Among the major updates, PhilHealth will now cover 156 hemodialysis sessions per year, up from the previous 144. The benefit amount per session has also increased from P4,000 to P6,350, reducing or eliminating outof-pocket expenses for nearly 990,000 patients.

For kidney transplants, PhilHealth coverage will rise significantly from P600,000 in 2024 to P2.1 million in 2025. The benefit package now includes post-transplant medications such as immunosuppressants, prophylactic antibiotics, and other critical treatments. Support will also be provided to kidney donors, recognizing the postoperative care they require.

To ease the cost of medications, President Marcos announced that PhilHealth has expanded its list of VATfree drugs, giving more patients access to affordable, tax-exempt medicines.

In addition to ongoing facility improvements, a new building for chemotherapy and dialysis services is under construction at NKTI and is expected to be completed by year-end. While the expanded health packages focus on treating existing conditions, the president underscored the importance of preventive care, pointing to the rise in kidney disease linked to diabetes and poor nutrition.

"We Filipinos love sweets that’s just who we are," Mr. Marcos said. "But over time, it has led to more diabetes and kidney disease."

THE Commission on Elections (Comelec) Second Division has officially declared Bienvenido “Benny” Abante Jr. as the representative for the 6th District of Manila, following the annulment of Luis “Joey” Chua Uy’s proclamation by the electoral body due to issues regarding his citizenship.

In a ruling issued by the poll body, the Comelec division approved the petition that challenged Uy’s qualifications, citing concerns related to his citizenship.

In a 22-page ruling, the Comelec said Uy was considered as a non-candidate and his certificate of candidacy was void ab initio.

Comelec Chairperson George Erwin Garcia however said Abante Jr. cannot be proclaimed yet as the winner since the decision of the Commission on Elections Second Division to void the proclamation of his rival is not yet final and executory.

“What you should always look at is when the Comelec issues a certificate of finality and entry of judgment. These certify that the decision of the Comelec is final and executory,” Garcia told reporters in an online interview.

Meanwhile, Abante said the Comelec decision “is a victory not just for me and the voters of Manila’s sixth district—but for the Constitution, and the Rule of Law.”

Abante emphasized: “The Constitution is clear—only natural-born Filipino citizens are qualified to serve in Congress. The Comelec ruling reaffirms this fundamental requirement and protects the integrity of our democratic institutions.”

He also stressed the broader implications of the decision: “This case sets an important precedent. DOTr orders NLEX to halt Marilao fees

THE Department of Transportation (DOTr) has ordered NLEX Corporation to immediately suspend toll collection for the northbound segment of the Marilao Interchange on the North Luzon Expressway until all four lanes are fully passable. The DOTr’s decision comes after the Marilao Interchange Bridge was struck by an overheight container truck on June 19, 2025.

“President Ferdinand Marcos Jr. has instructed the DOTr and Toll Regulatory Board (TRB) to ensure that motorists and commuters who will use the affected expressway will be compensated for the lost time, and exhaustion due to traffic caused by the incident,” DOTr Secretary Vince Dizon said. DOTr said the latest incident, widely documented and circulated on various media platforms, resulted in the death of a 54-year-old traveller and serious injuries to six others.

“This is an unacceptable failure of operational diligence on your part. We emphasize that your company is a public utility operator, granted the privilege to collect tolls under a government-issued concession imbued with public interest,” DOTr said.

Over 8,000 pass 2025 PNP entrance exams

THE National Police Commission (NAPOLCOM) has released the results of the Philippine National Police (PNP) Entrance and Promotional Examinations held on April 27, 2025, in testing centers nationwide.

Out of 42,499 total examinees, 13,464 passed — with 8,288 passing the entrance test and 5,176 clearing the promotional exams. The overall passing rate was recorded at 33.80 percent.

BI agents arrest woman for selling fake clearance

A WOMAN was arrested at the Ninoy Aquino International Airport (NAIA) for allegedly selling fake immigration clearances to foreign nationals for nearly P1 million, the Bureau of Immigration (BI) said Friday. The suspect was caught demanding P850,000 in exchange for a fraudulent “clearance” and threatening deportation if the victim refused to pay. She was intercepted on the evening of June 13 at the Departure East area of NAIA Terminal 1 by the Airport Police Department (APD). The BI said the woman had attempted to convince an excluded passenger — a foreign national previously deemed inadmissible — to pay for expedited clearance. Excluded passengers are typically barred from entry due to criminal records, documentation issues, or other violations.

