Meanwhile, Justice Secretary Jesus Crispin Remulla yesterday revealed the existence of a potential whistleblower offering to share details on the corruption involved in P5-billion worth of ghost flood control projects in Central Luzon.

“I have been approached by a lawyer representing a potential whistleblower.

He has given me an idea of what happened in one of the projects in Central Luzon. They signified their intention to help the government in its fight against corruption,” he told reporters in a press briefing.

He added that the potential whistleblower is asking the assurance from the government that they will be protected.

Among the information expected to be divulged is the modus operandi of the irregularities in the projects.

The DOJ chief is confident that government officials linked to these projects can also be identified specifically by the informant.

Amid public outrage over allegations of massive corruption in flood control projects, members of the Akbayan party-list and youth organizations staged a protest Friday at St. Gerrard Construction in Pasig City, one of the companies owned by controversial business couple Sarah and Curlee Discaya.

Aside from being among the 15 contractors singled out by the President as having received 20 percent of the flood control budget, the firm has been accused of delivering substandard or even non-existent projects.

The Discaya family also faced criticism from netizens after displaying at least 40 luxury cars they own.

“The widespread uproar and condemnation of such flagrant displays of wealth by the likes of Discaya is deserved. But more than condemnation–those who embezzle taxpayers' money should be prosecuted and imprisoned,” said House Deputy Minority Leader and Akbayan Rep. Perci Cendaña.

Lin, the DFA stated: “Consistent with the Philippines' One China Policy, no official from Taiwan is recognized as a member of the business delegation that recently visited the Philippines.”

Furthermore, the statement also pointed out that the Philippines maintains economic and people-to-people engagements with Taiwan, particularly in the areas of trade, investment, and tourism, “within the bounds of the One China Policy.”

The Chinese government criticized Lin’s Manila visit, saying it opposes any form of official exchange between Taiwan and countries with which Beijing has diplomatic ties.

DOH staff sue Herbosa before Ombudsman

HEALTH Secretary Teodoro Herbosa is facing criminal and administrative complaints before the Office of the Ombudsman over "unprecedented wave of whimsical reassignments, arbitrary designations, and sudden reversals of personnel orders" within the department.

The Concerned DOH Employees filed the complaints, implicating officer-in-charge Assistant Secretary Dr. Albert Francis Domingo, officerin-charge Director IV of the Bureau of International Health Corp. Dr. Joel Buenaventura, and Director of Health Promotion Bureau Ma. Kristina Marasigan. The complainants said the respondents must be held accountable for violations of provisions under the Republic Act No. 3019 or the AntiGraft and Corrupt Practices Act and RA 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees.

The petitioners asked the Ombudsman to hold the accused liable for oppression, grave misconduct and conduct prejudicial to the best interest of the service.

FPI weighs in on fiasco over flood control

THE Federation of Philippine Industries (FPI) has expressed alarm over the massive anomalies recently uncovered in flood control projects, echoing the concern raised by President Ferdinand Marcos Jr. Reports of undocumented projects, identical contract amounts, and the use of substandard materials are not only clear signs of corruption, but also direct threats to public safety, industry operations, and national resilience, the FPI said.

It warned that flood control is too critical to be compromised. Fraudulent or failed projects leave communities and industries vulnerable to destructive floods that can wipe out homes, crops, factories, and supply chains.

To safeguard lives and livelihoods, the group called on the government to investigate anomalous projects and hold both the erring officials and contractors accountable, adding that designs should adhere to global benchmarks of durability and effectiveness.

The FPI also sought to institutionalize independent inspections, audits, and performance checks, with blacklisting and sanctions for non-compliant contractors; and require all construction materials, from steel and cement to pipes and geosynthetics, to meet PNS specifications.

The group emphasized that flood control must be anchored on accountability, strict monitoring, and uncompromising compliance with standards. Only then, it said, can infrastructure truly protect people, industries, and the nation’s future.

QC, too, hit by flood control mess

THE Quezon City government on Friday said it approved only two of 254 flood control projects monitored by the Department of Public Works and Highways (DPWH).

