House to abide by SC final ruling on MR for VP’s trial

Says it won’t cause Consti crisis even as it fights for truth

THE House of Representatives vowed to abide by the Supreme Court’s decision should it rule against the motion for reconsideration on its decision junking the Articles of Impeachment against Vice President Sara Duterte.

At the same time, lawyer Antonio Bucoy, spokesperson for the House prosecution panel, assured no constitutional crisis will happen even as lawmakers continue their search for justice and accountability.

“The House will not disobey. We will abide by the SC’s final ruling,” Bucoy said in a news forum on Saturday.

“The House will not cause a constitutional crisis. The reason, the catalyst for the constitutional crisis will never be caused by the House,” he added.

Bucoy said the House filed the motion for reconsideration to correct factual misreadings and retroactive procedural burdens imposed by the High Court, which he said undermine both the Constitution and the people’s right to demand accountability from high officials.

“The motion for reconsideration is not for criti-

cism, it is not for rejection. This is to call your attention, to plead that you revisit your decision which we think, and we presented in our motion for reconsideration, is wrong from letter A to letter Z,” he said.

On Friday, President Ferdinand Marcos Jr. said the Supreme Court’s decision on the impeachment case addressed only procedural flaws and not the merits of the impeachment complaint.

“We have to make very, very clear to everyone that the Supreme Court decision does not have any bearing on the rightness or wrongness of the merits of the impeachment case. They’re not saying that there was no wrongdoing,” he said.

“Neither are they saying there was wrongdoing. All they’re saying is you did not handle it properly. That’s it,” Mr. Marcos added.

Speaker Martin Romualdez also earlier vowed to continue the fight for truth and accountability even as he lamented the killing and “rushed burial” by the Senate of the impeachment complaint.

“On Aug. 5, the House of Representatives filed a motion for reconsideration. The court found our arguments serious enough to require the respondents, including the Vice President, to submit their comment,” he said.

Lawyer hits Leonen for ‘bogus’

A LAWYER has questioned Associate Justice Marvic Leonen for basing his Supreme Court decision on the imeachment complaint against Vice President Sara Duterte on a “bogus footnote.”

In a Facebook post, lawyer Wilfredo Garrido Jr. said Leonen’s ponencia rested on “a single footnote” that misquoted ABS-CBN News reports on the events that led to the transmittal of the Articles of Impeachment to the Senate.

“The news org’s clarification prompted some Filipinos to call out the high court, saying that it did not practice enough prudence in making high-impact decisions,” Garrido said.

“Such dishonest citations have no place in our jurisprudence,” he said, noting that even Senate Minority Leader Vicente Sotto III pointed out “clear and blatant errors” in the ruling.

Part of Leonen’s ponencia reads: “At 4:47 p.m. of February 5, 2025, House Secretary Velasco transmitted the Articles of the Impeachment to the Senate even without a plenary vote.”

PhilHealth rolls out outpatient cancer screening tests

TO HELP reduce cancer-related deaths and ease the financial burden on Filipino families, PhilHealth will begin covering selected outpatient cancer screening tests under its new YAKAP (Yaman ng Kalusugan Program) starting August 14.

Many Filipino patients, especially family breadwinners, face higher risks of premature death from breast, lung, colon, and liver cancer compared to their Asian neighbors. These losses translate to an estimated P35.3 billion in economic impact each year. Cancer remains one of the lead-

ing causes of death in the country, with Globocan 2022 reporting nearly 189,000 new cases and over 113,000 deaths. According to the World Health Organization, early detection can increase survival rates up to 99 percent for breast cancer and over 90 percent for cervical cancer.

The initiative was announced by Acting President and CEO Dr. Edwin M. Mercado during the nationwide launch held at the Jose Reyes Memorial Medical Center, one of the accredited cancer screening facilities in the country.

Ibajay vice mayor murder case closed, says police

IBAJAY, Aklan—Police have declared the murder of Ibajay Vice Mayor Julio Estolloso “case closed” after the swift arrest of Sangguniang Bayan Member Mehril Senatin, who now faces a murder charge filed less than 24 hours after the crime.

