CHINA has beefed up its presence in the West Philippine Sea, deploying a People’s Liberation Army-Navy (PLAN) helicopter as well as another China Coast Guard (CCG) ship, which Manila described as “provocative” actions.

This as the Philippine Coast Guard continued to challenge the biggest CCG vessel 5901, dubbed “The Monster,” which moved to 90 nautical miles offshore of Zambales on Wednesday.

“Despite the PCG’s efforts to address the illegal presence of the CCG vessel through measured law enforcement operations, the People’s Republic of China has provocatively deployed a People’s Liberation Army-Navy (PLA-N) helicopter, tail number 47, which hovered above the PCG vessel,” PCG spokesperson for the WPS Commodore Jay Tarriela said.

‘No lockdowns amid HMPV’ DOH: Virus not new, with mild symptoms like common cold

HERE is no need to impose lockdowns or border closures amid recent reports of human metapneumovirus (HMPV) outbreak in China, the Department of Health on Wednesday said.

This as the World Health Organization said the HMPV is not a new virus and that the upward trend during the winter “is within the range expected for this time of year.”

“These increases are typically caused by seasonal epidemics of respiratory pathogens such as seasonal influenza and other common respiratory viruses, including hMPV, as well as mycoplasma pneumoniae...The co-circulation of multiple respiratory pathogens during the winter season can sometimes cause an increased burden on health care sys-

tems treating sick persons,” the WHO said in its situationer.

Health Secretary Teodoro Herbosa said HMPV typically results in mild symptoms similar to those of common colds.

“HMPV is not a new virus. We have been able to identify it for quite some time. Its symptoms are generally mild.

Similar to the common cold, HMPV typically resolves on its own, provided that the immune system is robust,” Herbosa said.

THE Iglesia ni Cristo (INC) confirmed that its peace rally supporting President Ferdinand Marcos Jr.’s opposition to the impeachment of Vice President Sara Duterte on January 13 will now take place at the Quirino Grandstand, instead of Liwasang Bonifacio.

As this developed, a recent survey by the Social Weather Stations (SWS) meanwhile revealed that 41% of Filipinos support the impeachment of the Vice President.

The survey, conducted between December 12 and 18, 2024, also showed that 35% opposed the move, with the remaining 19% undecided. Support for impeachment was strongest in Balance Luzon (50%) and lowest in Mindanao, Duterte’s home region, where 56% of respondents opposed the impeachment.

US solons want longer detention for illegals charged with crimes U

S LAWMAKERS voted Tuesday to expand pre-trial incarceration for foreign criminal suspects as a new Congress unified under Republican control works to deliver on Donald Trump’s vow to crack down on illegal immigration.

COMEDY actress Rufa Mae Quinto broke her silence in relation to her involvement with the company Dermacare.

In an exclusive interview with GMA News, Quinto maintained her innocence, emphasizing that she, too, was allegedly a victim of the company.

“I’m also a victim here, so we will face everything. Also, it’s not good because my reputation is being ruined here. That’s why now, I will face this to clear my name,” said Quinto.

When asked if she would file countercharges, Quinto responded with her signature humor: “We will think about it. If I still have a mind.”

“Let’s finish this first. One at a time.

Because I just arrived from the US. So, one by one, step by step,” she added.

The actress also clarified her limited involvement with Dermacare, claiming she was not paid and had her endorsement contract canceled.

“They also canceled me as an endorser. I haven’t met or known them. In fact, I also wasn’t paid. All the checks bounced,” the comedy actress revealed.

Quinto then turned into a serious tone, urging authorities and the public to direct their attention to the company’s real operators.

“Who they should look for is the owner. I hope you highlight who is the real suspect here. Just because you’re an artist, it doesn’t mean you’re always in the news,” she stated.

The bill will likely need at least eight opposition votes and could face a Democratic blockade, despite being co-sponsored by the party’s centrist Pennsylvania senator, John Fetterman.

A statement from House Minority Whip Katherine Clark’s office accused Republicans of “attempting to use a horrible tragedy for political gain” and said the bill would expand detentions without increasing funding.

At least 284 HMPV cases were logged out from January 1, 2024 to December 21, 2024, with 10 positive cases recorded last month, indicating that HMPV is detected sporadically throughout the year without any significant clustering or unusual patterns, the DOH said.

Children under age five, the elderly, and people with weakened immune systems are at higher risk of catching the virus.

As this developed, COVID-19 is still infecting and killing people across the globe -- though at far lower levels than at the height of the pandemic.

Around 777 million COVID cases and more than seven million deaths have been officially recorded since the first infections emerged in December 2019, according to the WHO. However, the true toll is believed to be far higher.

In May 2023, the WHO declared the emergency phase of the pandemic was over.

Since then, the virus seems to have gradually become endemic, according to experts, with occasional resurgences similar to the flu—although less seasonal.

“The world wants to forget this pathogen that is still with us, and I think people want to put COVID in the past as if it’s over—and in many respects pretend it didn’t happen—because it has been so traumatic,” WHO pandemic preparedness director Maria Van Kerkhove said last month.

In a statement, the Department of Health (DOH) said this is to ensure that all designated medical personnel, equipment and facilities in NCR and neighboring regions such as Central Luzon and CALABARZON are on standby to quickly respond to emergencies or related incidents on health during large religious gatherings.

