On Sunday, PNP Chief Police General Rommel Francisco Marbil said he ordered the reopening of the cold case after whistleblower Police Lt. Col. Santie Mendoza told the House Quad Committee that he helped carry out the killing at the behest of ex-PCSO general manager Royina Garma. Mendoza narrated before congressmen how Garma allegedly facilitated the PCSO official’s roadside assassination on July 30, 2020 by providing the necessary information about his schedule, details about his vehicle and the funding necessary to carry it out.
The whistleblower also implicated incumbent National Police Com missioner Edilberto Leonardo in the planning of the murder.
Barayuga was a retired police general and lawyer who supposedly threatened to expose corruption with in the PCSO shortly before he was shot dead in Mandaluyong City.

EDSA busway only for ‘verified’ emergencies
By Charles Dantes
MALACAÑANG on Thursday said that Philippine National Police (PNP) personnel are allowed to use the EDSA Busway in emergencies, but warned against any abuse of this privilege.
Presidential Communications Office (PCO) Undersecretary Claire Castro said there is an existing provision permitting law enforcement and emergency responders to access the exclusive lane while on duty.
"But this must be justified; it cannot be abused by simply using the word 'emergency,'" Castro said.
Interior and Local Government Secretary Jonvic Remulla on Wednesday ordered an investigation into the reported violation by a police convoy that used the EDSA busway Tuesday night.
PNP chief Rommel Marbil had defended the convoy's use of the EDSA busway because their passengers were on their way to an emergency meeting in Camp Crame.
Asked if this exemption covers police officers heading to emergency meetings, Castro was firm in her response: "Police officers, ambulances, and fire trucks are allowed, but not those attending emergency meetings."
"If they have an emergency meeting, it’s better for them to leave their homes earlier," Castro said.
"The Palace does not condone abuse. Anyone found violating the rules should be held accountable," she added.
Castro noted that current penalties for unauthorized use of the busway include a P5,000 fine. However, she said the government could consider stricter sanctions, especially for public servants who violate the policy.

"At times, the President needs to be transparent about his sentiments so the public understands that he is not—and will never be—a weak leader," Castro said.
She maintained that while Mr. Marcos’ rallies are not just about political rhetoric, responding to attacks when necessary is part of the President’s strategy. Since the start of the campaign period for the national post, the President has been taking swipes against the previous administration of former President Rodrigo Duterte, citing various issues that hounded his predecessor.
In the kickoff rally of the administration-backed 'Alyansa para sa Bagong Pilipinas' coalition, the chief executive urged Filipinos to scrutinize candidates’ records, vowing his Senate slate is free from corruption, foreign influence, and past controversies.
The President contrasted his lineup with opposition bets – criticizing ties to China, POGO-related crimes, and human rights violations.
"None of them have blood on their hands because of Tokhang. None of them were involved in pocketing sacks of money, exploiting the pandemic crisis, or abandoning our people to sickness and death," he added.
Mr. Marcos questioned the past administration’s handling of foreign relations and national security.
In particular, he questioned why opposing candidates have not taken a firm stand “when we are bombarded with water, when our Coast Guard is hit, when our fishermen are blocked, their catch stolen, and our islands seized.”

Palace spokes decries disinfo on viral video
By Charles Dantes
PRESIDENTIAL Communications Office (PCO) Undersecretary Claire Castro on Thursday defended her actions in a resurfaced 2015 video, saying she would "do it again for justice" as she clarified the context behind the footage. In a Palace briefing, Castro addressed allegations stemming from the viral clip, which she claimed was edited and misrepresented.
"Why did they release and splice this now? Maybe because they don’t want me to remain as a Palace spokesperson," she said.
The video, she said, involved her legal defense of a client in a child custody dispute.
"If given a chance to do that again, I will," said Castro, a lawyer.
sponsible for serving summons, subpoenas and other legal processes as well as maintaining security arrangements during the proceedings.
For his part, House prosecutor Rep. Joel Chua welcomed the issuance of the special order.
“The Senate’s most recent move affirms our commitment to upholding accountability at the highest levels of government,” said Chua, chairman of the House Committee on Good Government.
“The Senate must now proceed in accordance with its impeachment rules. This means the Vice President will have the opportunity to present her defense, and we in the prosecution panel will present our case backed by evidence and witnesses,” Chua added.
Duterte earlier filed a petition for certiorari and prohibition before the Supreme Court, seeking to nullify the impeachment complaint against her and to bar the Senate from acting on it.
Duterte said the fourth complaint transmitted to the Senate violated Section 3(5), Article 11 of the Constitution, which states: "No impeachment proceedings shall be initiated against the same official more than once within a period of one year."
The first three impeachment complaints against Duterte were all filed in December.
The abduction came to light when the victim texted his father, questioning why they were taking an unfamiliar route out of Bonifacio Global City. Shortly after, the victim was transferred to another vehicle along with the driver.
Remulla said investigators believe the driver was killed within six hours of the kidnapping.
"Maybe the video you saw was from 2015. You can see my face there—I looked younger because it was 2015," she added.
Castro explained that the case involved a child left in the care of a driver while the mother, a flight stewardess, was away. The father, upon learning of the situation, took the child, leading to a dispute with the mother. Castro said she arranged for both parents to meet at a coffee shop in Manila for mediation after the child underwent a psychological evaluation. However, the situation escalated when police officers—who were in civilian clothing—arrested her client without presenting a warrant or a formal complaint.
"I introduced myself as a lawyer and asked for the complaint or warrant of arrest, but they ignored me," she said. "There was no crime being committed, and yet my client was taken."
Castro claimed the video circulating online omits key details and was deliberately resurfaced to discredit her. She also criticized a 2015 news report on the incident, saying the coverage failed to present her side of the story.
"I was not even interviewed. The title alone sparked backlash," she said. Castro also addressed her brief detention, along with her husband and secretary, questioning why they were included if she was the only one involved.
"It wasn’t a scandal—it’s a fact," Castro stated. "If you were my client and went through the same thing, I would do it again and again for justice," she said.
He said one of the four leaders of the syndicate was able to escape during a police operation in Central Luzon.
"We were on a stakeout last night, somewhere in Central Luzon. Unfortunately, we weren’t able to corner him. He had escaped by the time we arrived," said Remulla. In an earlier briefing, Remulla said the suspects are linked to POGO-related criminal networks.
"We are certain that the syndicate behind this abduction consists of former POGO operators and their former security personnel," Remulla said.

Dengue cases in QC seen rising
THE Quezon City government is projecting a continued rise in the number of dengue cases until April.
On Thursday, Mayor Joy Belmonte reported a 283 percent rise in cases compared to the same period last year.
The number of dengue cases in Quezon City was placed at 2,779.
“This is 283 percent higher than the numbers that we had [at] this same time last year. So these numbers are still going up. Our projection is that the number of dengue patients will increase until April.
I see that by April these will likely plateau and only then will they start to drop),” Belmonte said.
“Despite the fact that cases continue to rise, there will be no increase in the number of deaths due to the quick actions of the people and the parents of the children manifesting symptoms to prevent the severity of the illness. We attribute it to our massive education and awareness program,” she added. Rio N. Araja

