PBBM STILL MOST TRUSTED GOV’T OFFICIAL—OCTA SURVEY

PRESIDENT Ferdinand “Bongbong” Marcos Jr. continues to enjoy majority trust and approval ratings of the Filipino

people, the latest Tugon ng Masa (TNM) survey by OCTA Research showed.

The survey, conducted from April 2 to 5, 2025, showed that six out of ten Filipinos or 60 percent continue to trust Mr. Marcos, while 59 percent remain satisfied with his performance.

The President’s latest trust ratings reflected a five percentage point decrease from the 65% recorded in the 4th quarter 2024 TNM survey.

However, OCTA said: “It is important to note that, despite the decline, most adult Filipinos still express trust

in President Marcos Jr.”

President Marcos welcomed the results of the latest OCTA Research survey, saying the positive ratings inspire him and reflect the public’s growing understanding of his government’s initiatives.

“It just validates what we are doing — that people are beginning to understand what we have been trying to do for the last two and a half, almost three years,” he said in a chance interview yesterday. “Sometimes you don’t know if people

Marcos, Ishiba hail ‘golden age’ in ties

Agree on security, logistic pacts

PRESIDENT Ferdinand Marcos Jr. and Japanese Prime Minister Ishiba Shigeru yesterday hailed a “golden age” in relations between the two countries following their bilateral meeting in Malacañang Palace.

Ishiba’s visit, which comes ahead of the 70th anniversary of normalized diplomatic ties in 2026, marked another milestone in what both leaders described as a partnership rooted in history

Cebu’s Garcia suspended; Comelec warns vote-buyers

THE Office of the Ombudsman has ordered the preventive suspension of Cebu Governor Gwendolyn F. Garcia over several administrative charges, including alleged grave abuse of authority, gross misconduct, serious dishonesty, and gross negligence, in connection with a construction permit issued without the required environmental clearance.

Dated April 23, the suspension order signed by Overall Deputy Ombudsman Samuel Martires stemmed from a complaint filed by Moises Garcia Deiparine.

The complainant alleged that Garcia issued Special Permit No. 2024091 to Shalom Construction, Inc. on May 14, 2024, without securing an Environmental Compliance Certificate or a Certificate of Non-Coverage from the Department of Environment and Natural Resources, and without having conducted

and now geared toward shared strategic goals.

“Having gone through close to a century of hardships and efforts by our forefathers, I am deeply moved that Japan and the Philippines are now partners closing on alliance,” Prime Minister Ishiba said during the joint leaders’ statement.

President Marcos echoed the sentiment, noting the steady exchange of

Cardinal Tagle to assist in Conclave preps

FILIPINO Cardinal Luis Antonio

Tagle has been appointed to assist in the preparations for the forthcoming papal conclave, alongside Cardinals Dominique Mamberti and Reinhard Marx, according to the Catholic Bishops Conference of the Philippines (CBCP).

The CBCP news said the three cardinals will support the camerlengo, Cardinal Kevin Farrell, in accordance with the provisions of Universi Dominici Gregis, the Apostolic Constitution governing the election of a pope.

The conclave is scheduled to commence on May 7, 2025 following further general congregations in the coming days.

The three cardinals were selected by lottery to form part of the particular congregation, tasked with addressing ordinary matters during the sede vacante.

Their service extends for three full days, after which new assistants will be chosen by another lottery, if necessary, the CBCP added.

“The project we are starting today is not just a matter of course. Our goal is to build a multi-specialty center to treat the most serious diseases, such as pediatric cancer, brain and spine diseases, and other diseases that require thorough care,” he added.

Gov’t to lose billions over P20/k rice

THE government stands to lose at least P10 to P12 billion in the initial rollout of President Ferdinand Marcos Jr.’s Benteng Bigas program, the Department of Agriculture (DA) said yesterday.

A limited rollout is currently underway in Regions 6, 7, and 8, targeting about 800,000 families, or 4 million individuals, with a P4.5 billion budget.

The initiative is also being integrated into the Kadiwa program, though for now, rice is sold only to indigent beneficiaries at P29 per kilo.

Agriculture Secretary Francisco Tiu Laurel Jr. acknowledged that the government will incur losses from the program, but em-

phasized it is not an exercise in futility.

The DA is using the pilot to evaluate logistics and delivery mechanisms before any nationwide expansion.

“Between the P9 billion palay procurement fund and the P4.5 billion subsidy from the President’s contingency fund, we’re looking at around P10 billion in losses,” Tiu Laurel said in a press briefing, adding that while the government expects to recover part of

the amount through sales, more precise figures are still being studied.

The Benteng Bigas program, which aims to provide rice at P20 per kilo to lower-income households, is still in its conceptual phase.

Tiou Laurel clarified that for the 2026 to 2028 period, it remains a directive from President Marcos for the DA to study and present viable implementation models.

“We’re set to meet with the President in a week or two to present all the possible concepts, options, and packages on how this could work,” Laurel said.

The DA is considering two primary approaches: selling rice to 15 million households—roughly 51 percent of the population that falls below the middle

class—or limiting access to the poorest 1 to 2.9 million families, based on data from the Department of Social Welfare and Development (DSWD) and the Philippine Statistics Authority (PSA).

“It will really cost a lot. We have to analyze all these things very carefully because we don’t want to disrupt the normal course of trade or the livelihood of private traders,” Laurel admitted

Earlier attempts to offer rice at P33 failed to gain traction due to falling market prices, DA said.

In 2023, the National Food Authority received P9 billion to procure palay, which is now part of the estimated losses for the government from the Benteng Bigas Program.

Labor Day gift: PBBM orders 2-day free rides on urban trains

PRESIDENT Ferdinand Marcos

Jr. ordered free rides on major urban rail lines from April 30 to May 3 as part of the government’s Labor Day celebration.

In a video announcement, Mr. Marcos said the initiative is a gesture of appreciation for the country’s workers and their contributions to the economy and society.

“I have directed that rides on MRT3, LRT-1, and LRT-2 be made free as part of our Labor Day celebration,” the president said.

Capital Region (NCR) “for processing, documentation and filing of appropriate charges.”

“They will also subject the seized IMSI catcher (equipment) to cyber forensic laboratory examination and data analytics,” he disclosed

It was learned that an IMSI catcher mimics cellular towers to collect information and messages from the air within a three-kilometer radius.

Lavin underscored the possibility that the equipment may be used to interfere in the upcoming midterm elections.

The NBI has been monitoring the movements of Tak, who has been observed driving around Taguig and Makati cities during the past few days, he added.

It was not clear what tipped the NBI off on Tak’s activities in the first place, but he was not the first alleged Chinese spy collared by the bureau in recent months.

Earlier this year, the NBI arrested two Chinese nationals and three Filipino accomplices for allegedly conducting an espionage operation on Malacañang Palace, the US embassy compound, Camp Aguinaldo, and Villamor Airbase.

They were also caught using an IMSI catcher while driving around their targeted locations.

The NBI later said “thousands” of critical pieces of data had been gathered by the group before their arrest.

In a separate incident, five Chinese nationals were arrested for frequently visiting Ulugan Bay in Puerto Princesa, Palawan, under the guise of purchasing marine products.

However, it turned out they were conducting aerial surveillance and collecting imagery intelligence on Naval Detachment Oyster Bay.

Also, authorities arrested six Chinese nationals and their Filipino bodyguard for allegedly engaging in intelligence, surveillance and reconnaissance (ISR) operations in Grande Island in Subic, Zambales.

The NBI said the suspected spies were occupying the island under the guise of recreational fishers, frequently lingering at the wharves.

The Philippine government’s enhanced campaign against foreign spies is widely believed to have triggered retaliatory actions from Beijing.

Three Filipinos employed in Hainan Island were recently rounded up and accused by Chinese authorities of spying for the non-existent “Philippine Intelligence Agency.”

high-level visits as “hallmarks of a truly golden age in our bilateral relationship.”

Both leaders agreed to launch negotiations for an Acquisition and Cross-Servicing Agreement (ACSA), which would enhance military logistics cooperation, and confirmed the intent to explore a Security of Information Agreement.

They also reaffirmed the importance of trilateral cooperation with the United States amid regional tensions, especially in the South and East China Seas.

“I hope that our two nations can continuously communicate with each other to oppose attempts to change the status quo in the East and South China Seas by force or coercion and to realize a free and open Indo-Pacific based on the Rule of Law,” Ishiba said.

President Marcos emphasized Japan’s critical role as the Philippines’ second-largest economic partner and praised the Philippines-Japan Economic Partnership Agreement (PJEPA) as a foundation for expanding trade and investment.

He called Japan’s development assistance the “gold standard” of international cooperation, citing its contributions to food security, climate resilience, digital transformation, and the peace process in Mindanao.

Prime Minister Ishiba expressed Ja-

pan’s intent to support the Philippines’ aspiration to reach upper middle-income status through investment and technical cooperation in telecommunications, infrastructure, energy, mineral resources, and disaster resilience.

Agriculture was also a key focus, with both leaders drawing on personal experience—Ishiba as a former agriculture minister and President Marcos as an advocate of rural development. The two exchanged views on strengthening collaboration in the sector to boost food security and farmer welfare.

Ahead of their talks, Ishiba met with second-generation Filipino-Japanese citizens and reflected on the countries’ shared past.

He is also scheduled to visit the Japanese war memorial in Caliraya, Laguna, a cenotaph built with Philippine assistance, underscoring a continued journey of reconciliation.

The leaders also discussed global trade dynamics, including the ripple effects of U.S.-China economic tensions on the multilateral system. Ishiba assured Mr. Marcos of Japan’s commitment to supporting Japanese firms operating in the Philippines, saying their contributions are key to economic growth.

With the Osaka-Kansai World Expo 2025 on the horizon, he invited Filipinos to attend, noting that the Philippines’ National Day will be celebrated there on June 7.

“Let us continue to build on our shared history and values,” Ishiba said in closing.

“Salamat po,” he added. Japan and the Philippines, both close U.S. security allies, have been boosting their cooperation in recent years, as the vision of a free and open Indo-Pacific has gained importance with China intensifying its maritime activities in the region.

Asserting Beijing’s territorial claims, Chinese vessels have acted aggressively against Philippine ships near disputed shoals in the South China Sea, while repeatedly entering waters around the uninhabited Senkaku Islands controlled by Japan in the East China Sea.

In July, Tokyo and Manila signed a Reciprocal Access Agreement, which eliminated restrictions on defense personnel transfers for joint drills and disaster relief operations. The Philippines became Japan’s third RAA partner after Australia and Britain.

As for Trump’s tariffs, Japan and the Philippines are not only concerned about the negative impact of the higher U.S. levies on their exports but also of a further escalation of the trade war between the United States and China, their major trading partners.

Ishiba arrived in Manila on Tuesday after visiting Vietnam on his four-day trip through Wednesday, his third to Southeast Asia since taking office in October. He visited Laos that month and Malaysia and Indonesia in January. Kyodo News

the upcoming May elections.

