THE Land Transportation Franchising and Regulatory Board (LTFRB) on Saturday warned public utility vehicle (PUV) drivers and operators against imposing “double fare” on passengers based on physical appearance, size, or weight.

The agency issued the warning in light of numerous complaints reaching its office that “overweight” or “plus-size” passengers are being charged double the regular fare rate.

“Regardless of a passenger’s size, the fare covers one person. This practice of overcharging is not only unlawful—it is discriminatory and fundamentally unjust,” LTFRB chairperson Teofilo Guadiz III said.

PBBM TO ATTEND ASEAN SUMMIT IN MALAYSIA

PRESIDENT Ferdinand Marcos Jr. is set to leave for Kuala Lumpur, Malaysia, today (Sunday) to attend the Association of Southeast Asian Nations (ASEAN) Summit.

He aims to advance the country’s economic and security interests amid regional and global challenges.

The summit, scheduled from May 26 to 28, will gather ASEAN leaders and key dialogue partners to address pressing issues such as economic integration, maritime security, climate change, and geopolitical tensions in the South China Sea.

In a pre-departure briefing, the Department of Foreign Affairs said President Marcos plans to reaffirm the Philippines’ commitment to ASEAN’s central role in regional stability and growth. He is expected to promote stronger cooperation in digital transformation, food and energy security, and disaster resilience.

On the sidelines of the summit, Mr. Marcos will hold bilateral talks with Malaysian Prime Minister Anwar Ibrahim and other ASEAN leaders. Topics likely to be discussed include trade and

THE National Capital Region Police Office (NCRPO) recorded a 23.13% drop in focus crimes from November 2024 to May 2025 compared to the same period the previous year.

NCRPO Director Maj. Gen. Anthony Aberin attributed the decline to intensified crime prevention strategies, operational efficiency, and stronger community engagement. “This translates to 779 fewer incidents of murder, homicide, physical injuries, rape, robbery, theft, and carnapping,” he said.

Among the notable decreases: murder cases dropped 25%, rape by 29.28%, and theft by 25.51%. Car thefts and robberies were also down, although motorcycle theft rose slightly by 5.38%.

The NCRPO also improved its Crime Solution Efficiency from 69.06% to 69.64%, reflecting better capability to solve crimes and deliver justice.

THE number of violence against children (VAC) cases in the Philippines has been steadily decreasing since 2016, according to the Council for the Welfare of Children (CWC), an agency under the Department of Social Welfare and Development (DSWD).

CWC Undersecretary Angelo Tapales cited Philippine National Police data showing reported VAC cases dropped from 23,816 in 2016 to 18,089 in 2024. Despite this positive trend, the government remains committed to fully eradicating violence against children.

The decline is partly credited to new laws like Republic Act 11930, which targets online sexual abuse and exploitation of children. President Marcos has also held sectoral meetings to address these issues.

Under updated 2025 guidelines, local governments must pass ordinances preventing online abuse, provide trained personnel for handling cases, and set up referral systems.

THE Land Transportation Office (LTO) confirmed that the suspension of Yanna Motovlog’s driver’s license will remain until she surrenders the motorcycle involved in her viral road rage incident in Zambales. The motorcycle must be brought to the LTO Central Office in Quezon City.

LTO Chief Assistant Secretary Vigor Mendoza II signed the resolution connected to her case, which includes fines of P2,000 for reckless driving and P5,000 for using a motorcycle without side mirrors.

Yanna Motovlog met with LTO officials last Friday, explaining her absence from two hearings was due to security concerns, which is why she sent legal counsel instead. However, LTO investigators noted the motorcycle is suspected to be unregistered, lacking a license plate.

Office chief Claire Castro on Saturday challenged Senator Ronald “Bato” dela Rosa to provide concrete evidence supporting his claim that International Criminal Court (ICC) investigators allegedly harassed retired police officers in Pasay City to sign affidavits implicating him and former President Rodrigo Duterte in the drug war.

In a radio interview with Radyo Pilipinas, Castro dismissed the sena -

tor’s accusations as speculative and unsubstantiated. She urged dela Rosa to submit affidavits if police officers were indeed coerced by ICC investigators.

Castro questioned the likelihood of such coercion, noting that the retired officers involved are seasoned uniformed personnel. She also emphasized that President Ferdinand Marcos Jr. has no obligation to expel ICC investigators based on unverified claims.

Dela Rosa, former national police chief during Duterte’s campaign,

accused the ICC’s presence as contradictory to Marcos’ efforts to reconcile with the Duterte camp and called for the ICC team’s immediate removal. Castro countered that the government welcomes ICC investigators but does not necessarily cooperate with them.

