TMajority of Pinoys back more WPS joint patrols

SWS survey also shows 8 in 10 voters prefer pro-WPS bets

HE Philippine National Police (PNP) is reopening its investigation into the 2020 murder of Philippine Charity Sweepstakes Office (PCSO) board secretary Wesley Barayuga.

CLOSE to 8 in 10 Filipinos are in favor of the Philippines holding joint sails and patrols with foreign states to assert the country's rights over the West Philippine Sea, a recent Social Weather Stations survey showed.

On Sunday, PNP Chief Police General Rommel Francisco Marbil said he ordered the reopening of the cold case after whistleblower Police Lt. Col. Santie Mendoza told the House Quad Committee that he helped carry out the killing at the behest of ex-PCSO general manager Royina Garma. Mendoza narrated before congressmen how Garma allegedly facilitated the PCSO official’s roadside assassination on July 30, 2020 by providing the necessary information about his schedule, details about his vehicle and the funding necessary to carry it out.

At least 77 percent of the respondents agreed that the “Philippine government must further strengthen its alliance with other countries” through joint patrols, joint sails, and joint military exercises to assert and defend the country’s territorial and economic rights in the WPS.

The whistleblower also implicated incumbent National Police Commissioner Edilberto Leonardo in the planning of the murder.

Barayuga was a retired police general and lawyer who supposedly threatened to expose corruption within the PCSO shortly before he was shot dead in Mandaluyong City.

Respondents from the National Capital Region gave the highest support at 84 percent followed by the rest of Luzon at 82 percent, Visayas at 77 percent, and Mindanao at 64 percent.

Garma, herself an ex-police Lt. Colonel, allegedly gained the top spot at the PCSO because of her in-

Yang's lawyer mocks probers amid heated inquiry

THE legal counsel of Chinese businessman Tony Yang sought to disparage lawmakers’ conclusions about his client’s supposedly sketchy past and his alleged ties with Philippine Overseas Gaming Operators (POGOs) and even organized crime. Lawyer Raymond Fortun questioned the House Quad Committee’s impartiality and its ability to pin Chinese national Yang down for ay wrongdoing in a real criminal court.

“I am very interested in how they [Quad Comm members] can prove this criminal network in court. In Congress, lawmakers act as both prosecutor and judge,” he said. Yang, who already admitted having a fake Philippine birth certificate, is the brother of Michael Yang, a presidential economic

In a letter sent to Blue Star Construction Development Corp. proponent Ben Dumaliang, the DENR cited the three grounds for the agreement’s cancellation: (1) the lack of the required Presidential Proclamation declaring the subject matter of the contract for housing purposes; (2) no document to prove that the proposed construction went through regular procurement or bidding process, and (3) failure to deliver the 5,000-unit Garden Cottages housing project within five years from signing on Nov. 15, 2002.

on Friday, Stratbase ADRi president Dindo Manhit said the survey results signal the need for the country to further reinforce its defense posture and collaborate more closely with allies.

“It tells us really where we stand as a nation. We know who our friends are. We know that we might be not as strong as we could be, but our strength is with our friends and allies,” he said.

Armed Forces of the Philippines spokesperson Col. Francel Margareth

Efforts to increase maritime patrols as well as joint drills, she said, would continue “not just in the West Philippine Sea, but the whole country."

“Filipinos recognize that a firm and united approach—through diplo-

“But beyond legislation, I believe that leadership must also be personal. It must be about standing with those who serve on the frontline: our Coast Guard, our Navy, our fisherfolk who brave the waters every day, knowing that our seas are not just waters; they are our birthright, our lifeline, our future,” the House leader stressed.

Romualdez thanked the Coast Guard for his promotion to its Auxiliary branch.

“To my fellow officers and members of the PCGA, I look forward to working alongside all of you, not just in title, but in action,” he said.

“In these times of great uncertainty, one thing remains clear: the defense of our sovereignty is not just the duty of a select few, it is the responsibility of every Filipino. And today, I reaffirm my dedication to that cause,” the Speaker noted.

The DENR official explained that the housing units should have been located in Lot 10, where the Dumaliang family built recreational structures and currently operates the Masungi Georeserve, which charges visitors for day treks to caves, stone formations, trails, and rope bridges.

The envisioned Garden Cottages project was originally intended as housing for government employees, including those from the DENR, Department of Education, Department of Interior and Local Government, Department of National Defense, Department of Transportation, Office of the President and Presidential Management Staff.

Instead, the land is now used as a venue for weddings and pre-nuptial shoots for which the Dumaliangs also charge a fee.

Upon learning of the cancellation, Masungi Georeserve Foundation Inc. quickly fired back at the DENR, saying the agency has apparently sided with “land grabbers, illegal quarries, and powerful vested interests.”

"While it continues to approve destructive quarries, private resorts, and industrial projects that irreparably harm our watersheds, it is using taxpayer money to target Masungi Georeserve—a globally recognized conservation initiative,” it said in a statement

"Let us be clear—it is the DENR who is at fault here. It has stubbornly refused to carry out its contractual obligation to clear the area of large-scale illegal occupants, liens, and encumbrances, causing delays to the project and significant injury to its private sector partner," the foundation added.

Masungi Georeserve also disputed the DENR’s claim that the deal with Blue Star was flawed because it did not involve public bidding.

"Under former President Gloria Macapagal-Arroyo's directive, the 2002 Supplemental Joint Venture Agreement (SJVA) contributed an additional 300 hectares (Lot 10/Masungi Georeserve) to the project. This expansion is based on the provisions of law, which allows a government project to be expanded or extended without additional bidding under certain conditions," it said.

“Today’s geopolitical architecture calls for turning risks into strategic opportunities. By reinforcing our trilateral cooperation, we can chart a future where the Indo-Pacific remains free, open, and secure. Fortunately, the deep and strong diplomatic relations among our three countries are a testament to the democratic values that we like-minded partners share in the face of our common challenges,” he added.

She said she wanted to be in charge of the second article of impeachment, which tackled Duterte's alleged misuse of confidential funds.

These were supplemented by virtual meetings and inter-agency consultations to ensure that the agreement aligns with both nations’ mutual interests and priorities.

magnitude of the alleged abuse. Khonghun said the impeachment trial would reveal the full extent of how fictitious names were allegedly used to liquidate confidential funds, raising serious concerns over the OVP’s financial practices. These fictitious names, Ortega said, were recorded as recipients of confidential funds, casting serious doubt on the validity of the OVP’s financial records.

This developed as House leaders expressed confidence that the Supreme Court (SC) will uphold the legality of the impeachment proceedings against Duterte, emphasizing that the House of Representatives strictly followed due process in endorsing the complaint.

Ortega dismissed allegations that the House committed any procedural violations, stressing that any legal challenge to the impeachment is merely a delaying tactic.

"China Coast Guard vessel 5303, this is Philippine Coast Guard vessel BRP Bagacay MRRV-4410. You are advised that you are currently sailing within the Philippine Exclusive Economic Zone," she said during an encounter videotaped last month.

"You are directed to depart immediately and notify us of your intention."

Villalon's action during the incident was precisely what the PCG envisioned when it launched the Angels program four years ago.

Beijing claims most of the South China Sea (SCS) despite an international ruling that its assertion has no legal basis, and its coast guard has clashed repeatedly with that of the Philippines, sparking fears of an armed conflict.

In Philippine law, the WPS refers only to the portions of the SCS that the Philippine government claims to be part of the country's exclusive economic zone (EEZ).

"[The program] helps with our engagement with the China Coast Guard because we are utilizing women, who are naturally not aggressive, not confrontational," Coast Guard Spokesman Commodore Algier Ricafrente told Agence France Presse (AFP).

That framing of women's nature drew charges of sexism when the program first launched in 2021.

Fuel... From A1

Still, while Philippine geopolitics analyst Andrea Wong agreed overemphasizing "female characteristics" was problematic, she said the program was a "positive effort" capable of utilizing women's strengths "in a real way."

"The most important thing is harnessing their full potential, whether it be their language skills (or) communication skills."

