LAKAS-CMD and Tingog party-list will spearhead a major show of force in Eastern Visayas today (Thursday) to rally the region’s 3 million Waray voters to support the senatorial candidates of President Ferdinand Marcos Jr.’s Alyansa Para sa Bagong Pilipinas.
This as Alyansa bets continued to dominate the Senate race, the latest Tugon ng Masa survey by OCTA Research showed.
Conducted from April 20 to 24, 2025, the survey revealed that 18 candidates—of which 10 are from Alyansa—currently have a statistical chance of winning one of the 12 Senate seats up for grabs.

THE International Criminal Court (ICC) Pre-Trial Chamber I denied the request of former President Rodrigo Duterte’s legal team to remove two judges from his ongoing crimes against humanity trial. In their petition, the former leader’s lawyers cited possible “perceived bias” based on the judges’ previous rulings on similar matters. Specifically, they sought to excuse Judges Reine Adélaide Sophie Alapini Gansou and María del Socorro Flores Liera from the case.
A document released by the Office of the Prosecutor dated May 6 showed that Duterte’s defense filed the petition

IT’S all systems go for Monday’s midterm polls, Malacanang said as the Philippine National Police starts its “full deployment” on the ground today to ensure the security of elections.
“Our teachers and Education personnel and the entire government force will be there to safeguard, support, and protect our elections,” Presidential Communications Office Undersecretary Claire Castro said. She said DepEd is deploying its Election Task Force nationwide on Sunday for real-time monitoring and incident response.
The Integrated Bar of the Philippines and the Public Attorney’s Office are also on standby to provide

MALACAÑANG yesterday assured that administration officials will comply with the Office of the Ombudsman’s directive requiring them to submit counter-affidavits concerning the arrest of former President Rodrigo Duterte by the International Criminal Court (ICC). The probe stems from a request filed by Senator Imee Marcos, who called for an inquiry into the involvement of certain high-ranking officials in Duterte’s crimes against humanity case with the ICC. Presidential Communications Office (PCO) Undersecretary Claire Castro acknowledged the Ombudsman’s swift action and affirmed that the administration would cooperate fully. "We are aware of the powers of the Ombudsman," Castro said.

Marbil made the assurance as he spearheaded the activation of the PNP Media Action Center at Camp Crame’s Command Center yesterday.
The Media Action Center will function as a centralized hub for realtime information dissemination and media coordination throughout the election period to ensure transparency, rapid response, and public awareness.
The PNP also activated its National Election Monitoring Action Center (NEMAC) that will serve as the real-time monitoring of the situation across the country to ensure immediate response during and after May 12.
“We are 100 percent complete. We are prepared for the elections,” Marbil said.
He said the PNP’s goal is zero violence during election day, adding that they have not monitored any threat.
The Palace also issued a strong reminder to the public to remain vigi-

"In response to Senator Imee Marcos' complaint, the concerned officials will comply and submit their counter-affidavits. We reiterate that all their actions were in accordance with the law," she added.
The Ombudsman ordered Justice Secretary Jesus Crispin Remulla and four other officials to respond to the Senate foreign relations committee's complaint, led by Senator Imee, regarding the March 11 arrest and ICC handover of former President Rodrigo Duterte.
Asked if President Ferdinand Marcos Jr. had issued a directive regarding the matter, Castro emphasized the President's consistent stance on legal compliance.
"The President always says: follow the law, follow procedures that are valid and legal," she said. When pressed by reporters on whether the speed of the Ombudsman’s action was unusual, Castro declined to speculate.
In a statement, Sen. Marcos praised the Ombudsman for his quick action and said she would continue her committee's probe until all questions are answered relative to arrest and surrender of the former president for trial before the ICC. Meanwhile, the Palace dismissed Vice President Sara Duterte’s accusation that the President committed an impeachable offense by allegedly allowing "foreign interference" in the arrest of her father.

"Fake news has not only emerged in recent days—it has been spreading for quite some time, especially against the President and the government," Castro said.
"Our foremost advice is to be discerning, to stay vigilant, and to not sell your dignity or your country," she added.
The PCO official cautioned the public against falling victim to online misinformation or disinformation campaigns, including those propagated by so-called "keyboard warriors" who aim to undermine the administration by fabricating stories and stirring negative sentiment.
"The government does not shut its doors to criticism, as long as it is based on facts... What we must guard against are fake news peddlers," Castro said.
"Let us fight fake news so that you can make informed and sound decisions this election day," she added.

Former Senator Panfilo Lacson, with 34.3 percent, was within the 5th to 16th range, while Rep. Camille Villar (31.9 percent), former Senator Bam Aquino (31.4 percent), and TV host Willie Revillame (30.4 percent) were all statistically tied within the 8th to 20th range.
Former Senator Emmanuel Pacquiao (29.1 percent), Senator Imee Marcos (28.9 percent), and Benhur Abalos (28.5 percent) also landed in the 10th to 20th range.
Rep. Rodante Marcoleta saw a strong rise in voter preference, climbing nine percentage points from the previous survey to reach 27.8 percent, placing him in the 11th to 20th range, while former Senator Francis Pangilinan, with 26.3 percent, was within the 11th to 21st bracket.
The OCTA survey sampled 1,200 respondents nationwide and has a ±3 percent margin of error at a 95 percent confidence level.

