A FORMER officer with the police’s child protection unit in the southern French city of Marseille will face trial on Monday for allegedly raping and sexually abusing Filipino street children in Manila.
The 46-year-old ex-policeman, who has been in custody for four years, was arrested after the head of a youth shelter reported that a 17-year-old resident, a rape victim, had been receiving inappropriate late-night messages from the lead officer on his case. Marseille prosecutors launched an investigation and raided the policeman’s home in June 2021, where they seized thousands of child pornography images. The probe led them to the Philippines, to where the man travelled each year as head of the French branch of a charity helping street children in Manila.

But he underscored that giving up his position is not the answer, adding that he is prepared to take responsibility for the controversies hounding the department.

Bonoan also confirmed the suspension of Batangas district engineer Abelardo Calalo, who was accused of attempting to bribe Batangas 1st District Rep. Leandro Leviste. Calalo was arrested during a police operation in Taal, Batangas on Aug. 22.

THE Department of Public Works and Highways and the top 15 contractors of flood-control projects have been invited to attend the hearing of the House of Representatives amid allegations of substandard or even ghost projects, Bicol Saro party-list Rep. Terry Rido said.
“We have also invited SYMS Construction Trading, which has been linked to ghost projects in Baliwag, Bulacan,” said Ridon, who heads the House Committee on Public Accounts, in a radio interview.
He said the issue of accreditation-for-sale among contractors will also be discussed.
President Ferdinand Marcos Jr. earlier disclosed that at least 15 contractors cornered a disproportionate share of flood control projects worth around P100 billion.
Mr. Marcos earlier visited two flood-control projects in Bulacan – one in Baliwag that he described as a “ghost project” that was fully paid even though not a single meter of work was built, and another in Calumpit which had been declared finished in official records but was still visibly incomplete.

NHA distributes cash aid to typhoon victims
AROUND 1,144 residents from various barangays in Manila, who were affected by recent calamities, have received cash aid totaling P11.44 million from the National Housing Authority (NHA) through its Emergency Housing Assistance Program (EHAP).
NHA General Manager Joeben Tai, with Manila City Mayor Francisco “Isko Moreno” Domagoso, led the distribution of P10,000 to each family whose homes were partially damaged by the southwest monsoon and typhoons Crising, Emong, and Dante. MMDA supports DBM green city program
THE Metropolitan Manila Development Authority (MMDA) has entered into an agreement with government agencies to implement the Local Government Support Fund – Green Green Green (G-3) Program of the Department of Budget and Management (DBM).
The initiative aims to make the country’s 145 cities more livable and sustainable through the development of public open spaces.
MMDA chairman Don Artes and the Metro Manila Council, composed of 17 NCR mayors, expressed full support for the program, which he said “goes beyond urban greening and beautification” and focuses on creating safe, inclusive public spaces.

Lawmaker pushes bill to combat AI fraud
A LEGISLATOR on Saturday pushed for the passage of a bill to curb the spread of artificial intelligence (AI)-generated fraud by imposing strict regulations on the use of deepfakes. Parañaque Rep. Brian Raymund Yamsuan urged his colleagues to support House Bill 3214, or the proposed Deepfake Regulation Act. Yamsuan warned that deepfakes can be “weaponized” to deceive the public, destroy reputations, impersonate individuals, and depict people in nonconsensual sexual content. The measure seeks to protect every Filipino’s likeness—face, body, and voice—without requiring prior trademark or copyright registration.
The bill defines deepfakes as AIgenerated media replicating a person’s likeness. It empowers victims to demand takedown of unauthorized content within 48 hours, with compliance to be enforced by a Notice and Takedown Office under the DICT. Violators face imprisonment of two to five years and fines ranging from P50,000 to P200,000.

is primed for thunderstorms. Most hailstorms happen in the hottest part of the day, between mid to late afternoon. Luzon recorded the most hail events overall, while relatively larger hailstones were observed in the Visayas and Mindanao. The team attributed this to the weaker influence of the Southwest Monsoon in those regions, which allows localized convective storms to persist later into the year.
For the study, the researchers used a “multi-source, crowdinformed approach” relying on
a wide range of data, including local government records, news reports, and geotagged social media posts.
“Most people are surprised when hail happens because it is relatively rare in the Philippines,” said Olaguera, senior author of the study. “Many take photos or videos and share them online. Some are scared since it’s unusual, while others just treat it as a strange kind of rain. People usually explain it as part of strong thunderstorms, and some interpret hail as a warning or sign of climate change.”

