THE Philippines fisheries bureau accused the China Coast Guard on Thursday of firing water cannon and sideswiping a government vessel while it collected sand for a research project. China and the Philippines have engaged in months of confrontations in the West Philippine Sea, which Beijing claims as part of the South China Sea despite an international ruling that the assertion has no legal basis.
Wednesday's encounter happened near a group of small sandbanks in the Spratly Islands where two Filipino ships were collecting sand samples "as part of a marine scientific research initiative," the Bureau of Fisheries and Aquatic Resources said in a statement.
"At approximately 0913H, CCG vessel 21559 water cannoned and sideswiped the BRP Datu Sanday (MMOV 3002) twice ... putting at risk lives of its civilian personnel."

The "aggressive interference, dangerous maneuvers, and illegal acts" damaged the Philippine ship's port bow and smokestack, according to the bureau's statement.

Think-tank urges expanded PPPs to bridge critical education gaps
THE Stratbase Institute yesterday called for urgent expansion of publicprivate partnerships (PPPs) to address critical digital transformation gaps in the Philippine education system.
“As we work to close the physical classroom gap—estimated by the Department of Education (DepEd) at nearly 159,000 classrooms by 2028—we must also modernize how learning takes place within those classrooms,” said Stratbase president Victor Andres “Dindo” Manhit.
“This means expanding PPPs to include not just infrastructure, but digital content, training, and capacity-building.” Manhit said private sector involvement should move beyond one-off donations and instead focus on longterm, strategic collaboration.
“We need structured partnerships that bring in digital innovations— learning platforms, teacher support systems, and blended learning models—especially in underserved communities,” he said. “Such cooperation should begin in the planning phase and continue through execution to ensure integration and impact.”
Digital inclusion, Manhit noted, is no longer just about providing internet access. It is about enabling students and teachers to use digital tools effectively across all subjects—from language and science to social studies and the arts.

A total of 18 elevators across six EDSA Busway stations are already operational.
The EDSA Busway currently has 23 bus stops from Monumento in Caloocan City to the Parañaque Integrated Terminal Exchange (PITX) in Parañaque City.
The EDSA Busway from Monumento to the PITX has reduced end-to-end travel time on EDSA from three hours to one and a half hours.
It has served over 63 million commuters in 2024, according to data from the Department of Transportation.

PRESIDENT Ferdinand “Bongbong” Marcos Jr. declared June 6, 2025 a regular holiday nationwide in observance of Eid’l Adha, also known as the Feast of Sacrifice, one of the holiest celebrations in Islam. The declaration was made through Proclamation No. 911, signed on May 21, following the recommendation of the National Commission on Muslim Filipinos (NCMF).
The NCMF confirmed that June 6 marks the 10th day of Zhul Hijja, the twelfth month of the Islamic lunar calendar, based on the 1448 Hijri calendar.
Eid’l Adha commemorates the willingness of Prophet Ibrahim to sacrifice his son in obedience to God’s command, and is celebrated by Muslims around the world through prayers, acts of charity, and the ritual sacrifice of livestock.
The holiday is recognized under Republic Act No. 9649, which declares Eid’l Adha a movable national holiday in the country.
With the declaration, government offices, schools, and most private businesses are expected to suspend operations on June 6 to allow for nationwide observance of the holiday.

THE Land Transportation Office (LTO) has found Alyannah Aguinaldo, known as Yanna Motovlog, guilty of reckless driving and other violations stemming from a viral road rage incident in Zambales. THE Department of Social Welfare and Development (DSWD) has renewed its call for a stigma-free society for people living with HIV, in observance of the International AIDS Candlelight Memorial (IACM) held Thursday, May 22.
“The DSWD is one with the international and local communities in remembering lives lost to HIV and AIDS and in strengthening the call for a stigma-free society where collective compassion and support are the greater forces that serve as lifeline to those who continue to soldier on,” said Assistant Secretary and spokesperson Irene Dumlao. In 2024, the DSWD assisted 6,120 individuals and families affected by HIV with medical, educational, and cash aid under programs such as the Assistance to Individuals in Crisis Situation (AICS) and Ayuda sa Kapos ang Kita Program (AKAP). The agency also provides psychosocial support and links beneficiaries to livelihood programs and other government services.
“We understand that tackling HIV requires more than medical help. Emotional, spiritual, social, and practical needs must also be addressed,” Dumlao said, emphasizing year-round support from DSWD Central and Field Offices. Dumlao said the agency continues to run community awareness campaigns to fight misinformation and deepen public understanding of HIV. The IACM, marked globally every third Sunday of May, carries this year’s theme: “We Remember, We Rise, We Lead.”

