THE Court of Appeals voided the acquittal of Mamamayang Liberal party-list first nominee Leila de Lima in one of the drug cases filed against her, and remanded the case back to the regional trial court.
In a 12-page decision dated April 30 but made public only yesterday, the CA said the Muntinlupa City regional trial court failed to “substantiate the perception of the alleged insufficiency” of evidence to prove De Lima’s guilt.
The appellate court said Muntinlupa Branch 204 Judge Abraham Joseph Alcantara acquitted De Lima following the recantation of Bureau of Corrections officer-in-charge Rafael Ragos.
“However, the public respondent failed to discuss the specific proven facts as well as the laws upon which his pronouncement of acquittal was based,” the CA said.
“It is flagrant in the assailed decision and order that the public respondent failed to: (1) state the particular statements which witness Ragos specifically retracted; (2) state in particular the effects of the retracted statements to the facts proven by the prosecution; and (3) state which particular element of the crime charged was not proven.”
“Without a concrete reference to the particular portions of the testimony that were recanted, we are left to speculate as to which facts were disregarded and the extent to which such retractions influenced the outcome of the case,” the CA added.
In a statement, De Lima described the decision as “astonishing” and said her camp would appeal it up to the Supreme Court if necessary.
“It seems the CA wants the regional trial court to rewrite its decision because it was unclear. But we also believe that all of the CA’s questions in its decision can be found in the records of the case,” De Lima said.
“This does not mean my acquittal has been revoked. My acquittal is final and unappealable because of the principle of double jeopardy. The CA decision, on the other hand, is appealable up to the Supreme Court. My acquittal has more weight as it stands.”

Meanwhile, Transportation Secretary Vince Dizon said the government is pushing for higher mandatory insurance coverage for public utility vehicle (PUV) passengers. Following a series of fatal road accidents, Mr Marcos directed the Department of Transportation, LTO, and LTFRB to align coverage with that offered by private operators. THE Department of Budget and Management (DBM) said qualified government workers nationwide have started receiving their midyear bonus as of Wednesday.
The midyear bonus is equivalent to one month’s basic salary and is mandated under DBM Budget Circular No. 2017-2. It forms part of the regular compensation package for eligible government personnel.
To qualify, employees must have rendered at least four months of service from July 1 of the previous year to May 15 of the current year. They must also be in active government service as of May 15 and must have received at least a satisfactory rating in their most recent performance evaluation.
Part-time employees are entitled to a pro-rata share based on actual services rendered. Those detailed to other agencies will be paid by their parent agency, while those who have transferred will receive the bonus from their current office.
Employees facing administrative or criminal charges are still entitled to the bonus unless found guilty by final and executory judgment. If found guilty, they will be required to return the bonus received in the year the decision becomes final, unless the penalty is merely a reprimand.
The midyear bonus applies to all civilian personnel—including regular, casual, and contractual employees, whether appointive or elective—in the Executive, Legislative, and Judicial branches, Constitutional Commissions and Offices, State Universities and Colleges, and Government-Owned or -Controlled Corporations covered by the Compensation and Position Classification System.

Iloilo sets P19-m budget to roll out P20/kilo

TUGUEGARAO City, Cagayan—Retired Philippine National Police (PNP) Chief General Edgar Aglipay made a triumphant political debut and won the province’s gubernatorial race, while former governor Manuel Mamba slid into the vice governor position in the recently concluded 2025 midterm elections.
Both Mamba and Aglipay, the One Cagayan party’s standard-bearers, were formally proclaimed as governor and vice governor by the Commission on Elections (Comelec) through lawyer Michael Camangeg of the Provincial Board of Canvassers on Wednesday, May 14. Aglipay secured 258,470 votes, demonstrating strong support from the people of Cagayan. He surpassed opponents Zarah Pulsar-Lara, who garnered 231,041 votes, and Melvin Vargas, who received 149,745 votes.

