LTFRB cracks whip on 7 bus terminals
THE Land Transportation Franchising and Regulatory Board (LTFRB) has issued show-cause orders to seven bus terminals in Pasay City, instructing their management to comply with existing regulations before they can resume operations.

SC clears security guard over flawed complaint
THE Supreme Court (SC) on Friday announced the acquittal of a security guard charged with violation of the election gun ban due to a defect in the formal complaint filed against him.
In a decision penned by Associate Justice Samuel Gaerlan, the SC’s Third Division overturned the conviction of Efren Sadiarin Baguinon, Sr. who was previously found guilty by the lower courts for carrying a firearm during the election period without proper authorization.
Baguinon was charged under Section 32 of Republic Act No. (RA) 7166, in relation to Commission on Elections Resolution No. 6446 on gun prohibition during election period.
The High Tribunal ruled that the conviction could not stand because the complaint failed to clearly state all the essential elements of the crime, as required in criminal cases.

Meanwhile, Alyansa Para sa Bagong Pilipinas senatorial bets Vicente Sotto III, Erwin Tulfo, and Panfilo Lacson refused to comment on Senator Marcos’ recent attacks against her brother’s administration, along with Speaker Ferdinand Martin Romualdez, and First Lady Liza Araneta-Marcos. The government is no longer a Marcos one. The government we have now is Romualdez and Araneta,” Imee said.
She asserted that a “true Marcos would not enter into an alliance with politicians who ‘mistreated’ their family, which fled the Philippines in 1986 after the People Power Revolution ended the dictatorship of Ferdinand Marcos Sr.”

WITH few days left before the elections, the Department of the Interior and Local Government (DILG) on Friday admitted it is still waiting for clarification from the Commission on Elections (Comelec) body on the implementation of the suspension order given by the Office of the Ombudsman against Cebu Gov. Gwendolyn Garcia.
“The DILG is still awaiting the reply of the Commission on Elections regarding the query that we sent in light of the pronouncement of the Comelec that suspension orders of elected officials during the campaign period must secure an approval from the Comelec,” DILG Undersecretary for Public Affairs and Communications Rolando
Puno said during a media forum at the DILGNAPOLCOM headquarters in Quezon City. Garcia refused to step down as she questioned the timing and legality of the suspension order issued by Ombudsman Samuel Martires two weeks before the midterm polls.
“The DILG is not sitting on the matter. I think it’s just really legitimate for us to wait for the reply of the Comelec because the pronouncement came from the Comelec themselves that any suspension order of an elected official during the time of the campaign period required Comelec approval. The survey, conducted from May 2 to 6, reflected rising momentum for Abalos, who was also among the contenders in the 10-20 bracket in the April 20–24 poll by OCTA Research.

