DILG ADVISES LGUS: ADOPT ELECTRONIC PAYMENT SYSTEMS

THE Department of the Interior and Local Government (DILG) has called on all local government units (LGUs) to adopt electronic payment and collection systems (EPCS) as a modern alternative to traditional cash transactions.
The move aligns with President Ferdinand Marcos Jr.’s vision of fostering digital innovation across government operations and adheres to Executive Order No. 170, s. 2022, which mandates the use of digital payments for government transactions.
In a recently issued memorandum circular, the DILG encouraged LGUs to embrace EPCS for collecting local taxes, fees, and other charges. The department highlighted the benefits of digital payments, noting
that they enhance transparency, improve efficiency, and offer greater convenience to the public. To ensure successful implementation, the DILG urged LGUs to provide secure and accessible digital payment options, design user-friendly payment channels, and collaborate with authorized service providers, including government servicing banks. It also said these efforts must comply with the National Retail Payment System Frame -
work and adhere to the Data Privacy Act.
The memorandum likewise emphasized the need for LGUs to establish clear procedures for issuing electronic invoices and billing notices in line with standards set by the Commission on Audit and the Bangko Sentral ng Pilipinas.
However, the DILG clarified that while pushing for digitalization, LGUs must continue to accept cash and other traditional payment methods to ensure accessibility for all constituents.
To facilitate the transition, the department encouraged LGUs to enact enabling ordinances and local policies that support the shift to digital payment systems.
Additionally, the DILG committed to providing training programs to equip LGU personnel with the skills needed to implement the system effectively and assist residents in using the new payment methods.

THE Department of Tourism (DOT) in Eastern Visayas has rolled out new strategies to support the regional tourism industry as the San Juanico Bridge undergoes major rehabilitation.
The 2.16-kilometer bridge, now restricted to vehicles under three tons, is a key link between Leyte and Samar.
DOT said the weight limit may disrupt travel, increase transportation costs, and reduce tourist flow. THIRTEEN tons—or around 11,000 kilos—of sweet mangoes are being offered at the 10-day Manggahan Festival in Guimaras, which opened Friday and runs until May 25. Organizers hope to surpass last year’s 63,000 visitors with mango-inspired food, music, and cultural activities.
One of the main attractions is the mango-eat-all-youcan challenge, where guests can enjoy unlimited mangoes for 30 minutes for a fee of P100. In 2024, a visitor from Louisville, Kentucky topped 9,500 participants by eating 25 mangoes.
Other highlights include a music festival, cultural and street dance competition among Guimaras’ five towns, a beauty pageant, youth and farmers’ events, and an agri-fishery fair. Local officials say the 2025 edition is bigger and more inclusive, showcasing not just mangoes but the full range of Guimaras produce.

SUPREME COURT BLOCKS TRUMP PLAN ON DEPORTATIONS
THE US Supreme Court on Friday blocked a bid by the Trump administration to resume deportations of alleged Venezuelan gang members using an obscure wartime law to bypass normal due process.
The 7–2 decision by the nation’s highest court marks another setback for President Donald Trump’s attempts to expel alleged Tren de Aragua gang members under the 1798 Alien
Enemies Act (AEA), thereby circumventing the requirement to present evidence of any wrongdoing.
The Supreme Court first intervened on April 19 to block the summary deportations of undocumented Venezuelan migrants to a prison in El Salvador. Trump invoked the AEA in March to deport an initial group of alleged Tren de Aragua members to El Salvador.
In Friday’s unsigned order, the court halted plans to deport another group of detainees held in Texas, stating that the individuals were not being given adequate time to legally challenge their removal.
“Notice roughly 24 hours before removal,
devoid of information about how to exercise due process rights to contest that removal, surely does not pass muster,” the justices wrote.
They emphasized that the court was not ruling on whether Trump could use the AEA to deport undocumented migrants.
“To be clear, we decide today only that the detainees are entitled to more notice than was given,” they said. “We did not on April 19 — and do not now — address the underlying merits of the parties’ claims regarding the legality of removals under the AEA.”

(EBs) who served during the May 12 midterm elections will receive an additional P1,000 honorarium, the Commission on Elections (Comelec) announced on Saturday.
Comelec chairperson George Garcia said he formally requested the Department of Budget and Management (DBM) to grant additional, tax-free compensation to poll workers in recognition of their dedicated service.
“We are appealing for an in -
crease in the honoraria of our Election Day workers a modest P1,000 additional compensation, tax free or net of tax, for each of the 758,549 individuals, who selflessly serve our nation during every electoral exercise,” he said in his letter to the DBM.
“A thousand pesos may not seem much, but, for them, it is a tangible recognition of their unmatched dedication. It is a gesture of a grateful nation,” the poll body chief added.
The DBM endorsed the release of
the total P758,459,000 for the additional compensation, which was promptly approved by the Office of the President.
Garcia thanked the DBM and the Office of the President for immediately acting on Comelec’s request.
Prior to Election Day, the honoraria for electoral board members were already raised.
The EB chairperson’s pay increased from P10,000 to P12,000, while poll clerks and third members of the board compensation went from P9,000 to P11,000.

