PRESIDENT Ferdinand Marcos Jr. on Saturday named the first members of an independent commission tasked with investigating a spiraling scandal into bogus flood control projects that has already seen numerous lawmakers implicated.
Former Department of Public Works and Highways secretary Rogelio Singson and certified public accountant Rossana Fajardo have been designated as two of the commission’s three members.
Baguio City mayor Benjamin Magalong will serve as a special adviser and investigator.
Mr. Marcos will name a commission chairman “in the coming days,” presidential press officer Claire Castro said in a press briefing yesterday.
Public scrutiny of so-called ghost infra structure projects has been intensifying since the President raised the issue in his July State of the Nation Address that fol lowed weeks of deadly flooding.
“None of them are connected to any agency or contractor that is under investi gation,” Castro said of the fact-finding body’s members, who will probe infrastructure projects launched within the past 10 years.

“The President will always respect this freedom of expression. Whatever sentiments our countrymen are feeling right now, the President respects that,”Palace Press Officer Claire Castro said in a press briefing.
Castro issued the statement as various groups prepare for a large demonstration on September 21 to condemn the reported corruption in floodcontrol projects.
She said Mr. Marcos supports the expression of public grievances, which she described as “a fight against corruption.”
“We only pray that their sentiments would not be taken advantage of by people with ill intentions toward the government who aim to destabilize it,” Castro said.

MMDA launches new traffic team to enforce NCAP rules

THE newly-formed Swift Traffic Action Group (STAG) of the Metropolitan Manila Development Authority has commenced its operations in La Salle Greenhills, Ortigas, Mandaluyong City, in response to the rising number of No Contact Apprehension Policy (NCAP) violators in the vicinity.
STAG chief Edison Nebrija Jr. said traffic buildup in the area is primarily caused by parents and guardians dropping off and picking up students.
“Parents often remain in the area when their children are dropped off with their nanny, and they wait for the nanny to return, which leads to parking that obstructs the traffic behind them,” Nebrija stated.
Since July, the MMDA has recorded 1,556 NCAP violators in the area. Most of the violations were illegal parking, obstruction, and unauthorized loading and unloading that occurred during school peak hours.
The STAG team used body cameras to conduct traffic direction and assist motorists and school buses. The body cameras are linked to the MMDA Communications and Command Center to ensure real-time monitoring and documentation of on-ground operations.
MMDA chair Romando Artes assured there will be no overlapping of functions between STAG and the agency’s Special Operations Group – Task Force for Road Clearing (SOG-TFRC), led by Traffic Operations Officer III Gabriel Go.
He said STAG focuses on no-contact apprehension using body cameras, while SOG-TFRC is equipped with tow trucks for the physical clearing of illegally parked vehicles, including towing when necessary.

DOTr to roll out student beep cards on Sept. 20
THE Department of Transportation (DOTr) announced Saturday that Student Beep Cards will be launched on September 20.
The cards will automatically grant a 50-percent discount to student passengers using the LRT-1, LRT-2, and MRT-3, in line with President Ferdinand Marcos Jr.’s directive to make commuting more affordable and convenient.
The DOTr said the launch was previously postponed due to “systems issues,” which Transport Secretary Giovanni Lopez confirmed have already been resolved.

THE Bureau of Customs (BOC) on Saturday announced the creation of the Balikbayan Action Center (BAC) to protect overseas Filipino workers’ (OFWs) shipments and guarantee that balikbayan boxes are handled with integrity and efficiency.
According to Commissioner Ariel Nepomuceno, the BAC reinforces the bureau’s commitment to assist overseas Filipinos by addressing recurring concerns on balikbayan box processing and implementing reforms that restore confidence in customs procedures.
“This initiative demonstrates our firm resolve to protect the interests of overseas Filipinos. By ensuring that balikbayan boxes are treated with fairness and transparency, we honor their sacrifices and reaffirm our duty to serve them better,” he said in a statement.
The center’s responsibilities include in-depth research and analysis of concerns related to balikbayan boxes in customs processes, identifying best practices from other countries to improve efficiency, transparency, and fairness, exploring collaboration with other government agencies, and implementing initiatives neces -
sary to fully address balikbayan box-related concerns, along with other functions prescribed in the memorandum.
The BAC will be headed by the Assessment and Operations Coordinating Group (AOCG), with the Assistant Commissioner of the Post Clearance Audit Group (PCAG) serving as spokesperson, and members from the Port Operations Service, the Public Information and Assistance Division (PIAD), and other relevant offices. Nepomuceno also directed the group to submit an initial report within 30 days of receipt of the memorandum, followed by monthly updates, to ensure accountability.

