RODY DENIES DRUG WAR CASH REWARD SYSTEM

SAYS WILLING TO ATTEND HOUSE, SENATE HEARINGS

FORMER President Rodrigo Duterte denied ordering the implementation of a cash reward system for every successful kill during his administration’s bloody war on drugs.

“No cop would enter such an arrangement. They will be put behind bars. Why would they accept that kind of agreement when it will later on bring their downfall? There is no such reward system. I did not give any reward,” Duterte said in an interview with SMNI.

He also belied ordering the police to murder drug suspects despite the 6,000 people killed in anti-drug operations during his term based on official records.

Prosecutors of the International Criminal Court, however, estimate the death toll at between 12,000 and 30,000

“This was my direct order to them: Find them (drug suspects) and arrest them. Bring them to me. But if they fight back, and if you see your life is in danger, kill them. I would not want to see a cop dead instead of a criminal,” Duterte said.

Duterte also said he is ready to attend hearings in the House Quad Committee and in the Senate on alleged drug war-related extrajudicial killings.

“I would be happy to appear in both the Upper and the Lower houses of Congress,” he said.

Retired police colonel and former Philippine Charity Sweepstakes Office (PCSO) general manager Royina Garma earlier testified before the House Quad Committee that Duterte ordered the implementation “on a national scale” of the so-called “Davao template” that rewarded cops for every drug suspect killed.

Garma revealed three modes of payment or rewards: first, for every suspect killed; second for the planned operations; and third, for the refund of operational expenses.

Police Lt. Col. Jovie Espenido also testified that a scheme of payouts to hitmen neutralizing or killing drug suspects existed, with funds flowing from the level of Duterte’s former special adviser and now Senator Bong Go.

CASES AGAINST NUISANCE BETS RESOLVED NEXT MONTH—GARCIA

THE Commission on Elections will resolve all cases against those who are considered as “nuisance bets” within November to ensure the printing of ballots can proceed as scheduled in December.

Comelec chairperson George Garcia said the 117 senatorial hopefuls who were excluded in the partial list of qualified bets will have the chance to argue their case.

“We need to keep nuisance candidates from the ballots so the Comelec will not have problems later on and voters won’t be confused in choosing candidates,” Garcia said in a television interview on Saturday. He said those running under a name similar to that of another bet could also be declared nuisance candidates if proven their electoral bid is deliberate to cause confusion among voters. “Sometimes the wrong candidate is proclaimed the winner, especially if there is a similarity in names,” Garcia said. As this developed, the Metropolitan Manila Development Authority urged candidates to avoid campaigning at cemeteries during All Saints Day and All Souls Day.

MMDA chairman Romando Artes said instead of campaigning, aspirants should assist in maintaining peace and order, particularly in cemeteries, as well as participate in cleanup activities after Undas. Artes said in the era of social media, candidates who campaign at cemeteries may face backlash from netizens.

NO EXCAVATION ACTIVITIES ON METRO ROADS THIS XMAS SEASON—DPWH

THE Department of Public Works and Highways (DPWH) has agreed to temporarily halt excavation activities on Metro Manila roadways to offer relief to commuters and motorists during the Christmas season.

The Metropolitan Manila Development Authority (MMDA) has earned the cooperation of the DPWH to enforce this measure in a bid to ease the anticipated traffic during the holiday rush.

MMDA chairman Don Artes said excavation works that cause

obstruction or affect traffic flow in the metropolis will be temporarily suspended from midnight of November 18 to midnight of December 25.

The moratorium does not cover certain government projects, including government flagship

projects, DPWH bridge repair, flood interceptor catchment, asphalt overlay, sidewalk improvement, drainage improvement, footbridge projects, emergency leak repair, new water service connections, road activities without excavation, and Meralco relocation/emergency works.

MMDA records showed that traffic volume rises 15 to 20 percent between November and December.

The agency is also expecting the traffic volume to increase because of the influx of people and vehicles coming from various provinces in Southern Tagalog and Central Luzon.

The MMDA is currently apprehending illegally parked

vehicles and other obstructions along Mabuhay Lanes, the alternate routes used by private motorists.