This indicates that CCG3103 is likely serving as a replacement vessel for the monster ship, thereby sustaining its illegal presence within the Philippines’ exclusive economic zone,” Tarriela said.

To address this development, PCG commandant Admiral Ronnie Gil Gavan ordered the deployment of an Islander aircraft to confirm the presence of CCG 3103 in the area. BRP Cabra is also en route to the location of the new Chinese coast guard vessel to monitor and challenge its presence, Tarriela said.

“The Philippine Coast Guard remains resolutely committed to safeguarding our sovereign rights and will not allow the presence of the Chinese Coast Guard vessel to infringe upon our maritime jurisdiction,” Tarriela added.

The heightened incursions in the WPS came days after China warned the Philippines against acquiring a Typhon mid-range capability (MRC) missile system from the United States.

“Our message to the Philippines: China will not sit on its hands when its security interests are in danger or under threat. The Philippines will be hurting its own interests if it keeps refusing to change course,” China Foreign Ministry spokesperson Mao Ning said late December.

Mao said that for the Philippines to maintain “strategic independence, good-neighborliness and friendship, and peaceful development,” it must remove the missile system.

The MRC missile system would allow the Philippine Army to protect vessels up to 370 kilometers or 200 nautical miles off the coast – the limit of the Philippines’ maritime entitlement under the United Nations Convention on the Law of the Sea.

He underscored the importance of practicing respiratory etiquette, including covering coughs with elbows and frequent hand washing, to prevent the spread of respiratory illnesses during the colder months.

DOH spokesperson and Assistant Secretary Albert Domingo noted that while HMPV cases – first identified in 2001 – have surged, they remained lower than those recorded in 2023.

“The human metapneumovirus is not comparable to COVID-19, as it is not a novel virus. We are familiar with HMPV; therefore, there is no need to close our borders, as it does not spread aggressively even when present in our region,” Domingo said.

As of January 8, 2025, the Health department reported a total of 179,227 cases of influenza-like illness (ILI) for December 2024, reflecting a 17 percent decrease from the same period in 2023.

This marks a significant improvement from previous years, with the SRI raised from PhP15,000 in 2022 to PhP18,000 in 2023, before reaching the current PhP20,000.

Under the Marcos administration, public school teachers have enjoyed enhancements in their financial and non-financial benefits, including salary increases, allowances, overload pay, vacation leave, and medical support.

On December 13, 2024, Budget Secretary Amenah F. Pangandaman hailed this initiative, saying, “For the first time in history, DepEd teachers will receive their full SRI. From PhP15,000 in 2022 to PhP18,000 in 2023, it will now be PhP20,000 in 2024. We stand with the President in recognizing the sacrifices of our educators, who serve as second parents to our youth.”

The SRI is a yearly financial incentive aimed at acknowledging the unwavering dedication of government employees to public service. Recognizing the vital role teachers play in shaping the nation’s future, the President directed the Department of Budget and Management (DBM) and the Department of Education (DepEd) to ensure the successful implementation of the SRI increase.

Secretary Pangandaman expressed gratitude to President Marcos, stating, “We thank President Bongbong Marcos for approving the directive to provide the SRI to all government workers.”

President Marcos signed Administrative Order No. 27, which authorized the release of the SRI to all eligible government employees for Fiscal Year 2024.

The President underscored how recent reforms have positively impacted the education sector, citing the experience of Sorayda Areola, a teacher from La Union. Areola shared how her salary increase and medical allowance provided her with peace of mind. President Marcos had signed Executive Order No. 64, which included a PhP7,000 annual medical allowance for public school teachers.

“Now, teachers like Sorayda can focus on teaching, secure in the knowledge that the government values their contributions,” the President remarked.

Ensuring educators’ financial capacity The Marcos administration’s strides to elevate teachers’ compensation include notable milestones.

For instance, during his 2024 State of the Nation Address, President Marcos announced a PhP70 billion allocation for the first and second tranches of salary increases, benefiting 1.35 million government employees, including teachers.

The DBM further outlined how this salary increase benefits subprofessionals, professionals, and

executive personnel. Additionally, the “Kabalikat sa Pagtuturo Act,” signed in June 2024, provides a tax-free teaching allowance of PhP5,000 for School Year 2024– 2025, increasing to PhP10,000 in the next school year.

Healthcare benefits were also boosted, with Executive Order No. 64 introducing an annual medical allowance of PhP7,000—a 1,300% increase from the previous PhP500.

Teachers’ vacation credits were doubled to 30 days under DepEd Order No. 13, 2024, allowing them to better manage personal and health-related absences.

The introduction of overload pay through DepEd Order No. 05, 2024, and the expansion of the Special Hardship Allowance (SHA) to more teachers further demonstrate the administration’s focus on easing teachers’ workloads and recognizing their dedication.

NAIA does not conduct auctions or sales for abandoned luggage or prohibited items. These posts are part of a scam that misuses NAIA’s name to mislead the public,” the New NAIA Infra Corp. (NNIC) said.

To protect the public, the NNIC advised people not to share personal information or engage with these fraudulent posts or pages.

The airport’s private operator likewise urged individuals to report these posts or pages to prevent others from being misled and to verify information about NAIA only through official channels: Facebook and X (formerly Twitter) via @ newnaiaph and the official website via www.newnaia.com.ph.

