SUSPENDED Cebu Gov. Gwen Garcia should file a counter-affidavit to the cases filed against her, Ombudsman Samuel Martires said.

The Ombudsman earlier slapped a sixmonth suspension against the reelectionist governor for allowing the issuance of a permit to a construction company despite the absence of an environmental compliance certificate.

Garcia’s legal counsel, Alex Avisado Jr., however, said the governor is well within her rights not to step down.

“The governor is just exercising legal remedies available to her. Under the Local Government Code, no preventive suspension should be issued 90 days prior to an election,” he said.

Avisado said their camp has already sought clarification from the Department of Interior and Local Government.

Martires, in a statement, said: “It should be clear by now to Governor Gwendolyn Garcia and to everyone that the preventive suspension order that was issued in the administrative case arose from, or is in relation to, the criminal case for violation of Section 3(e) of Republic Act 3019.”

“Any violation of any of the Sections of Republic Act 3019 must, in the corresponding administrative case, be classified or denominated either as grave misconduct, serious dishonesty, gross negligence, conduct prejudicial to the best interest of the service or any of the offenses defined under the Civil Service Law,” he added.

‘POSITIVE’ DISCUSSION ON TRUMP’S TARIFF

A HIGH-LEVEL economic delegation from the Philippines had “productive and positive” talks with United States Trade Representative Jamieson Greer in Washington DC over the weekend, the Philippine embassy in the US said.

The meeting came as the Philippines sought to negotiate the paused 17 percent reciprocal tariff imposed on the country by US President Donald Trump.

Before the meeting, Trade Secretary Cristina AldeguerRoque said the government aims to bring down the tariff rate on Philippine goods to “zero tariff.”

She, however, declined to give an update on the meeting, saying an official statement will be released “very soon.”

“Both countries agreed to undertake concrete steps in recognition of the complementary nature of our economies and the strategic value of our alliance,” the Philippine Em-

bassy said in a brief statement following the meeting

Aside from Roque, Special Assistant to the President for Investment and Economic Affairs Frederick Go also led the delegation. Both sides expressed optimism about the future of the Philippine-US trade and investment relations, especially in the context of “economic security and fair, balanced, and reciprocal trade,” the embassy said.

PRESIDENT Ferdinand “Bongbong” Marcos Jr. and Malaysian Prime Minister Anwar Ibrahim discussed regional economic and security challenges ahead of the Association of Southeast Asian Nations (ASEAN) Summit later this month.

President Marcos said the two of them exchanged views on pressing issues facing ASEAN, including regional stability and economic cooperation.

“We spoke about the challenges ASEAN is currently facing as a region... I look forward to continuing these discussions with our fellow leaders at the upcoming summit in Kuala Lumpur,” he said in Filipino.

The ASEAN Summit will be held in Kuala Lumpur from May 26 to 27, while a separate summit involving dialogue partners is planned for later this year.

For his part, Anwar, who described Mr. Marcos as a “good friend,” said their discussion covered ASEAN developments and global concerns.

During the call, Anwar said he urged extending the ceasefire in Myanmar to ensure humanitarian aid can continue reaching affected populations.

He and Mr. Marcos both agreed that aid must be delivered “without discrimination or restrictions.”

Anwar also discussed Malaysia’s role as this year’s ASEAN chair and said the country could use its position to highlight its relevance to the United States in ongoing tariff negotiations.

“Regarding the issue of tariffs, as ASEAN chair, I would like to inform you that Malaysia can lever age its position to demonstrate its interest to the US in global tariff negotiations. The US decision to suspend the implementation of tariffs for 90 days now provides relief to allow for fur ther discussions on related matters given Malaysia’s strengths in sev eral product types,” Anwar said.

Anwar also expressed hope that the May 12 mid term elections in the Philippines would be successful.

It comes after Trump joked to reporters this week that he would like to be the next pope, just days before cardinals are due to start the conclave to elect the successor of Pope Francis who died on April 21.

Asked who he would like to succeed Pope Francis, Trump said: “I’d like to be pope, that would be my number one choice.”

Trump went on to say that he did not have a preference but said there was a cardinal in New York who was “very good.” He appeared to be referring to the archbishop of New York, Timothy Dolan, a theological conservative and fiercely opposed to abortion. AFP

PNP ON FULL ALERT AHEAD OF MIDTERM POLLS

THE Philippine National Police went on full alert Saturday, nine days before the May 12 midterm polls. The full alert status will remain in effect until 11:59 p.m. on Thursday, May 15, or three days after the elections.