CHR to admins: Lead in addressing bullying

THE Commission on Human Rights (CHR) has reiterated that school administrators must take the lead in addressing bullying, even as it welcomed efforts by the Philippine National Police (PNP) to support anti-bullying measures. In a statement Thursday, the CHR acknowledged the PNP’s directive to accept bullying complaints through the 911 emergency hotline, calling it a “significant step” in improving child protection mechanisms. However, the CHR emphasized that “educational institutions must ensure swift, appropriate, and child-sensitive responses to reports of bullying,” in line with the Anti-Bullying Act of 2013. THE Land Transportation Office (LTO) has summoned the registered owner and driver of a van involved in a fatal road crash in Tagaytay City that killed three individuals, including a pregnant woman.

LTO chief Vigor Mendoza II said a show-cause order was issued as part of the investigation to compel the owner of the Nissan Grand Livina to explain why an allegedly reckless and unfit individual was allowed to operate the vehicle.

“We are also coordinating with the local police to get the necessary pieces of evidence, including an official report stating that the driver was under the influence of liquor at the time of the incident,” Men-

doza said.

“Three were killed, including a pregnant woman. The vehicle owner is liable, especially [since the] report showed the driver is drunk,” he added.

According to LTO Region 4A Director Elmer Decena, the crash occurred along the bypass road in Barangay Zambal when the van collided with a sedan traveling from the opposite direction.

The sedan driver and two passengers were killed, while the van driver and four others were injured.

The registered owner has been ordered to respond under oath within five days and present documents to refute the allegations or risk administrative charges and the revocation of the vehicle’s registration.

50 vessels belonging to China’s maritime militia have been swarming Rozul Reef in the West Philippine Sea since June 17, the Philippine Coast Guard (PCG) said Thursday.

PCG spokesperson for the West Philippine Sea, Commodore Jay Tarriela, said the Chinese vessels are likely being used to assert territorial claims over unoccupied areas and possibly intimidate Filipino fishermen.

“Rozul Reef is within our Exclusive Economic Zone, located just 113 nautical miles off the coast of Palawan,” Tarriela said. “Their presence, movement, swarming, and anchoring activities do not represent freedom of navigation — they are a clear violation of our sovereign rights.”

According to Tarriela, the Coast Guard deployed two vessels and an aircraft to challenge the Chinese presence, but none of the foreign ships responded to the radio calls. “Despite our repeated warnings, not a single vessel responded — not even to our aircraft,” he said. He noted that previous swarms involved fewer vessels, but the current incident suggests growing aggression. “The presence of these vessels is a violation of UNCLOS. They may be monitoring our Coast Guard and military activities, but their intent remains speculative.”

Taxpayers seek probe of anomalies in MILG-BARMM

SEVERAL taxpayers in the Bangsamoro Autonomous Region in Muslim Mindanao have asked the Office of the President, Office of the Ombudsman in Mindanao, and the Office of the Speaker, Bangsamoro Transitory Authority, to investigate the alleged anomalous P680million rice procurement transactions made by the Ministry of the Interior and Local Government in 2024 which may constitute plunder.

A copy of the complaint was also sent to the Senate and the Commission on Audit. The complainants, who requested anonymity for security reasons, said the transactions disregarded procurement laws, transparency standards, and fiscal responsibility. They claimed all rice procurement contracts were consistently awarded to a single supplier, the JB Pharma & Trade Center, a pharmaceutical distributor, which raised concerns about its capacity to supply rice and other food commodities. The complainants said the awards were made despite the presence of other bidders who were previously determined to be the Lowest Calculated and Responsive Bidders.

In one specific transaction, the government is alleged to have lost P15 million because the contract was awarded to JB Pharma instead of the lowest bidder who is a responsible and legitimate agricultural products supplier.

The complainants said the repeated disqualification of qualified bidders without clear justification and the consistent awarding of contracts to an entity not primarily engaged in the supply of agricultural goods, suggest improper procurement practices.

They said the awards were purchased at a significantly inflated price of over P60 per kilo when the prevailing market price is P45 per kilo, constituting excessive expenditures as defined by a Commission on Audit circular.

