THE Philippines has expressed deep concern over China’s People’s Liberation Army Air Force (PLA-AF) deploying flares against an Australian aircraft, citing its impact on freedom of navigation and overflight in the West Philippine Sea.
On Thursday, Australia reported that a PLA-AF J-16 fighter jet released flares just 30 meters in front of a Royal Australian Air Force (RAAF) P-8A Poseidon while it was conducting a patrol in the West Philippine Sea last Tuesday.
“The PLA-AF aircraft released flares in close proximity to the RAAF P-8A aircraft. This was an unsafe and unprofessional maneuver that posed a risk to the aircraft and personnel,” the Australian Defence Department said in a statement.
The Philippine Department of Foreign Affairs (DFA) voiced alarm over the incident, calling on China to respect international norms.
“All countries are expected to respect freedom of navigation and overflight in and above international sea lines of communication, such as the South China Sea, and to avoid interference in legitimate activities conducted in international waters and airspace,” the DFA said on Friday.

ANTI-NARCOTICS agents at the Ninoy Aquino International Airport took custody of five parcels containing hybrid cannabis valued at over P2 million found abandoned at the Central Mail Exchange Center (CMEC) in Pasay City. CHINA Coast Guard’s (CCG) so-called
“monster ship” is leaving the vicinity of Panatag (Scarborough) Shoal or Bajo de Masinloc in the West Philippine Sea (WPS), ending months of its intimidating presence in the area, the Philippine Coast Guard (PCG) said on Friday.

Jay Tarriela said on the update on their monitoring of the CCG vessel with bow number 5901 during a regular briefing.
“This is the first time we see China Coast Guard’s monster ship, (after) loitering in Bajo de Masinloc, and all of a sudden it’s going downwards,” Tarriela said.
Spotted in the western section of the Philippine exclusive economic zone since December 2024, the “monster ship” was deemed the largest armed coast guard cutter in the world.
At 165 meters long, 22 meters wide (about one and a half times the length of a standard football field), and weighing 12,000 tons, CCG 5901 is an imposing vessel.
While the ship’s course seemed to head south toward the Kalayaan group of islands, Tarriela noted that its next destination remained uncertain.
“That’s a very tough question, we still don’t know,” he said when asked about the possible reason for its departure and destination.

SC defers ban on state lawyers from IBP posts

THE Supreme Court (SC) announced on Friday the deferment of the prohibition of government lawyers from serving as IBP chapter officers for the 2025-2027 term.
Section 4 of the Revised By-Laws of the Integrated Bar of the Philippines (IBP) was meant to reinforce the IBP’s non-political nature and prohibit its members’ involvement in political activities.
In a resolution, the SC en banc approved the request of the IBP board of governors (BOG) to modify the guidelines for the 2025 elections of chapter officers, allowing government lawyers to hold chapter officer positions for a twoyear term, except as chapter president. However, the SC noted that there are government lawyers who remain ineligible including presidential appointees, national government or governmentowned or -controlled corporation officers with Salary Grade (SG) 26 or higher, and local government unit officers with SG 25 or higher, elected officials, prosecutors, and employees of the Judiciary and quasi-judicial bodies.
In December, the IBP governors claimed that the strict application of the prohibition in Section 4 will disenfranchise many IBP members, with over 19,000 working in government.

THE Bureau of Immigration (BI) cautioned the public against online love scams, particularly around the Valentine's season when con artists usually become more active.
On Feb. 13, the Philippine National Police’s AntiCybercrime Group also served warning against the so-called ‘love scams’ victimizing hapless lovers.
BI Commissioner Joel Anthony Viado said the agency has received reports of Filipinos being scammed by people posing as foreign nationals and claiming to have been detained by Immigration authorities upon arrival in the Philippines.
“These scammers fabricate stories to make
their victims believe they are in trouble and need immediate financial assistance,” Viado explained.
“We remind the public that the BI does not demand payments over the phone, nor are we responsible for handling incoming currency or personal belongings such as luggage or jewelry,” he added.
The modus, Viado said, starts when a scammer pretends to be a foreigner who has developed a romantic relationship with a targeted online victim. After promising to visit the Philippines, they claim to have been stopped at the airport for carrying large sums of cash or expensive gifts, such as an engagement ring.
A fake immigration officer then contacts the victim, demanding money to secure the foreigner’s release.

