THE Marcos administration is intensifying efforts to combat large-scale agricultural smugglers, hoarders, profiteers, and cartel operators who disrupt supply chains, threaten farmers’ and fisherfolk’s livelihoods, and undermine food security.

The Anti-Agricultural Economic Sabotage (AAES) Council, in its inaugural meeting at the Palace this week, formed specialized working groups, including an Enforcement Group composed of the National Bureau of Investigation, Philippine National Police, Philippine Coast Guard, and Finance and Justice departments officials.

“With both the law and enforcement teams in place, we are ready to go after economic saboteurs.

MARCOS: PROTECT, FIGHT FOR WOMEN’S RIGHTS

PRESIDENT Ferdinand Marcos Jr. on Saturday vowed to protect women’s rights and stand against any threat that could hamper their progress.

Mr. Marcos made the vow as he joined the entire nation in celebrating Interna tional Women’s Day and National Women’s Month.

“Dynamic and ever-evolving, similar to our Inang Bayan (motherland), being a woman requires resilience and strength. Many of the developments we witness today can be attributed to the innumerable contributions of women across genera tions who fought, struggled, and advocated for various noble causes,” he said in his message.

“The Bagong Pilipinas (New Philippines) we are building will always advocate for women’s rights and vigorously oppose anything threatening their progress.”

Earlier, United Nations Secretary-General Antonio Guterres warned that women’s rights are under attack and “we must fight back.”

“Digital tools, while brimming with promise, are also often silencing women’s voices, amplifying bias, and fuelling harassment. Women’s bodies have be come political battlegrounds.”

“And online violence is escalating into real-life violence. Instead of mainstreaming equal rights, we are witnessing the mainstreaming of chauvinism and misogyny,” Guterres said.

He said gender equality was not just about fairness.

“It is about power – who gets a seat at the table, and who is locked out. It is about dismantling systems that allow inequalities to fester. And it is about ensuring a better world for all,” Guterres added.

For her part, Vice President Sara Duterte said ensuring that every woman and child is protected, heard, and empowered to thrive lies at the core of the fight for women’s rights.

“The fight for women’s rights is not just about closing economic and political gaps,” Duterte said in a statement.

“Every sector of society—government, private institutions, civil society, and individuals—must work together to break the cycle of abuse and exploitation. Together, let us build a fu ture where no woman fears for her safety, where every girl can pursue her dreams without fear of violence, and where equality is not just a goal, but a lived reality,” she added.

THE country’s healthcare system is suffering from a shortage of some

registered pharmacists, the Private Sector Advisory Council (PSAC) reported Saturday. This as PSAC held its 8th healthcare sector meeting with President Ferdinand Marcos Jr. at the Palace on Thursday, March 6, 2025. “Data from the meeting revealed a shortage of

Commission on Elections said it will receive the international certification for its Automated Election System before the Comelec chairman George Garcia said the certification, which would cover transmission, voting machines, and internet voting, would serve as proof the election processes are operating “properly, securely and Earlier, Senator Risa Hontiveros flagged Comelec’s lack of international certification more than two months before the May 12 midterm elections. Hontiveros called on the Joint Congressional Oversight Committee on the AES to look into the “Under the law, the certification should have been issued ‘not later than three months date of the electoral exercises.’ This means that Pro V & V Inc., the international certification entity contracted by Comelec, should have already issued a certification on or before February 12, 2025,” the

It also emphasized the need for improved accessibility, expanded facilities and strengthened PhilHealth benefits.

“The PSAC Healthcare Sector, in collaboration with industry leaders and the government, is driving key healthcare reforms aimed at expanding healthcare facilities and pharmacies, improving access to medicines, and strengthening Phil -

Health’s support value to curb out-of-pocket healthcare spending,” the council said. It also proposed a shift to outcome-based regulations to streamline hospital renewals and promote network-based healthcare models for better resource distribution.

“This reform is crucial as the country faces a hospital bed deficit amid increasing demand,” it said.

CANADA SAYS SOVFA TO ENHANCE TIES WITH PH

THE Philippines can expect closer defense cooperation with Canada once the Status of Visiting Forces Agreement (SOVFA) enters into force, the Canadian Embassy in Manila said Saturday.

The negotiations for a CanadaPhilippines SOVFA, an agreement that will allow the Armed Forces of the Philippines (AFP) and the Canadian Armed Forces to operate and train together in each other’s territories, have recently successfully concluded.

In a statement, the Canadian Embassy said this milestone reflects the “unwavering commitment of both parties to strengthen bilateral relations.”

‘UPDATE BICOL RIVER PROGRAM’

PRESIDENT Ferdinand Marcos Jr. ordered the Department of Public Works and Highways (DPWH) to implement an updated Bicol River Basin Master Plan aimed at bolstering flood resilience in the region.

At a Regional Development Council meeting on Friday in Pili, Mr. Marcos stressed that evolving environmental challenges demand a modern approach to flood management.

“I already instructed the Public Works to come up with a master

plan which is appropriate for now.

There is no other way to address the flooding problem except to manage the water flowing into the Bicol Region River Basin,” he said.

“At least we have a plan now. We have to implement it properly

because the old master plan was not rigorously implemented so we have the same problem,” he added.

The revised master plan, updated under the Philippine-Korea Project Facilitation Program, now incorporates comprehensive climate data to better manage water flow and mitigate flooding risks.

The  Chief Executive also called for government agencies and local stakeholders to fully understand and collaborate on the plan’s implementation.

Public Works Secretary Manuel Bonoan confirmed that the mas -

ter plan was revised through the Philippine-Korea Project Facilitation Program, integrating key climate change considerations.

“We have completed the necessary updates, incorporating the latest environmental data to make the plan more effective,” Bonoan reported.

Meanwhile, Camarines Sur Rep. Luis Raymund Villafuerte Jr. advocated for immediate measures such as dredging flood-prone sections of the Bicol River—specifically the Libmanan-Cabusao and Nabua-Bato-Baao Lake areas—to provide short-term relief while long-term projects roll out.

PHILIPPINES, UK SEEK TO ENHANCE TRADE, PEOPLE-TO-PEOPLE

THE Philippines and the United Kingdom (UK) have expressed their intent to improve trade and people-to-people relations.