Ibajay police chief PMaj. Rajiv Salbino said the case is considered solved due to Senatin’s immediate arrest, strong testimonial and forensic evidence, and completed inquest proceedings. The shooting took place Monday morning inside the Sangguniang Bayan office, where witnesses said Senatin asked for a

copy of municipal ordinances before returning and shooting Estolloso at close range. Estolloso sustained chest wounds and was declared dead on arrival at the hospital. Investigators are looking into personal resentment as the motive, with reports also suggesting Senatin may have been suffering from depression.

BI arrests 3 suspected fake Filipinos in Pampanga

THE Bureau of Immigration (BI) arrested three suspected fake Filipinos in separate operations in Angeles City, Pampanga. BI Commissioner Joel Anthony Viado identified the suspects as Lin Yi, Yan Yize, and Wang Jiangyi. The arrest followed a complaint against Lin, who was found operating a carwash while using a questionable Philippine identity. He presented a late-registered birth certificate, a Philippine ID, and a driver’s license receipt, while also holding a Chinese working visa valid until 2027. Yan and Wang were found

with similar documents and linked to a construction firm allegedly involved in land acquisition. Both had lateregistered birth certificates, TIN IDs, and SEC-registered business credentials. House Bill seeks to clear sidewalks, public roads

SURIGAO del Norte Rep. Bernadette Barbers has filed House Bill 933, or the “Sidewalks and Public Roads Use Act,” to address worsening traffic congestion by restoring proper use of public spaces. The bill prohibits using public roads for parking, terminals, or business operations, even if sanctioned by local government units (LGUs), except for permitted temporary uses. It also bars sidewalk obstructions, with violations subject to fines of P1,000 to P10,000.

CBCP urges government protection for Palawan IPs against land threats, armed groups

THE Catholic Bishops’ Conference of the Philippines (CBCP) has demanded that the government immediately take action to resolve the issue of indigenous peoples in Molbog and Cagayanen in Palawan who are facing threats of losing their lands to armed groups and eco-luxury tourism plans.

In a pastoral letter signed by CBCP president Kalookan Archbishop Pablo Virgilio Cardinal David, the bishops said thousands of IPs living peacefully in Molbog and Cagayanen communities are now “enduring wounds of historical injustices.”

“This issue is not confined to Palawan; it reflects a shared experience among indigenous peoples’ communities across the nation,” the bishops stated in the letter.

They said the Molbog and Cagayanen

of Bugsuk Island in Balabac have faced displacement and harassment since the 1970s, and “continue to endure these injustices today, as their ancestral lands remain unjustly seized.”

They cited the situation in Maria Hangin, a barangay near Bugsuk, where “on June 27, 2024, news spread about plans to demolish their homes for an eco-luxury tourism project. This was followed by harassment, including the presence of armed groups and intimidating lawsuits,” the letter added.

Despite these challenges, the CBCP said the communities “continue to cling to the hope and aspiration of eventually returning to their ancestral home” through the “Balik Bugsuk!” initiative.

The bishops said the IPs submitted a Certificate of Ancestral Domain Title (CADT) application in 2005, but “their application is still pending to this day.”

They also noted that the Department of Agrarian Reform (DAR) issued Notices of Coverage (NOCs) in 2014 as part of the Comprehensive Agrarian Reform Program, but “the excitement was shortlived” when these were rescinded in May 2023 after DAR determined the land was not suitable for agricultural use.

The CBCP made two urgent appeals: “To those responsible for the presence of armed groups in Maria Hangin: We respectfully but firmly request the immediate withdrawal of these groups from the island,” the bishops stated.

They also urged the DAR and the National Commission on Indigenous Peoples (NCIP) to reconsider the recalled NOCs and expedite the CADT application “so that the ancestral rights of the indigenous communities of Maria Hangin Island can finally be acknowledged and upheld.”

Remulla says he’s not ‘giving up’ on goal to become Ombudsman

JUSTICE Secretary Jesus Crispin Remulla remains determined to clinch the Ombudsman post amid reports of his disqualification from contention.

The issue stemmed from an online news report Friday night claiming the DOJ chief had been removed from the list of contenders due to a pending case against him.