“The PNP will be on full alert starting today, May 3, 2025, to ensure that the upcoming elections on May 12, 2025, will be peaceful, fair and orderly. There is no place for violence or intimidation in a democratic process,” PNP chief

Gen. Rommel Marbil said.

“Our personnel are committed to maintaining peace and order throughout the election pe-

riod. We will work hand-in-hand with the Comelec and other government agencies to ensure the will of the peo ple is respected, and that no act of violence or disruption will derail the electoral process,” he added. On Saturday, Comelec said at least 2,787 people have been arrested so far for violating the election gun ban, including some members of the Philip pine National Police and Armed Forces off the Philippines.

2 MILLION NCR RESIDENTS TO BENEFIT FROM RICE PROJECT

Around 2 million individuals from vulnerable sectors in Metro Manila are expected to benefit from the Department of Agriculture’s (DA) P20 Rice Project once it resumes on May 13, the day after the midterm elections.

According to DA Assistant Secretary Genevieve Guevarra, the program targets approximately 400,000 families in the National Capital Region. With an average household size of four to five members, the total number of beneficiaries could reach two million.

“This is part of the government’s effort to make affordable rice accessible to those who need it most,” Guevarra said. The project was initially launched in Cebu City on Labor Day by Agriculture Secretary Francisco Tiu Laurel Jr. but was temporarily suspended following the Commission on Elections’ recommendation to avoid perceptions of political campaigning during the election period.

Starting May 13, rice priced at P20 per kilogram will be available through the DA’s Kadiwa program in Quezon City, Pasay, Mandaluyong, Las Piñas, Caloocan, and Navotas. The program, which connects farmers directly with consumers, will also expand to 32 Kadiwa centers across Luzon in the following weeks.

“These are aging stocks, but they have passed quality control. We won’t sell anything that’s not safe,” Guevarra added, addressing public concerns about the rice’s quality.

The DA is also working to partner with private retailers to further extend the program’s reach and help more families access affordable staple food.

DAVAO City 1st District Representative Paolo Duterte said he is waiting for the authentication of a video circulating online that allegedly shows him threatening and physically assaulting a man at a bar. In a video message released by his office, Duterte stated he cannot respond to the allegations until he officially receives a copy of the criminal complaint.

The lawmaker emphasized that he will only issue a formal statement once the video is verified and he is provided the necessary legal documents. “Due process must be observed,” he added in his recorded message.

The Department of Justice (DOJ) confirmed that a complaint for physical injuries and grave threats was filed against Duterte by a Davao City resident.

The DOJ did not disclose further details pending preliminary proceedings.

NMC SLAMS CHINA’S WPS ‘DISINFORMATION CAMPAIGN’

THE National Maritime Council (NMC) on Saturday denounced what it described as a disinformation campaign by China regarding Pag-asa Cay 2 (Sandy Cay), a disputed feature in the West Philippine Sea.

The council asserted the Philippines’ sovereign rights and control over the area.

In a statement, the NMC said Chinese state-controlled media had been spreading false claims that China had gained effective control over Pag-asa Cay 2 by raising its flag and conducting waste collection activities on the cay.

“This is a clear example of disinformation by the Chinese government, aimed at misleading both its domestic audience

THE New NAIA Infrastructure Corp. (NNIC), private operator of Ninoy Aquino International Airport, is set to remove 27 abandoned aircraft from the airport’s general aviation area as part of its efforts to improve safety and operational efficiency.

These idle planes, some left for over a decade, occupy valuable space needed to accommodate growing air traffic.

Among the aircraft identified are a Cessna 421B parked since 2009 and a Boeing 737-200 occupying over 865 square meters along the North Taxiway Extension since 2015. NNIC said the continued presence of these aircraft poses safety and security risks and restricts aircraft parking and ground movement.

The NNIC, which took over operations in September 2024, has been working with the Civil Aviation Authority of the Philippines (CAAP) and the Manila International Airport Authority (MIAA) to address long-standing logistical issues at NAIA. A NEW law signed by President Marcos mandates that all government entities, including local governments, make electronic purchases and procurements. ARCHDIOCESE OF MANILA ISSUES PRAYER FOR PAPAL CONCLAVE

THE Archdiocese of Manila has issued a prayer ahead of next week’s papal conclave, calling on the faithful to unite in prayer as the Catholic Church prepares to elect a new pope.

In Circular No. 2025–31, the archdiocese urged participation in the Eucharist, Adoration of the Blessed Sacrament, the Liturgy of the Hours, personal prayer, and the rosary in solidarity with the global Church. Parishes have been instructed to recite the Prayer for the Election of a Pope after the Post-Communion Prayer in all Masses beginning Saturday, May 3, until a new pontiff is chosen.