This developed during President Ferdinand R. Marcos Jr.’s meeting with UK Secretary of State for Foreign, Commonwealth, and Development Affairs David Lammy at Malacañan Palace in Manila on Saturday. During the meeting, Marcos cited the significant increase in the

number of Filipinos living and working in the UK.

“That’s a very clear indication of how strong our relations have become in many, many areas. So, I’m sure your visit will be a symbol of that strengthening relationship,” he told Lammy, as quoted by the Presidential Communications Office. Marcos and Lammy also discussed trade and investments, maritime, climate change, and the environment.

Lammy is in the Philippines to promote the enhanced partnership between the Philippines and the UK.

The President also underscored the strong and growing relationship between the two nations and expressed gratitude for the hospitality extended to Filipinos in the UK.

About 200,000 Filipinos are in the UK, working in various sectors, including information technology

(IT), aviation, hospitality and service, and health care.

The Philippines and the UK formally established diplomatic relations on July 4, 1946, and have since continued to foster strong bilateral ties.

Since 2001, there has been an increase in the number of Filipino engineers and IT experts working with British telecommunication, software, and e-commerce solutions companies. Charles Dantes

ELECTION SPENDING SEEN TO BOOST FAST-MOVING CONSUMER GOODS, STUDY SAYS

WITH the campaign season in full swing and elections set for May 2025, Worldpanel by Kantar projects a 5% overall growth in Fast-Moving Consumer Goods (FMCG) value this year. Increased economic activity driven by election-related spending, coupled with improving economic indicators such as inflation, GDP, unemployment, and consumer confidence, is expected to fuel this upward trend, said Worldpanel by

Corporation in El Nido, Palawan. The summit aims to drive synergies for innovation, knowledge-sharing, and collaboration.

Kantar Shopper Insights director Laurice Obana.

“Historically, in-home FMCG purchases see an uptick during election years compared to non-election years. Previous elections have shown growth in FMCG mega-sectors such as food, beverage, personal care, and household care, particularly across mid- to lower-income segments,” Obana explained.

Public gatherings in 2025 may further boost out-of-home consumption of FMCG products.

In Q2 2024, out-of-home purchases

contributed 38% of total FMCG spending among Filipino households.

Worldpanel by Kantar highlights the importance of “third spaces”— neutral, accessible locations outside of home and work where consumers spend time and shop.

Aside from places of worship, 30% of Filipinos consider retail areas like sari-sari stores, markets, and malls as their go-to third space, with 6 out of 10 visiting these locations at least once a week.

“One in three shoppers who frequent retail areas as their main third

space spends at least two hours there, offering a prime opportunity for brands to introduce new products, particularly those suited for on-the-go consumption,” Obana noted.

Filipinos continue to embrace omni-shopping, purchasing from a mix of neighborhood sari-sari stores, grocery chains, drugstores, and largerformat retailers like hypermarkets and supermarkets.

However, in recent years, proximity shopping has gained momentum, with sari-sari stores capturing a 40% value share.

Additionally, neighborhood discounters, online platforms, and minimarts are expanding their reach, responding to changing shopper behaviors.

As the next generation of consumers—Generations Z and Alpha, who make up 62 percent of the Philippine population—shapes the future of FMCG, brands must stay attuned to their evolving preferences, redefining value beyond just low prices and promotions.

“Filipinos remain value-conscious, but value today encompasses more than just affordability. Convenience, a wide product range, impactful marketing, and an engaging shopping experience all contribute to what modern consumers seek,” Obana emphasized.

The embassy noted that the deal would reinforce the two states’ Defense Cooperation Memorandum of Understanding signed in January 2024.

Canada’s Minister of National Defense Bill Blair said the successful conclusion of the agreement is also a “significant milestone for the overall bilateral relationship between the Philippines and Canada, which celebrated 75 years of diplomatic ties in 2024.”

The Department of National Defense (DND) and Canada’s Department of National Defense on March 7 announced the capping of negotiations for a SOVFA.

ALYANSA Para sa Bagong Pilipinas senatorial candidate and Makati City Mayor Abby Binay proposed converting a portion of government’s cash grants or“ayuda”to maintenance medicines to meet the health needs of senior citizens.

Binay admitted that her proposal would invite adverse reactions, but she said it would assure that the government’s assistance will be used for an essential need.

Giving the elderly free maintenance medicines would also give immediate relief, she said.

With their pensions used to buy maintenance medicines, Binay said senior citizens are finding it difficult to buy food and other basic needs.

If elected, Binay said she intends to introduce legislation to provide free maintenance medicines, unlimited and free dialysis and chemotherapy for the elderly and poor beneficiaries. Maricel V. Cruz

BINAY SEEKS INCLUSION OF MEDS IN SENIORS’ ‘AYUDA’ MIAA UNVEILS NEW LOGO DURING 43RD ANNIVERSARY

THE Manila International Airport Authority (MIAA) unveiled its new logo during its 43rd Anniversary celebration on Friday.

MIAA also introduced a revised mission and vision statement that better reflects its evolving role as the regulator of Ninoy Aquino International Airport (NAIA), the country’s premier airport.

“The launch of our new identity represents a significant step in our journey toward becoming a regulatory authority that prioritizes safety, efficiency, and innovation,” stated MIAA General Manager Eric Jose Ines.

On September 14, 2024, the operations and maintenance of NAIA were transferred to the private operator New NAIA Infra Corporation (NNIC), allowing MIAA to shift towards a regulatory role.

This transition is part of broader efforts to modernize and enhance the airport experience for passengers while ensuring the longterm sustainability of NAIA.

Ines expressed gratitude to MIAA personnel for their continued motivation despite these ongoing changes. He also shared that it is an honor and privilege to work with each and every one of them.

DOTR PRIORITIZES ILOILO AIRPORT

THE Department of Transportation (DOTr) will prioritize the Iloilo International Airport in Cabatuan town under the government’s privatization efforts.

DOTr Secretary Vivencio Dizon, joined by other officials of the department, provided Iloilo Governor Arthur Defensor Jr., Iloilo City Mayor Jerry Treñas, and Uswag Ilonggo party-list Rep. James Ang Jr. gave an update on the unsolicited proposal from the Villar Group.