In a press conference, CKB commissioner Ernesto Maceda, Jr. admitted that the committee tasked to uphold electoral integrity is currently “overwhelmed” with the number of show cause orders (SCOs) it needs to issue to suspected violators.

The CBK has issued 213 show cause orders so far, 130 of which is about votebuying incidents while 67 were tied to alleged abuse of state resources (ASR). Regions with the most number of alleged vote-buying incidents include Calabarzon, Central Luzon, and Metro Manila.

“If there is a pending complaint against you and there is a motion filed, and there is ground for the commission en banc to decide that, we will hold the proclamation,” he added.

Maceda explained that the primary aim of the show cause orders is to create a fair and equitable environment for all candidates involved in the midterm elections.

“This initiative is designed to guarantee that every participant has the same chance to compete effectively, thereby promoting a level playing field for all,” he said.

feel the effects of what you’re doing, and it’s good to know that the public can see what we are doing and how it can help improve their lives,” Mr. Marcos added.

The decline in the President’s trust rating was localized, primarily driven by Mindanao.

Trust in President Marcos remained exceptionally high across most of the country, with historic highs of 92 percent in the Ilocos Region, 87 percent in the Cordillera Administrative Region, and 83 percent in Cagayan Valley.

No distrust was recorded against President Marcos in the Cordillera Administrative Region.

Across socioeconomic classes, the President’s trust remains strongest among the broadest sector of society—Class E—where he even posted an increase in trust and satisfaction compared to previous surveys.

For her part, Vice President Sara Duterte-Carpio’s trust rating increased by nine percentage points, from 49 percent in the 4th Quarter 2024 survey to 58 percent in the latest poll.

Their appointment was announced during the fifth general congregation on 28 April 2025, attended by more than 180 cardinals.

Deliberations focused on the Church’s pastoral mission, interreligious dialogue, responses to abuse, and the essential qualities required of the next Supreme Pontiff.

Aside from Tagle, two other Filipino cardinals are currently eligible to enter the conclave, namely Manila Archbishop Jose Cardinal Advincula and Kalookan Bishop Pablo Virgilio Cardinal David.

Meanwhile, Angelo Becciu, an Italian cardinal convicted of embezzlement and stripped of his privileges by Pope Francis, confirmed Tuesday he will not take part in the conclave to elect a new Catholic leader. In a statement from his lawyer, Becciu said he would abide by the late pontiff’s will, ending days of speculation on whether he would join other cardinal electors in the Sistine Chapel on May 7.

“I have decided to obey, as I have always done, the will of Pope Francis not to enter into conclave,” Becciu said, while continuing to protest his innocence.

The 76-year-old said he decided to take a step back “having at heart the good of the Church” and “to contribute to the communion and serenity of the Conclave.” with AFP

Makati Declaration

A UNITED Nations-supported strategic action plan to help drive development in middle-income states was formally adopted yesterday in the Philippines.

The Makati Declaration came out following the two-day HighLevel Conference of MiddleIncome Countries (HLC-MICs) hosted by the Philippine government at the Makati Shangri-La Hotel from April 28 to 29.

The outcome document endorses recommendations to help MICs achieve sustainable growth and avoid falling into the so-called “middle-income trap,” among others.

It outlines key priorities, including financing for development, establishing metrics that effectively measure development beyond the traditional GDP, and debt sustainability.

The declaration covers climate action and finance, digital transformation, gender equality, and social protection. It also seeks to advance the role of MICs in the development dialogue within the UN system.

13 killed, 35 election-related incidents ahead of May 12 polls

THE Philippine National Police (PNP) yesterday said that the number of validated election-related incidents has risen to 35, with 13 reported fatalities.

One of the latest recorded fatalities was Ang Bumbero ng Pilipinas (ABP)

Partylist nominee, Leninsky Bacud. Bacud was shot multiple times by unidentified gunmen along P. Guevarra Street in Barangay 435, Zone 44 in Sampaloc, Manila on Monday.

According to preliminary reports from the Manila Police District (MPD), the shooting occurred shortly before 6 p.m. in Sampaloc. Witnesses described the assailants as

riding-in-tandem motorcycle gunmen who fled the scene immediately after the shooting.

A police officer who is a resident of the area also had an encounter with unknown suspects where he was shot in the leg and several parked vehicles were hit.

Manila Mayor Honey Lacuna vowed that no stone will be left unturned as she condemned the assassination of Bacud, former barangay chairman of

Barangay 435, Zone 44 in Sampaloc.

“I assure the Bacud family and all Manileños that we will do everything in our power to bring all those responsible to justice. They will answer for the violent death of Leninsky Bacud,” Lacuna said in a statement.

Lacuna has directed Manila Police District Director PBGen Benigno Guzman to mobilize all available resources and lead a thorough, impartial and relentless investigation into the said case and ensure that every angle is pursued. Based on data from January 12 to April 28, the highest number of incidents were recorded in the Cordillera and Bangsamoro regions, with 11 and 8 incidents, respectively. Region IV-A (CALABARZON) fol-

lowed with five incidents, while Zamboanga Peninsula had three.

Two incidents each were also reported in the Western Visayas and Davao regions, and one incident each in Ilocos Region, Central Luzon, Eastern Visayas, and Region 12 (SOCCSKSARGEN).

Meanwhile, PNP also confiscated around 2,800 firearms and arrested 2,710 individuals as part of the government’s enforcement of the omnibus election gun ban. The number of areas of concern has been reduced from 36 to 34, after the towns of Datu Sinsuat and Buluan in Maguindanao del Sur were placed under the control of the Commission on Elections (Comelec) due to rising violence.

Iloilo remote villages benefit from ‘Lab for All’

OVER 1,500 residents of New Lucena, Iloilo received free medical consultations, laboratory services, and medicines through the “Lab for All” project, spearheaded by First Lady Liza Araneta-Marcos.

The outreach program focused on delivering critical health services to underserved and remote communities, reaching barangays such as Bilidan, Bolalacao, and Jelicuon.

In just three days, nearly 1,000 patients from these far-flung areas availed of more than 3,800 medical services— many accessing professional healthcare services that would otherwise be difficult or costly to obtain.

“The most important resource of the country is its people and their health,” said Iloilo Governor Arthur Defensor Jr., who attended the event and pledged full support to the initiative. Caloy Lozada

Lacson: Make education for seafarers affordable

SENATORIAL candidate Panfilo Lacson plans to introduce a bill to make education and training for aspiring seafarers more affordable.

At the Konsultahang Bayan held in Cebu, Lacson pointed out that while seafarers remitted some $6.94 billion in 2024 alone, education for those who want to become seafarers has become “prohibitive.”

“Their contribution to the Philippine economy cannot be discounted. So we must help them because their tuition and training fees have become so prohibitive,” Lacson said.

“We must look into their plight and see if there is a solution based on legislation that will allow seafarers’ parents to afford their training. God willing, if I return to the Senate, I will push for legislation in that direction,” he added. Joel E. Zurbano

‘Ensure equal access to public facilities’

THE Department of the Interior and Local Government urged all local government units to guarantee equal access to public facilities for all, regardless of political affiliation, religious beliefs, or other similar considerations.

This directive covers the use of barangay halls, multi-purpose halls, civic centers, plazas, parks, open spaces, covered courts, sports complexes, recreational centers, and other comparable public venues.

In Memorandum Circular 2025-037, the DILG emphasized that LGUs must provide political entities with equal opportunities to use these facilities for lawful purposes such as assemblies and meetings, particularly during the election period when such requests must be given priority.

The department clarified that LGUs may implement reasonable guidelines governing the use of public facilities, provided these are consistent with existing rules and regulations and are applied uniformly. Vince Lopez

MAKATI City has been ranked fourth globally in the Numbeo Health Care Index for the first quarter of the year, solidifying its reputation as a leader in global healthcare. With an impressive score of 85 out of 100, Makati is the only Philippine city to make this prestigious list, outperforming numerous cities from Europe and North America.

The rankings, published by the data analysis platform RankingRoyals, showed Makati tied with Chiang Mai, Thailand, and ahead of Seoul, South Korea, which scored 83. The top spots were claimed by Taiwanese cities Kaohsiung (88.6) and Taipei (86.7). The Numbeo Health Care Index evaluates healthcare infrastructure based on factors such as the number of medical professionals, availability of equipment, quality of staff, doctor accessibility, and treatment costs.

Makati’s high ranking reflects the city’s significant investments in healthcare facilities and services in recent years.

“This recognition validates our commitment to providing Makatizens with the best healthcare services. Our strategic investments in healthcare infrastructure, medical technology, and professional development for our healthcare workers have positioned Makati as a center of excellence not just in the Philippines, but across Southeast Asia,” said Mayor Abigail Binay. Over 200k job opportunities up for grabs on Labor Day

ORE than 200,000 job opportunities are up for grabs in various job fairs to be hosted by the Department of Labor and Employment nationwide as part of this year’s Labor Day celebration on May 1.

“Top vacancies include production operators, sales clerks, call center representatives, service crews, and microfinance officers,” DOLE said in a statement yesterday.

The Labor department said at least 2,281 participating employers offered 216,144 job opportunities in the industries of manufacturing, retail, BPO, accommodation and food service ac-

tivities, and financial and insurance industries. A total of 181,933 jobs are local vacancies while 34,211 are overseas jobs.

The job fairs will be mounted as a special activity across all regions in line with President Ferdinand Marcos Jr.’s directive to make job fairs a regular nationwide initiative.

Major participating companies include SM, Robinsons, San Miguel Foods, Aboitiz, Toyota, Honda, Accenture, Epson, and Banco De Oro (BDO).

A LEGISLATOR wants the Department of Health, instead of Congress, to have the authority to set and approve the bed capacity increases of all DOH-supervised hospitals to better deliver quality healthcare to the people.

A NEW military command will be formed this year to handle strategic operations aimed at enhancing deterrence against security challenges, the Armed Forces the Philippines said. Military chief Gen. Romeo Brawner Jr. said the new AFP Strategic Command will oversee, among others, joint military exercises with international security allies and partners.

“We are setting up this year the Strategic Defense Command or the Strategic Command which will be the one in charge of exercises with our allies and our partners so that we sharpen the knife, we improve the systems, and we are able to act swiftly,” he said in his speech during the first-ever Integrated Air and Missile Defense (IAMD) exercise over the weekend

The IAMD, which took place in San Antonio, Zambales, was part of the three-week “Balikatan,” the biggest military exercises between the Philippines and the United States.

Brawner said he wants the unit to be inspired to the new Joint Operations Command (JOC) of Japan, one of the country’s closest security partners.

Launched in March, JOC is in charge of all joint operations and integrates all the branches of the Japan Self-Defense Force to respond to potential emergencies seamlessly.

“Several armed forces around the world are also adapting to the ever-evolving face of defense that we are facing,” he said.

OPINION

Will the next Senate remove Sara as VP?