on May 1, the same day they also challenged the ICC’s jurisdiction over the Philippines.
The Court denied the petition in accordance with Article 41 of the Rome Statute.
“The Chamber recalls that, pursuant to article 41 of the Rome Statute and rules 34 and 35 of the Rules of Procedure and Evidence, a judge’s excusal from the exercise of a function may only be sought by the concerned judge directly before the Presidency, as opposed to disqualification for which the Prosecution or the person being investigated or prosecuted may submit a request before the Presidency,” the document reads.
“The possibility for that person to invite or request judges to seek excusal before the Presidency is thus not contemplated in the statutory texts. As stated by the Presidency, ‘no preemptive request may be made by the parties that a judge request his or her excusal’ and such a course of action ‘lacks procedural propriety’,” it added.
The ruling was signed by Presiding Judge Iulia Antonella Motoc, along with Judges Alapini Gansou and Liera–the same judges who previously signed Duterte’s arrest warrant.
Earlier, the ICC Prosecutor submitted 139 items of evidence against Duterte, in preparation for the confirmation of charges scheduled for September 23, 2025.
An ICC document dated May 5 showed that Prosecutor Karim Khan submitted 139 items of evidence that are organized in four disclosure packages to the ICC Pre-Trial Chamber 1 on April 30.
The packages are labeled contextual elements, modes of liability, murders during Duterte’s term as mayor, and murders under barangay clearance operations during his term as president.
Official government records indicate that around 6,200 drug suspects were killed during the Duterte administration's anti-drug operations.
However, human rights organizations contend that the number of fatalities is closer to 30,000 due to the unreported related slayings.
Many of those deaths are being labeled extrajudicial killings or “EJKs” because it is alleged that policemen carried them out at the behest of Duterte.

NEVER to my recollection have midterm elections been so emotionally charged and highly contentious as this. In Cory’s time, her senatorial candidates swept the elections 22-2 with Joseph Estrada and Juan Ponce Enrile the only survivors. In 1995, FVR coalesced his Lakas-NUCD and the LDP and even drafted losing presidential and vicepresidential candidates Ramon V. Mitra and Marcelo B. Fernan into his senatorial line-up. Just three of the opposition NPC survived.
In 2001, after Pres. Erap was ousted by the EDSA Dos mob supported by the top brass of the military, GMA’s senatorial slate almost swept the elections, but for Dr. Loi Estrada, Edgardo Angara, Ping Lacson and Gringo Honasan. But in 2017, after she won a hotly contested election in 2004 and the subsequent discovery of her conspiring with a Comelec commissioner to give her at least “a million vote margin,” GMA’s senatorial candidates miserably lost to the GO ticket. That was the only time the administration ticket did not prevail in the mid-terms.
In 2013, PNoy’s senatorial candidates prevailed, but six years after, the opposition Ocho Derecho was completely demolished in 2019, under Rodrigo Duterte’s administration.
Thus it has been said that the administration candidates almost always dominate the mid-term elections.
Despite having won the biggest majority in 2022 since the fall of his father, BbM’s Alyansa has had to put up a mixed bag of well-known political brands which is now being contested by a motley group of lesser known candidates except for re-electionists Bong Go and Bato de la Rosa.
While the surveys have consistently shown that the issues that matter most to the electorate are “politica del estomago,” the narratives have changed since fPRRD was shanghaied into the waiting arms of the ICC.
Little attention is now focused on everyday problems and proposed solutions, and if at all, these have been subsumed into the tit-for-tat on the Duterte-BbM spat, with no less than the president’s elder sister taking the cudgels for the Dutertes on an issue of the surrender of sovereignty and our judicial system. Never in the post-martial law years have the people become so polarized, with emotions so high.
For the Dutertes who have lesserknown candidates as baggage, the stakes are quite high. Will the result of the senatorial elections impact negatively on Rodrigo Duterte’s fate in his ICC trial?
More immediately, will an Alyansa victory impact negatively on the impeached Vice-President Sara’s forthcoming Senate trial?
The most recent horse-race surveys show that the Alyansa would likely win a majority of seats. Only Go and Bato are sure winners, with independent Ben Tulfo, two PDP’s, one pinklawan candidate, and three non-PDP but Duterte-allied candidates battling it out for five remaining slots.
The very close margins in the seventh to sixteenth-rated candidates show that it can still be anyone’s game for five, even six slots.
For Inday Sara, it is not just a counting of heads to ensure she gets 9 votes in the 20th Senate. It is also whether she can rely on her “sure” votes to be able to sway public opinion to her side, for the trial is more political than legal.
Never in the postmartial law years have the people become so polarized, with emotions so high
She has four sure supporters in both the remaining 19th Congress members and the sure winners in the present fight, but they belong to the “comite de silencio.”
Arrayed against her is an administration which expectedly will employ all means, fair or foul, to ensure that she is declared “politically dead.” She herself has said that “desperate people will not stop until she ends up behind bars or six feet under.” The former is doable, the latter perhaps unthinkable.
The administration has already conscripted the discredited ICC and gave them an existential trophy in the person of the former president, thus removing a formidable adversary with legions of followers.
It is left for Inday Sara to carry his torch, and she must deliver, not necessarily a victory but a respectable showing of 4 to 5 allied winners. If PNoy, one of the most upright and parsimonious presidents in recent history, agreed to release additional PDAF to get a 20-3 vote to convict a chief justice of the Supreme Court, how much more BbM and the cabal of ambitious people around him?
Sara’s acquittal could be a political death-knell for their continued reign of unbridled power in 2028. Will the administration buy senator-judges 500 million, or a billion each, to ensure conviction?
They have spent more for AKAP, AICS, Tupad, MAIP, and other budgetmangling innovations thus far. They will certainly bid more for their continued existence.
DRIVING along our highways has become dangerous over the years and it is a problem the Department of Transportation can no longer ignore or brush aside.
The increasing number of fatalities in traffic accidents bears this out.
From 2011 to 2021 for instance, there was a 39 percent increase of traffic fatalities from 7,933 to 11,096.
In 2024, the Department of Health recorded 703 road fatalities within just 15 days including 47 cases during a 24 hour period. Traffic accidents is also the biggest killer of people ages 5 to 29 years old not only here in the country but all over the world, according to the World Health Organization.
According to the DOTr, the first four months of this year have already exceeded the entire traffic casualty figures of last year.
That dreadful traffic accident last week along the northbound lane of the SCTEX is but one example.
It caused the death of 12 people and the wounding of about 33 and a week before that another multi vehicle pileup in the Metro area resulted in the death of three and the wounding of several people.
As if those two traffic accidents were not catastrophic enough, an SUV plowed thru a crowd at the NAIA terminal, killing two people including a 5-year-old girl.
Understandably, the DOTr has had enough and therefore issued a series of orders to show that this time it means
business in tackling the problem of road safety. This problem. however, is a lot more complex than simply issuing a series of orders like mandatory drug testing or bus drivers prohibited from driving continuously for more than four hours.
The DOTr should require training before authorizing professional driver license holders to drive jeepneys, taxis, buses or trucks of every class
Those are of course immediate actions but more than those, what should be done is to do a careful study and then come up with a reform package that will improve the entire system which should include the driver licensing because that is where the problem is.
For instance, only qualified people should be allowed to drive along our highways.
And to accomplish this, the DOTr must set up the infrastructure to implement this like a place for the written tests and a driving circuit where prospective drivers can be tested.
This is an AI-generated cartoon with the prompt: Generate a political cartoon in horizontal format of a giant oaf wearing a student uniform from a Philippine public school sitting in a very tiny classroom chair. The chair is so tiny that he is perched on top of it. There is a tag on the chair that says ‘educational system.’ The student is slack-jawed and drooling. His eyes are bleary. He is wearing a tall dunce cap that says ‘functionally illiterate.’
WHETHER you’re a candidate for national or local positions in the May 12 polls or one of their supporters, you should be concerned about how you can contribute to improving the quality of life of our people and ensuring a better future for our country.
And when we talk about achieving a better future for the nation, then we must be concerned as well with improving the quality of the education of our youth.
A recent survey by the Philippine Statistics Authority called Functional Literacy, Education and Mass Media Study (FLEMMS) showed some 18.9 million Filipinos who completed secondary education between 2019 and 2024 may be considered “functional illiterate” as they still have problems with reading comprehension despite years of schooling.
According to Sen. Sherwin Gatchalian, chair of the Senate basic education committee, the results of the study should prod the national government to devise a strategy to address “the gravity of our situation now.”
We agree. In fact, the lawmaker believes the failure to achieve higher levels of basic literacy in the country is among the factors behind the high
It is currently too easy for anyone to acquire a driver’s license.
Reforming the process to be able to drive professionally to earn a living is also a must because it is also very easy to convert a non-professional driver’s license to a professional license.
All that someone has to do is wait for a few months to become a professional driver without undergoing any sort of training or testing to become a jeepney, taxi, bus, twelve or a twenty wheeler truck driver.
In other countries, one has to undergo a lot of testing before one can drive a taxi.
In London, one cannot just go to a taxi operator to apply for a job even if one has a professional license without presenting

