THE silver Gulfstream jet with tail number RP-C5219 that brought former President Rodrigo Duterte to the International Criminal Court at The Hague was chartered by the Office of the President, Interior Secretary Jonvic Remulla on Thursday said.

POLICE have recovered the body of a missing Slovak national at an abandoned chapel on Boracay Island in Malay, Aklan.

Las Piñas City opens new high school building

THE Las Piñas City government has announced the opening of a newly constructed CAA National High School building in Barangay BF International, marking another milestone in the city’s efforts to expand educational facilities and enhance learning conditions for students.

Iloilo gov’t sets up heat evac centers

TO protect residents from the dangers of extreme heat, Iloilo Gov. Arthur Defensor Jr. has issued a directive implementing minimum public health standards for hazardous heat index conditions in the province.

The order mandates all city, municipal, and barangay governments to establish Hazardous Heat Index (HHI) Evacuation Centers to tentatively house vulnerable residents, including the elderly, pregnant women, and children, as well as individuals with health conditions that could worsen due to extreme heat.

Local governments were required to identify existing buildings or facilities, such as barangay halls, health stations, or evacuation centers, that can be used as temperature-regulated safe zones. These facilities must either be air-conditioned or prepared for air-conditioning installation to provide proper heat protection. Bureau of Immigration (BI) intelligence officers thus arrested the Chinese, identified as Jiang Shan, who went viral after kicking a cat to death at the Ayala Triangle Gardens in Makati City. The incident was posted on the social media and prompted the Immigration to look into the background of Jiang.

Jiang was subsequently nabbed by the Immigration agents in front of his residence in Brgy. Palanan, Makati after he was found to be an overstaying alien.

BI records showed that Jiang arrived as a tourist in the country on May 2023, but has not extended his visa which expired in September 2023.

Jiang was unable to present any document validating his extended stay in the Philippines. He was taken into custody, booked, and transferred to the BI’s holding facility in Bicutan, Taguig City while deportation proceedings were being prepared against him.

BI Commissioner Joel Anthony Viado warned foreign nationals to respect Philippine laws while in the country. “Filipinos are known to be very hospitable to our guests (but there are limits),” Viado said..

“Guests should not come to our houses kicking our pets. His cruel action led to the BI conducting checks on his records, and now he is detained to be deported,” he added.

Digital vote-buying scheme in Las Piñas

THIS coming May midterm elections, we may yet witness more underhanded forms of cheating in the political exercise that the Commission on Elections should really ensure would be free, fair and credible.

Take the case of the reported digital vote-buying and vote-selling schemes that’s expected to be used even more openly during the campaign period in Las Piñas City.

According to the Las Piñeros Movement for Change (LPMFC), they established the non-government poll watchdog “to ensure secure, accurate, free, and fair elections by promoting peace and order, and upholding the rule of law in the city.”

Leonilo Mende, chairman of LPMFC, has sounded the alarm over recent moves by a group of women conducting a doorto-door campaign in several of the city’s barangays to gather personal information of registered voters purportedly for ‘ayuda’ and cash assistance purposes.

However, Mende said, they were dismayed to learn from residents that the women are actually supporters of a local candidate compiling a list of voters’ cellphone numbers from a database of an influential barangay official.

“The so-called database is reportedly used by the group to make it easier for them to contact voters in a specific barangay days before or during May midterm elections,” according to Mende. Mende said voters could suddenly receive money in their e-wallets hours before election day. Then the candidate’s group may also ask for a photo of the election ballot to make sure that the residents voted for their candidate.

A concerned city resident also informed the LPMFC that the group of women promised to send P5,000 per single voter plus ayuda to be delivered to the barangay official and P20,000 for a family of voters if their name is listed in the database.

Last month, the local poll watchdog expressed support for the Comelec proposal to enforce ‘warrantless arrests’ on individuals involved in vote-buying and vote-selling during the election period.