On Wednesday, May 7, the first day of the conclave, all Masses will be

THE power of community was on full display on April 27, 2025, as over 500 participants gathered at La Mesa Ecopark for “Taralets Para sa Tubig!”—a Fun Run and Nature Walk organized by the Philippine Association of Water Districts (PAWD), in partnership with the Local Water Utilities Administration (LWUA), in celebration of World Earth Day 2025.

On sweltering summer days, the allure of offering a pet a cool ice chip is undeniable. The simple act appears innocuous; a small, crunchy treat that might provide temporary relief from the heat. However, before routinely incorporating ice chips into your pet’s diet, a thorough evaluation of potential benefits and drawbacks is essential.

HYDRATION AND COOLING

One potential benefit of offering ice chips is their contribution to hydration. For pets reluctant to drink enough water, especially during periods of high temperatures or following strenuous activity, the addition of ice chips might encourage increased fluid intake. As noted in “Can Dogs Have Ice Cubes?” by Purina, the act of consuming ice can stimulate thirst and, indirectly,

increase water consumption. This is particularly crucial for maintaining proper hydration levels, especially in warmer climates or after periods of intense exercise.

Moreover, the cooling effect of ice chips can provide temporary relief from overheating, especially beneficial for breeds prone to heatstroke, such as brachycephalic dogs (those with short noses). Despite the potential benefits, several risks are associated with offering ice chips to pets. These risks require careful consideration to ensure the animal’s well-being.

MANY pet owners have likely caught their dog sneaking bites from the cat’s food bowl. While this behavior may seem harmless or even humorous. But can dogs eat cat food?

THE KEY DIFFERENCES

BETWEEN CAT AND DOG FOOD

Cat food and dog food are formulated differently to meet the specific nutritional needs of each species.

“Cats are obligate carnivores, which means their bodies require a higher intake of animal protein and certain nutrients like taurine and arachidonic acid, which they (dogs) can’t synthesize on their own. Dogs, on the other hand, are omnivores,” said Dr. Richard Adams in “Is Cat Food Safe for Dogs?” published in the Paw Patrol website.

DENTAL DAMAGE

Chewing on hard ice can lead to chipped, cracked, or broken teeth, a concern highlighted by both Purina and PetMD in their respective articles. The force required to break down ice can easily damage enamel, leading to dental pain and potential infections. This risk is particularly high for pets with pre-existing dental conditions or those who are aggressive chewers.

CHOKING HAZARD

Ice chips, especially larger ones, pose a significant choking hazard, particularly for smaller pets or those with a tendency to gulp down food and water quickly. The slippery nature of ice and the potential for it to obstruct the airway present a serious risk that should not be underestimated. Careful supervision during ice chip consumption is crucial to mitigate this risk.

GASTROINTESTINAL DISTRESS

Consuming large quantities of ice or very cold water can lead to gastrointestinal upset. In dogs, this can potentially contribute to bloat, a life-threatening condition involving the distension and twisting of the stomach. While a direct causal link between ice chips and bloat is not definitively established, the sudden intake of cold substances can exacerbate existing predispositions to this condition. It is advisable to avoid excessive ice consumption. Symptoms of bloat include restlessness, pacing, attempts to vomit, and abdominal distension. Immediate veterinary attention is crucial if bloat is suspected.

BRAIN FREEZE

Similar to humans, pets can experience a form of “brain freeze” from the rapid consumption of cold substances. While not typically

dangerous, this sudden cold sensation can be uncomfortable and distressing for the animal, causing temporary discomfort.

If choosing to offer ice chips, several precautions can significantly reduce potential risks. A responsible approach is crucial to ensure pet safety.

Offering ice chips in moderation is paramount. Small quantities are far less likely to cause problems than large amounts. Observe your pet’s response to determine a safe and appropriate quantity. Start with a very small amount and monitor for any adverse reactions.

SIZE AND TEXTURE

Ensure ice chips are small enough to be easily chewed and swallowed without difficulty. Larger cubes pose a greater choking hazard. Consider using a smaller ice cube tray to create appropriately sized pieces. Crushing the ice into smaller pieces can also reduce the risk.

SUPERVISION

Always supervise your pet during ice chip consumption to promptly identify and address any signs of distress, such as choking, difficulty breathing, or unusual behavior. Immediate intervention may be necessary in case of an emergency.