While citing past cases where witnesses alleged coercion, Castro stressed these do not validate dela Rosa’s current claims. She challenged the senator to produce tangible evidence, such as CCTV footage, rather than rely on hearsay.

CUTS FISHERMEN’S CATCH—BFAR

THE Bureau of Fisheries and Aquatic Resources (BFAR) confirmed Saturday that aggressive actions by the China Coast Guard (CCG) in the West Philippine Sea (WPS), particularly around Scarborough Shoal (Bajo de Masinloc), have been disrupting local fishermen and reducing their fish catch.

BFAR spokesperson Nazario Briguera said the persistent presence and interference of Chinese vessels have significantly restricted Filipino fishermen’s access to productive fishing grounds. “With China’s aggressive actions, their access is limited, which translates to reduced production,” he said. “They used to freely enter the lagoon, but now their ability to fish is severely hampered.”

Despite these challenges, the BFAR remains

committed to its operations in the WPS. Briguera said Chinese harassment, including a recent water cannon attack and a sideswiping incident involving Philippine research vessels near Sandy Cay, would not deter the agency from fulfilling its mandate. “This is not the first time a BFAR vessel was targeted, and it will not stop us from doing our job,” he said. The BFAR’s BRP Datu Sanday and BRP Datu Pagbuaya were recently deployed for a marine research mission to collect sand samples near Pag-asa Cays. Briguera emphasized that these operations took place well within Philippine territorial waters, and were conducted in cooperation with the Philippine Coast Guard. DA, FDA FAST-TRACK ANIMAL VACCINE ROLLOUT AHEAD OF LAUNCH

THE Department of Agriculture (DA), through the Bureau of Animal Industry (BAI), and the Food and Drug Administration (FDA) are stepping up efforts to fast-track the approval and rollout of vaccines for African Swine Fever (ASF) and Avian Influenza (AI), aiming for commercial deployment before the end of 2025.

In a meeting held May 19 at the BAI Central Office in Quezon City, Agriculture Undersecretary for Livestock Dr. Constante J. Palabrica and newly appointed FDA Director General Paolo S. Teston reviewed progress on various vaccine candidates. Some are undergoing field trials, while others are being assessed by BAI’s Veterinary Technical Advisory Committee or have been endorsed for FDA evaluation.

Meanwhile, the FDA raised concerns over the illegal online sale of unregistered animal vaccines, noting that enforcement authority lies with the Department of Information and Communications Technology (DICT). A joint policy framework involving the DA, FDA, DICT, and Department of Trade and Industry (DTI) is being drafted to tackle this issue.

The FDA also expressed support for a DA proposal to conduct joint inspections of processed agricultural imports to prevent technical smuggling and misdeclaration of goods at ports.

PH NAVY JOINS JAPAN DEFENSE EXPO, EYES TECH UPGRADES

THE Philippine Navy reaffirmed its commitment to regional security and defense modernization by participating in the Defense and Security Equipment International (DSEI) Japan 2025, held from May 21 to 23 in Chiba, Japan. Representing the Navy was Rear Adm. Juario Marayag, commander of the Naval Sea Systems Command, who joined military leaders and defense experts from across the globe at the biennial defense and maritime forum hosted at Makuhari Messe.

Tourism Secretary Christina Frasco outlined four pillars of collaboration: promoting gastronomy tourism, expanding farm tourism, improving

THREE South Korean nationals were arrested by Bureau of Immigration (BI) operatives for working without permits at a private resort in General Trias, Cavite.

The BI identified the individuals as Oh Hyunsik, 51; Kim Haeyoung, 48; and Kim Seoyeong, 45. They were apprehended Thursday inside a resort located in a subdivision.

The operation was conducted in coordination with the Philippine Navy and Philippine National Police following a tip about undocumented foreign workers.

BI intelligence chief Fortunato Manahan Jr. said surveillance confirmed the three were actively employed at the resort without proper working visas. They are currently detained at the BI facility in Camp Bagong Diwa, Taguig, pending deportation proceedings.

According to BI Intelligence Division chief Fortunato Manahan Jr., the foreigners were found performing various functions at the facility, including managerial and customer-facing roles, which clearly violated Philippine immigration and labor laws.

“These individuals had no legal basis to work in the country. Foreigners must secure the appropriate employment visas before engaging in any kind of labor,” Manahan said.