NO DOUBT eagerly awaited by many would be the outcome of the senatorial race on May 12, as the next batch of members of the Upper Chamber of Congress would decide on the fate of impeached Vice President Sara Duterte.

The latest survey conducted by the Social Weather Stations (SWS) and released on April 21 showed that 9 candidates of the pro-administration Alyansa ng Bagong Pilipinas coalition are likely to win. However, another recent survey by Octa Research showed all 11 senatorial candidates endorsed by President Marcos Jr. have a statistical chance of winning in the midterm polls. Conducted from April 10 to 16, the poll showed ACT-CIS party-list Rep. Erwin Tulfo leading the administration-backed bets with 61.2-percent support, ranking first to second.

The leading candidates in the SWS survey are (1) Bong Go; (2) Erwin Tulfo; (3) Bato de la Rosa; (4) Lito Lapid; (5) Tito Sotto; (6) Ping Lacson ; (7) Manny Pacquiao; (8) Pia Cayetano; (9) Bong Revilla; (10) Abby Binay; (11) Camille Villar; and (12) Willie Revillame/Imee Marcos.

If the nine Alyansa senatorial candidates will win—and we assume they will adopt the stand of the Marcos Jr. administration supporting Sara’s removal from office—they will need seven other senators to support their anti-Sara stand.

The remaining senators after the midterm polls are Senate President Francis Escudero; Jinggoy Estrada; Nancy Binay; Alan Peter Cayetano; JV Ejercito; Sherwin Gatchalian; Risa Hontiveros; Loren Legarda; Raffy Tulfo; Joel Villanueva; and Migs Zubiri.

Of these, we can be certain that only opposition senator Risa Hontiveros will decide to convict Sara and remove her from office.

We expect Jinggoy Estrada, Alan Peter Cayetano and Robinhood Padilla to vote for Sara’s acquittal.

Up in the air is what the verdict of the other sitting senators would be: Escudero; Binay; Gatchalian; Legarda; Ejercito; Villanueva; and Zubiri.

So, if the 9 Alyansa bets make it to the Senate and are united in toeing the administration move to get rid of Sara, they can rely only on Hontiveros to join them. They therefore need to convince the seven aforementioned senators who have yet to make up their minds on what stand to take once the impeachment trial starts.

The seven senators who have kept mum on the issue are Escudero, Binay, Gatchalian, Legarda, Ejercito, Villanueva, and Zubiri.

How will they vote? We don’t really know. They can go one way or the other. And their decision will depend on their appreciation of the evidence

PARIS — When Burger King an-

nounced it was selling caviar with nuggets at its French restaurants on April 1, many people assumed it was an April Fool’s joke. But as news spread on social media, buyers rushed to try one of the world’s most expensive delicacies paired with a humble and highly commoditized piece of deep-fried chicken while limited stocks lasted. For 19 euros ($22), they got seven nuggets, mayonnaise and a 10-gram (0.35-ounce) pouch of Chinese-origin caviar from the Astana brand, which explained it had worked with the fastfood giant to “make the caviar of chefs available to as many people as possible”.

It was a marketing coup -- the story quickly went viral after being picked up by French news outlets -- but it also revealed how the image of caviar as an out-of-reach luxury product is rapidly changing.

As with most new food trends, interest in the exclusive fish eggs is being

presented by the prosecution lawyers coming mainly from the House of representatives. Or they can vote according to what would advance their political career in the future.

Of course, there are other factors to consider. Senator Bato de la Rosa, who implemented Rodrigo Duterte’s bloody war on drugs, is likely to be ordered arrested by the ICC for his direct participation in crimes against humanity.

If that happens, Sara loses a yes vote.

Then there’s the possibility that even Bong Go could also be arrested by the ICC for his complicity in Duterte’s war on drugs.

While the homestretch of the campaign from now until the first 11 days in May would likely lead to changes in the senatorial race, we’ll have to wait and see what will happen in the aftermath of the impeachment trial.

If Sara is acquitted by the Senate impeachment court, then she stands as a strong contender for the presidency in 2028.

The possibility of a second Duterte administration is likely to send chills of apprehension down the spines of those who want a regime that stands firmly on the side of democracy and human rights in the country and resolutely oppose any vestige of Dutertismo that’s seen to resurface should Sara take the reins of the presidency in 2028.

She is likely to run after those who opposed her during the Marcos Jr. administration and hounded her for corruption and incompetence.

But if Sara is convicted and removed from office, that is the end of her political career as she can no longer run for any public office in the future. Would this bring an end to the Duterte dynasty and prevent the remaining Dutertes from keeping themselves in power?

Truth, not lies, is the real source of power. —“—

A Senate that will vote for keeping Sara Duterte in her current position as Vice President will mean an uncertain future for Philippine democracy.

It is therefore imperative for the electorate to vote only for those senatorial bets who will exercise prudent judgment and decide on her case based on a careful weighing of the available evidence unearthed by the House quadcomm instead of voting along political or partisan considerations. The digital space as another battleground

THE battle for territory is no longer just fought on land or sea.

According to China in a state broadcast over the weekend, its Coast Guard had implanted control on part of Sandy Cay in mid-April. Sandy Cay reef is near Pag-asa Island where the Philippines maintains a coast guard monitoring base.

Some accounts even show Chinese soldiers holding the Chinese flag on Sandy Cay.

But Philippine authorities belied China’s claim, with National Security Council spokesperson Jonathan Malaya saying there was no truth whatsoever to China’s claims of seizing the sandbanks of Sandy Cay.

Last year, the US Open tennis tournament caused a stir by selling a $100 box of six nuggets with caviar created by the luxury Manhattan fried chicken restaurant Coqodaq.

‘Less formal’

Producers and food writers have mixed feelings about the populariaation of the culinary indulgence, which sells for 1,000 to 30,000 euros a kilogram depending on the type.

The high prices are due to rarity and the high investment producers make in the sturgeon fish needed for caviar, which start to produce eggs only after eight or 10 years.

The most expensive caviar — the one famously preferred by Hollywood star Elizabeth Taylor — is the roe of the beluga sturgeon, which takes at least 15 years to mature.

Mikael Petrossian, head of the French brand Petrossian, said there was a “demystification” of caviar underway.

“Caviar doesn’t necessarily have to come in a large tin with silver serving pieces... You can enjoy the product in

China’s pronouncement, he said, was a made-up story because it was in the interest of the PRC to use the information space to intimidate and harass.

Just as our military is resisting the brazen advances of China in the West Philippine Sea, so must the rest of the country reject these narratives that China is peddling. Foremost, the West Philippine Sea is ours – even Google Maps has acknowledged it to be so. More importantly, this has been established by the ruling of the Permanent Court of Arbitration in 2016. No amount of disinformation, water cannon, sideswiping,

a much more relaxed way,” he said.

“I personally like eating caviar with crisps.”

The founder of French caviar producer Neuvic, Laurent Deverlanges, says his company also aims to make it “less formal”.

He posted a review of the “King Nugget Caviar” menu online, concluding that “it works, even if you can’t really taste the caviar much”.

But Olivier Cabarrot, the head of the France-based Prunier brand whose caviar restaurant is one of the most famous in the world, pushes back on the idea of it becoming a regular product.

“In terms of gastronomy, there is nothing as expensive. It’s hard to talk about it becoming ‘democratized’,” he said.

“But we can speak of greater accessibility, achieved through the sale of smaller quantities rather than lower prices.”

Many distributors including Petrossian and Prunier offer tins of 10, 20 or 30 grams, helping to attract a younger clientele.

Dreamy Remi Dechambre, a food journalist at Le Parisien newspaper, said people associated caviar with opulence and refinement less and less.

monster ships, and any other tactics can overwrite this fact.

The West Philippine Sea is not disputed territory. The dispute has long been settled. It is time we showed the Chinese that nobody is buying their tall tales about owning what rightfully belongs to ours. With a resolute shift to external defense and with the support of various countries, the Philippines is modernizing our military.

But we should also beef up our capability, individually and as a nation, when it comes to discerning between truth and disinformation, especially those manufactured to weaken our defenses and to bully us into resignation as a bigger, mightier nation tries to claim what is ours. It is incumbent upon Filipinos to resist these attempts – because truth, not lies, is the real source of power.

“We’ve completely moved on from that... Consumption has become a little more common, a little less formal — even though it still makes people dream,” he told AFP.

But knowing how to enjoy the product properly remains essential, said Francoise Boisseaud, managing director of the supplier Le Comptoir du Caviar.

“There’s a whole education to be done,” she said about the different types — baeri, oscietre, sevruga or beluga -- adding that “the richness of the world of caviar is infinite — just like wine”.

For her, the best way to enjoy it is with a crusty baguette and butter, not with fried chicken or crisps.

Robin Panfili, a food journalist who runs the food blog “Entree, Plat, Dessert”, said Burger King had pulled off a “marketing trick”.

“By trying to bring together two worlds that are completely opposed — luxury and fast food -- the aim is to shake up the codes, to demystify a product historically seen as luxurious and elitist. It’s visual, it’s viral, it sparks discussion because it’s provocative,” he told AFP. AFP

UNITED NATIONS, New York – France, Germany, and the United Kingdom will not hesitate to reimpose sanctions against Tehran if European security is threatened by Iran’s nuclear program, the French foreign minister said at the United Nations on Monday (Tuesday Manila time).

“Iran has crossed all the boundaries it had committed to respect,” and the country “is on the verge of acquiring nuclear weapons,” Jean-Noel Barrot told reporters after a closed-door meeting of the Security Council on non-proliferation, which he had convened.

“There is no military solution to the Iranian nuclear problem. There is a diplomatic path to achieve it, but it is a narrow road,” he added.

Barrot voiced hope that the ongoing negotiations between Tehran and Washington on the issue would bear fruit, adding that France, Germany, and the United Kingdom were in “close contact” on the issue with US Secretary of State Marco Rubio.

The highest-level talks in years between long-time foes Washington and Tehran are targeting a new deal that would stop Iran developing nuclear weapons -- an objective Tehran denies pursuing -- in return for relief from sanctions.

US President Donald Trump pulled out of an earlier, multilateral agreement on Iran during his first term. The United States and Israel have repeatedly threatened Iran with military strikes.

“It goes without saying that upon the expiration of the Iranian nuclear deal... if European security interests are not guaranteed, we will not hesitate for a single second to reapply all the sanctions that were lifted 10 years ago,” Barrot warned. AFP

Carney’s Liberals win Canada election

Oafter convincing voters his experience managing economic crises prepared him to confront US President Donald Trump.

The public broadcaster CBC and other outlets projected the Liberals would form Canada’s next government, but it was not yet clear if they would hold a majority in parliament.

Conservative leader Pierre Poilievre fell short of becoming prime minister, but his party was on track to form a strong opposition

reer as investment banker before joining Canada’s public service, promised to expand overseas trading relations to curb Canada’s reliance on the United States.