I WAS getting ready for bed the other night when I came upon reports that white smoke had billowed out of the chimney at the Vatican, which meant that the conclave of cardinals had chosen a new Pope.
I did not expect to feel some excitement, even happiness, at this development. I do not consider myself devout and religious even though I spent 18 years of my life studying in Catholic educational institutions. My idea of going to church is sitting on a pew at dusk and wishing nobody else were around so I could find some calm and peace amid my troubled thoughts.
But there I was, falling asleep (eventually) with my tablet in front of me, the screen showing an empty window waiting for the new Roman Catholic leader to make his first appearance. Had I stayed awake any longer, I would have learned, along with the rest of the world, that the new Pope was an American who had chosen to take the name Leo.
Then again, I also did not expect to be much affected by the passing of Pope Francis nearly three weeks ago. Like everyone else I had known he had been sick for some time. He had an extended hospitalization in February and doctors later on said there was a point when they thought he would not make it. He did, and saw the flock through until Easter, when his strong message of love resounded more powerfully than the feebleness of his voice.
And then he was gone, occasioning sorrow among the devout and not-sodevout.
Pope Francis will always be remembered for his compassion especially for those in the margins of society. This was unprecedented in a Church that has always banked on solid tradition and dogma. I have read, too, that more conventional clerics frowned upon the Argentinian Pope’s stance. But he persevered, bringing the church closer to people who would normally
be shunned or ignored: members of the LGBTQIA+ community, unmarried mothers, divorced/ separated couples, prisoners, and survivors of abuse. He also provided comfort to victims of tragedies, as he demonstrated when he visited the Philippines in January 2015 and then said mass in Eastern Visayas, devastated by Typhoon Yolanda.
The challenges faced by Catholics around the world today are no longer the same as those that confronted previous generations.
To be sure, Pope Francis’ moves were never drastic. The leader of a centuriesold religion with a global membership of 1.4 billion can only go so far. But he did make indicative steps toward making the church more accepting, more inclusive. He acknowledged the existence of clerical abuse and egregious attempts to sweep them under the rug. He made outsiders feel as though they had a home – harsh judgment did not have a place under Pope Francis’ leadership. And this is why he was so loved. And this is why it would be good if these initial steps were not reversed. We can only go by reports of his track record and previous actions to approximate what kind of pontiff Leo XIV would be. But the election of a leader is always cause for joy and hope. The challenges faced by Catholics around the world today are no longer the same as those that confronted previous generations. Dealing with these challenges while adapting to evolving times is always a test for Church leaders as much as it is for those who see themselves as part of the faithful — even when they occasionally go astray.
VERNIER, Switzerland — Swiss schoolchildren are drawing inspiration from Eurovision and creating their own songs, to be performed before an audience of thousands in the build-up to this year’s extravaganza in Basel.
“It’s exciting to see that we’re all going to sing together” on stage on the sidelines of the Eurovision Song Contest, said Tessa Cajani, a pupil at a middle school in Vernier in the Geneva suburbs.
Like her, elementary and middle school students from 16 classes across Switzerland have been participating in music workshops, in partnership with Eurovision, coming up with their own tunes. The songs will be performed at an outdoor concert on May 15 -- two days before the Eurovision final -- in Basel’s central Barfusserplatz, redubbed Eurovision Square.
“It motivates me to come to school,” said 13-year-old Cajani.
Anais Carre teaches music at the school in Vernier and is thrilled that two of its classes were chosen to take part in the project.
When the children found out, “they were so happy, it was an explosion of joy”, she said.
“I put myself in the pupils’ shoes and told myself that it’s a fantastic experience for them to be able to create a song... to be really creative at school and to be in charge of a project.”
The scheme is co-organized by the Swiss Broadcasting Corporation -- the Eurovision host broadcasters -- and the SUISA national cooperative of music authors and publishers.
During the workshops, professional musicians teach the pupils how to compose a song, from crafting the lyrics to getting the music to sound right.
“If it lights a little spark in some of them, we have to do it,” said Gaspard Sommer, a professional artist and musician who is guiding Carre’s students.
‘Memories of Summer’-
Eurovision is one of the world’s biggest annual live television shows. Basel is throwing on a week of public festivities around the main event.
Switzerland won the right to host the 2025 edition thanks to vocalist Nemo’s victory in Malmo, Sweden last year, with the song “The Code”.
The glitzy main event is being staged at Basel’s St. Jakobshalle indoor arena.
While the students won’t be performing in front of millions of TV viewers, they will nonetheless still “have to sing on a stage before 6,000 people”, explained Sommer.

A fired-up Timberwolves line-up, who had been stunned by the Warriors in game one on Tuesday, were always in control as they powered to a wireto-wire victory in Minneapolis that squares the series at 1-1.

SHAGNE Yaoyao has made history by breaking into the Top 100 of the latest UCI Mountain Bike (MTB) world rankings, becoming the first Filipina elite rider to achieve this milestone.
The two-time national champion accumulated 382 points, propelling her into the prestigious Top 100, a significant improvement from her ranking just a week prior.
This achievement also positions Yaoyao as the third-highest ranked Asian female rider globally.
Ahead of her are Indonesia’s Bella Dewi with 449 points and Kazakhstan’s Alina Karassyova, who holds 389 points.
“The grind for individual ranking never stops. Our goal is to climb even higher, and I’m still working hard for that. But being in the top 100 is truly a significant achievement,” Yaoyao told RP2 in an interview.
The Philippines has also seen its standing improve in the UCI nation rankings for MTB, now occupying the 29th position with a total of 815 points.

BMI, a unit of Fitch Solutions, kept its economic growth projection for the Philippines this year amid increasing global trade tensions.
“We recently revised our 2025 growth forecast from 6.3 percent to 5.4 percent and are opting to maintain our projection for now,” BMI said.
“While the latest growth figures pose some downside risk to our full-year forecast, we still think that the economy will achieve a growth rate slightly above 5 percent despite the backdrop of escalating trade tensions and slowing global demand. However, growth will be nowhere close to the 6.4 percent it typically manages,” it said.
BMI said increased spending from both private consumers and the government would continue to fuel the Philippine economy’s growth.
It said the private consumption staged a turnaround, recording its strongest performance in a little over a year. Its growth contribution rose from 3.6 percentage points (pp) in the fourth quarter 2024 to 3.9 pp in the first quarter.
“With inflation expected to ease to an eight-year low of 2.2 percent in 2025, this will provide some support to real incomes and, in turn, household spending,” BMI said.
The contribution from government consumption more than doubled from 1.1 percentage points in the fourth quarter of 2024 to 2.6 percentage points.
“We expect this momentum to continue into the second quarter as the mid-term elections are just around the corner. Indeed, we have penciled in a wider budget deficit of 6.2 percent of GDP in 2025, compared with 5.7 percent in 2024,” BMI said.
The economy’s 5.4 percent growth in the first quarter of 2025 reached the lower end of the government’s 6 percent to 8 percent target for the year.
Department of Budget and Management Secretary Amenah Pangandaman said the government still expects GDP to accelerate throughout the year as domestic demand strengthens and public investments are sustained.