Jr. dismissed allegations of “ghost deliveries” of fertilizer raised by the Samahang Industriya ng Agrikultura (Sinag), branding them as baseless and harmful to the DA.
“We’ve already admitted before the Senate that there were delays in fertilizer deliveries in Regions 1, 2, and 4B. That’s confirmed and documented,” Tiu Laurel said Friday after launching the P20 rice program for fisherfolk at the
Navotas Fish Port Complex.
“But ghost deliveries? At the moment, I consider that fake news completely unfounded. If Sinag has concrete proof, they should present it so we can pursue these supposed ghost suppliers,” he added.
The secretary clarified that the DA is already taking action against three suppliers behind the delayed shipments. Penalties, including fines and possible blacklisting, are being prepared. He explained that suppliers claimed recent typhoons delayed fertilizer arrivals from China, which he said was not a valid excuse.
The DA has given suppliers until September 15 to deliver, but “they will face heavier penalties even if they meet that deadline.”
Tiu Laurel noted that terminating contracts would only aggravate the problem, leading to further delays. He warned that forcing a new bidding process would result in higher costs, since the DA procured the latest batch of fertilizers at lower prices.
The department stressed that while it seeks accountability, it also aims to avoid disruption in farm input distribution.
‘KALAHI’ road projects benefit 3K Vizcayanos

PMA announces exam centers, guidelines
THE Philippine Military Academy (PMA) on Saturday released the official testing centers and guidelines for the 2025 PMA Entrance Examination (PMAEE) in the National Capital Region and Regions IV-A and IV-B, scheduled on September 6–7, 2025.
Testing venues include schools and military facilities in Pasay, Quezon City, Taguig, Marikina, Laguna, Lipa, Lucena, Cavite, Palawan, and Occidental Mindoro. Examinees must arrive by 7 a.m. for processing, with the exams beginning at noon. Proper attire and required documents such as permits, IDs, photos, and pencils are mandatory.

The Department of Public Works and Highways (DPWH) on Saturday said it has yet to verify allegations made by Quezon City Mayor Joy Belmonte that flood control projects worth ₱14.24 billion in the city were either disapproved, incomplete, or lacked certificates of coordination under the Local Government Code.
DPWH-NCR public information officer Jana Reyes said, “We are still coordinating with our two District Offices in Quezon City, and we are awaiting their respective reports.” She also declined to comment further on Belmonte’s statement that anomalous projects had been undertaken in Quezon City.

AUTHORITIES are hunting down two individuals involved in the robbery of 13 massage therapists, two of whom were sexually assaulted, at a commercial establishment in Pasay City early Saturday morning.
Investigators said two armed men arrived on a white motorcycle and entered the establishment at around 12:55 a.m. The suspects threatened the staff before committing the crimes.
The perpetrators seized the belongings of the victims, while two young women were sexually assaulted.
The Special District Forensics Unit of the Pasay City Police Station promptly responded, conducting a technical investigation of the crime scene and collecting evidence for forensic analysis.
After gathering evidence and urging anyone with surveillance video or eyewitness reports to come forward, police identified one of the suspects under the nickname “Ashley.”
The incident has prompted increased patrols in the area as law enforcement works to ensure the safety of local residents and businesses. Community members are also being urged to provide any information that could help in the suspects’ arrest.
“At the moment, we would like to respectfully decline. But once we have verified the information, and received the reports from our District Offices, we will update you,” Reyes told the Standard.
A 66-phase initiative, which is part of the 254 flood control projects, is currently under investigation by local authorities.
The mayor noted that 16 projects applied for certificates of coordination but did not qualify, and only two projects obtained the necessary permits from the local government prior to construction.

WASHINGTON – A US appeals court on Friday ruled that many of President Donald Trump’s tariffs, which have upended global trade, were illegal – but allowed them to remain in place for now, giving him time to take the fight to the Supreme Court.
The 7-4 ruling by the US Court of Appeals for the Federal Circuit affirmed a lower court’s finding that Trump had exceeded his authority in tapping emergency economic powers to impose wideranging duties.
But the judges allowed the tariffs to stay in place through mid-October – and Trump swiftly made clear he would put the time to use.
The appeals court “incorrectly said that our Tariffs should be removed, but they know the United States of America will win in the end,” he said in a statement on his Truth Social platform lashing out at the ruling.
He added that he would fight back “with the help of the United States Supreme Court.”

Friday’s ruling noted that “the statute bestows significant authority on the President to undertake a number of actions in response to a declared national emergency, but none of these actions
explicitly include the power to impose tariffs, duties, or the like, or the power to tax.”
It added that it was not addressing if Trump’s actions should have been taken as a matter of policy or deciding whether IEEPA authorizes any tariffs at all.
Instead, it sought to resolve the question of whether Trump’s “reciprocal” tariffs and those imposed over trafficking were authorized, with the document noting: “We conclude they are not.”
In a supplementary filing just hours before the appeals court released its decision, Trump cabinet officials argued that ruling the global tariffs illegal and blocking them would hurt US foreign policy and national security.
“Such a ruling would threaten broader US strategic interests at home and abroad, likely lead to retaliation and the unwinding of agreed-upon deals by foreign-trading partners,” wrote Commerce Secretary Howard Lutnick.
Lutnick added that they could also “derail critical ongoing negotiations” with partners.
Treasury Secretary Scott Bessent, meanwhile, warned that suspending the effectiveness of tariffs “would lead to dangerous diplomatic embarrassment.”
Several legal challenges have been filed against the tariffs Trump invoked citing emergencies.