Carney’s descriptions of the Trump threat have been stark.

“Donald Trump wants to break us so America can own us,” he said during the campaign.

“They want our resources, they want our water, they want our land, they want our country. They can’t have it.”

When the CBC projection was announced, cheers of joy erupted at the Ottawa venue where Liberal supporters were watching the results.

“I’m happy in the sense that we’ve got somebody that can speak to Mr. Trump on his level,” said Dorothy Goubault, 72. “Mr. Trump is a business person. Mr. Carney is a business person, and I think

they can both relate.” Before Trudeau resigned, Trump had mocked him, calling the prime minister “governor” as he urged Canada to become the 51st US state. Goubault said she expects that mockery to stop.

“It’s not the governor anymore, it’s the prime minister of Canada, and it’s not the 51st state anymore. It’s ‘We are Canada!’” Liberal lawmaker and a member of Carney’s cabinet, Steven Guilbeault, tied the outcome to Trump.

“The numerous attacks by President Trump on the Canadian economy, but not just the economy, on our sovereignty and our very identity, I think have really mobilized Canadians, and I think they saw in Prime Minister Carney someone who has experience on the world stage,” he told the CBC. AFP

MADRID – Lights flickered back to life in Spain and Portugal Tuesday after a massive blackout hit the Iberian peninsula stranding passengers in trains and hundreds of elevators while millions saw phone and internet coverage die.

Electricity had been restored to more than 90 percent of mainland Spain early Tuesday, the REE power operator said. Lights came on again in Madrid and in Portugal’s capital.

Barely a corner of the peninsula, which has a joint population of almost 60 million people, escaped the blackout. But no firm cause for the shutdown has yet emerged, though wild rumors spread on messaging networks about cyber attacks.

Portuguese Prime Minister Luis Montenegro said the source of the outage was “probably in Spain.” Spain’s Prime Minister Pedro Sanchez said “all the potential causes” were being analyzed and warned the public “not to speculate” because of the risk of “misinformation.”

Sanchez said about 15 gigawatts of electricity, more than half of the power being consumed at the time, “suddenly disappeared” in about five seconds.

Sanchez was unable to say when power would be completely restored in Spain and warned that some workers would have to stay home Tuesday. Montenegro said Portugal’s power would be back “within hours”.

Power was restored overnight to around 6.2 million households in Portugal out of 6.5 million, according to the national electricity grid operator.

The outage rippled briefly into southwest France while Morocco saw disruption to some internet providers and airport check-in systems.

People were “stunned,” according to Carlos Candori, a 19-year-old construction worker who had to exit the paralyzed Madrid metro system.

“This has never happened in Spain”.

PBBM dismisses Imee’s claims of irregularities in Rody arrest

PRESIDENT Marcos has categorically declared he does not agree with the findings of his sister Senator Imee Marcos of alleged irregularities in the arrest of former President Rodrigo Duterte on orders of the International Court of Justice.

“Everyone’s entitled to their opinion. I disagree,” said the President told reporters during an ambush interview in Silang, Cavite on Tuesday. The Chief Executive was asked to comment on the findings of his sister

who conducted a Senate inquiry on Duterte’s arrest In her findings, Senator Marcos asked the Ombudsman to investigate and file cases of graft, grave misconduct, usurpation of judicial functions,

and arbitrary detention against Cabinet officials.

She asserted that Justice Secretary Jesus Crispin Remulla, Interior and Local Government chief Jonvic Remulla, Philippine National Police chief Gen. Rommel Marbil, Criminal Investigation and Detection Group head Brig. Gen. Nicolas Torre III, and special envoy for transnational crime Markus Lacanilao should be held liable for Duterte’s arrest.

The senator claimed that the arrest was politically motivated and carried out through a “group effort” between top members of the Cabinet.

On Monday, Malacañang dis -

missed her allegations of coordinated efforts within the administration of her brother to surrender Duterte to the International Criminal Court.

Presidential Communications Office Undersecretary Claire Castro said it was “not surprising” that Senator Marcos would make such claims.

“It would probably not be surprising if that would be her perspective, her opinion. Even before the hearing, we can already see where Senator Imee Marcos is leaning,” Castro said in Filipino.

“The Palace denies any such opinion,” Castro added.

Trafficking raps filed vs. ex-Palace spokes Roque, others

THE Department of Justice (DOJ) confirmed on Monday that qualified human trafficking charges have been filed against Whirlwind Corp. incorporator Cassandra Ong and lawyer Harry Roque for their alleged involvement in the illegal operation of a POGO hub in Porac, Pampanga.

DOJ Undersecretary Nicholas Felix Ty told reporters that prosecutors considered “Whirlwind Corp. and

New Phivolcs law seen to boost its service efficiencies

ENACTMENT of the Philippine Institute of Volcanology and Seismology (Phivolcs) Modernization bill is crucial in reducing hazard impacts as it will boost the agency’s capabilities.

“This is a historic step to better improve our capacity to provide faster, more accurate, and wider-reaching information on earthquakes, volcanic eruptions, tsunamis, and other geotectonic hazards. The passage of this (measure) into law will not only benefit Phivolcs, but our countrymen as well,” Phivolcs director Teresito Bacolcol told reporters on Tuesday.

Although the Phivolcs gets regular budget under the General Appropriations Act, this is only for basic operations, he pointed out.

The Modernization Act is for huge upgrades, Bacolcol said.

Under the law, the Phivolcs will get P7 billion over five years, which Bacolcol said will be used for the upgrade of equipment and facilities to deliver more accurate and timely information and add more seismic and volcano monitoring stations, especially in high-risk areas, among other purposes.

He said additional funds will also strengthen the agency’s human resources through higher salaries, incentives, and scholarship programs for experts and expand public education and information campaigns on geohazards.

“The public can expect more modernized, faster, and wider-reaching warning systems. We will have more monitoring stations, more experts, and earlier detection and assessment of hazards,” he said.

In a separate interview with Manila Standard, lawyer Ferdinand Topacio, lead counsel for Ong, dismissed the charges as “baseless.”

“The [DOJ] is trying to redeem itself, albeit in the most pathetic way possible, by filing baseless charges against Ms. Cassandra Li Ong, using so-called evidence obtained illegally

PH, UAE ink accord on law enforcement

THE Philippines and the United Arab Emirates (UAE) have enhanced their partnership in law enforcement and public safety with the signing of a landmark bilateral security agreement, the first of its kind between the two nations.

Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla signed on behalf of the Philippine government, while lSheikh Saif bin Zayed Al-Nahyan, Deputy Prime Minister and Minister of the Interior represented the UAE, during the highlevel meeting in Abu Dhabi last week.

The agreement cemented the two countries’ resolve to intensify cooperation against transnational crimes and institutionalize the exchange of best practices and expertise in law

enforcement and public safety operations. The accord also reflected a broader commitment to promote peace, stability, and sustainable development, anchored on the principles of sovereignty, non-interference, and equality among states under international law.

During the meeting, officials of both countries likewise explored opportunities for collaboration in emerging fields such as digital technologies, urban governance, and other sectors of mutual interest.

Secretary Remulla conveyed the Philippine government’s deep appreciation to the UAE for its grant of pardon to 115 Filipino nationals during the Holy Month of Ramadan, a gesture underscoring the enduring bilateral friendship.

Group eyes damage claims against corporate polluters

A LARGE group of environmentalists in Marikina City have urged local and national candidates in the forthcoming midterm elections “to stand up for corporate accountability and to make polluters pay climate-affected communities for damages.”

This as Greenpeace Philippines, in partnership with Marikina Kontra Agos, organized a Green Electoral Forum on April 26, 2025, aimed at elevating climate action and corporate accountability as the top of the political agenda of local and national candidates.

The exercise brought together local candidates, environmental organizations, and community leaders to discuss sustainable solutions for the pressing flooding issues affecting Eastern Metro Manila and Rizal province

“This forum shows that there are long-term green solutions to the flooding of Marikina that are not limited to infrastructure projects. It likewise challenges the city’s candidates to include the protection of the whole Marikina River system, and the Upper Marikina Watershed, into their platforms,” the group said in a statement.

PH Olympians join athletics’ championship

PARIS Olympics’ veteran Lauren Hoffman will be coming out of an eight-month layoff when she competes in the ICTSI Philippine Athletics Championships 2025. Hoffman will once again try to make an impression with fellow Olympians Kristina Knott and John Tolentino-Cabang, when the meet gets going from May 1 to 4 at the New Clark City in Capas, Tarlac.

The 26-year-old Hoffman will defend the crowns she won last year in the women’s 100-meter hurdles and the 400-meter hurdles.

Hoffman is expected to be in top form in the 400-meter hurdles, one of 19 final events on opening day Thursday.

She has gone on a long layoff since her stint at the Paris Olympics to recover from an achilles heel problem.

“It’s been an uphill battle with the achilles issues this year. But things are slowly trending upward. Season opener coming soon,” said Hoffman in a social media post.

The first gold medals of the meet will be given in the women’s open 10,000-meter walk and the men’s under-18, 5000-meter walk, to be held at early morning times of 6:30 a.m. and 8 a.m., respectively.

Over 800 athletes are expected to take part in the event, which also drew the athletes from Malaysia, Singapore, Indonesia, Taiwan, India and Papua New Guinea.

LMalaysian wins Stage 6, Korean keeps Tour lead

INGAYEN, Pangasinan—Muhammad Zahin Wahhi of Malaysia Pro Cycling Team captured Stage 6 in a sprint finish, even as Joo Dae Yeong retained the overall lead with two stages remaining in the MPTC Tour of Luzon.

Wahhi completed the 174.5-kilometer route after crossing the line in three hours, 31 minutes and 12 seconds, nosing out Mervin Corpuz of MPT Drivehub and Rench Michael Bondoc of 7Eleven Cliqq Roadbike Philippines in another dangerous high-octane race.

``The weather is very hot, the race very tough, so I just tried to survive,’’ said Wahhi, who recovered from a minor crash in Stage 3 to secure his 10th lap victory in an international race.

But it was effort of Corpuz that easily became the day’s highlight as he slashed a large chunk off the clockings of Joo, who safely arrived with a large batch of riders.

Corpuz moved closer to Joo at second place with a difference of one minute and 56 seconds prior to Wednesday’s 15-km individual time trial Stage 7 from this seaside town to Labrador, Pangasinan and the final stage on Thursday in Baguio City.

Corpuz mounted an early attack with 13 other cyclists that they sustained to the finish, including teammate Jonel Carcueva, the Standard Insurance duo of Jan Paul Morales and Jeremy Lizardo, triggering a major shakeup in the overall standings.

``Umakyat ako sa overall, ang target ko talaga ‘yung mahihirap. Sa Baguio, doon magkakaalaman. Matira ang matibay,’’ said Corpuz, who added his climbing

prowess to his sprint skills under the guidance of his uncle, three-time Tour champion Santy Barnachea.