In a press conference, Mayor Joy Belmonte said the total cost of the two projects implemented from 2021 to 2025 was more than P14 billion.

Belmonte raised concerns over some of these DPWH projects over questions of

location, uncertain sites, same contracts costs, declaration as completed but work still ongoing, and “generic” project titles.

At least one project was found to be split into 66 phases.

“Some were of vague project sites,

hence it is difficult to ascertain if they were indeed completed or not,” Belmonte noted.

“Some projects have the same approved budget for the contract or ABC, or the same contract cost, even though the location is different. It seems like a template is being used,” the mayor noted.

“Some projects were declared completed but inspection would show that work was still going on,” she added..

The mayor said they were considering collaboration with the University of the Philippines (UP) Resilience Institute for a more accurate evaluation of the projects.

“As we move forward with this information, we intend to work with the UP Resilience Institute to further evaluate projects that communities have deemed ineffective or identified to have worsened flooding,” Belmonte said.

MMDA wages massive road-clearing operation

THE Metropolitan Manila Development Authority (MMDA) on Thursday carried out a massive road-clearing operation throughout Metro Manila, resulting in the apprehension of 174 vehicles, 40 of them impounded for illegal parking and traffic obstruction.

The drive, spearheaded by the MMDA Special Operations Group-Task Force for Road Clearing (SOGTFRC), specifically targeted areas perennially plagued by chronic gridlock.

Additionally, the operation resulted in the removal of fixtures that were encroaching on the sidewalks.

Oil companies expected to raise prices anew next week

THE country’s oil firms are expected to increase their prices next week by as much as P1 per liter due to the volatility of world oil prices, It would be the second consecutive of week of oil price hikes.

Jetti Petroleum president Leo Bellas forecast diesel prices to go up by P0.80 to P1 per liter and gasoline by P0.40 to P0.60 per liter based on Mean of Platts Singapore and foreign exchange average for the first four days versus last week’s full week average. “Crude oil and refined fuel prices have rebounded this week, driven by concerns of supply disruptions after Russia and Ukraine intensified their attacks on each other’s energy infrastructure, and worries that new US sanctions on Russia and buyers of Russian crude oil will restrict global supply flows,” Bellas said. He said demand optimism supported prices following signals from US Federal Reserve of possible interest rate cut, and large drawdown in US crude and fuel inventories.

“However, expectations that US demand could drop after the coming end of the summer driving season is tempering further price gains. Also offsetting some of the supportive factors is the prospect of rising supply as OPEC+ plan to raise September output and remove some voluntary cuts,” he said.

“Bringing further uncertainty to the market is the potential impact on supply flows and global economy of the new US tariffs on India,” Bellas said.

THE Department of Agriculture announced Friday that jeepney and tricycle drivers will be included in the P20 per kilogram rice program “Benteng Bigas Meron (BBM) Na” starting Sept. 16.

Agriculture Secretary Francisco Tiu Laurel Jr. said the expansion was agreed upon with Transportation Secretary Vince Dizon and Navotas Mayor John Rey Tiangco during the program’s launch for fisherfolk at the Navotas Fish Port.

“I have earlier agreed with Sec. Vince, and the mayor was also here, to include in the BBM Na program those who are in TODA (Tricycle Operators and Drivers Association), transport workers,” Tiu Laurel said in an ambush interview.

NAC issues 425 safe conduct passes to former rebels

THE National Amnesty Commission (NAC) reported it has issued 425 safe conduct passes to former rebels nationwide, while also receiving 3,530 applications for amnesty. Data showed that as of August 22, the CPP-NPA-NDF accounted for the bulk of safe conduct passes at 377, followed by the MILF (36), MNLF (8), and the RPMP-RPA-ABB (4).

Most of these were distributed in Mindanao (269), with Luzon (97) and the Visayas (59) trailing behind.

Meanwhile, amnesty applications were highest from members of the CPP-NPA-NDF (2,524), followed by the MILF (582), MNLF (333), and RPMP-RPA-ABB (91). By region, Mindanao logged the greatest number of applications at 1,543, followed by the Visayas (1,224) and Luzon (763).

