COMELEC: PEACEFUL POLLS, FAST PROCLAMATION

WITH one day to go before the elections and over 30 poll hotspots or “red” areas of concern, the Philippine National Police declared it is on full alert, deploying more than 160,000 cops nationwide to ensure a peaceful and orderly midterm polls.
Commission on Elections chairman George Garcia, however, expressed confidence that the May 12 elections will be peaceful and orderly.
“We believe our elections will be peaceful. We expect that the voting will finish early and the proclamation will also be fast,” he said in a television interview yesterday.
“Let us have faith in the system and process, and don’t believe in the lies being spread around now, especially organized misinformation, disinformation, and fake news,” he added.
The International Observer Mission (IOM), however, raised concerns about cases of vote-buying, red-tagging, and election-related violence ahead of the polls.
According to the IOM, it has independently confirmed 18 votebuying incidents in addition to the 158 complaints already received by Comelec -- with money changing hands as high as P5,000 per voter. It also recorded 577 cases of red-tagging.
The Armed Forces of the Philippines also heightened its security operations across Sulu and Basilan ahead of Monday’s midterm polls.
“Our forces are in full security posture. Our land, maritime, and aerial capabilities are fully deployed and mission-ready to counter any disruption before, during, and after election day. The Alakdan Division and JTF Orion stand firm in protecting the sanctity of every vote and the safety of every voter,” 11ID and Joint Task Force Orion Commander Maj. Gen. Leonardo Peña said.
Majority of the “red” areas of concern or those with a presence of serious armed threats as well as suspected election-related incidents or intense political rivalries or potential hiring of private armed groups are in the Bangsamoro Autonomous Region in Muslim Mindanao.

THE three Filipino cardinals who joined more than a hundred electors in the conclave that selected Pope Leo XIV swore an oath of secrecy at the start of the proceedings.
Although they could not go into specifics regarding the conclave itself, Cardinals Luis Antonio Tagle, Jose Advincula, and Pablo Virgilio David were able to comment on its bigger implications during a press conference at the Pontificio Collegio Filippino in Rome, Italy.
“When it comes to the ministry of the Church—the criteria, the approach is not like what happens in the world. When it is said we rely on the Holy Spirit to select through prayer, we must all be disciplined to not think or get carried away that ‘am I a candidate?’” Tagle said in a mix of English and Filipino.

TWELVE Kadiwa ng Pangulo (KNP) centers across Metro Manila and nearby provinces will launch the expanded pilot of the “Benteng Bigas, Meron Na!” program on May 13, offering rice at just P20 per kilo to help ease the burden on low-income Filipino families.
The program was first introduced on May 1, 2025, in Cebu City as a sixmonth pilot in the Visayas.
Following President Ferdinand Marcos Jr.’s directive, the Department of Agriculture (DA) has significantly expanded the program, extending it until the end of his term in 2028.

LTO TO LAUNCH NATIONWIDE DRUG TESTING, VEHICLE INSPECTIONS
THE Land Transportation Office (LTO) will conduct nationwide mass drug testing and roadworthiness inspections of public utility vehicles (PUVs) in response to the deadly crash on the Subic-Clark-Tarlac Expressway (SCTEX) that claimed 10 lives.
LTO Chief Assistant Secretary Vigor Mendoza II announced that the agency is expanding efforts initially carried out on Solid North Transit to other transport operators across the country.
“We understand the concerns of our fellow Filipinos. That is why the mass drug testing and inspection conducted on Solid North buses will be replicated nationwide,” Mendoza said in a statement.
LTO regional directors have been directed to coordinate with the Philippine Drug Enforcement Agency (PDEA) to implement surprise, random, and mandatory drug testing for all PUV drivers—including motorcycle taxi riders, bus drivers, and truck drivers.