Lizardo jumped from ninth to third, just 2:22 be hind, and Carcueva climbed from eighth to fourth overall, 2:27 back.

From outside of the top10, Morales made it back at fifth, 2:41 slower than Joo, followed by Bondoc at sixth (2:49) and Nichol Pareja of Victoria Sports Cy cling Team at seventh (same time), the three of them part of the 14-man early breakaway that never looked back.

``Goal ko mag-champion kung papalarin. In-im prove ko ang sarili ko palagi. Focused ako sa climb at time trial. Siguro kung sabayan kaya ko. Binabasa ko rin galaw niya (Joo). Kung makina nga nag-ooverheat, tao pa kaya,’’ said Corpuz.

They were apparently motivated by the jacked-up cash prize announced by sports godfather Manny V. Pangilinan during the media night on Monday that doubled the champion’s purse to P1 million while the second placer receives P500,000.

Joining them in the speeding pack that controlled the pace are Emmanuel Dave Montemayor of Exodus Army Cycling Team at eighth (2:54), Jerico Jay Lucero of Go For Gold at ninth (3:00) and Mar Francis Sudario at tenth (3:01).

Dislodged from their positions at the top were Ron ald Oranza of Standard Insurance, who plummeted from second overall to 13th (4:36) followed by Aidan James Mendoza of Go For Gold (4:42), Dominic Perez (4:49), George Oconer (4:52) and Rustom Lim (5:00).

The Tour’s great revival is backed by Pilipinas Live, Meralco, Maynilad, Metro Pacific Health, Megaworld, Landco, PLDT, Smart and endorsed by the Philippine Olympic Committee, Philippine Sports Commission, Games and Amusements Board, BCDA and MVP Sports Foundation.

Zamboanga eyes PBA entry with Terrafirma acquisition

THE Zamboanga Valientes is making a big leap to the Philippine Basketball Association. The team is currently in advanced talks to acquire Terrafirma’s franchise in the Philippine Basketball Association (PBA). The deal has been mutually agreed upon and is now pending approval from the league. Leading the acquisition are Zamboanga Valientes owner Junnie Navarro, Kings Asia Pacific President Cory Navarro, and Crewsharp CEO Trevor Crewe. Once finalized, this move would mark a significant milestone not just for the Valientes, but for the entire Zamboanga basketball community.

“Owning a PBA team would be a major achievement for the city and the people of Zamboanga. Big things are coming. Ar riba Zamboanga! Viva Valien Navarro. has consistently

competitiveness, both locally and internationally. Acquiring a PBA franchise is the next logical step in our mission to showcase Zamboangueño talent on the national stage,” added Cory Navarro.

Known for bold moves, the Valientes have made headlines in recent years. In 2023, they became the first Philippine basketball club to sign a former NBA champion—Mario Chalmers of the Miami Heat. Two years later, the team stunned the basketball world again by bringing four-time NBA All-Star and Olympic gold medalist DeMarcus Cousins to the Philippines. Cousins played a pivotal role in helping the team win the Grand Finals of The Asian Tournament held in Zamboanga City.

Beyond marquee international names, the Valientes boast a deep roster of local talent, including young guns and seasoned veterans such as Forthsky Padrigao, Mike Tolomia, and Rudy Lingganay.

LAUREL, Batangas—Mavis Espedido cemented her brilliant start in the ICTSI Junior PGT Championship by sweeping the first three Luzon series tournaments, capping her run with a three-stroke victory after a 76 at the Splendido Taal leg here on Tuesday.

Initially bracing for a close duel with Winter Serapio, Espedido instead turned the expected showdown into a commanding victory. She closed out the 36-hole tournament at Splendido Taal Golf Club with a four-over card, highlighted by a superb 35 on the back nine, finishing with a 156 total.

While Serapio stumbled with a 41, Espedido pulled ahead by seven strokes – a margin that proved crucial after a shaky finish that included a triple-bogey on No. 4 and bogeys on her final two holes. Despite that, she secured her third consecutive girls’

no, Olympic boxer Eumir Marcial, and former WBO Intercontinental bantamweight champion Jonas Sultan. If the franchise transfer proceeds smoothly, the Zamboanga Valientes is expected to make its PBA debut by October. The team enjoys strong backing from

7-10 trophy in convincing fashion. Serapio, who matched Espedido’s eagle on No. 2, finished with a steady one-over performance over the final six holes but could only pull within three strokes, finishing with a 78 for a 159 total.

Penelope Sy took third place with a 178 after a 91.

“Winning a three-peat makes me really happy because it reflects all the hard work I’ve put in and the support I’ve received from everyone,” said Espedido, who highlighted her round with an eagle on the par-5 No. 2, where after a solid drive, she hit a precise 50-degree wedge from 68 yards out that landed just 11 feet from the hole.

The nine-year-old prodigy from Anvaya Cove in Bataan earlier defeated Venus delos Santos by 14 strokes at

Meanwhile, players from the south will begin their Vis-Min series on Monday (May 5) in Mactan, Cebu.

The Luzon series will resume in July at Riviera Golf and Country Club in Silang, Cavite.

Zach Guico reclaimed the boys’ 7-10 title with a gritty final-round comeback, carding an 84 to defeat Zoji Edoc by four strokes. Guico posted a 36-hole total of 174, while Edoc, who led by five after the opening round, wavered with a 93 for a 178 aggregate.

MAKATI FC, behind Ayishatu Simpson, held Stallion Laguna FC to a scoreless draw on Sunday in the Philippine Football Federation Women’s League 2025 at the Mall of Asia rooftop pitch.

The Makati FC’s sturdy defense held and they still came up empty-handed in their team’s 90-minute battle.

The Stallions remained the solo lead with their 3-1-0 win-draw-loss record.

Meanwhile, Mexican booter Juliana Cisneros is the most prolific scorer in the tournament after she powered Kaya FC to an 11-0 smothering of the University of the Philippines Lady Maroons.

THE Philippines’ information technology and business process management (IT-BPM) sector is poised to breach $40 billion in revenue by end-2025, up by 5.2 percent from last year’s $38 billion, according to the IT and Business Process Association of the Philippines (IBPAP).

“We should cross $40 billion by the end of the year. In 12 to 18 months, we’ll be in the $40 billion-plus range. That’s where we’re headed,” said IBPAP president Jack Madrid. He said that in terms of employment, the industry now targets to hit the 2-million jobs mark within the next 12 to 18 months, a steady increase of 10

percent, banking on both the private sector and government to strengthen efforts in talent development. A midterm review of IBPAP’s fiveyear roadmap is set for mid-2025 to adjust strategies and push for more aggressive targets. Madrid said demand from multinational corporations, especially in healthcare and financial services, continues to drive growth, with the US remaining the largest market. US-based clients account for over 10 percent of the country’s service exports, across sectors from contact centers to creative and healthcare services. Madrid urged the industry to focus on workforce readiness, rather than worrying about global onshoring trends.

DOF denies new tax reports, cites strong fiscal position

THE Department of Finance (DOF) on Tuesday denied reports of new taxes, saying there is no need for new taxes given the government’s robust fiscal position.

Finance Secretary Ralph Recto said the government is properly managing its finances, ensuring that public needs are met without burdening the citizenry with new taxes.

Recto said that as the government’s chief steward of fiscal discipline, the DOF upholds the vital responsibility of securing ample resources to safeguard the economy, especially in times of crisis.

“Strategic measures were prepared to ensure fiscal sustainability and provide necessary buffers amid rising global economic uncertainty due to political tensions, prolonged higher interest rates, and unpredictable trade policies. But given our current strong fiscal performance, these are not needed at this time,” he said.

Recto noted the strong double-digit growth of tax collections in the first quarter of the year, which reaffirms the country’s fiscal stability.

Data show that in the first quarter of 2025, total

Recto said this was primarily due to both revenue agencies’ continued success in strengthening tax administration, digitalization, and enforcement efforts.

“At this point, current revenues are more than sufficient to support our expenditure requirements. We are meeting our obligations, funding key programs, and growing the economy without having to impose new taxes on our kababayan,” he said.

ACEN Corp., the renewable energy arm of the Ayala group, is optimistic of continued financial growth in the next two to three years a it completes more RE projects.

“We wouldn’t expect to see such a high rate of growth at the operating because we don’t have as much new capacity coming online in 2025 as we did in 2024. so that and we’re in a slightly lumpy business so there’ll be years where it’s very fast growth like last year and then there’ll be some years where it’s flatter,” ACEN chief finance officer and chief strategy officer Jonathan Back said.

ACEN posted a net income of P9.3 billion in 2024, up 27 percent as the company’s attributable renewables output went up 25 percent to 5,596 gigawatthour (GWh), buoyed by generation from plants energized throughout the year.

Back said some of the company ’s projects will only fully come online towards the end of 2025 such as the 600 megawatt Monsoon Wind project in Laos PDR.

ACEN, together with its partners is building the Monsoon Wind project, Lao PDR’s first wind project.

ACEN also expects to complete the 400 MW Stubbo Solar in New South Wales in Australia late 2025.

“So there are some timing effects. Also last year our financial results were helped by the fact that depreciation hadn’t started on some of the new projects,” he said.

He said ACEN expects to see robust growth from 2025 into 2026 and 2027 “because we have good visibility on our project pipeline and new projects coming online over the next two to three years.”

ACEN’s attributable renewables capacity is at 7 gigawatts, comprised of 3.3 GW in operation, 2.3 GW under construction, and 1.4 GW of projects that have been approved by the company’s board and expected to begin construction within the next 12 to 18 months.

ACEN’s full year financial performance was underpinned by fresh generation from new renewable energy plants operationalized in 2024, with core attributable earnings before interest, taxes, depreciation, and amortization (EBITDA) – which excludes non-recurring income from asset sales – growing 25 percent to P19.3 billion. Davao City bypass road to cut travel to 49 minutes

THE Japan International Cooperation Agency (JICA) is collaborating with the Department of Public Works and Highways (DPWH) on the construction of a significant bypass road to mitigate traffic congestion in Davao City and improve connectivity in Mindanao through the construction of a bypass road.

The JICA-supported Davao City Bypass Construction Project involves the construction of a 29.7km, 4-lane road including bridges and two 2.3km tunnels, the first long distance mountain tunnel in the Philippines.

In parallel, the Philippine government is constructing the 15.8km portion of the said bypass road. The Davao City Bypass Road total 45.5km long.

The ceremonial breakthrough of the Northbound Tunnel was held on April 28, 2025 in Barangay Waan, Davao City after the completion of the excavation from opposite ends into a single tunnel.

The New Austrian Tunneling (NATM) method was applied for the excavation and plenty of Japanese technologies, know-how, and experience were utilized. Also, technology transfer from Japanese to the local staff was carried out, contributing to the local workers’ capacity development.

“Not only does this project build roads and tunnels, but it also develops capacity on tunnel operations and maintenance using Japan experience and expertise,” JICA chief representative Baba Takashi during the ceremony said.

