The government is also studying a policy to reduce the maximum driving hours for PUV drivers, in a bid to address driver fatigue as a critical safety issue.

"Excessive driving hours can impair a driver’s ability to operate a vehicle safely. The Department of Transportation will be reviewing how many hours are appropriate," Castro said.

For his part, Dizon also recommended a revision of the maximum number of hours for PUV drivers to just four hours from six hours.

“Currently, it’s six hours, I am asking them to reduce it to four. This is consistent with other countries like the European Union and some countries in Asia like Vietnam,” he added.

The oil firms announced a price cut in the price of kerosene by P0.90 per liter, diesel by P0.65 per liter and gasoline by P0.55 per liter due to concerns of oversupply in global markets.

Under the Omnibus Election Code, any public official who suspends an elective official without Comelec approval commits an election offense.

The Ombudsman earlier placed the Cebu governor under preventive suspension for six months over multiple complaints, including alleged violation of Republic Act No. 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees.

The five-page suspension order was served to Garcia on April 28, or two weeks before the May 12 midterm polls.

Governor Garcia’s legal team already wrote to DILG Secretary Jonvic Remulla, seeking clarification of the Ombudsman's suspension order.

Tolentino gives more evidence against troll farm

SENATE Majority Leader Francis Tolentino on Monday said new documents presented at a Senate inquiry further exposed the alleged links between InfinitUs Marketing Solutions Inc. (IMSI) and a troll farm reportedly funded by the Chinese Embassy.

Tolentino claimed that the denials made by IMSI co-founder Paul Li collapsed under the weight of additional records revealed during the hearing. He highlighted a Chinese-language document detailing a “project publicity guidance” agreement with the embassy, amounting to P930,000. According to Tolentino, this matched the amount on a check dated Sept. 11, 2023, earlier shown to have been issued by the Chinese Embassy to IMSI.

Li had explained that the check was used to purchase COVID-related medical supplies for a June 2023 embassy event, but Tolentino questioned the claim, noting that the pandemic had largely subsided by then.

CDRRMC raises Cordillera alert level

THE Cordillera Disaster Risk Reduction and Management Council (CDRRMC) has raised the Cordillera Administrative Region (CAR) to red alert status from May 11 to 14 in preparation for the May 12 midterm elections.

In a memorandum issued Monday, CDRRMC Chairperson and Office of Civil Defense-CAR Director Albert Mogol said the alert is to ensure the full mobilization and readiness of all disaster response agencies from the provincial down to the barangay level.

MANILA Mayor Honey Lacuna officially joins the ranks of the city’s more than 200,000 senior citizens as she turned 60 on Tuesday (May 6).

PH Fleet joins Turkish submarine exercise

THE submarine group of the Philippine Fleet joins for the first time in a submarine search-and-rescue drill hosted by the Turkish government.

The activity dubbed as “Exercise INVITEX 2025”, held in the Eastern Mediterranean Sea near Aksaz Naval Base, Turkey from April 24 to 30, the Philippine Fleet (PF) said in its Facebook post Sunday.

“During the exercise, participating navies engaged in a series of coordinated operations, planning and executing live drills aimed at enhancing interoperability, improving rescue capabilities, and strengthening international cooperation in submarine search and rescue operations,” the post read.

THE Philippine National Police (PNP) has filed criminal charges, against a vlogger who claimed that policemen recently raided the residence of former President Rodrigo Duterte in Davao City.

According to PNP chief Gen. Rommel Francisco Marbil, they have identified the vlogger, but the suspect’s identity was withheld.

“We have identified the vlogger who is spreading fake news and we will be filing a case (against him). We have frozen the evidence. I don’t want to name the person, but we’ll be filing a case against this person.” Marbil said.

Int’l certification for May 12 elections secured—Comelec

THE Commission on Elections (Comelec) has secured the international certification for the automated election system (AES) in the May 12 national and local elections.

The vetting covers transmission, voting machines, and internet voting as proof that all election processes are functioning as a single, integrated system.

Under Republic Act No. 9369, the Technical Evaluation Commis-

sion (TEC) must secure certification from an established international entity at least three months before election day.

Comelec chairman George Garcia said the TEC is in-charge of obtaining certification from an

established international certifying body.

He said testing of the hardware and software components has already been accomplished.

The certification has verified that the AES, including its hardware and software components, are operating properly, securely, and accurately.

Last Saturday, the Comelec demonstrated the “trusted build” of the Online Voting and Counting System (OVCS) for the 2025 elections, the final step needed for in-

ternational certification.

“We presented the so-called hash code, which can be verified. You can’t generate a hash code unless the system is functioning properly. It’s like building a car— this is the final model, and the only thing left is quality control, the certification to ensure that it works as intended and can be trusted,” Garcia explained.