ALTERNATIVES

Consider alternative cooling methods such as providing fresh, cool water, frozen pet-safe treats, or cooling mats. These options often provide similar benefits with reduced risk. Cat food generally contains more protein and fat than dog food. While an occasional nibble likely will not cause harm, regularly feeding your dog cat food can lead to nutritional imbalance and health issues. The high protein and fat content in cat food can put extra strain on a dog’s liver and kidneys, especially in older dogs or those with preexisting health conditions.

WHAT HAPPENS IF A DOG EATS CAT FOOD?

One of the most common issues associated with dogs eating cat food is gastrointestinal upset. Vomiting and diarrhea can occur after just a single meal. Over time, consistent consumption

of cat food can contribute to obesity and pancreatitis—a serious and painful inflammation of the pancreas that requires immediate veterinary care.

Long-term feeding of cat food to dogs can result in deficiencies or excesses in essential nutrients. For instance, too much protein can overwork the kidneys, while insufficient fiber and the wrong balance of vitamins and minerals can affect a dog’s digestive health and immune function.

HOW TO KEEP YOUR DOG OUT OF THE CAT’S FOOD

“If your dog has developed a habit of raiding the cat’s food bowl, it’s important to intervene,” Dr. Adams noted.

“Try feeding your pets in separate rooms or at different times, and consider placing the cat’s food in an elevated area

where your dog can’t reach. There are also feeding stations and pet gates designed specifically to keep dogs out of cat food,” Dr. Adams added. In emergencies where dog food is unavailable, a small portion of cat food may be used as a temporary substitute. However, this should not become a regular practice. Always consult your veterinarian before making any changes to your pet’s diet or if you notice unusual symptoms after your dog has eaten cat food.

SB19 SETS BGC STREETS ON FIRE WITH SPECIAL PERFORMANCES

I’VE covered countless album launches and concert performances, but few moments have left me amazed and given me that emotional connection. One of them was when P-pop Kings SB19 took their promotional efforts for their latest EP Simula At Wakas to the streets with a surprise flash mob performance that caught everyone off guard.

For days leading up to its final day, today, May 4, fans gathered at the tree to take photos and reflect on the group’s growth since its debut in 2018. It became a place where fans could connect with the five-member act, sharing their stories and appreciation for them and their music.

Visiting the installation, as someone who has listened to them since 2018, my visit felt like a chance to be part of something special, a tribute to the efforts that SB19 has put in with their work.

But the fan experience didn’t stop there. On April 25, SB19 took their promotional efforts even further with a surprise flash mob performance right near the “DAM Tree.” I was fortunate enough to be there when Pablo Ken Josh, Stell, and Justin appeared at the BGC amphitheater, taking everyone by surprise with a high-energy set. They performed their latest single, “DUNGKA!”, along with “DAM,” two songs from their new EP. The crowd quickly joined in—dancing and singing along. It was a perfect mix of spontaneity and excitement, as SB19 drew us to join the fun in enjoying their music.

In a recent press conference for Totoy Bato, Kiko opened up about the emotional core that fuels his craft. While known publicly as the son of actors Gary Estrada and Cheska Diaz, Kiko shared that it was his grandparents, particularly Josefa and the late Paquito Diaz, who raised him and shaped his values.

“I grew up with my lolo and lola. They were everything to me. It was with them that I learned the true meaning of family and hard work,” Kiko said, reminiscing about his time with his grandmother.

“She was always there, watching every show I did, cheering me on. Even though she’s no longer with us, everything I do, every step I take, I do it for her,” he continued.

The bond with his grandparents was especially significant to him, as he spent much of his childhood with them. Kiko recalled how his grandmother would still watch his shows and offer critiques.

“He was my biggest fan, and I will always carry that with me,” shared Kiko.

Kiko has always had a special relationship with his grandparents, which shaped the actor he is today. His grandmother was the foundation of his emotional resilience, and her passing left a void in his heart that he continues to feel.

AUGMENTED REALITY PROJECT, TEE COLLECTION MARK GUNDAM

Uniqlo marks the 45th anniversary with a UT collection and an augmented reality experience launching on May 5

JAPANESE retailer Uniqlo will release a limited-edition collection of T-shirts marking the 45th anniversary of the Mobile Suit Gundam franchise, with items available in the Philippines starting May 5.

The UT (Uniqlo T-shirt) collection features graphics from key Gundam series, including the original Mobile Suit Gundam Gundam SEED, and The Witch from Mercury. Some designs feature original artwork by mechanical designer Kunio Okawara, who helped develop the iconic mecha.

Coinciding with the launch, Uniqlo is introducing an augmented reality (AR) project that allows fans to view a virtual Gundam in real-world environments. In Japan, a life-sized AR Gundam will be viewable near select stores.