“We assured the mayor and the governor that DOTr will fast-track the current PPP (Public-Private Partnership) proposal from the Villar Group in order to ensure the sustainable development and growth of the airport to support

the growth of the city,” Dizon said in an interview when he visited the airport on Saturday.

He said they are at the “very advanced stage” of the proposal and hope to complete it within the year.

In the meantime, he said, P190 million in funds from the Civil Aviation Authority of the Philippines (CAAP) would be used for the repair and rehabilitation of the present airport terminal.

The funds will be used to fix the equipment and escalator and add more seats and elevators, among others.

Dizon said the government would invest about P200 million this year. The private proponent will invest about P15 billion as a mandatory investment, but as soon as they come in, the initial investment will be P3.5 billion.

Treñas, who chairs the Infrastructure Development Committee of the Regional Development Council, said Iloilo is the second busiest airport in Western Visayas, so there is a need to improve it.

A terminal mall, perfect for Filipinos who come in droves when sending or welcoming relatives, is also being studied. Officials said the terminal mall could “accommodate the culture and how we behave, how we do things here in Iloilo and the whole country.”

The DOTr and CAAP have started

visiting airport facilities in line with its program to enhance regional airport infrastructure in the country.

CAAP information officer Bea Bernardo said this initiative aligns with Dizon’s vision to modernize regional airports, improve accessibility, and enhance air travel efficiency across key areas.

DOTr and CAAP officials also engaged with local government units (LGUs) to discuss collaborative efforts for the ongoing development and modernization of regional airports.

CAAP remains dedicated to developing safer, more efficient, and passenger-friendly airports nationwide, reinforcing the importance of regional aviation hubs in fostering economic growth and connectivity. Joel E.

ROMUALDEZ WELCOMES CREATION OF 2.6 MILLION MORE JOBS

SPEAKER Ferdinand Martin G. Romualdez on Saturday welcomed the creation of 2.6 million additional jobs at the start of 2025, as reflected in the latest Labor Force Survey (LFS), emphasizing that this is a testament to the country’s steady economic momentum under the Marcos administration.

Romualdez, leader of the 306-strong House of Representatives, underscored the significant increase in agriculture jobs, calling it a clear indication that government programs are effectively boosting food security and rural

development.

However, he stressed that while these gains are encouraging, sustained and long-term efforts are necessary to ensure that employment growth is inclusive and resilient across all sectors.

Citing the March 6 LFS released by the Philippine Statistics Authority (PSA), Romualdez noted that the agriculture and forestry sector recorded the highest job increase, adding 883,000 new jobs in January. This was followed by wholesale and retail trade, including motor vehicle and motorcycle repairs, which gained 850,000 jobs; accommodation and food service

AFP CELEBRATES WOMEN’S CONTRIBUTIONS, ACHIEVEMENTS IN MILITARY SERVICE

THE Armed Forces of the Philippines (AFP), with over 15,000 women personnel, continues to benefit from their exceptional contributions.

“Many female members of the Philippine Army have brought honor in fields such as academics, sports, administration, and even combat. We have women officers who have been awarded the Distinguished Conduct Star (the second-highest award for combat operations) and the Gold Cross, among others,” said Philippine Army Spokesperson Col. Louie Dema-ala in an interview with Manila Standard.

According to Dema-ala, all 6,000 women officers and enlisted personnel of the Philippine Army are deployed across the country, taking on diverse roles. “Even in units deployed in the farflunged barangays sa field. Diversified na ang assignment ng women in the Army,” he added.

Dema-ala also expressed pride in the growing number of women battalion commanders in both combat and administrative units. Among them is 1Lt. Daisy Jane Constantino, com-

mander of the Army’s 7th Field Artillery “Steel Rain” Battalion, who assumed command in September 2024.

The AFP also celebrated its first female spokesperson, Col. Francel Margareth Padilla, who assumed the role in January 2024 after leading the Army’s 7th Signal Battalion. In the Philippine Navy, approximately 18% of personnel are women, serving across various operational and administrative units. Navy Spokesperson Capt. John Percie Alcos emphasized their vital contributions, stating that their achievements in leadership, strategy, and management continue to enhance the strength and success of the Philippine Navy in fulfilling its mission.

“Their involvement continues to enhance the strength and success of the Philippine Navy in the achievement of its overall mission,” Alcos said.

One notable figure in the Navy is Commodore Luzviminda Camacho, the first woman to attain the rank of commodore. She previously headed the AFP’s Office of Legislative Affairs in

activities with 533,000 jobs; and transportation and storage with 141,000 jobs.

Despite these positive developments, Romualdez acknowledged the need for vigilance.

He pointed out that while employment has increased, the national unemployment rate slightly rose to 4.3% in January, from 3.1% in December, affecting 2.16 million Filipinos. Underemployment—or those seeking additional work—also increased to 13.3% (6.47 million individuals) from 10.9% in the previous month.

“In every data, there is a story of effort. We see an increase in jobs,

but we still have our countrymen looking for better opportunities. This is not a reason for us to stop— we must further strengthen our programs to ensure that the jobs created are not just temporary, but long-term,” he said.

Romualdez also highlighted that while agriculture and services are experiencing strong employment growth, the manufacturing sector lost 209,000 jobs in January. He emphasized the need to enhance industrial competitiveness to ensure that the country’s economic growth is balanced and generates stable, high-quality jobs.

ECIJA REP URGES PBBM TO PROTECT DICT ACHIEVEMENTS

NUEVA Ecija Rep. Ria Vergara urged President Ferdinand Marcos Jr. to safeguard the achievements of the outgoing leadership of the Department of Information and Communications Technology (DICT) as he selects the agency’s next chief.

Vergara cited the e-Gov PH Super App as among the IT initiatives that must not be disrupted by the ongoing DICT reorganization.

Vergara, a senior member of the House  Committee on Information and Communications Technology, cited  the need to sustain the eGov PH Super App, a groundbreaking digital platform launched in 2023 by the DICT’s e-Government Group, led by Undersecretary David Almirol.

Vergara said the next DICT secretary must guarantee the app’s success by pursuing the next steps in ensuring the readiness of the country’s IT infrastructure. Almirol’s team developed the app that consolidates various government services into a single platform, eliminating the need for users to visit multiple websites or physical offices. This digital transformation has led to faster processing timers and improved efficiency across numerous agencies.