Philippines backs UN resolution on 2-state plan
THE Philippine government has voted in favor of a United Nations General Assembly (UNGA) resolution backing the implementation of the two-state solution to the Palestine-Israel question.
The resolution, adopted on Sept. 12, garnered 142 votes in favor, 10 against, and 12 abstentions. Israel voted against it, alongside nine others – Argentina, Hungary, Micronesia, Nauru, Palau, Papua New Guinea, Paraguay,
Tonga, and the United States.
The resolution endorses the New York Declaration, issued during an international conference in July, which calls for the immediate end of war in Gaza and the settlement of the Israeli-Palestinian conflict based on the “effective implementation” of the two-state solution.
Israel’s Permanent Representative to the UN Danny Danon described the declaration as “onesided” that would “not be remembered as a step toward peace, only as another hollow gesture that weakens this Assembly’s credibility.”
Ahead of the vote, he said “Hamas is the biggest winner of any endorsement here today” and would declare it “the fruit of 7 October.”

that produced the declaration, Philippine Permanent Representative to the UN Antonio Lagdameo expressed Manila’s support for initiatives that could establish “a definitive path” to peace.
“The Philippines affirms its readiness to form part of UN-led peacekeeping and/or humanitarian contingent in Gaza, contributing peacekeepers, teachers, and/or medical workers,” Lagdameo said.
“The Philippines reiterates its enduring support and cooperation as we work together and commit to ending war, upholding justice, respecting human rights, promoting sustainable development, and maintaining international peace and security.”

DOLE allocates P559m for livelihood programs

(DOLE) has allocated more than P559 million to over 70,000 beneficiaries through various initiatives of the department.
Labor Secretary Bienvenido Laguesma said the initiative includes simultaneous job fairs, the awarding of livelihood grants, and payout ceremonies scheduled for Sept. 13, 2025.
“This effort aligns with President Ferdinand Marcos Jr.’s pledge to provide Filipinos with access to quality employment and sustainable livelihood opportunities,” Laguesma said. At least 1,061 participating employers are offering over 98,282 vacancies—81,826 local and 16,456 overseas—in various locations nationwide.
Job seekers are advised to bring copies of their resume or curriculum vitae, diploma, transcript of records, government clearances, and certificates of employment (for those who were formerly employed).
Beneficiaries of DOLE youth employment programs are also set to receive their salaries during the event.
A total of P46.9 million will be allocated to 11,145 beneficiaries of the Government Internship Program, while 6,093 beneficiaries of the Special Program for the Employment of Students will receive allowances amounting to P30.8 million.

He assured support for adequate funding for DepEd programs. Under the proposed 2026 National Expenditure Program, the agency requested P928.52 billion to address learning gaps and strengthen teaching personnel.
“Teachers who are adequately supported and recognized for their dedication will nurture children who are not only competent but also deeply rooted in Filipino values and love of country. With the ECP System, we can assure parents that their children are in capable hands,” Romualdez said.

– Take one very large shark, a boat and a movie that ran way over budget and you’ve got all the ingredients of a career-making film for one of Hollywood’s most successful directors.
Now fans of “Jaws” – Steven Spiel berg’s terrifying thriller about a maneating shark – can relive the movie as it celebrates its 50th anniversary in an exhibition at the Academy Museum in Los Angeles.
“The film certainly cost me a pound of flesh, but gave me a ton of career,” Spielberg told reporters as he toured ex hibits of props and memorabilia from the movie that propelled him to the top ranks of Holly wood directors.
“I thought my career was virtually over halfway through production on ‘Jaws,’ because everybody was saying to me: ‘You are never going to get hired again. This film is way over budget and way over schedule, and you are a real liability as a director.’”
“Jaws,” starring Roy Scheider, Richard Dreyfuss and Robert Shaw, established a benchmark for thrillers, winning three Oscars and spawning three sequels as it catapulted Spielberg to stardom.
With more than 200 artifacts spread across several galleries, “Jaws: The Exhibition” is the largest display dedicated to a single film at the Academy Museum.
They join “Bruce,” a life-size model of a shark that is on permanent display at the museum, and the only one that was ever actually on set (Spielberg named the model after his lawyer.)