The main target of the unidentified members of the group are mostly families in the depressed areas in the city’s District 1 and 2 who were promised a supply to five kilos of rice and groceries per week until the May elections, according to Las Piñas Councilor Mark Anthony Santos. TAIPEI – Taiwan plans to reinstate military judges to hear Chinese espionage cases involving Taiwanese service members, President Lai Ching-te said Thursday.

The number of people prosecuted for spying for Beijing has soared, with retired and serving members of Taiwan’s military the main targets of Chinese infiltration efforts, official figures show.

GENEVA – A United Nations investigation concluded Thursday that Israel carried out “genocidal” acts in Gaza through the systematic destruction of sexual and reproductive healthcare facilities.

The UN Commission of Inquiry said Israel had “intentionally attacked and destroyed” the Palestinian territory’s main fertility centre, and had simultaneously imposed a siege and blocked aid including medication for ensuring safe pregnancies, deliveries and neonatal care.

DOE: Violators of law against fake LPGs face sti penalties

THE Department of Energy (DOE) warned those selling substandard and generic liquefi ed petroleum gas (LPG) and violating Republic Act No. 11592, or the LPG Industry Regulation Act or LIRA could face stiffer penalties of up to P100,000 and imprisonment.

DOE Director Rino Abad outlined the specific penalties: a P25,000 fine for a first offense, such as selling cylinders lacking LPG seals or containing substandard or generic LPG; a P50,000 fine and a recommendation for filing charges for a second offense; and a P100,000 fine with the filing of criminal charges for a third offense.

Abad emphasized that the DOE has discovered numerous sellers and man-

ufacturers violating LPG regulations, which can lead to adverse consequences for public health, safety, security, and the environment. The DOE reiterated that the LIRA establishes significant administrative and criminal penalties, including fines of up to P100,000 for each non-compliant item, material, or piece of equipment, such as an LPG seal or pressure vessel. Penalties also

include business closure, permanent disqualification from engaging in LPG activities, and imprisonment of up to 12 years. The LIRA was enacted to protect end-consumers and establish clear standards of conduct for the LPG industry. The law has implemented reforms within the LPG industry to ensure strict compliance with health, safety, security, environmental, and quality standards. These standards encompass all aspects of the LPG supply chain, including importation, refining, storage, export, refilling, transportation, distribution, and marketing, as well as the importation, manufacture, requalification, repair, exchange, improvement, and scrapping of LPG

pressure vessels, LPG seals, and other ancillary equipment. The DOE has directed all establishments involved in the LPG industry to comply fully with the LIRA and all applicable rules and regulations issued by the DOE and the Department of Trade and Industry (DTI).

“These penalties are designed to protect consumers, prevent hazardous incidents, and maintain the integrity of the LPG industry sector,” stated DOE Undersecretary Alessandro Sales. “By enforcing strict safety measures, we ensure that only legally sourced and properly handled LPG products reach the market, underscoring the government’s unwavering commitment to public safety and product quality.”

THE Commission on Elections (Comelec) has dismissed Vice President Sara Duterte’s allegations of potential widespread cheating in the upcoming election, stating that such occurrences are impossible due to the use of modern election technology.

“We assure everyone that there will be no cheating, contrary to what some may think, especially if they are not fortunate in the upcoming election,” Comelec chairman George Garcia said in response to Duterte’s allegations. In an interview, the poll chief said that with the implementation of modern technology and Automated Counting Machines (ACMs), the commission can ensure that there will be no cheating during this election.

DOH: Rise in dengue cases in second half 2025

THE Department of Health (DOH) said it expects dengue infections to further rise by the second half of 2025.

In a press conference at the Rizal Medical Center, DOH Secretary Ted Herbosa said the cycle of an increase in dengue cases occurs every three to five years primarily because of the different serotypes of the virus that circulate.

“The last outbreak we experienced was in 2019. Then COVID came and since that time we haven’t logged an outbreak yet. It’s 2025 so we are actually due for an increase in dengue cases this year, “ Herbosa said. Herbosa said the spread of

the virus is exacerbated by climate change.