Another 5.86 million Filipinos belonging to the same age group are ‘basic illiterate,’ or unable to read, write and compute

evidence of training plus proof that the applicant knows every nook and cranny of London. More so if one wants to drive those monster trucks that we see being driven in our freeways today. These are becoming bigger and could be very dangerous for other motorists driving lower category vehicles like sedans or vans if these behemoths are involved in any traffic accident. That is exactly what happened to that Metro road accident. The DOTr should, therefore, require training before authorizing professional driver license holders to drive jeepneys, taxis, buses or trucks of every class. The skill required for all these types of
who could read, write and compute but could not understand what they have read.
That’s not all. Another 5.86 million Filipinos belonging to the same age group are “basic illiterate,” or unable to read, write and compute.
14.QUI According to education experts, those who are considered functional illiterate have very basic reading and writing skills but are unable to apply them in everyday situations. For instance, they may know how to write their full names but cannot properly fill out job applications or understand complicated written instructions.
Moreover, the functional illiterate would be unable to perform complex tasks or acquire higher literacy skills and consequently, have limited employment opportunities. They are also likely to remain poor and remain vulnerable to social exclusion.
The end-result of functional illiteracy is intergenerational disadvantage, or a situation where children who grow up in a low literacy household usually experience educational difficulties as well.
Do your candidates for national or local positions have clear positions on how they can help improve our educational system and prepare the youth to take an active part in nationbuilding?
If not, ditch them and vote for somebody else.
public transport are not the same. The professional license should be for one class of vehicle at a time and not a blanket license for all types of vehicles.
Transport companies hiring people with professional driver licenses should require applicants to present proof of training, experience and a police clearance of non-involvement in any serious traffic accident. The challenge is huge and cannot obviously be solved overnight but DOTr Secretary Dizon said all the right words and therefore understands the problems and what should be done. Let’s wish him well and hope whatever he will do, the eventual outcome will be a well-disciplined driving public.
FOR the 10th consecutive season, National University is headed to the UAAP Men’s Volleyball Finals.
Needing the full extent of their twice-to-beat advantage, the second-seeded Bulldogs leaned on the clutch performances of Leo Ordiales and Jade Disquitado to sweep University of Santo Tomas Golden Spikers, 25-23, 25-23, 2523, and secure a spot in the UAAP Season 87 Men’s Volleyball Finals, Wednesday afternoon at the SMART Araneta Coliseum.
NU bounced back from a stunning four-set loss last Saturday to clinch their 10th straight Finals appearance — breaking UST’s previous record of nine consecutive Finals trips from Seasons 57 to 65. This milestone sets a new benchmark for the longest Finals streak in UAAP men’s volleyball history.
With this achievement, the Bulldogs also matched De La Salle University’s women’s volleyball team for the longest Finals streak in UAAP collegiate volleyball history, both now with 10 straight appearances.
NU also assured that its women’s and men’s teams are in the Finals, staying on track for a golden double for the second time in the last three seasons.
Familiar heartbreak struck UST once again, as NU eliminated the Golden Spikers for the third consecutive year — a continuation of their dominance after dashing UST’s championship hopes in the Finals of Seasons 85 and 86. The victory keeps NU’s bid for a historic “five-peat” alive.