The BI said the resort is now under further investigation to determine if other undocumented workers are employed and whether it will face sanctions or closure. Business owners found hiring foreign nationals illegally may be subjected to fines and legal action

To implement the initiative, a technical working group has been formed to develop a comprehensive roadmap within six months. AUTHORITIES REPORT MORE FIREARMS, BANNED ITEMS FROM AIRPORTS

AIRPORT authorities have confiscated over half a million firearms and other banned items at the Ninoy Aquino International Airport (NAIA) and other major airports since January, the Office for Transportation Security (OTS) reported Saturday. The seizures were made during routine security screenings amid a gun ban imposed by the Commission on Elections, which remains in effect until June 12. Among recent incidents, a Japanese national at NAIA Terminal 1 was caught with a firearm in his baggage before boarding a flight to Kansai, while a passenger in Tacloban was found with a replica MP5 submachine gun.

TRUMP EXPANDS APPLE TARIFF THREAT TO ALL SMARTPHONES

WASHINGTON – US President Donald Trump on Friday threatened Apple and other smartphone manufacturers with a 25 percent tariff unless their devices are built in the United States.

Trump initially said the tariff would apply only to Apple -- an unusual move to single out a specific company in trade policy. However, he later expanded the threat to include all smartphone makers.

“It would be also Samsung and anybody that makes that product, otherwise it wouldn’t be fair,” Trump told reporters in Washington, adding that the new tariffs would take effect by the “end of June.”

While Apple designs its products in the United States, most iPhone assembly occurs in China, which remains embroiled in a trade war with the United States.

Apple has announced plans to shift some production to other countries, including India, but Trump said this would not satisfy his demands.

In a post on Truth Social, Trump wrote that he had “long ago informed Tim Cook of Apple that I expect their iPhones that will be sold in the United States of America will be manufactured and built in the United States, not India, or anyplace else.”

The senior Lagdameo is retiring after decades of diplomatic service. He is the father and namesake of Special Assistant to the President Antonio Lagdameo Jr. who also tendered his courtesy resignation on Thursday and is awaiting his fate in the Marcos Cabinet.

Meanwhile, Housing Secretary Jerry Acuzar will transition to a new Cabinet-level role as Presidential Adviser for Pasig River Improvement.

Engineer Jose Ramon Aliling, a former Housing undersecretary and president of a prominent construction management firm, will take over as head of the Department of Human Settlements and Urban Development. Five economic managers were retained by the President, namely Trade Secretary Maria Cristina Roque, Finance Secretary Ralph Recto, Socioeconomic Planning Secretary Arsenio Balisacan, Budget Secretary Amena Pangandaman, and Special Assistant to the President for Economic Affairs Frederick Go.

“If that is not the case, a Tariff of at least 25 percent must be paid by Apple to the US,” he added.

Trump’s comments echoed statements he made during a trip to Qatar last week, when he urged Apple to bring iPhone production stateside.

“I had a little problem with Tim Cook,” Trump said on May 15.

He recounted how he told Apple’s CEO: “We’re not interested in you building in India... we want you to build here and they’re going to be upping their production in the United States.”

Apple’s main rival, South Korea’s Samsung, finds itself in a similar situation, with most of its production in Vietnam, China and India.

Apple and Samsung account for about 80 percent of smartphone sales in the United States. Smaller players including Google, Xiaomi and Motorola also have most of their handsets made abroad.

Analysts widely agree that shifting iPhone manufacturing to the United States is unrealistic and would require a fundamental overhaul of Apple’s business model – a process that could take years, if it’s possible at all.

According to Wedbush Securities estimates, about 90 percent of Apple’s iPhone production and assembly remains based in China despite some production shifts.

Reshoring iPhone production to the United States “is a fairy tale that is not feasible,” Wedbush Securities analyst Dan Ives said in a research note.

The constant pressure from the White House has taken a toll on Apple’s stock price, which has fallen more than 20 percent since Trump took office in January with his protectionist agenda.

Apple shares closed three percent in New York on Friday.

Unlike during Trump’s first term, when Apple received exceptions from China-focused trade measures, the company has become a regular presidential target this time around.

Cook warned last month about the uncertain impact of threatened US tariffs on Chinese products, which at one point were hiked to 145 percent, despite temporary relief for high-end tech goods like smartphones.

He said Apple expects US tariffs to cost it $900 million in the current quarter.

IN A bid to empower the next generation of agricultural leaders, Okada Manila has partnered for the first time with School for Experiential and Entrepreneurial Development (SEED Philippines), the education arm of Gawad Kalinga, to support the education of aspiring youth farmers.

Through a P500,000 donation, Okada Manila is co-funding the three-month training of 30 scholars at the SEED campus in Bacolod, Negros Occidental.

Sugiyama, who hails from the rural region of Hokkaido in Japan, said he was deeply moved by the mission of SEED and how it resonates with his personal experiences.