THE share price of Roxas and Company Inc. surged 17.44 percent Friday, as the company is set to receive nearly P9.6 billion worth of cash and bond as just compensation for 1,307 hectares of land in Nasugbu, Batangas.
The payment follows a decision by the Department of Agrarian Reform Adjudication Board (DARAB) dated March 25, 2025. The land was originally expropriated under the Comprehensive Agrarian Reform Law.
“Roxas and Company, Inc., after more than 30 years of what seemed to be an endless battle, will receive,
pursuant to the Department of Agrarian Reform Adjudication Board’s decision dated March 25, 2025, the total amount of P9,591,209,432.98, in cash and in bonds, as payment of just compensation for the 1,307 hectares it owned and located in Nasugbu, Batangas,” the company said in a disclosure to the stock exchange Friday.
RCI said it would use the amount to fund its operations, working capital requirements, expansion of its projects and payment for its financial obligations.
“The said payment will also catalyze monetizing the estate and deleveraging, and invest in growth of business opportunities,” RCI said.
“More importantly, part of the just compensation will also be used for funding of projects that aims to give back to the local communities in Nasugbu, Batangas,” it said.
Aside from the P9.6-billion compensation, RCI, after more than 30 years of judicial hostilities, last year obtained ownership of 1,619 hectares of land.

The 30-company Philippine Stock Exchange index ended the week at 6,458.20, up by 68.71 points, or 1.08 percent, while the all-shares index advanced 22.50 points, or 0.60 percent, to close at 3,762.85.

ABOITIZ Construction on Friday said it has completed the Lagonglong Port project for AMADI MGT Terminals Inc., strengthening its commitment to infrastructure development and economic growth in Mindanao.
The private commercial port, located in Lagonglong, Misamis Oriental, included the construction of dock facilities, storage areas for perishable goods, and the installation of loading and unloading equipment.
The new port has a handling capacity of up to 3.3 million metric tons of bulk cargo annually and is poised to streamline logistics for transporting agricultural products and raw materials, strengthen regional trade capacity, and create employment opportunities for the local community.
The berth measures 23 meters in width and 250 meters in length, with a seabed elevation of -21 meters from mean lower low water (MLLW), allowing it to accommodate larger vessels and support efficient cargo handling operations.
“We are not just building a port; we are fostering economic growth and job creation. Our commitment to operational excellence drives us to continue our partnership with AMADI in advancing both business and communities,” Aboitiz Construction chief operating officer Ramez Sihom said.
Aboitiz Construction signed a partnership with DICT Bulk Terminal, Inc. in October 2024 to develop a new berth dedicated to cement shipments at the Davao International Container Terminal (DICT) in Panabo City, Davao del Norte.
This project marks the construction of DICT’s fifth berth and is targeted for completion within the year. The facility will primarily accommodate cement and cementitious materials, further supporting the region’s infrastructure and development needs.
Aboitiz Construction has been a long-standing partner of DICT, having built all four of its existing berths—the latest of which was completed in 2021.
That project notably enhanced operational efficiency by reducing vessel turnaround times and increasing the terminal’s capacity to handle agro-industrial goods. This continued collaboration demonstrates Aboitiz Construction’s marine infrastructure expertise and its commitment to advancing the country’s logistics and trade capabilities. In addition to marine infrastructure capabilities, Aboitiz Construction previously completed major projects in Balamban, Cebu for Tsuneishi Heavy Industries. These included a 100-hectare shipbuilding facility and the Pier Head and Admin Building Project, which involved extensive reclamation works, a causeway, and various support facilities.
These projects underscore Aboitiz Construction’s capability in delivering large-scale marine works that support nation-building and industrial growth.