In the third set, UST remained within striking distance as two straight hits from Gboy de Vega and Al Bukharie Sali tied the frame at 21-all, but NU remained composed. Still knotted at 23-all after a Greg Ancheta double contact violation, Buds Buddin and Disquitado converted the game-sealing attacks to send the Bulldogs to their 10th consecutive Finals trip. Down at 21-23 in the second set, NU unleashed a 4-0 run -- capped by an off-the-

IN today’s digital-first sports landscape, the unauthorized use of audio-visual content and official data poses a growing threat to leagues and federations. Rights misuse can result in severe financial losses and reputational damage, undermining the value of the very content that drives fan engagement and revenue.
One of the most pressing challenges federations face is the unauthorized use of data for sports betting and fan engagement purposes. This practice undermines the value of official data rights and bypasses the legitimate channels established to protect the integrity of sport.
Federations also face difficulty in detecting and enforcing against these abuses. The rapid spread of live betting markets has only increased the demand for real-time data, making it even more important to protect these rights and ensure that data is accessed and used responsibly.
Sportradar, a leading global sports technology company, plays a key role in addressing this issue. Entrusted by major federations and leagues such as the National Basketball Association (NBA), Major League Baseball (MLB), Association of Tennis Professionals (ATP) and the Union of European Football Associations (UEFA), Sportradar is not only responsible for managing content but also protecting data and audio-visual rights.
To tackle the growing threat of rights violations, Sportradar established a dedicated Rights & Revenue Protection team. This global team works with sports federations and leagues to build and execute tailored rights protection strategies. The team is comprised of professionals with background and experience in law enforcement, anti-money laundering and anti-piracy operations as well as military and risk intelligence. It is responsible for detecting data misuse, conducting investigations, gathering evidence, and identifying and enforcing piracy violations, particularly around major sporting events.

Ancheta dished out 18 excellent sets, while Jimwell Gapultos contributed nine excellent receptions.
On the other hand, the loss denied UST’s attempt to exorcise the ghosts of the past two UAAP seasons, settling for a bronze-medal finish for the first time since Season 77 in 2015.

Balangauan shines in JPGT Mactan debut; Nailga triumphs
MACTAN Island—Tashanah Balangauan made a statement in her ICTSI Junior PGT Championship debut by capturing the girls’ 15-18 division crown with a commanding seven-stroke victory over Crista Miñoza in the kickoff leg of the seven-stage Visayas-Mindanao Series at the Mactan Island Golf Course.
The 15-year-old Cebuana opened her campaign with back-to-back rounds of 73 to build a commanding seven-shot lead, then held her ground with a final-round 78 under overcast skies to clinch the title with a total score of 224. Balangauan’s dominant performance not only boosted her confidence but also earned her 15 valuable ranking points, significantly enhancing her chances of securing a spot in the North vs. South Elite Junior Finals.
“I’m happy and grateful to win in my first JPGT tournament,” said the St. Benedict Childhood Education Center student. “This experience gave me valuable insights into what I need to improve for my next tournaments.”
The victory, she added, has motivated her to work even harder.
“I struggled with my putting in the final round.
To get better, I need to focus on every aspect of my game,” she said. “After the second round, I had a big lead, but I didn’t let my guard down. I stayed focused on my game.”
She also credited rigorous training for her victory and later acknowledged the support of her family, friends, and caddie, Pato.
“Above all, I thank God for the opportunity and for guiding me to become the person I am today,” she added.
Precious Zaragosa claimed runner-up honors with a 77, finishing with a total of 231.
Crista Miñoza slipped to third place after carding an 80 for a 233 total. Another local standout, Lois Laine Go, secured fourth place with a 79, ending at 235.

WASHINGTON—US President Donald Trump said Tuesday that all fans from across the globe would be welcome at the 2026 World Cup despite concerns over his border crackdown impacting the tournament.
Trump, who has appointed himself chairman of the White House task force for the tournament, said visitors to the United States could expect a “seamless” experience.
The United States is co-hosting the 2026 World Cup with neighboring Canada and Mexico.
“We can’t wait to welcome soccer fans from all over the globe,” Trump said at a White House briefing alongside FIFA president Gianni Infantino.
“Every part of the US government will be working to ensure that these events are safe and successful, and those traveling to America to watch the competition have a seamless experience during every part of their visit.” Foreign traveler arrivals in the United States are expected to decline by 5.1 percent in 2025, according to one recent study by Tourism Economics.
The World Tourism Forum Institute has said a mix of stringent US immigration policies and global political tensions could “significantly affect” international arrivals.
Vice President JD Vance, the vicechair of the World Cup task force, said while foreign visitors would be welcome they would have to leave at the end of the tournament.
“I know we’ll have visitors, probably from close to 100 countries. We want them to come. We want them to celebrate. We want them to watch the game,” Vance told Tuesday’s briefing. “But when the time is up, they’ll have to go home.” Infantino, the president of football’s world governing body, said his organization had “full and entire” confidence in the Trump administration to help deliver a successful tournament.
“The entire world will focus on the United States of America, and America welcomes the world,” Infantino told the meeting. “Everyone who wants to come here to enjoy, to have fun, to celebrate the game will be able to do that.
Homeland Security Secretary Kristi Noem said US officials were using next month’s FIFA Club World Cup as a testing ground for the World Cup, stating that the US expected two million overseas visitors. AFP