DUBAI – Nadeen Ayoub, the first Palestinian to compete in Miss Universe, will step onto the stage at the height of one of the most harrowing periods in her people’s history, determined to show they are more than headlines of war.
“We’re more than our struggle and pain,” she told AFP in Dubai, where she is preparing to raise the Palestinian flag at the pageant in Thailand in November.
“Right now, our people need a voice and we don’t want our identity to be erased,” she said, nearly two years into the IsraelHamas war that has killed tens of thousands of Palestinians in Gaza.
As Israel intensifies its onslaught, causing what the United Nations has called a famine in Gaza City and widespread destruction in the territory, Ayoub said she wanted to showcase her homeland’s rich heritage and beauty, to humanize a people long reduced to just their suffering.

Though recognized by the vast majority of countries, some nations do not recognize a Palestinian state, making representation on a world stage an act of defiance for people like Ayoub.

Ayoub lives between Ramallah, Amman, and Dubai –where she founded an organization that trains content creators on sustainability and artificial intelligence.
She grew up in the occupied West Bank, the United States and Canada. After earning degrees in English literature and psychology, she went on to teach and work for NGOs in the occupied territories.
“My parents are both academics and they always told me to focus on my university (studies),” she said.

The move directly addresses a key concern for potential EV buyers: the cost of charging compared to conventional gasoline. Emerging Pinay filmmaker in Hollywood

FILIPINO filmmaker Debbie Su is making early strides in Hollywood, collaborating with spoof comedy pioneer David Zucker . This comes just months after completing her cinema production certificate at Los Angeles City College (LACC).
Su, 28, from Cagayan de Oro, earned a certificate in cinema production at Los Angeles City College (LACC) earlier this year. A former Ateneo de Manila University scholar in information design, she worked as a graphic designer before saving enough to pursue film in Los Angeles.
“When I was younger, we had the Lord of the disc set with the behind-the-scenes features, and I would watch those way more than the actual movies,” she said. “To be really part of a film, you have to do so much more than just write.”
Su’s latest break is with Zucker, whose credits include Airplane! (1980), The Naked Gun (1988), and Scary Movie 3 (2003). What began as an internship became a production role for MasterCrash, Zucker’s new online platform teaching his 15 rules for spoof comedy.
“I’m a producer and director on the course,” Su said. “We planned out the lessons, shot the content, and I edited the videos. David has a movie in early pre-production, Star of Malta, and I’m excited to work with him on it.” Zucker praised her contributions. “Debbie is a crucial member of our MasterCrash team,” he said. “She has a knack for production and direction and doesn’t settle for less than excellent.”
Beyond MasterCrash, Su is producing and directing Enmeshed, a web series created by Rix Messenger. The pilot, co-produced by Su, features Kim Rhodes of The Suite Life of Zack & Cody and Supernatural
Two years after only glimpsing the Hollywood sign from her campus, Su is now building her career in the industry.
At LACC, Su gained experience as a production assistant with Film Independent and joined the Disney Production Assistant Initiative, which makes her eligible for Disney projects. She also received a Golden Globe Foundation grant to finish RIP in Peace, a 13-minute dark comedy about grief.
Still on its festival run, the short has been nominated and awarded at Indie Short Fest, Venezia Shorts in Italy, Hollywood Shortsfest, and the Independent Shorts Awards.

ASHORT drive from Panglao’s beaches, South Farm offers a slower way of life where visitors can walk through gardens, feed animals, and see how Boholano traditions are kept alive.
The property began in 2020, when the pandemic halted travel and closed resorts.
Instead of letting staff go, the owners of South Palms Resort & Spa Panglao built a farm where employees could grow food, raise livestock, and pick up new skills.
What started as a livelihood project soon became part of the community. Today, South Farm is open to guests and locals. Its grounds are divided into villages—for farmers, fishermen, and artisans—each showing a different side of Bohol life.
Families can spend the day feeding goats, rabbits, birds, and guinea pigs at the animal sheds, stopping by the koi pond or fishing lake, or visiting the kitty barn where children can play with cats.
Workshops in the artisans’ village introduce visitors to weaving, pottery, and other crafts.
In the farmers’ area, guests can walk through organic plots, a propagation site, and even a hydroponic greenhouse.

“When we saw the talent of our own people, we realized this wasn’t just about farming. It was about identity,” she said.
Designers who worked on South Palms also credit the farm with shaping their vision. Phillip Pond of Atelier Pond said a simple seedling hut they saw at South Farm became the model for the resort’s Potting Shed Bar.
Master planner Prasasti Chenchin added that the farm reminded them to keep the project low-scale and tied to the land.