376% rise in dengue
THE Provincial Epidemiology and Surveillance Unit of the Provincial Health Office in Trece Martires City, Cavite has reported a sharp rise in dengue cases across the province from January 1 to May 10, 2025.
A total of 5,168 cases were recorded so far, marking a dramatic 376-percent increase compared to only 1,085 cases during the same period last year. Seventeen deaths have been confirmed as a result of the outbreak.
Based on a report by provincial health officer Dr. Nelson Soriano, one percent of the total cases were classified as severe, while 63 percent or 3,262 cases showed warning signs. The remaining 36 percent (1,852 cases) had no warning signs.

DSWD tends to 10 minor victims of trafficking
THE Department of Social Welfare and Development’s (DSWD) field office in Northern Mindanao continues to monitor the cases of the 10 minors who were rescued during anti-human trafficking entrapment operations in Iligan City last May 7 and 9.
DSWD Region 10 director Ramel Jamen reported that they will continue to render case management of the children, along with legal coordination and rehabilitation support to ensure that they will recover from their traumatic experiences.

Albay disallows entry of poultry from CamSur
THE Albay provincial veterinary office has banned the entry of live chickens from neighboring Camarines Sur province.
Albay Gov. Glenda Ong-Bongao said the prohibition was in response to the Bureau of Animal Industry’s confirmation of the first case of bird flu or highly pathogenic avian influenza (HPAI) in Camaligan, Camarines Sur.
“Albay is committed to preventing the entry and spread of HPAI in the province by adopting preemptive, science-based biosecurity measures to protect the health of its poultry population and its citizens,” Bongao’s order read.
She said Albay’s geographical proximity to Camarines Sur places the province at high risk for trans-boundary disease transmission due to the uncontrolled movement of live birds and their by-products.

A COMBINED team of government operatives led by the Philippine Drug Enforcement Agency (PDEA) seized P686.8 million worth of shabu in a buybust operation in Angeles City, Pampanga, and arrested a Chinese national and his Filipina cohort.
PDEA director general Isagani Nerez identified the suspects only as alias Wang, 32, of Clark, Pampanga, and Shaina, 24, of Tarlac City.
The buy-bust was staged on May 14 by a composite team of the PDEA, the
Armed Forces of the Philippines, and Philippine National Police at Friendship Highway, Barangay Sto. Domingo, Angeles City.
PDEA said the illegal drugs weighed at least 101 kilos.
The suspects are facing charges for violation of Section 5 (sale of dangerous drugs) and Section 11 (possession of dangerous drugs), Article II of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.
“This operation is a product of our continuous tracking of our previous operations targeting the main source
of the illegal drugs. The government is prioritizing the conduct of high-impact operations leading to high-volume drug seizures and the arrest of high-value drug personalities like alias Wang and Shania who are one of the top suppliers of illegal drugs in the country,” Nerez said.
“We will continue to crack down on these people, in response to the marching order of President Ferdinand Marcos Jr. to pursue organized groups that are involved in big-time drug trafficking activities, including their sources,” he added.

THE Supreme Court (SC) has nullified a 25-year ban on large-scale mining in Occidental Mindoro. In a ruling handed down on Thursday, the SC said the provincial government exceeded its regulatory powers when it imposed the moratorium. In its decision penned by Senior Associate Justice Marvic Leonen, the SC en banc invalidated the 25-year moratorium on large-scale mining in the province,
specifically in the town of Abra de Ilog, saying it violated “The Philippine Mining Act of 1995”.
The High Tribunal explained that all mining applications must undergo environmental impact assessments, which include prior consultations with local government units (LGUs). The special law also gives the LGUs the power to approve or deny individual mining applications based on their effects on the environment, livelihoods, and land rights of their residents, the decision stated. However, the law does not authorize them (LGUs) to impose a blanket ban on all large-scale mining in their area as each mining application must be evaluated on a case-by-case basis, it read.
The SC clarified that while LGUs have police powers to protect the welfare of their residents, they cannot use this power in a way that goes against the Constitution or national laws.
Since the LGUs only derive their authority from Congress, they cannot regulate or prohibit activities that the State has already allowed, the SC ruled.
In her concurring opinion, Associate Justice Amy Lazaro-Javier praised the province for its commitment to protecting the environment, but she emphasized that good intentions cannot justify the use of powers that go against the law.
The province can still serve the best interests of its people by properly reviewing and approving Agusan’s mining application, Javier said.