THE Land Transportation Franchising and Regulatory Board is now reviewing the prevailing fare policies for transport network vehicle service (TNVS) operators to balance the interests of drivers, operators and commuters while ensuring a fair and transparent ride-hailing system.
LTFRB head Teofilo Guadiz III acknowledged concerns raised by the United Transportation Coalition Philippines (UTCP), adding that the agency is conducting regular review of fare adjustments while keeping affordability in mind for passengers who have to bear the brunt of economic challenges.
“As we recognize the needs of the TNVS operators and drivers to have an adequate income, it is important that the passengers can afford the fare,” he said.
The agency is considering factors such as the rising fuel costs, inflation and potential impact on commuters in the review process in attempting to find a fair solution to the needs of both drivers and passengers.
“It is not true that the LTFRB is not doing anything. We continue to review our fare matrix to ensure it is fair and just to all,” Guadiz said.
He said the LTFRB is open to studying proposals for a fixed minimum fare but any adjustment must be data-driven and not rushed.
He reminded TNVS drivers that they must honor confirmed bookings as frequent cancellations disrupt the commuter experience and could prompt regulatory action.

IN THE Philippines, where cardiovascular disease (CVD) has been a leading cause of death for over three decades, the information disorder proves to be deadly in its own right.
You may be familiar with the “bad cholesterol” known as low-density lipoprotein (LDL) cholesterol. This is potentially dangerous at high levels as it can lead to CVD.
Fortunately, a group of medicines called statins can help lower LDL cholesterol in the blood and reduce bad cholesterol production inside the liver. Although many different medicines are used to lower cholesterol, statins are most often used to treat high cholesterol.
‘Tidal wave of misinformation’ Unfortunately, false information surrounding statin use can be found in the Philippines much like the rest of the world—as part of a global “antistatin” movement.
“For every drop of scientific evidence that statins are safe and effective, there is a tidal wave of misinformation. Our patients are concerned about statin side effects they’ve heard about from family or friends, or read about on the Internet,” UT Southwestern Medical Center doctors wrote.
“Statins are the ‘gold standard’ for high cholesterol treatment. They’re a powerful medication, and they’ve been proven to save the lives of many men and women living with or having a high risk of heart attack or stroke. But if statins are so effective, why are some people afraid to take them?” they added.
Locally, Facebook users influence their thousands of followers or lacking this, resort to well-populated themed Facebook groups to propagate narratives that statins are useless, harmful, or both.
This is on top of conspiracy theories that statins are simply a profitable pharmaceutical venture, are prescribed primarily by incompetent and/or careless doctors, and should be abandoned in favor of more effective “alternative medicine” treatments.
A local example is a self-described motivational speaker with at least 69,000 followers. Their anti-statin Facebook posts typically get hundreds of reactions, comments, and shares, with their most popular post receiving up to 5,000 engagements.
Another is a type-2 diabetes support group with over 26,000 members regularly exposed to anti-statin Facebook posts. These may register fewer engagements, but nonetheless make up for it in terms of frequency.
Among their striking quotes describing statins are its “holocaust of adverse effects” and “many suffer from taking them.”
One post alone cited increased blood sugar, muscle cell damage, liver damage, and memory problems. Others cited poisoning of mitochondria and links to high breast cancer incidence.
“Expand your knowledge about statin drugs and how they’re dominating the pharmaceutical industry with over $14 billion in sales annually…These are the downstream effects and other long-term risks you’ll have to deal with from consuming statin drugs,” one particularly loaded post read.
According to Dr. Tony Leachon, health reform advocate and former president of the Philippine College of Physicians, false narratives regarding cholesterol medications are typically fanned because of social media.
“Many social media users market products for anything. One of the fake news that I have observed is about cholesterollowering agents. On one side, they sell products. They demolish or malign not just statins, but also metformin. They will say it’s out in the market, but you can still buy it. They say statins are not recommended by the American College of Cardiology. But we still use it,” Leachon told Manila Standard in a mix of English and Filipino.
One such Facebook account describing statins as having “nasty” and “adverse” side effects between January and March 2024 is a purported manufacturer of diabetes support food. It attributed no source to assert its claims other than suspicious links flagged by cybersecurity software.
“The problem is there is no factchecking as we see it on social media. And people would believe what they would like to believe,” Leachon said.
As a prominent figure in the health sector, his face was grabbed from available online videos to be used in AIgenerated marketing advertisements.