San Roque Hydropower Inc. proposed to develop two pumped storage hydro projects in Itogon, Benguet with a combined capacity of 1,600 megawatts at a cost of P88.66 billion.
SRHI, the hydro arm of San Miguel Global Power Holdings Corp., plans to develop the 800 MW San Roque West and 800 MW San Roque Lower East PSH projects.
The San Roque West PSH has a project cost of P46.292 billion while the San Roque Lower East PSH is estimated to cost P42.373 billion.
Each PSH shall require 100 to 200 workers and engineers.
SRHI, in separate documents submitted to the Department of Environment and Natural Resources said it is developing the projects as the Philippines has experienced consistent growth in demand.

THE Sugar Regulatory Administration (SRA) recently launched a series of workshops to update its Disaster Risk Reduction and Management Plan (DRRMP) and align it with the national disaster framework.
The two-day workshop, facilitated by the Office of the Civil Defense (OCD), marks SRA as the first government-owned and controlled corporation to begin work on a five-year disaster preparedness plan.
“While we already have a comprehensive DRRM plan, it’s vital to integrate new data and technologies so we can optimize resources and enhance our impact,” said SRA board member and DRRMP chairperson David Sanson. The workshop served as a critical step toward crafting a Sugar Boardapproved DRRMP to strengthen the resilience of both SRA and the sugar industry.
It also equips frontline personnel to better respond during emergencies and lead recovery efforts.
Sanson acknowledged previous gaps in the implementation of the Sugarcane Industry Development Act (SIDA), noting that with a well-executed plan and adequate funding, the agency could have addressed or mitigated disasters like last year’s severe drought.
He said the recent and ongoing challenges, including floods, pest infestations, the prolonged El Niño, and the looming threat of Mt. Kanlaon’s volcanic activity, will all be considered in the updated plan.
“Now is the time to put our plans and budgets into motion so we can deliver meaningful disaster responses and focus on long-term prevention and mitigation,” he said.
It said PSH projects can cater to peak demand, providing cost-effective energy during periods of high consumption.
“The integration of pumped storage hydro as a grid-balancing solution is essential for the Philippines as it increases its solar and wind capacity through the Green Energy Auction Program,” it said.
It added that with more variable RE, challenges such as intermittent and mis-
matches in supply and demand arise, particularly during peak periods.
“PSH offers significant advances, including the ability to store large amounts of energy and rapidly respond to fluctuations, thus enhancing grid reliability,” it said.
The projects will have an upper storage reservoir, upper storage dam, including spillway, upper storage inlet/outlet structure, among many other components.

Manila Water’s income rose 14% to P3.6b in Q1
MANILA Water Company Inc. said Friday its net income grew 14 percent to P3.6 billion in the first quarter of 2025, boosted by strong revenue growth in its east zone concession and non-east zone Philippines businesses.
The company said in a statement that earnings before interest, taxes, depreciation and amortization (EBITDA) rose 12 percent to P6.9 billion, reflecting a three-percentagepoint improvement in EBITDA margin to 73 percent.
Consolidated revenues increased by 8 percent to P9.5 billion, driven by implemented tariff adjustments in the east zone and several NEZ PH businesses. The east zone concession saw an 8-percent increase in revenues to P7.6 billion, mainly due to the implementa-
tion of the third tranche of the rate rebasing tariff adjustment in January 2025.
Billed volume, however, declined 2 percent due to lower residential consumption and cross-border volume. Total costs grew 1 percent to P1.9 billion, as costs related to new facilities and system enhancements were offset by lower direct costs. EBITDA for the east zone concession increased by 11 percent to P5.7 billion, with the EBITDA margin improving to 75 percent.
Beyond the east zone, the NEZ PH business reported a 33-percent increase in earnings to P329 million, driven by tariff adjustments and a 14-percent rise in total billed volume, pushing revenues up by 16 percent to P2.2 billion.

RIZAL Commercial Banking Corp. (RCBC), the financial arm of the Yuchengco Group, said its first-quarter net income grew 10 percent year-onyear to P2.43 billion from a year ago, boosted by strong core business performance and consumer loan growth.

Meanwhile, ACEN said ACEN Australia secured access rights to the Central West-Orana Renewable Energy Zone (CWO REZ) for three of its major projects in New South Wales, marking a significant step in the strategic growth and diversification of the company’s Australian portfolio.
ACEN Australia’s 920-megawatt Valley of the Winds, 600-MWac (780 MWdc) Birriwa Solar and 600-MW/2 hour Birriwa BESS projects have secured the right to connect to the new CWO REZ transmission infrastructure assets being delivered by ACEREZ on behalf of the New South Wales government following a competitive tender process.
The Birriwa Solar and BESS projects were approved by the New South Wales Department of Planning in August 2024, and the Valley of the Winds project is in the final stage of the development planning review process.