The Mabuhay Lanes are alternative routes to the 23.8-kilometer EDSA, covering the cities of Mandaluyong, San Juan, Makati, Manila, and Quezon City, as well as secondary roads going to shopping destinations in Metro Manila such as Baclaran in Parañaque, Greenhills in San Juan, Divisoria, and Carriedo in Manila.

The agency formed the 70man Special Operation Group - Strike Force team to augment the clearing operations of illegally parked vehicles.

THE Department of Environment and Natural Resources (DENR) on Saturday sought greater cooperation from local government units (LGUs) to help monitor mining operations after the arrest of suspected illegal foreign miners in Paracale, Camarines Norte.

The miners were allegedly extracting uranium deposits, prompting DENR Assistant Secretary Rochelle Gamboa to stress the department’s need for LGU assistance in overseeing mining activities.

During a news forum in Quezon City, Gamboa said the DENR’s limited manpower makes monitoring all mining sites across the country difficult.

“We need the cooperation of the LGUs, the public, and the media to report damaging small-scale mining operations,” Gamboa said.

“The DENR can’t do it alone with our personnel constraints.”

She noted that the DENR is working with authorities to file charges against those involved in illegal mining operations in Camarines Norte and is considering adding more prerequisites for mining permits.  These measures would require LGUs to thoroughly assess each applicant’s environmental compliance.

DSWD VOWS HOLISTIC APPROACH TO ADDRESS NEEDS OF FAMILIES, BENEFICIARIES IN 4PS

THE Department of Social Welfare and Development (DSWD) reiterated that the agency provides a holistic approach to address the needs of Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries, emphasizing they are also priority recipients of the agency’s livelihood program.

“Included in the holistic approach that the Pantawid Pamilyang

Pilipino Program is doing is also looking to provide livelihood to our beneficiaries,” the DSWD’s 4Ps Social Marketing Division Chief (DC) Marie Grace Ponce said. According to Ponce, 4Ps households are also eligible beneficiaries of the DSWD’s Sustainable Livelihood Program, which prioritizes extending livelihood assistance to the poor, marginalized, and disadvantaged communities to improve their socioeconomic conditions.

These services are offered under SLP’s two tracks—the MicroEnterprise Development (MD), aimed at individuals interested in entrepreneurship; and the Employment Facilitation (EF) which is designed to help qualified beneficiaries secure employment.

The DSWD, she added, also tapped other government agencies to provide their technical expertise to help the 4Ps beneficiaries with their entrepreneurial aspiration.

FOUR RANKING PNP OFFICIALS INCLUDED IN POLICE RESHUFFLE

FOUR ranking police officials have been included in the latest reorganization of the Philippine National Police (PNP).  In an Oct. 17 order that took effect Saturday, PNP chief Gen. Rommel Francisco Marbil designated Eastern Police District (EPD) Director Brig. Gen. Wilson Asueta as officer in charge (OIC) of the office of the deputy commander of the Area Police Command (APC) in Southern Luzon. Northern Police District (NPD) Director Brig. Gen. Rizalito Gapas will be the OIC of the office of the deputy commander of APCNorthern Luzon.    Meanwhile, Col. Villamor Tuliao will be the OIC in the EPD, replacing Asueta and Col. Josefino Ligan will be the OIC in the NPD, replacing Gapas.  Marbil earlier said the reshuffle is necessary to “preposition” officials who are fit for their next assignments.

PHIVOLCS URGES VIGILANCE AS KANLAON INCREASES ACTIVITY

THE Philippine Institute of Volcanology and Seismology (Phivolcs) on Saturday urged the public to maintain vigilance as Kanlaon Volcano has increased activity.

Degassing is normal and usually happens in an active volcano but Mt. Kanlaon’s restiveness has increased, according to Phivolcs Director Teresito Bacolcol.

“This (degassing) doesn’t always mean an eruption is coming, but it shows the volcano is restless and needs to be closely watched for signs of more activity,” Bacolcol told the Philippine News Agency. Degassing means the volcano is releasing gases like sulfur dioxide.

“Degassing happens when magma underground releases gases like sulfur dioxide, which escape through cracks,” Bacolcol explained.

Philvolcs recorded brief episodes of gray ash brought out by continuous degassing from the summit crater of Kanlaon.