Wildfire sparks panicked evacuations in LA suburb OS ANGELES—A ferocious wildfire in a Los Angeles suburb burned buildings and sparked panicked evacuations Tuesday (Wednesday in Manila), as hurricane-force winds tore through the region.

Frightened residents abandoned their cars on one of the only roads in and out of the upscale Pacific Palisades area, fleeing on foot from the 1,260-acre (510-hectare) blaze engulfing an area crammed with multi-million dollar homes in the Santa Monica Mountains.

Firefighters used bulldozers to push dozens of vehicles -- including expensive models like BMWs, Teslas and Mercedes -- to one side, leaving many crumpled and with their alarms sounding.

Kristin Crowley said despite the chaotic evacuation, there were no immediate reports of any deaths or injuries.

Hundreds of firefighters swarmed the area, attacking the blaze from the ground and from the air, while crews worked in steep terrain to cut back vegetation and create firebreaks.

Around 30,000 people were ordered to evacuate the fast-spreading flames, which levelled multiple homes as they leapt large distances.

“We are not out of danger,” said Los Angeles County Fire Chief Anthony

Marrone, at an afternoon press conference, adding that the winds are expected to pick up.

US President Joe Biden was briefed on the fire, and his team was in touch with local officials to offer federal assistance, the White House said.

The fire erupted mid-morning and swelled quickly, taking many residents by surprise.

One man, who gave his name as Gary, told broadcaster KTLA hot ashes were raining down on his community of Sea Ridge.

“There was smoke in the distance, and I was assured that it would not come over the hill... Five minutes later, it’s coming down the hill,” he said.

“Everyone panicked, that’s when everybody made a run and went to go and

pack their houses up.”

Evacuee Kelsey Trainor said she saw the fire explode in size as she was fleeing her home.

“By the time we got to the bottom of the hill, which is about two or three miles, there were flames on both sides of the road, and it became gridlocked,” she said.

“No-one knew what to do. Everyone was honking their horns. There’s flames all around you.

“I could see people walking with suitcases, with their dogs, children, an elderly woman was really visibly upset and in tears.”

Venezuela arrests 2 Americans, 5 Colombians, 3 ‘mercenaries’ CARACAS—Venezuelan President Nicolas Maduro on Tuesday (Wednesday in Manila) announced the arrest of seven foreigners—including two Americans—whom he accused of being “mercenaries” trying to prevent him from being sworn-in for another six years in power.

Maduro said the Americans, two Colombian “hitmen” and three “mercenaries” from the war in Ukraine were involved in plotting unspecified “terrorist acts” ahead of his planned inauguration Friday.

“I am sure that in the next few hours they will confess,” Maduro said in a broadcast on state television, before declaring a mass deployment of police and military across the country.

The announcement of Americans being detained came just hours after President Joe Biden welcomed exiled Venezuelan opposition candidate Edmundo Gonzalez Urrutia in the United States.

During the meeting, Biden backed a “peaceful transfer back

to democratic rule” in Venezuela and warned against further repression inside the country.

The United States and several of Venezuela’s democratic neighbors believe Gonzalez Urrutia won a July presidential election by a landslide and that official results were falsified.

The opposition has called for “millions” of Venezuelans to turn out in protest Thursday to prevent Maduro from retaining power and being officially sworn in.

They face an uphill battle. The 62-year-old Maduro and his political mentor Hugo Chavez, who died in 2013, have between them ruled Venezuela for the last quarter century.

Both have swatted aside waves of international and domestic pressure, retaining power through populist appeal, disputed elections and the might of the military, police and paramilitary gangs.

PALM BEACH—Donald Trump threatened military action to secure the Panama Canal and economic force against neighboring Canada in meandering remarks Tuesday that drew firm and frosty responses from the two US allies.

Speaking after Congress certified his election victory, the Republican president-elect gathered reporters at his home in southern Florida to announce a $20 billion Emirati investment in US technology.

But his remarks quickly became a rally-style rant as he returned at length to familiar campaign themes.

BANGKOK—Thai police on Wednesday issued an arrest warrant for a gunman suspected of shooting dead a Cambodian opposition politician in a brazen attack in downtown Bangkok.

Exiled Cambodian opposition figurehead Sam Rainsy accused the country’s powerful former leader Hun Sen of ordering the killing of Lim Kimya on Tuesday.

Lim Kimya was shot dead by a gunman on a motorbike as he arrived in the Thai capital from the Cambodian city of Siem Reap by bus, accompanied by his French wife.

Police have issued a warrant for the suspected shooter, who was not named, with local media reporting that the wanted man is a former Thai marine.

“We are investigating the motives. As of

now, we don’t have much information apart from the fact that he works as a motorcycle taxi driver,” area police chief Sanong Sangmanee told AFP. Scores of Cambodian opposition activists have fled to Thailand in recent years to avoid alleged repression at home. Some were arrested and deported back to the country.

The shipment arrived last Dec. 17 from the United States and was declared as “Gift Items Coffee Bags Candy or Snacks.”

Prior to its arrival in the country, the shipment was flagged by the X-ray Inspection Project for physical examination.

Over 134k Seat Belt Law violators apprehended nationwide in 2024

HE Land Transportation Office (LTO) on Wednesday reported its apprehension of over 134,000 motorists for violation of the Seatbelt Law or Republic Act. 8750 in

LTO chief Vigor Mendoza II attributed the aggressive enforcement of the law on the use of seatbelt to the collection of P179.9 million in fines from the violators.