The AR experience pays homage to “Gundam Rising,” the anime’s first episode, and will be accessible to users globally.

BARANGAYS, YOUTH JOIN VOTER EDUCATION DRIVE FOR 2025 POLLS

COMMUNITY leaders, youth groups, and civil society organizations gathered in Manila to take part in a voter education campaign ahead of the Philippines’ midterm elections in May 2025.

Organized by De La Salle-College of Saint Benilde’s School of Diplomacy and Governance (SDG) and its Center for Social Action, the initiative aims to raise awareness about the importance of selecting candidates based on track record and policy positions.

The event, titled Lasallian Governance for Meaningful Electoral Participation for Barangays, brought together participants from barangays, women’s groups, senior citizens, and NGOs.

Calbayog City Election Officer Attorney Chamles Lubaton, a veteran of the Commission on Elections (COMELEC), outlined voters’ rights and responsibilities. Meanwhile, governance expert Attorney Cyril Lubaton discussed active citizenship and leadership, drawing from his experience in corporate law and public affairs.

Attorney Raeyan Reposar, chief of staff of the National Economic and Development Authority’s legislative affairs group, underscored the role of human rights in elections. Reposar gained national attention as a law student who challenged the constitutionality of the Anti-Terror Law.

SDG faculty member Maricel FernandezCarag shared insights on public administration and the role of integrity in governance. She said the forum was part of efforts to inform communities about the country’s political and economic landscape.

A focus group discussion with barangay leaders highlighted pressing concerns including peace and order, waste management, health, infrastructure, and education. Participants identified key priorities such as conducting research on candidates and sustaining effective local programs.

An open forum followed the discussions, with calls for improved voter engagement and better-informed decision-making in the 2025 elections.

GLOBE is broadening its support for Filipino students through new initiatives aimed at developing leadership skills, encouraging passion projects, and preparing the youth for a rapidly evolving world.

The company said students today face increasing pressure to balance academics, digital engagement, and personal development. In response, Globe is offering programs that go beyond connectivity to empower students through mentorship, rewards, grants, and internships.

Among its key efforts is the Globe Community Builders Program, which encourages student participation in projects that benefit their schools and communities. The event served as a platform for students to engage with Globe mentors and explore opportunities within the Community Builders Program.

On the other hand, Dr. Binod Chaudhary, chairman of CG Corp Global, which owns The Farm, underscored the alignment of values between the two companies.

“We believe that Marriott has the ability to take The Farm to the whole world… this will become truly a unique Filipino brand to go world,” Chaudhary stated.

When asked about preserving The Farm’s character amid global expansion, Menon emphasized that the retreat’s identity will remain untouched.

“The offerings of The Farm are sacrosanct in terms of what it has been known for so many years. We cannot dilute that. That’s the reason. [A] part of this partnership is also about upgrading it to a point of setting up minimum standards that The Farm is going to deliver,” said Menon.

On April 30, Wednesday, Marriott International and CG Hospitality signed an agreement to convert the awardwinning wellness resort into the hotel’s Autograph Collection brand, a curated portfolio of boutique hotels and resorts.

Scheduled to open by the end of the third quarter this year, the move marks the debut of the Autograph Collection brand in the country through a strategic conversion deal.

According to Marriott Asia Pacific president Rajeev Menon, the move focuses on brand expansion while also enhancing The Farm’s wellness experience and introducing it to a wider global audience.

“It is a partnership where The Farm, after going through a renovation, three to four months, it will become part of Marriott International’s Autograph Collection of hotels,” said Menon.

“So, The Farm, being a wellness retreat, is the first of its kind in coming into the portfolio of Autograph Collection. And we are very proud to be able to showcase this particular estate as a destination to the world in terms of a retreat that is really about rejuvenating customers,” he continued.

Future plans for The Farm include expanding its footprint and possibly replicating its concept globally under localized formats.

“It may be urban Farm, or a smaller version yet encompassing the same values and benefits,” Chaudhary shared.

The collaboration also plays into Marriott’s broader strategy of offering wellness-centered travel experiences.

“People are seeking destinations like The Farm, where they can go and rejuvenate over five to 10 days or two weeks,” Menon said.

This partnership represents not just an elevation for The Farm but also a milestone for Filipino wellness tourism.

“This will probably be the first time that a Filipino product and a Filipino brand will go out globally. We have authentic Filipino well-tested therapies which are not like the usual spa that you talk about. We have our medical, which is for healing, as well as for alternate medical practices that are well proven and, most importantly, our food and the people,” Chaudhary stated.