Mining project helping NV town prosper
RESIDENTS of Quezon town in Nueva Vizcaya have benefitted from the socioeconomic impact brought by responsible mining operations, which contributed to its transformation from 4th class into a firstclass municipality, the town’s mayor said.
Mayor Dolores Binwag said that FCF Minerals Corporation, which operates the Runruno Gold Project, has been instrumental in various infrastructure improvements, job creation, education support, and better healthcare services for its residents.
She said, “All the barangays, aside from Runruno where the mining project is, are receiving their share of the national wealth from the excise tax being paid by FCF to the government; this share is channeled to projects that would benefit the people such as a P150-million road project and other infrastructure,”
“Now, our people have regular income, and the town is progressing,” said Binwag.
For his part, Engineer Edgardo Sabado, the Provincial Planning and Development Officer of Nueva Vizcaya, said that some 9597 percent of the company’s employees are residents of the town, making FCF’s mining operations a major economic driver.
DOJ files P176m tax evasion case vs. big gov’t contractor
By Pot Chavez
THE Department of Justice (DOJ) filed criminal charges against Hilmarc’s Construction Corporation, one of the country’s top government contractors to curtail the rampant use of ghost receipts. In a statement on Thursday, Justice Secretary Jesus Crispin Remulla noted the State expects the ‘highest quality of diligence in following tax laws’ from government contractors.
“Ghost receipts should have no place in the
commerce of man as it hinders our growth and prosperity as a nation, may this filing of cases be a warning to those who continue to defraud the State of its due. More importantly, this is also a perfect opportunity to emphasize that government contractors are not in any way exempt from faithfully complying with their tax obligations,” he said. IN THE case of Quirit-Figarido v. Figarido, the Supreme Court was confronted with a question on whether a spouse who contracted a bigamous marriage can initiate an action to nullify the marriage.
Bigamy is committed when a married person contracts another marriage without his or her existing marriage being dissolved.
“Maria Lina (Quirit-Figarido)… was [first] married to Ho Kar Wai, a Chinese national, on Dec. 13, 1989…”
“In June 2000, Maria Lina met Edwin (Figarido) while she was working as a bank teller at Equitable Bank in Central Hong Kong” (G.R. 259520, Nov. 5, 2024).
“Edwin, who was a regular client of the bank, was an expatriate working as Engineer Manager in The Cable Assembly in Dongguan, China.” When Edwin started courting Maria Lina, the latter disclosed her marital status to Edwin who was willing to wait until she settled her marital problems.
Guilty spouse cannot nullify a bigamous marriage —“—
her marriage with Edwin [is declared]… bigamous.”
The Supreme Court held that “only the aggrieved or injured innocent spouse of either marriage may petition to declare the nullity of the subsequent marriage.
Inasmuch as Maria Lina is not the aggrieved or injured spouse in her prior marriage, she lacks the legal capacity to petition the declaration of nullity of her subsequent marriage.”
Section 2(a) of A.M. 02-11-10-SC “states that an action for the declaration of nullity of a void marriage may be filed solely by the aggrieved or injured spouse.”
Maria Lina “started to have an affair with [Edwin] although she was still lawfully married to Ho Kar Wai. Eventually, Maria Lina resigned from her work in Hong Kong and returned to the Philippines [after she was impregnated by Edwin].”
On Feb.22, 2003, Maria Lina and Edwin married and were blessed with two children.
“On Nov. 28, 2007 [or four years later], Ho Kar Wai obtained a Certificate of Making Decree Nisi Absolute (Divorce Decree) from the District Court of Hong Kong… dissolving his marriage with Maria Lina.”
Maria Lina later filed a Petition for Recognition/Enforcement of Foreign Judgment before the Regional Trial Court of Paranaque City which was subsequently granted. In 2014, Maria Lina and Edwin separated, with the former keeping custody of the two children.
Three years later or on March 6, 2017, Maria Lina filed a petition for declaration of nullity of marriage “for the reason that the same was ‘bigamous,’ pursuant to Article 35(4) of the Family Code. She prayed that her marriage with Edwin be declared void ab initio for being bigamous and that she be declared to have the legal capacity to remarry.”
In 2019, “the family court rendered a Decision denying Maria Lina’s petition for declaration of nullity of marriage.”
On appeal by Maria Lina to the Court of Appeals, the Republic through the Office of the Solicitor General opposed the same because Maria Lina “[was] the party guilty of contracting a bigamous marriage [and] had no personality to file the said petition.”
The Court of Appeals later denied Maria Lina’s appeal causing her to file a Petition to the Supreme Court. Maria Lina raised two issues: “First, whether [she] has the personality to file [in the RTC]… the petition for declaration of nullity of her marriage with Edwin; and second, whether [she] can remarry if…
The Supreme Court held that ‘only the aggrieved or injured innocent spouse of either marriage may petition to declare the nullity of the subsequent marriage’
Citing the case of “Fujiki v. Marinay, the Court clarified the husband and the wife contemplated… pertain to the spouses of the prior subsisting marriage because the parties in a bigamous marriage are neither the husband nor the wife in the eyes of the law.”
“Evidently, Maria Lina is guilty of contracting a bigamous marriage because she was [wed] to Edwin while her marriage with Ho Kar Wai was still subsisting. Consequently, she cannot be deemed an aggrieved or injured innocent spouse of either marriage and therefore lacks the personality to petition the nullification of her subsequent marriage.”
“Ho Kar Wai was the injured spouse in the prior subsisting marriage… [and] had the right to file a petition for the declaration of nullity of the marriage between Maria Lina and Edwin. However, after Ho Kar Wai secured the divorce decree… his marital relations with Maria Lina legally ceased.”
There being no prior subsisting marriage, “Ho Kar Wai lost his status as the aggrieved spouse in the subsisting marriage. As a result, he can no longer file the subject (nullity of marriage) petition” but “the same did not render Maria Lina eligible to file the said petition.”
“[I]t becomes apparent that the ultimate objective for Maria Lina’s petition for the declaration of nullity of her bigamous marriage is to attain the capacity to remarry.
“Lamentably for Maria Lina, under the current rules and jurisprudence, there exists no legal recourse for her to redress her inability to remarry, which she inflicted on herself to begin with” (op. cit.).
No more peace talks with the Reds?
IN NOV. 2023, the Marcos Jr. administration announced it had entered into an agreement with representatives of the National Democratic Front in Oslo, Norway for the resumption of formal peace talks to end the nearly six-decade-old armed conflict. But exactly 15 months later, nothing more has been heard or written about this agreement from either side. This raises the question: Whatever happened to this agreement? Was the government serious about pursuing peace, or did it deem it later as unnecessary since the Armed Forces of the Philippines had already achieved what it described as “strategic victory” over the rebel movement, with “total victory,” that is, not just in the battlefield, but also in the political realm, through peace negotiations, not far in the horizon? Or did the rebel side also decide not to pursue the agreed-upon peace talks as they also considered it unnecessary or even counter-productive at this point
since they felt that the government was not sincere in radical reforms in the political, economic and social spheres, and the only recourse is to continue the armed struggle?
The decline in the rebel strength over the years...does not give the NDF the high ground in political negotiations
As things now stand, it appears the rebel movement has lost considerable ground in their pursuit of seizure of political power through the barrel of the gun and encircling the cities from the countryside as part of the ‘protracted people’s war’ doctrine enunciated by Mao Ze-

Weeding out the rogues in the PNP
IF THE basic mission of the Philippine National Police is to “serve and protect,’ it follows that anyone who violates the rules of the institution with impunity or even engages in criminal activity does not deserve to stay a minute longer in the institution.
This is the message the PNP wants to impart to the public with its recent announcement that it has dismissed 753 policemen from the service since April 2024, or the start of the term of the current PNP chief, General Rommel Marbil.
Of this total, Camp Crame reported 493 cops were dismissed due to absence without official leave, 38 for illegal drug use, 18 for robbery and extortion, and 15 for carnapping. The other policemen dismissed were found guilty of other serious offenses like homicide, murder, rape and graft/malversation.
dong in the 1930s until the Chinese communists emerged victorious in 1949.
News reports of relentless pursuit by the military of the New People’s Army rebels still launching limited tactical offensives from a vastly reduced area of operations in the different regions appear to give the impression that the Maoist-led rebellion is on its death throes, despite official statements to the contrary by both the Communist Party of the Philippines and its armed wing.
The arrest or neutralization of top CPP/NPA leaders and the death of CPP Founding Chairman Jose Ma. Sison, battlefield losses and the reported surrender of a number of rebels to the military and local authorities may have led to the significant decline in rebel attacks in recent years.
The military claims that NPA guerrilla fronts—or areas where there are at least three platoons of full- time guerrillas— have now been reduced to only a few, in contrast to the estimated peak NPA strength of 25,000 in the 1980s.
From Jan. 1, 2022 to Feb. 12, 2025, 2,598 personnel have been dismissed from the service. This shows the PNP has not been remiss in its duty to keep the institution trusted by the public.
Every member of the PNP from the top leadership to the newest recruit is expected to adhere to the institutional philosophy of Service, Honor and Justice
“Our mission is to serve and protect the public, not to instill fear or abuse power. Any police officer found guilty of misconduct or illegal activities has no place in the PNP,” Gen. Marbil emphasized. Filipinos, he explained, “deserve a trustworthy and professional police organization…Every action we take in upholding discipline is a step toward earning and maintaining their trust. Those who do not adhere to
The decline in the rebel strength over the years, in part due as well to internal purges believed to have led to thousands of suspected military deep penetration agents killed by the NPA, does not give the NDF the high ground in political negotiations.
Rather, they will have to drop their demand for a coalition government where their representatives can be given key positions. They cannot demand power sharing as they approach the negotiating table not from a position of strength but of weakness.
Late last year, the AFP said they are “well within target” as the only remaining “weakened” guerrilla front of the NPA can no longer stage any major operations in the country. In 2023, the military said, the NPA still had seven guerrilla fronts. That the rebel strength had been whittled down to just one in a year’s time according to the military, and a number of local officials in various parts of the country claiming that they have helped
our core values will be removed from service.” He added that all disciplinary actions had undergone due process, fair investigations, and administrative review.
Camp Crame earlier reiterated policemen found guilty of misconduct would be held fully accountable. The warning came after 10 officers were placed under investigation for allegedly conducting a raid on a private residence in Taguig City without a court-issued warrant earlier this month.
All this tells us that every member of the PNP from the top leadership to the newest recruit is expected to adhere to the institutional philosophy of Service, Honor and Justice.
Every member of the police force must also perform with utmost dedication the mission to enforce the law, prevent and control crimes, maintain peace and order, and ensure public safety and internal security with the active support of the community.
And we expect every cop to contribute to the attainment of the PNP vision: that by 2030, the institution shall be a highly capable, effective and credible police service working in partnership with a responsive community towards the attainment of a safer place to live, work and do business.
make their areas “insurgency-free,” could well indicate the rebel movement is really on the decline—and quite possibly leave them no choice but to come back to the negotiating table.
We favor the immediate resumption of peace talks between the government and the CPP-NPA-NDF, but with a bilateral ceasefire in place monitored by a disinterested third party, such as Norway, which has been helping the Philippines broker peace talks between the warring parties for some time already. It is time to prevent the loss of more lives and address the problems of poverty and social inequality that have fueled rebellion in the country since the late 1960s and persist up to this day.
If the government has succeeded in ending Muslim insurgency in southern Philippines and even brought breakaway groups from the CPP-NPA-NDF to the negotiating table, what’s keeping us from hoping for an end to armed conflict and achieving an honorable and lasting peace?