The LTO confirmed it has already tested 740 drivers and conductors from Solid
North Transit at the company’s terminal and office in Cubao, Quezon City. Department of Transportation (DOTr) Secretary Vince Dizon has instructed that all drivers and conductors must be cleared of illegal drug use before they are permitted to resume operations.
The LTO has revoked the license of the bus driver involved in the fatal SCTEX crash after he refused to undergo drug testing. Mendoza emphasized that such refusal is sufficient grounds for license revocation, as operating a PUV is both a privilege and a responsibility.
Additionally, two other Solid North drivers tested positive for illegal drug use and are now undergoing confirmatory testing. They face the possibility of lifetime license revocation and criminal charges.
The DOTr has suspended operations of Pangasinan Solid North Transit Inc. for 30 days as part of an ongoing investigation.
Following a roadworthiness inspection conducted in Zambales, only 46 out of 276 Solid North buses were found compliant with existing safety and roadworthiness standards.

THE Commission on Elections (Comelec) has issued a show-cause order to Parañaque Second District Rep. Gus Tambunting, directing him to respond to vote-buying allegations. Tambunting, who is seeking reelection, was accused of organizing repeated activities involving the transport of individuals in vans to a building where they allegedly received cash and food packages.
The Comelec Committee on Kontra Bigay stated that photo and video evidence submitted with the complaint showed individuals entering the

FAMILIES OF EJK VICTIMS CONTINUE TO CALL FOR JUSTICE
FAMILIES of victims of extrajudicial killings (EJK) under former President Rodrigo Duterte continue to demand justice as legal proceedings at the International Criminal Court (ICC) face alleged delays.
Kristina Conti, ICC Assistant to Counsel, accused Duterte’s camp of using stalling tactics to manipulate public opinion ahead of the 2025 midterm elections and a possible impeachment case against Vice President Sara Duterte.
Conti cited a confidential move to disqualify two of the three ICC judges overseeing the case, leaving only one judge to continue hearings. She warned that such actions could significantly delay the already prolonged case concerning Duterte’s war on drugs.
“This case is already eight to nine years delayed. We hope future proceedings won’t follow this same path,” Conti said, noting continued harassment from Duterte supporters toward the victims’ families.
PHOTOCOPIES OF EVIDENCE CAN BE ACCEPTED, SAYS SC
THE Supreme Court (SC) ruled that photocopies or duplicates—whether paper-based or electronic—can be accepted as evidence in court, provided there is no valid question about the authenticity of the original or the fairness in using the copy.
In a decision written by Chief Justice Alexander Gesmundo, the SC’s First Division cited Rule 130, Section 4(c) of the 2019 Revised Rules on Evidence, stating that a duplicate is admissible unless its authenticity is challenged or its use would be unfair.
“This approach reflects the practical realities of modern document usage and storage, where duplicates are often indistinguishable from originals and more accessible,” the Court said.
The ruling clarifies that both electronic and physical copies are treated equally under the rule, and a photocopy falls under the definition of a duplicate.
However, the Court emphasized that while such copies may be admissible, their evidentiary weight still depends on how well they support or align with other presented evidence. Pot Chavez

The age bracket for junior golfers in the Baguio Classic is 6-18 years old.
Interestingly, the Baguio Classic tournament will serve as a prelude to the May 20 to 22 training camp to be conducted by top Filipino junior golfer Rianne Malixi. In partnership with JGFP, Malixi will launch “The Big Leap” at the Northwoods Golf and Country Club in San Rafael, Bucalan, in hopes of helping and supporting young golfers with the potential of becoming world-class talents. THERE were moments they almost didn’t make it. Misunderstandings, exhaustion, and the weight of staying together as nine individuals with different lives could have pulled folk-pop band Ben&Ben apart. But year after year, song after song, they found their way back to each other.
“We enjoy having meetings. We feel the responsibility to really discuss everything so that we’re complete at least once a year, we call it like a retreat,” said Miguel Benjamin, one of the band’s vocalists.
Now eight years into their journey, the band continues to evolve, not just in how they relate to each other, but in their music. Their latest work features bolder electronic sounds, something they’ve gradually leaned into over time.
“For this album, we wanted to try really embracing it and making it more obvious for some of the songs in this album. And it’s okay because even with the electronic sounds, we can still play it live. We can still be the ones creating the sounds. It helps the song. It still serves the song. And we really put a lot of emphasis on that,” said Poch Barretto, who plays the electric guitar.