Garcia said previous TEC certifications were secured on May 6, 2022, May 3, 2019, April 30, 2016, Feb. 13, 2013,k and March 9, 2010.

Hontiveros seeks inquiry into water utilities’ contracts

According to Anna Maria Alexa Ledesma, head of the DSWD’s Standards Bureau (SB), pre-marriage counselling service is a professional way of guiding or assisting young lovers who have decided to formalize their relationship through marriage.

Ishiba, during a recent trip to the Philippines, discussed with President Ferdinand Marcos Jr. mutual problems like the tariff wars of US President Donald Trump and the continued aggression of China in the West Philippine Sea.

They also discussed the PhilippinesUnited States Visiting Forces Agreement, a mutual defense agreement between the Philippines and the USA. It does seem the height of irony since Japan was our enemy during World War II.

I was then 17 when I went with my mother to Northern Luzon because my older brothers Desi and Willie were then with the guerrilla movement of the USAFIP-NL, in the regiment headed by Col. Russel Bookman.

Desi and Willie belonged to the 3rd Battalion of the 121st Infantry under Major Conrado Rigor and I wanted to join their bolo battalion. The bolo battalion was so named because, when Filipinos first started joining up with the American forces, they were required to conform to the approved US military style of close combat.

But after they saw what Filipino fighters -- arnis practitioners in particular -- were able to do with our own native weapons, the bolo officially became our standard-issue weapon.

My brother, however, turned down my appeal and said it was too dangerous, since it would entail going behind enemy lines. “Just take care of Tatang and Nanang,” they said.

The bolo was not only more practical for guerrilla fighters to move around the tropical landscape of the Philippines. It also made it easier to pass as regular villagers, even while we were really acting as covert messengers and contact persons.

I truly got to observe the best and worst of people — and when I say “worst,” sadly I do not mean only the Japanese. I used to have nightmares over the things I witnessed in the war, especially those done by Filipinos to their countrymen.

I was privileged to see the courage and skill of my fellow Filipinos in the face of a better-armed, better-trained, and better-equipped enemy.

But I also saw how merciless and ruthless some of them could be, not just to our foes, but also to those whom they considered collaborators, whether accurately or not.

By 1945, I was 18. I remember standing on a hill in Abra amid a band of guerrillas when we spotted F-28 planes with American markings. The car-

We were too far away to see any people, but within minutes, the entire town was engulfed in flames, with the sole exception of the church.

Before long, we left Bucay when we learned that Manila itself had likewise been ravaged. Manila was one of the cities most devastated by World War II, second only to Warsaw, Poland.

We also heard that the Americans had landed to once more openly take up the fight. This was in fulfillment of General Douglas MacArthur’s legendary “I shall return” promise.

Along with a band of guerrillas, my family and I trekked from Abra to La Union through the Cordilleras – a journey of about 75 kilometers which took us the better part of a week.

When you consider that my mother took this trek right alongside us, through mountainous terrain, you can see what a formidable woman she was, although she flatly refused to partake of the raw crocodile, lizard, or snake that were sometimes all the meat available to us, and somehow managed to subsist on camote or sweet potato for the entire journey.

I remember I did not have shoes at the time, but we made slippers out of rubber tires and rested among our Igorot allies at night.

During the day, we crossed neckdeep streams full of leeches, which clung all over our bodies and sucked our blood.

And to get them off our bodies, our Igorot friends would urinate on us, my gulay, to make the leeches let go!

We were heading to Bangar, La Union. My brothers were headed for Bessang Pass at the Cordilleras.

TOMORROW, the seventh of May, geopolitics is likely to be read and thought of in pensive reflection as 133 cardinals will meet to choose the successor to Pope Francis.

Israel’s security Cabinet approved a plan to expand military operations in Gaza, including the “conquest” of the Palestinian territory and a push for its residents to leave, an official said Monday.

Secretary Ma. Cristina Roque described the initial engagement with the US Trade Representative (USTR) as a strong start, saying that the dialogue is part of an ongoing process.

The port operator said it posted a net income of $239.54 million from January to March, higher than $209.88 million it earned in the same period last year.

CEMENT manufacturer Concreat Holdings Philippines Inc. (CHP) has set up a plan to turn around the company in the next three years by increasing production capacity, expanding product portfolio and cutting costs.

The Consunji group took over the CHP in December.

Since taking over the management of CHP, one of the recent steps under-

IN THE days when this country’s political system consisted of two parties, the task of voters, with regard to Senate, was to elect the required number of names from a list of candidates mostly representing the traditional professions.

But the Election Day 2025 voters looking for 12 senators for the 20th Congress will have to scan a super-long list of candidates and separate the grain from the chaff, i.e., separate those who possess the intellect and experience for senatorial work from those who don’t. There is plenty of chaff to set aside, led by a slew of show business and entertainmentindustry personalities who think that a term as senator is a six-year engagement that one can bluff one’s way through.