PAL PLEDGES P10 MILLION FOR WOMEN’S

PROGRAM

PHILIPPINE Airlines has pledged P10 million to the PAL Foundation, which manages the Fly With Her program aimed at bridging the gender gap in aviation by supporting women in pursuing their dreams.

“As we celebrate International Women’s Day, we reiterate our commitment to helping women who dream of flying and aspire to assume top positions within the PAL organization,” said Alvin Miranda, PAL Vice President for Marketing.

In addition to the ₱10 million pledge, PAL will release a film inspired by the true story of a young girl who dreams of becoming a pilot.

The gender gap in aviation is still significant, with only about 6% of pilots worldwide being women, the company said. Philippine Airlines has long been a strong advocate for women in the airline industry.

In 1989, Captain Aimee Carandang-Gloria became Southeast Asia’s first female commercial airline pilot to operate a commercial flight. She broke new ground again in 1993 by becoming the first female airline captain in the region.

QUIET NIGHT FOR POPE AMID

‘COMPLEX CLINICAL CONDITION’

VATICAN CITY — Pope Francis spent a quiet night in hospital, the Vatican said Saturday, as the 88-year-old head of the Catholic Church battles pneumonia.

“The night was calm, the pope is resting,” it said in its brief morning update on the Argentine, who has been in a special papal suite at Rome’s Gemelli hospital since February 14. The pontiff has suffered several respiratory crises since his admission, most recently on Monday, but for several days now the Vatican has described his condition as “stable.”

He is still in a “complex clinical condition” so “the prognosis remains

WASHINGTON

guarded,” it said Friday. On Thursday, Francis released an audio message — the first time the world had heard his voice since he went into hospital — in which he thanked those praying for his recovery.

The pontiff sounded weak and breathless despite marking three weeks of treatment at the Gemelli.

“I thank you from the bottom of my heart for your prayers for my health from the Square. I accompany

you from here,” said Francis, taking laboured breaths every couple of words.

The pope did a bit of work and some physiotherapy Friday, but mostly rested and prayed, including spending around 20 minutes in the little chapel inside the hospital’s papal suite, the Vatican said.

He continues to switch between an oxygen mask at night and a cannula — a plastic tube tucking into the nostrils — delivering high-flow oxygen during the day.

In a bid for greater transparency, the Vatican has been publishing an update on how the pope slept every morning, followed by a more detailed medical bulletin each evening.

On Thursday it said that “in view of the stability of the clinical picture,” there would be no medical bulletin on Friday evening. The next is due later Saturday.

During previous hospitalisations, the leader of the world’s 1.4 billion Catholics appeared on the Gemelli balcony for his weekly Sunday Angelus prayer.

But he has missed the last three, and no announcement has yet been made about whether he will make an appearance this weekend.

The pope has suffered a series of health issues in recent years, from colon surgery in 2021 to a hernia operation in 2023, but this is the longest and most serious hospitalisation of his papacy. AFP

2 DEAD, NEARLY 230 SICKENED IN US MEASLES OUTBREAK

— A measles outbreak in the southwestern United States has killed two people and infected more than 200, prompting a top health agency to issue a travel warning.

As of Friday, Texas had reported 198 cases and New Mexico 30, bringing the total to 228. Each state confirmed one death, and both were unvaccinated.

The Texas patient was a child while the New Mexico patient was an adult who tested positive for measles after death.

Although the official cause of the adult’s death has not been released by the New Mexico Office of the Medical Investigator, the Centers for Disease Control and Prevention (CDC) has classified it as a measles-related fatality.

“More cases are expected as this outbreak continues to expand

BANGKOK — Myanmar’s junta chief said the country would hold an election in December or January, the first in the war-torn nation since the military staged a coup in 2021.

“We are planning to hold the election in December 2025 or... by January 2026,” General Min Aung Hlaing was quoted as saying in the state-run newspaper Global New Light of Myanmar published Saturday.

The vote would be “free and fair,” he said on Friday during a state visit to Belarus, adding that 53 political parties had “submitted their lists” to participate.

“We also invite observation teams from Belarus to come and observe” the election, he said during a meeting with Belarusian President Aleksandr Lukashenko in Minsk. The Myanmar military seized power in 2021, making unsubstantiated claims of massive electoral fraud in 2020 polls won resoundingly by Nobel laureate Aung San Suu Kyi’s National League for Democracy (NLD).

It has since unleashed a bloody crackdown on dissent and as fighting ravages

rapidly,” the CDC warned in a Health Alert Network advisory to healthcare workers, public health officials, and potential travelers.

“With spring and summer travel season approaching in the United States, CDC emphasizes the important role that clinicians and public health officials play in preventing the spread of measles,” the agency said.

“They should be vigilant for cases of febrile rash illness that meet the measles case definition and share effective measles prevention strategies, including vaccination guidance for international travelers.”

Measles is highly contagious, spreading through respiratory droplets and lingering in the air for up to two hours after an infected person leaves an area. The disease causes fever, respiratory symptoms, and a rash — but can also lead to severe

complications, including pneumonia, brain inflammation, and death.

Vaccination remains the best protection. The measles vaccine, required for children 12 months and older, confers 93 percent lifetime immunity after one dose, rising to 97 percent after two.

But immunization rates have been declining in the US, particularly since the COVID-19 pandemic fueled a surge in vaccine misinformation.

The CDC recommends a 95 percent vaccination rate for herd immunity, but nationwide coverage among kindergartners had slumped to 92.7 percent by 2023-2024.

Religious exemptions are on the rise and the epicenter of the outbreak is a west Texas county with a large Mennonite religious community that has historically shown vaccine hesitancy.

E-mail:

Current Health Secretary Robert F. Kennedy Jr. spent decades falsely linking the measles, mumps, and rubella (MMR) vaccine to autism — a claim thoroughly debunked by scientific research.

Since the outbreak expanded, he has softened his stance, recommending vaccination while simultaneously promoting treatments such as vitamin A and steroids.

While these treatments are medically valid, experts warn that emphasizing them may divert attention from the urgent need to boost immunization rates.