In one instance, they said MILG Minister Sha Elijah Dumama-Alba made it appear that an emergency purchase of rice and hygiene kits was made on July 24, 2024, using the 2023 MILG-READI Fund worth P100.325 million, despite no declaration of a state of calamity.

The complaint-affidavit alleged the transaction was facilitated by the Minister’s husband, Salhiwardi Alba, who contracted the JB Pharma and Trade Center. According to the complainants, no delivery was made for this budget, and no goods distribution occurred.

The liquidation was made using the

same few goods pictured from different angles to justify the payment.

The misuse of the emergency procurement mode under Republic Act 9184, well after the lapse of the legally declared period of calamity, further compounds the irregularities of these transactions.

The transactions have been intentionally structured to circumvent procurement rules, violating a contract splitting prohibition.

The complaint-affidavit also alleged that the Ministry has consistently practiced what is called “splitting” by intentionally dividing a single transaction into several procurements and reducing the threshold amount to less than a million to circumvent the mandatory bidding.

The complainants claimed that JB Pharma and Trade Center does not exist at its known address and was contracted as a dummy company to deal with MILG Biddings and Awards.

Hence, JB Pharma and Trade Center should be summoned and subjected to investigation, if indeed it transacted with the MILG and that the 2024 transactions are reflected in their Annual Financial Statement and Filed ITR for 2024.

The complainants requested for a thorough investigation of the case without prejudice to the filing of a case for violation of Section 3(e) of RA 3019 for conducting emergency purchase with the Declaration of State of Calamity and for plunder as the two cases involved an amount of more than P50 million.

The complainants ended their affidavit with the fervent hope the “high ideals of the principle of Moral Governance” should prevail over “corruption or any appearance of corruption” that their complaint-affidavit would be given due attention and immediate action by the concerned authorities.

Justice at stake as generative AI enters the courtroom

NEW YORK — Generative artificial intelligence (GenAI) is making its way into courts despite early stumbles, raising questions about how it will influence the legal system and justice itself.

Judges use the technology for research, lawyers utilize it for appeals and parties involved in cases have relied on GenAI to help express themselves in court.

“It’s probably used more than people expect,” said Daniel Linna, a professor at the Northwestern Pritzker School of Law, about GenAI in the US legal system.

“Judges don’t necessarily raise their hand and talk about this to a whole room of judges, but I have people who come to me afterward and say they are experimenting with it.”

In one prominent instance, GenAI enabled murder victim Chris Pelkey to address an Arizona courtroom -- in the form of a video avatar -- at the sentencing of the man convicted of shooting him dead in 2021 during a clash between motorists.

“I believe in forgiveness,” said a digital proxy of Pelkey created by his sister, Stacey Wales.

The judge voiced appreciation for the avatar, saying it seemed authentic.

“I knew it would be powerful,” Wales told AFP, “that that it would humanize Chris in the eyes of the judge.”

The AI testimony, a first of its kind, ended the sentencing hearing at which Wales and other members of the slain man’s family spoke about the impact of the loss.

Since the hearing, examples of GenAI being used in US legal cases have multiplied.

“It is a helpful tool and it is timesaving, as long as the accuracy is confirmed,” said attorney Stephen Schwartz, who practices in the northeastern state of Maine.

“Overall, it’s a positive development in jurisprudence.”

This would allow the review and removal of three proposed amendments in House Bill 11539 and Senate Bill 2895 that pose serious threats to public safety and peace, especially in fragile and conflict-affected areas such as the Bangsamoro.

GenAI assistants already have the potential to influence the outcome of cases the same way a human law clerk might, reasoned the professor. Facts or case law pointed out by GenAI might sway a judge’s decision, and could be different than what a legal clerk would have come up with.

But if GenAI lives up to its potential and excels at finding the best information for judges to consider, that could make for well-grounded rulings less likely to be overturned on appeal, according to Linna. AFP

YANGON—Myanmar’s deposed democratic leader Aung San Suu Kyi marked her 80th birthday in junta detention on Thursday, serving a raft of sentences set to last the rest of her life.

Suu Kyi was the figurehead of Myanmar’s decade-long democratic thaw, becoming de facto leader as it opened up from military rule.

But as the generals snatched back power in a 2021 coup, she was locked up on charges ranging from corruption to breaching COVID-19 pandemic restrictions and is serving a 27year sentence.