The “ashing” events were observed at 6:41, 7:01 and 8:01 a.m., and lasted two to six minutes.

No detectable seismic or infrasound signals of the events were recorded, but they generated light-gray plumes reaching 500 meters above the crater.

Traces of ash were reported in the villages of Yubo and Ara-al in La Carlota City, and Sag-ang in La Castellana town.

Sulfurous fumes were also experienced in Barangay Yubo.

“Volcanic ash in the degassing plume signifies open vent conditions in which volcanic gas can carry fine debris from fractured rock or even from the margins of shallow magma beneath the edifice,” Phivolcs said in its advisory.

DOH TO PROVIDE PSYCHOLOGICAL AID TO OFWS FROM LEBANON

THE Department of Health (DOH) said it will provide free medical consultations and psychological first aid to overseas Filipino workers (OFWs) arriving from Lebanon.

“DOH recognizes the need to support both physical and mental health needs of the OFWs as they lived in a state of constant fear amid the conflict between Hezbollah and Israeli Defense Forces,” DOH said  Moreover, DOH hospitals are also set to accommodate the OFWs free of charge for admission and follow-up consultations.

“Katuwang natin sa pagbibigay ng oportunidad ay hindi lang ang SLP ng DSWD, kundi ang TESDA [Technical Education and Skills Development Authority] at DOLE [Department of Labor and Employment],” SMD Chief Ponce explained. On Thursday, 45 OFWs from Lebanon arrived at NAIA Terminal 1 through the voluntary repatriation program of the government.

House leaders on Saturday challenged Vice President Sara Duterte to testify under oath and directly address questions surrounding the alleged misuse of millions of pesos in confidential funds--including the P15 million supposedly given to the military--instead of continuously evading accountability and transparency.

SPEAKER SAYS ARAL LAW WILL SECURE BRIGHT FUTURE FOR STUDENTS

THE recently enacted Academic Recovery and Accessible Learning (ARAL) law will pave the way for a brighter future for Filipino students, Speaker Ferdinand Martin G. Romualdez said on Saturday.

“The law is consistent with the economic development mantra of the Marcos administration that calls for giving every Filipino the opportunity to improve so that he catches up with the rest of our population in terms of making life better for themselves,” Romualdez said.

Romualdez said the ARAL program would provide a free and effective national intervention mechanism for students struggling in their lessons, especially in reading, mathematics, and science, to attain competencies set by the Department of Education (DepEd).

“It seeks to address issues on learning difficulties of basic education learners and provide solutions based on assessments by DepEd personnel,” he added.

The ARAL bill is titled, “An Act establishing an Academic Recovery and Accessible Learning Program and appropriating funds therefor.”

The program is intended for those who have returned or are returning to school after a furlough; those who are below the minimum proficiency levels required in reading, mathematics, and science; and those who fail in examinations as evaluated by teachers during the course of the school year. House Deputy Majority Leader Jude Acidre and House Assistant Majority Leader Paolo Ortega raised alarms over Duterte’s claim that her office used these confidential funds for Youth Leadership Summits (YLS) and other initiatives linked to the AFP.

However, military officials later confirmed that the AFP, not the OVP, covered the expenses for these activities.

“This is a clear misuse of public funds. The Vice President claimed her office spent millions on activities already fully funded by the military. Why lie about where the money went? We need to know what the

OVP did with these funds,” Acidre alleged.

Acidre also pointed out that Duterte’s use of AFP certifications to justify her office’s spending misled auditors and the public.

“This is not just about accounting errors; this is deception. Using the military to cover up the improper use of confidential funds is an egregious act,” Acidre said.

Adding to the controversy is the revelation that P16 million was spent on 34 safehouses in just 11 days in 2022, a figure that remains unexplained. Despite being asked repeatedly during congressional hearings, Duterte has not clearly explained why such a large amount was necessary for safehouses in such a short period.

SWEDEN, PHILIPPINES SIGN PARTNERSHIP TO ENHANCE CANCER CARE EFFORTS FOR PINOYS

SWEDEN and the Philippines have entered a strategic partnership to accelerate cancer control efforts in the Philippines.