Before this outbreak, the last US measles-related death was in 2015, when a Washington state woman died from virus-induced pneumonia while on immunosuppressive medication. The previous fatality was in 2003. AFP

NOKOR’S KIM INSPECTS ‘NUCLEAR-POWERED’ SUBMARINE PROJECT

SEOUL — North Korean leader Kim Jong Un inspected a project to build a nuclear-powered submarine, state media reported Saturday, saying that “radically” boosting the navy was a key part of Pyongyang’s defensive strategy.

Kim visited shipyards focused on building warships, the Korean Central News Agency reported, without giving details of the exact date or location of the inspection.

Kim “learned about the building of a nuclear-powered strategic guided missile submarine,” the report said, which was one of Kim’s key military goals on a laundry list of high tech weaponry unveiled at a previous party congress.

The report is likely referring to a nuclear-powered submarine capable of launching ballistic missiles, Yonhap news agency reported, adding this was the first time the nuclear-armed North had revealed construction of a ballistic missile submarine.

Kim said the country’s “sea defence capability... will be fully displayed in any necessary waters without limitation,” KCNA said.

“The development of the naval force into an elite and nuclear-armed force constitutes an important content in the strategy for the development of the national defence,” it added. AFP US CARRIES OUT FIRST FIRING SQUAD EXECUTION IN FIFTEEN YEARS

WASHINGTON — A South Carolina man convicted of murdering his exgirlfriend’s parents with a baseball bat was put to death by firing squad on Friday in the first such execution in the United States in 15 years. Brad Sigmon, 67, was executed by a three-person firing squad at the Broad River Correctional Institution in the state capital Columbia, South Carolina prison spokeswoman Chrysti Shain said.

Shain said the fatal shots were fired at 6:05 p.m. (2305 GMT) and Sigmon was pronounced dead by a physician at 6:08 p.m. (2308 GMT).

Journalists who witnessed the execution from behind bulletproof glass said Sigmon was wearing a black jumpsuit with a small red bullseye made of paper or cloth over his heart and was strapped into a chair in the death chamber.

In a final statement read out by his attorney, Gerald “Bo” King, Sigmon said he wanted to send a message of “love and a calling to my fellow Christians to help us end the death penalty.”

A hood was then placed over Sigmon’s head. About two minutes later, the firing squad — volunteers from the South Carolina Department of Corrections — fired their rifles through a slit in a wall about five meters away. AFP

HACKMAN DIED OF NATURAL CAUSES, A WEEK AFTER WIFE – MEDICAL EXAMINER

“People’s Defense Forces.”

In 2022, the junta-stacked election commission announced that Suu Kyi’s NLD would be dissolved for failing to re-register under a tough new militarydrafted electoral law.

Junta-appointed foreign minister Than Swe in December told delegates from five neighbouring countries at a meeting in Bangkok that “progress was being made” towards an election in 2025.

Southeast Asian foreign ministers in January told the junta to prioritise a ceasefire in its civil war over fresh elections during a meeting in Malaysia.

The United States has said any elections under the junta would be a “sham,” while analysts say polls would be targeted by the military’s opponents and spark further bloodshed.

A joint statement by election experts published on the International Institute for Democracy and Electoral Assistance’s website in February said they “unequivocally reject” plans by Myanmar’s junta to hold an election in 2025.

FOR someone who has traveled extensively, Dominador Buhain has a passion for learning that goes past books and into real-life experiences. As chairman and owner of one of the country’s oldest publishing houses and bookstores, he has seen Rex Education grow from a modest bookstore into a cornerstone of Philippine education.

“We have evolved from traditional publishing to a holistic educational approach, incorporating digital solutions and advocacy. Initially focused on B2B with schoolbooks, we are now shifting to B2C. By listening to our customers and collaborating with experts, we make teaching more engaging and the learning journey more meaningful,” he said.

Progress in Rex Education

Rex Education began as a small secondhand bookstore, overcoming financial struggles, a devastating fire and labor disputes. Over the past 75 years, it has grown into a leading publishing powerhouse, producing over 17,000 titles that support learners from pre-elementary to post-college.

While embracing digital learning tools, Rex Education remains committed to printed materials, recognizing their vital role in knowledge retention and comprehension.

“Digitization and AI are not threats but opportunities. Our strategy is to integrate these advancements into our workflows and boost our productivity. We are enhancing offerings and ensuring that our print and digital formats complement each other. We see the future of education as leveraging both traditional and modern approaches, as applicable to various contexts of communities we serve, to optimize learning outcomes,” he said.

Father-and-son team

The ongoing development of Rex Education is largely attributed to the leadership of Buhain and his son, Don Timothy Buhain. Their shared vision and complementary leadership styles are

instrumental in shaping the company into a stronghold of learning and innovation.

Buhain’s deep appreciation for history, culture and traditional learning methods is balanced by Don Timothy’s drive to embrace digital transformation and technological advancements.

“The strength of our company lies in the harmony of tradition and innovation. My father built the foundation of Rex Education, and now we are expanding its reach for the future,” Don explained.

“Our goal has always been clear—to ensure that learning remains accessible, impactful, and transformative. With my son taking the lead in innovation, we are bridging generations of learners with knowledge that adapts to the times,” Buhain said.

Next leader

Guiding Rex Education into the future, Don, the company’s chief executive and thirdgeneration leader, has expanded its scope. The company now provides lifelong learning resources, focusing on business, professional development and self-improvement.

Educated at the Asian Institute of Management (AIM), Don joined the company 32 years ago with an understanding of both

TELCO DUO EMPOWERS FARMERS WITH DIGITAL TOOLS

PLDT and its wireless unit, Smart Communications, Inc. (Smart), are strengthening their support for Filipino farmers through the Digital Farmers Program (DFP), an initiative in partnership with the Department of Agriculture – Agricultural Training Institute Region 10 (DA-ATI 10). Since its launch in 2019, DFP has equipped farmers with digital tools and knowledge to improve productivity and livelihood opportunities. Among its beneficiaries is Wilmar Ompoc from Bukidnon, a former corporate employee who transitioned to farming in 2011. Despite having no prior agricultural experience, Wilmar overcame early challenges through training and is now a successful producer of corn, vegetables, rice, coconut, and livestock. Through DFP, Wilmar discovered how technology can simplify farming tasks and enhance efficiency.