Starmer pushes Trump for pledge vs. Putin
WASHINGTON, DC – British Prime Minister Keir Starmer will meet Donald Trump on Thursday (Friday in Manila) to plead for a US backstop to any
Ukraine ceasefire, insisting it would be the only way to stop Russia’s Vladimir Putin from invading again.
Starmer arrived in Washington late Wednesday (Thursday Manila
time) to build on a visit by French President Emmanuel Macron, amid growing concerns in Europe that the US leader is about to sell Kyiv short in negotiations with Putin.
London and Paris are spearheading proposals to send a European peacekeeping force to Ukraine if Trump’s shock decision to pursue talks with Russia’s president brings a deal to end the war.
But they are calling for US security guarantees in return, amid spiraling concerns in Europe that Trump is taking Russia’s side and will sever the decades-old transatlantic alliance.
“The security guarantee has to be sufficient to deter Putin,” Starmer told reporters on the plane to Washington.
“If there is a ceasefire without a backstop, it will simply give him the opportunity to wait and to come again, because his ambition in relation to Ukraine is pretty obvious.”
The Europeans are seeking possible US contributions like air cover, intelligence and logistics to support any troops sent to monitor a ceasefire.
The Oval Office meeting promises to be a clash of styles between the mild-mannered Labour leader, a former human rights lawyer, and the brash Republican tycoon.
Starmer, who will also hold a joint press conference with the US president, has pitched himself as a “bridge” between Trump and Europe on Ukraine.
The British premier also comes bearing a gift for Trump.
His announcement Tuesday that UK defense spending will rise to 2.5 percent by 2027 was particularly aimed at the American leader, who has regularly badgered European countries to pay more towards NATO.
Starmer will meanwhile be hoping to avoid sweeping tariffs that Trump has promised to slap on the European Union.
But like Macron on Monday, he will have his work cut out to persuade Trump on Ukraine. AFP
HOUSTON – A US company is aiming for its second lunar touchdown after a lander carrying a suite of unique experiments successfully launched aboard a SpaceX rocket on Wednesday (Thursday Manila time).
Intuitive Machines made history last year as the first private entity to put a robot on the Moon, though the triumph was marred by the lander tipping onto its side -- something it hopes to avoid this time around. The Houston-based firm’s hexagonal-shaped lander, Athena, blasted off in a SpaceX Falcon 9 rocket at 7:16 pm (8.16 pm Thursday in Manila) from NASA’s Kennedy Space Center in Florida.
If all goes well, it will touch down around March 6 at the vast Mons Mouton plateau, a site closer to the lunar south pole than any previously targeted. Athena carries scientific instruments, including a drill to
search for ice beneath the surface and a first-of-its-kind hopping drone named Grace after a famous computer scientist, Grace Hopper.
It is designed to traverse the Moon’s rugged inclines, boulders, and craters -- a valuable capability to support future crewed missions.
Also aboard is a small rover, which will test a lunar cellular network provided by Nokia Bell Labs by relaying commands, images, and video between the lander, rover, and hopper. This network is planned to eventually be integrated into astronauts’ suits. Intuitive Machines CEO Trent Martin spoke excitedly about the hopper, emphasizing that such drones could complement rovers in future missions by going “down into extreme environments where you can’t drive,” including lunar pits and underground passages carved by ancient lava flows. Palestinian prisoners freed by Israel arrive on buses accompanied by Red Cross vehicles.
More than 600 had been due to be released in the latest exchange, and Egypt’s state-linked Al-Qahera News said 97 of them
arrived on the Egyptian side of the Rafah border crossing with the Gaza Strip. They were supposed to have been freed at the weekend, but Israel stopped the process following outrage over elaborate ceremonies Hamas had been holding to hand over hostages seized in its unprecedented Oct. 7, 2023 attack. The row had threatened the first phase of a fragile Gaza ceasefire deal that went into effect on Jan, 19 and ends on Saturday. Hamas said on Thursday that Israel now had no choice but to start negotiations on a second phase. “We have cut off the path before the enemy’s false justifications, and it has no choice but to start negotiations for the second phase,” the group said on Telegram. Boxing moves ‘closer’ to ‘28 Olympics’ place
LAUSANNE, Switzerland—The International Olympic Committee on Wednesday provisionally recognized World Boxing as the body to oversee the sport at future Games.
The IOC has severed links with the International Boxing Association (IBA), the long-standing ruling body
of amateur boxing, over financial, governance and ethical concerns and stepped in to organise the sport at
last year’s Paris Olympics. The IBA is chaired by the Kremlin-linked Russian Umar Kremlev. Boxing is not currently part of the programme for the 2028 Los Angeles Olympics and IOC president Thomas Bach had warned that boxing’s national federations needed to find a new and “reli-
Lady Bullpups in monster 101-point rout of Ateneo belles
NATIONAL University Nazareth School delivered a dominant performance, dismantling Ateneo de Manila University in a massive 141-40 rout in the UAAP Season 87 Girls’ Basketball Tournament on Thursday at the Filoil EcoOil Centre in San Juan.
Already assured of a Finals berth following the University of Santo Tomas’ victory over De La Salle Zobel last Sunday, the Lady Bullpups showed no signs of complacency, cruising to their fourth win in five games while keeping the Blue Eagles winless at 0-5. Riding a two-game winning streak, NUNS carries significant momentum heading into a Finals preview against the undefeated UST on Thursday, March 6, at the same time and venue. The Lady Bullpups’ 101-point rout now stands as the secondlargest winning margin in UAAP girls’ basketball history, surpassing De La Salle Zobel’s 99-point blowout (115-16) against Ateneo on February 9. “We just wanted to play strong today because this game will set the tone for our next game against UST, the unbeaten