DUMAGUETE CITY—Four more local government units in Negros Oriental are upgrading to the African swine fever (ASF) pink zone, which will allow them to transport pigs to other provinces, the Provincial Veterinary Office (PVO) said Friday.

PVO information officer Jaymar Vilos said the municipalities of Amlan, Tanjay City, Dauin and Zamboanguita are completing the requirements for upgrading their ASF zone status.

A pink zone is a buffer zone where there are no ASF cases, but the LGU must implement strict biosecurity and surveillance activities to prevent outbreaks.

This brings the total number of LGUs that have already upgraded their buffer zone status to seven. Three other LGUs – Valencia, Manjuyod, and Bais City – have been elevated to the yellow zone (surveillance), although Bais City still needs to comply with additional requirements.

THE Department of Health (DOH) on Friday rolled out a nationwide case-finding drive across 29 provinces nationwide to mark National Lung Month and National Tuberculosis (TB) Day.

The program was designed to identify tuberculosis cases early, provide confirmatory tests, and immediately enroll patients in treatment.

“We will no longer wait for patients to come to us; we will be the ones to go out to them,” DOH Undersecretary for Universal Health Care – Health Services Cluster Mary Ann Palermo-Maestral said.

Free chest X-ray services were offered to screen residents for possible signs of the disease, while sputum samples were collected from those flagged during the screenings to confirm infections in laboratories. Individuals who tested positive for tuberculosis were then enrolled in government treatment programs at no cost.

According to DOH data, the Philippines records 643 TB cases per 100,000 people, one of the highest incidence rates in the region.

Coco Gauff said the presence of Olympic gymnastics legend Simone Biles at courtside helped her through the worst experience of her tennis career as she battled to a tearful US Open victory over Donna Vekic on Thursday.

Seven-time Olympic gold medallist Biles was among the crowd at the Arthur Ashe Stadium as third seed Gauff suffered an error-strewn public unravelling that left her sobbing into her towel at one point in a calamitous first set.

But the 21-year-old American clawed her way through that nadir and regrouped to complete a 7-6 (7/5), 6-2 victory to advance to the third round. Gauff later revealed that the sight of Biles, who withdrew from several events at the Tokyo Olympics to prioritise her mental health, before making a triumphant comeback at last year’s Paris Games, had inspired her.

“I mean she’s the greatest, one of the greatest athletes,” Gauff said after her victory.

“It’s her and Serena (Williams) for me on my Mount Rushmore of athletes. I think everything that she went through on the mental side of things in the sport, it’s something I follow closely and try to learn from. To see her there tonight kind of gave me a reminder that I needed,” added Gauff, who spoke with Biles after her win.

“I saw her being interviewed and I was just thinking if she can go on a six-inch wide beam and perform with

all the things she’s gone through, I can come out here on court and hit a ball.

“I was lucky to just came from talking to her, so I was able to tell her that in person,” she said.

Gauff’s preparations for the US Open were thrown into disarray just days before the tournament when she shook up her coaching team and brought in biomechanics guru Gavin MacMillan to rebuild her faltering serve.

But after an erratic first round win, when she finished with a whopping 59 unforced errors and 10 double faults, Gauff once again found the going tough on Thursday. Gauff was broken four times in the first set and looked distraught as she

struggled to get to grips with her game.

But she settled impressively after winning a first set tie-break, and did not drop her serve in the second set to clinch victory.

Asked how it felt to appear so emotionally vulnerable before a packed stadium and a global audience of millions, Gauff replied: “It feels human, I think. I think being an athlete, people kind of disregard that side of us, the human side of things.

COMING off a commanding victory at Caliraya Springs, Keanu Jahns enters the ICTSI Bacolod Golf Challenge with sky-high confidence, having overpowered and outclassed much of the same field he will face at the fifth Philippine Golf Tour stop beginning Sept. 2 in Binitin, Murcia.