For Villalon, the radio operator, the program's central premise needs no defending.

"A woman's patience, composure and the ability to respond or to communicate with empathy makes us unique, makes us more fit for this role," the 28-year-old pointed out.

While the PCG has hundreds of operators, it is the Angels who are routinely dispatched for missions in disputed areas of the WPS.

"Angels of the Sea is a testament that there are things women can do more effectively than men, especially in our thrust of communicating with our maritime law enforcement counterparts," Ricafrente said.

"They don't feel threatened when they talk to women."

'Words instead of weapons' Villalon said she felt proud to represent Filipinas in spaces typically dominated by men, especially with regional tensions rising.

"I focus on my job... (and) just deliver my speech," she said of her approach during encounters with Chinese vessels, adding she drew inspiration from her mother, a housewife who taught her to always stand her ground.

Villalon recalled how her Chinese counterpart's tone went from aggressive to calm as she addressed him during last month's episode near the contested Scarborough Shoal.

Ricafrente said the coast guard was committed to exhausting every means of de-escalating tensions in the disputed waters.

"Nobody wants war, nobody wants conflict... the business of the coast guard is peace," Ricafrente said, quoting Coast Guard Commandant Ronnie Gil Gavan, who dreamt up the Angels program while still a district commander.

Ricafrente said the PCG hopes to train another batch of Angels this year to coincide with the arrival of new ships from Japan and France that will be used for patrols in the WPS.

While some question the program's effectiveness, Villalon—who will soon start Mandarin classes to improve her communication skills— said she believes in the importance of using "words instead of weapons."

"I have come to realize that I am the kind of woman who is brave," Villalon said.

"Not just because I am willing to fight, but because I want to make fighting unnecessary." With AFP

Step up nutrition moves—PBBM

PRESIDENT Marcos on Friday called on local government units (LGUs) to play a more active role in addressing malnutrition by integrating health and nutrition initiatives into their annual investment plans.

Speaking at the National Nutrition Awarding Ceremony, the President also directed the Department of the Interior and Local Government (DILG) to make health care and nutrition priority indicators in the Seal of Good Local Governance.

“Investing in human capital is the

key to securing our nation’s future,”Mr. Marcos said.

“Let us intensify our commitment to breaking the cycle of inter-generational malnutrition by looking after the welfare of our people—especially pregnant women, mothers, and their children,” he added.

The Chief Executive underscored the need for a whole-of-nation approach to addressing malnutrition, emphasizing that local governments must take the lead in ensuring that adequate nutrition programs reach the most vulnerable populations.

He acknowledged that while progress has been made, the Philippines continues to face significant nutritional challenges, particularly in early childhood development.

Specifically, he cited findings by the Second Congressional Commission on Education (EDCOM 2), which showed that many students lag two to three

“The effects of malnutrition start at a very young age, and after a certain point, they become very difficult, if not impossible, to reverse,” Marcos said.

He urged the LGUs to allocate resources for nutrition-focused programs, particularly those targeting pregnant women and young children during their critical developmental years.

“It is essential that adequate health and nutrition interventions are integrated into every LGU’s annual investment plan,” Marcos said.

The OSG asserted that exclusion of the Philippine Health Insurance Corporation’s (PhilHealth) budget allocation from RA No. 12116 will not impede the agency’s mandate to implement the UHCA. BI men sacked over fugitive’s escape

BUREAU of Immigration commissioner Joel Viado on Friday ordered the immediate dismissal of officers implicated in the escape of a high-profile South Korean fugitive while attending a hearing in Quezon City.

The BI likewise filed criminal complaints before the Department of Justice amid a newly obtained security footage and testimonial evidence that point to possible collusion within the agency, Viado said in a news release.

‘Report VAWC,

gender-based violence cases’

IN OBSERVANCE of the National Women’s Month this March, the Department of Social Welfare and Development renewed its call to the public to report cases of violence against women and children (VAWC), gender-based violence (GBV), and other forms of abuse that they may have witnesses or experienced within their homes and communities.

“Women should never feel alone in their struggle against abuse, and they should know that they have the right to live a life free from violence. We encourage women to reach out, report cases of violence, and access the services available to them because VAWC is a crime,” DSWD spokesperson Assistant Secretary Irene Dumlao said.

The public may report cases of VAWC to the Philippine National Police, National Bureau of Investigation, Public Attorney’s Office, Council for the Welfare of Children Makabata Helpline, or to the nearest Barangay VAW Desk in their areas.

In 2024, a total of 1,069 victim-survivors of VAWC and other forms of abuse against women were reported and served by the DSWD nationwide through its community-based programs and services.

“This footage is damning evidence. This is not simple negligence. The movements and interactions caught on camera strongly indicate collusion,” he said.

“Adding to this, we have secured additional testimonial evidence that

further strengthens our case against those involved.”

Na Ikhyeon, 38, escaped while attending the hearing of an estafa case filed against him by a Filipino woman at the Quezon City Prosecutor’s Office on March 4.

The closed-circuit television footage allegedly showed BI officers facilitating the escape.

Viado noted that while further investigation is underway, the evidence gathered so far is strong enough to support criminal cases against those responsible.

“This is no longer just an internal disci-

plinary matter. This is a full-blown criminal case. The DOJ will take over and we will ensure that those who betrayed public trust are held accountable,” he said.

Other employees suspected of involvement have been placed on preventive suspension, while an internal audit of all high-risk deportation and detention cases continues.

Viado vowed that the BI will not stop until all those responsible are punished.

“This is just the beginning. The days of corruption, illicit deals and underthe-table transactions in the Bureau are numbered,” he said.

Muslim civil servants allowed flexible sched during Ramadan

THE Civil Service Commission advised Muslim government employees on Friday to adopt flexible work schedules during Ramadan, ensuring they can observe fasting while maintaining productivity. Under the adjusted schedule, regular office hours from 8 a.m. to 12 p.m. and 1 p.m. to 5 p.m. will shift to a continuous 7:30 a.m. to 3:30 p.m. without a noon break. The two-hour difference will not be considered undertime.

Muslim employees are excused from work on Fridays from 10 a.m. to 2 p.m. to observe religious practices, according to CSC.

The CSC emphasized that flexible work arrangements align with its policies to support government employees’ well-being while ensuring efficient public service delivery.

SENATOR Grace Poe on Friday condemned the killing of a community cat at Ayala Triangle Gardens in Makati City by a Chinese national.

“No animal should be subject to cruel and unwarranted abuse,” she said.

“The cat was merely resting, and since it is a community cat, it means that the people in the area care for it. That community should be a safe haven for cats and dogs,” Poe added. Poe described the incident as a senseless act of cruelty and called for the swift prosecution of the suspect, citing violations of the Animal Welfare Act.

“A stronger and more responsive Animal Welfare Law in place would have immediately caught the perpetrator and made him answerable to his crime,” she said, urging authorities to ensure that animal protection laws are properly enforced to prevent similar incidents. Ram Superable

Schools to roll out mental health programs

HOUSE Deputy Speaker Jude Acidre welcomed the signing of the Implementing Rules and Regulations of Republic Act 12080 or the Basic Education Mental Health and Well-Being Promotion Act.

He said the move was “a critical step toward addressing the growing mental health concerns among Filipino students.”

Signed into law by President Ferdinand Marcos Jr. in December 2024, the measure mandates the creation of school-based mental health programs aimed at raising awareness, providing early intervention, and offering direct support to students and school personnel. With the IRR now finalized and published,

public and private schools are expected to begin rolling out these programs in the coming school year.

Acidre, who serves as a commissioner of the Second Congressional Commission on Education (EDCOM 2), underscored the urgency of the law’s implementation, citing troubling indicators of student distress.

He noted the Philippines had the highest incidence of bullying among OECD countries in the 2018 PISA study, with 65 percent of Grade 10 students reporting being bullied several times a month.

From November 2022 to July 2024, Department of Education data further revealed that only 11 percent of reported bullying cases were officially resolved.

The visit, she said, will also provide an opportunity for the two states to review cooperation on a number of areas such as trade and investments, defense,

maritime, climate change and environment, and science and technology.