But there is also grain to choose for the incoming Senate. The candidates do not all have the same political affiliation. Some belong to the parties comprising the administrationled Alyansa Para sa Bagong Pilipinas. Others belong to PDP-Laban, and the rest either belong to the smaller parties or are independent. If they really and truly care for the future of this country, the voters should pick the grain in the list of senatorial candidates not on the basis of political affiliations but on their known integrity, record of public or private-sector service, intellectual capability and known positions or important national issues.

The following candidates comprise, in my humble opinion, part of the grain in the coming

election’s list of senatorial candidates.

Panfilo Lacson. The fact that he (together with the late Sen. Joker Arroyo) refused to accept his pork barrel allocation during his earlier Senate terms is more than sufficient reason to return Ping Lacson to the Senate. But of course, he was also a conscientious legislator and a first-rate Chief of the Philippine National Police.

Tito Sotto. Sotto is one of the notable exceptions to the belief that entertainmentindustry people should not be in Congress. Having been its president, Tito Sotto knows the ways and workings of the Senate. He deserves to be returned.

Francis Tolentino. The former mayor of Tagaytay City has to his credit the authorship of the recently approved laws establishing the limits of the Philippines’ maritime domain and laying down its archipelagic waterways. Reelectionist Tolentino did a creditable job as chairman of the Metro Manila Development Authority. Heidi Mendoza. Many years ago, Mendoza, while a member of the Commission on Audit, exposed herself to outmost personal and professional risk by exposing anomalies in this country’s defense establishment. In addition to the domestic recognition that she received for her courage, Heidi Mendoza was appointed by the United Nations to its auditing staff.

Espiritu’s election will be a breath of fresh air for the Senate.

Ariel Querubin. This retired colonel has not seen observance of the military officer’s oath as a hindrance to promotion of good governance and public welfare. Querubin will bring balance and perspective to Senate deliberations. These men and women form part of the grain among the 2025 senatorial candidates. Semirara expects Acacia mine to start coal production in 2026

SEMIRARA Mining and Power Corp. (SMPC) targets to start production of the Acacia mine in Caluya, Antique by next year that will sustain its operations in the medium term, a company executive said Monday.

SMPC president, chief operating officer, and chief sustainability officer Maria Cristina Gotianun said during the annual stockholders’ meeting they expect to receive the environmental compliance certificate from the Department of Environment and Natural Resources within the second half of 2025.

“Exploration and pre-stripping activities are currently underway with production targeted to begin within 2026,” Gotianun said.

She said the Acacia mine is expected to support the sustainability of the company’s mining operations. The

Acacia mine is located northwest of the Molave pit, which reached end of mine life in 2023.

SMPC earlier said the Acacia prospect is one of the company’s exploration efforts to discover additional coal resources with the objective of developing new mine reserves. The Acacia prospect has an estimated reserve of 66 million metric tons (MMT).

SMPC chairman Isidro Consunji said the company also expects to approval from the Department of Energy of its amended coal operating contract. SMPC’s COC in Caluya, Antique is set to expire on July 14,

2027.Consunji said the company stays focused on navigating market pressures while exploring growth opportunities in 2025.“We are revisiting our options and project studies for St. Raphael Power Generation Corporation considering the NGCP’s recent updates to its 2024-2050 Transmission Development Plan,” he said.

St. Raphael is the corporate vehicle for SMPC’s planned 700 megawatt coal plant in Calaca, Batangas.

Consunji said the company also expects its 10 percent stake in Cemex Holdings Philippines, which was finalized on December 2, 2024, to “open new avenues for growth and synergies.”

THE Department of Energy has ordered the National Grid Corp. of the Philippines, the National Electrification Administration, electric cooperatives, and private distribution utilities to immediately remove obstructions from power infrastructure.

These include illegally posted campaign materials and other unauthorized installations that pose risks to public safety and power reliability.

“The delivery of stable and reliable electricity is a national priority, especially during elections when the democratic process relies heavily on uninterrupted power,” said Energy Secretary Raphael Lotilla.

“We are resolute in our mandate to safeguard energy infrastructure and are working closely with Comelec and our energy stakeholders to ensure that the power sector infrastructure remains clear of any obstructions, especially those that endanger lives and disrupt essential services.”

This is anchored on the full enforcement of Republic Act No. 11361, or the AntiObstruction of Power Lines Act, which mandates the protection of power lines and related facilities from structures, vegetation, and other obstructions.

The DOE’s action also comes in response to reports from Comelec regarding widespread violations involving campaign materials illegally affixed to power poles and electrical wires.

It said these practices not only breach election rules but also pose serious safety hazards and threaten the stable operation of the country’s power systems.