“It will be hard to be celebrating at the moment,” said her 47-year-old son Kim Aris from the UK.

Syrians watch Iran-Israel missiles crossfire as new gov’t stays silent

DAMASCUS—For days, Syrians have watched as Iranian missiles and Israeli interceptors light up the skies over their territory, but the new government in Damascus has so far remained officially silent on the unprecedented conflict.

Iran was one of former ruler Bashar al-Assad’s biggest backers, playing a crucial role in propping up his government by providing military advisers and the support of affiliated armed groups throughout the 14-year Syrian civil war.

Israel, meanwhile, has occupied the Golan Heights since seizing it from Syria in 1967, and has kept troops in a UN-patrolled buffer zone there since December, when the fall of Assad at the hands of an Islamist-led coalition sparked a wave of Israeli air strikes on military targets.

DPWH finishes P77-m project in Ilocos Norte

THE Department of Public Works and Highways (DPWH) has completed the construction of a P77.19-million flood control project along the Padsan River in the towns of Sarrat and Piddig, Ilocos Norte in time for the upcoming rainy season.

DPWH Region 1 director Ronnel Tan said the newly completed 452.64-meter river wall protection was constructed in Barangay 6 Tonoton, Piddig and Sitio Cabuloan, Barangay San Marcos, Sarrat. Both are classified as flood-prone areas often experiencing damages from the overflowing Padsan River.

The project was designed to improve waterway capacity and enhance the flood resilience of surrounding communities.

THE United Nations Special Rapporteur on the Promotion and Protection of the Right to Freedom of Opinion and Expression has recommended to the Philippine government the issuance of an “executive order denouncing the practice of redtagging” and measures that “discourage, disincentivize and discipline those who violate the policy.”

“In the light of the history of enforced disappearances, unlawful killings and persistent impunity in the Philippines, the Special Rapporteur encourages the Gov-

ernment to ratify the International Convention for the Protection of All Persons from Enforced Disappearance and to open discussions for re-accession to the Rome Statute of the International Criminal Court (ICC),” Khan’s report said.

“Both instruments would significantly enhance human rights protection and support the enjoyment of the right to freedom of expression,” it added.

In her report, Khan also called on the Marcos administration to establish a

clear policy condemning red-tagging and to impose penalties on those who engage in the practice.

During her visit, the Special Rapporteur met with dozens of individuals who claimed to have been targets of red-tagging.

“On the basis of complaints received during the country visit, the Special Rapporteur has communicated with the Government of the Philippines on allegations of vilification, harassment, arbitrary detention, enforced disappearance and the killing of 27 individuals, at least eight of whom had been publicly subjected to red-tagging before they were murdered,” the report read..

It added that more than 450 red-tagging incidents were identified in the first half of 2024 alone, 17 percent of which targeted young people and 61 percent were attributed to government actors, representing a much larger number of affected persons based on the impact that red-tagging targeting civil society organizations, unions or educational institutions has on the rights and well-being of affiliated members, staff or students.

Sellesa and his group had been wanted for their alleged involvement in the 2021 murder of a ceretain Jesus Sarcilla, an NPA supporter, but was nonetheless executed.

MY last conversation with the former Philippine Football Federation (PFF) Director of National Senior Teams and Philippine National Men’s Football Team (PNMFT) manager Freddy Gonzalez was mostly about the game between the Philippines and Tajikistan exactly 10 days ago at the New Clark Stadium in Tarlac. Gonzalez expressed his dismay about the game that he said was 100% winnable. He also mentioned the poor officiating of the match that resulted in 15 yellow cards, eight for the home team and seven for the visitors. “They really don’t like us. I’ve experienced referees from big ASEAN countries, Japan and Australia, Iran, Korea and more and they’re all horrible. They make unfair calls and always give the opponent an advantage. How does a referee call a 50/50 penalty, which clearly wasn’t, on the home team?” he lamented. While our exchanges started on the negative aspects of the game, Gonzalez’s tone changed when The Designated Kit Man asked what’s next for the PNMFT.

BSP cuts borrowing rate by 25 bps to 5.25%

THE Monetary Board, the policy-making body of the Bangko Sentral ng Pilipinas (BSP), on Thursday reduced its policy rate by 25 basis points amid moderating inflation outlook.