“The optimal combination of hard and soft support is what I proudly call JICA’s value addition contributing to comprehensive development and to achieve ‘Safe, Reliable and Comfortable Transport for a Better Tomorrow,” he said.

According to Tom Traffi c Index 2024, Davao City ranked as the most congested metropolitan area in the Philippines.

Completion of Davao City Bypass Construction Project will be the game changer of the development of future Davao and Mindanao.

The travel time from Maharlika Highway’s Davao-Digos and DavaoTagum sections take around 1 hour and 44 minutes, but after the completion of the project, travel time is expected to be reduced to just 49 minutes.

percent surge, reaching P30 million in GMV compared to P17 million the previous year.

“Our data underscores the critical role sari-sari stores play in providing immediate relief and meeting the ongoing demand for essential refreshment, especially during the hotter months.

As forecasts predict continued warm periods this year, it solidifies the sarisari stores’ role as a crucial touchpoint for consumers nationwide, especially for regions that are sweltering through warmer conditions,” said Packworks chief data officer Andoy Montiel.

Region IV-A led Sting’s sales at P7 million in GMV, followed by Region II with P6.6 million and Region III at P6.1 million.

Meanwhile, the largest year-onyear increases were recorded in Mindanao, with BARMM posting a 1,810 percent spike, Region XIII a 575 percent increase, and Region X a 554 percent jump.

The spike coincided with unprecedented temperature records, particularly in Butuan City and Malaybalay City, Bukidnon, Packworks noted. Powdered iced tea brand Nestea’s growth followed a similar regional pattern, with top-performing regions in terms of GMV being CALABARZON with P5.5 million, Central Visayas with P3.1 million, and Ilocos Region with P3 million.

Both brands saw sales peak in March 2024, coinciding with the Philippine Atmospheric, Geophysical, and Astronomical Services Administration’s (PAGASA) declaration of the official start of the dry season.

Globe, DPWH vow to prevent fiber cuts linked to roadworks

GLOBE Telecom Inc. strengthened its partnership with the National Telecommunications Commission (NTC), the Department of Public Works and Highways, and the Cagayan de Oro City government to prevent disruptive fiber cuts linked to roadworks.

Through an inter-agency task-force headed by Cagayan de Oro City Mayor Rolando Uy, Globe has been working with officials from the city government, the NTC and the DPWH to ensure that fiber cables are not damaged in diggings and other road repairs.

The collaboration was prompted by a spate of inadvertent fiber cuts due to diggings and other roadworks, with a total of 54 cases recorded in Cagayan de Oro City from January to end December 2024, mostly in all of Northern Mindanao.

“We commend Globe for being the first telco to collaborate with us for an inter-agency effort to prevent fiber cuts due to roadworks These incidents cause disruptions that affect households and businesses,” Uy said.

“And with many government and commercial transactionsand processes now online, fiber cuts also impact the delivery of public services and take a toll on the local economy,” he said.

Teodoro Buenavista Jr., regional director at NTC Region 10, shared how the task force has led to faster coordination among its members, making sure that roadwork plans consider existing underground and aerial cables to prevent unintentional fiber cuts. Darwin G. Amojelar

Digital economy contributed 8.5% to PH economy in 2024

THE Philippine digital economy reached P2.25 trillion at current prices in 2024, accounting for 8.5 percent to the gross domestic product.

This represents a 7.6-percent increase from P2.09 trillion in gross value added recorded in 2023, the Philippine Statistics Authority said.

The digital economy encompasses digital transactions under four key components: digital-enabling infrastructure, digital content and media, e-commerce and government digital services.

Digital-enabling infrastructure contributed the largest share at P1.88 trillion. The top three industries under this component were professional and business support services (32.7 percent), telecommunication services (24.0 percent) and ICT manufacturing

industries (16.3 percent).

The other components contributed as follows: e-commerce (13.5 percent), digital content and media (2.4 percent) and government digital services (0.3 percent).

Data showed that in terms of employment, the digital economy engaged 11.30 million workers in 2024, up by 4.8 percent from 10.78 million in 2023. The sector’s share to the total national employment stood at 23.1 percent.

Within the digital economy, E-commerce accounted for the highest share of employment at 77.9 percent, followed by digital-enabling infrastructure (21.4 percent), digital content and media (0.7 percent) and government digital services (0.1 percent).

Robinsons Retail saw 85% drop in rst-quarter profit

ROBINSONS Retail Holdings Inc.

(RRHI), the retail holding company of the Gokongwei Group, said Tuesday its net income attributable to equity holders of the parent company dropped 85 percent to P760 million, primarily due to a one-time gain recorded in early 2024 from the merger of Bank of the Philippine Islands (BPI) and Robinsons Bank.

Core earnings, which exclude onetime gain, rose 4.9 percent to P1.2 billion in the first quarter of 2025, driven by stronger operating income and reduced interest expenses, RRHI said Tuesday disclosure to the stock exchange.

Consolidated net sales rose 4.2 percent to P47.8 billion, supported by robust performances from the food, drugstore, and department store segments.

“This year is off to a strong start, with the ongoing recovery in basket sizes continuing to drive revenue growth. To sustain this momentum, we will further optimize our assortment, accelerate store expansion, and unlock greater operational efficiencies. As we navigate the dynamic retail environment, we remain focused on creating long-term value for our stakeholders by strengthening our fundamentals and advancing our sustainability agendas,” said RRHI president and chief executive Stanley Co. head, despite an upward trend. Governance standards are weaker than those of ‘BBB’ peers, though Fitch believes World Bank Governance Indicator (WBGI) scores somewhat overstate this, Fitch said.

“We expect the Philippines’ economy to expand by 5.6 percent in 2025, broadly in line with 2023-2024, fueled by the traditional growth drivers of large public investments in infrastructure, services exports and remittance-funded private consumption,” it said.

Private demand should be supported by easing inflation and interest rates. However, domestic political uncertainty could affect investment, while global trade tensions will likely drag on

growth, in particular indirectly through weaker global demand, Fitch said.

It said the Philippines is a relatively closed economy, with goods exports of only about 12 percent of GDP in 2024, mostly electronics and machinery, based on balance of payments statistics.

More than 16 percent of goods exports were to the US. “If the reciprocal tariffs announced by the US in April come into effect, the relatively low tariff rate of 17 percent applicable to the Philippines could be an advantage compared with regional peers. The Philippines’ terms of trade could benefit from lower commodity prices or diversion of Chinese exports,” it said.

PH recorded second-highest digital fraud rate globally in 2024—study

THE Philippines recorded a suspected digital fraud rate of 13.4 percent for digital transactions involving its consumers in 2024, placing the country as having the secondhighest rate globally.

This positions the Philippines as the second-highest among the markets analyzed, surpassed only by India (19 percent) and followed by the Dominican Republic (10.9 percent). Additional data from TransUnion’s first-half 2025 update to the Star of Omnichannel Fraud Report showed that the suspected digital fraud rate in the Philippines was higher than the global level of 5.4 percent in 2024 – consistently exceeding the global rate for the fifth consecutive year going back to 2020, when TransUnion’s analysis began.

Over a third (34 percent) of Filipinos reported losing money due to any of the above mentioned tactics from November 2023 to December 2024, surpassing the global rate of 29 percent. These trends showed that Filipinos are facing greater risks from fraud, highlighting the need for stronger safeguards to prevent financial losses.

Under Singapore’s Administration of Muslim Law Act (AMLA), MUIS’s principal functions include building, developing, administering, and managing mosques in Singapore. Currently, there are 71 mosques in the small island state.

Secretary Abdurahim said that the NCMF, through the Department of Social Welfare and Development (DSWD), specifically the Office of Undersecretary for Legislative Affairs Fatima Aliah Q. Dimaporo, will engage with MUIS for the mosque management training program.

“The trainees will be chosen by NCMF, but it will be DSWD that will nominate them to MUIS because the MUIS’s project on community development with the Philippines is

UP Biologists investigate multidrug-resistant Salmonella in chicken

BIOLOGISTS from the University of the Philippines Diliman – College of Science, Institute of Biology (UPD-CS IB) call for further and more in-depth surveillance of foodborne pathogens like the bacterium Salmonella in poultry products. Infections caused by Salmonella typically result in symptoms such as fever, abdominal pain, diarrhea, nausea, and sometimes vomiting, which usually appear 6 to 72 hours after ingestion of Salmonella, and can last 2-7 days. The rapid rise of multidrug-resistant (MDR) bacteria makes treating bacterial infections increasingly difficult, and the widespread use of antibiotics

in agricultural, clinical, and residential environments leave few immediate solutions. MDR Salmonella is widely acknowledged as a major global public health issue, with scientists reporting the bacteria as one of the leading causes of diarrhea and outbreaks worldwide annually, including in the Philippines. As a large producer and consumer of meat, the Philippines faces a pressing need to monitor these potential threats, and explore the genome of MDR Salmonella to identify the most common types of Salmonella, assess their disease-causing abilities, and uncover circulating antimicrobial resistance genes (ARGs) that pose risks to food safety and public health.

Using whole genome sequencing (WGS) and phenotypic antimicrobial resistance (AMR) testing, Michael Joseph Nagpala, Jonah Feliza Mora, Rance Derrick Pavon, and Dr. Windell Rivera from the Pathogen-Host-Environment Interactions Research Laboratory (PHEIRL) of the UPD-CS IB examined the genetic makeup and AMR of Salmonella collected from chicken meat, the second most consumed meat in the country, sold in retail wet markets across Metro Manila. The most predominant type of Salmonella was Infantis, followed by Brancaster, Anatum, London, Uganda, and Derby, all of which possessed diverse virulence and resistance genes. High

levels (>45%) of multidrug resistance were observed when tested against antimicrobial panels, with a total of 50 ARGs detected, conferring resistance to 12 different drug classes. Numerous plasmids — small, circular DNA pieces that play a vital role in spreading resistance — were also identified in some types of Salmonella.

“Our study suggests a need for proper surveillance of contaminating bacteria as well as regulations on antimicrobial use at the farm level, as infections from MDR Salmonella, especially among vulnerable populations and from highly virulent serovars (types of Salmonella), can lead to life-threatening, systemic, and untreatable manifestations,” the team said.

Guerrero Brotherhood expands to Visayas, welcomes new leaders

IN A bold and unforgettable celebration, the Guerrero Brotherhood officially established its newest regional stronghold―Guerrero Brotherhood One Visayas―and inducted 17 new warriors into the Order of Lapu-Lapu –Bantayan Batch. Held at the breathtaking shores of Bantayan Island, the event gathered over 150 brothers from across the country―Bulls, Blue, Viena 82, Scorpio, Alpha Batch, BGC F1, Archers, Bulacan Order, and Para 70―uniting to witness this historic expansion in true Guerrero fashion.