The collaboration will span initiatives across the entire cancer care continuum, with the key focus on cancer prevention, early detection and treatment, in line with the National Integrated Cancer Control Act.

The said countries signed an agreement on cancer care in a signing ceremony held between the Province of Bataan through Governor Jose Enrique Garcia III, Cancer Coalition Philippines, AstraZeneca Philippines, Elekta, and Ericsson on Friday.

The cancer care collaboration will launch in Bataan, aiming to transform

cancer care in the province and set a benchmark for nationwide adoption.

“Bataan is spearheading the national government’s universal health coverage rollout, which synergizes well with our cancer care partnership with Sweden,” Bataan Governor Jose Enrique Garcia III said.

Garcis also noted that cancer is one of the leading causes of death in the province, with lung cancer for males, and breast cancer to females.

Sweden leads global cancer control effort with advanced care focused on early detection and prevention, supported by national screening programs and strong public health policies. Sweden emphasizes multidisciplinary

approach to cancer treatment and ensures holistic support for patients throughout their cancer journey by integrating treatment, palliative care and survivorship programmes.

Bataan General Hospital and Medical Center is leading the said Cancer Care Initiative. Medical Center Chief II, Dr. Glory V. Baltazar, is providing efforts such as early detection and diagnosis, health promotion, cancer prevention, cancer surgery, chemotherapy, radiotherapy, as well as palliative care and pain management.

“We aim to initiate this partnership by establishing a comprehensive and a robust Cancer Registry. We also look forward to collaborating with cancer

specialists from Sweden, renowned for their expertise in cancer care and their ability to provide the highest quality of life for cancer patients.” Dr. Baltazar said.

HUMAN Settlements and Urban Development Secretary Jose Rizalino Acuzar urged members of the Chamber of Real Estate Builders’ Association Inc. Governor Mamintal Alonto Adiong Jr. has lauded the administration of President Ferdinand Marcos Jr. for helping his province achieve more infrastructure programs in terms of road development projects.

Adiong said the MarawiMolundo-Amai Manabilang-Wao Road to and from Bukidnon links Lanao del Sur closer to the cities of Valencia and Malaybalay, effectively connecting raw materials to enhance food tourism in Mindanao.

Adiong addressed his constituents in Maranao dialect during a brief observance of the Liberation of Marawi City through tree-planting activity carried out by residents mobilized mostly by private organizations on October 18. He said the national government would have to reprogram its funding on a 2Km. road (to complete the loop) to “about PhP 175 million, since the land elevation in that section has geologically sunken deeper by at least more than 10 meters down. TWO travelers were placed under police custody after making a bomb joke that caused a delay to a Manila-bound flight from the Bacolod-Silay Airport. According to initial reports from the Civil Aviation Authority of the Philippines (CAAP), during the final passenger count for Cebu Pacific flight 9CEB around 10:56 a.m. on Saturday, two individuals, Reynaldo Aleroso and Ernesto Erise, were overheard making a bomb joke. NAPLES—G7 defense ministers started talks on Saturday against a backdrop of escalation in the Middle East and mounting pressure on Ukraine as it faces another winter of fighting.

MAN ARRESTED AFTER MOLOTOV-LIKE BOMBS TOSSED AT JAPAN RULING PARTY HQ

TOKYO—A man was arrested after throwing several suspected petrol bombs at the headquarters of Japan’s ruling party Saturday and ramming his car into a fence outside the prime minister’s office, police said.

No injuries were reported in the incident, which comes just over a week before a general election in which new Prime Minister Shigeru Ishiba hopes to shore up his mandate.

A Tokyo police spokeswoman said a 49-year-old man from Saitama, north of the Japanese capital, was “arrested on the spot on suspicion of obstructing public duties.”

At around sunrise on Saturday, “he approached the headquarters of the Liberal Democratic Party in a vehicle, got out and threw what

appeared to be Molotov cocktails,” the spokeswoman told AFP.

“He also drove into the road in front of the prime minister’s office, crashing into a fence to prevent vehicles from entering, and then threw what appeared to be a smoke bomb towards police officers after getting out of the car,” she added.

Public broadcaster NHK said the five or six Molotov cocktail-like objects hit a riot police vehicle, but the fire was soon extinguished and no one was injured.