THE Department of Trade and Industry (DTI) provincial office in Bataan has launched a three-day project that offers school supplies, foods, clothes, and other essential items at discounted prices.
Dubbed “Balik Eskwela Diskwento Caravan” the event was held May 14 to 16 at the Balanga City Plaza.
The affair featured discounted goods from 67 participating stores and outlets in the city. Discounts ranged from 10 percent to 50 percent.
DTI Bataan provincial director Eileen Ocampo said the caravan can help families particularly those preparing for the opening of classrooms next month.
She also expressed gratitude to the Balanga City government for its support in making the event possible.
The Diskwento Caravan is part of the DTI’s ongoing efforts to ensure that essential goods remain accessible and affordable for the public especially during the backto-school period.

We’re glad as well that Akbayan has topped the party-list race and will be able to field a total three representatives in Congress led by Chel Diokno, founding dean of the De La Salle University College of Law and chairman of the Free Legal Assistance Group or FLAG.
We’ve followed Akbayan since its founding in the 1990s as a vehicle for participation in mainstream electoral politics by those who had disaffiliated themselves from the revolutionary underground due to ideological and political differences.

“NUISANCE has been considered to be ‘so comprehensive that it has been applied to almost all ways which have interfered with the rights of the citizens, either in person, property, the enjoyment of his property, or his comfort.’ A nuisance may either be public or private” (Spouses Pablo Calimlim, et al. v. Efren G. Goño and Rafaelita R. Goño, G.R. 272053, Jan. 14, 2025).
“A public nuisance ‘affects a community or neighborhood or any considerable number of persons, although the extent of the annoyance, danger or damage upon individuals may be unequal.’ [It is also] public when it interferes with the exercise of public right by directly encroaching on public property or by causing a common injury” (Op. cit.). Simply said, “[i]t is an unreasonable interference with the right common to the general public. Outside such definition, the nuisance is considered a private nuisance which ‘violates only private rights and produces damages to but one or a few persons’” (Op. cit.).
Nuisance may further be classified, in relation to remedies available against it, as follows: “(a) a nuisance per se, when it affects the immediate safety of persons and property, which may be summarily abated under the undefined law of necessity; or, (b) a nuisance per accidens,
which… may not be summarily abated without judicial intervention” (Op. cit.).
In the case of Spouses Pablo Calimlim, et al. v. Efren G. Goño and Rafaelita R. Goño, spouses Goño filed a complaint for abatement of nuisance, easement, and injunction against spouses Calimlim.
The former are the owners and operators of Villa Alexandra Beach Resort and Restaurant (Villa Alexandra) situated in Lian, Batangas.

The possibility that Duterte can serve his term as the new mayor of Davao City after his resounding electoral victory at home has, in our view, a snowball’s chance in hell. It’s not going to happen.
Here’s the latest developments. Earlier this month, Duterte’s legal team formally challenged the jurisdiction of the ICC over his arrest for crimes against humanity, and appealed to the court that he be released immediately and the case against him be nullified forthwith.

What’s important to point out is that the stand of Duterte’s foreign lawyers challenging ICC jurisdiction over his case is the same stand of his domestic lawyers that has been rejected outright by the ICC. So will the ICC reconsider its own stand and send Duterte back to Manila and Davao?