QC District 1 Warriors win Tokai Fil Invitational Games in Japan
THE Quezon City District 1 Warriors claimed the 2025 Tokai Fil Basketball Invitational Games championship, defeating Nagoya Gakuin University, 70-56, at the Nagoya Gakuin University gym in Japan last weekend.
For QC First District Rep. Juan Carlos “Arjo” Atayde, the title-clinching victory showcased the heart and determination of the Filipino athlete.
The team, personally backed by Atayde, avenged their earlier loss to Nagoya Gakuin University with a dominant defensive stand in the final quarter, outscoring their opponents 17-10 to secure the victory. Key performances from Patrick Buena, Borris Mvogo, and Joeben Loria propelled the Warriors to their second international title.
Buena and Mvogo tallied 13 points each, while Loria scored 11 points to lead the District Warriors to their second overseas’ title since winning the Mutant 2024 Cahaya Lestari Surabaya Cup International Invitational League Under-23 Senior Basketball Boys’ Division crown in Indonesia last June.
According to Atayde, “we knew we were up against tough competition, but our players rose to the challenge.”
makakapag-contribute. Importante ‘yon if we want to solve the UST puzzle,” she added. NUNS wasted no time asserting its dominance, racing to a staggering 46-0 lead in the opening period before extending the gap to
74-7 at halftime. The Blue Eagles’ only points in the first half came in the second quarter—a layup by Tyler Templo, a three-pointer from Virlene Gozum, and a midrange jumper by Cesca Pangilinan.
The Lady Bullpups continued their relentless assault in the second half, pushing their lead to 10723 by the third quarter, effectively putting the game out of reach.
Six Lady Bullpups finished in double figures, with Ashlyn Abong leading the charge with 27 points on an efficient 13-of-15 shooting, along with 13 rebounds and three assists. MVP frontrunner Zaydhen Rosano added 19 points, seven assists, five rebounds, and two steals.
In just her second game of the season, Hasly Mallari contributed 17 points, four rebounds, and two assists, while Aubrey Lapasaran impressed with 16 points on 8-of10 shooting, six assists, five steals, and four rebounds. Ashley Trinidad and Marie Sales also made their presence felt with 12 and 11 points, respectively.
For Ateneo, Templo once again led the charge, finishing with 20 points, three rebounds, two assists, and two steals.
“Their heart, discipline, and refusal to back down—especially in the home court of the opposition—reflect the true spirit of Filipino athletes. I am incredibly proud of them.”
The Warriors, under the guidance of two-time PBA champion coach Derrick Pumaren, had to fight their way back in the tournament after an initial 78-82 loss to Nagoya Gakuin University.
They rebounded with an 81-68 victory over Hamamatsu Gakuin University, followed by a hardfought 76-73 semifinal win against Jifu Seryu Heroes to earn another shot at Nagoya in the finals.
“We knew it would be a challenge to win it all, but I always believed in the talent of our players. They exceeded expectations, and this win is a
testament to their dedication. There’s still work to be done, but for now, we just want to celebrate this achievement. We are grateful to Cong. Arjo Atayde and his family for their support, we would not be here without them,” said Pumaren.
The team also featured standout players Warren Calara, Ryan Arceo, Jerome Santos, Dave Bernabe, Franz Dia z, Jason Puray, and Christian Jake Agoncillo, all of whom were selected through tryouts at Atayde’s D1 Basketball League in Quezon City’s first district.
Atayde, a committed advocate for youth and sports development, has long championed grassroots’ programs that provide opportunities for young athletes to excel.
able” international partner if it wanted to be included.
In a statement recognizing World Boxing as the sport’s amateur federation, the IOC said the body “has demonstrated strong willingness and effort in enhancing good governance and implementation, to be compliant with the appropriate standards”.
World Boxing, founded in 2023 and which has 78 members led by the United States, the United Kingdom, France, Germany, Australia and Brazil, hailed the IOC’s decision as “an important milestone”.
“Keeping its place at the Olympic Games is absolutely critical to the future of our sport at every level, from the grassroots to the highest echelons of professional boxing, and this decision by the IOC takes us one step closer to our objective of seeing boxing restored to the Olympic programme,” World Boxing’s president Boris van der Vorst said.
Kazakhstan’s former two-time unified world middleweight champion Gennadiy Golovkin heads World Boxing’s Olympic Commission and in that role has been liaising closely with the IOC.
“Receiving provisional Olympic recognition from the IOC is an important achievement and demonstrates that our sport is on the right path,” said Golovkin, the silver medallist from the 2004 Athens Games.
Aside from removing the status of the IBA, the IOC clashed with the federation during Paris 2024 over the participation of two female boxers, Algeria’s Imane Khelif and Taiwan’s Lin Yu-ting.
The IBA banned the fighters during the 2023 World Championships following a chromosome test, citing gender ineligibility issues, but the IOC allowed them to compete in Paris and both won gold medals. AFP
Pacio’s brave performance impresses Sityodtong
THERE were a lot of head-turning performances at ONE 171: Qatar last week, but for ONE Chairman and CEO Chatri Sityodtong, one stood out from the rest.
The ONE boss pinpointed Joshua Pacio’s trilogy-clinching win over Jarred Brooks in the main event as the best among all the impressive feats inside Lusail Sports Arena in Doha, Qatar, on February 20.
Sityodtong praised Pacio for overcoming the underdog label and surviving everything that Brooks threw at him in a crazy first round.
Pacio had to fend off a bevy of choke attempts from the American wrestler, chokes that were oftentimes deep. But the Filipino was not only tough, he was skilled enough to maneuver his way out of those precarious positions.
“I think the main event, from my understanding, Jarred Brooks was a three-to-one favorite. So that fight was crazy. I mean, the first round for four minutes at least [it looked like it],” Sityodtong said.
“But you know, hats off to Joshua. Joshua, finishing a guy like Jarred? There’s nobody, no expert around the world, who said Joshua Pacio is going to finish Jarred Brooks in the second round,” he added.
“So that, for me, was probably the best performance of the night.”
After surviving every Brooks’ attempt at a finish in the first, Pacio turned the tides on the American. He caught “The Monkey God’s” body kick and countered with a wushu trip to end up on top.
From then on it was all Pacio as the Filipino blasted away from the mount to secure the TKO win and remain unbeaten in rematches while finishing off another trilogy on top. For Sityodtong, that win leaves no doubt as to who the best 125-pounder in the world is right now.
“Joshua cemented his status as the number one strawweight in the world,” he said.
“There’s no question about that. There’s no question. That was an epic performance.”

The Atayde-backed QC District 1 Warriors are shown with QC first district Rep. Juan Carlos ‘Arjo’ Atayde
serted his control with a near-flawless display of skill and strategy, crushing the competition at the ICTSI Pradera Verde Championship with a masterful closing 68 at the formidable Pinatubo course here on Thursday.
While the rest faltered under the course’s challenging conditions, the three-time Asian Tour winner delivered a clinical performance, sealing his imposing six-stroke, wireto-wire victory over young Carl Corpus with composure, precision and an unwavering game plan.
Que’s triumph was effectively decided with a gritty 71 on Wednesday, where he weathered the relentless challenge of the winds and the unforgiving terrain to stay three strokes ahead of Corpus.
The final 18 holes of the P2.5 million championship put up by ICTSI then became a coronation march, as he coolly tracked the demanding 7,400-yard layout to clinch the title with a 10-under 278 total, a testament to his experience, preparation and ability to thrive under pressure.
Unlike his rivals, who struggled to tame the newly unveiled Mike Singgaran-designed layout, Que executed a methodically crafted game plan. From the moment he seized control with a firstround 68, he never wavered, reading the greens with surgical precision and capitalizing on key scoring opportunities.
He attributed his victory to his exceptional putting and, at 46, remains confident that he still has what it takes to compete with the rising stars of the game.
“The highlight of my week was my putting – I sank so many putts today. Even on the last hole, I wasn’t really trying to make the putt from about 24 feet, but it still dropped,” Que said of his decisive stroke. “I believe my putting was the key to my win this week.”
It’s also all about strategy with Que focusing on identifying the right spots to miss on tough holes, saying: “If you miss it in the right place, you can still manage to save par.”
That calculated approach proved decisive. While others either attacked aggressively or played too cautiously, Que found the perfect balance. He picked his spots, made clutch putts and remained unshaken despite the swirling winds that made the already challenging course play even longer.

Palaro adds girls’ pole vaulting, lifting, pencak silat to calendar
By Peter Atencio
POLE vaulting in the secondary girls’ division of athletics and pencak silat will be included in the calendar of the 2025 Palarong Pambansa this year.
Organizers from the Provincial Government of Ilocos Norte, the Department of Education (DepEd) and the Philippine Sports Commission (PSC) confirmed this before delegates, who attended a 3-day Organizational Planning and Technical Confer-
ence held at the Fort Ilocandia Resort Hotel last week. Previously, pole vault competition for high school girls and pencak silat were not in the 21-regular event sport of weightlifting and
kickboxing were also included, but they will be demonstration events.
The popularity of pole vaulting and weightlifting is in part due to the success of Ernest John Obiena, who used to ranked no. 2 pole vaulter in World Athletics, and lifter Hidilyn Diaz, the Philippines’ first Olympic gold medalist, who achieved the feat in the Tokyo games three years ago.
Ilocos Norte Governor Matthew Marcos Manotoc said that they are continuously preparing for the 2025 Palarong Pambansa since they acquired the hosting rights when it was held in Cebu City last year.