Manalo and Lammy will also exchange views and insights on regional and international issues of mutual concern “in relation to the PhilippineUK commitment to promote peace, stability, and a rules-based international order.”

OPINION

I DON’T know what the ethics are in writing about someone who writes on these same opinion pages, but I am taking my chances. After all, it’s not just “someone” – it’s Dean Tony La Viña. I’m not writing about him as a fellow columnist here, but as someone who recently published his memoirs. The book, Ransomed by Love, touched me in many profound ways. I first met him at Ateneo in 1995. I was looking for an elective and in those days not much was known about Environmental Law and Policy. So I enrolled; he was then an undersecretary at the Department of Environment and Natural Resources while teaching. Our class was every Saturday so sometimes he met us in his office on Visayas Avenue. Many years later, I heard that he was an active figure in the Philippine climate change negotiations; in one of those meetings, he got to know and mentor my daughter who was a youth delegate in that year’s Conference of Parties in Lima, Peru.

These days, despite his packed schedule, Dean Tony is always gracious enough to talk to my opinion writing students at UP – he did so online during the pandemic, and last year, face to face, even though he was rushing from an appointment and was heading to another. He made time; he always makes time. He is indeed a consummate teacher, always imparting something whatever the circumstances. In the book he writes about conducting classes even if he was in the hospital or undergoing treatment.

But that is getting ahead of the story.

Like many autobiographical works, Ransomed by Love begins with Dean Tony’s childhood in Mindanao. He described his family and friends, his boyhood and student days, his influences, and the beginnings of his social consciousness. The succeeding chapters delve into his life as a human rights lawyer, environment and climate justice activist, a global citizen (he worked as a caregiver in Italy and studied and did research and negotiations work in the United States), a teacher, a governance academic and advocate. He writes about his love story, describes his family life, and shares journal entries during the early days of the pandemic lockdown. In near isolation he mourned what was happening to the country and what was happening with the people consumed by the virus. And then came his own medical diagnosis: a routine procedure yielded alarming results which eventually revealed his cancer diagnosis, and that

it had metastasized into other parts of his body.

Such a revelation could explain the urgency with which he wrote his memoirs. Not everyone gets a warning, a time check. But while others could spend their days in denial, anger, or bitterness, some are able to inch toward making peace with the inevitable. Not making peace instantly, but inching toward it. I get how the process could be slow and painful.

Every extra sunset is grace

Throughout the book, Dean Tony goes back to the word “finitude.” The word is defined as a state of having limits or bounds. And, in this sense, aren’t we all finite? We have limited time on earth, yes, but even before that, we are limited by our own backgrounds, abilities and skills, personality traits, shortcomings. We are constrained by hubris -- fanciful thoughts of our own importance. We are overcome by our desire to be in control and to cling to what is familiar and comfortable.

The acknowledgment of our finitude is humbling. If we think we matter that much, or that we are the only people who can do the things we are trying to do, or that we can never be replaced – then we would be wrong. Sometimes we get so arrogant that we believe we are invincible. A medical diagnosis, or any other crisis with similar earth-shaking effects, will do enough to whack us in the head and disabuse us of this notion.

Nonetheless, anybody who is given ample time to step back and take stock of his/her/their life as they have lived it is blessed. And this is why we must not only read La Viña, but attempt a similar reckoning in the best way we know how. It could be a morbid exercise but it could also be surprising, sobering, and liberating. Imagine suddenly being told you are afflicted with an illness or slapped with a similar “sentence.” How would you look back at your past and atone for the hurt you have caused others? Who would be in the list of people with whom you meaningfully interacted? How would you live the rest of your days?

In the end, it is the acknowledgment of our finitude that will set us free as we are held hostage by hopelessness or fear.

Rattled markets, negative polls: Trump’s honeymoon over

WASHINGTON, DC – After only seven weeks back in the White House, President Donald Trump is facing stock markets roiled by his volatile trade policy, consumers exhausted by stubbornly high prices, and general unease about the power of his advisor Elon Musk.

Musk’s efforts to dismantle the federal bureaucracy as the nominal head of the Department of Government Efficiency (DOGE), with mass firings that have sparked legal battles, have created a sense of chaos around Trump’s second administration.

And even if the 78-year-old Republican’s base is generally happy with his moves on immigration and national security, the Trump train is wobbling on the rails, and experts say he needs to pivot to voters’ basic concerns.

“He still has momentum and still commands the public stage,” Julian Zelizer, a history professor at Princeton University, told AFP.

“But he needs to refocus on policies that will boost the economy rather than the chaos of DOGE and haphazard tariff policies.”

Trump hardly mentioned trade or inflation during his lengthy speech to Congress on Tuesday night. He in-

stead focused on illegal migration and hot-button societal issues such as policies targeting the transgender community.

“The American Dream is unstoppable, and our country is on the verge of a comeback the likes of which the world has never witnessed, and perhaps will never witness again,” Trump said Tuesday.

With the country polarized and Trump’s approval rating middling from the getgo, the grace period appears to be over

In his speech to lawmakers, Trump hailed the work of Musk, but on Thursday, he responded to growing criticism over unprecedented cuts to the US government overseen by the Tesla and SpaceX chief, saying they should be carefully calibrated.

“We say the ‘scalpel’ rather than the ‘hatchet,’” Trump posted on his social media platform Truth Social after a

Contemptible crazy claim

LOST among the headlines this week, and not given much attention as readers appeared engrossed in other issues like inflation, poverty and political theater, is the senseless claim by China over Palawan, the country’s 10th most populous island.

We add our voice to the punctilious condemnation by the National Historical Commission of the Philippines, the agency mandated with promoting our country’s history and preserving our rich cultural heritage, of China’s blatantly ridiculous claim over Palawan. This farcical claim circulated in Weibo and other Chinese social media platforms, deceptively stating Palawan was once their, governed it for one thousand years, but the Philippines claims jurisdiction and has named it Palawan.

cabinet meeting attended by Musk. Cost of living Americans seem so far unconvinced that the future will be as bright as Trump promises, even after the Republican campaigned hard on cost of living issues in his election battle with Democrat Kamala Harris.

With the country polarized and Trump’s approval rating middling from the get-go, the grace period appears to be over.

“We used to have a brief period of unity, but it’s not happening anymore, especially with Trump,” University of Virginia political scientist Larry Sabato told AFP.

But he added that “the good news for Trump is that he still has a honeymoon with MAGA,” his loyal Make America Great Again base.

In an Ipsos poll conducted for Reuters after the Oval Office face-off Friday between Trump and Ukrainian President Volodymyr Zelensky, only 22 percent of respondents said the country was moving in the right direction on cost of living issues.

Only a third said they were optimis-

The post originated from the Rednote app, one similar to Tiktok, adding the island should be returned to China, suggesting Palawan was called “Zheng He Island” after the Chinese explorer and seafarer who it claimed traveled the seas and oceans of Asia from the 1300s to the 1400s.

Zheng He (romanized Cheng Ho; 1371–1433/1435) was a Chinese admiral, explorer, diplomat, and bureaucrat during the early Ming dynasty (1368–1644).

Straight away China’s leadership, not helped any by their synthetic historians, should make this claim now, some 50 years after President Marcos flew to Beijing to meet up with then China’s leaders Mao Zedong and Deng Xiaoping following the establishment of diplomatic relations. There exists no evidence to support the settlement of a permanent Chinese population in Palawan which has been continuously populated since 50,000 years ago through archaeological data. From a historical perspective, no accounts of Chinese settlement were

tic about Trump’s foreign policy.

Consumer confidence has taken a nosedive, and inflation in the world’s largest economy is accelerating, with some experts saying the risk of recession is up as well.

Markets have already erased the socalled “Trump Bump” that came with his election, in large part due to uncertainty over tariffs.

Trump told reporters Thursday he was “not even looking at the markets,” instead accusing “globalist” investors of being to blame for the drop -- shortly after he hit pause on most tariffs levied on Mexico and Canada.

‘As American as apple pie’ US Treasury Secretary Scott Bessent said that “access to cheap goods is not the essence of the American Dream,” and that any impact of tariffs on prices would be temporary.