But the 29-year-old Fil-German isn’t letting recent success cloud his focus. Known for his length and poise under pressure, Jahns is dialing in on a different kind of challenge at the P2 million event. Rather than lean on brute strength, the big-hitting pro is keeping his expectations in check, choosing instead to stay grounded in the process.

“I’ll just stick to my routine and commit to every shot. One shot at a time – that’s always the goal,” said Jahns, who edged out Angelo Que with a birdie barrage in the final stretch at Caliraya Springs to win by four.

The victory gave So his second Sinquefield Cup title, following his 2016 triumph.

The tournament, the final classical event of the Grand Chess Tour (GCT), ran from Aug. 18 to 28 at the World Chess Hall of Fame in St. Louis with a $350,000 prize fund.

So, Caruana and Praggnanandhaa finished tied at 5.5 points after nine rounds.

Maynilad Water to pursue P37-b IPO in October

MAYNILAD Water Services Inc., the concessionaire for the west zone of Metro Manila, set a new timetable for its planned P37.41 billion initial public offering (IPO), according to its latest preliminary prospectus.

The offer period will now be from Oct. 16 to 22, with the listing date set for Oct. 30.

Maynilad in June pushed back the maiden share offering, originally scheduled for July, to give cornerstone investors more time to finalize their participation.

The company is keeping the terms of the offering, intending to sell up to 1.66 billion common shares priced at up to P20 each, with an overallotment option for another 249 million shares and a preferential offer of up to 24.904 million shares.

The water utility firm plans to use the proceeds from the sale to fund its water, wastewater and customer service and information systems projects.

It is preparing for the construction of a 300 million-liter-per-day (MLD) treatment plant in Rizal and the installation of a 46-kilometer conveyance to coincide with the completion of the New Centennial Water Source-Kaliwa Dam of the Metropolitan Waterworks and Sewerage System (MWSS).

Maynilad tapped BPI Capital Corp., the Hongkong and Shanghai Banking Corporation Limited, Morgan Stanley Asia (Singapore) Pte. and UBS AG Singapore Branch as joint global coordinators and joint bookrunners for the offer.

The company earmarked P16.69 billion in capital expenditures for this year, which will increase to P60.19 billion in 2026. Under its concession agreement with the MWSS, Maynilad is required to offer its shares to the public on or before January 2027.

PHILIPPINE exports jumped 17.3 percent year-onyear in July 2025 ahead of the imposition by the United States of higher tariff rates.

The Philippine Statistics Authority (PSA) reported Friday that the country’s total external trade in goods amounted to $18.72 billion in July, up 7.7 percent from $17.38 billion in the same month of 2024. In June 2025 and July 2024, the total external trade in goods recorded annual increases of 19.7 percent and 4.6 percent, respectively.

“Of the total external trade in July 2025, 60.8 percent were imported goods, while the remaining 39.2 percent were exported goods,” the PSA said, highlighting the country’s wide trade deficit.

Trade deficit amounted to $4.05 billion in July, it said.

Export sales in July amounted to $7.34 billion, up from $6.25 billion a year ago. This brought total exports in the first seven months of 2025 to 48.62 billion, up 13.9 percent from $42.69 billion a year earlier.

By commodity group, electronic products continued to be the country’s top exports in July 2025 with total earnings of $3.92 billion or 53.5 percent of the total. This was followed by other mineral products with an export value of $522.39 million (7.1 percent), and other manufactured goods with $395.77

million (5.4 percent).

Exports to the United States comprised the highest export value amounting to $1.16 billion or a share of 15.8 percent. The United States announced higher tariff of 19 percent on Philippine goods starting Aug. 7, 2025.

Completing the top five major export trading partners were Hong Kong, $1.12 billion (15.2 percent); Japan, $996.44 million (13.6 percent); China, $832.57 million (11.3 percent); and the Netherlands, $317.25 million (4.3 percent).

Meanwhile, imports rose 2.3 percent to $11.38 billion in July from $11.13 billion a year ago. Total imports in the seven-month period also increased 6.1 percent to $77.09 billion from $72.63 billion.

“The ‘Goldilocks’ rate can change. It’s roughly, the trend growth rate of the economy, and that could change. So, if there’s signs of weak demand, especially then a rate cut will help,” he said.