Camingao had plenty to spare—some 90 seconds—in ruling the category for riders aged 18 to 22 and covered the 171-km out-and-back event of the race presented by the MVP Sports Foundation and Standard Insurance in four hours, one minute and 34.58 seconds.
Rking Roque claimed the silver medal in the championships organized by the PhilCycling headed by Philippine Olympic Committee president Abraham “Bambol” Tolentino with a 4:03.54 clocking.
Commissaires, meanwhile, ruled on relegating Jude Gabriel Francisco one rung for foul riding in the final sprint to gift Steven Tablizo the bronze medal—they race for continental teams Victoria Sports and Standard Insurance Philippines, respectively. “A report from the Chief Judge [Armanda Filosopo] and Chief and Assistant Timers [Willie Carandang and Philip Arao] prompted the handing out of the penalty on the rider,” said Dominic Carpio, the president of the commissaire’s panel for the race.
A starting field of 123 riders raced in hot, humid and windy conditions over rolling and false flat national roads around the start-finish in Batangay Putol in Tuy, Balayan, Lian and Nasugbu on the fourth and

PLDT Inc. said Thursday it terminated negotiations with European private equity firm CVC Capital Partners Ltd. for the sale of a minority stake in its data center business.
PLDT chairman and chief executive Manuel Pangilinan said the discussions with CVC Capital on latter’s acquisition of a minority stake in its data center business has expired.
“We did not extend … [But] we’re in discussions at the moment with another potential foreign investor. So difficult to see how that will come out,” Pangilinan said during the company’s financial briefing.
“So we also rethink other positions in data centers whether we should sell or not,” he said.
PLDT also terminated negotiations with Japan’s Nippon Telegraph and Telephone (NTT) in August 2024 for the sale of a 49-percent stake in Vitro Inc. because the latter wanted a majority stake or 51 percent in its data center business.
Pangilinan earlier said PLDT planned to sell a 49-percent stake of ePLDT in Vitro for about $1 billion. Vitro is a fully-owned subsidiary of ePLDT, the ICT holding company of the PLDT Group.
THE government’s budget deficit narrowed by 0.38 percent to P1.506 trillion in 2024 from a year ago, as revenue collections outpaced the growth in expenditures, the Bureau of the Treasury said Thursday.
“The slight variance versus the P1.484-trillion deficit program was primarily due to a higher outturn in government spending including those charged to unprogrammed appropriation, as well as defrayment of accounts payables,” the BTr said in a statement.
It said that as a percentage of the gross domestic product (GDP), the deficit improved to 5.70 percent in 2024 from 6.22 percent in 2023.
The government’s total revenue collections reached P4.419 trillion last year, exceeding the target of P4.270 trillion. This was equivalent to 16.72 percent of GDP, the highest revenue effort in the last 27 years, since 1997.
This was driven by better-thanexpected non-tax revenue collections.
National government revenue collections in December also grew
by 20.99 percent to P314.7 billion on account of the higher non-tax outturn.
The BTr said that in terms of composition, tax revenues accounted for 86.01 percent or P3.801 trillion, while non-tax sources comprised the remaining 13.99 percent or P618.3 billion.
The Bureau of Internal Revenue’s (BIR) collections rose 13.29 percent to P2.852 trillion in 2024 from P2.517 trillion in 2023.
Total Bureau of Customs (BOC) collections reached P916.7 billion, or 3.79 percent higher year-on-year, after netting out P5.4 billion in tax refunds.
The increase was attributed to the growth across duties, VAT and excise collections, which is among the effects of the bureau’s strengthened digitization, inspection and border protection efforts implemented during the year.
Non-tax revenues for the year surged to P618.3 billion, growing by 56.61 percent and exceeding the revised full-year target of P449.6 billion by 37.53 percent.

VITRO operates 10 facilities with a combined capacity of 50 megawatts and is building its 11th data center in Sta. Rosa, Laguna. The activation of the Sta. Rosa facility will increase its capacity to 99.5 MW.
PLDT reported a net income of P32.3 billion in 2024, up 21 percent from P26.6 billion in 2023.
The company’s consolidated service revenues amounted to P194.7 billion in 2024, up by 2 percent from 2023.
Telco core income, excluding the impact of asset sales and losses from Maya Innovations Holdings, reached P35.1 billion, up by 2 percent from the previous year.
“Our 2024 results highlight PLDT’s resilience and the continued demand for reliable connectivity. But our intention is to use this as a benchmark for even better performance in the coming years,” Pangilinan said.
“The telco landscape is evolving quickly, and we will work non-stop to innovate, improve our services, and exceed customer expectations” he said. Darwin G. Amojelar

Thailand, Japan seen challenging PH gaming sector
THE Philippine gaming industry could face major challenges as Asian countries Thailand and Japan make moves to open their own gambling markets.
Philippine Amusement and Gaming Corp. (PAGCOR) chairman and chief executive Alejandro Tengco said Thailand and Japan’s potential move to legalize casino would be a big threat to the local gaming industry.
“In 2024. about 35.5 million tourists entered Thailand while in the Philippines we have about 6 million. So that is a big threat because why would I go to the Philippines to gamble when I am already in Thailand?” Tengco said.
Thailand’s Cabinet approved in January 2025 a bill to legalize gambling in designated “entertainment complexes” to boost revenues and create jobs.
Japan in 2024 also approved a plan to build the country’s first casino in Osaka. The planned casino is scheduled to welcome the integrated resort and casino by 2030.
Tengco said officials from Osaka are already engaging with PAGCOR.
“The mayor, vice mayor, and city council of Osaka, along with the Japan Gambling Commission, have visited the Philippines twice to observe how integrated resorts (IRs) are being operated. This is a sign that the competition is about to intensify,” Tengco said.
Tengco said amid this threat, the Philippine casino industry should act swiftly to remain competitive.
“If casinos in Thailand and Japan become fully operational, the Philippine market could be left behind,” he said. He said PAGCRO instructed its lessors to renovate outdated casinos to improve the overall experience.
PAGCOR is also looking to sell its casino assets through privatization, he said.
“By decoupling, we will be able to show the world that we are fair. That there is no conflict of interest,” Tengco said,
PAGCOR operates 40 casinos under the Casino Filipino brand.
In 2024. the local gaming industry recorded gross gaming revenues of P410.5 billion. PAGCOR expects GGR to grow by 17 percent to P480 billion this year. Jenniffer B. Ausria