This forced him to stop doing his daily podcast altogether.
The fake news is only compounded by what Leachon sees as a “low level of education” among Filipinos in terms of health.
“It’s a major challenge because pre -
ventive health is not strong in our curriculum. From childhood to college, health is not important… Aggravated by the low level of education of people. People are gullible. That’s what’s happening here,” Leachon observed.
He cited how PhilHealth receiving zero subsidies from the government in 2025 reflects a “very low concern about the healthcare system.”
Then there are cultural fads such as weight-reducing diets. These gained popularity claiming carbohydrates are bad, instead shifting to fat as an alternative.
“Of course, the one that lowers cholesterol needs to be affected too. Because if you say that this drug is not effective or has side effects…they’re saying that statins are bad for your kidneys and liver. But we know it’s only 1 percent and welltolerated,” Leachon said.
One such blanket statement made by an anti-statin influencer is that many of those who suffer attacks and die from heart disease have low cholesterol, asking: “Is there anyone who recovered from heart disease by taking statins and not eating fat and cholesterol?”
‘Knowledge saves lives’ Fortunately, there is a panacea to cover the ills of fake news.
“Knowledge saves lives. The best outcomes from treatment medication come when the person makes informed decisions,” Novartis Healthcare Philippines country president Joel Chong said during the Philippine Press Institute’s October 2024 “Unblock Your Heart” workshop.
He did, however, acknowledge that the biggest challenge in making an informed decision is misinformation.
“Misinformation happens for example when things are dramatized. Makes people feel anxious. It can also be the opposite when information is downplayed. When it’s downplayed, it creates apathy or the feeling of ‘I can’t be bothered,’” Chong said.
“But most often, misinformation creates confusion. Because there could be even conflicting information. Two people can be arguing about it, but it’s all correct for different people.
This misinformation can cause delays for a person seeking medical help and getting timely treatment,” he added.
According to the healthcare executive, this is where we factor in health literacy, which is “actually about making things simple.”
“I really appreciate all the doctors today who make very technical information as simple as possible. And why is simple important? Simple is important so people can relate and people can understand. After that, they act,” Chong said.
“Health literacy is really about helping the average person understand and use health information and services. A country with good health literacy usually has better health standards. Why? People understand illnesses better. They take action earlier when illnesses are easier to treat,” he added.
This is why we need to incentivize properly informed actions if we are to achieve better health outcomes.
‘Informative not punitive’
The tragedy with statins being rejected by critics is that they are also “cheap, accessible, and free,” according to Leachon.
He explained statins are in the national drug formulary and part of the drugs procured for free by the Department of Health (DOH) to be distributed to all local government unit leaders, barangay healthcare workers, and local physicians. Even when bought from the private sector, statins are cheap as it is already a generic drug.
When it comes to accessibility, public information appears to be the more scarce resource — but it wasn’t always this way.
Almost a decade ago, Leachon launched as the Philippine College of Physicians Communication and Advocacy committee chair the Health Education Reform Order (HERO) of 2006, signed by then-president Gloria Macapagal-Arroyo.
The landmark measure mandated a preventive health education curriculum and created a Committee on Health Education Reform. However, it was not institutionalized in the form of a new law beyond Arroyo’s term.
Nonetheless, it is not too late for a similar initiative today, as Leachon recommended having different bodies like the Philippine Medical Association, Philippine College of Physicians, and other medical organizations crafting a certain curriculum together with the Department of Education (DepEd),
Department of Science and Technology (DOST), and Commission on Higher Education (CHED).
“That is one problem: structured education. Because I think even if you have an increasing, I would say, fascination with social media, If our academic curriculum has a strengthened health education, it will not be swayed,” Leachon said.
Beyond statins and cholesterol treatments, we must also learn to adapt to an unhealthy environment proliferated by cheap and readily available fast food.
Leachon suggested integrating simple infrastructure like calorie counters in restaurants to help people prepare accordingly. That way they are easily warned against food choices that are high in cholesterol, salt, sugar, and calories.
“Mandate the restaurants through the help of the Department of Trade and Industry (DTI) and, of course, have the Cabinet make an executive order first and then law. Nothing is forbidden as it’s not punitive. But it’s informative in the sense that you have an informed choice still,” Leachon said.