The BSP’s Monetary Board has two more rate-setting meetings this year on Oct. 9 and Dec. 11, The BSP reduced the overnight borrowing rate on Aug. 28, and economists said further easing may be possible in the remaining months of the year.

PAG-IBIG Fund asked occupants of its acquired properties to formalize their tenure by purchasing the homes they currently occupy. The agency said it is offering a 10-percent discount under its ongoing Acquired Assets Super Sale, making the homes more affordable. The sale runs from Aug. 25 to Dec. 14, with buyers having three payment options: cash, a short-term installment plan, or a Pag-IBIG Housing Loan. The offer applies to occupied properties in the Pag-IBIG Fund’s acquired asset inventory and is part of the agency’s efforts to promote homeownership under the Marcos Administration’s Expanded Pambansang Pabahay para sa Pilipino, or Expanded 4PH Program.

PH stocks drop on new BSP signals

The benchmark Philippine Stock Exchange index lost 34.62 points, or 0.56 percent, to close at 6,155.57, while the broader all-shares index went down by 16.19 points, or 0.44 percent, to settle at 3,686.88.

Analysts said while the BSP reduced its key interest rate by 25 basis points to 5 percent, the BSP hinted that another rate cut for the remainder of the year remains uncertain.

Regina Capital Development Corp. head of sales said the bearish trend continues. as investors had already priced in the latest rate cut.

“Despite the policy easing, sentiment remains cautious as selling pressure persists, suggesting that investors are probably waiting for stronger catalysts before taking an additional risk,” Limlingan said.

Four sectoral indices ended in the red. The decline was led by property, which went down 0.96 percent, followed by service which dropped 0.89 percent. Holding firms and industrial also fell by 0.79 percent and 0.54 percent, respectively.

PCC nod to acquire P2.5-b lots in Cebu

THE Philippine Competition Commission (PCC) said Friday it approved the proposed acquisition by Furusato Land Corp., a unit of Arthaland Corp., of a 50-percent stake in 14 parcels of land owned by subsidiaries of YYJR-RU Real Estate and Properties Corp. along Banilad Road, Cebu City.

After the review, the PCC said the P2.51-billion transaction does not raise competition concerns, citing the presence of other major and local property developers in Cebu City that provide sufficient market constraints.

Furusato Land is a subsidiary of publicly-listed Arthaland, which is engaged in real estate development and leasing. YYJR-RU Real Estate and its subsidiaries are domestic corporations.

The PCC said its clearance allows the parties to pursue strategic growth, while ensuring continued competition in the local real estate sector. This is the fifth transaction cleared by the Competition Commission in August.

IFC provides $12.87-b loan to Ayala Land for projects

THE International Finance Corp. (IFC) said Friday it is providing a second sustainability-linked loan (SLL) of up to P12.87 billion ($225 million) to Ayala Land Inc, marking another milestone in sustainable finance in the real estate sector.

The loan will fund the development of Greenbelt 1 in Makati and Ayala Malls Evo City in Cavite, two largescale commercial projects with an estimated gross leasable area of 89,000

square meters. IFC said it would also collaborate with ALI to implement the Building Resilience Index (BRI) across 50 commercial and industrial properties,

making ALI the first developer globally to embed BRI into its project development process.

The agreement builds on IFC’s inaugural sustainability-linked loan to ALI in 2024, which forms part of the company’s broader sustainabilitylinked financing program.

The loan is linked to ALI’s achievement of specific sustainability performance targets, including reducing greenhouse gas emissions by 42 percent across its commercial leasing portfolio by 2030, and the EDGE Zero Carbon certification of 1.5 mil-

Filipinos drive digital remittance growth across Asia

FILIPINOS are at the forefront of digital remittance adoption in Asia, according to a new report by Visa.

The report, “Money Travels: 2025 Digital Remittances Adoption Report,” surveyed 44,000 senders and receivers across 20 countries, including the Philippines.

The findings cite the Philippines as a top adopter of digital remittances, with 74 percent of Filipinos sending money digitally and 66 percent receiving it through digital channels.