Several plastic tanks usually used to carry liquids were found in the man’s small white car, according to the Asahi Shimbun daily and other media outlets.

CHINA DRONE MAKER DJI SUES PENTAGON OVER BLACKLISTING

SHANGHAI—Chinese drone maker DJI, which dominates the global consumer market, said Saturday it was suing the US Department of Defense, complaining that Washington had “erroneously” included the company on a Chinese military company blacklist.

It has faced scrutiny from Washington in recent years, including for its alleged role in surveilling ethnic minorities in China, and DJI drones have reportedly been used extensively by both sides in the war in Ukraine.

“On October 18, DJI filed a lawsuit to challenge the Department of Defense’s (DoD) erroneous designation of the company as a ‘Chinese Military Company’,” DJI said in a statement sent to AFP.

The Pentagon added DJI to its list of Chinese military-linked companies in 2022. It said at the time that it was seeking to “highlight and counter (China’s) Military-Civil Fusion strategy, which supports the modernization goals of the People’s Liberation Army (PLA).” China did that by “ensuring its access to advanced technologies and expertise are acquired and developed by PRC (People’s Republic of China) companies, universities, and research programs that appear to be civilian entities,” the Pentagon said then. GAZA AUTHORITIES ACCUSE ISRAELI FORCES OF ATTACKING HOSPITAL PALESTINIAN TERRITORIES— Health authorities in Gaza said Israeli forces surrounded and shelled the Indonesian Hospital in the territory’s northern town of Beit Lahia at dawn on Saturday.

“Israeli tanks have completely surrounded the hospital, cut off electricity and shelled the hospital, targeting the second and third floors with artillery,” said the facility’s director, Marwan Sultan.

“There are serious risks to medical staff and patients.”

In a statement, Gaza’s health ministry also said Israel had targeted the upper floors, adding there were “more than 40 patients and wounded in addition to the medical staff” present.

“Heavy gunfire” towards the hospital and its courtyard had sparked a “state of great panic” among patients and staff, it added.

Israel launched a new offensive in northern Gaza earlier this month, saying it was targeting Hamas fighters who were regrouping there.

MEXICO CITY—The Mexican navy announced Friday it had seized more than 8.3 tons of drugs in the Pacific Ocean, a record for a single operation at sea.

SITUATED at the coastlines east of Quezon province, Marinduque is known for its tourist destinations such as white sand beaches that have captivated tourists here and abroad.

It is also home to the “bibingkang lalaki” – a rice cake mixed with the province's famous coconut wine (tuba) – and arrowroot cookies, two delicacies that keep the place unique at its core.

One of Marinduque’s dessert joints is now making waves around the scene. Casa John Artisanal Donuts, a local donut shop, has been serving quality treats to locals for three years now.

For this month, the donut shop offers its Halloween-themed selection – Cookies n’ Cream, Cookie Monster, and Death by Chocolate – as flavors fit for the spooky season.

Proprietor Carlo Madrigal Lontoc, a Communication Arts student in UP Los Baños, shares this venture stemmed from a mix of hobby and tradition. He has considered running the small business his passion – an art form even.

“The creative process—from conceptualization, branding, and promotions to product development and crafting the donuts themselves—feels like art to me. From the beginning, our mission has been to create not only tasty donuts but also visually appealing ones that showcase the craftsmanship and passion behind them,” he says.

Being in Marinduque, an island with only a handful of mainstream food choices being offered in cities, Lontoc places Casa John’s as a fresh brand.

“Our province, being an island, doesn't have the same variety of food choices available in bigger cities or the mainland, and I

CYMA Group founder Chef Robby Goco shared nuggets of wisdom at the Manila Gastronomiya event recently held at the Grand Westside Hotel in Parañaque.

He was among the attending chefs, restaurateurs, business owners, food producers, and experts who discussed strategies for accelerating industry growth through gastronomy tourism in a full-day hospitality symposium.

“You set very, very high standards and make sure that you never, ever break them,” Goco advised rising restaurateurs.

He recalled a time when, faced with a strong competitor, he raised his menu prices, obtained better ingredients, improved overall operations, and even changed his service sequence.