MAKASSAR, Indonesia – At least three people were killed by a fire started by protesters at a council building in eastern Indonesia’s Makassar city, a local official said Saturday, after demonstrations across the country following the death of a motorcycle taxi driver hit by a police vehicle.
The country was rocked by protests in major cities including the capital Jakarta on Friday, after footage spread of a gig motorcycle driver being run over by a police tactical vehicle in earlier rallies over low wages and perceived lavish perks for lawmakers.

ANTONIA Hopkinson has spent more years abroad than at home. She left Manila at 21 to work with the United Nations Development Programme in Asia, later building a career in international NGOs and legal research in the UK.
Her story is also one of movement and return. She spent much of her adult life overseas, once married to a Briton and now raising a teenage son who lives in the UK.
Yet for all the miles logged, her compass has always pointed home. Those years abroad shaped her outlook, but coming back to Manila feels to her like closing a loop.

Grassroots immersion
Hopkinson traces the roots of the advocacy to her student years, when she spent a month living with a family in Payatas. The experience left an indelible mark.
“It was extreme poverty,” she said.
“I realized then that aid and charity, no matter how big, don’t really solve the problem. What people need is opportunity.”
Years later, as an environmentalist shopping online during the pandemic, she confronted another gap: the lack of a single, cohesive space for sustainable goods.
“I’d buy a toothbrush from one site, shampoo from another, cleaning supplies elsewhere. Everything came in different packaging, different couriers. How can that be sustainable?” she asked.
Building a ‘relay economy’ That frustration sparked her breakthrough. In 2023, she set up Hootzpa, conceived as more than just an e-commerce site but a space to connect sustainability with opportunity.

But she stayed in Manila. Prioritizing the launch was more important to her.
Hopkinson noted that Hootzpa is all about people, as it is about ethical sourcing. More than offering products, it tells the stories of their makers— from cacao farmers in Davao to artisans weaving abaca slippers in Bicol.
“Sustainability isn’t just about materials. It’s about how it’s made and how the people making it are treated. Buyers want to know their purchase has meaning,” she said.
Coming full circle
For Hopkinson, who once felt she had to leave the country to make an impact, Hootzpa is a kind of homecoming.
She carries her British surname, her years abroad, and a son growing up in the UK as part of her story - yet she insists her heart has always remained Filipino.

The 31-year-old FilipinoAmerican champion landed early Thursday morning with her husband, fellow fencer Gerek Meinhardt, eager to reconnect with family in Tagum, Davao del Norte.
Their visit follows a triumphant month for Kiefer, who, along with her Team USA teammates, recently routed France to win the 2025 World Championships in Tbilisi, Georgia.
While in Tagum, the couple will celebrate their sixth wedding anniversary and spend a week with her mother’s family. But first, they paid a visit to the Philsports Fencing Hall in Pasig, welcomed by Philippine Fencing Association chief Rene Gacuma and national head coach Rolando “Amatov” Canlas Jr.

OUNG Filipino designers behind the social enterprise REPAMANA have launched a sustainable bridal collection that reimagines traditional wedding wear and tackles the issue of textile waste.
The collection, titled United in REPAMANA, debuted at the Singapore Fashion Council Gala, where the group represented the Philippines upon the invitation of the Philippine Fashion Coalition.
REPAMANA was founded in 2023 by De La SalleCollege of Saint Benilde graduates Dars Juson and Allesandra Gutierrez, both from the fashion design and merchandising program, together with multimedia arts graduate Earl Marquez
The group repurposes discarded hotel textiles into clothing and accessories, diverting more than 200 kilos of bedsheets and upcycling over 75 kilos of textile waste since its launch.
“United in REPAMANA explores an unconventional bridal concept and challenges traditional wedding norms,” the team said in a statement. The collection, inspired by the “United in Marriage” cross-stitch design, critiques the costly wedding industry and embraces resourcefulness.
The three-piece collection plays with demi-couture, combining draping and patchwork. The headlining look is a Filipiniana gown featuring butterfly sleeves
and a textured surface design technique called “kum-ot,” derived from the Bisaya word for crumple.
The second piece, co-created with fellow Benilde alumnus and designer Fred Leysa, blends tailoring and dressmaking to symbolize the union of man and woman.

LUXURY is one thing, but genuine hospitality is what turns a trip into an experience. That was clear when Cebu Cruises and Shangri-La Mactan joined forces to host members of the press for a day at sea, where every detail, from the welcome to the final farewell, was handled with care.
The setting was Princess Flybridge, an 85foot luxury yacht.
With four bedrooms (each with a toilet and bath, and the main bedroom featuring its own walk-in closet and bathtub), generous lounge areas, and elegant interiors, the vessel offered comfort at every turn. Yet what made the day truly memorable was how Captain Lou and his crew welcomed everyone with ease, creating an atmosphere of thoughtful hospitality throughout the journey.