THE Land Transportation Office (LTO)
has suspended the operations of 107 driving schools across Central Luzon, Calabarzon, and the National Capital Region for multiple violations, including the failure to conduct proper theoretical driving lessons.
“We caught them and conducted an audit
trail in various regions nationwide,” LTO chief Vigor Mendoza II said in a media briefing.
“There is no escaping now. The instruction is strict—from Transportation Secretary Vince Dizon and President Ferdinand Marcos Jr.”
The most common offense among the suspended schools was the “no-show” practice, where students are certified without actual attendance or training.
Separately, the LTO has also suspended the accreditation of Cebu Titan Supplies for 90 days, following its alleged involvement in the illegal importation of right-hand drive vehicles uncovered during a raid in Quezon City.
“We already issued an order for preventive suspension amid the ongoing investigation. We want to ferret out the truth and ensure due process,” Mendoza said.

THE Philippine National Police (PNP) has reiterated that police officers found guilty of corruption will not be reinstated, promoted, or transferred to new assignments.
“When a police officer is found to be involved in any kind of corruption, they cannot return to their previous unit,” said PNP chief Gen. Rommel Francisco Marbil. Instead, erring officers will be placed in the PNP’s Personnel Holding and Accounting Unit until their retirement.
Marbil emphasized, “The PNP is not a rehabilitation center,” underscoring that corrupt personnel will not be given opportunities to move within the organization. This policy forms part of the PNP’s intensified internal cleansing efforts aimed at restoring public trust.
To lead these reforms, Marbil designated PNP Deputy Chief for Administration Lt. Gen. Jose Melencio Nartatez Jr. as the point person for internal restructuring.

tion. The Alyansa Para sa Bagong Pilipinas coalition, backed by President Ferdinand Marcos Jr., was supposed to hold a grand thanksgiving dinner after the 2025 midterms. But with several senators absent, the optics were hard to ignore. What should have been a show of strength turned into a quiet reckoning. Reports say the President is now frustrated—and asking pointed questions.
At the top of his list: What went wrong?
The Alyansa had everything going for it—administration support, ample resources, and a high-profile slate. Yet it failed to dominate. The man in charge, campaign manager Toby Tiangco, is now under fire for what many insiders call a poorly executed campaign.
The coalition’s lineup boasted familiar names: former senators, administrators, political heirs.
But even with this cast, Alyansa underperformed, securing fewer seats than projected.
The campaign, while seemingly organized, lacked a coherent message. There was no ideological direction, no rallying vision that connected with voters.
Instead, Tiangco leaned heavily on machinery and traditional media, ignoring signs that the electorate—especially the younger, social-media-driven base—had moved on.
His strategy was outdated.
Even as surveys showed declining numbers, Tiangco doubled down on slogans and rallies, famously claiming Alyansa was “peaking at the right time.” The results proved otherwise.
Leaving his candidates to fend for themselves, discontent brewed quietly among coalition members.
Thus, the absence of winning senatorial candidates at the recent thanksgiving dinner was no scheduling fluke—it was a political statement.
Even worse was the late-campaign photo-op of candidate Camille Villar with Vice President Sara Duterte—a rival of the administration.
The image rattled the coalition and exposed lax message control.
In a well-run campaign, such optics would have been avoided. That it happened days before the election reflected poor internal discipline.
Most damning was Tiangco’s misreading of the political moment.
Alyansa campaigned as the face of continuity. But voters, especially the youth, sought change. The rise of the KiBam ticket, with its fresh energy and progressive tone, showed where public sentiment lay.
Tiangco failed to respond.
Rather than address core voter concerns like inflation, governance, or youth empowerment, Alyansa leaned on vague
slogans and institutional power. It wasn’t enough.
The electorate used their vote to pass judgment—not just on the candidates, but on the system they represented.
After the loss, Tiangco tried to shift blame, pointing to the impeachment complaint against Vice President Duterte as a factor.
The comment backfired.
It undercut the efforts of administration-aligned lawmakers who defended the move, exposing a disconnect between campaign leadership and congressional allies. Instead of reinforcing unity, Tiangco deepened rifts.