“This is proof that we are serious in implementing this law. If before motorists could get away with it, now they can’t, especially that we are embarking on an aggressive campaign for the use

of seatbelt this year,” Mendoza said.

“So we appeal to our motorists to strictly follow the law because as our DOTr Secretary Jaime J. Bautista has been saying, this is for their safety and that this is part of the government’s efforts to ensure the safety of all road users,” he added.

The LTO data showed that CALABARZON has the most number of

apprehended Seatbelt Law violators with 32,485, followed by Region 3 with 10,774, and Region VI with 10,270.

Out of the 134,147 apprehensions from Jan. 1, 2024 to Dec. 31, 2024, a total of 124,712 already settled the penalties.

At least 53 are still contesting their violations, while the rest have yet to settle the fines.

The LTO chief promised to sustain the aggressive operations against Seatbelt Law violators as part of the LTO’s Stop Road Crash campaign.

However, he gave assurance that the campaign will be complemented by an equally aggressive information drive to encourage more motorists to use seatbelts.

2 Chinese with fake visas nabbed at NAIA

The passengers presented themselves for departure formalities at the Immigration counter when the BI officers who processed them noticed ir-

regularities in the visas impressed on their passports.

The visas were referred for examination to the BI’s forensic documents laboratory which later confirmed that the documents were bogus.

This prompted the BI supervisors on duty to arrest the passengers and endorse them to the bureau’s legal division for filing of deportation charges.

SOME ₱6.12 million worth of dried marijuana leaves concealed among unclaimed parcels was surrendered on Tuesday to the authorities by a forwarding company in Barangay Pamplona Tres, Las Piñas City.

According to Southern Police District (SPD) director Brig. Gen. Manuel Abrugena, the turnover came following an information from an employee of the logistics company.

The information led the SPD Drug Enforcement Unit to coordinate with various law enforcement units, including the Regional Drug Enforcement Unit, District Intelligence Division, the Station Drug Enforcement Unit of Las Piñas City Police Station, Pamplona SubStation 2, the Forensic Unit of Southern Police District (SPD), and MPD Drug Enforcement Unit.

Investigators found five large balikbayan boxes containing 51 kilograms of dried marijuana leaves hidden among other packages.

Abrugena said investigation into the unclaimed parcels was already underway to determine where the shipment came from and who was the consignee.

He emphasized the importance of discovering these parcels before they reach the market, preventing them from being sold at the underground market.

ILIPINO center and Koshigaya Alphas’ standout Kai Sotto is set to miss at least six months of competitive basketball after sustaining a ruptured anterior cruciate ligament (ACL) in his left knee.

The injury occurred during the Alphas’ narrow 77-79 loss to the Mikawa Seahorses in the Japan B. League on January 5, 2025.

The Koshigaya Alphas confirmed the diagnosis on Wednesday.

“Kai Sotto was diagnosed with a ruptured anterior cruciate ligament on January 5, 2025 (Sunday) at the Seahorse Mikawa game, and has been registered on the Injury List.”

The 7’3” center shared the devastating news with fans on Instagram,

expressing his disappointment.

“The worst way to start the year might be the darkest day of my basketball career when I was told I tore my ACL. Tough to let this one sink in.

I appreciate all the love and support everyone has given me these past few days. I know God has a better plan for me, and we just have to keep going,” Sotto wrote.

The Alphas have estimated Sotto’s recovery time at six months, but medical literature suggests a complete re-

covery from an ACL tear can take up to a year.

The injury not only sidelines Sotto from the B. League Asia Rising Star Game on January 18, but also casts doubt on his availability for Gilas Pilipinas in the coming 2025 FIBA Asia Cup qualifiers, and possibly the continental championship in August.

The Philippines, currently unbeaten in Pool A, is scheduled to play road games against Chinese Taipei on February 20 and New Zealand on February 23. Sotto’s absence could leave a significant gap in the team’s roster.

CARMONA, Cavite—The revival of the Philippine Open at Manila Southwoods here later this month will have at least one legitimate Japan Golf Tour hotshot coming as he plays on the very course that helped hone his skills while still a budding amateur almost a decade back.

Aguri Iwasaki, the Japan Open champion in 2023 who is ranked 376th in the world, has given his confirmation as one of the direct invites of the host club, one which he represented, and helped win two Philippine Airlines (PAL) Interclub titles.

“He’s coming home, sort of,” Jerome Delariarte, the champion pro who is now Southwoods’ assistant GM, said after getting confirmation from the two-time Japan Tour winner. “He’s very excited to come over and play here again, and playing the Open at that. He’s going to be one of the players to watch that week, for sure.”

Iwasaki helped form a truly formidable triumvirate for SW back in the day, with the club also having now-PGA Tour star Tom Kim and DP World Tour standout Yuto Katsuragawa, who, incidentally, had to beg off because of prior commitments

in the former European Tour.

“Aguri has got a well-rounded game, definitely one that can win a tournament as big as the Open,” Delariarte said.

BUSINESS Citi sees BSP hiking rates by 75 bps in 2025 CITI Philippines said it expects the Bangko Sentral ng Pilipinas to cut its key interest rates by 75 basis points in 2025 despite the recent uptick of inflation.