FILIPINA tennis sensation Al-
exandra Eala is relishing the chance of playing before a big Filipino audience in the 2025 Italian Open, known as the Internazionali BNL d’Italia. The 19-year-old Eala said this after meeting numerous Filipinos working and residing in Italy.
“I didn’t expect such a big Filipino population here in Rome. But even just walking the streets, I’ve run into Filipinos five times already,” said Eala in an online statement and at Tennis Channel.
Eala was set to play her first round against world no. 27 Marta Kostyuk of Ukraine late Wednesday. Eala, who has risen to a new career-high of no. 62 in the World Tennis Association rankings, is in the first group of the draw with top seed Aryna Sabalenka.
“When we walk in the streets, you know when you’re seeing another Filipino! It’s such a blessing, of course, to have such a big community,” said Eala.
“So many places feel like home because of that,” added Eala.
Many Filipino fans came and watched when Eala achieved her breakout wins at the recent Miami Open.
Her memorable stint came as she reached the quarterfinals with upset wins scored over rated players Madison Keys, Jelena Ostapenko and Iga Swiatek.

HE unemployment rate in the Philippines posted a marginal increase in March 2025 on lower employment within the agriculture and construction sectors, the Philippine Statistics Authority (PSA) said Wednesday.
Data from the PSA showed that the jobless rate in March edged up to 3.9 percent from 3.8 percent in February, but remained at the same level a year ago.
The PSA said that in terms of magnitude, the total number of unemployed individuals in March 2025 was registered at 1.93 million.
“This was lower than the number of unemployed persons in March 2024 at 2.0 million. In February 2025, the number of unemployed individuals was registered at 1.94 million,” the PSA said.
Agriculture, fisheries sector rebounded with 1.9% growth in first three months
By Othel V. Campos
THE agriculture sector grew 1.9 percent in the first quarter of 2025, led by stronger crop, poultry and fisheries output, the Philippine Statistics Authority (PSA) said Wednesday.
The growth signals a recovery for the sector, which contracted by 1.6 percent in 2024 and by 1.8 percent in the final quarter of the year.
Agriculture Secretary Francisco Tiu Laurel Jr. welcomed the sector’s improved performance, attributing the rebound to favorable weather and the Department of Agriculture’s intensified interventions.
“We are optimistic that the recovery in the first quarter signals momentum for the latter half of the year—especially as we bring new infrastructure online such as cold storage facilities and rice processing systems,” he said.

It said the number of employed persons in March 2025 was recorded at 48.02 million, lower than in March 2024 and February 2025, both at 49.15 million.
Labor force participation rate (LFPR) in March 2025 went down to 62.9 percent from 65.3 percent a year ago and 64.5 percent in February 2025.
Meanwhile, the underemployment rate in March 2025 rose to 13.4 percent from 11.0 percent in March 2024 and 10.1 percent in February 2025.
reached P437.74 billion at constant 2018 prices in the first three months of 2025, up from P429.62 billion a year earlier.
Crops, poultry and fisheries posted yearon-year growth, offsetting the continued weakness in the livestock subsector.
Crop production rose 1 percent, led by rice and other staples and accounted for 57 percent of the total value of production.
Palay production edged up to 4.7 million metric tons from 4.69 million MT last year. Average yield reached a record 4.09 metric tons per hectare, the highest since the PSA began monitoring in 1987, which helped compensate for the decline in rice-planted areas and reflects improving efficiency among rice farmers.
Poultry was the best performer, jumping 9.4 percent to P75.22 billion with a share of 17.2 percent of total agriculture output, while fisheries grew by 1.5 percent to P55.10 billion, contributing 12.6 percent to the entire production values.

Revenues for specialty retail grew 7 percent to P21.8 billion, led by spending across all categories. Discretionary spending was strongest in the health and beauty and fashion categories.
The portfolio investments’ performance was driven by office landlord NEO, which contributed 38 percent of total portfolio income, Philippine Geothermal Production Company which delivered 36 percent and Belle Corp. which contributed 11 percent. SMIC’s property arm SM Prime Holdings Inc. said in a separate disclosure it is moving into upscale residential projects and master-planned urban estates with a new brand expected to launch in Metro Manila.
About 6.44 million of the 48.02 million employed individuals expressed the desire to have additional hours of work in their present job or to have additional job, or to have a new job with longer hours of work in March 2025.
Meanwhile, Department of Economy, Planning and Development (DEPDev) Secretary Arsenio Balisacan said the Philippines reaffirmed its position as a dynamic investment destination of choice in the global economy.
Balisacan said the Philippines has sustained its strong economic momentum and is staying the course by following a clear roadmap for inclusive growth. The country’s commendable performance in the past two decades has been anchored on sound macroeconomic management, strategic government interventions and a solid commitment to reform.

Developers laud capital gains tax hike suspension
By Othel V. Campos
MAJOR players in the real estate and housing industry welcomed the Department of Finance’s (DOF) plan to withdraw the proposal to increase the capital gains tax (CGT) rate, calling it a positive step toward protecting housing affordability and investment stability.
Finance Secretary Ralph Recto recently informed Congress of the agency’s decision to retract proposed amendments to the Capital Markets Efficiency Promotion Act (CMEPA), which included raising the CGT rate from 6 percent to 10 percent.
Recto cited strong tax revenue growth and the country’s improved fiscal position as grounds for the withdrawal.
The DOF’s reversal comes after months of pushback from key real estate and housing groups, including the Chamber of Real Estate and Builders’ Associations Inc. (CREBA), the Subdivision and Housing Developers Association (SHDA) and the National Real Estate Association (NREA). The groups warned that the proposed tax hike would drive up land and housing costs, limit access to affordable housing and slow down economic activity in construction and real property development.
“Land is fundamental to all economic activity. Any additional tax on land transactions would ripple through the entire economy, resulting in higher prices, stalled investments, and job losses,” said CREBA national president Noel Toti Cariño.
strength of our diversified portfolio and our continued focus on execution,” SMFB chairman Ramon Ang said in a statement.
“We are optimistic about the rest of the year. Our continued investments in key growth areas, from expanding production capacities to strengthening our distribution network, are designed to meet the evolving needs of the Filipino consumer. With our strong brands and disciplined execution, we are well-positioned to sustain our growth trajectory in 2025 and beyond,” Ang said.
San Miguel Foods reported revenues of P46.3 billion, up 8 per-
cent from the previous year. The business delivered a strong start to 2025, driven by high-teens growth in poultry and steady performance across the Purefoods processed meats, Magnolia dairy and coffee, and flour.
Gross profit rose 22 percent to P10.6 billion, reflecting improved efficiencies and a favorable mix. Operating income grew 70 percent to P4.4 billion, while net income surged 83 percent to P3.0 billion.
San Miguel Brewery Inc generated sales of P36.3 billion, with domestic revenues at P32.0 billion and international sales at $74.9 million.