The BSP’s target reverse repurchase (RRP) or overnight borrowing rate was cut to 5.25 percent. The adjustment also led to changes in the interest rates on the overnight deposit and lending facilities, which are now at 4.75 percent and 5.75 percent, respectively.

The Monetary Board’s move comes as the outlook for inflation moderated. The BSP’s inflation forecast for 2025 was adjusted from 2.4 percent to 1.6 percent.

Inflation forecasts for 2026 rose

from 3.3 percent to 3.4 percent and for 2027 from 3.2 percent to 3.3 percent.

“Inflation expectations remained well anchored,” the BSP said.

The Philippine Statistics Authority (PSA) earlier reported that inflation rate eased to 1.3 percent in May 2025 from 1.4 percent in April. As a result, the average five-month inflation settled at 1.9 percent.

The Monetary Board also noted indications of a deceleration in global economic activity, driven by un-

certainty over US trade policy and the conflict in the Middle East. This would lead to slower growth in the Philippines.

“A rise in oil prices, electricity rate adjustments, and higher rice tariffs, would add to inflationary pressures,” the BSP said.

The Monetary Board said that on balance, there is a need for a more accommodative monetary policy stance, but emerging risks to inflation from rising geopolitical tensions and external policy uncertainty require closer monitoring.

The Monetary Board said it would continue to assess the impact of prior monetary policy adjustments.

“Going forward, the BSP will safeguard price stability by ensuring monetary policy settings are conducive to sustainable economic growth and employment,” it said.

THE World Bank expects the Philippine economy to grow by 5.3 percent in 2025, a slight decrease of 0.3 percentage points from the 2023-2024 average.

This comes despite a robust job market, stable inflation, and supportive fiscal and monetary policies, which are helping to counter increasing trade barriers and greater financial market volatility.

The World Bank, in its Philippines Economic Update (PEU) released Thursday, said stimulating private sector growth and job creation is crucial for the Philippines to enhance inclusive growth amidst rising global uncertainty and domestic risks.

The report said unlocking the potential of the country’s business sector, particularly small and medium-sized enterprises (SMEs), would help the Philippines maintain its strong growth trajectory.

“Boosting private sector growth and job creation can help the Philippines mitigate the impact of global policy uncertainty,” said Zafer Mustafaoğlu, the World Bank’s division director for the Philippines, Malaysia and Brunei.

“This will require improving infrastructure, bridging skills gaps, implementing business-friendly policies, and mobilizing private sector capital, as public funds alone cannot meet the country’s development needs,” he said.

THE peso fell to 57.45 against the US dollar Thursday from 56.98 Wednesday as crude prices surged amid the Israel-Iran conflict.

PH power rates dropped in May on stable supply

POWER generation rates in the Philippines eased in May due to favorable electricity market conditions amid high power supply margins, low fuel prices and stronger peso, according to the Energy Regulatory Commission (ERC).

Preliminary data showed that average generation rates charged by distribution utilities (DUs) to residential consumers fell last month, helping to ease total electricity costs following a surge in April.

“The continuing decline in generation rates since 2023 results from improved general market conditions and increased supply in the system, as well as the Commission’s diligent enforcement of rules and more timely action on filings with the ERC,” said ERC Chairperson and chief executive Monalisa Dimalanta.

“Even as we see these improvements, the ERC will not relax its pro active stance of close monitoring, particularly of global fuel prices, bilateral contracting and market behavior, to ensure the delivery of least-cost electricity to consumers.”

AN ENVIRONMENTAL group has called for the suspension of operations at the Eco Protect Management Corp. landfill in Porac, Pampanga, citing public safety concerns and the alleged risk of an “environmental disaster” with the onset of the rainy season.

Pinoy Aksyon Inc., in a position paper, warned that the facility, located on “very unstable lahar,” poses a significant threat due to structural risks and potential public health hazards.

“What was once presented to the public as a ‘sanitary landfill’ has now revealed itself — through drone evidence and community testimony — as an environmental disaster,” the group said in a statement.

Pampanga Gov. Dennis Pineda earlier visited the landfill following resident complaints. Pineda ordered a temporary suspension of hauling passes for Bulacan truckers transporting waste to Eco Protect due to a lack of necessary permits.

The Department of Environment and Natural Resources also initiated an investigation into the landfill’s operations to ensure compliance with environmental laws.