“While there are still some upside risks stemming from scheduled increases in electricity charges in January to Mar, we continue to expect 2025 inflation to be well within policy target at 3.1 percent [vs. earlier forecast of 2.8 percent]. The current policy rate remains relatively high, and given the time lag in monetary policy, we expect the BSP to continue with its gradual 25bp rate cuts in February 2025, Q2 and Q3,” Citi Philippines said in a report.

The bank noted that the BSP reduced its meetings to six times this year from seven times in 2024 to allow time for data-gathering.

Data from the Philippine Statistics Authority (PSA) showed that headline inflation rose to 2.9 percent year-onyear in December 2024, faster than 2.5 percent in November.

This was mainly due to higher household electricity and oil prices, and most of the other categories registered little changes. Overall, food inflation was stable at 3.4 percent, as lower rice inflation helped to offset other increases.

The pick-up in inflation was not broad-based, despite a higher core inflation, which rose from 2.5 percent in November to 2.8 percent in December, reflecting increases in food inflation.

“2024 annual inflation was well within target at 3.2 percent vs. 6.0 percent in 2023. This was partly thanks to the BSP maintaining a tight monetary stance since late 2023. Another important factor was the government’s extension of tariff reduction on several food items [especially rice] through 2028, which likely contributed to lowering inflation expectations,” Citi Philippines said.

DOE defends cancellation of 105 RE service contracts 105

HE Department of Energy (DOE) on Wednesday defended its move to cancel 105 non-performing and delayed renewable energy service contracts amid concerns it would hurt investor sentiment.

The DOE said it started sending out letters to renewable energy companies on their contract termination but the agency expects them to file motions for reconsideration.

Energy Secretary Raphael Lotilla said the move would not discourage interested energy investors.

“No, in fact, it would encourage more serious investments in the RE sector. Because there are commitments, and so if they are not able to move then the others who have the technical, the legal and the financial capability should be given

an opportunity to develop the same.

They become idle assets insofar as our people are concerned if they are not developed,” Lotilla said.

DOE Undersecretary Rowena Guevara said as soon as the review of a particular project is completed and deemed for termination because of delays in the work program, the termination letter would be submitted to the secretary.

“So we have terminated some. The first 105, we have almost finished sending out the letters. But you know that some of them might go for a request for consideration. So that is

possible. But even though we have already issued the first batch, we are still doing another review to make sure that there are no more projects that are delayed. And if there are, then we will again write termination,” Guevara said.

Guevara said the DOE approved over 1,400 renewable energy service contracts and the agency wants to make sure that those that are not moving can be removed.

“And therefore, others can actually apply for those areas but we cannot open those areas unless you terminate the projects that have been assigned to those areas,” she said.

The DOE said majority of these contracts were awarded in 2017 and 2019, and the common reasons for project delays included failure to secure possessory rights or system impact studies (SIS), indicating inability to connect to the grid.

RFM declares P200-m cash dividend on strong financials FOOD and beverage company RFM Corp. said Wednesday its board approved the declaration of P200-million cash dividend to shareholders amid strong financial performance in 2024.

RFM said in a disclosure to the stock exchange shareholders as of record date Jan. 22, 2025 would be entitled to receive P0.05936 per share.

The cash dividend will be paid on Feb. 18, 2025.

RFM said preliminary data showed it was on track to reach P22 billion in revenues and P1.4 billion to P1.5 billion in net income for 2024.

RFM generated P1.27-billion income and P20.7-billion revenues in 2023.

RFM president and chief executive Jose Ma. Concepcion III expects the company to sustain the strong performance across its brands and business-

es as input price inflation remained within reasonable levels.

Concepcion also noted the strong underlying consumer demand for RFM’s Fiesta and Royal pasta products that buoyed 2024 sales on top of the purchases of local government units for their Christmas baskets for constituents.

RFM declared P1.3 billion in cash dividends in 2024, up from P850 million in 2023. At the share price of P3.87 at end-2024, RFM’s 2024 dividend yield was 10 percent.

SM Prime plans to issue P25-b fixed-rate bonds

ROPERTY developer SM Prime Holdings Inc. (SMPH) plans to issue P25 billion worth of fixed retail bonds next month based on the company’s regulatory filing.

SMPH said in a registration statement filed with the Securities and Exchange Commission the tentative offer period for the bonds will be Feb. 12 to 19, 2025, subject to regulatory approval.

Issue date was set tentatively on Feb. 25, 2025.

The property firm tapped BDO Capital and ChinaBank Capital as joint issue managers and joint lead underwriters and book runners for the offering.

It also engaged BPI Capital Corp., PNB Capital, First Metro Investments Corp., Security Bank Capital and LandBank as joint lead underwriters and book runners for the deal.

SMPH said it would use the proceeds from the debt-raising activity for debt refinancing and capital expenditures for expansion of the group’s portfolio.

SMP reported in December plans to issue and sell up P20 billion, with an over subscription option for another P5 billion worth of bonds.

The offering consists of 3-year

Series Y Bonds due 2028, 6-year Series Z Bonds due 2031 and 10year Series AA Bonds due 2035.

The bonds will be issued as second tranche from the company’s P100-billion bond shelf registration program approved by the SEC in June.

The planned bond offering was assigned PRS Aaa by Philippine Rating Services Corp. (PhilRatings).

PRS Aaa is the highest rating assigned by PhilRatings, denoting that such obligations are of the highest quality with minimal credit risk and that the issuing company’s capacity to meet its financial commitment on the obligations is extremely strong.