With the country entering the warm and dry season, he said that a decrease in infections could be expected.

“It will decrease a bit. But when the rainy season arrives, we expect infections to increase. One mosquito can lay up to 100 hundred eggs and after seven days they turn into adult mosquitoes,” he said.

From January 1 to March 1, the country recorded approximately 62,000 dengue cases, a 73% increase compared to the same period in 2023 (assuming 2025 was a typo).

THE Department of Justice (DOJ) on Thursday vowed to continue working on cases related to former president Rodrigo Duterte’s war on drugs, despite the International Criminal Court (ICC) having taken him into custody in The Hague, Netherlands.

“The wheels of justice are rolling, so to speak. However, I think it’s really a matter of timing because right now we are still collating all the evidence regarding former president Duterte’s drug war, and many witnesses are coming forward to us,” DOJ spokesperson and assistant secretary Mico Clavano said.

“However, the case filed with the ICC came first, which is why their warrant of arrest also came first,” he said in a television interview.

The justice official also refuted claims that Duterte’s turnover to the ICC violated the country’s sovereignty and that local courts were no longer functioning.

“This should not be an admission that we do not have a working justice system. In fact, we have strengthened the justice system due to the numerous reforms of the Department of Justice and the DILG (Department of the Interior and Local Government) under President Marcos’s administration,” Clavano said.

“Many are also saying, ‘are we not giving up a part of our sovereignty? Are we surrendering our sovereignty?’ In the government’s view, this itself is an act of sovereignty to cooperate with the international community,” he continued.

Metro Pacific to divest 20% tollways stake

METRO Pacific Investments Corp. (MPIC) plans to divest up to 20-percent stake in its tollway unit to reduce debt, a top executive said Thursday.

MPIC chairman, president and chief executive Manuel Pangilinan said the company was in talks with an investor for a potential private placement.

Pangilinan did not specify how much the company wanted to raise, but said it would use the proceeds to repay Metro Pacific Tollways Corp.’s (MPTC) debt. He also did not reveal the identity of the potential partner.

Pangilinan earlier said MPIC aimed to raise P30 billion to P50 billion this year ahead of the planned merger with the tollway company of San Miguel Corp.

The merger talks were put on hold as MPTC said it is focused on completing the private placement, which could be finalized in the next two months.

He said the planned private placement would not diminish the urgency for MPTC to raise funds through the previously planned initial public offering (IPO).

Pangilinan stressed that MPTC is not legally required to conduct an IPO.

MPTC is the largest toll road developer and operator in the Philippines in terms of vehicle traffic volume, revenue levels, asset base and combined length.

It is the holding company of North Luzon Expressway, Subic-ClarkTarlac Expressway (SCTEX), Cavite Expressway (CAVITEX), Cavitex C5 Link, and Cavite-Laguna Expressway (CALAX).

MPIC also agreed to sell an exchangeable bond to Mit-Pacific Infrastructure Holdings Corp. of Japan’s Mitsui Corp. worth P11.9 billion last year.

The exchangeable bond can be converted into 1.495 billion common shares, or equivalent to a 6.6-percent stake in MPTC.

MPTC raised funds in 2024 after acquiring a 35-percent stake in PT Jasamarga Transjawa Tol (JTT), a subsidiary of the Indonesian stateowned toll road company Jasa Marga for $960.3 million.

The investment was made in partnership with GIC, a global institutional investor.

DOF issues new rules to expedite sale of idle assets

THE Department of Finance (DOF) said Thursday it issued new privatization guidelines to expedite the sale of non-performing public assets, boost government revenue and encourage wider investment.

The initiative will allow the national government to collect additional nontax revenues while also encouraging Filipinos to acquire and invest in these assets.

“Privatization of non-performing assets is among the strategic moves to raise much-needed revenues to fund

the growing needs of our people. And by opening the doors for ordinary Filipinos to take part, we are also creating investment opportunities for them while contributing to nationbuilding,” Finance Secretary Ralph Recto said in a statement.