A significant majority (73 percent) of respondents in the Philippines view digital payments as the fastest way to

access funds, while 45 percent also consider it a safe and private method.

“The Philippines accounts for more than 60 percent of total inbound remittance transactions in Asia Pacific, underscoring our robust position as a driver for regional remittance growth,” said Jeffrey Navarro, Visa’s country manager for the Philippines.

“The shift to digital remittances fosters greater financial inclusion, with more people and businesses able to access secure, regulated digital channels for managing and receiving money,” he said.

BERDE Renewables, a solar energy company and portfolio company of global infrastructure investor I Squared Capital, signed an 8.4-MWp solar power purchase agreement (PPA) with KCC Malls and Biotech Farms, two prominent businesses in Mindanao’s retail and agriculture sectors. The agreement will provide clean, cost-effective energy to KCC Mall Gensan, KCC Mall Marbel, KCC Mall Zamboanga and the Biotech Farms agro-industrial facility in South Cotabato. Under the zero-CAPEX deal, Berde Renewables will fully finance, build, and operate the solar systems. The report notes the Philippines is also emerging as a key player in the outbound money movement market, particularly for businessto-business (B2B) payments. A previous Visa report found that 70 percent of Filipino small- and medium-sized enterprises (SMEs) needed to procure goods and services from overseas, and 60 percent were interested in sending money internationally.

The study also revealed that 41 percent of surveyed Filipinos send money for “unexpected needs,” a figure second only to India (44 percent) and

higher than Australia (31 percent). The Philippines also has the highest rate of regular remittance receivers in the region at 39 percent, followed by China (34 percent) and India (30 percent). Despite the rise of digital apps, many Filipinos cited high fees as a major concern. Forty-three percent of senders and 30 percent of receivers reported app fees as a pain point, the highest rates in Asia Pacific. For physical remittances, 45 percent of senders and 29 percent of receivers in the Philippines also cited high fees as a top concern.

Boehringer secures registration of first PH avian influenza vaccine

THE Philippines’ Food and Drug Administration has approved the country’s first vaccine against highly pathogenic avian influenza (HPAI) produced by Boehringer Ingelheim.

Boehringer Ingelheim will roll out the vaccine, Volvac B.E.S.T. AI + ND to poultry farms, according to Agriculture Secretary Francisco Tiu Laurel Jr. The government views the vaccine as a critical tool to safeguard the nation’s food supply and public health.

HPAI, commonly known as bird flu, is a highly contagious viral respiratory disease that affects domestic and wild birds. It is a notifiable disease with zoonotic potential, meaning it can be transmitted from animals to humans, and has a significant impact on global trade.

The vaccine can be administered to healthy chickens as young as 10 days old to protect against both avian influenza and Newcastle disease. Vaccinated flocks are expected to develop immunity within 10-14 days.

“The rollout of this vaccine strengthens the country’s programs on the fight against avian influenza, giving farmers the means to better protect their flocks,” said Dr. Michael Banawa, head of animal health at Boehringer Ingelheim in the Philippines.

Avian influenza poses a persistent threat to the local poultry sector, often leading to widespread culling of birds, transport restrictions, and market disruptions. In 2025, the Department of Agriculture confirmed outbreaks of the H5N1 and H5N9 strains in several provinces.

BCDA eyes world-class tennis facility in Clark

(BCDA) said it will strengthen the country’s sports development with the construction of a world-class tennis facility in New Clark City.

BCDA president and chief executive Joshua Bingcang said in an interview Friday the project would support the rise of Filipino athletes on the global stage, citing the recent international success of tennis star Alex Eala as a key inspiration.

“By Sept. 10, we will sign an agreement with the Philippine Tennis Association (PHILTA) to develop a 10-hectare site in Clark that meets international standards,” Bingcang said.

He said there are strict specifications on area, facilities and size to qualify the facility as a venue for world competitions, “and this project is designed to meet those.”

Bingcang said the initiative is aligned with President Ferdinand Marcos Jr.’s directive to strengthen youth sports development and expand training facilities in Clark.

