership “will enhance both national and international connectivity, support the DICT’s free Wi-Fi service, and promote infrastructure collaboration to strengthen resiliency and redundancy.”

Through the MOU, the DICT and InfiniVAN will work together on potential initiatives to develop a government backbone system that may

serve as the foundation for the internet connectivity requirements of various government branches and offices. This could enable the DICT to improve Free Public Wi-Fi services, particularly in unserved, underserved, and Geographically Isolated and Disadvantaged Areas (GIDAs).

The network will be built in accordance with the DICT’s 2023-2028 National Cybersecurity Plan and will be executed with careful consideration for cybersecurity and resiliency.

Under the agreement, InfiniVAN and its Japanese parent company, IPS Inc., will make certain domestic and international network infrastructures available to the DICT. This includes dark fiber cores and/or capacities from InfiniVAN’s nationwide fiber optic network and IPS’s international submarine cable network.

This robust infrastructure will be integrated into the DICT’s existing network and will be fully managed and operated by DICT personnel after receiving proper training and knowledge transfer.

The MOU also creates opportunities to study the establishment of a direct connectivity link between Japan and Singapore via the Philippines, which could serve as a secure communication channel between Japan and the Philippines, with network redundancy supported by the PDSCN.

BDO dismisses client’s claims of system breach

BDO Unibank Inc. has dismissed social media claims by client Maria Jamila Cristiana Gonzales Berenguer alleging a system compromise and insider involvement in unauthorized transactions.

BDO said in a statement that its investigation found no evidence of a system breach. Instead, the unauthorized transactions followed a password reset and device registration that were validated by a one-time password (OTP) sent to the client’s registered mobile device, the bank said.

It said the OTP was sent on Sept. 14, 2025, the day before the reported transactions.

Berenguer, in an interview with

ABS-CBN, acknowledged that her mobile device had been with other people.

BDO said transaction alerts were sent to Berenguer on Sept. 15, six hours before she reported the issue to the BDO Hotline.

“Transactions through BDO Pay require a PIN or biometrics, not OTP,” BDO said.

“OTP is required only for device registration,” it said.

BDO claimed that transfer limits were not bypassed and its security controls remain in place.

The bank said it has tried to engage with Berenguer, but she has “declined and continue[d] to post several videos that are inaccurate.”

Online sellers oppose DTI’s Trustmark

SMALL online sellers are pushing back against the Department of Trade and Industry’s (DTI) Trustmark program, warning that mandatory registration fees and disclosure requirements could be a burden for micro, small, and medium-sized enterprises (MSMEs).

THE Philippine Competition Commission (PCC) said Friday it has reviewed 348 merger and acquisition transactions worth P6.8 trillion, a milestone that highlights its role in protecting fair competition.

RE players downplay impact of Trump’s stance

RENEWABLE energy (RE) stakeholders in the Philippines are downplaying the potential negative effects of US President Donald Trump’s stance against renewable energy.

Mylene Capongcol, an undersecretary at the Department of Energy, said the impact on the Philippine energy sector would be minimal. The Trump administration ended subsidies for green initiatives like solar and wind, calling them unreliable energy sources.

This contrasts with the Philippines’ policy, which aims for renewable energy to account for 35 percent of its power mix by 2030 and 50 percent by 2040.

“Most of the investors in the renewable energy or in the energy space are from, you know, Filipino companies and then Chinese or other Asian countries,” Capongcol said.

Top music body says AI firms guilty of ‘wilful’ copyright theft

PARIS— AI companies have sucked up the world’s entire music catalogue and are guilty of “wilful, commercialscale copyright infringement”, a major music industry group told AFP.

“The world’s largest tech companies as well as AI-specific companies, such as OpenAI, Suno, and Udio, Mistral, etc. are engaged in the largest copyright infringement exercise that has been seen,” John Phelan, director general of the International Confederation of Music Publishers (ICMP), told AFP.

For nearly two years, the Brusselsbased body, which brings together major record labels and other music industry professionals, investigated how generative artificial intelligence (AI) companies used material to enrich their services.

The ICMP is one of a number of industry bodies spanning the news media and publishing to target the booming artificial intelligence sector over its use of content without paying royalties.

AI music generators such as Suno and Udio can produce tracks with voices, melodies and musical styles that echo those of original artists such as the Beatles, Mariah Carey, Depeche Mode, or the Beach Boys.

The Recording Industry Association of America, a US trade group, filed a lawsuit in June 2024 against both companies.

“What is legal or illegal is how the technologies are used. That means the corporate decisions made by the chief executives of companies matter immensely and should comply with the law,” Phelan told AFP.

“What we see is they are engaged in wilful, commercial-scale copyright infringement.”

One exception was Eleven Music, an AI-generated music service provider, which signed a deal with the Kobalt Music royalties management

group in August, Phelan said. Contacted by AFP, OpenAI declined to comment. Google, Mistral, Suno and Udio did not respond.

Tech giants often invoke “fair use”, a copyright exception that allows the use of a work without permission under certain circumstances.