SMPH earlier reported plans to buy back up to P10 billion worth of shares from the open market in a bid to improve shareholder value.

The property firm plans to spend up to P110 billion in 2025 to expand its mall business while also venturing into both the affordable and high-end residential segments.

Camp John Hay back to its rightful owner ORDER has been finally restored in the picturesque Camp John Hay in Baguio City.

Armed with a Supreme Court order, the government through the Bases Conversion Development Authority (BCDA) took over the management of the tourism enclave in the first week of January this year.

Recalcitrant businessman Robert John Sobrepeña and his Camp John Hay Development Corp. (CJHDevCo) were forced to vacate the place and end their 28-year reign over the public property.

Newspaper accounts reported a peaceful takeover of the 240-hectare leased areas of Camp John Hay. BCDA vice president for public affairs Leilani Macasaet confirmed the government agency gained control of popular facilities, which included The Manor, Forest Lodge, Camp Jojn Hay Golf Club, CAP Convention Center, Commander’s Cottage, open spaces and other areas in the property.

A Supreme Court decision in October 2024 ordered private developer CJHDevCo to turn over the management of the leased property after disputes over payments and plans that led to the voiding of the lease agreement.

The BCDA breathed a sigh of relief over the favorable turn of events.

“This victory is a win for the Filipino people

as it paves the path for exciting investments and projects that will drive socioeconomic opportunities and protects the interests of all,” says BCDA president and chief executive officer Joshua M. Bingcang.

“As we open new doors of opportunity, more businesses may reinvest their capital in Camp John Hay and build upon the workforce; all while ensuring that the environmental and cultural integrity of the area are preserved and protected.”

The BCDA, of course, has to calm the worries of lessors who originally signed lease agreements with CJHDevCo. It urged all John Hay stakeholders to sign fresh 25-year-lease contracts with the government.

“They need to come forward and forge a new partnership with BCDA if they want to have a continued presence inside John Hay,” says Bingcang.

He cited the case of Le Monet Hotel, which signed a new lease agreement with the BCDA. The hotel, owned by the company of former Deputy Speaker and Ilocos Sur Rep. Eric Singson, was one of Camp John Hay’s original locators.

Bingcang claimed that many of the 100 John Hay locators had signified their intention to sign new leases agreements with the BCDA. “The beauty of our arrangement is that

The BCDA has to calm the worries of lessors. regardless of whether the locators’ contracts only have a few years left, we give them fresh 25-year leases or more depending on how they contribute to John Hay,” he said. “We... can start negotiating with those willing to sign deals with us,” added the BCDA official.

Many of the 25-year contracts signed by CJHDevCo in 1996 or 1997 have already lapsed in 2021 and 2022.

CJH DevCo in 199l eased Camp John Hay from BCDA and committed to develop it into a tourist spot.

Bigger investments The Camp John Hay takeover gives the BCDA a fresh outlook to develop the area, attract new investments and take advantage of the area’s natural environment.

“Development balancing care for the environment and progress will uplift communities and enhance property values,” says the BCDA. The Supreme Court victory is another opportunity for BCDA to flex further its

muscles as a major investment promoter in the Philippines.

It will have its hands full in developing a new metropolis in New Clark City or Clark Green City in Tarlac province. The ambitious project will lead to the creation of the country’s first green and smart city that can rise to the challenges of climate change.

In addition, it is a major player in the proposed economic growth center in Luzon—the Luzon Economic Corridor (LEC).

The United States and Japan are the primary funders of the LEC. A trilateral summit of the US, Japan and the Philippines in April last year led to the LEC concept aimed at spurring economic partnerships among the three allies.

DA bans poultry imports from New Zealand over HPAI

HE Department of Agriculture (DA) said it temporarily banned the importation of domestic and wild birds from New Zealand following reports of an outbreak of highly pathogenic avian influenza (HPAI) in the country.

Agriculture Secretary Francisco Tiu Laurel Jr., issued Memorandum Order No. 01 stating that tests conducted by the New Zealand National Animal Health Laboratory in late November detected the H7N6 strain of HPAI in domestic birds from East Otago, Waitaki and Canterbury.

The outbreak was reported by New Zealand authorities to the World Organization for Animal Health.

Tiu Laurel said the ban, which extends to eggs, day-old chicks, poultry semen, and poultry meat, is critical to preventing the entry of the avian influenza virus into the Philippines.

The measure, he said, is intended to protect the health of the local poultry population and safeguard the country’s multi-billion-peso poultry industry, a vital contributor to food security, investment, and job creation.

The memorandum also orders the immediate suspension of processing, evaluation, and issuance of sanitary and phytosanitary import clearances for the specified items from New Zealand.

Shipments already in transit, loaded or accepted at ports prior to the official communication of the ban will be allowed entry, provided the products were slaughtered or produced before Nov. 9, 2024.

Quarantine authorities have been instructed to confiscate any poultry commodities covered by the ban to ensure compliance with the directive.

BCDA explores waste-to-energy solution in Clark STATE-RUN Bases Conversion and Development Authority (BCDA) is exploring the use of waste-toenergy technology as a renewable energy solution for the Clark Freeport and Special Economic Zone and New Clark City amid a growing energy crisis and rising global waste production.