The dysfunction was especially clear in BARMM, where administration candidates were left vulnerable.
Local sources revealed that Special Assistant to the President Anton Lagdameo prioritized Partido Federal ng Pilipinas bets over Alyansa’s slate.
Ground operations were fragmented. Resources were misallocated.
For Alyansa hopefuls, it was a stark sign: even within the President’s circle, they were not a priority.
With the coalition fractured and the victory dinner turned into a no-show, the issue now goes beyond strategy. It’s about political trust and accountability.
The 2025 midterms were a stress test for the Marcos administration. And the results suggest a political realignment is underway.
To maintain relevance heading into 2028, the President must reassess his team.
The era of relying on old machinery, familiar faces, and passive strategy is over. Filipino voters are demanding more— clarity, authenticity, and responsiveness.
Perhaps the hardest lesson: not all threats come from the outside.
The snubs, defections, and quiet sabotage suggest internal enemies are just as dangerous.
For President Marcos, the path forward begins with identifying who truly serves the administration’s goals—and who serve only themselves.

THE recently concluded midterm election is remarkable and exceptional in the annals of Philippine elections for a number of reasons.
It witnessed a historic 81.65 percent voter turnout, marking the highest participation rate in the country’s midterm election history.
This surge was largely driven by young voters, whose strong engagement significantly influenced the electoral outcome. Their influence was marked by a strong demand for transparency, as they actively debated policies online and prioritized candidates with proven track records.
As President of the Movement of Disinformation, I can say disinformation in this election cycle was not as bad as I thought it would be, the exception being the narrative on the arrest, transfer, and detention of former President Duterte in the Hague to answer for crimes against humanity before the International Criminal Court.
It is also this youth vote that may have paved the way for the come from behind good showing of Kiko Pangilinan and Bam Aquino in the Senate race. Both consistently figured outside or in the margins of the magic 12 in pre-election surveys.
Yes, it its true that Aquino was usually in the last group of potential winners and Pangilinan was just outside of the winning circle, but the reporting of the horse race was not like that. It appeared that they had little
chance. That’s why we were surprised. Surveys are still valuable for the information they provide about demographics and issues, but in this cycle, we saw that they are not and should not be good guides about winnability.
I trust the next generation of voters and politicians, many of whom are my students
Incidentally, in this cycle, Publicus Asia had the most accurate results in terms of ranking, which argues for looking at their methodology as compared to the usual face to face approach of the other survey firms.
In the past, celebrity power and high survey ranking were surefire ingredients of getting elected into public office.
But not this time around, Many so-called celebrities, have been resoundingly defeated. Willie Revillame, Ben Tulfo, and Philip Salvador failed to make it in the Magic 12.
The biggest loser in this midterm was the administration of President Marcos.

WITH the intense partisan politics that marked the recent midterm elections for national and local positions last May 12, the Marcos Jr. administration can now turn its attention to both pressing domestic and international concerns.
In so far as our foreign policy is concerned, the administration’s task is still to defend national sovereignty and territorial integrity amid China’s aggressive actions in the South China Sea.
To do this, the Philippine is now engaged in an accelerated effort to modernize our armed forces to serve as a deterrence against any foreign incursions in the West Philippine Sea where we have our Exclusive Economic Zone.
Our military modernization program has been on track since the 1990s because we cannot rely solely on our Military Defense Treaty with the United States.
Neither can we give top priority to our defense requirements and acquire state-of-the-art aircraft, warships, and advanced weapons systems at this time because of the huge costs.
We have to allot enough funds to infrastructure, education and health, among others, to fight poverty and improve the quality of life of Filipinos. This means that we should not focus

We should conclude similar defense agreements with other countries even as we exert more efforts to modernize our own military in the years ahead.

Beijing slams video posted by US embassy
SINGAPORE – China slammed a video shared on social media by the US embassy in Singapore which criticizes Beijing’s South China Sea claims, comparing them to the actions of an inconsiderate neighbor who intrudes on others’ space.
The roughly 90-second video shows a government-built apartment block inundated with clutter, voiced over in a Singaporean accent.
“This happens right outside Singapore’s doorstep too, in the South China Sea, where one neighbour thinks he owns basically everything,” the narrator says, as the video cuts to a series of news clippings on China’s territorial disputes.