THE national government’s (NG) outstanding debt reached P16.68 trillion as of end-March 2025, a 0.31 percent increase from the previous month, the Bureau of the Treasury said Wednesday.
It said the strong revenue collection in the first quarter of 2025 allowed the national government to fund key programs without new taxes, keeping debt growth sustainable.
The BTr said with the economy expanding at a faster rate than its debt, the Philippines is well-positioned to achieve fiscal consolidation and reduce the debt-to-GDP ratio to under 60 percent by 2028.
“Moreover, the country’s recent credit rating upgrades and reaffirmations underscore strong investor confidence in the economy’s fundamentals, translating to greater demand for Philippine bonds, thereby preserving government access to reasonable borrowing costs, crucial for sustaining the inclusive growth momentum,” the BTr said.
Data showed that as of end-March 2025, domestic debt continued to comprise the majority, or 68.2 percent of the total debt stock, while external obligations accounted for 31.8 percent. The financing mix reflects a prudent approach to debt management
NLEX continues to build roads for hassle-free travel
NLEX Corp, said it is building on a successful Holy Week travel period by continuously improving services, including the opening this month of the NLEX Lingunan Southbound Entry.
Located beside the existing Lingunan Southbound exit, the 491-meter ramp includes infrastructure upgrades and a modern toll collection system.
The ramp will benefit motorists from nearby industrial areas, providing a closer entry point to Manila and easing congestion on the east service road.
Increased industrial and commercial activity in Valenzuela has driven traffic demand, and the completed project aims to provide faster and closer access for commercial and industrial vehicles in the city’s northern part.
PAGCOR says PH gaming revenues jumped 27.4% to P104.1b in 3 months
THE Philippine gaming industry saw a strong start to 2025, with gross gaming revenues (GGR) hitting P104.12 billion in the first quarter, a 27.44-percent jump from the same period last year, the state regulator said Wednesday.
The surge marks a turning point as electronic gaming now leads revenue generation, according to Alejandro Tengco, chairman and chief executive of the Philippine Amusement and Gaming Corp (PAGCOR).
“The E-Games and E-Bingo segment made history by becoming the industry’s top revenue driver for the first time, contributing 51.39 billion pesos or 49.36% of the total first quarter GGR,” Tengco said in a statement.
“This represents not just revenue
growth but how consumer behavior continues to shift towards digital, on-demand gaming experiences, accelerated by greater access to mobile technology,” he said.
Tengco said the rise of the E-Games industry has drastically reshaped the Philippine gaming landscape.
“As digital platforms take center stage, the Philippine gaming industry is likewise undergoing a paradigm shift. Hence, our goal as a regulator is to strike the right balance between innovation, player protection and longterm industry sustainability,” he said. Licensed casinos, which historically dominated the GGR landscape, generated P49.28 billion, accounting for 47.32 percent of the industry’s total.
The project was completed in four months, a month ahead of schedule.
NLEX also said it started construction on the NLEX-C5 Northlink Section 1A, a stretch from Mindanao Avenue to Quirino Highway.
The entire 11.3-kilometer NLEXC5 Northlink will connect Mindanao Avenue to C5, or C.P. Garcia Avenue, near Katipunan Avenue.
Construction on the first two kilometers of the elevated expressway began in March 2025. This section will connect Mindanao Avenue to Quirino Highway, minimizing impact on local communities.
NLEX said the project would offer a direct route for motorists traveling to and from Novaliches in Quezon City.
The overall project aims to improve access between NLEX, Valenzuela City, and Quezon City, with a target completion date in the first quarter of 2026. In the long term, the project is expected to significantly reduce travel time, improving daily commutes and logistics operations. It will also serve as a 24/7 alternative route for trucks, supporting the logistics sector.
The expressway is projected to cut travel time from Mindanao Avenue to Quirino Highway to one minute from the current eight minutes at a speed of 100 kilometers per hour. Once fully completed, travel time from Mindanao Avenue to C.P. Garcia Avenue is expected to be seven minutes, down from 31 minutes.
to help mitigate exposure to external risks while taking advantage of the country’s liquid domestic market. Domestic debt amounted to P11.38 trillion as of end-March 2025, reflecting a 1.39-percent increase from the end-February 2025 level. This was mainly due to the net issuance of domestic securities worth P157.86 billion, demonstrating strong investor confidence in government instruments.
The increase was partially offset by the peso’s continued appreciation, which resulted in a P2.03 billion downward revaluation. Meanwhile, external debt totaled P5.30 trillion as of end-March 2025, reflecting a decline of 1.92 percent from the previous month. The reduction was primarily due to the P66.22 billion decrease in the peso equivalent of US dollar-denominated debt behind local currency appreciation as well as the net repayment of external loans, which further trimmed the external debt total by P60.84 billion.
RADIOHEAD’S Jonny Greenwood on Tuesday said two of his forthcoming shows with Israeli-born rock musician Dudu Tassa had been canceled due to “credible threats.”
The guitarist and keyboardist had been due to perform two dates with Tassa in the western English city of Bristol and in London in June.
A pro-Palestinian activist movement that advocates political and economic action against Israel over its treatment of Palestinians welcomed the announcement.
“Palestinians welcome the cancellation of both of their UK shows. We reiterate our call for all venues to refuse to program this complicit event that can only artwash genocide,” the PACBI-BDS movement, which had campaigned against the performances, said on X. Announcing the axing of the shows, Greenwood, Tassa, and their musicians said the “venues and their blameless staff have received enough credible threats to conclude that it’s not safe to proceed.”
The letter posted on X said the decision would be “hailed as a victory by the campaigners... but we see nothing to celebrate and don’t find anything positive has been achieved.”
“Forcing musicians not to perform and denying people who want to hear them an opportunity to do so is selfevidently a method of censorship and silencing,” it said.
“We believe art exists above and beyond politics...artists should be free to express themselves regardless of their citizenship or their religion -- and certainly regardless of the decisions made by their governments,” it added. The letter comes after Irish rappers Kneecap had several concerts canceled.
British coun terterrorism po lice last week launched an investigation into online videos of the Irish band after it denied supporting Hamas and Hezbollah or inciting violence against UK politicians.
The police probe came as nearly 40 other groups and artists rallied around Kneecap with a joint statement in which they said that “as artists, we feel the need to register our opposition to any political repression of artistic freedom.” Greenwood and his fellow musicians added, “We have no judgment to pass on Kneecap, but note how sad it is that those supporting their freedom of expression are the same ones most determined to restrict ours.”
FILIPINO singer-songwriter Zack Tabudlo has released a new single titled Manloloko , his first Filipino-language track in nearly a year.
The track had been initially teased by Tabudlo on TikTok in 2024, though there had been no indication of an imminent release until it dropped this past week. Its launch comes after months of speculation among fans who had been anticipating a new Filipino song from the artist.
“Manloloko” speaks to listeners who have experienced betrayal — whether in romantic relationships, friendships, or other forms of trust.
The lyrics center on the pain of being deceived and the emotional aftermath that follows. Tabudlo said the song was written for those whose hearts have been broken by people they once relied on.
The track’s release follows Tabudlo’s previous single, “Diving,” an all-English song that also delves into themes of emotional entanglement and complicated relationships.
According to Tabudlo, Manloloko was designed to be interpreted from multiple perspectives, allowing listeners to find personal meaning in the lyrics.
The single is now available on major music streaming platforms.
Radiohead performed in Tel Aviv in 2017 despite being urged to cancel as part of a cultural boycott.