PRESIDENT Donald Trump 2.0, newly minted and bright and shiny, has been showing off his transactional prowess in his first months in office.
His style is to open on major issues with “shock and awe” but with alluring language for his domestic American audience slike “beautiful tariffs” and visioning a “Riviera on the Gaza Strip” but he can quickly buckle down to compromise and achieve – surprisingly looking very Chinese – Win-Win solutions. Take the Ukraine War end game, at the end of January talking about Ukraine, Trump dropped outrageously wrong info about Russia claiming 1 million dead Russian soldiers and threatening new sanctions on Russia, but after Feb. 12, 2025 90-minute phone talk with Putin, all that is forgotten and negotiations to start “immediately,” no NATO membership for Ukraine and says Ukraine “unlikely” to get back land lost in the war.
Trump started threatening 100 percent tariff on Chinese goods but finally reduces it to 10 percent as time passed probably leading to the still undisclosed circumstances of a Trump-Xi talks in recent days.
It is the first confirmed talk since Trump’s Jan. 20, 2025 inauguration to the White House. Finally, the “Riviera on Gaza” seems to be subject to further talks after the audience of the fidgeting King Abdullah of Jordan, consulting with Arab leaders to follow.
What about Asia and the hot spots in the region, Taiwan and the South China Sea which are synonymous to the Philippines’ intransigence in pressing for tensions over its limping EEZ claim against China, Trump is almost completely silent about them recently, except for some noise coming from China-sanctioned US State Secretary Marco Rubio preaching the perfunctory ”commitment to allies” also reaffirming “no support for Taiwan independence.”

The absolute disinterest of the US president of its “traditional ally, Philippines” is evident.
Three weeks since his inauguration, the only US activity is a phone talk of the Secretary of State with the Philippine foreign affairs secretary. apparently initiated by the latter, but the various defense and other aid funding having been frozen, have Filipino officials scampering for alternatives.
What is panicking US-Filipino civil society proxies is the Bloomberg report citing John Andrew Byers, a history professor who has been appointed deputy assistant secretary of defense for South and Southeast Asia, advising the Trump government “to remove the large number of American military forces lurking around China’s coast, and in turn asking Beijing to drop the number of Chinese coast
guard vessels in the area...”
Byers has been reputed to be calling for distancing from the “prepare-for-warwith-China attitude” calling for ramping down tensions with China.
In an X post of the Hong Kong journalist and blogger Nury Vittachi says Byers argues “it would be smarter to move away from such a war, even if it could be won.”
He writes the idea of ‘a leader of his time’ removing the US from its warring proclivities has apparently caused the Trump administration to give ear to the peacemongers.
Thus, it is now being said that, “Behind closed doors, new US leader Donald Trump is thinking about pulling troops out of the South China Seas.”

But I have also uncovered another American thinker, a military one at that, whom I found on “War on the Rocks” blog for ”National security” for insiders and wrote “Rolling Back Naval Forward Presence Will Strengthen American Deterrence.”
The commentary is written by Jonathan Panter, Ph.D., is a Stanton nuclear security fellow at the Council on Foreign Relations and an American conservative and governing fellow at the Manhattan Institute for Policy Research. He previously served as a surface warfare officer in the US Navy.
Very pertinent pedigree to comment on the US national security concerns at this crucial, history changing times.
Panter’s arguments are based on the following: the US Navy is “Too Busy, Too Small” when “over one-third of US Navy ships are deployed — the greatest proportion in history,” the “’operational and structural readiness trade-off’... In brief, for three decades, the US Navy traded its structural readiness (for greatpower conflict) for operational readiness (to support naval forward presence). It burned through its ships, and debilitated its shipyards...”
Finally, he wrote “’Shipbuilding is Not Enough’... The Trump administration should therefore reevaluate the idea of naval forward presence itself: the notion that America’s Navy is foremost a provider of global goods, and a global policeman, rather than the preeminent warfighting force...”

THE country’s economy maintained a steady gross domestic product growth in 2024. Prospects for 2025 remains bullish. Both are welcome news. But I’m concerned industry and services were the primary growth drivers. What happened to agriculture? Despite advances in information, technology and rapid urbanization, the country still is an agricultural one. The agriculture, forestry and fishery sector, whch accounts for four in every 10 jobs nationwide, posted a decline of 1.6 percent in 2024 attributed to the ill effects of unfavorable weather, pests and diseases.
According to the Philippine Statistics Authority, from January to December 2024, volume of crops production was estimated at 80.41 million metric tons, 6.3 percent lower that the previous year’s 85.83 million metric tons.
Re-read some books I’ve authored for former President Fidel V. Ramos, and came across his statement 34 years ago:
“Philippine agriculture clearly needs a shot in the arm, for on it depends much of our population for their livelihood.”
A robust agriculture sector means more employment, better standard of living for farmers, more food for the population and more raw materials for industries.