Jumbo task: 400 pills a day for elephants
KARACHI – A team of doctors and vets in Pakistan has developed a novel treatment for a pair of elephants suffering from tuberculosis that involves feeding them at least 400 pills a day.
The jumbo effort by staff at the Karachi Safari Park involves administering the tablets -- the same as those used to treat TB in humans -- hidden inside food ranging from apples and bananas, to Pakistani sweets The amount of medication is adjusted to account for the weight of the 4,000-kilogram (8,800-pound) elephants.
But it has taken Madhubala and Malika several weeks to settle into the treatment after spitting out the first few doses they tasted of the bitter medicine, and crankily charging their keepers.

Ex-taxi driver nabbed on suspicion of raping 50
TOKYO – Japanese police said Thursday they arrested a former taxi driver on suspicion of drugging and raping a female passenger, with media reports saying there could be dozens more victims.
The Yomiuri Shimbun daily and Jiji Press reported that police found about 3,000 videos and images of him sexually assaulting around 50 women in his taxi or his home.
Last year, the man “got a woman, then in her 20s, to take sleeping pills which caused her to lose consciousness, took her to his home and committed an indecent act, which he filmed,” a Tokyo police spokesman told AFP.
Police arrested the 54-year-old on Wednesday on “suspicion of non-consensual sexual intercourse and violation of the law on punishment of filming of sexual parts,” he added without elaborating.
Traces of sleeping pills were detected in her hair, according to media reports.

GAZA CITY – The UN said it had “dispatched” around 90 trucks carrying aid into Gaza, as international pressure intensified over Israel’s renewed offensive and blockade of the war-ravaged Palestinian territory.

At a ceremony to launch a new 5,000ton vessel in the eastern port city of Chongjin on Wednesday “a serious accident occurred”, the official Korean Central News Agency (KCNA) said.
South Korea’s military said North Korea also fired “multiple unidentified cruise missiles” on Thursday, which were detected near the North’s South Hamgyong province after being “fired toward the East Sea”, also known as the Sea of Japan.
Blaming “inexperienced command and operational carelessness” for the destroyer’s botched launch -- which was observed by Kim -- KCNA said there was a mishap which left “some sections of the warship’s bottom crushed”. It said the accident managed to “destroy the balance of the warship”. Kim watched the entire incident and declared it a “criminal act caused by absolute carelessness”, warning it “could not be tolerated”.
He said the “irresponsible errors” of officials responsible would be “dealt with at the plenary meeting of the Party Central Committee to be convened next month”.
South Korea’s military said US and Seoul intelligence authorities assess that North Korea’s “side-launch attempt” of the ship failed.
“The side-launch method used in this case is no longer employed by South Korea’s military,” Lee Sung-jun, spokesperson for the Joint Chiefs of Staff, told reporters.

A petition filed in 2019 questions the accreditation process on the Duterte Youth, highlighting potential flaws and inconsistencies.
Recently, additional case submitted raised serious concerns regarding the group’s qualifications along with issues over alleged Red-tagging.
Duterte Youth chairman Ronald Cardema earlier filed a petition before the Supreme Court (SC) assailing the Comelec’s suspension order.
Cardema said he filed the petition for certiorari with request for the issuance of a temporary restraining order (TRO) to halt the implementation of the Comelec resolution — sitting as the National Board of Canvassers (NBOC) — that suspended Duterte Youth’s proclamation alongside other winning party-lists.
Cardema argued that the NBOC Resolution No. 14-25, dated 18 May 2025, was unconstitutional as it violated the Charter’s mandate that winning party-list nominees are entitled to serve a three-year term in Congress.

CIDG seizes P9.1-m vapes in Bulacan raid
THE Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG) said it seized more than P.9.1 million worth of unregistered vape products during a raid in Marilao, Bulacan on Tuesday.
The raiders also arrested a Chinese national identified only as Ping for allegedly selling vapes without the required permit from the Department of Trade and Industry.
“With this confiscation in huge quantity, we significantly protect the citizens from any potential health hazards that may occur from these unregistered vape products, and we arrested the alleged seller of these illicit items,” CIDG chief Maj. Gen. Nicolas Torre III said.