an achiever can be largely attributed to one’s mother, then actor-turnedRichard Gomez should agree that he got it from his Stella Suarez , who is a multifaceted talent—a detail many of us may not be aware of.
There is a reason why. The actress, who had her has been away from for long. She US during the Law years. Thus, most Filipinos purely recall her as a sex symbol back in the decade of The Beatles
Stella Suarez has evolved far beyond her early image. Now a versatile artist, she writes songs, directs music videos and short films, and walks the runway for
“My most treasured memory in showbiz,” she recalled, “was when fans hugged me after watching my first movie, Ubos . That’s when I knew I truly belonged in the movies.”
A few decades later, Philippine showbiz would witness the rising star of Stella’s son—Richard Gomez—who became famous for being a film actor, a star of the sitcom Palibhasa Lalake , and, for a time, the face of Bench. He has a race car driver by the name of Eddie Kelly Gomez for a father. Goma, as he is fondly called by fans, later entered politics with considerable success as he became the mayor of Ormoc and now serves as the representative of Leyte’s 4th district.
Beaming with pride, Stella Suarez said she’s proud of her son Richard for becoming a serious and successful actor. “He didn’t waste his popularity,” she said, noting how he maintained a good image and inspired others.
A recent chat with San Diego Filipino Cinema co-founder Ben Bautista reminded me that Stella remains active in the arts. Once a ‘60s screen siren, she has since become a songwriter and director. Two of her songs, “Minsan May Isang Awit” and “Unawain Mo Ako,” were recorded by Fil-Am singer Jules Graeser—the latter dedicated to Richard.
Soon to be released are her works for the music video of “Minsan May Isang Awit” and a short film of the same name, with its story and script she likewise wrote.
Last month, Stella was recognized at the AmerAsia International Awards both for her artistic work and ageless beauty.
“Richard and his family visit me every now and then, and we communicate on Messenger every day. We are just a phone call away,” she said. “I sent him photos of awards I received here in the States, like last year’s Life Achievement in Los Angeles and the Mother of the Year in Las Vegas, as well as the awards I received from AmerAsia Awards International. I also sent copies of the songs I wrote and published.”
Come May 24, Stella will serve as a model for Musa For All Season Runway Show. The event will be held at 1 p.m. at the Dance Headquarters in San Diego, California.
The fashion show’s promoter, Liza Douglas Jack , stressed it is a charity fashion show where proceeds will be donated to the Art of Care Outreach Foundation for women in prison. These women weave clothes made of banana material to be worn by the models.
At the height of Martial Law, Stella owned a company called Stellar Films International, and she was still making movies and accepting singing engagements when she and her husband felt the need to relocate abroad. She said it was devastating because she had to leave her kids, Richard and Pinky They remained intact despite the separation.