NEW University of the East coach Chris Gavina is getting involved in local collegiate basketball for the first time in his career.
Gavina’s first involvement outside of professional basketball came last year when he coached for the first time in the junior level as he led the sweep by the visiting teams in the 2024 SmartNBTC National Finals.
Back then, Andy Gemao and Fil-Am Nation Select USA got Gavina to coach for them as they beat reigning University Athletic Association of the Philippines titlist Adamson, 79-71, for the Division 1 crown.

ACING on a borrowed bike, veteran rider Mark Galedo made a triumphant return to the competitive scene, capturing the gold medal in the Men’s Road Race 40-44 category at the ACC Asian Road Cycling Championships in Thailand.
The former Philippine Tour champion and SEA Games’ gold medalist edged out Thailand’s Jeeradechatam and Keawjun in a thrilling sprint finish of the 64.2-kilometer race to hand the Philippines a podium finish in the tournament.
Fellow Filipino rider Ronnel Hualda narrowly missed the podium, finishing in fourth place.
“Preparation was lacking, but experience and strategy led to victory,”
Galedo shared in an interview with RP2 Sports. “I knew I had to create a breakaway and let my opponents take the bait. When the opportunity came, I took it.”
Having retired from the national and continental team 7-Eleven RBP last year, Galedo marked his debut in the Masters’ category with a stellar performance.
Aside from his road race victory, he also bagged silver in the Individual Time Trial (ITT) last weekend, nearly sweeping the honors in the 40-44 age bracket.
The success didn’t stop with Galedo as fellow Filipino Masters’ riders also delivered impressive performances in other categories.

Other Filipino juniors also excelled on the road as Marvin Mandac of Laguna placed 32nd, keeping pace with the main group, while Roy Benedict Plastina of Makati finished 41st, trailing the medalists from Hong Kong, Iran, and Thailand by 57 seconds.
Galedo also expressed gratitude to Jude Francisco, who lent him his bike, saying, “I got goosebumps hearing the national anthem. Thank you, Lord, not just for my win, but also for my teammates making the podium.”
THE goal of winning a Winter Olympics’ medal is now solidly cast in stone following the Philippine men’s curling team’s gold-medal performance at the Ninth Asian Games in Harbin on Friday morning.
“This is too good to be true,” said Philippine Olympic Committee (POC) president Abraham “Bambol” Tolentino. “Shocking, that’s the least I can say. Now, the path is clearer toward our first medal in the Winter Olympics.”
The Filipino squad of Marc Pfister, Enrico Pfister, Alan Frei, Christian Haller and Benjo Delarmente beat South Korea, 5-3, in men’s curling’s gold medal play on the last day Thursday of the Asian Winter Games. They are the best-performing Southeast Asian team in the 34-nation competition, with Thailand clinching one bronze through Thai-Frenchman Paul Vieuxtemps in men’s slopestyle of freestyle skiing.
Under Tolentino’s watch at the POC, the Philippines has already achieved a historic and unbelievable three gold medals in the Summer Games— weightlifter Hidilyn Diaz-Naranjo in Tokyo 2021 and gymnast Carlos Yulo with two in Paris 2024.
The Harbin winter games, Tolentino said, were meant to be the springboard for the Philippines extending its success to the Winter Olympics.
“I always believe the impossible can be achieved,” Tolentino said. “We did it in Tokyo and Paris, and it may not come in Italy next year, but I believe we’re on the right track.”

