HE Philippine National Police (PNP) is reopening its investigation into the 2020 murder of Philippine Charity Sweepstakes Office (PCSO) board secretary Wesley Barayuga.
On Sunday, PNP Chief Police General Rommel Francisco Marbil said he ordered the reopening of the cold case after whistleblower Police Lt. Col. Santie Mendoza told the House Quad Committee that he helped carry out the killing at the behest of ex-PCSO general manager Royina Garma. Mendoza narrated before congressmen how Garma allegedly facilitated the PCSO official’s roadside assassination on July 30, 2020 by providing the necessary information about his schedule, details about his vehicle and the funding necessary to carry it out.
The whistleblower also implicated incumbent National Police Commissioner Edilberto Leonardo in the planning of the murder.

The Comelec earlier said that 63 seats are designated for party-list representatives, which represent 20 percent of the House of Representatives' total membership.
“Parties that secure a minimum of 2 percent of the total votes in the party-list election will be granted one seat each,” Garcia explained. Garcia said that oral arguments will not be needed after position papers are submitted.

AS THE International Criminal Court (ICC) prepares for hearing in its investigation into former President Rodrigo Duterte’s “war on drugs,” the National Union of People’s Lawyers (NUPL) has called for vigilance against maneuvers that could stall justice for victims of alleged crimes against humanity.
NUPL emphasized that any delays in the case add to the suffering of victims and their families in a statement on Friday.
“Any delay in the proceedings against Rodrigo Duterte in the International Criminal Court (ICC) for crimes against humanity adds to the anguish and anxiety of victims of his “war on drugs.” the group said.
“Duterte’s challenge to the jurisdiction of the court is well within his rights, but is an urgent one and must be decided before the scheduled confirmation of charges hearing on September 23,” it added.
Earlier, Duterte’s legal team has also challenged the jurisdiction of the ICC over the case, an issue the PreTrial Chamber is expected to resolve before the September hearing.
On May 1, the defense asked Judges María del Socorro Flores Liera and Reine Adelaide Sophie AlapiniGansou to excuse themselves from adjudicating on the challenge.
Despite these developments, NUPL noted that other parts of the case are proceeding as scheduled.
The ICC’s Office of the Prosecutor is expected to submit its exchange of evidence by July 1, with the document containing the formal charges due by July 4.

THE cremated remains of four overseas Filipino workers (OFWs)—including two from Negros Oriental province— who tragically perished in the Myanmar earthquake last March, are set to arrive in the Philippines next week.
Among the victims are Edsil Jess and Alexis Gale Adalid, a couple from Bais City. Their remains are scheduled to arrive at the Dumaguete-Sibulan Airport on May 24 before being brought to Bais City for their wake.
Hermosila Adalid, Edsil’s mother, confirmed that preparations are underway for the repatriation of the remains.
“Yesterday, the Philippine Embassy in Yangon conducted an online meeting with us next of kin of the four OFWs. We were given three options or scenarios, and we chose the first one,” she said. The selected arrangement allowed one family representative to travel to Myanmar.
On May 21, the remains and personal belongings of the deceased will be officially handed over to the representatives. Hermosila added that Edsil Jess’ brother traveled to Myanmar on behalf of their family.

PAF’s C-295 aircraft returns to service
THE Philippine Air Force has reinstated one of its C-295 medium transport aircraft into active service following a comprehensive four-year inspection under Airbus Defense and Space’s (ADS) Full In-Service Support Program.
The turnover ceremony took place at Villamor Air Base in Pasay City on Thursday, with PAF Commander Lt. Gen. Arthur Cordura in attendance.
“During the ceremony, Mr. Juha Hekka Hoikka, a representative from the ADS, officially handed over the documents of the inspected C-295 aircraft to the PAF. In fact, the DENR recognized this illegal occupancy of foreshore land and had consequently issued Notices to Vacate to spouses Calimlim who invariably ignored them” (Op. cit.).