Anwar: MH17 downing discussed with Putin
KUALA LUMPUR – Malaysia’s premier Anwar Ibrahim has said he discussed the downing of Malaysia Airlines flight MH17 with Russian President Vladimir Putin, days after the UN’s aviation agency blamed the 2014 tragedy on Moscow. Anwar was in the Russian capital on an official state visit after the International Civil Aviation Organization released its findings that Russia was responsible for the passenger jet’s downing in a ruling dismissed by Moscow as “biased.”
Anwar said Putin told him Moscow “was ready” to assist in an investigation by any organization that it deemed independent.
“I can say for sure that, he (Putin) denied saying that he is not ready to cooperate,” Anwar said Thursday in a statement issued by his office in Malaysia.
“But he is unable to work with any body that Russia deems to be not independent,” the Malaysian leader said, adding that Russia had “from the start asked for an independent and thorough investigation”. AFP
Retired judge nabbed over 43 missing people
MEXICO CITY – Mexican authorities on Wednesday arrested a former senior judge in connection with the disappearance and presumed murder of 43 students a decade ago.
Lambertina Galeana, who faces charges of forced disappearance, is accused of helping to conceal videos that allegedly showed the tragedy unfolding, a government statement said.
The case, one of the violence-plagued country’s worst human rights atrocities, has become emblematic of a missing persons crisis that has seen more than 120,000 people disappear.
Galeana, now retired, was president of the Superior Court of Justice in the southern Mexican state of Guerrero, where the students from a rural teacher training college disappeared in September 2014.
So far, the remains of only three of the missing students have been found and identified, and relatives denounce impunity.
The students from Ayotzinapa -- whose members have a history of political activism -- had commandeered buses to travel to a demonstration in Mexico City when they went missing. AFP
System glitch delays rocket launch
SYDNEY – An Australian aerospace firm said Thursday it has delayed a historic first attempt to launch a locally developed rocket into orbit, citing a ground system glitch.
Gilmour Space Technologies had planned for a first test launch of its threestage Eris rocket on Thursday but had to postpone until the next day.
“The issue was with an external power system we use during system checks,” communications chief Michelle Gilmour told AFP.
“We’ve identified the fix but ran out of time to implement it and fuel the rocket within today’s launch window.”
The next window for launch is Friday.
The rocket is set to fly from a spaceport near the east coast township of Bowen, about 1,000 kilometres (600 miles) up from the Queensland capital Brisbane.
If successful, it would be the first Australian-made rocket to make an orbital launch from Australian soil. AFP

TRIPOLI – Fresh gunbattles erupted on Wednesday in the Libyan capital between two powerful armed groups, a security official said, a day after authorities declared the fighting over.
Clashes flared between the Radaa force and the 444 Brigade in key areas of the city, including the port, the source said. Fighting eased towards the end of the day, according to television reports and residents who spoke to AFP, with some bakeries opening but schools remaining shut.
No official casualty figures were released, but the Libyan Red Crescent said it had recovered a dead body from a major street in Tripoli.
On Monday night, heavy arms fire and
explosions rocked several Tripoli districts, killing at least six people, according to authorities.
The official described the fighting as “urban warfare”, with clashes in residential areas involving light and medium weapons. In other areas, heavy weapons were used.
Libya has struggled to recover from the NATO-backed 2011 uprising that toppled and killed longtime leader Moamer Kadhafi.
The country remains split between a UN-recognised government in Tripoli, led by Prime Minister Abdulhamid Dbeibah, and a rival administration in the east, controlled by the Haftar family.
The 444 Brigade controls parts of southern Tripoli and is aligned with Dbeibah.
Radaa controls parts in the capital’s east and holds several key state facilities. Fighting extended in southern and western Tripoli as Radaa brought in reinforcements to fight the 444 Brigade, an interior ministry source said. More than 500 people on Wednesday rallied in the Souq el-Joumaa neighborhood, a Radaa stronghold, chanting slogans against the Dbeibah government and denouncing the proposed dissolution of the 444 Brigade.

NEW YORK – Casandra Ventura, the former girlfriend of Sean “Diddy” Combs, is set to receive intense cross-examination from the music mogul’s defense team Thursday (Friday Manila time) in his sex trafficking trial.
Ventura, the singer widely known as Cassie, told jurors over two days that Combs raped, beat and forced her into drug-fueled sex parties over the course of their more than a decade together, excruciating testimony that now subjects her to a grilling from defense lawyers.
Combs’s lawyers indicated they would seek to emphasize that Ventura took drugs of her own free will, and behaved erratically and even violently herself.
While Ventura’s relationship with Combs was complicated and included domestic abuse, the defense said in opening statements, it did not amount to the sex trafficking he is charged with.
“Being a willing participant in your own sex life is not sex trafficking,” said defense lawyer Teny Geragos earlier this week. Combs, 55, was once one of the most powerful figures in the music industry, but
is now incarcerated on charges of sex trafficking and leading an illegal sex ring that enforced its power with crimes including arson, kidnapping and bribery.