Pinoy Aksyon said the landfill’s location on unstable volcanic mud makes it highly susceptible to erosion and collapse, particularly during typhoons or earthquakes. Drone footage reportedly shows slope failures, uneven waste piling and a lack of structural reinforcements.

The group also raised alarms about the landfill’s proximity to the Pasig-Potrero River, a water source for several Pampanga towns including Bacolor, Santa Rita and Guagua. They warned of potential contamination of irrigation systems and aquifers by toxic leachate during floods.

“There is no functional Materials Recovery Facility, no air filtration infrastructure, no dust barriers,” the position paper noted. “Communities downwind — especially children and the elderly — are suffering the consequences.”

All three grids recorded higher average supply and lower demand in May this year compared to the same period last year, resulting in lower average spot prices nationwide.

The system-wide average supply in May 2025 rose to 22,218 megawatts (MW), up from 19,648 MW in May 2024.

The average system-wide demand declined to 15,169 MW from 15,688 MW last year due to a shorter dry season in 2025.

As a result, the May 2025 supply margin widened significantly to 4,935 MW (22.3 percent of the average supply) from 1,867 MW (9.5 percent) in May 2024, helping stabilize prices in the spot market.

The decline in fuel prices and a stronger peso also contributed to the drop in electricity prices in May, the ERC said.

Indonesian coal registered its lowest monthly average price for the year at $115.8 per metric ton in May, while the peso strengthened further, averaging P55.6 to the U.S. dollar.

PH to plant 50m coconut trees in 2026 to boost production

THE Philippines is doubling down on its coconut replanting efforts, targeting to plant up to 50 million trees in 2026 to reclaim its position as the world’s top coconut producer.

While the Philippines remains the world’s top exporter of coconut products, it now trails Indonesia in total production. Indonesia produced 17.13 million metric tons in 2024 compared to the Philippines’ 14.77 million.

“The initial target for next year was 25 million trees. The president has allocated additional funds for this, and we will involve coconut farming communities to fast-track the production of planting materials,” said Agriculture Secretary Francisco Tiu Laurel.

The Philippine Coconut Authority (PCA) said the move is part of a five-year replanting program launched in 2023 that seeks to plant 100 million coconut trees by 2028.

The aggressive push comes amid soaring global demand for coconut oil, buoyed by the European Union’s plan to phase out palm oil imports by 2030 due to sustainability concerns.

With palm oil under pressure, coconut oil, perceived as a more eco-friendly alternative, is gaining ground, alongside rising global demand for fresh coconut water as a health drink.

The replanting initiative also aims to address declining yields from the country’s 340 million existing coconut trees, many of which are aging or senile, producing just 40 nuts a year, a third of their potential.

DOT slams ‘false’ PH ranking as 3rd least safe country

THE Department of Tourism (DOT) denounced what it called “false” and misleading report by online travel insurance platform HelloSafe that the Philippines was the “least safe country on the planet”.

DOT Secretary Christina Garcia Frasco said the “HelloSafe Safety Index 2025,” which ranked the Philippines at the top of its “least safe cities” list is unreliable and disconnected from on-the-ground realities.

“What was presented as an objective safety index was, in fact, built on questionable data, lacking in transparency, and entirely disconnected from realities on the ground,” Frasco said in a statement.

She also questioned the site’s credibility, noting its focus on selling travel insurance over producing accurate safety assessments.

“The index lacked full methodology disclosure or identifiable data sources, even reusing the same score of 82.32 for different countries within six days,” she said.

Frasco accused HelloSafe of negligence for quietly removing the Philippines from the report’s narrative without explanation or accountability. While the report has since been edited, the damage has already been done, the she said, citing disruptions to tourist bookings and the broader economic ripple effect.

RLC in exchange will subscribe to 3.834 billion primary common shares

of RCR at P8 per share, valuing the total transaction at P30.674 billion. The valuation was supported by an SEC/PSE-accredited appraiser and a third-party fairness opinion.

“The transaction has been approved by the Related Party Transaction Committee of RLC and shall be subject to the approval of pertinent regulatory bodies, as applicable,” RLC said in a statement.

RLC plans to hold a special stockholders meeting in August to approve the deal.

RLC infused 13 commercial assets,

comprising 11 malls and two offices, with a total valuation of P33.9 billion into RCR under a 2024 property-forshare swap.