ASHINGTON -- The US Department of Homeland Security (DHS) is considering taking part in a reality TV show in which immigrants would compete for American citizenship, the department confirmed on Friday (Saturday, Manila time).
Asked about the reported idea, DHS responded with a statement that said the pitch “has not received approval or rejection by staff,” and that “each proposal undergoes a thorough vetting process prior to denial or approval.”
“We need to revive patriotism and civic duty in this country, and we’re happy to review out-of-the-box pitches,” Assistant Secretary for Public Affairs Tricia McLaughlin said in the statement.
The Wall Street Journal reported that the proposed show – which was pitched by a Canadian American named Rob Worsoff –would see contestants face off to prove they are the most American.

THE Israeli military said Saturday it had launched “extensive strikes” as part of a fresh offensive in Gaza, after rescuers reported 100 people killed in the besieged Palestinian territory.
The army said on Telegram it had begun the “initial stages” of the offensive, known as Operation Gideon’s Chariots.

IN A northern Philippine town long defined by agricultural hardship, a small farming community is quietly transforming smallholder farming, proving that with collective effort, even the most modest beginnings can lead to lasting change.
Braving the cycles of drought and flood, fluctuating prices, and limited institutional support, the Solana West Farmers Cooperative (SOWESFACO) is quietly but steadily reshaping the story of smallholder farming, turning subsistence growers into market players, improving livelihoods, and planting the seeds of longterm sustainability.
About three decades ago, the cooperative was founded by 23 pioneering members who each contributed P5,000, pooling a modest capital of just P115,000 to start what would become SOWESFACO.
That modest capital laid the foundation for what would eventually grow into a model of self-reliance and collective empowerment. Many of its original members were tenant farmers with little to their name, let alone a few hectares of land, but they shared a strong desire to chart a better future.
STRENGTHENING FARMERS THROUGH FINANCIAL ACCESS
Access to formal financing was, and remains, a major hurdle for rural farmers, many of whom are considered high-risk borrowers by banks.
The Land Bank of the Philippines (LandBank) has been the sole financial institution offering opportunities to
Solana farmers since their partnership began in 1996, spanning decades of support and collaboration.
SOWESFACO general manager Christopher M. Barlaan credits the bank’s consistent support for enabling the cooperative to scale up its services and impact.
“LandBank has been instrumental in our growth. More than a financial institution, they’re a partner who understands what we’re trying to do for our farmers,” said Barlaan.
One of the cooperative’s most impactful innovations, made possible through LandBank’s flexible financing, is its “Payment in Kind” policy, which allows farmers to repay loans using harvested palay instead of cash. This system not only gives farmers greater control over their income but also shields them from exploitative pricing by middlemen.

One of the most transformative aspects of SOWESFACO’s work lies in its ability to connect farmers to better markets. For decades, smallholders in Solana had little choice but to sell to traders at the farmgate, often at prices barely enough to cover costs.
The cooperative has changed that by consolidating members’ produce, negotiating fairer deals with institutional buyers, and exploring value-adding opportunities.
Through collective marketing, farmers now enjoy higher and more stable incomes. The cooperative has also invested in post-harvest facilities and basic processing equipment, allowing members to reduce losses and increase product quality.
BUILDING RESILIENCE THROUGH INNOVATION
Like many rural cooperatives, SOWESFACO was not spared by the disruptions of the COVID-19 pandemic. Movement restrictions, supply chain interruptions, and market closures threatened to undo years of progress. But the crisis also became a catalyst for change.
The cooperative began exploring digital tools for internal coordination, loan tracking, and even connecting with buyers through social media and online platforms.
“The pandemic forced us to look beyond what’s familiar. We realized that even in the fields, there’s room for technology and innovation,” Barlaan recalled, admitting that digital transformation remains a work in progress, with uneven access to technology in the community.
Today, SOWESFACO counts several hundred active members across multiple barangays. Many of them have stories that echo a shared arc—from marginalization to empowerment.
Members who once struggled to send children to school now have children finishing college. Families who once rented land are now landowners. “Zucchini is low in fat and cholesterol while rich in important nutrients such as vitamin A, vitamin C, potassium, and antioxidants,” said Dr. Robert Anderson in “Can My Dogs Eat Zucchini?” published on the Canine Club website.
“These nutrients support various functions in your dog's body, including immune system health, vision, and muscle function. Zucchini also contains fiber that aids in digestion,” added Dr. Anderson.