FLI’s income rose 11% to P4.17b in 2024

Land Inc. said Thursday its 2024 consolidated net income attributable to the parent company reached P4.17 billion, up 11 percent from 2023, driven by higher residential and rental revenues.

Consolidated revenues and other income rose 8 percent to P24.45 billion, fueled by a 6-percent growth in booked residential real estate sales and a 9-percent increase in rental revenues, the company said in a disclosure to the stock exchange.

Filinvest Land president and chief executive Tristan Las Marias said the group’s residential business remained stable, while the leasing business had gained momentum, with steady growth in both office and retail properties.

“We are optimistic about sustaining this growth trajectory for our rental business this year,” Las Marias said.

Filinvest Land’s residential real estate revenues increased 6 percent to P15.39 billion, on higher project completion and a growing number of accounts being recognized as revenue. The middle-income segment remained the top contributor, accounting for 74 percent of total residential sales revenues.

Reservation sales were steady at P19.4 billion, supported by strong performance from the Visayas region, which posted a significant growth of 75 percent.

Filinvest Land launched 19 new residential projects in 2024 with a total sales value of P27 billion.

Retail leasing revenues rose 15 percent to P2.54 billion due to higher occupancy rates and improved net effective rents following the rationalization of discounts and concessions.

Last year, the property firm opened Filinvest Malls Dumaguete, located within the Marina Town complex.

Office leasing revenues reached P4.81 billion, up 3 percent year-onyear, led by increases in net effective rent and occupied gross leasable area.

THE Samahang Basketbol ng Pilipinas (SBP) announces its partnership with Strong Group Athletics (SGA) in support of Gilas Pilipinas Women’s 3x3 and Gilas Pilipinas Women’s U23 3x3. This partnership was sealed last week and it aims to provide the Women’s 3x3 teams the support they need to train and compete locally and internationally for 2025.

“We’re happy for the support of Strong Group Athletics,” said SBP Executive Director Erika Dy. “They’ve been an ally in promoting and supporting women’s sports and we’re looking forward to providing our Filipina ballers the training and competition they need to reach their full potential.”

The Gilas Pilipinas Women’s 3x3 recently had back to back podium finishes. They won the bronze with the squad composed of Mikka Cacho, Camille Clarin, Jhazmin Joson, and Hazelle Yam at the Manila Hustle 3x3 Season 3 in Manila.

Kaye Pingol stepped in for Yam in the squad that also finished third in Singapore for the Jumpshot 3x3 Season 2 competitions.

“At Strong Group Athletics, we believe in the power of collaboration to elevate Philippine basketball. The squads will stay busy in the coming months with the Women’s 3x3. They will play in the Got Game 3x3 competitions in Manila later this month before heading back to Singapore for the FIBA 3x3 Asia Cup. Capping the year will be the Southeast Asian Games where they will try to recapture the gold medal.

IN a nail-biting finish, Chad Cartel propelled National University Nazareth School past University of Santo Tomas 77-70, putting them on the verge of the UAAP Season 87 Boys’ Basketball title on Thursday at the Filoil EcoOil Centre in San Juan.

PPA prepares for cruise tourism surge TRANSPORT

THE Philippine Ports Authority (PPA) is prepared for a surge in cruise tourism in the country, expecting increased international cruise ship arrivals and foreign tourists during the summer season.

Based on preliminary PPA data, the number of cruise passengers who disembarked and boarded international cruise vessels that docked at ports in the country in the first month of 2025 alone has reached 52,043.

In addition, cruise calls recorded at ports under the management of PPA have reached 20.

This summer, PPA expected 22 additional cruise ship visits to ports nationwide, including popular destinations like Manila, Boracay, and Palawan.

Notable arrivals include the MS Riviera, Azamara Onward, and Silver Whisper, among other well-known international cruise vessels.

Riviera registered in the Marshall Islands and owned by Norwegian Cruise Line Holdings Ltd.; Azamara Onward registered in Malta and owned by Sycamore Partners; Silver Whisper registered in the Bahamas and owned by Royal Caribbean Group, and other well-known international cruise vessels.