“When I was a small boy, my neighbors were mostly elderly farmers. They would come by and give us vegetables from their farms. Even if we didn’t have much, those simple gifts meant a lot to our family. It left a deep impression on me,” he recalled.

That early exposure to farming planted a seed of appreciation that would later influence his belief in agriculture as a means to escape poverty.

“We are facing challenges not only here in the Philippines, but also in Japan. Food prices are rising, and productivity is falling. That’s why I believe investing in agricultural education is not just timely, it’s necessary,” Sugiyama said.

The partnership with SEED Philippines marks Okada’s first foray into agricultural initiatives, although it has previously supported various educational programs. Sugiyama said the company is committed to making this partnership long-term.

Established in 2014, SEED Philippines aims to produce agripreneurs and rural development leaders who can transform idle lands into productive, sustainable farms.

“Our vision is to have at least one SEED campus in every region of the Philippines. We’ve built six campuses so far, including in Bulacan, Camarines Norte, Bacolod, Leyte, Bukidnon, and Davao City. But we want to go further, because food is needed everywhere, every year,” he said.

SEED is espousing a curriculum based on TESDA standards, but one that goes beyond basic technical training. TESDA plus, as it is called, includes organic agricultural production, agro-entrepreneurship, communication, community organizing, and the fundamentals of building a livelihood from agriculture.

“We train by community, not individuals. We believe that to lift a person out of poverty, you need the strength of the entire community. That’s why our selection process is stringent, we go into the communities, talk to the parents and youth, and prepare them for the commitment,” Cruz shared.

The focus of the training is on basic food crops, those used in everyday Filipino dishes like sinigang and pakbet. “We start with the essentials― pechay, kangkong, eggplant, tomato. Then we introduce high-value crops like lettuce, which is very profitable,” Cruz noted.

Now at 71, Keon’s passion for sports remains undiminished. He is currently overseeing the preparation of young athletes from Laoag City as they gear up for the 2025 Palarong Pambansa, set to begin on Monday.

“I don’t need to motivate them. I just show up at their daily practices and make sure they have what they need,” Keon shared.

The 35-year-old from Orion, Bataan became an online sensation after TikTok users unearthed his hilariously earnest delivery of lines like, “What hafen, Vella? Why you cryin’ again? I know, vampire, right?” The clip, which originally

aired on It’s Showtime, quickly gained traction, with even celebrities like SB19’s Pablo joining the trend.

Diwata, who improvised the nowiconic monologue after a quick YouTube search, never expected the resurgence.

“I didn’t imagine that something I did back then would boom now,” he said in an interview with GMA News.

After his brief fame in 2013, Diwata left college to chase showbiz dreams but soon faced financial hardship. He recalled sleeping hungry in Manila and digging through trash for food. He later worked as a fish dealer but had to stop after falling into debt.

The meme’s comeback brought unexpected relief. Brand deals followed, including ad spots and social media partnerships that helped him pay off loans and support his wife and two children. He now earns from personalized video shoutouts and remains grateful.

“Even if it’s small, I’ll grab it. It’s better to have something than nothing,” Cristopher added.

Grafik is being introduced during a significant year for both Chroma Hospitality and its parent company. Chroma is reaching its 10th year in the industry, and Filinvest Development Corporation, of which it is a part, is commemorating its 70th anniversary. The hotel group sees Grafik as a natural extension of its portfolio—one that responds to a new generation of travelers seeking authenticity, depth, and connection in the places they visit.

The resort has lined up room packages, buffet spreads, curated menus, and indoor recreation options for guests staying over the Father’s Day weekend.

Under the “Weekend Family Fun” package, guests can book a stay with buffet breakfast for two adults and two children aged 12 and below. The package also includes food and beverage credits at the pool bar and access to the interactive Sky Range Shooting Club with the Father’s Day pistol package.

At Oasis Garden Café, afternoon tea includes sweet and savory bites such as whiskey pecan caramel tarts, pulled beef sliders, bacon-beer soup, and Father’s Day-themed mocktails.

Finestra Italian Steakhouse serves a Sunday brunch with dishes like beef tartare, roasted leg of lamb, grilled sausages, and meatballs in tomato stew. Dessert options include marsala zabaglione and whiskey chocolate parfait. The brunch includes freeflowing champagne and a mobile aperitivo trolley.

At Red Lantern, families can gather for an eat-allyou-can dim sum buffet featuring crystal skin lobster dumplings, wagyu beef buns, and black truffle mushroom dumplings. The meal also includes dishes like braised pork belly and deep-fried prawns with salted egg yolk. Yakumi presents two experiences: a brunch buffet with interactive live stations and a five-course dinner menu featuring premium sashimi, grilled scallops, US ribeye with truffle glaze, and eel rice with miso soup.