‘Threat’

Research by the ICMP, first published in music outlet Billboard on September 9, claimed that AI companies had engaged in widespread “scraping”, a practice that uses programmes known as “crawlers” which explore the internet for content.

“We believe they are doing so from licensed services such as YouTube (owned by Google) and other digital sources,” including music platforms, the group added.

Lyrics can be harvested to feed some models, which then use them for inspiration or reproduce them without permission, according to the ICMP.

In response, rights holders are calling for tougher regulation, notably

through the European Union’s Artificial Intelligence Act, to ensure transparency about the data used.

“It is essential to understand the scale of the threat facing authors, composers and publishers,” warned Juliette Metz, president of the French music publishers’ association and also an ICMP member.

“There can be no use of copyrightprotected music without a licence,” she said.

In the United States, AI start-up Anthropic, creator of Claude, announced on September 6 that it had agreed to pay at least $1.5 billion into a compensation fund for authors, rights holders and publishers who sued the firm for illegally downloading millions of books.

The three US-based music majors -- Universal, Warner and Sony -- have entered into negotiations with Suno and Udio, aiming for a licensing deal.

Music generated entirely by AI is already seeping onto streaming platforms.

Albania has a new minister and it’s AI

TIRANA, Albania—Albania’s new AI-generated minister addressed parliament for the first time on Thursday, defending its role as “not here to replace people, but to help them”.

The world’s first AI government minister was appointed last week by Albania’s Prime Minister Edi Rama.

“Some have called me ‘unconstitutional’ because I am not a human being,” the AI -- dubbed Diella, or “sun” in Albanian -- told parliament in a video, appearing as a woman dressed in a traditional Albanian costume.

It was unclear how the video was generated or the origin of the speech.

“Let me remind you, the real danger to constitutions has never been the machines but the inhumane decisions of those in power,” the bot said.

Last week Rama said the AI would be entrusted with all decisions on public tenders, making them “100 per cent corruption-free and every public fund submitted to the tender procedure will be perfectly transparent”.

Diella was launched in January as an AI-powered virtual assistant to help people use the official e-Albania platform, which provides documents and services.

Albania ranks 80th out of 180 countries in Transparency International’s corruption index.

The mayor of the capital Tirana, a former close associate of Rama, has been in pretrial detention for months on suspicion of corruption in the awarding of public contracts and money laundering.

But the AI minister has angered the opposition.

“The goal is nothing more than to attract attention,” former prime minister and opposition leader Sali Berisha said, who has himself been accused of graft.

“It is impossible to curb corruption with Diella,” he added.

“Who will control Diella? Diella is unconstitutional, and the Democratic Party will take the matter to the Constitutional Court,” he said.

The government’s plans were adopted after a rowdy debate in which the opposi-

tion boycotted the vote.

The AI also responded to constitutional concerns, noting that the law “speaks of duties, responsibilities, transparency, without discrimination.”

JUDY Ann Santos is still pinching herself after being named the youngest Hall of Famer in the Metro Manila Film Festival (MMFF), a recognition she admits left her “floating with happiness.”

The 47-year-old actress joined industry greats at the launch of the MMFF’s commemorative coffee table book, which took eight months to complete and features icons who have shaped the festival’s five-decade run.

Among those honored were National Artist Ricky Lee, director Jose Javier Reyes, Ericson Navarro, Lee Briones-Meily, Roy Iglesias, and Lotlot de Leon, who accepted on behalf of her late mother, National Artist Nora Aunor, the actress with the most best actress trophies in MMFF history.

Louboutin taps Jaden Smith to lead well-heeled shoemaker’s men’s line

CHRISTIAN Louboutin of scarlet-stiletto fame on Wednesday named Jaden Smith , who has followed in his superstar father Will Smith’s footsteps as an actor and rapper, as artistic director of the French shoemaker’s men’s collection.

“Jaden Smith will unveil four collections per year, including shoes, leather goods, and accessories,” the brand said in a statement.

Louboutin, the head of his eponymous brand since its founding in 1991, will be handing over the reins of his menswear line for the first time.

“One morning, I was swimming and I asked myself: ‘Why not Jaden?’,” the 62-year-old told Le Figaro newspaper.

He is banking on Smith, 35 years his junior at 27, to inject “visibility” into the line, which has grown to account for a quarter of Louboutin’s revenue since launching in 2008.

“I am convinced by his creativity, but I am also happy to have an intelligent voice from a different generation at my side,” Louboutin added.

Smith said his elevation represented “one of the biggest honours” of his life.

“I feel a lot of pressure to be able to live up to everything that Christian has done for the house, and also stepping into such a serious role,” he told American media outlet WWD.

Jaden Smith, son of Will and Jada Pinkett Smith, was in the spotlight from a young age, acting in The Pursuit of Happyness in 2006 and 2010’s The Karate Kid before turning towards music and fashion.

While Smith the younger has already made a name for himself in with his brand MSFTSrep and a collaboration with sneaker-maker New Balance, he has never before headed a luxury fashion house’s entire line.