While people would say the business move was suicide, it actually ended up killing his competition altogether.

“It was a hard slug to success. There were no shortcuts. I developed a vision. I always strive for excellence in giving the customer a good experience. To have a soul, in essence, in what I was doing,” Goco sobers.

So far, Casa John partnered with local establishments in Marinduque as it seeks to gain recognition within the community. It has set its eyes to expand first toward the capital town, Boac, to help ground its foot to the greater market.

However, its desire for a wider reach does not stop in Marinduque alone.

Lontoc, being an artist-communicator, also looks forward to leveraging his product’s quality to Manila through take-out services. Seeing the demand, he hopes that it would gain a measurable ground to introduce Casa John to a wider palate.

Goco's hard work has resulted in him being quite the decorated chef, with some of his awards and citations including “Best Specialty Restaurant” and “Philippine’s Best Restaurants” for Cyma by Philippine Tatler, “10 Outstanding Entrepreneurs” by Summit Magazine, and a Finalist for Ernst & Young’s Entrepreneur of the Year.

“I brought in good people who could help me achieve what I wanted because I could not do everything. I was humble enough to admit that I needed help so I could be great at what I did,” Goco contemplates.

He takes pride in providing a source of livelihood for around 200 employees, with an estimated 700 family members depending on his success by extension.

His philosophy of demanding the best from himself likewise trickles down to make for an inspired workforce.

“The world is full of passionless people who just do it for the sake of doing it or do it because of the money. The world is not better off because of them. They cannot develop a capacity to attain greatness,” Goco punctuates.

“But you can have an opportunity to do something great if you decide every day to love and take your career seriously. and you are fully committed and determined to do it, all the blessings will happen. And then work becomes a labor of love. And when there is love, there is more than enough grace to overcome each day.”

ONE DIRECTION MEMBERS PAY HEARTFELT TRIBUTES TO LIAM PAYNE

THE death of singer-songwriter Liam Payne at the age of 31, a former member of the popular boy band One Direction, took the entire world by surprise last Oct 16, leaving many loyal fans from all over the globe to express their grief through various ways like heartfelt letters, prayer vigils and flower offerings.

While long-time fans of both the singer and the boy band continue to grieve for the untimely loss of their beloved idol, the same can be said for the other members of One Direction who had been left devastated by Payne’s passing.

After four years of inactivity, the remaining former members Louis Tomlinson, Zayn Malik, Niall Horan, and Harry Styles have released a joint statement on the official Instagram account of One Direction, expressing their grief over the tragedy.

“We’re completely devastated by the news of Liam’s passing. In time, and when everyone is able to, there will be more to say. But for now, we

will take some time to grieve and process the loss of our brother, who we loved dearly,” the boy band’s statement read.

Apart from their statement as a group, they have also gone on their own personal accounts to recount some of their memories and pay tribute to Payne, who had come to be a huge part of their lives.

Posting a photo of himself and Payne in their teenage years, Malik spoke about how he has been talking aloud to the late singer as if he can hear him and expressed his immense gratitude for the role that he played not only in his career but also in his life.

“I lost a brother when you left us and can’t explain to you what I’d

give to just give you a hug one last time and say goodbye to you properly and tell you that I loved and respected you dearly,” said Malik in his post.

Tomlinson echoed this sentiment in his own post where he shared a photo of himself with Payne onstage in one of One Direction’s concerts.

While reminiscing how their bond has strengthened throughout the years, he also said that he would be an uncle that Payne’s son Bear would need now that he is no longer around.

“I wish I got [the] chance to say goodbye and tell you one more time how much I loved you. Payno, my boy, one of my best friends, my brother, I love you mate. Sleep well,” said Tomlinson.

Meanwhile, Styles expressed his grief through recounting how the late singer was a person who has touched the lives of many people all over the world.

“The years we spent together will forever remain among the most cherished years of my life,” said Styles.

Being the last among the four to have seen Payne because of his concert in Buenos Aires, Horan shared how fortunate he was to have been able to see him recently.

“I sadly didn’t know that after saying goodbye and hugging him that evening, I would be saying goodbye forever. It’s heartbreaking,” he said in his post.