When authenticity is your best skincare
By Angelica Villanueva
FOR actress Janine Gutierrez, confidence starts with feeling comfortable in your own skin. At a recent Nivea event, she spoke about how taking care of her skin helps her feel more like herself—on and off camera.
Held under the theme “Skin You Can Believe In,” the Skin Haus experience gathered digital creators, influencers, and brand advocates for a closer look at Nivea’s latest skincare innovations.
The event underscored the brand’s approach to working with the skin, not just treating it, and introduced the Nivea Circle of Trust—a group of ambassadors who embody selfcare, individuality, and authenticity.
“Skin is for owning every frame, every close-up,” said Gutierrez, who described her personal skincare routine as simple and consistent.
“I’m super low-intensity, lazy-girl routine. That’s what works best for me, so I’m so happy, because honestly, this is just my skincare routine. I just use the Nivea Luminous 630. Two steps in the morning, two steps at night. That’s it,” she shared.
She added that, especially during summer, she prefers to keep things light and natural.
“I don’t really like wearing makeup if I don’t have work. I associate makeup with work, so when I’m off, I want to go barefaced. Skincare is important because when I do the self-care in that way, I feel confident even without makeup,” she said.
Despite a busy schedule, Gutierrez said she tries to stay grounded and focused on what matters—being real.
“What’s most important is to be authentic. You don’t have to fit into a traditional standard of beauty. That’s honestly what I love about Nivea, they really empower you to be authentically you. And I look up to Gen Z for that, because they live by it,” she added.

WATSONS Philippines brought its Alagang Pangkalusugan medical mission to Mandaluyong City on April 29, offering free health services to hundreds of residents at the Mandaluyong College of Science and Technology Gymnasium in Welfareville Compound.
Now in its fourth stop for the year, the long-running program offered free medical consultations, laboratory tests, dental services, and medicines to underserved communities—many of whom rarely prioritize checkups due to more urgent daily needs like food and work.

PHYSICIAN Luis P. Gatmaitan’s commitment to children’s health goes beyond clinic hours. The pediatrician is also a well-loved creator of engaging tales that delight children, parents, and even theatergoers.
He recently launched his Bakit List children’s book series under Vibal Publishing House, with the first book titled Rak en Rol, Eyebal! Bakit Tayo Nananaginip? (Rock n’ Roll, Eyeball! Why Do We Dream?).
The fun tale explores everything a young reader needs to know about sleeping. “Lahat ng related sa pagtulog, rapid eye movement, sleep walking, snoring at bakit tayo nananaginip. Madali siyang maintindihan ng mga bata.” The series includes stories that discuss interesting facts about the human body, presented in a fun and playful way.
The author of more than 70 books for children and the current chairperson of the National Council for Children’s Television (NCCT), he happily found his niche simplifying complicated medical processes into engaging stories that educate young readers about the human body.
His love for writing started in medical school. In between studying, he would write essays, articles, and poetry and submit them to weekly magazines.
Seeing his essay in a magazine brought tremendous thrill to the med student.
“Wala akong formal training, intuitive writing yung sa akin. Pag
na-publish ibig sabihin, pumasa sa standard ng editor, masaya na ako,” he said.

His interest in children’s books was nurtured at the Christian Writers Fellowship at OMF Bookshop.
“At that time, they were looking for materials for children. Since I was the doctor in the group, and the topic was health, they suggested that I try writing. They said, ‘Why don’t you try writing books? A book is permanent.’ I told them I was happy
enough with getting published in magazines. They replied, ‘Magazines get outdated. A weekly magazine is already old by next week. A book outlives the author.’” He accepted the challenge; however, the journey wasn’t smooth. In fact, his first manuscript was rejected. After several revisions, he decided to create a fun story about the immune system, specifically, how a vaccine works.
“Where do vaccines come from? They come from germs too. The difference is that the germs are weakened or killed. That’s how immunity works. It’s like soldiers in the body, who are asleep, then wake up when a germ enters,” he said in the vernacular.
This idea gave birth to the book May
“In reality, in some communities, they don’t prioritize check-ups,” said Watsons Philippines senior AVP for Marketing, PR, and Sustainability Sharon Decapia
“But we need to educate them— if you’re not healthy, it’s harder for you to support your family.”
Originally launched in 2013, Alagang Pangkalusugan is part of Watsons’ broader commitment to sustainability and community health.
This year, the company is holding 10 missions across the country, with previous stops in Camarines Sur and Benguet. Meanwhile, upcoming missions are planned in Cebu, Marikina, and Davao.
Over 500 residents were expected at the Mandaluyong mission, where they were given access to general consultations, sugar and cholesterol tests, urine analysis, medical counseling, and dental extractions.
Over-the-counter medications and vitamins—particularly for fever and heat-related illnesses— were also distributed, including medicine for children.
Watsons partnered with the SM Foundation, local government health workers, and more than a dozen volunteer doctors to carry out the initiative.
“Part of our employee program is to encourage volunteerism,” Decapia said. “It gives them an opportunity
Giyera sa Katawan ni Mark, a story about a boy whose body is being attacked by germs. Luckily, he has soldiers that can protect him.
The book paved the way for more interesting stories about health. “There are so many medical concepts you can write about, you just need to dissect them so you can feed them to children, just enough for them to digest.”
His children’s stories have been translated into Nihongo, Danish, Thai, Bahasa Indonesia, Mandarin, and Bangla. His book Sandosenang Sapatos (A Dozen Pairs of Shoes) has been adapted into a musical and was staged several times by the Tanghalang Pilipino of the Cultural Center of the Philippines. He was inducted into the Hall of Fame of the Carlos Palanca Memorial Awards for Literature in 2005. Dr. Gatmaitan is one of the ten recipients of The Outstanding Young Men of the Philippines (TOYM).

to give back and to interact with our customers face-to-face.”
Aside from medicine, personal care products were also made available to attendees. Depending on the area, Watsons also brings in additional services like eye checkups and hearing tests.
Decapia emphasized that the program is designed not just to provide short-term relief but to encourage a mindset of preventive care—getting checked before symptoms worsen or lead to hospitalization.
“When the community is healthy, the family is healthy,” she said. “You uplift not just the individual, but the whole family and the whole community.”