BFAR acts to counter algal blossom threats
AS Western Visayas’ shellfish industry expands, the Bureau of Fisheries and Aquatic Resources (BFAR) is stepping up its defense against harmful algal blooms (HAB) “to protect livelihoods, ensure food safety, and build public trust in the region’s fast-growing aquaculture sector.” Oysters and mussels remain among the region’s top aquaculture commodities. But with their popularity comes a serious risk—HAB—which can contaminate shellfish with toxins harmful to both marine life and humans, the bureau said.
To meet the challenge, BFAR-Western Visayas launched an intensified monitoring initiative to prevent outbreaks and safeguard the consuming public.
“Western Visayas is becoming a key player in shellfish production. Our responsibility now is to make sure it remains safe and sustainable,” said Joel Abalayan, chief of BFAR’s Fisheries Production and Support Services Division. “Protecting the industry also means protecting the people who rely on it,” BFAR said. THE Philippine Drug Enforcement Agency on Thursday released a P11.6-million reward to eight civilian informants under Operation: Private Eye (OPE).
PDEA director general Isagani Nerez lauded the informants, identified only through their code names, for providing information that led to the successful conduct of nine antidrug operations, resulting in the seizure of sizable amounts of illegal drugs and the arrest of high-value drug personalities.
The recipients of the bounty wore face masks during the ceremony to retain their anonymity.
Four informants received the biggest reward of P2 million each.
Among the results of the information they provided was the seizure of 49,705 grams of shabu and the arrest of two drug suspects during a buy-bust operation in South Green Heights Village, Barangay Putatan, Muntinlupa City on March 14, and confiscation of 39,859 grams of shabu and the arrest of one drug personality following another buy-bust operation in Barangay Pantok, Binangonan, Rizal on March 19.
OPE is a monetary incentive program designed to encourage private citizens to report any suspected illegal drug activities in their communities.
“These private citizens took it upon themselves to report suspicious drug-related activities not minding their own safety. To return the favor, PDEA assured them that all information received were handled with utmost confidentiality,” Nerez said.
“In a literal sense, vigilance pays off. Reliable information in exchange for monetary consideration. Imagine, if more members of the community are vigilant and proactive in combatting the drug trade, a vast network of eyes and ears remains at PDEA’s disposal. It is definitely a huge boost for us considering our limited manpower,” he added.

(CDC) said it remitted P5.5 billion in cash dividends to the national government in the past three years, in line with Republic Act No. 7656 or the “Dividend Law.”
CDC president and chief executive Agnes Devanadera said the latest remittance, amounting to P2.48 billion for dividend year 2024, was turned over to the Bureau of the Treasury on May 14, 2025.
The amount represented 71 percent of CDC’s audited net income for the year and reflected a 38-percent increase from the P1.8 billion remitted in 2023.
The 2024 remittance follows earlier declarations of P1.21 billion in 2022 and P1.8 billion in 2023.

THE Philippine economy has nearly doubled in size over the past 15 years, enabling it to catch up with its peers in the Association of Southeast Asian Nations (ASEAN), the Department of Economy, Planning and Development (DEPDev) said Thursday.
DEPDev Secretary Arsenio Balisacan told an economic forum at the Grand Hyatt Hotel in Taguig City that despite a pandemic-induced setback in 2020, “the Philippine economy has nearly doubled in size and outpaced several of its regional peers, enabling it to catch up.”
“Amid the megatrends and global headwinds, the Philippine economy has managed to weather the storms and shown remarkable resilience,” he said.
Balisacan noted that unemployment and underemployment rates have steadily declined, indicating a robustly improving labor market.
“Poverty incidence has fallen, with a relatively sharp decrease observed in recent years. Encouragingly, income growth among the poorest households outpaces that of richer households—a sure sign of growth inclusivity,” he said.
These outcomes, Balisacan said, are partly a result of sound macroeconomic management and “hardwon reforms” that have ensured price stability, sustained fiscal health, and maintained the stability of financial markets.
He said inflation has generally been benign in recent years, with the government deploying monetary and
fiscal policy tools to restore price stability during periods of elevated inflation.
“We have seen this recently when, from a peak of 8.7 percent at the beginning of 2023, we brought down inflation, with the most recent figure of 1.4 percent last April 2025 falling even lower than the government’s 2 percent to 4 percent target range,” Balisacan stated. “Slower inflation provides the Bangko Sentral ng Pilipinas ample space for further monetary easing to support growth and maintain financial stability.”
On the fiscal side, Balisacan said the debt-to-GDP ratio has stabilized between 60 percent and 61 percent, while the deficit-to-GDP ratio has been reduced to 5.7 percent.
“We expect to see improvements as we continue our fiscal consolidation efforts, improve tax administration and sustain the reform momentum,” he added.