The Eurovision Song Contest started as a technical experiment: a live, simultaneous, transnational television broadcast.
Switzerland’s centrality in Europe made it a natural choice for transmitter purposes.
The inaugural Eurovision was held in Lugano, in the Italian-speaking Ticino region.
Seven countries took part -- Belgium, France, Italy, Luxembourg, the Netherlands, Switzerland and Germany -- with two songs each, for the only time in the competition’s history.
The event was fronted in Italian by presenter Lohengrin Filipello -- the only time there has been a solo male host -- who enthused that the winning composer could boast of writing “the most beautiful song in Europe”.
Ten television and 20 radio networks carried the broadcast, which lasted an hour and 40 minutes.

Groups were banned -- a rule which lasted until 1971.
Countries sent two jury members, who unlike now could vote for their own country. Their scores have never been made public.
Switzerland’s Lys Assia triumphed with her second song, the French-language “Refrain”.
Switzerland declined to host again in 1957, with the second Eurovision staged in Frankfurt, West Germany.

THE 78th World Health Assembly, the most important annual forum on global health, will take place from May 19 to 27 this year in Geneva, Switzerland.
Despite Taiwan’s significant public health expertise and advanced technology, which bring considerable value to the world, Taiwan remains excluded from the international health system.
Taiwan is able and willing to contribute to the international community.
During COVID-19, Taiwan demonstrated its commitment to public health as well as the reliability of its epidemic prevention system.
Separately, Taiwan has accumulated a great deal of experience and best practices in international medical assistance.
For years, Taiwan has donated critical medical supplies and offered up-to-date and intensive training to medical personnel of partner countries, including the Philippines. Such efforts highlight Taiwan’s advanced public health system and medical capacity. Take diabetes, one of the major causes of death in the Philippines, for example.
Taiwan has continued to invest in the prevention, screening, early diagnosis, intervention, and self-health management of the disease.
By helping its diplomatic allies to improve local primary healthcare, medical service capacity and public health education, Taiwan has increased resilience around the world to better prevent and control diabetes, among other noncommunicable diseases.

We urge WHO and all relevant parties to recognize Taiwan’s considerable contributions to global public health and the human right to health. It is imperative that WHO adopt a more open-minded approach and demonstrate flexibility, adhering to the principles of professionalism and inclusivity.
With geographic proximity and cultural closeness, Taiwan and the Philippines are natural partners and friends.
While Taiwanese people cherish the spirit of sharing and caring, Filipinos value the tradition of Bayanihan, a way of life that fosters unity, trust and support.

Scaling the 8,849 meter-high peak has mainly been a male achievement.
By May 2025 women had reached the top 962 times, while men had got there 11,955 times, according to an AFP analysis of figures from the Himalayan Database.

BRUSSELS—The EU and Britain look set to haggle to the wire over fishing rights and food checks as they seek a deal on closer defense ties at a landmark post-Brexit summit next week.
The meeting in London on Monday between UK Prime Minister Keir Starmer and the EU’s top officials was planned to bring the first results from London’s much-vaunted “reset” in ties.
Inking a defense and security partnership is seen as a symbolic step in turning the tide after the years of bad blood since Britain’s exit from the bloc on Jan. 31, 2020. But old habits die hard and the two sides are squabbling to the last over long-standing bugbears that threaten to stall the rapprochement.
Diplomats in Brussels said negotiations were focused on getting Britain to keep its waters open for European fishermen, in return for the EU easing checks on some food imports from the UK.
Other sticking points include an EU push for a scheme allowing young people to move more easily between the two sides that London fears threatens its red line on returning to free movement.
“They want everything and they’re giving nothing,” one European diplomat complained of the British stance, speaking like others on condition of anonymity.
EU chief Ursula von der Leyen and Starmer could look to give the talks a final shove over the finishing line at a summit of European leaders in Albania on Friday.
If they can overcome the last hurdles, then the “security and defense partnership” to be signed would be the highlight of the London sit-down.