ISTANBUL, Turkey – War rivals Ukraine and Russia are set to go into their first direct talks in more than three years on Thursday, with Russian President Vladimir Putin not included on the list of attendees.
Ukraine’s President Volodymyr Zelenskyy had challenged Putin to meet him in person in Istanbul, but the Russian delegation names only a lower-level team. Putin’s absence would diminish the importance of the first direct negotiations since a failed effort in the weeks after Russia’s 2022 invasion. Tens of thousands have been killed since the offensive started in February 2022. Russia has occupied about a fifth of Ukraine’s territory in what is now Europe’s worst conflict since World War II. Putin had proposed holding talks on May 15 in Istanbul as a counter-offer after Ukraine and European nations last week called for a 30-day unconditional ceasefire.
Zelenskyy agreed, but said this week that if Putin did not attend himself, it would signal he was not genuinely interested in peace.

KRISTEL Macrohon capped off the Philippines’ campaign at the 2025 Asian Weightlifting Championships in Jiangshan, China, with a strong performance, earning three bronze medals in the women’s 71kg category. The 2019 Southeast Asian Games gold medalist lifted a total of 236kg— 105kg in the snatch and 131kg in the clean and jerk—helping the Philippine team finish the competition with an impressive 10-medal haul.
China’s Qiuxia Yang set the pace in the snatch with a record-breaking 122kg lift, establishing new Asian and world records. She narrowly outlifted North Korea’s Kuk Hyang Song, who managed 121kg. FOREIGN investment approvals in the Philippines reached P27.99 billion in the first quarter of 2025, an 82-percent drop from P155.26 billion recorded in the same period last year, the Philippine Statistics Authority (PSA) said Thursday.
Seven out of 13 investment promotion agencies reported foreign investment approvals during the January-March period, including the Authority of the Freeport Area of Bataan, Bases Conversion and Development Authority, Board of Investments, Clark Development Corporation, Cagayan Economic Zone Authority, Philippine Economic Zone Authority and Subic Bay Metropolitan Authority.
South Korea was the top source of foreign investment pledges in the first quarter, committing P12.36 billion, or 44.2 percent of the total approved foreign investment.
The United States followed with P3.08 billion (11.0 percent) and China with P2.88 billion (10.3 percent).
Real estate attracted the largest share of foreign investments at P10.79 billion (38.5 percent), followed by manufacturing at P6.14 billion (21.9 percent) and administrative and support service activities at P5.35 billion (19.1 percent).
Central Luzon received the highest proportion of foreign investment pledges at P14.90 billion, or 53.3 percent of the total. The National Capital Region followed with P6.78 billion (24.2 percent), and CALABARZON with P3.95 billion (14.1 percent).
Total approved investments, including those from Filipino nationals, reached P181.93 billion in the first quarter, a 43.7-percent decrease from the P323.27 billion reported in the same quarter of 2024. Filipino investors contributed P153.94 billion, or 84.6 percent of the total.
The electricity, gas, steam and air conditioning supply industry secured the largest share of total approved investments at P61.98 billion (34.1 percent), followed by manufacturing at P38.24 billion (21.0 percent) and real estate activities at P34.98 billion (19.2 percent). Approved investments in the first quarter of 2025 are expected to generate 31,848 jobs, a 4.7-percent decline from the 33,431 jobs projected in the same period of 2024. Projects with foreign interest are expected to create 19,303 jobs, or 60.6 percent of the total.