In a message to reporters on Saturday, Remulla stressed that he is not giving up on his application.

“I trust they will do what is right, considering the Ombudsman case is ripe for dismissal given the pending case at the Supreme Court on the same matter,” Remulla said.

Supreme Court (SC) spokesperson Camille Sue Mae Ting clarified that the Judicial and Bar Council (JBC) has not yet

begun its vetting process for the post.

Gilas downs Iraq to keep FIBA Asia quarterfinal hopes alive

GILAS Pilipinas secured a crucial 66-57 victory over Iraq in a do-or-die match at the 2025 FIBA Asia Cup on Saturday in Jeddah, Saudi Arabia, keeping its hopes for a quarterfinals berth alive.

The win was a much-needed morale boost after the national team opened its campaign with back-toback losses to Chinese Taipei and New Zealand. Over 9.5m Filipinos affected by monsoon, storms—NDRRMC

MORE than 9.5 million people have been affected by the combined impact of the southwest monsoon (Habagat) and tropical cyclones Crising, Dante, and Emong, the National Disaster Risk Reduction and Management Council (NDRRMC) reported on Saturday.

SMC, MMDA join forces to address metro flooding

METROPOLITAN Manila Development Authority (MMDA) chairman Don Artes expressed gratitude to San Miguel Corporation (SMC) president and CEO Ramon Ang for volunteering to help address Metro Manila’s flooding problem at no cost to the government.

Flight school remains under CAAP monitoring

THE Civil Aviation Authority of the Philippines (CAAP) announced Saturday that the Topflite Academy of Aviation Inc. (TAAI) will remain under strict monitoring, even after the suspension of its flight training operations was lifted following a crash incident last month near Iba Airport, Zambales.

CAAP lifted the suspension on August 6, 2025, but ordered TAAI to submit corrective action plans addressing findings from the investigation. The authority emphasized that the academy will continue to undergo heightened monitoring to ensure full compliance with aviation safety protocols.

The suspension stemmed from a July 11 incident where a Cessna 172 (tail number RP-C2211) crashed shortly after taking off from Iba Airport during a local training flight. NEW York is waging a war on multiple fronts to combat the near ubiquitous rats that plague city streets and the subways, leaving some residents afraid to let their children walk on sidewalks.

Jim Lovell dead at 97

US astronaut Jim Lovell, the commander of the Apollo 13 Moon mission which nearly ended in disaster in 1970 after a mid-flight explosion, has died at the age of 97, NASA announced Friday.

The former Navy pilot, who was portrayed by actor Tom Hanks in the 1995 movie “Apollo 13,” died in a Chicago suburb, the US space agency said in a statement.

“President Trump allocated to us the resources to hire 10,000 new ICE officers,” Noem said. “We have had that open for less than a week and we have over 80,000 applicants for those jobs.”

HIGH stakes and intense action are expected in the inaugural leg of the Pilipinas United 3x3 League (PU3L), which tips off on August 23 and 24 at Ayala Malls Manila Bay.

Twenty-four teams will compete as the global 3x3 basketball craze returns to the Philippines through this FIBA Lite-sanctioned event. Local squads Uncle Drew, Half Court Group, and Taho Story headline the 12-team men’s division. The champion will earn a slot in the Kaohsiung Challenger in October, while the top Philippine club secures a berth in the Manila Challenger this September.

THE dedication of individuals and groups who rescue and care for animals in need deserves recognition and gratitude. However, with compassion must come commitment not only to the animals, but also to public health, welfare, and sustainable practices.

We are aware of the ongoing situation involving an unregistered animal shelter now facing closure due to serious public health and sanitation concerns, and allegations of neglect. At Animal Kingdom Foundation (AKF), we cannot ignore the plight of the animals or the overwhelming burden shouldered by a single rescuer. While we do not condone any violation of animal welfare laws or health regulations, we also recognize that support has been extended over the years—including dog food and supplies, long before the current crisis emerged. This issue, however, is not only about animal welfare. It is also a public health matter.

The Local Government Unit (LGU) has made multiple attempts since September 2024 to address ongoing complaints from the community about foul odor and noise from the shelter—efforts that have reportedly gone unheeded.