GMA Network Inc. said Thursday it filed a criminal complaint for estafa with abuse of confidence against several officers of Television and Production Exponents Inc. (TAPE), the former producer of the noontime show Eat Bulaga. The complaint, lodged with the Office of the City Prosecutor of Quezon City, alleged the misappropriation of funds totaling P37,941,352.56.
GMA said the complaint stemmed from respondents’ failure to remit advertising revenues collected from clients, which had been contractually assigned to GMA Network under a 2023 assignment agreement. It said despite multiple formal demands, the funds were not transferred to GMA because they were instead used for TAPE’s operational expenses, in violation of the trust arrangement outlined in the agreement.
GMA Network said it is pursuing legal action to hold the responsible officers accountable and to recover the misappropriated amount.
The company reported a net income of P2.07 billion in 2024, down by 35 percent from P3.17 billion in 2023.
GMA’s total revenues during the period fell 6 percent to P17.56 billion.

THE National Economic and Development Authority’s (NEDA) reorganization into the Department of Economy, Planning and Development (DEPDev) marks a “significant milestone in the country’s pursuit of stronger and more future-ready economic governance,” Secretary Arsenio Balisacan said Thursday.
Balisacan spoke on at the ceremonial presentation of the signed law legislating DEPDev’s charter. President Ferdinand Marcos Jr. signed Republic Act No. 12145, also known as the Economy, Planning, and Development Act, on April 10, 2025. The law aims to strengthen the agency’s mandate, institutional independence and its capacity to serve as the executive branch’s primary body for economic policy, planning, coordination and monitoring.
“We thank President Marcos, Jr. and our partners in Congress for enacting this vital reform,” Balisacan said.
“With DEPDev now institutionalized, we are building a more coordinated, resilient, and forward-looking system of economic governance—one that supports sustained and inclusive growth and brings us closer to our long-term vision,” he said.
The transformation of NEDA into DEPDev coincides with the institution’s 90th founding anniversary, tracing its roots back to the National Economic Council, the country’s first economic planning body, established in 1935. This long history underscores the Philippines’ commitment to strategic development planning.
THE Energy Regulatory Commission (ERC) approved two capital expenditure transmission projects in Luzon costing P32 billion.
The approval, announced by the ERC in its latest notice of commission action, covers the capex projects under Group 3 application of NGCP from 2020 to 2025.
The approved projects are the P18.823-billion Western Luzon 500kV Backbone Project and the P13.2-billion Nagsaag-Santiago
500kV Transmission Line Project.
The Western Luzon Backbone project aims to accommodate the incoming bulk generation entry in North Luzon; complement the proposed Balaoan-Laoag, Bolo- Balaoan and Santiago-Nagsaag 500kV Lines, included in the Luzon Group 2 Projects for 2021-2025; and reinforce the 500kV transmission network in Luzon, achieving a higher level of reliability and ensuring the security of the supply.

THE Securities and Exchange Commission (SEC) said Thursday it revoked the corporate registration of DNKC Corp. for allegedly soliciting investments from the public without securing the required license. DNKC operated under several names including KC Skin Care, Goddess of Beauty-Beauty Lounge, JD’s CCTV Installation Services and Parts, JD’s Grill and Restaurant, DNKC Dental Spa, KC Aesthetic Clinic, JD’s Garage, DNKC Hypermash, DNKC Staykation and DNKC Sports Club.
The SEC said that based on the investigation conducted by its Enforce-
ment and Investor Protection Department (EIPD), DNKC was found to have violated several laws including the Revised Corporation Code, the Securities Regulation Code and the Financial Products and Services Consumer Protection Act. It said that aside from revocation of incorporation papers, the SEC also imposed a P1-million fine against DNKC for selling unregistered securities. It also directed the company’s incorporators to pay P1 million as administrative fine. The SEC said DNKC was offering an “all-in-one business project” involving a rental business, dental spa, grill restaurant and beauty salon. Investors were promised a 4.5-per-
cent guaranteed return, plus an additional 5 percent for every successful referral. However, DNKC did not have a license to solicit investments from the public, the SEC said.
“Hence, the act of [DNKC] in soliciting investments from the public without the necessary secondary license from the Commission is unauthorized,” the SEC order stated.
DNKC was incorporated in May 2023 as a retail business with secondary purposes including operating restaurants, coffee shops and beauty services. Its registration documents specifically prohibit it from running investment schemes. However, it is prohibited from to operate an investment-taking scheme.
The ERC said the said project should be completed by NGCP on or before Oct, 31, 2027.
Meanwhile, the Nagsaag-Santiago
Transmission Line Project will cater the incoming capacities from hydro, geothermal and solar power plants in the provinces of Ifugao, Kalinga and Apayao.
The regulator said the project should be completed by NGCP on or before Nov. 30, 2030.
The approvals are subject to optimization based on its actual use and veri-
fication of expenses incurred based on official receipts and other supporting documents, during the reset process for the subsequent regulatory period. “The commission further resolved to communicate to DOE its observations concerning the proliferation of projects in areas that have poor accessibility to transmission facilities, thus, necessitating the construction of new and extensive transmission lines with very limited capacity,” the ERC said.