OVERSEAS Filipino workers sent home $3.13 billion in personal remittances in March 2025, a 2.6 percent increase from the $3.05 billion recorded in March 2024, according to the Bangko Sentral Pilipinas (BSP said.
The BSP said both land-based and sea-based workers contributed to the increase in remittances. Cumulative remittances reached $9.40 billion in January to March 2025, marking a 2.7 percent increase from the $9.15 billion recorded in January to March 2024. Of the personal remittances from OFs, cash remittances coursed through banks reached $2.81 billion in March 2025, reflecting a 2.6 percent increase from the $2.74 billion recorded in March 2024.
On a year-to-date basis, cash remittances rose by 2.7 percent to $8.44 billion in January to March 2025 from the $8.22 billion registered in January to March 2024.
The growth in cash remittances from the United States (US), Singapore, Saudi Arabia, and the United Arab Emirates (U.A.E.) was the main driver of the overall increase in remittances during the period.
By country source, the US accounted for the largest share of total cash remittances in the first quarter, followed by Singapore and Saudi Arabia.
The BSP said there are some limitations on the remittance data by source.
“A common practice of remittance centers in various cities abroad is to course remittances through correspondent banks, most of which are located in the US,” the BSP said.

Rice sold at KADIWA centers is sourced from the National Food Authority (NFA), which buys palay from local farmers at prices higher than those offered by private traders, supporting both consumers and producers.
KADIWA centers are open from 6 am to 2 pm, Thursdays to Saturdays, offering not just rice but also fresh vegetables and other agricultural goods.
Launched as a pilot in the Visayas on May 1, the subsidized rice initiative is expected to benefit up to 2 million households, or roughly 10 million Filipinos, by the end of the year.

THE Philippines and South Korea have signed a memorandum of understanding (MOU) to strengthen cooperation on trade, energy, and industrial development, with a particular focus on the value-added processing of critical minerals used in battery production.

“This is a bold declaration of our collective goal of shaping a futureready, innovation-driven economy anchored on robust global partnerships and equitable growth for all our citizens,” Roque said.
The agreement outlines joint initiatives in renewable energy, electric vehicles, and the processing of critical minerals such as nickel and cobalt, which are key inputs for battery manufacturing.
The two countries are expected to begin work on projects that will enhance value addition in mineral supply chains and promote industrial upgrading.
The MOU provides support to the Philippines-South Korea Free Trade Agreement, which entered into force in 2024.

PUREGOLD Price Club Inc. is in-
creasing its commitment to job creation and small business support as it expands its footprint across the Philippines with 25 new stores this year.
“If more Puregold stores open, more jobs will be given to the people in the country. That’s why we are continuing to grow in Luzon, Visayas and Mindanao,” said company vice president for operations Antonio delos Santos during the opening of the Tindahan ni Aling Puring Sari-Sari Store Convention 2025 at the World Trade Center on Thursday.
Currently operating 512 stores nationwide, Puregold’s expansion plan includes entering underserved areas such as Pantukan in Davao and Sindangan in Zamboanga, its first presence in those provinces.
The company also recently opened branches in Bohol, Marawi and Siargao, its first stores in those island locations.
Delos Santos emphasized that job creation is only one part of the company’s broader advocacy.
“Puregold’s advocacy is to build more entrepreneurs in the Philippines. But we’d like to build more successful entrepreneurs,” he emphasized. Through its Aling Puring program, a membership initiative designed to empower sari-sari store owners and small business operators, Puregold offers not just access to products but also business tools and support to help micro-entrepreneurs thrive.

GLOBE Telecom Inc. said Thursday it secured an approval from the Philippine Competition Commission (PCC) for the sale of its stake in Electronic Commerce Payments (EC Pay), Inc. to Globe Fintech Innovations Inc. (Mynt), the operator of GCash.
“We disclose that today, we received a certification from the Philippine Competition Commission allowing the transaction to proceed, subject to strict compliance by ECPay and Mynt of their respective voluntary
commitments,” the Ayala-led telco told the stock exchange.
“Completion is expected to occur upon receipt of approvals from other relevant regulatory bodies and satisfaction of closing conditions,” it said.

The port operator posted a net income of P1.40 billion in the January to March period, up from P752.7 million in the same period last year.
Revenues for the first quarter amounted to P4.73 billon, higher by 36.5 percent from P3.47 billion in the same period last year.