RCR said its long-term growth plan included expanding its portfolio by acquiring more office buildings and malls from RLC.

RLC still holds over 1.3 million square meters of mall gross leasable area (GLA), more than 250,000 square meters of office GLA, nearly 300,000 square meters of logistics GLA and 4,000 hotel keys that could be infused into RCR in the future.

THE Energy Regulatory Commission (ERC) said Thursday it will conduct a formal inquiry on the persistent power interruptions in Siquijor province, following President Ferdinand Marcos Jr.’s directive to energy agencies to immediately resolve the province’s power situation.

THE Department of Transportation (DOTr) expects to start construction on the long-delayed Unified Grand Central Station (Common Station) by January 2026, following the termination of the contract with the previous contractor over extensive delays.

“We terminated the contract with BF Corp. three weeks ago, and now we’re finding the fastest possible way to continue this and to finish it finally,” Transportation Secretary Vince Dizon said.

“We want to award it by this year and by January we commence construction and we will finish by the time MRT 7 is operational by 2027 so that’s the goal,” he said.

The common station project has been stalled since 2009, but Former Transport Secretary Arthur Tugade settled the dispute on the location leading to its groundbreaking in September 2017.

Once operational, the Common Station is expected to serve about 500,000 passengers daily.

Dizon also said the Metro Rail Transit Line 7 (MRT-7) would be operational for passengers by 2027 or before the end of President Ferdinand Marcos Jr. ‘s term.

The speedy completion of the MRT-7 after more than a decade of delay is in compliance with the President’s order to expedite the project to speed up and make the commute more comfortable for commuters so they can relax and have time for family.

“I am very confident that the MRT-7 will be completed before the end of President Bongbong Marcos’ term. So by 2027, all our countrymen will be able to ride it,” Dizon said.

The overall progress of the MRT-7 is at 83.08 percent. Once operational, the line is expected to serve 600,000 passengers per day in its first year of operation.

The MRT-7 project is a 22-kilometer elevated railway that will connect North Ave. in Quezon City to San Jose del Monte, Bulacan, with 14 stations.

APAIR of stunning beauties with inspiring stories to tell claimed the two titles at stake at the 61st edition of the prestigious Binibining Pilipinas search.

Katrina Anne Castañeda Johnson, a 27-year-old FilipinoAmerican from Padada, Davao del Sur, made her province proud

after capturing the Binibining Pilipinas-International 2025 crown. It was sweeter the second time around for the Davaoeña, who was first runner-up in the same pageant in 2023.

Annabelle Mae Tate McDonnell, a 25-year-old native of Iligan City who was born in the United Kingdom, won the Binibining Pilipinas Globe 2025 title, following her first runner-up finishes in the Miss Universe Philippines 2022 and Miss Charm International 2023 pageants.

Johnson, a holder of a master’s degree in clinical pharmacy from the University of the Immaculate Conception (UIC), dedicated her win to her late mother, who was instrumental in her forays into the world of pageants. She began her journey by winning Miss UIC Intramurals 2015 and Miss Silka 2016.

An animal lover who takes care of 13 dogs, Johnson advocates for accessible healthcare for her countrymen. She has volunteered in medical charity work in her hometown, having been exposed to the harsh realities of the country’s healthcare system, especially for poor Filipinos.

“I can’t believe this is happening, and I’m so grateful. This is all for my mother, who was my inspiration. Before, I was just new and looking up to those beauty queens. Now I have put myself in the same category,” said Johnson after her victory.

McDonnell, who graduated cum laude with a degree in Consular and Diplomatic Affairs from De La Salle–College of Saint Benilde, grew up in Iligan City as an orphan raised by her uncle. At a young age, she had to work early to provide for her family and education by selling bread and used clothes around the neighborhood.

McDonnell, who started in local pageants by winning Miss Iligan 2018 and Miss Lanao del Norte 2019, previously worked as a radio host promoting youth socio-political awareness and as a special operations officer at the Office of the Mayor of Iligan City. She has volunteered with the Save the Children Philippines organization, which supports vulnerable children to have a healthy start in life, the opportunity to learn, and protection from harm.

“Speaking as someone who experienced involuntary hunger and malnourishment as a child, I always tell these children that I wish they would never go hungry another night,” McDonnell has promised as a volunteer to give voice to underprivileged children.