Gov’t seeks solutions to address decades-long infrastructure deficit
TRANSPORTATION Secretary Vince Dizon recognized that the Philippines has a “big problem” in transport infrastructure development, but remains optimistic about finding solutions.
This recognition follows a Philippine Institute for Development Studies (PIDS) report highlighting the country’s continued lag behind Southeast Asian neighbors.
Authored by PIDS Senior Research Fellow Dr. Kris Francisco, the study titled, “Transport Infrastructure in the Philippines: From Plans to Actual Allocation,” highlights critical gaps in railways, ports, and airport efficiency, hindering economic growth and regional competitiveness.
The report emphasizes the urgency of reforms and increased investment, particularly addressing the country’s inefficient air transport and underdeveloped railway network, which has the lowest density in the region.
The Philippines has a railway density indicator of only 1.52 kilometer per square kilometer, the lowest in the region. While multiple railway projects are in the pipeline, much work remains to meet growing demands.
In response to the PIDS study, Dizon acknowledged the Philippines’ infrastructure deficit, stating, “The first step to solving a problem is acknowledging that there is a problem, right? And there is a big problem.”
“I agree with that study. And like I said, you don’t even need a study to tell you that. We are a laggard, but there are solutions.
They’re already being built,” he added.
Dizon said that addressing the Philippines’ infrastructure problems will take decades, adding, “But all we have to do while were here is do our job.”
The Transportation chief pledged to expedite big-ticket transportation infrastructure projects to improve the country’s transport system.
“Our objective is simple: speed up and fix our transportation systems to make them safe,” Dizon said.
The agency’s mega infrastructure projects in the pipeline are the New Cebu International Container Port, Manila Bay-Pasig River-Laguna Lake Ferry River System Project.
Meanwhile, railways projects include the Metro Manila Subway, North-South Commuter Railway (NSCR), MRT-7, LRT-1 Cavite Extension, Unified Grand Central Station and MRT-3 Rehabilitation. In the pipeline are Mindanao Railway Project, MRT-4 and PNR South Long Haul.
Under the road sector, the DOTr is pushing for the expansion of the
Distribution of DOTr budget by transport subsector (Source: GAA) active transport program and EDSA Busway Project. The agency also continues to push for the Public Transport Modernization Program (PTMP).
Meanwhile, the PIDS study said that the Philippines boasts the highest number of ports in ASEAN, attributed to its archipelagic geography. However, the quality of ports remains a concern.
“Several studies have revealed the weaknesses of Philippine ports, raising issues such as the lack of port facilities, lesser capacity, as well as the unfortunate combination of
high prices for port services albeit underdeveloped ports,” Francisco explained. These factors make the country’s ports less competitive compared to regional counterparts.
The study further acknowledges the government’s efforts to prioritize infrastructure development across various Philippine Development Plans (PDP). The PDP 2023–2028 sets ambitious targets for annual public infrastructure spending, ranging from 5 to 6 percent of GDP, focusing on modernizing and expanding transport systems, addressing mobility issues, and collaborating with private and
inDrive maintains global momentum, sees rapid growth in PH
iNDRIVE, a global mobility and urban services platform operating in 48 countries, has retained its position as the world’s second most downloaded ride-hailing app for the third consecutive year, according to Sensor Tower. The platform also ranked fifth globally in the travel and navigation category. With over 280 million app downloads globally, inDrive now ranks among the top five most downloaded travel apps, alongside Google Maps and Waze. While this model has been key to inDrive’s success in many markets, pricing structures vary by country.
“Maintaining our position as the second most downloaded ridehailing app globally is a remarkable milestone. With Southeast Asia being one of the fastest-growing regions
for urban mobility, we see immense potential to empower communities here through fair and innovative solutions,” Arsen Tomsky, founder and chief executive of inDrive said.
“As we deepen our presence in the Philippines and expand further
across Southeast Asia, our focus remains on creating opportunities for drivers, offering transparent options for passengers, and addressing local mobility challenges with tailored solutions. Our goal is not just to be a service provider but a trusted partner in shaping the future of transportation,” he added.
In the Philippines, where bid-based pricing is not applicable, inDrive instead focuses on providing Filipinos transparency on vehicle types, distance from pick-up point, and fair pricing based on the local regulations, among others.
Building on its mission to challenge injustice and improve lives, inDrive has expanded beyond ride-hailing to include city-to-city and intercity transportation, courier services, freight solutions, and urban services
like housekeeping and home repairs.
Since launching in the Philippines, inDrive has significantly transformed the local mobility landscape by offering innovative, fair, and transparent solutions for passengers and drivers alike. inDrive has empowered users with the freedom to choose their preferred rides, which has resonated with Filipino consumers who value fairness and flexibility.
In January 2025, inDrive recorded a threefold increase in daily rides compared to when it resumed operations in 2024, reflecting its growing popularity and trust in the country. Active users have doubled since the start of the year, while the number of active drivers surged by 96 percent, reinforcing inDrive’s role in fostering a competitive and driver-friendly mobility market.
Tollway operators support DOTr review of cashless system
THE country’s two tollway operators are cooperating with the Department of Transportation’s (DOTr) review of cashless toll collection implementation on expressways, set to begin March 15. SMC Infrastructure said since the policy was introduced five years ago, the government and the private sector have worked closely together to develop a system that improves the tolling experience for all motorists.
A key part of this effort has been ensuring full interoperability among electronic toll collection (ETC) systems across expressways.
However, SMC said a fundamental requirement for achieving this interoperability is the full adoption of cashless and contactless toll collection. Without a uniform cashless system, seamless integration between different toll operators cannot be fully realized.
“We understand the need to ensure that any transition to cashless tolling is seamless and truly beneficial to the public. When implemented effectively, it enhances convenience, safety, and efficiency for everyone on the road,” SMC said.
Beyond just improving toll transactions, the company said cashless tolling helps ease congestion and shorten travel times—making daily commutes easier and supporting businesses and individuals who rely on efficient road networks.
“We remain committed to working closely with the Department of Transportation and other stakeholders to refine and enhance the system, ensuring it is inclusive, effective, and serves the best interests of all road users,” SMC said.
In a separate statement, Metro Pacific Tollways Corp. said, “ we abide by the directives of the government and our concession grantor and respect the decision of DOTr Secretary Vince Dizon to suspend mandatory cashless toll collection to prioritize ensuring efficiency and reliability for the motoring public. MPTC continues to strive to enhance our cashless toll. system.”
“Since the policy was first introduced in 2020, almost all plazas are now capable of automatic license plate recognition, and we are investing an additional P1.4 billion to upgrade the rest,” it added.
MPTC said the company is working with its government partners to sustain the rollout of improvements in its expressway network. Transportation Secretary Vince Dizon earlier ordered the Toll Regulatory Board (TRB) to suspend the implementation of a completely cashless toll collection system at the expressway next month. The TRB had planned to go ahead with the mandatory cashless collection system on March 15 after suspending it in September last year due to technical issues.
multilateral partners. Budget allocations for the Department of Transportation (DOTr) have consistently favored the rail transport program. However, the study notes uncertainty over whether these funds have been used to expand the railway network or simply maintain operations. Similarly, the Department of Public Works and Highways (DPWH) has prioritized programs such as flood management and asset preservation, but integrating funding data with project specifics remains a challenge.
Despite the abovementioned hurdles, the report outlines promising initiatives, including airport upgrades, new railway projects, and plans to enhance port facilities. It emphasizes the importance of allocating resources to improve the quality and adequacy of transport infrastructure to resolve gaps and stay competitive with ASEAN neighbors. Creating a comprehensive infrastructure database would also improve planning and help optimize government spending and project execution.
As the Philippines bridges the infrastructure gap, strategic investments and comprehensive planning will be essential in shaping the country’s future growth and regional standing, Francisco concluded. Darwin G. Amojelar

PhilHealth celebrates three decades of serving Filipinos
By Patricia Taculao-Deligero
THIRTY years ago, a vision was born: to provide accessible and affordable healthcare for every Filipino. Today, that vision is embodied by the Philippine Health Insurance Corporation, or PhilHealth, which celebrates its 30th anniversary this February, also designated National Health Insurance Month.
This milestone marks three decades of continuous effort to strengthen the nation’s health security, a journey marked by challenges and significant achievements. These achievements, from establishing a universal health insurance program to the recent expansion of benefits, are a testament to our progress and the promising future of healthcare in the Philippines.
PhilHealth’s journey began in 1995 with the enactment of Republic Act 7875, a bold step toward establishing a universal health insurance program. Since then, PhilHealth has continually evolved, adapting to the changing healthcare landscape and expanding its coverage and services to serve its members better.
In recent years, PhilHealth has been navigating the complexities of a global pandemic while simultaneously implementing reforms and expanding its benefits. The COVID-19 crisis underscored the critical role of a robust health insurance system, and PhilHealth responded by enhancing its benefit packages to cover testing, treatment, and isolation.
One key achievement highlighted in recent reports is the continued expansion of the Konsulta Package. This primary care benefit aims to promote preventive healthcare. The package provides members free consultations, health risk assessments, and selected diagnostic services from accredited Konsulta providers. By focusing on primary care, PhilHealth aims
Handog
to address health issues early, preventing more serious and costly illnesses later.
The Konsulta Package is a significant stride towards achieving universal health coverage. It underscores the importance of regular checkups and early intervention, particularly in reaching underserved communities. PhilHealth is fostering a healthier population by shifting the focus from curative to preventive care.
PhilHealth has been actively streamlining its processes and enhancing its digital infrastructure. Implementing online platforms for membership registration, claims submission, and availing benefits has made it more convenient for members to access PhilHealth services. This digital transformation is vital in improving efficiency and reducing bureaucratic hurdles, ensuring members can easily access their benefits.
February, National Health Insurance Month, is an opportune time to reflect on the importance of health insurance and PhilHealth’s role in safeguarding Filipino people’s health. It is also a time to acknowledge the progress made over the past 30 years and to reaffirm the commitment to achieving universal health coverage. This unwavering commitment is a source of reassurance for all Filipinos, ensuring that no one will be left behind in pursuing a healthy and productive life.
During this month, PhilHealth intensified its efforts to bring accessible healthcare and services
ng PhilHealth
to many Filipinos. Starting February 14th, a significant expansion of PhilHealth’s coverage took effect, bringing much-needed relief to Filipinos facing unexpected medical emergencies. Under the Facility-Based Emergency (FBE) benefit, aligned with the Outpatient Emergency Care Benefit (OECB) package detailed in PhilHealth Circular 2024-0033, all outpatient emergency cases presented at accredited levels 1 to 3 hospitals are now covered. This initiative ensures that immediate medical attention is not hindered by financial constraints, providing essential support during critical moments. From minor injuries to life-threatening conditions, patients can now seek emergency care with the assurance that PhilHealth will shoulder the costs, reducing the burden on individuals and families during times of crisis.
This expanded coverage represents a significant step forward in PhilHealth’s commitment to providing comprehensive healthcare access. PhilHealth addresses a crucial healthcare provision gap by extending the FBE benefit to cover all outpatient emergency cases. This initiative enhances financial protection for its members and encourages timely access to emergency services, potentially saving lives. Implementing this benefit underscores PhilHealth’s dedication to strengthening the nation’s healthcare

system and ensuring that every Filipino has access to quality emergency care, regardless of their financial background.
In the same month, PhilHealth, in a decisive move to bolster its operational efficiency and strengthen partnerships, the Philippine Health Insurance Corporation (PhilHealth), under Acting President and CEO Dr. Edwin M. Mercado, convened a crucial consultation meeting with the nation’s leading private hospital groups and national associations. This focused dialogue centered on PhilHealth’s unwavering commitment to streamlining processes, minimizing wastage, and ensuring the prompt release of payments for hospital claims. Gathering key figures from esteemed institutions such as Metro Pacific Health Corporation, Mount Grace Hospital Group, St. Luke’s Medical Center, and others, the meeting facilitated a candid exchange to foster mutual trust and collaborative problem-solving. Dr. Mercado emphasized the pivotal role of private hospitals in delivering quality healthcare, underscoring the necessity of a robust, coordinated system to utilize their capacities effectively.
Beyond addressing immediate operational concerns, Dr. Mercado and the hospital executives forged a mutual agreement to expand primary care access points. This initiative, crucial for realizing Universal Health Care, will see participating hospitals actively contributing to developing comprehensive Health Care Provider Networks (HCPNs). By integrating private hospitals into primary care delivery, PhilHealth aims to shift the focus towards preventive healthcare, ensuring Filipinos receive timely and accessible medical attention. Dr. Mercado’s commitment extends beyond private institutions, with plans to engage government hospitals, both DOH and LGU-managed, in similar dialogues. This strategic stakeholder engagement underscores PhilHealth’s dedication to building a strengthened, unified healthcare financing system that benefits all Filipinos.
PINALAWAK AT MGA BAGONG BENEPISYO!
“Padadamihin pa namin ang serbisyong ibibigay ng PhilHealth. Pararamihin, palalakihan pa namin ang pagbayad sa insurance claims. I would like to assure everybody, huwag ninyong inaalala na mababawasan ang serbisyo kahit na kanino. Para sa senior, para sa mga mahihirap, para sa middle class, walang mababawasan kahit isang kusing.”