DITO Telecommunity Corp. on Wednesday denied allegations that it employs 400 overstaying Chinese nationals.
“DITO welcomes the investigation of the DICT [Department of Information and Communications Technology] on the allegations that Chinese employees or partners of DITO are involved in spying,” DITO chief revenue officer and chief corporate communication officer Adel Tamano said in a statement.
“We are confident that this investigation will once again affirm the findings of the joint Audit of the Department of Information and Communications Technology, National Security Commission, National Telecommunications Commission, conducted recently on April 8, 2025, which stated clearly that DITO has passed the government
standards for cybersecurity and has safeguarded its network facilities and information assets by establishing a robust security system and infrastructure,” Tamano said.

(ABA), a holding company with interests in leasing gaming equipment, gold and coal mining, real estate and financial services, said it posted a net income of P107.3 million, or P0.0251 per share, in the first quarter of 2025. This marked a turnaround from a net loss of P15.3 million, or P0.0034 per share, a year ago.
ABA said its book value per share was P5.05 in the first quarter of 2025, a slight increase from the first quarter of 2024. The company’s book value per share remains significantly above its stock price — currently below P1, with a par value of P1.
First-quarter results were primarily impacted by a gain of P140.6 million from the disposal of investment properties. ABA also recorded an interest income of P20.8 million in the first quarter, compared to P18.0 million a year earlier.
Expenses in the first quarter grew to P33.1 million from P25.4 million a year ago, primarily due to adjustments in government-mandated employee benefits along with higher costs for office supplies and fuel consumption.
“ABA’s results for the first quarter reflect our continued success in managing our investment and land portfolio, allowing us to take advantage of prevailing market conditions to maximize our profitability,” said ABA president Antonio Victoriano Gregorio III.

These words from Ruffa Gutierrez, spoken during the Q&A portion at Miss World 1993 when she was crowned 2nd Princess in Jamaica, still echo today. These are still manifested today through her kindness and highlighted at her Magical Gems by Isabel and Alexandria ambassadorship launch on May 20.
During the event, the brand’s owner, Harry Lopez Chua, couldn’t help but rave about Ruffa being a gift from heaven. Asked to react, Ruffa explained, “Probably, it’s the way I make people feel. It’s not the way you look, but it’s how you make people feel. And I think I have that gift of just being nice and being myself, being authentic, and I make them feel happy and special. At 50, Ruffa defies conventional standards of age and beauty. She graduated with a bachelor’s degree in Communication Arts from the Philippine Women’s University in 2022 and is on her way to earning a master’s degree in Communication by 2026—currently working on her thesis.
When asked about how she perceives aging, Ruffa shared, “For me, it’s part of life. They say that aging is a gift. I had a friend that passed away yesterday, and she was younger than me, and I remember she kept saying, ‘Oh, I’m going to visit you in the Philippines,’ and unfortunately, it’s never gonna happen. I think aging, we should just accept that it’s part
of life. What’s important is to age gracefully. We’re not 25 anymore, but just take care of our skin, our health. Be around the people that we love. And let us not entertain toxic and stressful relationships.” Her outlook on aging is rooted in acceptance and self-care.
Given the blessing of beauty in different aspects of her life, I asked Ruffa what will make her life even more magical than it already is.
“My life will be more magical if I get to spend another decade or more with my parents,” Ruffa expressed. “I think that’s going to be magical because when you’re a mom and are much older, you realize that you want to spend more time with your family.”
The Magical Gems endorser also shared her dream of going on a solo adventure. “I haven’t been on a solo trip in a long time. I want to go to Africa alone and spend time with the animals and Mother Nature,” she revealed.
Asked what she would be if she were a gemstone, Ruffa confidently quipped, “I’m definitely going to be a diamond because diamonds are forever.” She continued to describe the beauty of a diamond, “It’s flawless, unique. It inspires me to be the best version of myself because it’s the way that the diamond makes you feel.”