Several opinion polls show that Americans generally support downsizing the federal government, but the brutal methods so far employed by Musk’s DOGE have frayed many people -- and come up for court scrutiny.

Palawan was populated by communities of similar cultural affinity with the rest of the Philippine archipelago.

The head of the expedition had, in fact, made a blood compact with the chief of the community that the NHCP recognized to be in the present day Sitio Tagusao, Brooke’s Point, Palawan. But this does not preclude the existence of trade relations as our ancestors had, as we are at present, been trading with our neighbors for millennia, the NHCP said.

We underline NHCP’s argument that vassalage by a predecessor nation does not equate to sovereign rule in the present day. Early Filipino polities in Luzon, Visayas, and Mindanao were, at one point or another, closely connected to sultanates and rajahnates in other parts of Southeast Asia. Like the NHCP, we stand by the policy of the rest of the Philippine Government that not one inch of Filipino sovereign territory is for sale, nor can any be claimed by states that pretend to be friends and yet continue to undermine regional stability through the disgraceful use of questionable historical data.

US media are reporting that Republican members of Congress have been advised not to hold public town hallstyle meetings in their districts, after some lawmakers were called on the carpet by constituents about Musk’s advisory role.

Trump has insisted that paid “troublemakers” are disrupting meetings, not actual voters upset about the current state of affairs.

The Democratic Party meanwhile is hoping to capitalize on Trump’s missteps.

On Tuesday, Senator Elissa Slotkin, who was chosen to offer the party’s rebuttal to Trump’s speech, called on Americans to “hold your elected officials, including me, accountable. Watch how they’re voting.”

“Go to town halls and demand they take action,” she said.

Trump complains alliance between US, Japan uneven

WASHINGTON, DC – President Donald Trump said Japan is not required to protect the United States militarily and makes “a fortune” from it economically, as he fired off an impromptu broadside at a key ally.

It came as Japan’s trade minister is arranging a trip to Washington during which he will reportedly demand an exemption from imminent US tariffs on steel and aluminum.

“We have a great relationship with Japan. But we have an interesting deal with Japan that we have to protect them, but they don’t have to protect us,” Trump said Thursday (Friday in Manila).

“And by the way, they make a fortune with us economically,” he said. “I actually ask, who makes these deals?” In response, government spokesman Yoshimasa Hayashi said Friday that Japan trusts Washington to keep its obligation to the two countries’ security treaty.

Around 54,000 US military personnel are stationed in Japan, mostly in the Okinawa region east of Taiwan. Meanwhile Tokyo’s economy, trade and industry minister Yoji Muto told reporters that he hoped his US trip would “be a win-win for both Japanese and US national interests.”

He said the visit was being coordinated and did not confirm the March 9-13 dates given by Japanese media or reports that he will push US officials to exempt Japan from levies.

Trump has said 25-percent steel and aluminum tariffs will be imposed on Wednesday of next week, without exceptions. AFP

Over 70 killed, dozens more hurt in Syria wild clashes

DAMASCUS – More than 70 people were killed and dozens more wounded in Syria in fighting between government security forces and militants loyal to deposed ruler Bashar al-Assad, a war monitor said Friday.

“More than 70 killed and dozens wounded and captured in bloody clashes and ambushes on the Syrian coast between members of the Ministry of Defense and Interior and militants from the defunct regime’s army,” the Syrian Observatory for Human Rights said in a post on X.

It said earlier that fighting Thursday between government forces and Assad loyalists had killed 48 people in the coastal town of Jableh and adjacent villages, saying they were “the most violent attacks against the new authorities since Assad was toppled” in December.

The overall toll during this week’s unrest was not immediately clear.

Pro-Assad fighters killed 16 security personnel while 28 fighters aligned with the ousted president and four civilians were also killed, the Observatory said Thursday.

The earlier fighting was in the Mediterranean coastal province of Latakia, the heartland of Assad’s Alawite minority who were considered bastions of support during his rule.

Mustafa Kneifati, a security official in Latakia, said that in “a well-planned and premeditated attack, several groups of Assad militia remnants attacked our positions and checkpoints,” targeting patrols in the Jableh area.

The attacks resulted in “numerous martyrs and injured among our forces”, he added without providing the number of casualties.

Kneifati said security forces would “work to eliminate their presence”. AFP

Australians told ‘prepare for worst’ as tropical cyclone approaches coast

GOLD COAST, Australia – Violent winds toppled power lines Friday as a tropical cyclone inched towards Australia’s eastern coast, sparking evacuation orders and leaving 80,000 homes without electricity.

Tropical Cyclone Alfred was 125 kilometers east of Brisbane city on Friday afternoon, crawling towards the densely populated coastline at “walking speed”, government forecasts said. Some four million people were in the firing line along a 400-kilometer stretch of coastline straddling the state border of Queensland and New South Wales. It is a region rarely troubled by typhoons

-- it has been more than 50 years since a tropical cyclone made landfall in that stretch of coast.

Around 80,000 homes were left in the dark across the two states as damaging winds uprooted trees and brought down power lines, officials and utility companies said as repair crews raced to restore electricity.

Queensland Premier David Crisafulli said the storm already “packed a punch,” warning conditions would get worse as it approached land on Saturday morning.

AFP images showed a white yacht blown into the rocks after snapping its moorings at Point Danger on the Gold Coast.

Two people made “a lucky escape” after a large gum tree crashed through the roof of a house in rural Currumbin Valley, the Queensland Ambulance Service said.

Emergency response officials said they had issued evacuation orders for some 10,000 people in the flood-prone northern rivers region of New South Wales.

There was particular concern for the town of Lismore, which was engulfed by record 14-meter floodwaters after heavy rains in 2022.

Many residents have spent the past three days fortifying their homes with sandbags, tying down loose furniture and stocking up on food and water.

“A lot of people are feeling a bit anxious, for sure, because we don’t know what’s going to happen,” said Paul Farrow from Coolangatta, a coastal suburb better known for its sun-splashed beaches.

“Yeah, we could all lose our houses. Who knows,” the 62-year-old told AFP.

“The pubs might be shut for a week or two. Who knows.”

Farrow said he had stashed a “couple of peaches”, a “couple of cartons of beer”, and “a bag of grapes” to get him through.

“So I’ll be right,” he said.

Prime Minister Anthony Albanese said the region should “hope for the best, but prepare for the worst”. AFP

Trump backs off Mexico, Canada tariffs after market blowback

WASHINGTON, DC – US President Donald Trump on Thursday (Friday in Manila) delayed some tariffs targeting Canada and Mexico, leading Ottawa to halt an upcoming wave of countermeasures -- offering a reprieve to companies and consumers after blowback on financial markets.

Stock markets tumbled after Trump’s duties of

Following talks with the “Big Three” US automakers -- Stellantis, Ford and General Motors -- Washington initially announced a one-month exemption on autos coming through the United StatesMexico-Canada Agreement (USMCA). A White House official told reporters that about 62 percent of Canadian imports will still face the new tariffs, although much of these are energy products hit by a lower rate of 10 percent.

About half of Mexican imports come through the USMCA.

The latest moves make conditions “much more favorable for our American car manufacturers,” Trump said Thursday.

Shortly after Trump’s decision, Canadian Finance Minister Dominic LeBlanc wrote on X that his country “will not proceed with the second wave of tariffs on $125B of US products until April 2nd, while we continue to work for the removal of all tariffs.” AFP

La Salle, UST cagers lead UAAP statistical points race

KIEFFER Alas of De La Salle-Zobel and Barby Dajao of University of Santo Tomas capped off the UAAP Season 87 High School Basketball Boys’ and Girls’ Tournaments, respectively, as the top Filipino performers in the statistical points (SPs) race at the end of the elimination round. Alas, a 6-foot-2 Grade 11 guard, emerged as the top local studentathlete in the boys’ division with 91.429 SPs. His numbers—20.07 points, 11.14 rebounds, 4.93 assists, and 1.07 steals per game over 14 outings—led the Junior Archers to a 6-8 record, placing them sixth in the standings.