When AKF recently attempted to intervene—offering food and veterinary assistance—we found severe animal health concerns. Unfortunately, despite our efforts, the situation continued to deteriorate due to the alleged lack of cooperation from the shelter operator.

Rescuing animals is a noble cause — but it comes with a serious responsibility.

Foremost, the efforts of individuals and groups who rescue and care for animals in need deserve recognition and deep appreciation. Yet even the most well-intentioned efforts can face

The potential effects of EMF exposure on pets are varied and complex. While research in this area is ongoing, several studies suggest that prolonged exposure to EMFs may lead to adverse health outcomes. Some of the potential effects include:

• Behavioral Changes: Pets exposed to EMFs may exhibit changes in behavior, such as increased anxiety, restlessness, and irritability. These changes can be particularly noticeable in animals that spend a significant amount of time near electronic devices.

• Sleep Disturbances: EMFs can disrupt the natural sleep patterns of pets, leading to insomnia and reduced sleep quality.

• Cellular Damage: Some studies suggest that EMFs may cause cellular damage in animals, potentially leading to various health problems.

• Immune System Dysfunction: Prolonged exposure to EMFs could potentially weaken the immune system, making pets more susceptible to illnesses and infections.

serious challenges. Such is the case with an unregistered animal shelter in Capas, Tarlac currently facing closure due to reported public health risks, sanitation problems, and possible neglect and animal welfare violations.

While we do not condone violations, we also cannot turn a blind eye to the suffering of the animals nor the crushing burden carried by one woman left to care for over 100 dogs, largely abandoned by those who once promised help. Since last year, AKF has been quietly extending support to this shelter through regular donations of dog food and other essential supplies from time to time. When their current crisis reached us, we immediately stepped in to provide more dog food donations.

The rescued animals should not be the ones to bear the consequences of human faults.

We feel for the lone shelter operator. This is not just her failure. It is a failure of a broken system where rescuers are praised but not supported. Where animals are “saved,” only to suffer again behind shelter gates. The situation of the shelter did not arise overnight, and it is not hers alone to bear.

Many have contributed to it intentionally or otherwise at the

To minimize the potential negative effects of gadgets on pets, owners should adopt a balanced approach. Here are some practical recommendations:

• Choose Gadgets Wisely: Select pet gadgets that are made from safe materials, are easy to use, and do not emit excessive EMFs.

• Monitor Your Pet's Behavior: Pay close attention to your pet's behavior and watch for any signs of stress, anxiety, or discomfort.

• Create a Balanced Environment: Provide pets with a variety of activities and enrichment opportunities to prevent overstimulation.

• Limit Screen Time: Reduce the amount of time pets spend watching screens, such as televisions or tablets.

• Consult with Professionals: Consult with a veterinarian or a certified animal behaviorist. They can provide personalized advice and recommendations.

While gadgets can enhance pet care and provide entertainment, it is crucial to be aware of their potential effects on animal health and behavior. By understanding the risks associated with EMF exposure, overstimulation, and other factors, pet owners can make informed decisions and create a balanced environment that promotes the well-being of their animal companions. We appeal to all. Rescuing is a noble cause, but it comes with a serious responsibility to ensure that animals’ welfare, health, and living conditions are never compromised. This responsibility becomes even more critical when public health is also at risk. Compassion must always be paired with accountability and responsibility.

IN AN era where digital content creators are often typecast into niche categories, one lifestyle influencer is rewriting the narrative: this time, with a chef’s knife in hand.

Known for her beauty and lifestyle content, Verniece Enciso took an unexpected but life-changing leap: she enrolled at the newly opened Center for Culinary Arts (CCA Manila) satellite school located inside the University Hotel at UP Diliman.

“I’ve always wanted to learn how to cook,” Enciso said. “And while we can watch YouTube or TikTok videos, you just can’t learn things like proper knife skills, how to fillet or debone a fish by watching online. You need to be taught those things in person.”

That longing for culinary basics led her to the country’s top culinary institution, CCA Manila, which recently opened its new satellite campus at the University Hotel. Barbara Pauli, the institute’s manager for educational cooperation, introduced the Goethe-Institut, which operates in more than 100 countries.  Annalena Urbanczyk  from the language department discussed Germany’s weather and offered travel tips for the students’ upcoming visit to Stuttgart, the capital of Baden-Württemberg.