He also serves as president and technology trainer of the Sto. Niño Organic Rice Farmers Association (SNORFA) in Malaybalay City, Bukidnon, one of the farmer groups benefiting from the program. Recently, SNORFA received a FarmTech training kit from DA-ATI 10, PLDT, and Smart.

This all-in-one digital literacy package includes a tablet, smartphones, a pocket WiFi, a projector, a sound system, and DAATI-developed learning materials, helping farmer groups in remote areas maximize agricultural applications.

PLDT and Smart align their efforts with the government’s digitalization initiatives and contribute to the United Nations’ Sustainable Development Goals, particularly Goal No. 1 (No Poverty) and Goal No. 8 (Decent Work and Economic Growth).

the legacy and the necessity of progress. He strongly advocates for the “Symphony of Learning” approach, which blends educational tools—such as audiobooks and digital supplements—to enhance learning experiences.

“Education should be dynamic and adaptive. We must meet learners where they are and equip them with knowledge that resonates outside the classroom. Enabling learners to be their best self is the end goal of the business,” said Don.

Learning innovation

Rex Education continues to expand in new directions. The company now operates a digital learning platform, an assessment company, a professional development arm, and a robotics initiative in partnership with Malaysia’s Eduspec Holdings Berhad. This initiative introduces robotics materials to schools and homes, ensuring affordability and accessibility for all learners.

Meanwhile, the Learning Management System (LMS), a virtual tool initially met with hesitation, became essential during the pandemic. Even with face-to-face classes resuming, Rex Education continues to improve its LMS, recognizing its value in times of

Culture and heritage

Alongside its publishing and technological advancements, Rex Education is also committed to arts, culture and historical preservation—an advocacy championed by Dominador Buhain.

The company has established book museums across the country, providing tangible connections to literary and historical artifacts. His passion for collecting artifacts has culminated in a 540-page coffee table book, set for release on his 80th birth year in March 2025, further reinforcing Rex Education’s dedication to Filipino heritage.

“A nation’s identity is preserved through its stories, its books, and its culture. By safeguarding these, we ensure that the spirit of our history lives on,” said Dominador Buhain.

As the Philippines prepares to be the guest of honor at the Frankfurt Book Fair, lawyerBuhain is also leading efforts to secure Quezon City’s recognition as a UNESCO World Book Capital, aligning with his lifelong advocacy of promoting literacy and elevating the country’s standing in global publishing.

“A reading nation is an empowered nation. Our mission is not just to publish books but to cultivate a society that values knowledge and learning,” he said. Road ahead

As Rex Education marks its 75th anniversary, it is not just reflecting on past achievements but also looking ahead. The progress made over decades must continue, ensuring that education remains accessible, innovative, and relevant.

Under the joint leadership of the father-and-son tandem, Rex Education is evolving from a traditional publishing house into a comprehensive educational ecosystem, integrating print, digital, and experiential learning.

While the company has stood the test of three generations, it continually strives to be more relevant for generations to come.

“We are not just in the business of books—we are in the business of shaping futures. Our responsibility is to create meaningful learning experiences that inspire, challenge, and transform lives,” Don said. Othel V. Campos

BENJIE Paras’ Historic ROTY/MVP Feat (1999): Benjie Paras ended the century just as he ended the ‘80s, but with a bigger bang by winning the Rookie of the Year (ROTY) and Most Valuable Player (MVP) awards in the same season. As the last PBA MVP of the 20th century, he averted a potential tie with Eric Menk for the rookie/MVP award and set two nearly unbreakable records: being the only player to win ROTY and MVP in the same season and having the longest gap between MVP awards—ten years apart.

2. Alaska’s 1996 Grand Slam. Parallel to the Chicago Bulls’ legendary 72-10 season with the triangle offense, Coach Tim Cone orchestrated one of the most dominant title runs in PBA history. Alaska’s core featured Johnny Abarrientos at point guard, Jeffrey Cariaso at shooting guard, Jojo Lastimosa at small forward, Bong Hawkins as the stretch four, and Poch Juinio as the rim protector.

3. Johnny Abarrientos’ 1996 MVP Season: Abarrientos became the shortest player ever to win the PBA’s most prestigious individual award after leading Alaska to its Grand Slam victory.

4. Asaytono-Agustin MVP Race of 1992: A heated battle for the MVP trophy, reminiscent of the legendary Fernandez-Co race in 1979.

5. Tony Harris’s 105-Point Explosion: The RFM import set the league on re with a recordbreaking 105-point performance.

7. The Centennial Team of 1998: Led by Meneses, Patrimonio, Aquino, Abarrientos, Caidic, and Duremdes, this team formed the core of the Centennial Team that represented the country on the international stage under the RPNMBT banner.

8. 1990 Asian Games Silver Medal: A historic silver medal nish in Beijing, where the Philippines elded an all-pro team.

9. Allan Caidic’s 79-Point Masterpiece:

10. Swift Mighty Meaties’ Near Grand Slam Run (1995): With the high-flying Vergel Meneses, Nelson Asaytono, Boybits Victoria (†), Bonel Balingit, Zaldy Realubit, Teroy Albarillo, and Juancho Estrada, Coach Derek Pumaren’s squad came close to completing a Grand Slam in one of the most dominant seasons of the decade.

RETIRED Filipino gure skating star Michael

Martinez is relishing his new role in the local gure skating scene.

After stepping away from competition six years ago, Martinez has found a renewed passion for the sport—this time as a coach. Slowly but surely, he is enjoying and embracing the responsibility of mentoring the next generation of skaters.

“I really get to witness their growth and achievements, especially when they win medals. I never thought about it this way before,” said the 28-year-old Martinez.

Having last competed at the PyeongChang Olympics, Martinez transitioned to coaching in the United States three years ago. However, it was only last month that he began training

VILLASERAN, MAGALLANES TOP SPEEDCUBE TOURNAMENT

CIELO Beatriz Villaseran and Juan Miguel Magallanes dominated their pet events, Skewb and 2x2x2, respectively, to lead the winners in the recently concluded Pinoy Big Cubes Competition held at Robinsons Place, General Trias. Villaseran flirted with the female national record, missing it by a mere .11 seconds, registering an average time of 4.24 to dominate her favorite Skewb event. This is Villaseran’s 2bd gold coupled with 1 silver and 1 bronze, all accomplished in Skewb events. Magallanes, the current 2x2x2 national record holder, stamped his class en route to ruling 2x2x2.