Meanwhile, Dajao, a Grade 12 guard from Bacolod City, led the girls’ division with 105.5 SPs. She averaged 15.17 points, 10.17 rebounds, 6.17 assists, and 4.33 steals per game while steering the Junior Growling Tigresses to an impressive 6-0 sweep of the elimination round.

Djokovic seeks Indian Wells’ resurgence with Murray’s aid

INDIAN WELLS—Novak Djokovic, with old rival Andy Murray in his coaching corner, is optimistic he can put together a deep run at the Indian Wells ATP Masters to kick start a so-far disappointing 2025 campaign.

“I definitely look to go deep in the tournament,” said the Serb star, who is seeded sixth in a field led by world number two Alexander Zverev and two-time defending champion Carlos Alcaraz.

“I’ve done, I think, the right things in preparation. I’ve been playing some good tennis these days. So let’s see. Let’s see how far I can go.” Djokovic’s five titles tie him with retired Swiss great Roger Federer for most in the California desert.

His first victory came in 2008 and his most recent in 2016 -- when he capped a run of three straight

Indian Wells triumphs.

After limping out of the Australian Open semi-finals in January Djokovic fell in the second round of the Qatar Open.

Murray wasn’t with him there, but Djokovic said Thursday that he thinks he and the Scot will extend their player/coach partnership at least through the clay court season, and he was hoping to reap the benefits at Indian Wells and the Miami Open immediately after.

“I’m enjoying the relationship with Andy,” said Djokovic, the 24-time Grand Slam winner who

“You know, he’s also exploring it and trying to, you know, understand how he can excel in it.”

Murray, himself a three-time Grand Slam winner, was once part of the “big four” of men’s tennis along with Djokovic, Federer and Rafael Nadal.

A similar scenario unfolded in the girls’ division, where Dajao trailed National University Nazareth School’s Zaydhen Rosano heading into the final game.

However, Dajao put up a 15-point, 15-rebound, 11-assist triple-double, along with a steal and a block, in UST’s 91-66 win over the Lady Bullpups, overtaking Rosano in the SP standings. Rosano finished with eight points, 11 rebounds, nine assists, and three steals.

Cabonilas placed third in the boys’ division, second among locals, with 90.071 SPs, while Rosano settled for second in the girls’ division with 105.167 SPs.

Lady Tamaraws eye win to boost hold on 3rd spot

FAR Eastern University seeks to wrap up a character-building three-match stretch with a victory as it faces Adamson University today (Saturday) in the UAAP Season 87 women’s volleyball tournament at the SM Mall of Asia Arena.

Coach Tina Salak hopes for a good result in the 3 p.m. clash with the Lady Falcons, as the Lady Tamaraws try to solidify their hold on the third spot.

After surviving a five-setter to Ateneo, FEU posted its first winning streak of the season with a 25-23, 2519, 25-20 win over University of the East last Wednesday.

“Malaking motivation din sa mga bata and of course, gusto rin namin improve pa ‘yung kung ano ang kulang namin today kasi ang marami paring lapses and i-improve namin-- so dapat hindi kami dapat nagkukulang, dapat i-improve namin most especially doon sa mga small balls going against sa ibang teams sa UAAP ngayon, dapat nai-eliminate namin ‘yung mga errors na ganoon,” Salak said.

Adamson is currently tied with De La Salle in fourth place at 2-2 and is seeking to avoid its first losing streak of the season.

The Lady Tamaraws are bracing for what the Lady Falcons’ prolific rookie Shai Nitura, the currently No. 2 in scoring, can offer.

The Lady Spikers play the winless Lady Warriors at 1 p.m., with the 12-time champions eyeing to post their first back-to-back victory of the tournament.

Even with UE feeling the pinch of its shorthanded roster as it absorbed backto-back straight-set losses to Adamson and FEU, Noel Orcullo, coach Ramil de Jesus’ trusted assistant, knows that the key is to play the right De La Salle volleyball way.

US o ers $10m reward for Canadian Olympic snowboarder turned drug lord

LOS ANGELES—The United States offered a $10-million reward on Thursday for information leading to the arrest of a Canadian former Olympic snowboarder wanted on drug and murder charges.

Ryan Wedding, 43, who is believed to be in Mexico or another Latin American country, was also placed on the FBI’s list of the “Ten Most Wanted Fugitives.”

“Wedding went from shredding powder on the slopes at the Olympics to distributing powder cocaine on the streets of US cities and in his native Canada,” said Akil Davis, assistant director of the FBI’s Los Angeles field office.

“The alleged murders of his competitors make Wedding a very dangerous man,” Davis said.

Wedding, whose aliases include “El Jefe,” “Giant” and “Public Enemy,” may possibly be living under the protection of

the Sinaloa drug cartel, Davis said at a press conference.

Acting US Attorney Joseph McNally said Wedding had allegedly shipped hundreds of millions of dollars of cocaine from Colombia through Mexico to the United States and Canada.

Alan Hamilton, chief of detectives for the Los Angeles Police Department, said Wedding used the southern California city as the hub for the drug smuggling operation.

“An estimated 60 metric tons of cocaine per year and five metric tons of fentanyl per month moved through Los Angeles on its way to US and Canadian cities,” Hamilton said.

Wedding, who competed for Canada in snowboarding at the 2002 Salt Lake City Olympics, finishing 24th in the parallel giant slalom, is one of 16 defendants

facing US charges for their roles in the drug operation.

“The organization is violent, responsible for deaths as part of its criminal operations,” McNally said.

These include the November 2023 murders of two members of a family in Ontario, Canada, in retaliation for a stolen drug shipment and a May 2024 murder in Niagara Falls, Ontario, over a drug debt.

The State Department is offering a $10-million reward for information leading to the arrest or conviction of Wedding.

Wedding’s second-in-command, fellow Canadian Andrew Clark, 34, known as “El Dictador,” was among 29 alleged or convicted narcotics traffickers extradited to the United States from Mexico last week. AFP

Multi-stage cycling spectacle

Tour of Luzon returns in April

WITH the fabled Tour of Luzon coming back this summer, organizers hope to expand it further in the future and make it part of a series of international events that will lure more riders from around the world.

This is the vision of organizers, led by Philippine Olympic Committee president and PhilCycling chief Abraham Tolentino of the weeklong professional road cycling race that attracted at least 15 teams.

But for now, competitions will be limited to a journey across Northern Luzon, before organizers decide to stretch the routes to Visayas and Mindanao in the coming years and link it up with other international races afterwards.

“Dito tayo papunta, na pumasok ito sa UCI (international cycling body) calendar,” said Tolentino during Friday’s press conference at the Lighthouse, Meralco Building in Ortigas.

The Tour of Luzon, which was last held in 2019 as the Le Tour de Filipinas, will have eight stages covering seven provinces, with the support of telecommunications’ executive Manny Pangilinan.

“Cycling is all about speed, determination and the courage to conquer the elements, much in the same way as what we do in business,” said Pangilinan.

The race, which cover more than a thousand kilometers, is slated from April 24 to May 1.

Navy-Standard Insurance Philippines is set to bring back its riders, who dominated the races in 2019, along with rivals from 7-Eleven Roadbike Philippines, Victoria Cycling Team, Go-ForGold and Philippine Army.

Also coming in are riders from Excellent Noodles, D’ Reyna, Dandex Multi-Sports and MPT DriveHub.

Provincial team Tagaytay City-Tom N Toms Toms, Nueva Vizcaya, Davao and Cebu are also taking part with the National Under-23 team.

Foreign riders from the Singapore National Team, the ASC Monsters of

Indonesia, the Vietnam National Team and Thailand are also listed.