Speakers also explained Germany’s federal government system, transportation networks, environmental initiatives and regional language variations. They discussed cultural norms such as punctuality and discipline, everyday etiquette, and popular German food.

Students took part in conversations about international cooperation, diversity, sustainability, disability inclusion and scholarship opportunities.  The program concluded with an open forum that addressed cost of living and social customs.

Benilde officials, including SDG Dean  Gary Ador Dionisio, Consular and Diplomatic Affairs chair  Catherine Dee Samaniego Governance and Public Affairs chair  Maricel Fernandez-Carag and faculty member  Josue Raphael Cortez, met with the GoetheInstitut representatives.

How an exclusive lodge is reclaiming

old Baguio charm

HIGH in the mountains of Itogon, away from the bustle of Baguio City, Alphaland’s latest offering is quietly taking root.

Opened in May, Balesin Pines is a members-only lodge designed to bring guests back to “the Baguio of 50 years ago”—cool, quiet, and surrounded by pine trees.

Located 4,590 feet above sea level along scenic Ambuklao Road, the property is part of the Alphaland Baguio Mountain Lodges estate. With only 18 one-bedroom suites, Balesin Pines was built with exclusivity and retreat in mind.

The structure is clad in imported pinewood from Europe, with some rooms featuring Japanese-style soaking tubs. Furnishings feature carved woodwork and handwoven accents, many crafted by artisans from Northern Luzon.

“There are a lot of local touches,” said Alphaland vice president for Marketing and Special Projects Emerald BanaresTorres

“You have the Narda’s [handwoven fabrics], the carved pieces from Ifugao, and the staff uniforms by Renee Salud using Mountain Province patterns.”

Members can dine at two signature restaurants: Yum Cha, which serves Asian cuisine, and La Réserve, which offers continental fare. Starting September, the property will introduce raclette and fondue to the menu, adding a seasonal alpine flair.

“It was part of RVO’s plan,” said Balesin spokesperson Joanna Ongpin-Duarte, referring to the late Alphaland chairman Roberto Ongpin

“Before he died, he planned this out. Because our members were saying, ‘We want to also use our nights in Baguio.’ So, the idea actually came from our members.”

She was referring to the free villa nights that come with Balesin Key membership— originally redeemable only on Balesin Island. The lodge was developed to meet the growing demand for highland stays. The lodge sits within Alphaland’s 82-hectare Baguio development, though

Balesin Pines itself occupies only a portion. Guests also have access to the broader amenities of the Mountain Lodges, including a hiking trail, a sports court, and an open-air chapel with panoramic mountain views.

“This used to be a farm,” Ongpin-Duarte said, adding that sustainability remains central to how the property will grow moving forward.

“We get our vegetables from the local market, but I think now that everything is built, we can start [growing produce] again.”

With only 18 rooms available, the property has already seen high weekend demand since its soft opening.

“We were almost sold out last weekend,” Ongpin-Duarte said. “People are coming… the members have been pestering us,” Banares-Torres added.

While no expansion is confirmed, Ongpin-Duarte acknowledged that interest could eventually lead to more rooms if demand continues.

A spa and indoor pool are under construction and expected to open before the holidays, but the current experience focuses on thoughtful design and a sense of place—without flash or crowding. Marketing is intentionally low-key. “Most of our sales are actually done by word of mouth,” Ongpin-Duarte said. “It’s not a hard sell.”

Balesin Pines is open only to members of Balesin Key. This lifetime membership grants access to three exclusive properties: Balesin Island in Quezon, Balesin City in Makati, and now, Balesin Pines in Benguet.

When asked what kind of lifestyle the membership caters to, Ongpin-Duarte said, “It’s for people who enjoy going out of town… They want to go to places like the island or here, where they feel part of a community, where it’s safe, not too many crowds.”

With its blend of rustic charm and exclusivity, this highland escape offers an alternative for those seeking a quieter side of Baguio—one that still smells of pine, hums with stillness, and feels like coming home.