BCDA said it is conducting a study to assess the feasibility of a waste-toenergy facility in Tarlac to enhance the power supply and meet the needs of businesses and investors.

It identified waste-to-energy as a viable alternative to landfills, especially in light of the increasing volume of waste both locally and globally.

“By utilizing waste-to-energy technology, we aim to modernize solid waste management, promote green energy, and accelerate Clark’s transition towards a circular economy,” said BCDA president and chief executive Joshua Bingcang.

A 2018 World Bank report, “What a Waste 2.0: A Global Snapshot of Solid Waste Management to 2050”, projects that global annual waste generation will increase to 3.4 billion tons by 2050.

Carbon dioxide-equivalent emissions from solid waste treatment and disposal, largely driven by open dumps and landfills without gas collection systems, reached 1.6 billion tons in 2016 and are expected to rise to 2.6 billion tons by mid-century.

MANUFACTURERS, importers, distributors, dealers, and rebuilders of all public and private road transport vehicles are required to obtain Fuel Economy Label (FEL) and Fuel Economy Sticker (FES) from the Department of Energy (DOE) as part of its Vehicle Fuel Economy Labelling Program (VFELP) beginning first quarter of 2025.

VFELP is mandated under Section 17 of the Energy Efficiency and Conservation Act (Republic Act No. 11285), which aims to empower Filipino consumers to make informed decisions about vehicle purchases.

Contractors told to submit tax clearance BUREAU of Internal Revenue (BIR) Commissioner Romeo Lumagui Jr. issued Revenue Regulation No. 172024 (RR No. 17-2024) which requires government contractors to secure from the BIR an updated tax clearance.

The clearance should certify that the contractor does not have any outstanding tax liabilities, and that the contractor has duly filed its latest income and business tax returns and paid the corresponding taxes due, prior to the final settlement of a government contract.

“Government contractors have to show that they do not have any outstanding tax liabilities before the final settlement of a government contract.

The BIR will require an updated tax clearance. Otherwise, the government has the power to suspend the final settlement of the government contract” Lumagui said.

Before the issuance of RR No. 172024, a BIR tax clearance is submitted by a government contractor during the procurement process as an eligibility requirement.

HE Department of Transportation (DOT) said Wednesday it will hold a public hearing Thursday to review Light Rail Manila Corp.’s fare adjustment petition submitted for Light Rail Transit (LRT) Line 1.

Based on the petition filed before the Rail Regulatory Unit of DOTr, LRMC is seeking P18.15 boarding fare plus P1.65 per kilometer distance fare. This represents a 10.25-percent increase from the current actual fare of P13.29 plus P1.21.

This means that the proposed fare for an end-to-end journey will reach P58 for stored value cards, up from P43 and P60 for single journey tickets, up from P45.

Under the concession agreement, LRMC’s notional fare would be adjusted on Aug. 1, 2016 and every second anniversary thereafter by an effective rate of 5 percent per annum, or 10.25 percent per adjustment.

This means that the private operator LRMC is entitled to a 10 percent fare hike every two years.

Addressing an audience of over 80 executives from Japanese companies, Tinga underscored the critical role of the country’s young, growing population and strong consumer spending in driving economic performance,

showcasing the Philippines’ capacity to sustain growth amid global uncertainties.

The country’s young, fast-growing population underpins its economic resilience. With half of its citizens aged 25 or younger and an annual population growth rate of 1.6 percent, domestic consumption has remained strong, he said.

Tinga said household spending surpassed pre-pandemic levels, fueled by a resurgence in overseas labor deployment and a steady flow of remittances from abroad. These inflows continue to strengthen the purchasing power of Filipino families, driving consumption-led growth.

Stabilized rice prices, supported by government measures such as reduced import tariffs, contributed to price stability. As a result, the BSP is expected to lower interest rates cautiously, creating a favorable environment for business investments and improved consumer confidence.

Tinga said globally, easing monetary policies—including the U.S. Federal Reserve’s push to lower interest rates—align with local conditions, further supporting economic recovery.

Lower rates are expected to reinvigorate private sector investments, boost business sentiment and potentially accelerate the Philippine economy to its pre-pandemic growth trajectory, he said.

Clark manager suspends operations of Fontana Resort and Country Club CLARK Development Corporation (CDC) issued a cease-and-desist order (CDO) on Jan. 6, 2025 against Fontana Development Corp. (FDC) and Fontana Resort and Country Club, Inc. (FRCCI).

The CDO suspended the operations of the two companies within their leased area. It involves the 52-hectare property managed by Korea Country Club Inc. (KCCI).

CDC cited multiple violations by FDC and FRCCI, including failure to meet financial obligations, nonfulfillment of commitments under the lease agreement and non-compliance with the Fire Code and National Building Code.

These infractions prompted the enforcement of the CDO to ensure adherence to contractual and regulatory standards within the Clark Freeport

Zone, CDC said.

Fontana Leisure Parks, situated in the Clark Freeport Zone in Mabalacat, Pampanga is a prominent leisure complex featuring a water park, casino, hotel and various recreational facilities.

The establishment previously faced operational challenges, including a shutdown in December 2016 due to permit issues and a temporary closure in May 2020 following the discovery of an unauthorized COVID-19 facility within its premises.

He highlighted the importance of planning and diligence in achieving success. “The plan for the year lies in spring. If we plan well at the beginning of the year and work hard, by the end of the year, we can reap a great harvest,” said Pedro.