“After the launch, negotiations will begin with the local teams as well as the overseas teams that asked to be invited,’’ said race director Jun Lomibao. The races, fondly called the annual “Summer Sports Spectacle on Wheels” is supported Metro Pacific Tollways Corp. (MPTC) with their event partner and organizer, DuckWorld PH. The team champion, according to MPTC top exec Arrey Perez, will bring home P1 million and a year’s possession of the Tour of Luzon Perpetual Trophy. Stronger regulations for pro boxing o ciating sought

THE Games and Amusements Board (GAB), in collaboration with the Association of the Philippine Professional Boxing Ring Officials (APPBRO), recently held a crucial meeting to enhance the regulatory framework for individuals aspiring to become professional boxing officials. The initiative aims to maintain fairness, integrity, and competence in officiating while ensuring stricter yet efficient licensing procedures.

GAB chairman Atty. Francisco J. Rivera, alongside key representatives from the Boxing and Other Contact Sports Division, spearheaded the discussion with APPBRO officials at the GAB Central Office in Makati.

The meeting centered on reinforc-

ing measures for acquiring a GAB license as a boxing referee or judge while addressing various concerns raised by APPBRO regarding officiating standards and protocols. Rivera reaffirmed GAB’s unwavering commitment to upholding the highest standards in professional boxing officiating.

He emphasized that the licensing process would remain transparent, fair, and merit-based, ensuring that only welltrained and competent officials preside over professional matches.

Stricter regulations are needed to prevent controversies involving fight outcomes that may spark debates over the quality of officiating.

Several bouts in the past have been marred by accusations of biased judging or incompetent refereeing, raising

FIFTH-RANKED ONE Championship bantamweight MMA contender

Jeremy “The Juggernaut” Pacatiw knows he has to show up to his next fight if he wants to make a case for World Title contendership.

Now in the top-five of the bantamweight MMA division, Pacatiw must prove that he can beat fellow contenders when he battles fourth-ranked Enkh-Orgil Baatarkhuu.

This happens at ONE Fight Night 29: Rodrigues vs. McManamon this Saturday, March 8, inside Lumpinee Stadium in Bangkok, Thailand. Facing someone higher than him in the rankings, the Lions Nation MMA representative knows he can’t falter.

“Since it’s a battle of top-five fighters, this is a much bigger opportunity for me,” he said. “I want to move up the rankings, and the best way to do it is beat higher ranked fighters than me. That’s the motivation for me, continue to climb up the rankings.” Pacatiw knows a win here might put him next to teammate and second-ranked bantamweight MMA contender Stephen Loman. After all, both fighters are chasing divisional king Fabricio Andrade. He also understands

Factory output picked up 3.2% in January—PSA

FACTORY output rose faster in January 2025 on higher food and equipment production, the Philippine Statistics Authority (PSA) said Friday.

The volume of production index (VoPI) for the manufacturing sector registered a faster year-on-year increase of 3.2 percent from its annual increment of 0.4 percent in December 2024. In January 2024, the VoPI declined 0.3 percent.

Manufacture of food products rose 9.4 percent in January, rebounding from a 0.3-percent decline in December 2024. Machinery and equipment production increased 62.1 percent year-on-year in the same month. Meanwhile, the value of production index also registered a faster annual increase of 4.0 percent in January 2025 from 0.4 percent in December 2024. In January 2024, the VaPI decreased 1.4 percent.

“The acceleration in the annual rate of VaPI for manufacturing in January 2025 was mainly attributed to the annual increase in the manufacture of food products at 9.3 percent during the month from an annual increase of 1.4 percent in the previous month,” the PSA said.

The manufacture of food products contributed 31.5 percent to the trend of VaPI for the manufacturing section in January 2025.

The PSA said that based on responding establishments, the average capacity utilization rate for the manufacturing section in January 2025 at 75.9 percent, up from the 75.6 percent in December and 74.5 percent a year ago.

All industry divisions reported capacity utilization rates of more than 60.0 percent during the month.

January bank loans rose 12.8% on higher demand

THE Bangko Sentral ng Pilipinas (BSP) said Friday bank loans grew 12.8 percent year-on-year in January 2025 despite the slowdown in money supply.

Data showed that domestic liquidity (M3) or the money supply circulating in the financial system increased 6.8 percent year-on-year in January, slower than the 7.7-percent increase in December. On a month-onmonth seasonally adjusted basis, M3 declined 5 percent to P18.1 trillion as of end-January. Domestic claims expanded 10.9 percent year-on-year in January, slower than 10.4 percent in December.

Claims on the private sector grew 13.1 percent in January from 12.2 percent in the previous month, with the continued expansion in bank lending to non-financial private corporations and households. Net claims on the central government rose 7.4 percent after the 7.2-percent rise in December on higher borrowings by the national government.

Net foreign assets (NFA) in peso

terms increased 2.6 percent yearon-year in January, compared to the 6-percent rise in December. The BSP’s NFA expanded by 4.2 percent.

The NFA of banks declined largely on account of higher foreign currency-denominated bills and bonds payable. Meanwhile, the outstanding loans of universal and commercial banks (U/KBs), net of reverse repurchase (RRP) placements with the BSP, climbed 12.8 percent year-on-year in January 2025, faster than the 12.2-percent increase in December 2024. The BSP said that on a month-onmonth seasonally-adjusted basis, outstanding U/KB loans, net of RRPs, grew by 1.4 percent.

ICD: More incidents of tight power supply expected

THE Institute for Climate and Sustainable Cities (ICSC) on Friday warned against the looming threat of more grid alerts in the coming months as the dry season approaches.

It said this year’s early occurrence was particularly concerning, as similar alerts in previous years were typically issued closer the peak dry months such as April or May.

The ICSC said the first yellow alert in 2024 was declared on April 16, significantly later than this year’s March 5 yellow alert.

It said two primary factors were driving this situation including a surge in electricity demand and a significant reduction in supply due to forced

outages of baseload power plants.

The group said the spike in demand was largely attributed to higher-thannormal temperatures as several areas experienced a heat index exceeding 40°C, leading to increased reliance on cooling appliances such as air conditioners and fans.

This increased demand, coupled with supply constraints from the outage of power plants, placed immense pressure on the grid, it said.

It said several baseload power plants were offline due to both planned and unplanned outages.

The ICSC said these incidents were not isolated as unplanned outages were occurring frequently and becoming more noticeable during the dry months.

THE Board of Investments (BOI) met with Canadian officials and industry leaders at the Prospectors & Developers Association of Canada (PDAC) 2025 to strengthen trade and innovation partnerships in the critical minerals sector.

The meeting took placed ahead of the negotiations for a PhilippinesCanada free trade agreement (FTA) which is set to begin by mid-2025. Discussions focused on expanding bilateral cooperation, investment opportunities and technology collaboration.

The BOI officials, in a meeting with Canada’s Minister of Export Promotion, International Trade and Economic

Development Mary Ng, explored ways to enhance economic ties.

Ng reaffirmed Canada’s commitment to diversifying its trade partnerships, targeting a 50-percent increase in exports to new markets.

She also cited the potential for expanded investment and collaboration, particularly in sustainable sectors such as critical minerals production and processing.

alert on March 5 signaled “a growing concern.”

“This early alert, despite the low probability, raises an important point: If a yellow alert can occur with only a 2 to 3 percent probability, imagine what will happen in a 70 percent probability scenario in April and May. With conditions like these, we may see even more frequent yellow or red alerts in the Luzon grid as temperatures rise in the coming months,” ICSC said.

ICSC called for the implementation of key measures to mitigate these risks, ensuring strict compliance with the Grid Operating and Maintenance Program (GOMP), timely commissioning of committed capacities and implementing demand-side management programs.

THE Philippine Nickel Industry Association (PNIA) called for a constructive dialogue with the government, local communities and industry stakeholders following Palawan provincial board’s resolution banning mining operations in the province.

PNIA said the dialogue would be crucial to craft policies that support both economic growth and environmental sustainability.

“We stand ready to collaborate with the provincial government of Palawan to ensure long-term benefits for the province and the nation,” PNIA said in a statement Friday as it expressed strong opposition to the 50-year mining moratorium imposed by the Palawan Sangguniang Panlalawigan.

PNIA said while it recognizes the importance of environmental protection, it is equally crucial to acknowledge that economic growth and sustainability can go hand in hand.

“Responsible mining safeguards the environment while driving economic development. The nickel industry, in particular, has been a key contributor to the local economy, generating thousands of jobs and substantial revenues for both local and national governments,” PNIA said.