The BCDA recently signed an agreement with the Philippine Sports Commission (PSC) to build additional sports facilities in line with this vision.

“This is our contribution to Philippine sports development,” Bingcang said, noting that the BCDA expects to receive the master plan from PHILTA by next month.

BCDA earlier said it approved P53.5 billion worth of investments in the first seven months of 2025, reflecting a 63.82-percent increase from P32.7 billion in the same period last year.

“These numbers represent opportunities for thousands of Filipinos and signal the private sector’s trust in our vision of building resilient, smart and inclusive cities,” Bingcang said.

DTI, other agencies team up to seize illegal vape products

THE Department of Trade and Industry (DTI) said Friday it is working with the Bureau of Customs (BOC), Bureau of Internal Revenue (BIR), Department of Environment and Natural Resources (DENR), National Bureau of Investigation (NBI) and Philippine National Police (PNP) to ensure the proper seizure, disposal and condemnation of illicit vape products.

Seized vape products are being disposed of through a DENRaccredited treatment, storage and disposal (TSD) facility, with additional batches already undergoing destruction.

The measures highlight the government’s strengthened interagency enforcement against illegal products in the market.

The DTI said it is enforcing Republic Act No. 11900, or the Vaporized Nicotine and NonNicotine Products Regulation Act, its implementing rules and regulations, and other relevant trade and safety laws. Products cleared for condemnation by the concerned agencies will be destroyed, while manufacturers, importers, distributors and retailers found selling non-compliant vape products will face immediate regulatory action and administrative penalties, it said. Nueva Vizcaya village opposes UK firm’s mining exploration

A VILLAGE council in Nueva Vizcaya province is opposing the proposed mining exploration by a subsidiary of Britain’s Metals Exploration Plc, citing threats to the community’s environment and livelihood.

The council of Oyao, a farming village in Dupax del Norte, refused to issue a “certificate of consultation” to Woogle Corp., a local affiliate of Metals Exploration PLC and a unit of FCF Minerals Corp.

“We oppose only those activities that exploit and destroy, those that compromise our environment, health, culture and livelihood,” the council said in a statement.

“We...unanimously and firmly declare our opposition to any form of mining exploration or mining activities within the territorial jurisdiction of Barangay Oyao,” the statement read.

The Mines and Geosciences Bureau (MGB) granted Metals Exploration an exploration license on Aug. 7 for a 3,100-hectare area in Dupax del Norte, targeting gold and copper deposits. The company plans to use its existing ore processing plant in nearby Runruno to handle any ore extracted.

Woogle Corp. had requested a certificate of consultation from the Oyao council, a requirement for its exploration permit.

The village council, in an Aug. 25 letter to Woogle Corp. president Lorne Harvey, denied the request, saying no genuine consultation had been conducted.

DEPDev calls for unity to meet 2030 SDGs

THE Department of Information and Communications Technology (DICT) said it aims to improve the country’s position in the global cybersecurity ranking, reaffirming its dedication to stronger digital security and reliable systems for citizens and businesses.

The agency said its goal is to elevate the country to Tier 1—the highest level, which acknowledges nations with advanced cybersecurity infrastructures.

The Global Cybersecurity Index (GCI), developed by the International Telecommunication Union (ITU), assesses countries based on five pillars: legal, technical, organizational, capacity development and cooperation measures. In the 2024 edition, the Philippines was recognized as Tier 2 – Advancing, with a score of 93.49 out of 100, indicating progress com-

pared to its previous global rankings.

Under DICT Secretary Henry Aguda’s policy leadership, the DICT is making cybersecurity a national priority. The department’s initiatives aim not only to improve scores but also to protect critical data, promote digital innovation, and build public trust in government systems.

Trade, agriculture agencies watch prices ahead of September rice import ban

ture conducted a joint price monitoring operation in Navotas City Friday as the government prepares for a looming rice import ban in September. The operation aimed to ensure that prices and supply of basic goods remain stable amid the ongoing price

freeze and national trade policies, the two agencies said in a statement.