A CELEBRATION OF CULTURE AND BROTHERHOOD

In a vibrant gathering infused with local charm and island warmth, the Brotherhood celebrated its growing presence in the Visayas. The event was led by Chairman and Organizer

Bro. Miko Abella, proudly hosted by the Blue Batch and Bulls, with steadfast support from brothers Anthony Jay Abella, lawyer Doords Diaz, Carry Laurente, PCol. Enrico Figueroa, and Ed Necessario. As part of Guerrero’s unwavering mission to serve, the celebration also included a meaningful Community Outreach Program, reinforcing the Brotherhood’s role as protectors, helpers, and nation-builders.

The delegation explored two of Masjid Hasanah’s flagship initiatives: the community pantry, providing grocery support to those in need, regardless of race, religion, or nationality; and the elderly common space, a warm, inclusive, and safe space for seniors to relax, bond, and attend enriching classes.

Water droplets maintain their spherical shape and optical properties when placed on a hydrophobic surface made by coating a glass slide with electrospun PVC fibers. The optical properties can be changed by simply adjusting the volume of water in the droplet. (Source: Budlayan et al., 2025)

Filipino scientists develop low-cost liquid lenses

search labs to cameras and even wearable gadgets.

By coating an ordinary glass slide with specially-prepared polyvinyl chloride (PVC) plastic, the researchers were able to create a hydrophobic surface that could hold a water droplet in a dome shape similar to a magnifying glass. And by adding or removing water from the droplet, they were able to change and control the magnifying power of this liquid lens with minimal loss or distortion.

In a process called “electrospinning,” the researchers melted the PVC in an electric field, which stretches out and deposits the plastic onto the glass slide as very fine microfibers. This makes the surface of the slide more water repellent, and the result is that water droplets stay in a spherical dome shape instead of flattening out. By placing droplets of different sizes on this surface and shining a laser through them, the researchers observed that the light beam widened or narrowed depending on the droplet’s size. Larger droplets acted like lenses with longer focal lengths, while smaller droplets behaved like closeup lenses, with the laser maintaining a clean and undistorted beam. Because it is low-cost, simple to make, and easy to use, this discovery has multiple potential practical applications: it could be used in science classrooms to teach optics, particularly in schools with limited lab equipment; in remote or low-resource areas, it could help build basic optical tools for experiments or diagnostics; and even in research labs, it offers a quick way to adjust laser beams. It also lays the groundwork for more advanced liquid lenses for possible use in cameras, microscopes, and even wearable tech. With further development, it might also be used in portable diagnostic devices or small projection and lighting systems.

SB19’s ‘Simula at Wakas’ echoes Filipino pride

Very Wang Nickie Wang

we did it differently, but there’s a pool of artists that made a big impact on introducing Filipino music across the globe,” Justin humbly added.

SB19’s success creates opportunities for OPM artists, contributing to a larger movement promoting Filipino music

THERE’S something different about following SB19

Since its debut in 2019, the group has made it clear they’re not only here to deliver catchy tracks or stylish visuals—they’re here to represent Filipino identity on the global stage.

With the release of “Dungka!” and “Time” and the extended play (EP) Simula at Wakas, that mission feels more personal than ever, especially for those who have been there from the start.

When Pablo spoke to Manila Standard Entertainment ahead of the release of the new music videos and EP, he talked about what lies ahead for the group and how their collective goal remains intact.

“We have achieved a lot, and we still have many things we want to do, especially now that there are more groups emerging,” the group’s main rapper said. “We hope that there will be more programs to support our local music, and one day, we could export our music and content. So yes, our goal remains the same.”

For SB19, success means creating opportunities for themselves and for the many Filipino artists working toward the same dream. Justin emphasized this too, pointing out that while their approach may have been unique, they are part of a larger movement bringing Filipino music forward.

“In reality, there are so many artists who showcase Filipino talents. It just so happens that

That sense of shared purpose is clear in “Dungka!,” a surprise release that arrived without teasers or countdowns. Directed by Kerbs Balagtas, the video is a burst of life—fast, colorful, and packed with familiar faces like Mimiyuuuh, Maymay Entrata, and Vice Ganda. It captures the energy of a Manila street party while spotlighting themes of individuality and community.

And just as “Dungka!” invites celebration, “Time” encourages reflection. Its video, directed by 1032 Lab, lingers on quiet scenes—shared meals, warm embraces, stillness among friends.

“One day we’ll run out of time,” the lyrics warn, gently reminding fans to hold on to the moments they have now. For those who’ve followed SB19 through their early struggles, it feels

Kim Kardashian’s next star turn is in a Paris courtroom

Kim Kardashian is due to testify in the Paris trial that begins Monday of the “grandpa robbers” accused of stealing $10 million worth of jewelry from the billionaire high priestess of social media.

The aging French underworld figures accused of tying her up and threatening her with a gun in the heist during Paris Fashion Week in 2016 reportedly did not know who she really was.

It is thought Kardashian’s frequent posts about her wealth, personal life, and whereabouts may have helped put the robbers on her trail.

When they burst into her exclusive Paris suite, they shouted that they wanted the $4 million (3.5 million euro) diamond engagement ring her now ex-husband, US rapper Kanye West , gave her and that

like a letter of thanks—soft, sincere, and deeply felt.

Both songs are part of Simula at Wakas, a seven-track EP that traces growth, closure, and new beginnings. SB19 had a hand in every part of its creation, from writing and production to visual direction. Collaborating with international producers like Xerxes Bakker, Alawn, and August Rigo, they still kept creative control close. And with that control, they stayed true to their connection with A’Tin. That connection now extends to the Simula at Wakas World Tour, starting with two shows at the Philippine Arena—one already sold out. But this isn’t just about scale or spectacle.

Each performance includes new arrangements and emotional layers shaped for the fans. Every show is a tribute, a parting gift, and an invitation to keep going. What sets SB19 apart is their steadiness, humility, and constant acknowledgment of the people who have supported them. Their new songs serve as reminders that this journey has always included the fans—that SB19’s rise was built on something shared and rooted in Filipino pride.

than 20 years after his success with Asterix & Obelix: Mission Cleopatra, French Alain Chabat has again teamed up with the plucky Gauls for a 3D animated series that was presented Sunday at a festival in Lille before

The series is based on the 1961 comic book Asterix and the Big Fight, the seventh in the Albert Uderzo and written about the pugnacious warrior Asterix and his menhir deliveryman sidekick

There are five episodes of about 20 minutes each, with three being shown to an appreciative audience at the festival before they go live on the streaming site April 30 (May 1 in Manila).

After a flashback to the heroes’ childhood where viewers discover how Obelix fell into the magic potion, the action returns to 50 BC, where the last independent village in Romanoccupied Gaul finds itself under siege.

The village druid Getafix has lost his mind, and the recipe for the potion, after Obelix accidentally crushes him with a menhir.

The Romans stir up trouble between rival Gaulish tribes, and Chief Vitalstatistix

must defeat his counterpart from a Gallo-Roman village, Ceramix, or risk falling under Caesar’s yoke.

“I always liked ‘The Big Fight’ for the dynamic with the Gallo-Romans. Here, there are truly invaders, resistance fighters, and collaborators,” said Chabat, who used his own voice to dub Asterix. Actor Gilles Lellouche is the voice of Obelix, whom he played in the live action movie Asterix & Obelix: The Middle Kingdom, which sold 4.6 million tickets in 2023.

But Chabat’s 2002 Cleopatra movie remains by far the most successful adaptation of the Asterix comic books, with close to 15 million entries in France, making it the eighth most successful film in France, and the fourth for a French production.

Chabot’s initial plan was to make a full-length animated movie, but as production started, he decided to turn it into a series, which gave him greater leeway to introduce new characters. Some 400 million copies of Asterix books have been sold in 130 languages and dialects, with Ukrainian being added to the list earlier this year, and a 41st album is due in October. AFP

PPO to showcase Filipino talent in UK tour

AS THE Philippine Philharmonic Orchestra (PPO) prepares for its highly anticipated United Kingdom tour, Cultural Center of the Philippines (CCP) president Kaye Tinga expressed confidence that the group would not only showcase Filipino talent but also reinforce the country’s reputation for discipline, artistry, and excellence on the global stage.

In an interview with Manila Standard Life during the PPO’s sendoff concert on April 24 at the Metropolitan Theater in Manila, Tinga emphasized the importance of representing Filipino culture with pride and sophistication.

“It was really important for us to highlight the very best of Filipinos— not just the musicians but also our original compositions,” Tinga said.

“We want to show the world that we can go toe-to-toe with the best, and that even our original works can resonate with a mature, sophisticated audience like in the UK,” she continued.

PPO’s send-off concert featured an exquisitely curated repertoire that included works by Beethoven, Mendelssohn, Elgar, Delius, and renowned Filipino composer Jeffrey Ching Tinga noted that Ching was commissioned to create a new work specifically for the UK tour.

The evening also showcased celebrated British pianist Mark Bebbington, who joined the orchestra to perform Delius’ “Piano Concerto in C Minor.” Bebbington, recognized as one of the UK’s most strikingly individual pianists, is slated to join the PPO in select performances during their UK tour.

At the heart of the PPO’s upcoming performances abroad is Ching’s “Il Maestro di Cappella,” a piece written specifically to open each concert of the tour. Ching, a distinguished graduate of Harvard, Cambridge, and the University of London, was appointed the PPO’s first composer-inresidence upon the invitation of Music Director and Principal Conductor Maestro Grzegorz Nowak. Known for blending historical Philippine musical elements with contemporary forms, Ching’s works have earned international acclaim in countries such as Germany, Spain, Romania, and Russia.

Tinga also shared that preparations for the tour officially

began in late 2024, with intensified rehearsals from November to December. She then described the training as intense but fruitful, crediting the orchestra members’ shared ambition of performing for one of the world’s most discerning audiences for uniting the orchestra.

“They really put in double time for practices. You could feel them gel, working toward a common goal. The UK audience is very sophisticated, and we wanted to ensure we lived up to that standard,” added Tinga.

She noted that the tour’s logistics were complex, with the group navigating visa processes and high travel costs. The endeavor was made possible through the support of partners.

“Flying the orchestra there was not easy. It’s very expensive, but the experience and the exposure they will gain are priceless,” she stated.

Being selected by IMG Artists, one of the world’s leading agencies for classical musicians, is a milestone that Tinga believes signals the Philippines’ rising stature in global music.

“Usually, preparation for tours like this takes two years. The fact that the PPO was chosen speaks volumes about the level of talent and discipline we have,” Tinga explained.

More than just a performance series, she also sees the PPO’s UK tour as a critical opportunity to reshape perceptions about Filipino artists.

“We have many world-class singers, but an orchestra demands not just talent, it demands discipline, rigorous training, and years of hard work. We want the world to see that we are not just talented, but also disciplined, capable, and able to compete at the highest level,” she added.