AboitizPower nets P33.9b on new capacity, higher sales

ABOITIZ Power Corp. on Friday reported a 2-percent increase in 2024 net income to P33.9 billion from P33.1 billion in 2023 despite the recognition of depreciation and interest for GNPower Dinginin Ltd. Co.’s (GNPD) Units 1 and 2.

The company said in a disclosure to the Philippine Stock Exchange net income growth would have been 18 percent higher year-on-year, excluding the impact of the GNPD depreciation and interest.

AboitizPower’s core net income in 2024 grew 5 percent to P33.7 billion

from P32 billion in 2023.

“AboitizPower remains focused on delivering operational excellence in its power plants, developing a pipeline of new energy capacity, and pursuing opportunities in its distribution and retail business,” AboitizPower chief finance officer Sandro Aboitiz said.

“AboitizPower intends to grow its momentum and we are excited to build the next wave of renewable energy projects in 2025 and beyond,” he said. The company said beneficial earnings before interest, taxes, depreciation and amortization (EBITDA) grew 13 percent year-on-year to P73.3 billion, driven by higher generation portfolio margins and energy sales from the distribution utility business. It said additional capacities from the 159-megawatt-peak (MWp) Laoag and 94-MWp Cayanga solar plants and growth in retail supply volume further increased the company’s beneficial EBITDA for the period.

These same drivers resulted in beneficial EBITDA growth for the fourth quarter of 2024 at P17.2 billion, or 20 percent higher than P14.4 billion beneficial EBITDA in the same period in 2023.

AboitizPower’s generation and retail supply business’ beneficial EBITDA in 2024 reached P66.7 billion, up 11 percent from P59.9 billion in 2023. This was driven by higher portfolio margins, the energization of the Laoag solar plants and the full-year contribution of the company’s Cayanga solar plant. Energy sold reached 36,004 gigawatt-hours (GWh), flat compared to 2023.

AEIT, formerly ThomasLloyd Energy Impact Trust, was placed into members’ voluntary liquidation following a shareholder vote at the general meeting on June 14, 2024.

ACEN is the power generation arm of the Ayala Group with an ambitious goal of achieving 20 gigawatts of installed renewable energy capacity by 2030.

ACEN said the payment would be in the form of cash to be made upon signing the relevant documents. It said the acquisition cost represents less than the 10 percent of total assets of the company as of Dec. 31, 2024.

Secretary Francisco Tiu Laurel Jr. issued a temporary ban on importing domestic and wild birds as well as poultry products from Indiana, New York and Pennsylvania in the United States due to outbreaks of the highly pathogenic avian influenza (HPAI) H5N1 strain.

The ban, implemented through Memorandum Order 14 signed on

March 4, 2025, aims to protect the local poultry industry, which supports jobs, attracts investment, and ensures food security.

The memorandum cited multiple H5N1 outbreaks confirmed by US veterinary authorities as of Feb. 20, 2025.

Tiu Laurel said the virus’ rapid spread warranted stricter trade restrictions to prevent its entry into the Philippines.

PARM marks 50th anniversary at Manila Hotel

THE Philippine Academy of Rehabilitation Medicine (PARM) celebrated its 50th anniversary during its 35th annual convention, held alongside the 9th ASEAN Rehabilitation Medicine Association Conference at the Manila Hotel in Manila.

The event underscored the Philippines’ role in rehabilitation medicine and its contributions to the global medical community.

PARM president Jerico Dela Cruz said the country’s rehabilitation programs and medical training are globally competitive.

“Filipinos no longer need to seek rehabilitation treatment abroad, as our programs match global standards,” Dela Cruz said.

“Filipino doctors are often preferred for their expertise, compassion and renowned hospitality.”

Teresita Joy Evangelista, a professor at the University of the Philippines College of Medicine, noted the rapid growth of rehabilitation medicine in the Philippines.

“In just three years, the number of specialists has doubled, fueled by the rise of training institutions, growing interest in the field, and more doctors choosing rehabilitation medicine as a specialty,” Evangelista said.

She also cited the country’s international standing, saying its practices meet global standards and its members are frequently invited to lecture abroad.

The convention featured discussions on advancements in osteoporosis treatment, cognitive therapy, and the use of performing and visual arts as therapeutic tools.

The council will meet quarterly, with special sessions as needed to maintain pressure on economic saboteurs and protect the nation’s food supply. Othel V. Campos

Women sari-sari store owners gain psychological, social empowerment

WOMEN sari-sari store owners in the Philippines experience significant psychological and social empowerment despite business challenges, according to a study by the Philippine Institute for Development Studies (PIDS) and tech startup Packworks.

The research found that operating sari-sari stores provides women with a sense of independence, confidence and fulfillment, elevating their social status within communities.

Many store owners expressed that running their businesses gave them a deeper sense of purpose and meaning in life.

Women entrepreneurs who demonstrated strong leadership and community collaboration reported

higher well-being, optimism and resilience.

About 78 percent of respondents contribute to household income, with 16 percent serving as breadwinners.

The study underscores the crucial role of women in the microretail sector, reinforcing that 75 percent of sari-sari stores are female-owned.

“We are driven by our mission to provide advanced business tools and services that allow women to not only succeed in business but also to become leaders and change-makers within their communities,” said Packworks chief executive Bing Tan. Othel V. Campos

DOTr imposes 45-second lay-by rule on EDSA buses

THE Department of Transportation (DOtTr) said Friday it deployed enforcers to ensure bus drivers comply with the 45-second lay-by rule to improve traffic flow.

“I am happy to report that 90 percent of the 45-second timers at EDSA Busway stops are now operational,” DOTr Secretary Vince Dizon said. Special Action and Intelligence Committee for Transportation (SAICT) enforcers were stationed at each north and southbound station to ensure that bus drivers comply with the 45-second lay-by.

“‘Our enforcers, two of them, are stationed at each bus stop both north and southbound,” Dizon said.

“They are also the ones who are giving the order to remind our bus drivers that they should only be operational for 45 seconds so that we don’t get stuck at bus stops and cause traffic jams,” he said.

The transport chief expressed hope that bus operators and drivers would comply.

“Now, the good thing with the timers and enforcers in place, they [bus drivers] will probably get used to it. And we call on our bus drivers to follow this rule so that the flow of buses on the busway can continue,” he said.

Toyota Motor PH extends warranty for all new vehicles to five years

TOYOTA Motor Philippines (TMP) launched the Toyota 5-Year Warranty, extending coverage for all Toyota vehicles sold beginning Jan. 1, 2025. Toyota vehicles previously came with a three-year or 100,000-kilometer warranty, whichever came first.

The new program offers two additional years or 40,000 km. of warranty, provided customers meet the required periodic maintenance services (PMS) during the initial three-year period—or at least one PMS per year at any Toyota dealer.

Eligible models include all Toyota units sold from Jan. 1, 2025, and vehicles under Kinto One or Kinto One Business contracts starting on the same date.

Customers who complete at least six PMS, with at least one per year, qualify for full coverage in the fourth year, matching the original 3-year/100,000 km. warranty.

Those with three to five PMS qualify for limited coverage, which excludes wear-and-tear parts related to suspension, steering and brakes.

It said that for the 5th-year warranty, customers with full 4th-year coverage could extend their warranty by one year or 20,000 km. by completing at least two PMS in the fourth year. Those with only one PMS in the fourth year qualify for limited coverage.

“More than reinforcing our commitment to scaling up clean energy, the project plays a critical role in helping EPI reach its goal of generating 1 gigawatt of attributable capacity by 2028, alongside other major projects such as the Sta. Rita Solar and Subic New PV Power,” he said.

NAC president and chief executive Martin Antonio Zamora said the solar farm represents a significant milestone in NAC’s strategic diversification from a mining company into a diversified natural resources company.

He said the group would continue to contribute to the Philippines’ grow-

ing green economy through these two vital industries – mining and renewable energy.

EPI is also actively developing and exploring a range of renewable energy projects that span across geothermal, wind, run-of-the-river hydroelectricity and battery storage.