THE Singapore Airlines (SIA) Group has signed agreements with Neste and World Energy to acquire Sustainable Aviation Fuel (SAF) and SAF certificates respectively, supporting its decarbonization journey while gaining further valuable insights into the pathways, standards, and certification systems in the renewable fuel landscape.
The first transaction saw the Group acquire 1,000 tonnes of Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA)-eligible neat SAF, sourced from renewable fuel producer Neste. The SAF was produced at Neste’s Singapore refinery, blended locally and uplifted at Singapore Changi Airport.
This is the Group’s second purchase of neat SAF from the Singapore refinery, helping to develop the country’s SAF ecosystem and enhance supply chain resilience. In addition, the Group purchased approximately
2,000 tonnes of CORSIA-eligible SAF in the form of emissions reductions from World Energy, a United States-based producer, utilizing the Book & Claim Chain of Custody model. This allows the Group to claim associated emissions reductions without physical fuel delivery.
Both deals were completed in the first quarter of 2025 and these transactions are projected to reduce more than 9,500 tonnes of carbon dioxide emissions.

TO ensure aviation safety, the Civil Aviation Authority of the Philippines (CAAP) reinforces its ban on dangerous activities near airports and operational areas through Memorandum Circular 026-2025.
The prohibited acts include:
• Flying of unauthorized aerial objects within the airport vicinity such as kites, balloons, and lanterns (within 12-km radius) and drones (within 10-km radius)
• Raising of birds within 12-kilometer radius from the airport (unless they are housed in secured cages)
• Animal intrusions or the entering, roaming, or grazing of domesticated animals within airport premises
• Unauthorized structures or the construction of permanent or temporary structure within 2 meters of the airport perimeter fence
• Unauthorized vegetation or the sowing, tilling, or nurturing of vegetation within 2 meters of the airport perimeter fence

PHILIPPINE representative Krishnah Marie Gravidez is now in India to compete in the long-awaited 72nd edition of Miss World, which returns after more than a year. The pageant will be held in Telangana, a state in southern India, on May 31.
The 24-year-old Baguio native was formerly a Top 5 finalist in Miss Universe Philippines 2023. She was named Miss Charm Philippines 2023 but resigned to be able to compete in Miss World Philippines 2024, which she won in July 2024.
Currently pursuing an Industrial Engineering degree, Gravidez is the founder of “Color the World with Kindness,” a non-government organization where she and student volunteers encourage acts of kindness and spread positivity, like transforming a daycare center into a vibrant learning space to create a more stimulating and inspiring environment for the children.
“I’m proud of what we have achieved in ‘Color the World with Kindness’ in promoting youth empowerment, education, and animal welfare. We have rebuilt seven daycare centers in Baguio City through fundraising activities,” enthused Gravidez, who intends to use her project as her Miss World platform, ‘Beauty with a Purpose.’
“I feel a hundred percent ready to go to India and represent the Philippines. I’ve been preparing for months with my whole team. I hope to show to the world the core values of the Filipino people, the essence of the Filipino, who are very compassionate, kind, and resilient people,” said Gravidez.
The Philippines has not placed well in Miss World since Michelle Dee ’s Top 12 finish in 2019 and earlier in Catriona Gray ’s Top 5 in 2016. Gravidez, whose name in Sanskrit carries the metaphorical meaning of ‘all attractive’ or ‘all auspicious,’ reflecting the divine qualities attributed to Hindu deity Krishna, could break the spell and even win the country’s second Miss World title.

Yugen now owns the rights to send contestants from Bahrain, Egypt, and Pakistan to the Miss Universe pageant. He got the Bahrain franchise in 2021 and sent Manar Deyani, the first contestant to wear a modest burkini on the Miss Universe stage. Yugen also helped Pakistan join Miss Universe with Erika Robin, who placed in the Top 20 in 2023. Egypt earned its first placement last year with Logina Salah, a mother with vitiligo, who reached the Top 30.