MORE Filipino workers realized their dream of homeownership in 2024 as Pag-IBIG Fund released P129.73 billion in home loans to finance the purchase and construction of 90,616 homes for its members, officials said Wednesday.
“Pag-IBIG Fund has once again demonstrated its commitment to helping Filipino workers secure their own homes,” said Secretary Jose Rizalino Acuzar, head of the Department of Human Settlements and Urban Development (DHSUD).
“Our achievements in home financing this past year underscore our unwavering pledge to make homeownership accessible and affordable for our members. As we gain momentum with the Pambansang Pabahay para sa Pilipino (4PH) Program, we continue to heed President Marcos’s directive to provide stronger social protection and improve the lives of more Filipinos,” said Acuzar who is also the chairperson of the 11-member Pag-IBIG Fund board of trustees.
Pag-IBIG Fund chief executive Marilene Acosta said the agency’s 2024 milestones included financing for socialized housing units and P20.17 billion in approved development loans to support the construction of nearly 18,000 4PH housing units, making homeownership more attainable for low-income earners.
“In 2024, one in every 10 homes financed through Pag-IBIG was a socialized housing unit, helping 9,082 minimum-wage earners secure a home of their own,” Acosta said.
“We also approved funding for the construction of 17,791 4PH housing units, which will provide more Pag-IBIG members the opportunity to own a home. These are significant steps toward ensuring that Filipino workers, especially those with modest incomes, have access to decent and affordable housing,” she said.

THE Bangko Sentral ng Pilipinas said it expects the Philippines to exit the money laundering “gray list” of the Paris-based Financial Action Task Force by Friday next week.
BSP Governor Eli Remolona Jr., who is also the chair of the AntiMoney Laundering Council, said the chances of the Philippines exiting the list is “better than 50 percent.”
“We’ve done all that they asked us to do. In fact, we’ve done more than what they’ve assessed. So I think there’s a good chance that we will be off the list by the evening of Feb. 21,”

The FATF on Oct. 25, 2024 announced that it made the initial determination that the Philippines substantially completed its action plan and warrants an onsite assessment.
Exiting the gray list will benefit Filipinos, especially overseas Filipino workers, through faster and cheaper remittances and other cross-border
transactions, the BSP said.
The Philippines was included in the FATF gray list in June 2021. Since then, the BSP said it had worked with the national government to further strengthen the country’s risk-based anti-money laundering/countering terrorism and proliferation financing (AML/CTPF) supervisory regime. Under the National AML/ CFT Coordinating Committee’s Supervision of Financial Institutions Sub-Committee, the BSP said it helped the Anti-Money Laundering Council, Securities and Exchange Commission and Insurance Commission achieve significant milestones in risk-based AML/ CTPF supervision.

THE Philippines needs to diversify its economy beyond consumption and services to strengthen its resilience, according to National Economic and Development Authority Secretary Arsenio Balisacan.
Speaking at the Temasek Distinguished Speaker Lecture at the Lee Kuan Yew School of Public Policy at the National University of Singapore on Feb. 11, Balisacan outlined how the Philippines could build on its strong economic momentum of the last two decades by further strengthening economic resilience.
As the Philippines navigates tensions and uncertainties from global megatrends, it should maintain sound economic fundamentals while embracing coordination and cooperation to respond to economic shocks, he said.
Balisacan said the government should create an attractive investment climate, aggressively increase the country’s presence in regional and global markets to strengthen the external sector, and enact structural reforms to improve markets for critical sectors.
The government should also enable the adoption of cutting-edge technologies and foster innovation to sustain productivity growth. To leverage these technologies, the Philippines will need to invest significantly in its human capital, he said, adding that this is also expected to boost economic growth as the country seeks to reap the benefits of its demographic dividend.
“Fortunately, the Philippines is well-positioned to leverage its dense migrant networks to support capacity building and technology infusion, especially in this age of digital connectedness,” Balisacan said.
“More importantly, this calls for policies addressing emigration and encouraging talent to return, such as sufficient funding for research and strengthening academe-industry linkages,” he said.