IFUGAO Region’s Valerie West , a 22-yearold emergency medical technician from New York, is making waves in the Miss Universe Philippines 2025 competition.
West, who was crowned Reina Filipina North America on Jan. 25, arrived in the Philippines weeks later to compete for a chance to represent the country in the Miss Universe pageant in Thailand later this year. And despite her quick entry into the competition, she is showing pageant fans that she’s no stranger to pageantry.
In 2017, she earned the title of Miss York County’s Outstanding Teen and placed in the top five of Miss Pennsylvania’s Outstanding Teen. That was her first pageant. The following year, she won Miss Luzerne County’s Outstanding Teen and again made the top five at the state level.
In 2019, she was named Miss Wilkes-Barre/ Scranton’s Outstanding Teen and finished as first runner-up for Miss Pennsylvania’s Outstanding Teen. The COVID-19 pandemic put her pageant career on hold, during which she completed a biomedical engineering degree at the University of Delaware. She plans to pursue a medical degree with the goal of specializing in pediatric cardiology but has chosen to resume pageantry after winning the Reina Filipina North America title.
Miss Ifugao makes strong start in Miss Universe Philippines 2025
“As a Filipino raised by a Filipino mom, love for pageantry was instilled in me from a young age. As I got older, I saw these queens as more than just graceful women; they became role models,” West said, adding that her mother, originally from Kiangan, Ifugao, inspired her to pursue beauty pageants.
West believes the Philippines’ deep appreciation for pageantry is rooted in its cultural values.
“When you see women empowering each other and emphasizing strong family values, it’s hard not to be inspired. Even abroad, we carry those values with us.”
She cites Miss Universe 2018 Catriona Gray as an inspiration. “Catriona took the crown and has done so much with it afterward, especially in promoting Filipino culture,” she said.
“I’m excited to be representing my Ifugao roots and also the Philippine community in New York,” West said upon arriving in Manila. The last time she visited the Philippines was in 2019, just before global lockdowns began. Apart from being a beauty queen, West is also a singer, a dancer, and a martial artist. She has a passion for songwriting and previously competed in the Philippine television singing contest The Clash at age 17.

West is also involved in advocacy work through the PUSO Foundation, an organization founded in 2017 by Robert Banez. The foundation operates in seven countries, providing aid to underserved communities.
“Through my partnership with PUSO, I advocate for ‘paying it forward’ and encourage service work, especially among young people. Even small acts of kindness can create a ripple effect and change lives globally,” she said.
Jasmine Rovelle Paguio is representing the city of Manila at the Miss Universe Philippines 2025 pageant
JASMINE Rovelle Paguio has come a long way since she represented the Filipino community in Canada at the first Miss Tourism Beauty of the World 2019 pageant, held in El Nido, Palawan. She was a runner-up in Miss Philippines Earth 2022, placed 3rd runner-up in Hiyas ng Pilipinas 2024, and reached the Top 10 in Miss Manila 2024. She is now Manila’s bet in Miss Universe Philippines 2025.
An advocate for education, mental health, and sustainability, the 26-year-old Paguio graduated cum laude with a bachelor’s degree focused on pre-law at York University in Toronto and aspires to become an immigration lawyer in the future.
“I am capable of being the next Miss Universe Philippines. I left my family and the security and privileges of Canada and took the risk to live here in the Philippines to pursue my dream. There is a quote I love repeating to myself every day: ‘Shoot for the moon, and if you fall, at least you fall beyond the stars.’ That is the message I want to impart to everybody—that you should always chase your dreams because you’ll never know where you might fall,” said the “It’s Showtime’s Sexy Babe” 2022 finalist and AMPABS-CBN Star Magic member.
Meanwhile, the best of Samar Island is ready to take the MUPh 2025 crown. With a beautiful face, sweet smile, and strong stage confidence, Miss Universe Philippines-Samar Island 2025 Kathreen Kaye Dacanay could spring a surprise come pageant finals.
The 20-year-old JPIA sophomore and full scholar from Borongan City admitted that competing in the Miss Universe Philippines pageant is hard and challenging, testing her faith and endurance, but she looks forward to learning from it to reach her full potential.
“I was 5 years old when I told myself that someday I’d conquer the universe. Now, I’m ready to take on the crown,” said the island girl, who bears a resemblance to Bb. PilipinasUniverse 1967 Pilar Pilapil. “I would like to showcase the beauty of Samar Island, whether in my wardrobe or in the way I speak and carry myself. I was born and raised by a single mother who encouraged me to dream big, and my journey in MUPh is a tribute to the community that continues to raise women like me,” said the articulate former Miss Pintados 2023.
“I would like to work with the MUPh organization, which has a legacy of empowering women and creating better communities that will help them rise and shine,” added the ambassador of goodwill at the Philippine Red Cross Leyte Chapter.

Death in bolts of color: Pedro Almodovar takes on mortality

an avowed homosexual. Swinton notices a painting she thinks might be an Edward Hopper. These two artists are parallel in that they lived through the same timeline. They are also perpendicular in their paintings, as both deal with loneliness— she in lush landscapes, and he in planar arrangements between built environments. There is scant campness associated with Almodóvar. Is it because this film is in English that the notably spiked campiness of his other works is missing? There is no whimsy in this film, but it is beautifully framed. What makes this truly an Almodóvar film is its aesthetic. Produced by his brother and famed collaborator, Agustín Almodóvar, you can see the thumbprints of these two in the bolts of color that lovingly caress the screen. You can see this in how the two characters are dressed: redheaded Moore is often in bright, warm shades of red, green, and orange, whereas the sleek platinum blonde Swinton is in metal greys, blues, and subdued lilac. If you are genuinely observant and knowledgeable of Almodóvar, you know that something is up when there is a change in the embodiment of color, and the cadence of the film slows down into an almost mournful sigh. Without the garish humor and the overt narrative shifts, the production design reminds you of the strength of the Almodóvars. Even within a New York City hospital, the stark colors of orange and blue frame the window, showing the skyline with soft, falling pink snow. It is a glorious debut into English filmmaking, and I commend Pedro Almodóvar for still having the wherewithal to write such lilting prose with such emotional heft. How can you argue with somebody telling you to shake your depression off when they say, “You can’t be self-possessed if you’re in agony.”

SPANISH filmmaker Pedro Almodóvar is a beloved name associated with his feats in cinema, which are loving portraits of strong, vulnerable (never fragile), irascible women. Room Next Door (2024) is Almodóvar’s first foray into Englishlanguage filmmaking as both writer and director, with Julianne Moore and Tilda Swinton as two friends who deal with death in their writings. Moore (Ingrid) writes fiction that defies the eventuality of death or instead examines the lumbering steps leading to demise. Swinton (Martha) is a New York Times war correspondent who witnesses deaths and excesses. This establishes the basic framework of the film: symmetry. What makes symmetry an aesthetic choice of engagement is that it operates upon parallelisms (when points do not meet) and perpendicularity (when points do meet). For so long, Ingrid and Martha lived parallel lives, engaged with other deaths, such as lost loves. Between the two, Swinton’s Martha has a more visceral encounter with death—not just as actual mortality but as the thoughts borne out of the violence of evisceration. Almodóvar’s tinges of queerness are very much in play throughout these vignettes. There is the presence of hirsute,

Artist paints limitless world at Women’s Month exhibit
Dingdong Dantes dishes out love for food
By Jasper Valdez
FOR television host and actor Dingdong Dantes , some meals are unforgettable—not just because of the taste but because of the story behind them.
During his contract renewal with the Filipino restaurant chain MESA, Dingdong shared a personal anecdote about the first time his wife, Marian Rivera, cooked for him—a moment that has stayed with him through the years.
“For me, of course, it was very memorable. It was the first time Marian cooked her menudo for me,” Dingdong recalled. “Because, you see, that was actually a recipe from her grandmother.”
The dish, passed down through generations, quickly became one of his favorites.
“That’s why I always request it. So, naalala ng tiyan, naalala pa ng puso. Hindi makakalimutan ‘yon.”
The audience reacted warmly as Dingdong shared a moment that was both personal and heartfelt. It was a reminder that food is more than just a meal for him—it’s the way to a man’s heart.