NETFLIX announced Wednesday a livestreaming and on-demand content agreement with French television group TF1, its first such deal with a major traditional broadcaster anywhere in the world.

Netflix’s co-chief executive Greg Peters told AFP, while declining to name any of the financial or other details of the tie-up with TF1.

Netflix subscribers in France will get access to TF1’s five TV channels and content from the group’s own TF1+ streaming platform— all “without ever having to leave the Netflix environment” on their smart TV or other device, the US company said in a statement.

On offer will be sporting events, soap operas, and reality shows such as the Survivor-style Koh-Lanta TF1 and Netflix have for years collaborated on productions like 2019’s historical drama Le Bazar de la Charite (The Bonfire of Destiny).

But France’s top private broadcaster—one of Europe’s largest—has big ambitions for TF1+ to stand on its own two feet, making the more

intimate tie-up with Netflix a surprise. The TF1 streaming platform aims to become the most popular free offering in France and the wider French-speaking world.

“TF1+ is and will remain at the center of our strategy,” TF1 chief executive Rodolphe Belmer told AFP ahead of the announcement. Belmer insisted that the deal did not risk “cannibalization” of TF1+ and was “truly complementary” in a media landscape of fragmenting audiences and growing on-demand viewing. He added that the TF1 group had done “lots of analysis” and expected a “significantly net positive” business effect.

On Netflix’s side, “TF1 is very good with sports, with live areas that we don’t operate in a large way right now”, said Peters, who also praised the quality of the group’s scripted programming. Iñigo Pascual’s ‘Herzy’ lets men own their grooming game

CTOR and singer Iñigo Pascual is branching out from entertainment with a new business venture, Herzy, his newly launched haircare line tailored for men.

“It’s always been a dream of mine. I’ve always wanted to do something in this field,” he said in an interview with the press.

Known for his roles in both local and Hollywood productions, Iñigo shared that he had once studied entrepreneurship but didn’t get to finish his degree.

“It was too hard for me to juggle it at the same time. That was a time when ‘Dahil Sa ’Yo’ came out and I had to be out of the country a lot,” the singer explained.

Now, Inigo said the brand feels like a fulfillment of that unfinished thesis he was supposed to complete.

“Part of the thesis that I have to actually do is to come up with an actual business. So now I can do it,” he continued.

Named after his grandfather’s German last name, Inigo shared that Herzy is deeply personal.

“I kind of wanted to make something that was very personal. But playing with it makes it easier to say. Herzy,” added Inigo. The brand’s initial lineup includes styling products like a hairspray, a compact hair stick, and an eyebrow growth serum. He also said that he was directly involved in testing the formulas and refining them. “We’ve gone through many different versions of it. We wanted

to make sure that it’s the right formula that works for men’s hair,” he stated, sharing that his father, Piolo Pascual, joined in on the process. “He has actually [tried it]. He was one of the people who helped me test out the products.”

The eyebrow growth serum, he explained, started as a general hair growth product for areas where people commonly lose hair.

“Especially for me, that’s one of the areas where I started to lose hair. You can also use it for that,” he said, referring to the upper sides of his forehead.

While the products are meant to be inclusive, the singer-actor emphasized his goal of creating something for men specifically.

Even in the apocalypse, rituals controlling behavior persist. The dynamic between the son and his mother is where the incredible journey into mythology truly unfolds. The movie is mainly set in the lush green Scottish forest. The zombies are no longer the modern, staggering creatures but have been transformed into what Filipino monster culture would call lamang lupa, or creatures from the earth, with their filthy limbs and overgrown, unruly hair.

There are no visible, open wounds where bites

are usually found; instead, they become figures of lycanthropy—rabid wolves. There are plenty of fantastic scenes that are more magical than horrific, like will-o’-the-wisps or elemental spirits wafting in the air. The modern is truly gone here, replaced by a return to folk horror. The zombies operate like a beastly horde, with an alpha no less. There have been movies about zombies embarking on collective action as if they are capable of societal organization and hierarchy. But trust Boyle and Garland to twist this into a sociological commentary on mobility: you have slug-like zombies, and some are nubile. This sociological communitybuilding takes a distinctly British turn when people cluster themselves according to their sense of levity, mirroring contemporary notions of regional differences.