ABOITIZ Power Corp. said Friday it decided to temporarily mothball two power barges of its wholly-owned subsidiary Therma Mobile Inc. (TMO) in Navotas City due to technical and commercial challenges.
Aboitiz Power said in a disclosure to the Philippine Stock Exchange TMO received confirmation (LOC) from the Department of Energy (DOE) for the mothballing of two bunker C-fired power barges (TMO Mobile 4 and Mobile 6) at the Navotas Fishport Complex, Baradero St., Northbay Blvd. in Navotas City effective Feb. 14, 2025.
The barges have a target return to service on Feb. 1, 2027.
Aboitiz Power said the LOC was issued following TMO’s filing of a letter of intent to mothball TMO Mobile 4 and Mobile 6 “due to technical and commercial challenges that prevent or hamper their full utilization and continued safe and efficient operation.”
TMO also issued notices regarding the LOC to the appropriate offices and entities in accordance with the DOE’s implementing guidelines on the decommissioning and mothballing of a generating plant, including the Independent Electric-
BUKIDNON topped the 82 provinces in the Philippines in terms of agriculture, fishery and forestry (AFF) production in 2023, according to the Philippine Statistics Authority.
Based on constant 2018 prices, Bukidnon had the largest AFF output in 2023 amounting to P128.59 billion. This was followed by Nueva Ecija with P82.28 billion, Pangasinan with P69.25 billion, Pampanga with P67.64 billion and Isabela with P58.88 billion.
The data were based on the 2023 economic performance of the provinces and highly urbanized cities in the Philippines in terms of gross value added of AFF. The special release highlights the economic performance of all 82 provinces and 33 highly urbanized cities (HUCs).
The PSA said that in 2023, the GVA of AFF in the Philippines reached P1.80 trillion, a 1.2-percent increase from P1.78 trillion recorded in 2022. Among the provinces and HUCs, Bukidnon remained the largest contributor to the national AFF GVA, with 7.1 percent share.
Other provinces with large contributions were Nueva Ecija with 4.6 percent; Pangasinan, 3.8 percent; Pampanga, 3.7 percent; Isabela, 3.3 percent; Negros Occidental, 3.1 percent; Davao del Norte, 2.8 percent; Batangas, 2.8 percent; Iloilo, 2.7 percent; and Quezon, 2.5 percent.
Collectively, these provinces accounted for more than a third or about 36.5 percent of the national GVA of AFF.
Majority of the provinces and HUCs posted annual growth in 2023 AFF, with Rizal province registering the fastest growth at 19.9 percent. This was followed by Negros Oriental and Batanes with 15.8 percent growth and 14.7 percent growth, respectively.
“In terms of the share of AFF to the GDP of the provinces and HUCs, AFF accounted for the largest share to the GDP of 39 provinces. AFF’s share to the GDP was highest in Maguindanao del Sur, accounting for more than half or about 53.4 percent of the province’s total economy. This was followed by Sulu and Bukidnon with AFF share of 53.2 percent and 49.8 percent to their respective GDP,” the PSA said.

CEBU Pacific on Friday reported a 33.4-percent increase in passenger traffic to 2.6 million in January 2025 from the same period last year.
The airline’s seat load factor (SLF) also improved to 86.5 percent from 85.1 percent, with seat capacity increasing by 31.2 percent.
Domestic passenger traffic rose 34.6 percent year-on-year, driven by strong New Year holiday demand and supported by increased frequencies and new routes launched in 2024.
The airline’s domestic network now spans 84 routes with 2,912 weekly flights, compared to 68 routes and 2,260 weekly flights in January 2024.
Cebu Pacific’s domestic network grew to 84 routes from 68 in the prior year, with 2,912 weekly flights, up 29 percent from in the same period a year ago.
International passenger traffic saw a 29.9-percent increase, with a significant 8.4-percentage-point rise in SLF to 85.1 percent due to demand outpacing capacity growth.
“January traffic saw strong passenger demand, fueled by holiday travel and the airline’s network and capacity expansion over the past year. CEB’s network now covers 124 routes, up from 104 in the same period last year.
Load factors remained healthy, with international travel demand notably outpacing capacity growth,” said Cebu Pacific president and chief com-
mercial officer Alexander Lao.
“Throughout this year, we are committed to optimizing our capacity to meet the rising consumer demand along with the need to manage ongoing engine and supply chain issues,” said Lao.
The airline carried 24.5 million domestic and international passengers last year, up 17.6 percent from 20.9 million in 2023.
The airline said of the total, domestic passengers reached 18.5 million, up 15 percent, while international passengers grew 24.6 percent to 6 million.

seized and detained 19 container vans at Manila’s South Harbor on the request of the Bureau of Plant Industry (BPI), following a spot inspection that revealed one shipment was misdeclared.
Originally listed in the manifest as containing frozen taro sticks, the shipment was found to instead hold frozen mackerel.
BPI director Gerald Glenn Panganiban said the agency initially flagged
the shipments due to their unusually large volume, which included 550 metric tons of frozen taro products such as fried taro sticks, taro sweet potato balls and other assorted frozen goods.
“While these processed plantbased foods fall outside our mandate, our vigilant staff at Manila’s ports flagged the shipments due to the large volume of imports of a particular frozen product of plant origin,” said Panganiban.
Imported frozen mackerel falls under the jurisdiction of the Bureau
of Fisheries and Aquatic Resources (BFAR). While BPI is responsible for overseeing plant products, the Food and Drug Administration (FDA) regulates processed food imports.
The shipment consigned to Straradava arrived on Jan. 21, 2025, but the misdeclaration came to light after BPI staff at Manila’s ports conducted the routine inspection.