ARTE Bettina is hosting Endless Possibilities IV , a solo exhibition featuring large-scale abstract works by Naomi Banal in celebration of Women’s Month this March.
Banal, known for her signature translucent layers and bold use of color, presents a collection that reflects her artistic journey and belief in art’s limitless potential. Some pieces highlight vibrant hues, while others explore minimalist white-on-white compositions and earthy tones.
“As we celebrate Women’s Month, I embrace the power of being a woman who is an artist, a mother, a wife, a sister, a daughter, and an aunt,” Banal said. “In my mid50s, there are no limits. Being a woman means being unstoppable.”
The exhibit runs from March 1 to 13 at Arte Bettina in Greenbelt 5, Ayala Center, Makati City.
experiences is also what drives his partnership with MESA. Having been a brand ambassador for six years, he is now stepping up as a business partner, solidifying his connection with the popular Filipino restaurant chain.
“When I first joined them about six years ago, I was already very happy to be part of this brand,” he said. “This signing is even more special. It signifies my official inclusion in MESA’s history as a brand.”
MESA is set to reach 100 stores by the end of the year, and Dingdong proudly announced that he is now a partner in the 88th branch, with details on its location to be revealed soon.
While Dingdong continues to balance acting, hosting, and family life, he looks forward to exploring the business side of the food industry, a passion he shares with Marian.
“She’s excited. She said it looks like we now have a go-to spot at the proposed location,” Marian even had a playful request for
“She said, ‘Can I suggest something for the menu?’ I said, ‘Sure, let’s tell them!’” Dingdong said with a laugh.
As a self-confessed food lover, Dingdong sees this partnership as more than just business— it’s about delivering quality Filipino dining experiences to more people.
“We have a lot in common, but I think the most important thing is that we truly want to provide a quality dining experience in the Philippines, especially for Filipinos,” he said.
Given their colorful journey, the couple shared nuggets of marriage wisdom. Dreus said, “It’s being intentional even when you do not feel like doing things. You really have to prioritize marriage. Happiness is not the main purpose of marriage but holiness.”
Love, in turn, emphasized, “That perfect marriage cannot exist, but a healthy and happy one can. That’s why you both have to work hard on it.”
Content creation as a venture for Dreus and Love stemmed from a desire to support other couples. They creatively come up with informative skits on TikTok and Instagram.
Dreus explained, “We really want to help couples win in marriage as much as we want to win in our own family life.” Love agreed, “We love being married. It’s a partnership like no other.”
The couple keeps their eyes on the prize. “I get to do it with my wife,” Dreus shared what the best part of collaborating with Love is. Sharing valuable insights with others, he added, is a bonus. Love added, “It’s our ‘date time.’ When we do video content, we have guestings, talks—those become our ‘alone time.’”
Knowing how intense social media platforms can become, doubts have surfaced at some points for Dreus and Love. The man of the house admitted, “Doubt comes in when physical tiredness kicks in, as well as when there is criticism that we are just a young couple.” He continued, “We just think of the couples that might be blessed by what we share, then it’s worth it.”
Love agreed and added, “At the end of the day, we know our purpose. We do not force our ways on people, but we make help available to them.”
The couple’s book collaboration, Love Connect , was born from a desire to provide others with guidance. Dreus and Love explained that what was initially meant to be a guide for their kids spilled over to other audiences. The pieces of feedback they have received have been deeply moving. Dreus shared, “Couples approach or send us messages.” Some would-be married couples, he said, buy their book as a guide.
Dreus and Love have gone beyond social media and publishing as marriage coaches. In their upcoming marriage workshop, Love Deeper , they aim to help couples foster deeper communication. Dreus said, “It’s a breathing space for married couples to reconnect to each other.” Love added, “ Love Deeper is for married couples who want to strengthen their connection through meaningful conversations. They can expect fun, creative, and meaningful time together.”
For couples seeking to deepen their connection, Dreus offered, “Be committed to building the habit of listening.” Love agreed, “Do it daily. Marriage is not magic. It’s pure hard work that needs healing from past wounds, so you need to keep on practicing good habits until you master them.”
“I call it ‘walang atrasan, walang hiwalayan’ (no turning back, no separation),” Dreus said about marriage. Love solidified this by saying, “Marriage is beautiful. When two imperfect people commit to work on themselves, their partnership, and their calling, they can overcome challenges along the way.”
Dreus and Love are proof that marriage is bliss fueled by faith and effort. A strong faith, as Love explained, “teaches what to hold on to and to let go of.” It truly empowers and allows couples to fight through challenges and love deeper.

WHEN Steven Tan, president of SM Supermalls, took the stage at the MOA Amphitheater during the grand opening of MOA Sky, his message was clear—this wasn’t just another expansion.
“Today, we don’t just open a new space, we unveil a bold new era for SM Mall of Asia,” Tan said, addressing the crowd gathered for the launch of the sprawling mall’s newest attraction.
More than a decade in the making, MOA Sky is the culmination of a vision to redefine urban spaces.
“The MOA Sky isn’t just an expansion, it’s a transformation, a realization of a vision set in motion more than a decade ago,” Tan emphasized. “We have to wow our customers. So there you have it, the gift of SM to all our customers is this MOA Sky.”
And what a gift it is. More than a mall addition, MOA Sky is a carefully curated experience that integrates sports, leisure, nature, and entertainment into one landmark destination.
The biggest attraction is the FIFA-grade MOA Football Pitch, a full-

sized, world-class field designed to host international tournaments and local matches alike. With seating for 1,800 spectators and the potential for expansion, it offers a premier venue for football enthusiasts.
Pet owners can bring their furry companions to the Paw Park, a dedicated space for play and relaxation. For those seeking a moment of peace, the MOA Sanctuary offers a tranquil retreat with a sacred space for prayer.
The Amphitheater, an open-air venue, is set to host concerts, performances, and cultural events. Surrounding it all, the North and South Sky Plazas provide vibrant hubs for dining, shopping, and social gatherings.
“This is more than just a landmark,” Tan continued. “It is where art, sports, entertainment, and sustainability all converge into one.”
As the sun sets over Manila Bay, the MOA Sky Viewing Decks offer a front-row seat to one of the city’s most breathtaking views. It’s a place where visitors can soak in the skyline, take in a show, or simply enjoy the atmosphere of a space designed to inspire.
“This is a destination that inspires and redefines what is possible,” Tan said. “And with that, we can now truly say, the sky’s the limit for MOA.”
Beyond
AT THE height of the pandemic, I was blessed to have found solace and inspiration on Instagram by watching a video series of women openly discussing their faith journeys.
Digital content creator and marriage coach Love Cosio hosted the regular Instagram Live sessions. She, I later found out, is half of the husbandand-wife tandem who authored the award-winning book Love Connect: The Couple’s Language to a Happy Marriage, targeted at married couples.
Her husband, Dreus, a corporate speaker, retreat facilitator, marriage coach, and content creator, leads The Feast Carmona. The Feast is a weekly gathering of the Light of Jesus Family (LOJ), a Catholic community founded by Bo Sanchez. The gathering, which includes prayer, worship, and talks on Christian living, has several chapters in the country.
Dreus and Love stand as a clear example of genuine love and faith in a society filled with surface-level connections. It is fitting that their love story began in youth ministry. For Love, it was a “crush at first sight” moment, seeing Dreus playing the guitar and worshipping.
She giddily shared, “As an NBSB [No Boyfriend Since Birth] girl, I prayed for him!” This foundation of faith was crucial. She added, “Maybe it was also one of the inspirations in building a ministry around marriage. That it’s not a ‘fairytale’ but more of a tale of the faithful ones. It’s not all kilig.” When asked about challenges in marriage, Dreus listed, “Death of my mother, waiting season to have kids, losing money from an investment, challenges in balancing marriage and in-laws, and finding time to be with the kids while working hard for the family.” Love agreed and detailed that it took five years before they had their first child. These days, she shared, are more about balancing marriage and parenting, as they have already been blessed with a daughter and son.
Apart from what the couple refers to as a daily commitment, faith also acts as their anchor. “It aligns us, and it’s our biggest connector as husband and wife,” Dreus affirmed. Love echoed, “Big one! It grounds us and strips us of unnecessary pride and selfishness.” Turn to C3