Survey shows strong demand for new power providers in Batangas province
A SURVEY in Batangas province found that 54 percent of BATELEC 2 customers and 46 percent of BATELEC 1 customers are keen to switch electricity providers.
The survey by Capstone Intel revealed that a significant number of customers expressed a desire to switch if given the opportunity.
Data from more than 1,200 respondents showed that 62 percent reported experiencing one to two power outages per month, while some claimed up to 10.
BATELEC 2 customers were the most affected, with 93 percent reporting multiple outages, compared to 81 percent among BATELEC 1 customers. They outages typically lasted one to two hours, with some extending up to three.
Both BATELEC 1 and 2 satisfaction ratings scored below the provincial average of 4.09. BATELEC 1 received a rating of 3.96, while BATELEC 2 scored 3.90. Customer service ratings were similarly low, with BATELEC 1 at 3.80 and BATELEC 2 at 3.90, compared to the average of 4.04. Customers of other providers such as Ibaan Electric Corp. (IEC), First Bay Power Corp. (FBPC) and Manila Electric Co. reported higher satisfaction levels, with only 32 percent expressing interest in switching. Meralco customers had the lowest percentage indicating a desire to change, at 1 percent. Meralco also emerged as the top choice of provider among dissatisfied BATELEC 1 and 2 customers.

MISS World Philippines 2024 Krishnah Marie Gravidez departed Manila on May 6, en route to Telangana, India, for the 72nd Miss World final. Ahead of her departure, MWP national director Arnold Vegafria expressed confidence in Gravidez’s chances of winning.
In a special Pandesal Forum at Kamuning Bakery on April 28, Vegafria shared his optimism for Gravidez’s preparations for the upcoming pageant. He also said he has a “strong feeling” she could bring home the second Miss World crown for the country.
“This time, we’re expecting another honor and another victory for Miss World. I have a strong feeling that we will get a second crown for Miss World,” he told reporters. During the forum, Vegafria also revealed that he had received an offer to host the Miss World pageant in the Philippines. However, he expressed hesitation, pointing out that it has been a long time since the Philippines won the title.
He will also join charity events, including a visit to the Department of Social Welfare and Development (DSWD) on May 15 for Smile World’s outreach program.
“She’s been my rock,” Perez said of his mother, Visitacion Tan, who will join him at a Mother’s Day event in Zamboanga on May 11. “After all this hard work, she deserves a vacation, and I can’t wait to finally give her that.”
In a press conference last weekend, Perez said he hopes to collaborate with Martin Nievera, calling the singer a major influence.
“A collaboration with him would be a dream come true,” he said.
“The Miss World pageant has never been held here. I told the Miss World owner, Julia Morley, that the Philippines hasn’t won since Megan Young in 2013. They have been convincing me to stage the Miss World pageant, but the Philippines hasn’t won a title. It’s been a long time since then. I have sent deserving candidates, but of course, we haven’t been lucky,” he said.
Despite the challenges, Vegafria is hopeful that Gravidez will break the country’s drought in the competition.
“This time, I feel like our candidate has a big chance. If she wins and I become mayor, I will bring the Miss World pageant to Olongapo and Manila,” he said. The 72nd Miss World final will take place on May 31 (June 1 in the Philippines) in India.

Joy Pauline Castillano of Barangay Talipapa, Hazel Roldan of Barangay Batasan Hills, and Neil Bryan Capistrano of Barangay Bagong Pag-asa.
Their designs were brought to life by young models, aged 7 to 13, who walked the runway in garments made from upcycled materials—ranging from fabric scraps and denim cuttings to household textiles.
The result is stylish yet meaningful pieces that emphasize creativity, sustainability, and community pride.
Belmonte called on residents to normalize wearing and re-wearing clothes and to be more mindful of how fashion choices impact the planet.
She also highlighted the city’s Kilo/s Kyusi program, which collects donated clothes and resells them by the kilo to fund educational support for students.
Since launching, the program has diverted over four tons of textile waste from landfills and upcycled 700 kilos through community artisans.
“Filipinos have always reused and repurposed—long before sustainability became a global trend,” Belmonte said.
“What we’re doing now is simply celebrating and elevating that culture.”
The Retashow is now in its second year and continues to grow in scope and message. From a single grand winner in its debut, this year’s edition honored six outstanding designers and encouraged wider community participation.
“Retashow is more than fashion,” Belmonte said.
“It’s about sparking conversations, changing perspectives, and inspiring action—one piece of clothing at a time.”