‘Anti-drug drive nets P60-b worth since July 2022’
THE Philippine Drug Enforcement Agency (PDEA) on Friday disclosed that the government’s anti-drug campaign has so far netted P60.13 billion worth of narcotics.
The seizures consisted of 7,782.26 kg of shabu; 89.32 kg of cocaine; 136,916 pieces of ecstasy tablets; and 7,347.67 kg of marijuana confiscated from July 2022 to April this year. According to the PDEA, it conducted 107,568 operations across the country during the period, resulting in the arrest of 145,064 suspects, 9,283 of whom were tagged as “highvalue targets.”
A total of 1,439 drug dens and four clandestine shabu laboratories were dismantled during the same period.
Meanwhile, 29,408 out of 42,000 villages have been declared drugfree while 6,103 were still in the clearing process.
During his third State of the Nation Address in July last year, President Marcos pledged to pursue a bloodless anti-narcotics drive, emphasizing that extermination of suspects was not a part of his administration’s agenda.
Poe eyes regulation of AI sector in PH
THE Department of Social Welfare and Development (DSWD) has taken custody of eight human trafficking victims rescued on Wednesday by the National Bureau of Investigation in San Antonio, Zambales.
THE DSWD reported taking custody of 10 minors who were also rescued in anti-human trafficking operations in Iligan City last May 7 and 9.
DSWD Assistant Secretary and spokesperson Irene Dumlao said social workers are currently extending assistance to the victims, three of who are minors who suffered sexual abuse by their captors.
“After the rescue operation, our social workers immediately secured the victim-survivors and attested to their sworn statements,” Dumlao said.
“We will also conduct psychosocial counselling sessions to help them recover from the traumatic incident,” he added.
Dumlao said young victims will be endorsed to a DSWD partner-non-government organization (NGO) for temporary care, while the five others will be reunited with their respective families.
Dumlao reminded the public to report cases of human trafficking to law enforcement agencies.
“The DSWD, as the co-chair of the Inter-Agency Council Against Trafficking (IACAT), strongly condemns acts of trafficking in person. We appeal to the public to help the government to prevent this type of crime by reporting human trafficking and sexual exploitation cases to our law enforcers,” Dumlao said.
The public may also report cases of human trafficking to the Trafficking in Persons Helpline 1343 Action Line.

Tourism Secretary Christina Garcia Frasco led the country’s push at the Skift Asia Forum 2025 held in Bangkok on May 15, 2025, where she joined top global tourism executives to discuss emerging trends in the travel sector.
Speaking before an international audience, Frasco highlighted the country’s newly launched Digital Nomad Visa (DNV), created under Executive Order No. 86.
The visa allows eligible foreign nationals to live and work remotely in the Philippines for up to one year.

THE Philippine contact center industry is bracing for potential policy shifts that could affect growth, particularly with a second Trump administration now in office in the United States.
Haidee Enriquez, president of the Contact Center Association of the Philippines, said the sector, which represents more than 167 companies, is closely watching for signals of economic nationalism and changes in investor confidence.
“But we remain confident,” she said.
“Our agility and resilience, sharpened through the pandemic and AI integration, position us to withstand these disruptions.”
The CCAP said past experience offers reason for caution. During Trump’s first term, growth in the industry fell significantly, from 12.3 percent in 2016 to 2.5 percent in 2017 and 3.9 percent in 2018.
Despite external challenges, the industry delivered a solid performance in 2024, posting $31.5 billion in annual revenue, a 6.8 percent increase over the $29.5 billion projection orig-
inally set for 2025. Contact centers accounted for 83 percent of the IT-BPM industry’s total $38 billion revenue in 2024.
The workforce also expanded, reaching 1.62 million in 2024, an 11 percent increase from 1.51 million in 2023 and representing 89 percent of employment in the broader IT-BPM sector.
“We are consistently re-skilling and upskiling our workforce while strategically integrating AI into our operations,” Enriquez said. “Despite global headwinds, we are creating jobs, accelerating digital adoption and contributing to national economic growth.”
She noted that the perceived and actual challenges facing the industry will be discussed during the upcoming Contact Islands 2025.

THE Department of Transportation (DOTr) has terminated the contract of BF Corp. and Foresight Development and Surveying Co. (BFC-FDSC), a company founded by the late Marikina Mayor Bayani Fernando, for the Unified Grand Central Station (Common Station) project, citing excessive construction delays of the project. The issuance of notice of termination against BFC-FDSC Consortium, the contractor for the Common Station project, follows President Ferdinand Marcos Jr.’s directives to speed up and finally complete the construc-
tion of the common station which has been ongoing since 2009 to ease and reduce travel time for commuters.
Transportation Secretary Vince Dizon said the Common Station, aimed to link the LRT-1, MRT-3 and MRT-7, could have already benefited commuters if not for the construction delay.
“Now that we have terminated the contract with BF Corp. and Foresight Development and Surveying Co, we can finally move on with the construction. And the next step is to expedite its construction so that commuters can benefit from it because it is a big deal for them,” Dizon said.