DTI Secretary Cristina Roque and DA Secretary Francisco Tiu Laurel Jr. led inspection teams at the Navotas Agora Public Market and Ever Supermarket.

The teams checked 101 stock keeping units (SKUs) of basic necessities and prime commodities and found them to be in full compliance with current suggested retail price and price freeze bulletins. The monitoring also included meat, fish and vegetables.

“This joint operation with the Department of Agriculture is the foundation of our food security strategy. By ensuring the stable supply and fair pricing of rice, we are delivering on our promise to keep essential food items accessible to every Filipino family,” Roque said.

out of its flagship rice subsidy program, “Benteng Bigas, Meron Na!”, at select major fish ports in Luzon.

The program provides fisherfolk and registered fishery sector workers access to rice at a subsidized price of P20 per kilogram, half the market price for similar-quality rice.

Eligible beneficiaries may purchase up to 10 kg. per month using their RSBSA or FishR IDs, or a valid QR code from the online registration system.

PPP Center joins UNODC forum on procurement integrity in Malaysia

THE Public-Private Partnership (PPP) Center of the Philippines participated in two international events on procurement integrity organized by the United Nations Office on Drugs and Crime (UNODC) and the State of Sarawak, Malaysia.

The events, held from Aug. 27 to 28, 2025, in Kuching, Sarawak, focused on the theme “Integrity in Public Procurement: The Key to Sustainable Development.”

The first event was the High-Level Forum on Integrity in Public Procurement, which aimed to promote commitment to procurement reforms and strengthen partnerships between the public sector, industry and civil society.

It also served as a platform to share best practices and innovative strategies for enhancing transparency and

integrity in public procurement.

The Regional Workshop on Best Practices for Integrity in Public Procurement followed the forum, gathering government representatives from Malaysia, Indonesia and the Philippines. The workshop explored ways to modernize procurement frameworks, use technology and data analytics to prevent corruption, enhance integrity in high-risk sectors, and involve non-state actors in monitoring and accountability.

ON THE sun-drenched shores of Siargao, a new generation of local talent is making its mark. Leading the charge is Daniel Espejon, a surfer with a fluid style and a deep connection to the ocean.

A product of the Loka Siargao surfing program, Espejon has risen from local prodigy to professional athlete, now representing the Philippines on the global stage of the World Surf League (WSL). Espejon’s story is intrinsically linked to Siargao. Growing up on an island world-renowned for the perfection of Cloud 9, he was never far from the sound of crashing waves.

The ocean was his playground, and the surfboard became a natural extension of his body. He honed his skills not just on the famous barreling right-hander of Cloud 9, but also on the countless other reefs and points that dot the island’s coastline. This diverse training ground forged a surfer who is both powerful and creative, equally comfortable in the tube as he is launching massive aerials.

“My earliest memory of surfing was when I was about four years old. I would play by the beach with my friends and see other locals paddle out into the ocean and play with the waves. As a kid, I was curious to understand why all these people were so drawn to this sport, which I later on found out was surfing,” Espejon recalls.

“It wasn’t until I was nine years old that I decided to try learning how to surf. Back then, it was hard to get to different surf breaks because we would have to walk to whichever break we wanted to try.

My friends and I didn’t have proper surfboards to learn on— we would use planks of wood, or old and broken boards with no fins, leash, wax, or any of the good stuff. But even with no proper gear, I had so much fun riding those waves. I enjoyed it so much that I would sleep on a hammock in Cloud 9, waiting for high tide so I could surf again,” he goes on.

Daniel Espejon’s World Surf League journey began in 2023 at the La Union International Pro QS3000. His second competition was later that year on his home turf of Siargao. Each time, he felt a potent mix of excitement and nerves, fueled by sharing the lineup with talented local and international competitors. His third opportunity came in 2024 with the Siargao International Pro QS5000. The event was a surreal milestone, finally pitting him against idols he had previously only seen on a screen. Watching the heats before his own, he felt an adrenaline rush of pure nerves and excitement. Regardless of the result, he remains grateful for the chance to compete on a global stage.