Hoping to be fast-tracked into the quarterfinals or the Top 10 of the Asia & Oceania region, Gravidez will perform again today (May 23) at the Shilpakala Vedika in Hyderabad, India.
GMA Integrated Newsfeed, the digital news program of GMA Network’s Digital Strategy and Innovation Lab, recorded over 322 million combined views on Facebook and YouTube from January to April 2025, according to the network.
The mobile-focused program gained traction with short-form news content, with more than 20 videos reaching over one million views each on Facebook within a two-week span in April. Among the mostwatched clips were stories about two dogs that assisted a companion, a child who left graduation early, and a man searching for his mother.
On YouTube, GMA Integrated Newsfeed also posted its strongest performance this year, with several videos surpassing 100,000 views. The program additionally reported 209.6 million total views on TikTok during the same four-month period.

Anna Valencia Lakrini , who competed in Miss Globe 2023 in Albania and finished as second runner-up, was crowned Miss Supranational Germany 2025 during the Queens of Germany national selection held in Berlin, Germany, recently.
Lakrini now honors her German side and will represent Germany at the Miss Supranational 2025 pageant.
The statuesque 27-year-old Filipino-German model and German language and Lagree coach, who was born in Stuttgart, Germany, met with the press during a Meet & Greet event in BGC in Taguig on Tuesday.
A certified nutritionist, Lakrini advocates for good nutrition and food security, and works with Caritas International Manila. She is also passionate about promoting awareness of breast cancer prevention, having a mother who survived the disease.

Vince Dizon urged road safety advocates to assist the government in overhauling a “broken system” to make Philippine roads safer.
“The President’s message is that we have to change this, and he gave his green light to go all-out to reform the broken system. The first step is really to acknowledge that the system is not working,” Dizon said during a dialogue with road safety advocates.
Among the road safety issues that need to be addressed are the nonappearance of individuals during driver’s license medical check-ups, application examination, emission and roadworthiness tests; mandatory drug testing for PUV drivers; comprehensive practical driving tests as well as inconsistent and poor instructional practices in theoretical driving courses. Other issues also include license conversion and renewal loopholes, inadequate coverage or fraud in insurance policies, lenient traffic violation penalties, and ineffective traffic enforcement.
The Department of Transportation (DOTr) is advancing the adoption of the Philippine Road Safety Action Plan 2023-2028 through its fivepronged strategy to reduce road crash fatalities and injuries.
Meanwhile, Dizon said the rehabilitation of EDSA is expected to start by mid-June this year.
He said that the DOTr, the Department of Public Works and Highway, and Metropolitan Manila Development Authority are finalizing plans for the EDSA Rebuild Program.
“The DPWH said that the target date for some of them, because there are so many things that need to be fixed and improved, is mid-June. There is no exact date yet, but the target is mid-June,” Dizon said.

MOTORCYCLE taxi firm Move It on Thursday asked the Motorcycle Taxi Technical Working Group (MCT-TWG) to immediately halt the implementation of its April 2025 order, which significantly slashes its rider allocation.
The appeal was made in a supplement to its motion for reconsideration filed on May 22, in which Move It warned that continued inaction on the part of the government could result in the layoff of more than 14,000 riders and could be detrimental to thousands of commuters, particularly in the face of the scheduled rehabilitation of EDSA next month.
The six-page filing supplements the company’s April 30 motion questioning the Land Transportation Franchising and Regulatory Board (LTFRB) order that directed Move It to reduce its rider force and suspend its operations in Cebu and Cagayan de Oro. Move It maintained that the LTFRB order was “fatally flawed for non-compliance with the constitutionally protected right to due process.”
“It is both arbitrary and unjust for the Honorable MCT-TWG to base a decision — one that effectively obliterates up to 14,000
jobs — on a single ‘hearing’ conducted solely by the Secretariat, without the presence of the Chairman, Vice Chairperson, the five other members of the Honorable MCT-TWG, and, most critically, without the participation of the directly affected parties, Move It and the riders.”
Move It explained that the April 2025 hearing was lacking in proper representation as “only the complainants Jomila May Fugaban and Ronald Gustilo, representing Digital Pinoys, and the Honorable MCT-TWG’s Secretariat were present.”
Despite this, the order in question was signed by the Chairperson and Vice-Chairperson, and not signed at all by the remaining members of the TWG.
Move It warned that “this also equates to more than 14,000 families which are in danger of losing a source of income and users who stand to lose another option for cost-efficient, safe and convenient transportation.”