Inigo Miguel Pailsoc, meanwhile, had great battles in the big cubes with Chinese bets Yi-Fan Wu and Anyu Zhang, ruling the 5x5x5 and 6x6x6 while taking the silvers in 4x4x4 and 7x7x7. He also claimed gold in 3x3x3.

young skaters in the Philippines, following an invitation from Philippine Skating Union president Nikki Cheng.

“I used to just focus on training and improving myself. But now, as a coach, I realize how big of a responsibility it is,” said Martinez. His coaching journey coincided with a special event at the MOA Ice Rink in Pasay, where American Olympic gure skaters and U.S. Figure Skating Hall of Fame inductees Maia and Alex Shibutani conducted a clinic for young hopefuls. The visit of the Shibutani siblings, who are two-time Olympic medalists, brought excitement to nearly a hundred local gure skating enthusiasts and athletes.

Among those in attendance were Martinez and his three students—Mira and Kristel So, and Cheska Lozada.

Fondly known as the “ShibShibs” during their competitive years, Maia and Alex’s visit was made possible through the U.S. Embassy.

“As a coach, you’re constantly learning and studying. When I was a skater, I wasn’t doing that at all,” Martinez admitted.

Martinez holds the distinction of being the rst skater from Southeast Asia—and from a tropical country—to qualify for the Winter Olympics. He was also the lone representative for the Philippines at the 2014 Winter Olympics and one of only two athletes representing the country at the 2018 Winter Games.

“As a coach, you don’t just train—you study, learn, attend and conduct seminars, and do everything you can for your students,” Martinez added. “I’m really excited for them, and I hope they take it all in.”

14 UNWANTED DOGS AND CATS PUT UP FOR ADOPTION, INSTEAD OF BEING PUT TO SLEEP

IT WAS a day of love and compassion indeed, a rare but commendable move by a city government office!

Fourteen surrendered and caught dogs and cats were adopted on Love Day, February 14, in General Trias, Cavite, to the delight of animal welfare advocates.

loving, lifetime adopters for healthy, adoptable dogs and cats in their care. As of this time, a total of 65 pet animals have been adopted and 70 pet animals are candidates for adoption.

The CVO makes sure the dogs and cats are healthy and vaccinated before they are released to screened adopters.

On the same day, they held an anti-rabies mass vaccination for 72 pets: 48 dogs and 24 cats.

Save ALL’s first rescue was saving 36 dogs and cats from a Metro Manila pound. These dogs and cats were due to be put to sleep in November, 2013.

“Despite the lack of funds and human resources, we decided to rescue the 36 dogs and cats because we could not bear the thought

The animal pound center in Bagong Kalsada, Barangay Pasong Kawayan II, General Trias, Cavite houses unwanted, surrendered, and homeless animals. Most pounds put dogs and cats to sleep but the CVO led by Dr. Gloria Digma decided to have these poor furbabies adopted instead. With the help of Mayor Luis Ferrer IV and Vice Mayor Jonas Labuguen, they launched the pet adoption drive Their goal is to look for

The pet adoption program of the city veterinary office (CVO) of General Trias was one successful event. In collaboration with the Junior Chambers Incorporated (JCI) General Trias Katipunan, 14 dogs and cats from the pound were given a second chance at life and an opportunity to be loved and cared for by a family which every dog or cat deserves. This, instead of putting them to sleep which most pounds in the country do.

Save Animals of Love and Light-Save ALL, a registered animal welfare group, commended the CVO led by Dr. Digma, JCI, Mayor Ferrer and Vice Mayor Labugen for such a laudable project that saves lives.

“It is rare to find a city veterinarian and local government officials who find time to look for adopters for impounded dogs and cats. We are awed by efforts of these compassionate humans who value life, and acted on it, “ Save ALL said.

Save ALL expressed hope that more city veterinarian offices and provincial veterinarian offices will open their pounds to adopters of caught and surrendered dogs and cats, instead of putting these poor animals to sleep.

“May other CVOs follow the example set by the General Trias CVO which actively looked to adopter and successfully rehomed 65 dogs and cats,” Save ALL said.

OATMEAL is a staple in many human diets. It is known for its fiber content, heart-healthy benefits, and ability to keep you full for longer periods. But when it comes to dogs, is oatmeal a safe and nutritious food option? Oatmeal can be a healthy addition to your dog's diet when served in moderation and prepared correctly. In giving oatmeal, there are important factors to consider before feeding it to your dog.

Nutritional Benefits of Oatmeal for Dogs Oatmeal is packed with essential nutrients that can benefit dogs in various ways. According to Dr. Pete Monroe in “Can Dogs Safely Eat Oatmeal?” published in the Dog Daily website, some of the key nutritional components of oatmeal are:

1. High in Fiber Oatmeal is a great source of dietary fiber which supports healthy digestion in dogs. Fiber can help regulate bowel movements and is particularly beneficial for dogs that suffer from occasional constipation or diarrhea. It also promotes gut health by feeding beneficial bacteria in the intestines.

2. Contains Vitamins and Minerals It is rich in essential vitamins and minerals, including: a. Vitamin B – Supports healthy skin, coat, and metabolism.

b. Iron – Helps maintain proper oxygen circulation in the blood.

c. Magnesium – Aids muscle function and energy production.

d. Zinc – Supports immune function and wound healing.

3. A Good Alternative for Dogs with Wheat Allergies

Some dogs have sensitivities or allergies to wheat and other grains. Oatmeal can be a good alternative carbohydrate source for dogs that cannot tolerate wheat-based food. Since oats are naturally glutenfree, they are less likely to trigger allergic reactions in dogs that have grain sensitivities.

4. Supports Healthy Skin and Coat

“Oatmeal contains linoleic acid, an omega-6 fatty acid that contributes to a shiny, healthy coat. It has anti-inflammatory properties that can help alleviate skin irritation and itchiness,” said Dr. Monroe.

Oatmeal is beneficial for dogs with sensitive skin conditions.

5. Provides Energy

Oatmeal is a complex carbohydrate that provides a slow release of energy. This can be beneficial for active or working dogs that need sustained energy throughout the day. It helps prevent energy spikes and crashes, keeping dogs fuller and more satisfied for longer.

varieties contain added sugars, artificial sweeteners (such as xylitol), or flavorings like chocolate, which are toxic to dogs. Always serve plain oatmeal without any added ingredients.