To mitigate the impact of rising heat indices, PPA has implemented measures for cruise passenger comfort, including water stations, functional air conditioning, tented ship berths, shuttle services, and onsite medical assistance.

To further support the growing cruise tourism, the PPA is allocating funds to construct new cruise ship ports, reinforcing its commitment to cruise tourism growth.

Notably, the Jubang Port in Dapa was completed in 2024, while projects in Coron, Aklan, Camiguin, and Puerto Galera are currently underway.

The PPA also continues to strengthen its relationship with various agencies, such as the Department of Transportation (DOTr), Department of Tourism (DOT), and Philippine Coast Guard (PCG) to develop and promote cruise tourism in the country.

PHI Aviation begins offshore flights for Shell with Airbus H160

PHI Aviation has commenced commercial offshore helicopter operations for Shell plc off the Louisiana Coast, utilizing an H160 helicopter.

The helicopter is the first from the worldwide H160 fleet to conduct offshore commercial transportation missions.

The collaboration began in 2020, bringing together Airbus, PHI Aviation, and Shell. In 2024, Airbus provided PHI and Shell with an H160, the first of four deliveries, for a route-proving program.

This initiative allowed both the operator and customer to familiarize themselves with the aircraft’s advanced technology and safety features, and to conduct controlled operational flights to assess its performance. Following 300 hours of route-proving flights, PHI now boasts 12 H160-type-rated pilots and 12 H160-qualified A&P mechanics.

DPWH completes Bangui bypass road

THE Department of Public Works and Highways (DPWH) has completed the 2.2-kilometer Bangui Bypass Road Project in Ilocos Norte, a significant infrastructure development designed to alleviate traffic congestion and enhance transportation efficiency.

The agency said that the four-lane bypass road, featuring drainage, slope protection, road safety measures, and streetlights, has reduced travel time between Barangay Bacsil and Barangay Nagbalagan in Bangui Town from 10 minutes to 4 to 5 minutes.

The Bangui Bypass Road, with a 4-lane, 46.30-meter bridge component was implemented to address critical bottleneck in the town proper, facilitating easy transportation of local goods and services in the vicinity.

“The completed bypass road project is one of the testaments of President Ferdinand R. Marcos Jr. administration’s effort to resolve traffic issues and to improve infrastructure sustainability in the country, ensuring that basic needs and services are accessible to everyone,” said Director Tan.

The 313.21-million Bangui Bypass Road Project is a multi-year project implemented by DPWH.

BLACKPINK ’S Jisoo is holding her first solo Asia fan tour, 2025 Jisoo Asia Tour: Lights, Love, Action! , with Manila as its first international stop. The highly anticipated event is taking place tonight at the Smart Araneta Coliseum in Cubao, Quezon City.

LAST week’s Oscars had its own charms, whether in the form of a sweeping moment or something bordering on controversy.

Adrien Brody won his second Oscar statuette for a role he practically perfected for his first win—that is, portraying a man victimized by the Holocaust and surviving it. His acceptance speech is now labeled as the longest in the history of the ceremonies.

“Acting is a very fragile profession. No matter where you are in your career, no matter what you’ve accomplished, it can all go away,” expressed the star of The Brutalist. “What makes this night most special is the awareness of that, and the gratitude that I have to still do the work that I love.” Brody, who later that evening received a kiss from Halle Berry in reference to their awkward Oscar moment more than two decades ago, had a somber look while delivering his speech—quite ironic given that he became the first actor to win a second Best Actor award on his second nomination. A perfect record, in other words.

Yet, it was easy to connect his facial expression to his experience playing a Hungarian Jew who survived the Nazi atrocities. You may imagine how I felt watching his speech, considering that just weeks ago I visited the RUTH (Remember Us The Holocaust) exhibit here in San Diego County, which is preserving the legacy of Holocaust survivors and aiming to establish a Holocaust museum in this part of California.