PHILIPPINE stocks fell, but the peso appreciated against the US dollar Friday after the Bangko Sentral ng Pilipinas (BSP) halted its monetary easing cycle a day earlier.
The Philippine Stock Exchange index closed at 6,061.33, down 51.86 percent or 0.85 percent, while the allshares index lost 18.45 points, or 0.51 percent, to settle at 3,629.28.
“Philippine shares retreated back below the 6,100 level as investors booked profits after two consecutive sessions of gains following BSP’s decision to maintain interest rates,” Regina Capital Development Corp. head of sales Luis Limlingan said.
“The market faced selling pressure as traders reassessed their positions amid a stable policy outlook,” he said.
The peso closed at 57.83 against the US dollar Friday, up from 58.06 Thursday as currency traders weighed the latest action by the BSP. Bank of the Philippine Islands lead economist Emilio S. Neri said while the bank expected a cut on Thursday, the BSP’s decision was still in line with its outlook for 2025.
“As we noted previously, we see limited room for monetary easing this year. A narrowing interest rate differential could lead to capital outflows, while the country’s current account deficit heightens the vulnerability to external shocks,” Neri said.
“Keeping interest rates steady might be needed to mitigate these risks. We still expect the policy rate to end the year at 5.25 percent,” he said.

THE Government Service Insurance System (GSIS) kicked off the 20th National Art Competition on Feb. 7, marking two decades of championing Filipino artistic talent and cultural heritage.
“This milestone competition represents our enduring commitment to Philippine arts and culture,” GSIS president and general manager Wick Veloso said. “Through this platform, we celebrate not just artistic innovation but the profound stories and aspirations that shape our national identity.”
Veloso emphasized that promoting Philippine culture and the arts forms a vital part of GSIS’ corporate social responsibility. “As a government institution, we have a deeper purpose beyond our core mandate. Supporting Filipino artists and preserving our cultural heritage demonstrates our commitment to nation-building through the arts.”
The competition, which has become a cornerstone of Philippine cultural development, features two distinct categories: representational and non-representational art. This format continues GSIS’ tradition of embracing diverse artistic expressions while preserving Filipino creative heritage. In collaboration with the Art Association of the Philippines (AAP), the competition welcomes all Filipino artists 18 and older. With an open theme, artists have the freedom to showcase works that reflect their unique vision and artistic philosophy. “Over the past two decades, this competition has discovered countless talented artists and preserved remarkable works that enrich our cultural landscape,” Veloso added. “Each piece becomes part of our nation’s artistic legacy.” Interested artists can access complete guidelines through the GSIS website and GSIS Museo ng Sining Facebook page.

Reden is only 18 years old and hails from Siargao. Growing up in the surfing capital of the Philippines, his life has always revolved around surfing and being in the water. He surfs twice or even thrice a day and is always surrounded by friends and family who share

His brothers were the ones who first brought him out to surf when he was a child. Reden tried surfing when he was only 5 years old and immediately fell in love with the sport and was motivated to become better at it. Back then, he didn’t have his own board yet, so his older brother bought him his first shortboard, which only had two fins (you need three). Despite the lack of proper gear, he was still determined to learn and get better and always found the time to practice. Eventually, he was able to get his own board, and since then, surfing has become a part of his life.
Reden found support from his good friend, Pat Poblete, the manager of Loka, who helped create the Loka Riders Program in Siargao. Sometime last year, his surfboard broke days before a competition. Pat helped raise the funds through Loka and her friends, which enabled him to buy a new board. A few days later, Reden was invited to be part of the program.
The Loka Riders Program supports the incredible surf talents emerging from Siargao Island. The restaurant is more than just food and vibes—they are also about the community, passion, and the stories that connect everyone. Through sponsoring these surfers and showcasing their talent to the world, the program aims to foster growth and inspire the next generation of surfers while keeping the spirit of Siargao’s surf culture alive and thriving.