AFTER more than a decade of being together—five years as husband and wife, and eleven as partners— musicians TJ Monterde and KZ Tandingan say their biggest dreams today are no longer about the charts or spotlight but they are now focusing on each other’s growth as individuals, as artists, and as a couple.
At the recent press conference for their upcoming Never Bean Sweeter fan meet presented by Dunkin’ Philippines, the couple opened up about how their priorities have shifted.
“My dream for TJ is that he reaches everything he still wants to reach, not just as a singer-songwriter, but as an artist, and as a person. I know he has so many dreams for himself, for his family, and for both of us. I hope he reaches them all. And whatever he chooses to do toward those goals, I’ll always be right behind him,” KZ told Manila Standard Entertainment.
“It’s the same for me. I want her to experience everything she wants in life. And whatever I can do to help make those things happen, I’ll do it. I’ll always be here for her,” TJ said.
The two also shared how their relationship, tested by the demands of their careers and time apart, has grown more intentional over the years. With international tours behind them and songs like “Palagi” becoming part of fans’ most intimate milestones, they were asked what still fuels their journey.
“We’ve learned to be really mindful about making time for each other. You can schedule date nights every week, but if you’re not present in those moments, they don’t mean much. So now, we’re more thoughtful, even with the little things,” KZ explained.
Their bond, they said, is built on shared values and balance. While KZ tends to overthink, TJ grounds her with his easy going calm.
“He reminds me to enjoy the moment. And I remind him when it’s time to rehearse,” she said.
“We always say: it’s never me versus you. It’s always you and me against the problem,” TJ added.
Asked what they wish for today, the couple’s answers were simple but grounded in love: to continue supporting each other’s paths while staying rooted in what matters.

RENOVATE DORMITORIES FOR SPECIAL NEEDS RESIDENTS

INTERIOR design students from De La SalleCollege of Saint Benilde (DLS-CSB) have completed the renovation of communal dormitory spaces for persons with special needs at the Hospicio de San Jose, a centuries-old social welfare institution in Manila.
The project, titled “Liwaga”—a portmanteau of the Filipino words liwanag (light) and alaga (care)—involved 42 students who transformed over 147 square meters of shared living areas into more accessible, functional, and calming environments for the shelter’s residents.
Located on Isla de Convalecencia in Ermita, Hospicio de San Jose has served as a sanctuary for abandoned and marginalized individuals since 1810. Today, it supports children, the elderly, and persons in crisis, offering healthcare, psycho-social support, education, and capacitybuilding programs rooted in Vincentian service.
The renovation focused on communal areas in two dormitories—81.52 square meters for boys and 66.17 square meters for girls. These included kitchens, dining spaces, and endorsement rooms. Under the guidance of faculty members Karol Ann Antonio and Randy Pabona, students addressed structural issues such as uneven flooring and deteriorated walls, installing slip-resistant laminate surfaces and reinforced materials for durability.
The design incorporated natural lighting, bright colors, and motifs inspired by the Filipino children’s game Langit Lupa to foster a sense of optimism and playfulness. Lighting was upgraded with energy-efficient fixtures to enhance safety and visibility, particularly in work areas like kitchens.
For improved accessibility, tactile paving was added for the visually impaired, and walkways were widened to accommodate
mobility aids. Color blocking and subtle material changes helped designate zones within open layouts, supporting intuitive use of the space. Soothing color palettes were chosen to minimize visual stress, with students avoiding overly stimulating hues. Sensory panels and drawing boards were introduced in activity areas to encourage engagement and self-expression.
Additional storage, durable and ergonomic furniture, and household accessories such as clocks, picture frames, and toys were included to make the spaces feel more homelike.
Students managed the project from research through construction. To raise funds, they organized events including a bazaar, a film screening, a gig night, and merchandise sales. A culminating exhibition at Ayala Malls Manila Bay showcased the project’s stages.
The renovated dormitories were officially turned over to Hospicio de San Jose following three months of work.

From Iloilo, self-taught artist Katelyn Ann de los Santos Miñoso will present works that focus on her personal reflections and environment. She has participated in multiple exhibitions, including the National Museum and the Modern and Contemporary Art Festival.

SOLAIRE Resort North is celebrating its first anniversary since opening on May 25, 2024, as Quezon City’s first luxury integrated resort. The property features a glass sculpture called The Mangrove and 13 dining venues.
To mark the occasion, Solaire Resort North has a “First Anniversary Room Offer” throughout May, featuring a staycation package with buffet breakfast for two at the resort’s restaurant, Fresh. Special menu items inspired by the anniversary are also available at its dining outlets.
Entertainment events are scheduled for May 24 and 25, featuring performances by international DJs Afrosideral and Hallex M at the Skybar, and a bar takeover by mixologists Gab Figueroa and Lawrence Gabriel. Selected restaurants are offering exclusive dishes at discounted prices during the
anniversary weekend. Happy hour promotions will run at Pool Cafe and Dragon Bar, with complimentary drinks at Skybar for select guests. On May 25, Lucky Noodles will feature a special meat platter priced at P1,111, while Yakumi will host a live tuna cutting during its Sunday brunch. The resort will also host “Finding Your North,” a celebrations expo on June 7 and 8. The event aims to connect guests with planners and industry professionals for weddings, birthdays, and other gatherings.