After requesting the Oscars orchestra to “please turn the music off,” Brody rightly stated what he felt he truly stands for. “I’m here once again to represent the lingering traumas and repercussions of war and systematic oppression, of antisemitism, racism, and othering. I pray for a healthier, happier, and more inclusive world. And I believe if the past can teach us anything, it’s a reminder to not let hate go unchecked.”

His speech, which was delivered amid a quiet, respectful crowd anticipating what he had to say, didn’t bore me a bit—just like listening to long, great songs like Hey Jude (The Beatles) or American Pie (Don McLean). Likewise expected was Demi Moore delivering a speech—which didn’t happen. Fans were quick to react, claiming she was robbed of a victory. In hindsight, such an upset is good for Oscar history. I don’t buy the rhetoric that newcomers shouldn’t win just because a veteran is long overdue for the trophy. None of us knew if this could have been the only chance of winning for Mikey Madison—the first Gen Z actor to win an Academy Award in an acting category. No one should be assured of winning an Oscar, even if they are a perennial contender. Besides, a nomination is a victory of sorts, as an actor gets described as an Academy Award nominee for the rest of their career—an honor that upgrades upon a win.

“I grew up in Los Angeles, but Hollywood always felt so far away from me,” Madison said. “To be here standing in this room today is really incredible.” It’s quite a cool feeling realizing that she is the same girl who played Manson girl Susan Atkins in Quentin Tarantino’s Once Upon a Time in Hollywood where the so-called Sexy Sadie ended up deglamorized like never before. The cast of that film is becoming more and more legendary. While the legend of Gene Hackman was appropriately honored, observers noticed the exclusion of some notable figures during the In Memoriam segment. It’s okay that a longer list is honored online, but the absence of Shannen Doherty, Tony Todd, Michelle Trachtenberg in the televised segment caused a stir among film buffs. Trachtenberg died a day after Hackman was found “mummified” at home.

Apparently, the criteria for making it onto such a revered list are subjective on the part of the choosing committee. Some of them may be too young to recognize the magnitude of these artists’ work. That is a lame excuse, though. They could have at least allowed Bernard Hill, the man who played Captain Edward Smith in James Cameron’s Titanic, to resurface.

Adam Sandler’s bit of wearing casual clothing at a necessarily formal showbiz event was good TV—just like when Mick Jagger presented the Best Original Song category. Yes, it would have been better if there had been a way to put him and fellow music legend Elton John together in one frame since the latter didn’t win the award and wouldn’t come up on stage. Even a past video clip of Robert De Niro swearing went viral after fake news peddlers claimed it happened at the latest Oscars. Social media will always find a way to use the Oscars for viewership.

I am not a fan of showbiz people trying to be overtly political when delivering speeches. But Brody was fine expressing his sentiments against hate and bigotry without mentioning a particular person to berate. Being too specific can make one’s thoughts outdated in the long run.

How Siargao’s tuktuk drivers keep the island moving

His normal route is picking up passengers at Sayak Airport and Dapa Port and dropping them off in the General Luna area. While driving a tuktuk may seem easy, it comes with its own set of challenges. The roads, though improving, can be rough and uneven, especially during the rainy season. The cost of fuel is another concern, as prices fluctuate and eat into daily earnings. And with the growing number of travelers, competition among drivers has increased. But Rai remains optimistic.

“As of now, I can say that being a tuktuk driver is not easy, but it gives me great joy because I meet different people from different countries. It is just challenging at times when a passenger cancels the reservation late,” said Rai with a smile on his face. He recalls that at times, his passengers don’t speak English, and he would just resort to using Google Translate to talk to them. It’s just a part of doing business in this part of the world.

“I’m really happy when I get guests who treat me as a part of their group. They even share their food with me, and I feel that they trust me,” continued Rai.

His plan for the future is to continue providing for his family by giving great service to travelers, both local and foreign.

In many ways, tuktuk drivers like Rai embody the spirit of the island— resilient, welcoming, and full of life. They navigate the island’s winding roads with a smile, skill, and grace, connecting people and places with every ride.