RYAN Coogler’s Sinners (2025) will be a future classic. Sinners will have traction in many film and postcolonial theory classes. It delves into the racial divide in American history and blends that with musical ethnology and cultural studies. But Sinners is not just catnip for academics; it is a thrill of a ride for casual moviegoers. You have to have the patience for it. The movie starts quite slowly to establish the characters, their relations to each other, and their relations with the land. Michael B. Jordan portrays twins named Smoke and Stack. They are World War I veterans and were henchmen for Al Capone in Chicago. They decided to go home to their county in Mississippi, which was under the notorious racist and segregationist Jim Crow South. This is the time and place when lynching Black people is as ordinary as it is frequent. Nonetheless, the cousins decided to go back to establish a juke joint. They hire their cousin (portrayed by first-time actor Miles Caton with such an eerie effect), who is an exemplary musician.

Special mention goes to Filipino-American Hailee Steinfeld, whose racial ambiguity is a fascinating touchpoint amidst the drawn color lines at that time.

Looking ahead, Tinga hinted at more international engagements for the PPO, emphasizing that this tour is only the beginning of broader plans to elevate Philippine classical music on the world stage.

“This is not just about the PPO, it’s also about the image of the Philippines. That we are trained, we are disciplined, and we are worldclass,” said Tinga.

Asked about her message to the orchestra, Tinga didn’t hesitate to express her pride and confidence in the orchestra.

“We are very proud of the Philippine Philharmonic Orchestra. I know with this UK tour, they will make the country proud and show the world what the Filipino musician is really all about,” she stated.

and dance with themes of racial inequality and cultural identity

The establishment already targets Black men. Vampires now target them. It is a vampire film, but it is decidedly entrenched in American blues, American vernacular music, and dance. This one scene (no spoilers) exemplified burning down the house when American music becomes weblike when they are enmeshed with each other, rather than a bland linear historical progression. This means that the influences and inspirations are on one dance floor. It is the type of film that gets my critical thinking going. I thought it was an extraordinary point of view to blend “music from below” with monsters from outside. I recall circular folk dances that are present in Western Africa as well as the Irish Isles. You have to remember that these cultures are diasporic, brought to the U.S. by force: the Africans through chattel slavery, and from Ireland, from the potato famine, and through exploitative labor as well. One scene I found so hypnotic was when one character was singing and dancing an Irish jig as they were swirled by monstrous bodies fixed in a trance. The basic premise is that of the hypnotic attraction of music, like a la Pied Piper, but there is an attendant and adjacent monstrosity to such musical talents. Even though the movie is set after WWI in the deep South of Alabama, the thematic approaches are very much present in today’s America, when Diversity-Equity-Inclusion (DEI) has been demonized. What is an aberrant body? What does it sound like? The music sequences in the movie alone are worth the ticket price. This is so worth watching on the big screen. Also, stick around for the mid-credits and even the after-credits. Glazing Life

WHENEVER I hear the words gongs, smoke, blood, and earth, they conjure up an image of a ritual in the Mountain Province.

As the men beat the gongs, with their sounds reverberating throughout the community, the women dance to the harmonies.

With smoke billowing from the hearth in a dap-ayan, the ritual commences with the elder sacrificing the pig or chicken, with its blood hitting the earth as an offering to the guardian spirits.

Stories of Baguio come alive in ‘Gongs. Smoke. Blood. Earth.’ exhibit

I lived in Baguio City during my college days, and even years after graduating, I still consider the City of Pines my second home. People often keep coming back to Baguio for a mix of reasons—its cool climate, scenic mountain views, rich cultural heritage, vibrant local food scene, and nostalgic atmosphere that blends tradition and modernity. For many, it offers a peaceful escape from the heat and pace of city life.

‘Gongs. Smoke. Blood. Earth’ explores the relationship between indigenous communities and the artist, whether educated or otherwise

It’s not just a place—it is a cultural harmony, and returning to it feels like stepping back into a familiar, soulful tempo.

Through the years, Baguio has changed a lot. But its charm remains the same for me. I can still feel the communal spirit that prevails among its people.

This is what Gongs. Smoke. Blood. Earth exhibit at the Ateneo Art Gallery feels like to me.

The exhibition explores the history and cultural contexts of Baguio art dating back to the founding of the Baguio Arts Guild in 1986, up to the current zeitgeist with artists who have emerged or have been influenced by the guild.

It will feature new and existing works that underscore the concept of “indio-genius,” highlighting the resilience of Filipino people, particularly its indigenous communities.

The idea for this exhibit started two years ago after the launch of the book Tiw-tiwong: an Uncyclopedia to Life, Living, and Art, in Baguio, the Cordilleras and Beyond, which was published by Baguio Kunst Publishing.

Gongs. Smoke. Blood. Earth. serves as an extension of the book, exploring the relationship between indigenous communities and the artist — whether schooled or unschooled.

installation, Earth Song

The show features works of other founding members of the guild, such as National Artist Benedicto “BenCab” Cabrera, National Artist Kidlat Tahimik, Tommy Hafalla, Rene Aquitania, Willy Magtibay, and Perry Mamaril, alongside Katrin de Guia, Carlo Villafuerte, John Frank Sabado, Rocky Cajigan, Nona Garcia, Leonard Aguinaldo, Dehon Taguyungon, Gail Vicente, Randy Gawwi, Kawayan de Guia, Abbie SJ Lara, Bong Sanchez, Irene Bawer Bimuyag, and Rogelio Guinannoy

The Ateneo Art Gallery (AAG) will also organize public programs in line with Gongs. Smoke. Blood. Earth. Future events include a lineup of an ArtSpeak round table discussion with artists; film screenings by Kidlat Tahimik, Egay Navarro and Rica Concepcion, Kidlat de Guia, Abbie SJ Lara, Mervine Aquino, Ruben Domingo, and Angel Velasco Shaw; and a mosaic workshop by Kabunyan de Guia, Olie Olivete, and Guiler Lagac of The Mighty Bhutens.

From a personal perspective, I keep coming back to Baguio because of its strong sense of communal spirit and its quietly pulsing creative energy. There is something grounding about the way the people connect—with each other, with the land, and with the traditions that shape their everyday life.

OVER 10 hours on Saturday, April 26, close to 1,000 artists from across the country submitted their obra maestra to the 20th GSIS National Art Competition — marking the biggest turnout in the event’s history.

What a sight to behold! Masterpieces were on the move across the islands, ferried by tricycles, private cars, taxis, and delivery services like LBC and Lalamove. For a shot at glory, artists journeyed from as far as South Cotabato, Iligan, Cagayan de Oro, Bohol, and Palawan. Many had shipped their precious cargo to arrive in time for submission day, each one hoping their obra would capture the judges’ eyes. Held in partnership with the Art Association of the Philippines (AAP), the competition “has been increasing not only in quantity but also in quality,” said Fidel Sarmiento, AAP president. “This is the first time the number of entries has reached 1,000 — and the competition has only two categories: representational and nonrepresentational.” Artists of all ages and backgrounds began lining up as early as 7:00 a.m., said Raymundo Palad, GSIS Museum Director. The submission line snaked around the GSIS complex, leading to a narrow side door of the gymnasium, where tight security awaited. Along the sidewalks, discarded bubble wrap and paper covers told their own story of anticipation — cleaned up by GSIS janitors.

“The national arts competition is part of our CSR (corporate social responsibility) program,” said Palad, who oversaw the day’s wellorganized proceedings. “Finalists will be announced by mid-May, and winners will be awarded in June as part of the GSIS founding anniversary celebrations.”

The record P2.555 million prize pool will be distributed as follows: top prize winner, P600,000 — the biggest cash award ever given in the competition; second prize, P500,000; third prize, P400,000. Five honorable mentions will each receive P100,000, while 17 finalists will receive P15,000 each.

“The judges will certainly have a tough time,” Sarmiento said with a

Whether it is the warmth of a local coffee shop conversation, the art tucked into alleyways, or the quiet resilience of the weavers and woodcarvers, Baguio feels like a city that lives through shared stories and acts of creation.

Kawayan de Guia, who serves as the curator of the exhibit, hopes that the audience will essentially understand what Baguio art is, its history, and where it is heading.

“There have been a lot of exhibits in galleries and museums featuring Baguio artists, but as individuals. There has not been something of this sort that encapsulates a holistic view of Baguio art,” shared de Guia.

A highlight in this exhibition of Baguio art is a recreation of Santiago Bose’s Bamboo Radar and a reenactment of Roberto Villanueva’s last

Further details on the public programs will be announced through AAG’s platforms. Gongs. Smoke. Blood. Earth. is presented in collaboration with the Victor Oteyza Community Art Space (VOCAS) Foundation and Baguio Kunst Book Publishing.

The exhibit runs until 20 July 2025, at the third floor (3F) galleries of the Ateneo Art Gallery. Guests who will be visiting the show throughout its run are highly encouraged to contribute handkerchiefs for Robert Villanueva’s piece, which will be recreated by Gail Vicente for this exhibition.

smile. “I already see so many admirable works.”

Monette Alvarez, AAP treasurer, pointed out a meticulously detailed representational canvas. “Look at those faces — faces within faces,” she said.

“Such imagination!” Every participant carries a chance to win, noted AAP secretary Margarita Lim. “You never really know what will appeal to the

judges. They are rotated every two years to keep the competition fresh and fair,” she explained. Artworks flooded the gymnasium as Filipino creativity took center stage. All three sides of the bleachers were lined with canvases, each measuring 36 x 48 inches. Even the floor had neat rows of paintings — and just before the 5:00 p.m. deadline, more submissions were

still coming in. In one lively corner of the gym, artists led by visual virtuoso Fidel Sarmiento drew and donated on-the-spot pastel pieces for another GSIS art initiative called Paint It Forward. “The chosen artworks will be framed and gifted to teachers nationwide during National Teachers’ Month in May,” said Palad. Among today’s leading artists who

once found their breakthrough at the GSIS Art Competition are Toti Cerda, Randall Dilla, Max Balatbat, Noli Manalang, Edu Perreras, Samuel Penaso, and Eman Santos Visual artist Penaso, who has won the GSIS competition a few times, also submitted new works this year — alongside entries from fellow artists from his home province of Bohol. Several artists from Sunshine Place, a senior wellness center along Jupiter Street, Makati, likewise submitted their obras — ever hopeful they will break into the top 25, as members like Vicky Pollisco, Joyce Ashworth, and Irene Ibanez have done before.

Attorney Pollisco said joining the GSIS national art contest is an “experience of enhanced creativity and competitiveness. I also get a chance to see the artistic expressions of others.”

“This is one major art competition the AAP is totally engaged with. The country is just full of artists who need to be known nationally and internationally,” said Sarmiento, who leads the AAP officers in “bringing art to the people, for the people, and by the people.”

The other officers are Roger Santos vice president; Danilo Santiago, PRO; Angelito Florendo, auditor; and board directors Rica Rosario Ong, Lulu Olan, and Ral Arrogante

For a day, the GSIS gymnasium was transformed into a vibrant gallery — filled with dreams, artistic energy, and the hopes of a thousand creative minds.