3. Possible Digestive Upset

minimizing potential risks, follow these guidelines:

1. Use Plain, Unflavored Oats Always opt for plain oatmeal. Avoid flavored instant oatmeal, as it often contains added sugar, salt, and artificial ingredients.

Potential Risks of Feeding Oatmeal to Dogs

While oatmeal offers several health benefits, Dr. Monroe reminds fur parents that there are potential risks to be aware of when incorporating it into your dog’s diet.

1. Overfeeding Can Lead to Weight Gain

Although oatmeal is nutritious, it is also high in carbohydrates and calories. Feeding your dog too much oatmeal regularly can contribute to weight gain, especially if they have a sedentary lifestyle.

Introducing oatmeal too quickly into a dog’s diet or feeding it in excessive amounts may lead to digestive issues, including gas, bloating, or diarrhea. To avoid this, start with small amounts and monitor your dog’s reaction.

4. Some Dogs May Be Allergic to Oats

Although oatmeal is often a good option for dogs with wheat allergies, some dogs may still be allergic to oats. If you notice signs of an allergic reaction, such as itching, skin redness, vomiting, or diarrhea, discontinue feeding oatmeal and consult your veterinarian.

2. Added Ingredients Can Be Harmful Many flavored or instant oatmeal

ASHTINE OLVIGA IN HER ‘MUTYA’ ERA

OUNG

YAshtine Olviga is still pinching herself after landing the lead role in the hit teen rom-com series Ang Mutya ng Section E

Since its airing early this year, the series has rapidly gained a fanbase across the country—and even abroad. The 23-year-old performer, who began her career as a P-pop singer, has emerged as the show’s breakout star.

In an intimate interview with the press, Ashley opened up about her disbelief and gratitude at being cast as the titular “mutya” (muse) of Section E, how she bonded with her 16 male co-stars, and what it was like filming her very first on-screen kiss.

Stepping into her first-ever lead role, Ashtine portrays the role of Jasper Jean “Jay-jay” Mariano—a spunky new student who becomes the only girl in Section E, the most unruly class at the prestigious Higher Value International School. The rising star had appeared in films and supporting TV roles before, but headlining Ang Mutya ng Section E

marks a turning point.

Even Ashtine herself was stunned to snag the part. During the press conference, the rising actress admitted that she still couldn’t believe that she was Viva’s Boss Vic Del Rosario’s first choice to play Jay-jay. It was a dream-come-true moment that left her both thrilled and humbled.

“Just like during our first interview about this, I still can’t believe it. And I’m really thankful that Boss Vic allowed me to handle this project. I’m just really thankful,” Ashtine told Manila Standard Entertainment She then expressed her immense gratitude for the opportunity, aware that teen rom-com projects like this have launched some of the Philippines’ biggest young stars like Nadine Lustre, Kathryn Bernardo, Liza Soberano, and Belle Mariano all catapulted to fame by youthful rom-com hits.

Following in those footsteps, Ashtine was determined to give her best to the role that could very well define her career.

On-screen, Ashtine finds herself the sole rose among 16 thorns—the only girl in a classroom full of rowdy boys. Off-screen, the actress lived the same reality, working daily with sixteen male co-actors who play her mischievous classmates. One might expect an intimidating or awkward dynamic, but Ashtine quickly found a brotherhood with her Section E boys. She revealed that she was actually already used to hanging out with guy friends which helped her fit right in on the male-dominated set.

In fact, the bubbly actress grew up a self-described “tomboyish” girl, comfortable being “one of the boys.” That ease translated to an easy camaraderie with her co-stars.

“They’ve got my back, and they always make me laugh,” Ashtine said of her castmates, describing the atmosphere on set as akin to a fun school barkada

One of the series’ most talkedabout moments comes when Ashtine unexpectedly locks lips with campus heartthrob Keifer, played by Andres Muhlach. For her, this wasn’t just

a pivotal plot point—it was also her first on-screen kiss. The young actress confessed she was anxious approaching the scene. But professional that she is, Ashtine also focused on getting the details right.

“The kiss was just a quick smack, but making it look natural and accidental was the challenge,” she explained.

“The scene needs to look like an accidental kiss. That’s the difficult part,” added Ashtine.

To pull it off, the two actually rehearsed the scene beforehand, carefully working on their blocking and timing.

For Ashtine, the series’ success is deeply personal. In the span of a few months, fans now recognize her as the feisty Jay-jay, and the AshDres tandem with Andres has its own ardent following.

Ashtine talked of the overwhelming support – it’s both delightful and overwhelming. She’s mindful of the pressure that comes with leading such a great project, but she’s taking it in stride.

“I’m so grateful. I used to only dream of things like this. Now it’s here—a lead role, so many supporters. I never thought this would happen to me,” said Ashtine.

CIMB Bank Philippines has launched Own My Goals (OMG), a new savings feature designed to help customers set and track financial targets easily.

Named Best Digital Bank in the country by The Asian Banker, CIMB introduced OMG as an alternative to the extreme cost-cutting measures some Filipinos take.

A 28-year-old woman said her friend’s family brought instant iced tea packs to restaurants to avoid paying for drinks. A 30-year-old man recalled an ex-partner who used only one square of toilet paper at a time. Others made risky food choices, like a 25-year-old woman’s classmate who regularly ate at a stall selling cheap siomai rice despite uncertainty over the meat’s origin. Some took creative approaches to savings. A 27-year-old said an acquaintance used only two inches of dental floss per session. A 23-year-old man’s aunt relied on free perfume samples at mall counters instead of buying a bottle. A 22-year-old woman said her father printed school readings in the smallest font to conserve ink and paper.

While some may find these tactics extreme, saving does not have to be difficult, CIMB Bank Philippines said. The OMG feature allows customers to set multiple savings goals, track progress, and use an auto-save function to maintain financial discipline.

Users can personalize their goals with names and design themes, and receive regular reminders and milestone prompts. CIMB said the tool, coupled with the bank’s competitive interest rates, can help Filipinos build savings more efficiently.  For more information on the OMG feature, visit cimbbank.com.ph.