The company is looking to develop an additional 1,589 MW-worth of solar, wind, battery storage, and hydrothermal projects within the next three years.

RCBC executive vice president and institutional banking group head Elizabeth Coronel cited the bank’s commitment to supporting renewable energy initiatives.

to curb disinformation and ‘deepfakes’ during the run up to the midterm elections in May 2025. Deepfakes refer to doctored videos that use Artificial Intelligence (AI) and facial recognition technology to mimic facial expression and characteristics of one person and superimpose it on another person’s body.

Malijan affirmed this, citing data from Global Initiative Against Transnational Organized Crime which stated that the APAC region experienced a 1530% increase in deepfake cases between 2022 and 2023. The Philippines felt the highest growth in deepfake cases at 4500%.

In the Converge network, Malijan additionally reported that in the period of January to February 2025, a whopping 123 billion illegal access entry attempts were made by illicit actors, already at 80% of the total of 2024.

“We may very well exceed the 2024 record of 180 billion entry attempts, as January to February has already logged in this much,” said Malijan. Further signalling its commitment to create a safe online environment, Converge last week participated in the culminating activity of the DICT for Safer Internet Month.

The multi-stakeholder event organized by the DICT addressed children and their guardians and parents directly on the dangers of online sexual abuse and exploitation of children (OSAEC), as well as the general precautions to take to ensure their safety online.

Converge has been a member of the UK-based advocacy anti-OSAEC organization Internet Watch Foundation (IWF) since 2021, and locally, is a staunch partner of Stairway Foundation,a child rights protection group. CHERRY Cares successfully concluded National Heart Awareness Month on February 28, 2025, by providing free ECG testing to indigent patients at Tondo Medical Center.

This program, which marks the second year of CHERRY Cares and Tondo Medical Center’s strong collaboration, demonstrates the foundation’s dedication to heart health for everyone.

CHERRY Cares provided free ECG testing to 100 indigent patients as part of its objective to increase awareness and early detection of heart diseases. This allowed people who might not otherwise have access to such important medical services to take a step toward a healthy heart. In addition to serving as a reminder of the significance of heart health, the event gave individuals in need access to helpful services. The event last year was just as significant since CHERRY Cares expanded its reach by giving away five CHERRY Smart Blood Pressure Monitors to Tondo Medical Center and providing 100 indigent patients with free ECG testing. By continuing to provide preventive care this year, the foundation significantly improved the health and wellbeing of nearby communities.

CHERRY Cares is committed to ensuring that everyone is included and has access to heart health care. The foundation reaffirmed its commitment to increase awareness, offer preventative care, and assist those in greatest need by hosting this free ECG event to wrap out National Heart Awareness Month.

‘GAT’ your heart ready for P-pop’s newest sensation

EIGHT months into their training, Ethan David, Charles Law, Michael Keith, Derick Ong, and Hans Paronda are now introducing themselves as GAT, the latest P-pop group under Ivory Music and Viva Artists Agency (VAA).

Meeting with the press early this week, the five-member group talked about how they started, their musical influences, and what they hope to bring to the local music scene.

“GAT stands for ‘Gawang Atin ‘To,’” Ethan explained, sharing how the group was formed. “I’ve been singing since I was eight years old. Viva initially signed me as a solo artist, and this is actually my third group. I’m grateful to Boss Vic for always giving me a chance to perform because it’s my first love.”

He recalled the moment they became a group. “When he told me I’d be with Michael and Hans, he called us into his office and asked, ‘Do you guys want to be in a group?’ Of course! Who wouldn’t? Charles and Derick auditioned at Viva since they were actors, and that’s how GAT was complete.”

The group looks up to singer-actor James Reid for musical inspiration, in fact, their music is inspired by the catalogue of the actor, singer, and record producer.

“We want to bring back that fresh 2012 OPM sound, the kind that feels like serenading women,” Ethan said. “It’s smooth, something you’d listen to on a road trip.”

While P-pop continues to grow, GAT wants to create its own style, and someday travel the world to introduce their own brand of OPM.

“Our brothers in Alamat have a different image from ours,” Ethan said. “We just want to show people that we can sing, dance, and act.”

In early 2025, the group made an impression with their pre-debut performance video, giving James Reid’s “Huwag Ka Nang Humirit” a fresh twist. Michael said they want to celebrate being Filipino while doing things their own way. “With P-pop growing, we want to create our own path.”

Very Wang Nickie Wang

Each member brings something different to the group. Ethan, known for his roles in Squad Goals (2018) and How To Love Mr. Heartless (2022), balances acting, singing, and dancing. Charles, who appeared in Penduko (2023) and The Rain in España (2023), brings his playful energy. Michael, an R&B artist, has shown his range in singles like “Ayayay” and “Drowning.” Derick, a former athlete, combines his stage presence with smooth moves. Hans, the Born to Be a Star 2020 runner-up, has a strong voice, heard in his singles “Ok Lang Ako” and “Puto.”

After building their name through covers, GAT is getting ready for live performances. They will perform at Fusion: The Philippine Music Festival at the CCP Open Grounds on March 15 and P-Pop It Up at Viva Café on March 22.

As one of Viva Music Group and VAA’s newest acts, alongside RAYA and MUTYA, GAT is ready to make their mark on the P-pop scene—and they definitely have what it takes to be the next P-pop sensation.

Hamilo Coast charts new waters with M Village at Marina Estates

From skyscrapers to surfboards: Pat

Poblete’s

island journey

Dee-tails Ardee de

los Angeles

LWhat started as a spontaneous decision to escape the chaos of city life turned into a transformative journey of self-discovery, adventure, and finding a new home in the heart of the Pacific.

This is the story of how one girl’s leap of faith led her to a life she never imagined—a life where each day feels like a new adventure and the island’s rhythm becomes one with her. Pat grew up and spent most of her life in Manila. She comes from a family of doctors, but becoming one never sparked her interest. Seeing her family pursue careers in the medical field, it seemed like they had their whole lives planned ahead. Because of this, Pat felt she was meant to do something different, making her curious about her real purpose in life. Being the most adventurous in the family, she liked taking risks and doing things differently. She loves art, being active, and traveling to new places, and is always happiest when she is by the beach and surrounded by nature. Before moving to Siargao, she worked a corporate job at a marketing agency. Now, she works as the General Manager of Loka Siargao, located in Cloud 9. Outside of work, she spends her free time surfing, painting, and enjoying the beauty of the island.

“I’ve been coming here to Siargao every year since 2019. During those trips, I’d stay for 1-2 months at a time, and ever since, I fell in love with the island, the culture, and the people—it left me always wanting to come back for more,” says Pat. It was during one trip where she met Angela Lopez and Charles Tiu, the owners of Loka Siargao. They were in the same surf group, so they got to hang out and spend a lot of time in the water together.

During her last day in Siargao, the couple asked her if she wanted to work on the island as Loka’s manager.

”It was the best and most unexpected surprise ever. I flew back to Manila and went through the whole interview process, and in just 2 weeks of being back home, I booked a one way ticket to Siargao, packed my bags, and started my life here,” recalls Pat on her move to the island.

She continues, “Having this laidback lifestyle, and working in the service industry here in Siargao allowed me to meet so many people from around the world. I hear a lot of stories about how they came here to embrace what the island has to offer: unique experiences, friendships,

community, and love. Because of that, I feel extremely grateful to call this place home.” She had to unlearn old habits while also learning to be more present, more appreciative of the community, and embrace the slow, simple island life. The island sparked her creativity and pushed her way past her comfort zone, which created so many possibilities. Managing a 100-seater restaurant and leading a team of almost 30 people isn’t easy, but it has taught her patience, intuition, and the importance of creating a space where people feel valued and heard.

Her most favorite part of living in Siargao is the community and the culture. She met the happiest and warmest people, the ones who are so content with life because they are surrounded by everything they need—friends, family, and nature. Siargao captured Pat’s heart, and she can’t wait to see where this adventure takes her next. Here’s to new beginnings, to living life with intention, and to the magic of this beautiful island.