ALLIANCE Global Group, Inc. (AGI), the listed holding firm led by tycoon Andrew Tan, chalked up a net income of P11 billion in the first quarter of the year, a 66 percent increase over the same period last year.
The first quarter figure includes one-time gains from the deconsolidation of Golden Arches Development Corp. (GADC), following a new licensing agreement with McDonald’s Corp., AGI said Friday in a disclosure to the stock exchange.

THE Bureau of Immigration (BI) is ramping up its campaign against human trafficking amid increased travel, cautioning the public about increasingly deceptive schemes targeting outbound Filipino passengers amid higher travel demand.
“As we enter 2025, our focus will be on modernization through technological advancements and legal reforms to simplify immigration processes and enhance overall efficiency,” BI Commissioner Joel Anthony Viado said.

Guidicelli, his upcoming docuseries, Philippine Defenders, is both a television project and a personal mission.
In his latest collaboration with GMA Public Affairs, Guidicelli takes on the role of storyteller, bringing viewers closer to the real lives of Filipino soldiers. The docu-series covers key military operations, including the Marawi siege and deployments in the West Philippine Sea, while highlighting the struggles and motivations of those in uniform.
“Every soldier has their own reason for why they signed up. Some do it for their family, some for a better future, and some for the country. Their stories are all different, and honestly, very touching,” said Matteo.
The actor said watching the trailer alone brought back so much memories of his experience.
“I’ve done six jumps with the military, and every time we board the plane, the door opens, and fear kicks in. But when you jump and see your parachute open, you can say God is with you. It’s an incredible feeling, and I don’t take it for granted,” he shared. Despite once being afraid of heights, Matteo forced himself to overcome the fear by taking the training head-on.
“I used to get scared just looking down from a tall building,” he admitted.
“But I faced my fear through airborne training. That wasn’t even the hardest part, the ranger course was what broke me,” Matteo added. He described ranger training as an experience that humbled him deeply.

“Just seeing the footage from Marawi gave me goosebumps. I know some of those soldiers. I’ve spoken to them. I’ve heard about the sacrifices they made,” he continued.
But the docu-series isn’t only about those in uniform. For him, the idea of defending the country goes beyond the battlefield.
“When we say ‘Philippine defenders,’ it’s not just about the military. It’s all of us—regular citizens, the media, our frontliners. We all play a part in defending and protecting our country,” explained Matteo.
The actor has completed both airborne and ranger military training, and his transformation didn’t come easy.

“They told me no celebrity had done this before. When I told my manager I was joining the Army, he just laughed and said we could make an action movie instead. But I wanted the real thing. I wanted to experience the hardship, not just play it on screen,” he added. He eventually graduated number one in his ranger course and said the experience pushed him to become better, not just as a soldier, but as a person. While filming

Siago opened in February 2021. At the beginning, they served only coffee and croissants to generate some income. Getting support from the community helped during those challenging times. At this time, they started to offer accommodations to travelers.

Experts urge firms to help workers turn salaries into steady retirement income

WHEN it comes to planning for retirement, the conversation often focuses on individuals: how much to save, when to start, and what financial tools to use.
During InLife’s “Retire Without Worries” client forum recently, two experts discussed how employers play a critical role in helping workers build financial security for the long term.
“If you’re pondering how to be successful in keeping your programming attention to business… many organizations can take the position of not having employees on a personal basis,” said Aristides “Jong” Merida Jr., a retirement readiness advocate.
“You need to retain talent to remain competitive in the marketplace. I think it’s a business decision that people have to make,” he added.
For Merida, retirement planning in the Philippines requires confronting deeper cultural challenges.
“Everything we do, all the actions we take, all the actions that inform our decisionmaking, is a function of mindset. And the Filipino, unfortunately, [is] somehow held
back by many mindsets,” said Merida.
“Many of us consider financial success as having a good salary. Guys, that’s not the goal. That’s the initial step. How you translate salary to wealth is the real journey,” he continued.