TOM Cruise’s Mission: Impossible - The Final Reckoning powers into the Cannes Film Festival for its premiere Wednesday on a steamroller of hype, with fans asking if this will be the final curtain for secret agent Ethan Hunt.
With some fretting that the $400-million epic—the eighth in the high-octane franchise—could be the last, Cruise and director Christopher McQuarrie have been teasing up the tension by dropping contradictory clues about its future.

Across the room, everyone had their “Vilma moment.” Some met her on set. Others shared a quiet lunch with her. What was consistent was how they spoke of her—humble, generous, and attentive.
I WALKED into one of the rooms at the University of Santo Tomas Faculty of Arts and Letters building, expecting just another usual interview. What I didn’t expect was a quick and informal masterclass on devotion and the power of fan culture.
From 20-year-old Marina and 57-year-old Ricky to 79-year-old Yolanda, I met Vilmanians—loyal fans of the country’s Star for All Seasons and now Batangas Governor-elect, Vilma Santos-Recto Through them, I began to understand that, apart from admiration, being a fan also involves identity, legacy, and a shared sense of belonging.
The interview offered a glimpse into a growing cultural movement to cement Vilma Santos’ legacy as a National Artist—through her achievements and through books. Three major publications are currently in the works: a scholarly anthology, a coffee table book, and a comprehensive filmography. Each project highlights a different aspect of Vilma’s colorful career and the generations she has influenced. I remember watching her weekly musical variety show as a ‘90s kid. Cultural icon Vilma’s decades-long relevance and evolution is a
rarity in showbiz. She has transformed from a child star to a respected and award-winning dramatic actress, from a box-office queen to a public servant.
Professor Augusto Antonio Aguila, who happens to be a Vilmanian (fan name) and is instrumental in writing the scholarly anthology Vilma Santos, ICON, spoke of the actress as a figure who goes beyond entertainment. In fact, he personally interacts with the actress while working on the book projects. “She was very excited. She was very thankful,” Aguila shared.
“‘Wow!,’ sabi niya, ‘the effort that you will put into it! Nakaka-touch naman!’” He added, “That’s what binds us Vilmanians. We’re really here to support her.”
Three books
“She remembers names, even decades later,” Nanay Yolanda said. “She treats us like friends, not just fans,” Ricky added. Marina, 20, who admired “Ate Vi” since she was 7, talked about how Vilma’s charm is timeless. While many ladies her age look up to fellow Gen Zs as idols, she admires a woman who shares a wide age gap with her.
Perhaps this is why the campaign to have her recognized as a National Artist feels less like a fan initiative and more like a cultural mission. Through books, her story is being documented, studied, and celebrated for people of all ages.
Legacy continues
Just when three books look big enough, there are plans for something even bigger: a cultural center or archive in Batangas that will serve as a museum and house all memorabilia related to Vilma’s career— from photos and posters to old scripts and magazines. While still in the early stages, this physical space is envisioned as both a museum and a sanctuary for future generations of Vilmanians. Nanay Yolanda willingly shared her well-kept pieces for the structure. She said it is an honor to contribute to the initiative.

Next is the coffee table book, a dream project for many Vilmanians. This volume is photo-heavy— around 60-70 percent visuals—and tells Vilma’s life story in chapters that tackle her childhood, early films, award-winning roles, television years, political
journey, and her artistic resurgence. Contributions come not just from writers and industry figures, but from fans themselves. Lastly, the filmography book is a meticulous archive of her films, with summaries, trivia, and award citations. As someone who walked into that UST room with only a surface-level understanding of celebrity fan culture (I’m used to the idea of screaming fans at movie premieres who hold placards and posters!), I walked away with something more profound. I understood that fandom, at its best, isn’t about blind worship. It’s about reflection. It’s about finding a part of yourself in someone who has already walked the path you hope to take. And in the case of Vilma Santos, it’s about honoring a woman who has not only lit up the screen but also inspired a legion of fans to dream. These fans received warmth and kindness that they take with them for years. They say it’s better to never meet your heroes for you’re out to be disappointed. It doesn’t look that way for Vilma’s fans. So to the true Vilmanians out there, these book projects are especially for you.