Pedro noted the growing economic potential of Mindanao. He said Mindanao is the second largest island in the Philippines, and the 14th largest island in the world, with a population of over 25 million people.

Known as the “food basket” of the Philippines, Mindanao is rich in

natural resources and plays a crucial role in the country’s agricultural exports. Eight out of the Philippines’ top ten agricultural exports come from Mindanao, underscoring its importance to the national economy.

Pedro commended the rapid development of cities like Davao, Zamboanga and Cagayan de Oro, which have transformed into dynamic hubs for business and trade, creating vast opportunities in the region.

HE Metro Manila Film Festival commemorated its 50th edition with a bang, generating significant buzz in the news and on social media.

Whether these issues cast the household-name festival in a good or bad light, they essentially reflect its strong relevance among local filmmakers and audiences.

A Facebook friend jokingly posted that he has no essay-writing contest entry on the movie Green Bones (starring Dennis Trillo and Ruru Madrid), which won the most awards among the latest set of competing films, including entries featuring icons Vilma Santos (Uninvited) and Vic Sotto (The Kingdom).

Another Santos (Judy Ann) beating Vilma, along with Eugene Domingo landing a spot among Philippine cinema legends honored for their contributions to MMFF’s continuing success, prompted netizens to react.

These days, controversies seem to develop more quickly—all it takes is a bunch of people with too much time on their hands, believing they’re as good as the experts. Everyone is entitled to their opinion, after all. Still, it’s unfortunate that some opinions are

trash and better left unsaid.

I choose not to join the bandwagon or comment on the controversies surrounding one of the entries or the people behind it. Instead, I delved into the intriguing history of the MMFF, revisiting past controversies that either marred the yearend spectacle or made it more worthy of discussion.

I casually browsed through the Wikipedia entry on MMFF and found some fascinating tidbits, a few of which I’ll mention here and share my thoughts on.

During the third edition of the festival in 1977, the late Lino Brocka walked out of the awarding ceremonies and expressed his outrage at head judge Rolando Tinio after Celso Ad Castillo’s Burlesk Queen won most of the awards, while Brocka’s entry Inay

went home empty-handed. Even a legend can be a sore loser. That said, Lino was undeniably a brilliant director, and his passing derailed the progress of Filipino filmmaking.

The following year, Nora Aunor won Best Performer for Atsay, defying predictions by fortunetellers on a popular talk show who claimed Vilma Santos would win for Rubia Servios. How unfortunate that movie critics’ job of making fearless forecasts was overshadowed by pure guesswork involving perlas na bilog!

In 1986, MMFF opted not to award trophies for Best and Second Best Picture, Best Story, and Best Screenplay.

The jurors noted that none of the seven entries deserved recognition in these categories. Somehow, the real-life EDSA Revolution that year turned out to be far more cinematic.

Just two years later, unknown character actor-director Baldo Marro beating the acclaimed Chito Roño raised eyebrows among film enthusiasts. But who says an unknown shouldn’t win it all?

can’t people simply express their disappointment after the ceremonies?

Walking out isn’t making a statement; it’s just unprofessional.

A decade later, Tikoy Aguiluz declined his award for Best Director because his movie about Asiong Salonga was edited without his consent. That wasn’t the festival’s fault. Pride often breeds anger, and the editing done was merely sculpting from his woodwork.

Intriguing incidents have occurred throughout MMFF’s rich history. Such controversies have, in fact, helped shape the beloved festival into what it is today—a highly anticipated and revenuegenerating event. There is always something to talk about, highlighting the intensity of the competition.

It’s fine to reflect the realities of Filipino life and the magic of star power through the entries. Personally, I hope MMFF consistently serves as a beacon of hope for the Philippine movie industry, raising the bar for filmmaking and producing generational talents. We don’t just need films that sell; we need films that inspire modern Filipinos to think deeper and act classier.

Batangas LGU ramps up HPV vaccination drive to fight cervical cancer THE Sto. Tomas local government has launched a targeted HPV vaccination program to combat cervical cancer among young girls.

Dubbed “SHEmpre Ligtas: Sapat na Kaalaman ng Kabataan sa Malusog na Hinaharap,” the program focuses on vaccinating 14-year-old girls, complementing the Department of Health’s (DOH) immunization efforts.

The initiative is part of the city’s Cancer Control Program, established in April through Ordinance No. 2024-065, which aims to prevent, detect, and treat cancers, including cervical cancer.

Mayor Arth Jhun Marasigan, Vice Mayor Catherine Jaurige-Perez, and the city council secured 1,763 additional vaccine doses to address gaps in the DOH’s supply and ensure full coverage for girls aged 9 to 14.

“Cervical cancer takes 12 Filipino women’s lives daily despite being preventable. This ensures every Tomasino girl gets life-saving vaccines,” Marasigan said.

Dr. Arnielyn Aguirre, the Cancer Control Program’s adviser, said the focus on 14-year-olds addresses missed vaccinations, ensuring protection before age 15, when more complex and costly regimens are needed.

Vice Mayor Jaurige-Perez highlighted the program’s goal of vaccinating 90 percent of eligible girls within three years, citing political will and community involvement as essential.

The campaign, part of the city’s Student Health Education Program (SHEProgram), aligns with the DOH’s school-based immunization initiative, providing two vaccine doses for Grade 4 students.
